THE Federated American Engineering Societies through its Executive Board has endorsed House Bill 5230, introduced April 26, 1921, which provides for- the completion of the topographical survey of the United States. Before this bill can be reported out it will be necessary for the House Committee on -interstate and foreign commerce to hold hearings. This will not be done unless the engineers of the country show interest -and demand action which should be taken immediately after the recess ends and Congress reconvenes this fall. Surveys and maps have been made in this country ever since Captain John Smith mapped Chesapeake Bay about. 300 years ago, but it is only in comparatively recent years that the need for accurate maps has been keenly felt by those engaged in the industrial' and commercial development of the country.

Fibrous microstructures and their development have been studied by metallography and by hardness and quantitative metallographic measurements. Thin, curved grains were observed in transverse sections of commercial tungsten wire and were developed in laboratory-drawn iron wire at reductions greater than about 70 pct. The unusual grain shapes are attributed to the nonuniform mode of deformation of the grains associated with the characteristic [I101 preferred orientation that develops in bcc metals during drawing. Transverse sections of heavily swaged iron wire showed a ospiral nebulao structure that appears to result from the elliptical shape of the cross section of the swaging dies and their rotary motion. Hardness and quantitative metallographic results show unusual trends that parallel the changes in microstructure. Other phenomena are considwed in light of the results, including the strength of fine wires of bcc metals, ocylindricalo textures, and the ductility of fibrous tungsten. 1 HE microstructure of tungsten wire in a longitudinal section shows grains highly elongated in the working direction, giving the appearance of a bundle of parallel fibers, Fig. l(a). Wires of tungsten and other bcc metals show a pronounced preferred orientation in which a [I101 direction is parallel to the wire axis.l The microstructure and texture of tungsten develop during warm working (working above room temperature but below the recrystallization temperature) into wire by swaging and drawing. Fibrous tungsten so produced has limited but useful room-temperature ductility, whereas annealed tungsten is brittle at room temperature. During an investigation of the effect of recovery annealing on the substructure of commerical 0.030 in. diam tungsten wire, it was found that transverse sections of the as-received material showed thin, curved grains, Fig. 1(b), instead of the expected equiaxed grains. The fact that Figs. l(a) and (b) show different sections of the same material at the same magnification is at first disconcerting, because the long dimension of the curved grains in the transverse section is several times the average fiber width in the longitudinal section. However, a longitudinal section cuts most of the curved grains across their narrow dimension, giving the appearance of a multitude of narrow fibers. On the other hand, the plane of a longitudinal section occasionally includes a long dimension of a curved grain, resulting in a broad ofibero, such as A in Fig. l(a). EXPERIMENTS AND RESULTS To investigate the origin of fibrous microstructures and particularly the unusual transverse-section structure of tungsten, rods of iron (also bcc) were drawn and swaged in the laboratory. One rod of annealed Ferrovac E was drawn in six steps to a total reduction in area of 87 pct (0.10 to 0.036 in. diam), and a second rod was swaged to the same reduction, using approximately the same reduction steps. Longitudinal and transverse sections of the swaged and drawn iron wires are shown in Fig. 2, for reductions in area of 39, 73, and 87 pct. A fibrous microstructure in longitudinal section is first evident at 73 pct reduction, and it is further developed at 87 pct reduction. The grains in transverse section remain equiaxed until about 73 pct reduction, when they become somewhat elongated and curved. At 87 pct reduction, the drawn wire shows thin, curved grains in the transverse section, similar to those observed in tungsten. Two types of decline curves are considered and their applications are discussed. The first is the well-known semilogarithmic decline curve having the rate of production plotted on the logarithmic scale and the time on the horizontal scale. The other curve is the percentage of oil in the fluid versus cumulative production, and it is plotted on Cartesian coordinate paper. These curves are illustrated by carefully and adequately labeled graphs. Where conditions permit application of both types of curves for rationally determining the reserves of a well, both should be applied and the most conservative reserve should be chosen. Formulas are given for determining the economic limits. For a semi-l~~arithmic~decline curve the formula is: A = B X C X D X E X F or B = A/C ? In recent years considerable work has been undertaken in order to gain an understanding of the mechanisms responsible for the generation of recrystal- lization textures in face-centered-cubic metals. Two theories have been proposed, that of oriented growth1 and that of oriented nucleation,' and several attempts have been made to check these theories directly by recrystallizing deformed single crystals.3-5 Two groups, Graham-Cahn and Liebmann-Liicke-Masing, studied the orientation of recrystallized grains and their rate of growth, both using strained aluminum single crystals of commercial purity (Graham et al., 99.6 pct, Liebmann et al., 99.8 pct). The rate has been studied of the hydrogen reduction of nickel ions in acetate -buffered solutions, using a nickel catalyst. At temperatures between 130°and 160°C, the rate is found to be proportional to the catalyst area, the nickel ion concentration, and the hydrogen pressure. The effect of hydrogen ions is to reduce the observed rate, likely by causing the reverse reaction (dissolution) to proceed. The experimental activation energy was found to be 25 kcal per mole. THE precipitation of metals and lower oxides from solution by hydrogen reduction has been quite actively investigated during the past few years.1 In the case of nickel, the kinetics of the precipitation have been studied in ammonia solution2 but extension of this study to acid solutions has not attracted much interest, largely because of the unfavorable thermodynamics at all but the lowest acidities. For example, Schaufelberger foundg that only 10 pct reduction of nickel could be effected in sulphate solutions. One kinetic study of the reduction of Ni++ has been reported by Knacke, Pawlek, and Sussmuth,4 in which the order of the reaction was found to be one in nickel ion and one-half in hydrogen pressure. No mention was made as to the part played by the nickel catalyst, or by the pH of the solution. Moreover, the activation energy reported (4 .12 kcal per mole) is so low as to lead to some question as to whether diffusion might be playing a major role in determining the kinetics. We have recently completed a study5 of the kinetics of the hydrogen precipitation of nickel from acetate-buffered acidic solutions whose results confirm and amplify those of Knacke et al. EXPERIMENTAL PROCEDURES The work was done in a high-pressure autoclavee by the usual technique of removing small samples of the solution for analysis. Nickel analysis was done colorimetrically by the dimethylglyoxime method.' The catalyst used was carbonyl nickel powder (Standard A powder of the Mond Nickel Co., Ltd.) which was found to be composed of spheres of less than 350 mesh. The surface area of the powder was determined in this laboratory by the B. E. T. method to be 1.85 sq m (m2) per g. The catalyst was added to the solution only after the proper temperature and pressure had been reached. Agitation of the baffled system was by a turbine-type impeller, rotated at speeds between 400 and 750 rpm. The reduction rate was found to be independent of the stirring rate, so it was assumed that diffusion in the liquid does not limit the rate. In typical experiments, the nickel concentration was unchanged during an induction period of variable length. The concentration then decreased sharply, and gradually levelled off to approach the final equilibrium value. In some cases, notably at high stirring rates, the nickel concentration was found to increase considerably during the induction period, and then to decrease. In all cases, the rate was determined from the slope of the tangent to the rate curve as the concentration first decreased below the initial value. This is seen in Fig. 1. The rate measurements were found to be reproducible to within about 5 and to be quite independent of the nature or duration of the induction period. The range of conditions used is given in Table I.

Consider an investor who, knowing future costs and revenues, can choose how rapidly to produce from a given mineral source. If the investor elects to make that choice to maximize present value of future profits, how do policies affect the choice? Various alternative policies are examined. Some, such as higher royalty rates, lead to slower production rates than would otherwise obtain. Clearly, the chosen rates of production are policy-dependent. One is wisely counseled to consider how mineral policies affect the rate of production from given sources when analyzing current and alternative policies.

THE discovery of oil in 1901 on the Spindletop dome, Texas, inaugurated a new industry on the Gulf Coast, an industry which has grown with the discovery of successive fields, until today it engages the services of thousands of workers and employs enormous capital. New fields are being discovered from time to time and doubtless some still remain to be found, though of late years discoveries have become more infrequent. Nowadays several hundred dry holes are drilled each year in a fruitless and blind effort to discover new fields, for as yet geologic science has developed no effectual method of locating the coastal oil deposits in advance of drilling. Moreover, despite the occasional discovery of new fields, the total production of the Gulf Coast is today no greater than it was in 1906, for the added production of the new fields has been offset by the rapid decline and more or less complete exhaustion of some of the older ones. Careful geologic work within the fields has in some cases increased the production temporarily, but has developed no really new supplies. The Gulf Coast oil industry seems to have passed its period of greatest expansion and to be declining at a fairly steady rate, and this condition is naturally viewed with alarm by the more farsighted operators. In my opinion, the time has come for the adoption of radical and aggressive methods of prospecting, and a fraction of the money wasted yearly in drilling shallow wells in hopeless locations might well be devoted to this purpose. The stability of lead ethyl xanthate precipitate in aqueous environment of different pH (4.5 to 10.5) and at temperatures 25°C-60°C was investigated. Dissolution leads to a wide variation of pH, xanthate, and lead ions concentration in solution and to a deposition of solid products of reactions. X-ray diffraction patterns of these solids enabled identification of Pb(OH)3, PbCO3, and PbS as constituents of the remaining undecomposed Pb(EtX)1, together with some unidentified compounds (which give rise to intensive peaks with d values of 2.82A and 1.71A, and numerous peaks of lesser intensity).

The following abstract of the minutes of the final Adjourned Annual Business Meeting, held Nov. 12, 1912, in the office of the Institute, 29 West 39th Street, New York City, is here presented for the information of the membership at large. On the announcement by the Secretary that there was a quorum present, President James F. Kemp called the meeting to order. The minutes of the Adjourned Annual Business Meeting of Oct. 7, 1912, were read and approved. (Sec p. xi,Bulletin No. 71, November). Prof. Jos. W. Richards, in behalf of the Special Committee of the Board of Directors and the Council (Messrs. Richards, Kirchhoff, and Rand), withdrew the two proposed amendments to the Constitution offered by the said Committee at the Adjourned Annual Business Meeting of Oct. 7, 1912. (See Bulletin. No. 70, October, 1912, p. vi., and Circular Announcement No. 8, Oct. 15, 1912, p. 15.) Professor Richards presented a syllabus of the proposed amendments to the Constitution and By-Laws prepared by the Special Committee. Several members present discussed various sections of the proposed Constitution, and the Committee advised that the suggestions would he duly considered before submitting the final document, which would be duly presented and sent to the membership at large at least 30 days before the next Annual Business Meeting, Feb. 18, 1913. Professor Richards presented a resolution, seconded by Mr. Kirchhoff, making a change in the present Certificate of Incorporation, so that it would conform to the proposed changes in the Constitution and By-Laws; said resolution was unanimously adopted. Professor Richards presented another amendment to the Constitution, which had been purposely omitted from the printed list, but had been requested by many members, namely, the creation of a " Class of Fellows." This question was freely discussed at the Cleveland meeting (see Bulletin No. 71, November, 1912, p. 1348), and in view of the diversity of opinion it was-decided to present it in separate form for separate action of the membership at large at the Annual Business Meeting, Feb. 18, 1913. In answer to question, the President announced that the proposed amendments to the Constitution and By-Laws presented by Messrs. Corning and Stone at the Adjourned Annual Business Meeting, Oct. 7, 1912, and published in Circular Announcement No. 8, Oct. 15, 1912, were still on record. Professor Richards presented a syllabus of the proposed amendments to the By-Laws, and several sections were discused by members present, but no action of record was taken. Mr. Charles F. Rand read a letter from Mr. L. K. Armstrong, Sec-retary of the Spokane Local Section of the Institute, referring to the proposed amendments to the Constitution, and he announced that many of Mr. Armstrong&apos;s suggestions were, in one form or another, already incorporated in the proposed amendments submitted by the Special Committee. A special vote of thanks was passed to Dr. Albert R. Ledoux for the valuable assistance rendered by him to the Special Committee in the preparation of the proposed amendments to the Constitution and By-Laws.

Two sessions during the recent AMC Mining Convention in Los Angeles, September 23-26, served to update industry personnel on the status of health and safety regulations in the US. As reflected by the American Mining Congress resolution on mine safety and health, "Based on experience with the federal Coal Mine Health and Safety Act of 1969 and the federal Mine Safety and Health Act of 1977, (AMC) does not believe that laws designed to force compliance with regulations through the imposition of criminal or civil penalties will result in safer mines. (AMC) feels that the government&apos;s participation will be much more productive if greater emphasis is placed on research, training, and inspections aimed primarily at assisting operators and employees in recognizing and eliminating hazardous conditions and practices.

The Du Pont Magazine for August and September gives the following interesting information regarding recent progress in the use&apos; of explosives. Blasting -Clay.-"The place where I tried blasting down clay for a brick yard had been worked for some years by old-time pick and shovel method. There was a large shallow pit, irregular in shape, with a perpendicular face at one end. I put down a line of holes 3 ft. deep and 6 ft. back from this face, loading each hole with one and one-half car-tridges of Red Cross Extra 40 per cent. dynamite. The charges were connected up to a blasting machine circuit and fired electrically. "Two of these shots kept the brick yard men very busy for two days taking out the loose clay. "I am convinced that if any brick yard man will try this method he will always have a blasting machine and dynamite on hand thereafter, because it cuts labor cost almost in two to get down the clay in. this way." In some clay pits the practice is to blast a large amount of clay in the fall, allowing it to freeze and thaw through the winter. Such clay is much easier to puddle in the spring than freshly dug or blasted clay. When the clay contains stones, the blasting loosens them and makes their separation-easy. Well-Drill Holes in Quarrying.-The well drill or cable drill method of working a quarry face is now in quite common use. The use of large drills is constantly increasing among quarrymen. In fact the growing tendency is for large machinery of all kinds such as mammoth crushers, steam shovels, etc. Volume is what is wanted nowadays. The advantages of the big drill over the piston driven drill are numerous. By carrying the holes the full depth of the face the stone is loaded and treated on one working floor. It eliminates the cost of bench cleaning. Loading operations are less frequent, thus lessening the danger. Stone can be shot down in greater volume and in better shape, making it economical to use a steam shovel. No bench cleaning makes it safer for the men. It is cheaper and can be used in outlying and temporary operations where the cost of installing a power plant would be out of the question. It permits a greater spacing of bore holes and eliminates the necessity of "squibbing" or springing. In this method usually holes from 4 in. to 6 in. in diameter are drilled the full depth of the face from 15 ft. to 2,0 ft. apart, and as far back and the whole face shot down at one time. The cost of well drilling may vary all the way from 20 cents to 75 cents: per foot, and in extremely hard rocks up to $1.50 per foot.

The Hiawatha mine, a producer of iron ore, is near the City of Iron River, in Iron County, Michigan. This mine, operated by The M. A. Hanna Co., has been chosen by the author as a typical iron mine in this district that is using the cut-and-fill mining system. General Geology The Hiawatha ore body lies along the steeply dipping north limb of a syncline that closes around on the east end to form a bathtub-shaped structure. Throughout this major structure there are very many smaller wrinkles or folds, which vary the direction as well as the thickness of the ore body. The total length of the ore formation with minor interruptions so far developed is about 3600 ft. The ore body throughout the entire present depth of 2000 ft. has averaged approximately 40 ft. in thickness; it is somewhat narrower at the upper levels and shows a marked increase in thickness on the bottom levels. This increase in thickness probably indicates that the bottom of the trough is near or that a major monoclinal fold has been encountered, which flattens the ore and gives apparent horizontal thickening. The footwall of this ore body is generally a black, graphitic slate, very rich in iron sulphides, quite combustible when exposed to air, and very treacherous to handle during mining operations. The hanging wall, in most places, is a cherty, fairly hard iron formation, and in general stands quite well ill open stopes. There are places, however, where black slate is found in both the hanging wall and the footwall, which makes mining difficult, as the black slate tends to slough off after being exposed to air. In these places it becomes necessary to leave a scale of ore 5 to 6 ft. thick on both hanging wall and footwall, which is not recovered. Fig. I shows a typical vertical cross section through the Hiawatha ore body. Type of Stoping Because of the size and shape of the ore body and the hard, dense structure of the ore, sublevel stoping has been an efficient and economical method of extracting the ore. This method, with various minor changes, has been used since the mine was opened in 1893. There have never been any stope-filling operations, however, until recent years, when crushing of pillars and black-slate fires forced the issue and methods were arrived at to fill all stopes. Development of Deeper Levels Shaft sinking to deeper levels in development operations has been done successfully by two methods without interference or hindrance to production. These systems are: I. Sinking an auxiliary winze a short distance from the shaft, then drifting back to the shaft location and putting up a pilot raise through to the bottom of the shaft. This raise is always in the manway compartment of the shaft, so that no work is ever done under a cage or skip. A 20-ft.

The introduction of mechanized mining has created a demand for long working faces. It has also prompted mining men to contest the old theory that longwall methods can be used only where roof conditions are ideal and where pack-wall material is plentiful. "Longwall" as used in this paper means "modified longwall," "semi-longwall," or any of the various &apos;&apos;wall" or "long-face" methods of mining. Many mines are now using long conveyor faces that differ only in their methods of development, types of roof support and method of loading coal onto the conveyor. Some types of longwall operations are being carried on successfully under conditions heretofore considered impossible by men experienced in longwall mining. With possibly one or two exceptions, long-face methods in Alabama are a direct result of the need for lower mining costs. The advantages over room-and-pillar systems were clearly expressed in an article by Messrs. Fies and Lacy of the DeBardeleben Coal Corporation1 as follows: (1) increased tonnage per miner; (2) increased percentage of lump coal; (3) reduction in cost of development; (4) elimination of the cost of room yardage; (5) reduction in the cost of haulage, from ability to use larger cars; (6) reduction in the cost of machine cutting; (7) reduction in cost for tracks; (8) reduction in the cost of deadwork; (9) reduction in the cost of supervision. An attempt on the part of the operator to gain these advantages by changing from room-and-pillar to longwall requires considerable courage, and credit should be given to those men who have done their bit to meet the competition of rival fuels. The initiatory problems to be solved are in reference to: (1) retreating or advancing system, (2) length of wall, (3) method of roof support, (4) method of entry development, (5) type of conveyor or loader, (6) hand vs. machine loading (onto conveyors), (7) hand vs. machine loading in entries, (8) control of roof pressure,
