AT the meeting of the Board of Directors on Jan. 28, 1927, the tentative budget of this Institute for next year was discussed, and in connection with the evident necessity for a larger income to meet increasing demands for service, the advisability of in- creasing the dues of members, was brought up. W. Spen- cer Hutchinson advocated an upward revision of the dues "believing it necessary that the Institute have a larger income, in order that it may carry on necessary work and render adequate service to its membership." Since this is a matter that directly affects every member, .President Taylor was directed to appoint a committee, which he did, consisting of George D. Barron, W. H. Bassett, and R. H. Sweetser, with T. T. Read as secre- tary, to bring in a tentative outline of the main factors in the problem for discussion at the annual meeting, on Feb. 15, and to prepare, after they have had the benefit of the discussion at that meeting, a report for the board. The amount of the annual dues is fixed by the con- stitution and can only be changed by proposing an amendment to the constitution. This amendment would have to be submitted to the members by letter ballot at the time of the election of officers for 1928, so that no change can be made in the dues for 1927 in any case. WHY THE INSTITUTE NEEDS MONEY At the annual meeting past-president Reynders, as chairman of the executive committee made the follow-ing report, which since it admirably sets forth the rea-sons why an increase in the dues has been suggested, is included here. "The report of the president has covered the situation so fully that little is left for me to say. However, a word in regard to the functions of the executive com-mittee may not be out of place.

IN the course of some experiments on the analysis of pig iron, I heated, in a platinum crucible, some borings of a graphitic pig iron with sodium carbonate. When the crucible was at a full red heat and the carbonate was thoroughly fused, I noticed a lively ebullition of the mass, and an escape of gas, which burned on the surface. On investigation this gas proved to be carbonic oxide, and on examining the borings in the bottom of the crucible after an hour or two, they were found to be perfectly malleable, although unchanged in general form and appearance. Analysis showed that the carbon was completely removed. I then repeated the experiment, to ascertain whether the silicon and phosphorus were affected, and found that these elements too were largely removed, and could be found in the fused mass as alkaline silicates and phosphates. In order to ascertain whether the removal of the silicon and phosphorus was merely a surface action or whether the reaction really extended into the mass of the iron, I tried the following experiments : A number of bars of pig iron were cast about one foot long and planed down-accurately to one inch section. These were immersed in a large wrought-iron pot full of molten sodium carbonate made by fusing the commercial bicarbonate of soda. Through the kindness of Mr. Frank Firmstone, Superintendent of the Glendon Iron Works, Easton, I was enabled to keep this pot at a reasonably constant high temperature for a long time in one of the hot-blast ovens. One of the bars was removed from the pot every twenty-four or forty-eight hours, according to the rapidity of the action, and after cooling was broken and the fracture examined. The change from pig iron to malleable iron was progressively inwards and always sharp and easily recognized, the rate of progression being in a decreasing ratio with the time. THE fall meeting of the Petroleum Division at Fort Worth, Texas, Oct. 19 and 20, attracted even a larger number of members and guests than had been expected. Over three hundred registered the first day though the attendance and interest in the program was so keen that it was necessary to begin technical sessions without. waiting for registration. Members were present from as far away as Venezuela and while the larger attendance was from the Mid-Continent and Texas fields, California and the eastern states were represented by influential delegations. One pleasing feature of the meeting was the presence of a number of the older executives of the oil industry who evi-dently have come to realize the importance of the work the Division is doing in advancing technology. The meeting was held under the auspices of the Production Engineering section of the Division. E. 0. Bennett, chief production engineer for the Marland Oil Co. of Texas, and chairman of the Fort Worth Sec-tion. of the A.I.M.E., served as general chairman. J. B. Umpleby, president of the Petroleum Reclamation Co. and vice-chairman of the. Division was in charge of. the program with a special committee in charge of the technical sessions, of which A. C. Rubel of the Union Oil Co. was chairman. The sessions were held in the ball room of the Texas Hotel, which also served as general headquarters. The Wednesday morning session was devoted to the air-gas lift, John M. Lovejoy, chairman of the Division, presiding. The first paper, on the "Principles Under-lying the Air-Gas Lift." by J. 0. Lewis, was presented by R. R. Brandenthaler and discussed by Messrs. Love-joy and Millikan. Mr. Brandenthaler's own paper on the "Effect of Gas Lift on Physical Properties of Oil" followed and was discussed by Messrs. Umpleby, Walker, Mills, Bennett, Williams and Van der Gracht, the dis-cussion turning mainly on what is known and what unknown regarding oxidation of oil under various con-ditions. The third paper of the morning, "Handling Recirculated Gas," by R. D. Gibbs, was presented by Mr. Taylor. The discussion that followed was general and brought out a large amount of data on the costs and results of compression versus, absorption in total gasoline recovery from gas. The next group of papers dealt with "Mechanical Installations of Air-Gas Lift," the first by E. V. Foran on the Texas district outside the Gulf Coast, the second by L. L. Brundred on the Gulf Coast, the third on Kansas and Oklahoma other than Seminole by R. W. Bond, the fourth on Seminole by C. R. Swartz, and the fifth relating to California by H. C. Miller. Some of these were read by title in order to give more time for discussion which was active and participated in by. Mills, Griswold and others.

The problems and limitations encountered in the Physical beneficiation of the Appalachian Red Iron Ores are discussed. Two major problems are identified - the high phosphorus content and the fine dissemination or encapsulation of mineral impurities in the iron-bearing minerals. A process that combined extreme fine grinding techniques with magnetizing roasting or flotation-separation methods is suggested. By these methods, concentrates assaying 60-61 % Fe, exceeding the widely accepted upper limit of 56% Fe set for these ores, were produced with 75-90% iron recovery. Moreover, it was shown that the phosphorus content of these concentrates could be reduced from 0.25% to 0.03% phosphorus by acid leaching. A brief discussion on production costs based on current and future developments in iron ore processing is given.

Troughs or launders are probably the oldest machines used for ore concentration, and their development was suggested no doubt by the natural segregation and stratification of materials that take place in the bed of a stream. Trough washers for coal cleaning were first used in France and Germany about one hundred years ago and have been used in some form or other ever since. The early launders were intermittent or batch machines, and only comparatively recent developments have made them continuous. The chief disadvantage of early launder systems as applied to coal has been that when a satisfactorily clean coal was produced the loss of good coal in the refuse was excessive. Other disadvantages have been the large quantities of water and the great lengths of troughs necessary to treat moderate tonnages of feed. One of the most widely used types of trough washers is the Rheolaveur, which has been developed in the last 25 years. Fig. 1 shows a more or less standard arrangement for fine coal. In this there are four trouglis placed one below the other and sloped a few degrees from the horizontal. Rheo-boxes or draws are provided at intervals in the bottom of the trough for the removal of material deposited from the stream. These draws are spaced substantial distances apart. Some of the rheo-boxes are provided with upward currents of water to modify the horizontal current stratification. In operation it is the function of the first two troughs to remove all refuse material and permit only clean coal to be discharged over the end. In order to accomplish this, large quantities of coal are drawn through the rheo-boxes. The third and fourth troughs are used to recover the coal discharged through the boxes of the first two troughs as a middling product and to discharge a clean refuse. The middlings are returned to the first launder and are usually about equal to 40 per cent of the raw coal being fed to the launder. In considering launder processes, one would reason that the conditions of extreme crowding under which stratification takes place in a flowing stream should effect complete separation in a single pass down a launder.

HERBERT HOOVER had to sit through an hour and a half of eulogy of himself at Carnegie Hall last night, said the Sun and New York Herald of Feb. 19. When his turn to answer came he remarked that, although one of the speakers had referred to him as a modest man, he would never, in view of this experience, be able to prove it. The occasion was the presentation by the Civic Forum to Mr. Hoover of its medal of honor for distinguished service, the only recipients in past years having been General Goethals, Thomas A. Edison, and Alexander Graham Bell. Only by distortion of intent could there be said to be anything political in the affair, which was carefully described by the chairman, Charles E. Hughes, as non-partisan. Nevertheless, the praise bestowed on the former Food Administrator by the former Republican candidate for President, proved specially interesting to a much applauding audience which filled the hall to the uppermost gallery. A piece of real news was supplied by Horace V. Winchell, whom Mr. Hoover succeeded on Tuesday as President of the American Institute of Mining and Metallurgical Engineers. He said that Mr. Hoover, when in Europe after the . armistice, caused to be collected the literature of the war in all Europe.

Expanded mine-mill capacity and greater operating flexibility are part of the dramatic changes taking place in the Tennessee mining operations of Asarco, Inc. Climaxed by the recent start-up of the $6.3 million Young mill in September 1975, Asarco has pushed Tennessee back into number one position as the leading zinc mining state. Furthermore, start-up of the Young mill is expected to insure a much-needed and continuing domestic zinc supply, at a time when US mines can only supply one-half of 1975 domestic consumption.

MOTHER example of the broad field that is covered by the mining industry is the recent erection by the Phelps Dodge Corp. of a modern hospital building at Douglas, Ariz., and an identical one at the rejuvenated mining town of Morenci. Managers of even small mining properties are often called upon to build schools, houses, stores, maybe a jail, and provide sanitary arrangements, possibly the while acting as mayor of the town. Those who direct larger properties may have to build hospitals, as in the present instance, construct sewage disposal plants, and sometimes even build and manage railroads. A mining camp achieves its reputation among mining men not entirely by the grade or amount of its ore, or the skill of the operating staff in mining and milling it at a profit-the operation soon acquires a reputation as either a desirable or an undesirable place to live, regardless of its remoteness from what is euphemistically termed civilization. Such a community is indeed fortunate if it can boast of a good hospital.

In the study of reactions occurring in liquid iron, alone or in contact with a liquid oxide or slag phase, it has been found that the experimental data over a limited range of concentration can in some cases be represented satisfactorily by the simple equilibrium expression where (P) denotes the concentration of a product and (R) the concentration of a reactant in the reaction r1R1 + r2R2 + • • • D P lP1 + P 2P2 + • • • Some of the reactions for which it holds are listed in Table 1. For others, however, the simple equation apparently does not hold. This has been attributed to an improper method of expressing concentration (for instance, weight per cent instead of mol fraction); or it has been supposed that the solutions are not ideal in the sense that the activity of a component is not proportional to its true mol fraction. But it may be that the problem has been oversimplified by neglecting some molecular species actually present; that is, by considering only the ostensible simple components and thus leaving out of account possible compound formation. It is the purpose of the present paper to point out how, in a group of related cases, a reasonable consistent assumption relative to the presence of a compound makes it possible to express the experimental data satisfactorily by the simple equilibrium expression when this compound is taken into account, and to bring into harmony data referring to different reactions in liquid iron. There are several a priori reasons for believing that solutions in liquid iron should not deviate far from ideality, provided that the concentration of solute is not too great and is expressed in proper terms. The factors that commonly lead to nonideality in systems at ordinary temperature— as ionization or the occurrence of polar and nonpolar molecules—are presumably less effective in inetal and in slag systems at high temperature. COAL mining technique progressed slowly until the advent of mechanized mining. The cutting machine was a forward step, but had only a limited effect upon improving the percentage of coal recovery. Previously, the physical fitness of the loaders and the total output of the miners fixed mine production. The miner was an independent contractor and supervision over his working place was superficial. Rising costs and the inroads of substitute fuels demanded increased output per man to lower the unit production cost. Therefore, the amount of coal loaded mechanically in underground bituminous mines has risen from 0.3 per-cent in 1923 to 7.4 in 1929, to 20.2 in 1937, and to 48.9 percent in 1943. When loading devices were introduced it became necessary to adapt them to existing systems of mining, or to alter the mining system to fit the machine. An increased amount of supervision was required as output depended upon proper operation of the machine rather than on the physical fitness of the individual.

Leaching of uranium in situ from sandstone deposits with ammonium carbonate solution containing dissolved oxygen occurs rapidly compared with the leaching of the bulk of the sulfur present as FeS2. However, because of their high reducing capacity and their relative abundance, the FeS2 minerals consume the bulk of the oxidant. A pressure leach apparatus was constructed that permitted measuring oxygen consumption by FeS2, best described by a first-order reaction. The experimental rate constants for various cores are roughly proportional to their FeS2 contents.

IF THE engineer is to go into politics, as I think he should, I believe the curriculum of every engineering school should be amended to include a good stiff course in public speaking. My observation has been that the engineer in private conversation can scintillate as brightly as a life insurance agent or an oil stock salesman, but before an audience, with rare exceptions, he is a total loss. He will not get up and talk. He hides his light under a bushel, and sits on the bushel as dumb as an oyster. I have seen meetings of the Utah Section at which some topic of general interest to the members was up for discussion, and where an animated debate was the logical thing to expect. After the chairman states the subject and invites discussion, there is dense silence. Finally a member, bolder than the rest, gets up and with trembling voice and knees makes a motion. The motion carries, the meeting adjourns, and then the members gather into groups and begin to discuss the question seriously -and intelligently, giving cogent arguments on either side and embellishing their remarks with appropriate or inappropriate epithets illustrations and figures of speech. Now, I am not pleading for more speechmaking. The good Lord knows we have too much of this great American indoor sport already. But I think every man ought to be able and ready to express his opinions at the proper time. Some men have a reputation for wisdom because they do not talk much. We speak of the wise old owl because she never speaks, but in my opinion the owl's reputation for wisdom is vastly overrated. silence is more apt to be a cloak for stupidity than for wisdom. The person who has ideas can- not exert any influence by keeping them locked up in his own mind. The great motive force of the world is not muscle, but ideas, and ideas in order to get in their work must be released.

SUMMARY THE cost of labor turnover in industry is so large as to justify the adoption of almost any means to bring about its reduction. Intensive study has shown that faulty methods of hiring and discharging men is the most important factor in labor turnover. Complete control over hiring and discharging by the foreman is a relic of outgrown industrial conditions; centralized hiring permits this work to be put on a scientific basis and also does away with many serious evils that cannot otherwise be reached. Centralized hiring does not impair the authority of the foreman; he hires his men from the employment office and discharges them back to it, instead of from and to the street. The employment manager, being a direct representative of the employer, tends to restore the former relation of direct intercourse between employee and employer that was helpful in avoiding friction between them. Being a specialist, he is able to bring special knowledge and skill to bear upon the task of selling employment in his concern to desirable workmen; lie is also able to give the foreign workman the special attention he requires. Employment managers have been used for the past few years by a number of large organizations, a few of which are engaged in the mining and metallurgical industries. They have invariably reduced labor turnover, in some cases to as little as one-tenth of what it had been. So great a reduction is due in part to other changes made in the light of the data made available by scientific study of the labor problem. In my former paper on personnel work1 I advocated the more general use of the employment manager in mining and metallurgical enterprises as a means of reducing labor turnover. The form of organization recommended seems not be to understood by all, and I have requested the privilege of explaining it at greater length, since it is perhaps the most important factor of all in personnel work, and has a vital influence on the cost sheet of every industrial enterprise.

FOR a better understanding of the melting and refining processes, the oxygen content of the steel bath should be determined. The oxygen content influences many process and product variables such as the efficiency of alloy recoveries, the ingot structure (through reaction with carbon in the steel), certain reaction rates, cleanliness (formation of indigenous oxide inclusions), and mechanical properties. Many methods of sampling liquid steel for oxygen have been devised. These methods can be divided into two main groups: 1) taking samples directly in the furnace or ladle;'-'0 2) removing the metal from the furnace or ladle in a sampling spoon and pouring it into a mold, or drawing the metal from the spoon into a sample holder.11-l4 The advantages and disadvantages of the two general sampling methods are presented in Table I. The bomb-sampling technique described by Huff, Bailey, and Richards8 has been used by the Crucible Steel Co. in certain research projects where oxygen contents were needed. It was recognized that a localized boiling condition could result when the mold is introduced into the steel bath, although the work of Gilbert and Bailey9 seems to indicate that the carbon boil occurring in the bomb-sampler cavity has a negligible effect on the oxygen content. In order to confirm the reported negligible effect of a carbon boil, additional work was done with adaptations of the conventional bomb sampler. The methods used are shown in Fig. 1 and are as follows: 1) Type A: aluminum wire (0.125-in. diam) coil in cavity; steel cap over mouth 2) Type B: aluminum cup in cavity; aluminum cap over mouth, 3) Type C: aluminum cup in cavity; steel cap over mouth, 4) Type D: fine aluminum wire (0.013-in. diam) in cavity; steel cap over mouth. The amount of aluminum wire in the Type A and D samples varied from 0.8 to 1.2 pct of the sample weight. The aluminum cups averaged 2.0 pct of the sample weight; the latter were used to ensure that the steel contacting the walls of the bomb cavity was fully killed. Samples were taken from plain carbon heats made in open-hearth furnaces. This grade of steel before silicon additions is essentially an Fe-C alloy and the effects of other alloying elements on the oxygen activity can be neglected. The results of sampling with the bomb samplers is shown in Fig. 2 where the percent oxygen is plotted against the percent carbon on log-log paper. Spoon sample results on the same grade of steel where the sample was killed in the spoon are shown in Fig. 3. The oxygen contents were determined by the vacuum fusion method. ROSWELL H. JOHNSON,* Pittsburgh, Pa.-The industry, I think, has suffered very severely from the lack of just such work as has been done by Messrs. Lewis and Beal. I think we owe a great deal to the Bureau of Mines for at last undertaking this much needed work, even though it is so belated. It could have been of very great assistance in so many properties where its usefulness has now passed. I think it is perhaps well to sound a note of caution, owing to the fact that so much of this information was derived from eastern Oklahoma; but with the new bulletin giving the decline for many fields, there will be far less danger of falling into error through assuming too much uniformity. The cumulative percentage curve seems to 'me to be a. particularly splendid idea. It should have a very important -influence, especially as the authors have themselves pointed out several variables that ought to be taken into consideration. The thickness, I think, is going to be an especially important one to work out along the general lines of method that they have advanced. Probably the most surprising thing in the paper is the general rule that the decline of a well is more correlated with its size than with its age. I can't help but think that that generalization, important as it is, is rather rough and will not apply so clearly when we have a larger number of fields before us. Still the generalization, rough as it is, is of very great importance, since the industry has been very largely basing a great many of its ideas on the ignorance of that principle. It leads to certain corollaries that are of great consequence. The first is that the undrilled portion of the property must be appraised on a. different basis from that used for the drilled portion.
