Geotechnical conditions in the Lochiel Deposit are somewhat unusual, and thus geotechnical and hydrological investigations have assumed a high priority. The cost of mining the deposit has been shown to be very sensitive to geotechnical design parameters, and it is now seen to be of paramount importance to establish a high level of confidence in the design parameters used for mining cost estimation. Geotechnical investigations in the Lochiel Deposit reached a crossroads in 1985, when there appeared to be several quite different and equally attractive routes to follow to establish a satisfactory level of confidence in geotechnical mine design parameters. Three main options were identified, referred to as the No Further Work Route, the Drill and Trench Route, and the Trial Pit Route. The No Further Work Route was ruled out as being technically unsound and as satisfying none of the Electricity Trust of South Australia's (ETSA's) or the State Government's requirements. Tailings dam failures continue to occur worldwide at an unacceptable rate, averaging two events annually over the last 100 years. Furthermore, tailings dams continue to grow in size, increasing the potential release of tailings and water should they fail. Tailings are generally deposited in a slurry state, with the potential to flow if containment is lost. Understanding the generation and propagation of excess pore water pressure on failure is critical to predicting the flow and run-out of tailings. This paper presents numerical modelling using the material point method indicating that tailings run-out processes may be self-enhanced by the excess pore water pressure induced during the collapse of the containment. Moreover, it is shown that geomorphological features, such as the slope and its surface roughness downstream of the tailings dam, influence the pore water pressure dynamics upstream of the advancing toe.CITATION:Llano-Serna, M A, Bu, L and Williams, D J, 2018. The Department of Mineral Resources is the lead agency in mine site environment management and control inNew South Wales. The Department introduced a Mining, Rehabilitation and Environmental Management Plan (MREMP) process several years ago in order to integrate the activities of other government agencies who may have a material interest at the mine site. The MREMP process has resulted in a spirit of trust and co-operation between agencies and between agencies and mining companies. The spirit of co-operation has been reflected in greater public confidence that mining is environmentally responsible.

Given that the mining industry is committed to sustainable development principles and that Australia is experiencing changes to the regulatory environment that aim to modernise the water sector and encourage adoption of consistent approaches, there is a well defined need for the Australian minerals industry to develop a water accounting framework. This requires: key terms and definitions for water metrics for use in the Australian minerals industry that is consistent with the wider water sector, a suite of metrics representing key components of an operationÆs water balance, a calculation method for some of the metrics, and a reporting protocol. This paper presents the methodology that was used to derive these four components. Existing accounting frameworks were reviewed and key terms and definitions that were consistent with current requirements were proposed. A calculation methodology was developed to obtain some of the key indicators and variables that cannot be easily measured directly (water loss through evaporation is an example). The adopted terms and definitions dictated model development, with the conclusion that a systems approach was the most effective calculation process. To test the proposed definitions and calculation methodology, values for water metrics were derived for eight sites. The proposed framework and definitions could deal with the specific situations selected as case studies. The associated calculation methodology produced complete accounts at various levels. Some elements of the accounts could be directly checked against available data and simulations. The framework captured well variations in the reuse efficiencies; reuse efficiency could even vary for similar processes. It is concluded that this preliminary accounting framework provides a consistent language and metrics for quantifying and communicating water management, both at the intersection of the site with the surrounding landscape (through detailed reporting of site inputs and outputs) and within operational activities. Using this consistent framework for quantifying and documenting water use within an operation will provide a platform for compiling and comparing minerals industry water use with other sectors. This may support benchmarking activities within regions or companies and help demonstrate leadership amongst water users in water resource stewardship. The approach presented here is applicable to a wide variety of mining and processing activities, and biophysical environments, and can be adopted as the first step towards developing national water accounts for the Australian Minerals Industry.

During the lifetime of an open pit mining project, each stage from exploration activities to exploitation and mine closure produces disturbances on the mining region. Mined land reclamation plans establish constructive solutions to rehabilitate the disturbed areas. Open pit mining as an effective method for exploitation of a wide range of orebodies especially for massive reserves of shallow metallic substances has exhaustive and harmful environmental effects on the mining project region. Nowadays, closure and reclamation stage in a mining project is emphatically enforced by the relevant environmental protection regulations in many countries. It is therefore obvious that closure and reclamation costs of an open pit mining project, as costs of other stages of project, must be estimated to enter the planning and design processes in open pit mining. Post-mining land use is the most important factor to recognise closure and reclamation costs. Thus, using a model to define optimal land use in planning phase of an open pit mining project is necessary in this regard. In this project a model was developed to define optimal land use regarding different sections of open pit mines such as pit(s), waste dump(s), tailing pond(s), roads, areas for onsite facilities and free land zones which are not mined. TOPSIS and PROMETHE techniques were applied to create the developed model. Lumber production was recognised as the optimal post-mining land use for the pit area of the case study in this project.

Strategy development by the minerals industry identified the fragmented management of mineral resources as a significant impediment to the discovery and development of New Zealand Æs mineral resources. The total gross value of New Zealand Æs potential resources of coal and minerals is estimated at about $400 billion, but their potential value is not being realised. The management of minerals is now largely under the control of 86 local authorities (regional and district councils) and the lack of recognition of the significance of the sector has lead to inconsistencies in the way minerals are managed. The industry strategy influenced science funding for minerals, with the result that the 'mineral wealth' component now includes research on making better use of resource data in minerals management. Initially this research has targeted Otago and Northland regions where a number of initiatives are now in progress.   In Otago the Regional Council has budgeted to contribute $1 million towards a regional geophysical survey to advance mineral exploration and the management of subsurface resources in the region, to work cooperatively towards improving public awareness of the significance of minerals to regional economic activity, and to better coordinate policy-making for minerals at regional and district levels.   Crown Minerals, and the Far North and Whangarei district councils are considering providing funding support for an economic study of the mineral potential of Northland, building on a mineral resource assessment undertaken by GNS Science. Enterprise Northland is adding minerals to their list of potential growth sectors, and is supporting the operation of a Northland region minerals focus group.   Regional development agencies and local authorities have shown that they are willing to include mineral resources in their development strategies and to provide for them in policies and plans when supplied with information and assisted with technical support.

In recent years there have been many changes in mine ownership due to the on-going rationalisation towards larger mining companies. Larger companies inevitably find it hard to manage small mining operations and in many cases smaller mines do not fit corporate resource, production and profit criteria. Smaller companies are more suited to managing these medium or small scale mines and are tendering for the purchase or lease of mines that larger companies wish to dispose of. In addition to these factors there has also been a trend (especially in Western Australia) for mines to continue operating at ever increasing depths. This in turn has led to more mines operating in high stress environments and experiencing damaging seismicity. Assessing the viability of seismically active mines from a takeover or purchase point of view should involve analysing the risk profile of every aspect on mining that could be affected by adverse seismicity. This includes assessing current and alternative mining methods, mine designs, support systems, extraction sequencing, monitoring and blasting. This paper includes discussion on items that need to be assessed when considering the purchase of seismically active mines, with experience gained from some recent studies in Western Australia. In these cases it was apparent that quantification of previous seismic history on itÆs own was a totally inadequate method of assessing minewide seismic risk potential. A more holistic approach is required, taking into account all aspects of relevant data, all the minewide effects of seismic activity and all possible means of mitigating those effects.

Over the past 15 years, the mining industry has begun to incorporate the concepts of sustainable development and sustainable mining practice across the life cycle of mineral operations. This requires addressing economic issues, community impacts and concerns and environmental protection, and is captured in part by the phrase ‘design for sustainability’ (McClellan et al, 2009). Over the same period, the industry has seen a gradual decline in ore grades for many mineral commodities. As a result, large volumes of tailings and mine waste rock are being produced around the world, and it is expected that the annual production volumes of these materials will increase, even if there is not a significant change in the demand for materials.Another related thread of change has been the realisation that societies need to move away from linear economies (raw materials, production, consumption, disposal) towards more circular ones. This will help societies become more resource efficient, which is defined by the United Nations Environment Programme as reducing the total environmental impact of the production and consumption of goods and services, from raw material extraction to final use and disposal. The goal is to create more with less and deliver greater value with less input. Circular economies require thinking in terms of the waste hierarchy (reduce, reuse, repurpose, recycle, recover, landfill).The challenge is that the waste hierarchy was originally designed to address embodied mineral content in products rather than mine waste and tailings generation. It will need to be reconsidered in a mine life cycle context, focusing on a value-based conception of waste (Van Ewijk and Stegemann, in press).In parallel to these changes, it has remained an imperative in the mining industry to dispose of these waste materials as economically as possible while protecting the environment. Single handling of these materials has been the main target, which reduces the life cycle costs of their management but may make reuse of waste and tailings technically more difficult or economically infeasible.This presentation explores a rethinking of the large volume earthen material waste issue at mines. The underlying theme is that some or all of these materials can be valuable resources for the future that can positively contribute to sustainable development. These resources can offer economic gains to firms, communities and societies; contribute to environmental well-being; enhance social interactions with the previously mined landscape if handled properly; and, with proper policies in place, reduce governance commitments. Each of these topics will be briefly explored. With the continued implementation of stricter limitations on the discharge of excess process water from all existing and future mining and metallurgical operations, the design and operation of the entire process water circuit must form an integral part of any total operational package. It is far better to æanticipate and circumvent the problemÆ rather than be forced into an expensive remediation program after the event. By far the greatest problem relates to the treatment and disposal of what is generically known as acid drainage. In simple terms, an acidic metal sulfate solution is generated by a series of chemical and biological reactions as soon as most sulfide minerals are exposed to air and water. Treatment of this solution by one or more of a wide range of chemical and physical options can involve substantial capital and operating costs, although there are recent processing options that yield saleable by-products, thereby reducing the financial liability of what is effectively a waste stream. This presentation provides an overview of the Australian situation compared with the rest of the world and outlines the basic features of a number of the more advanced passive and active acid drainage options.

New methods of analysing and modelling flotation circuits have been developed as part of the AMIRA P9 mineral processing research project. A study using these techniques was conducted on the Olympic Dam copper flotation circuit to provide the following outcomes: an estimate of the flotation cell hydrodynamic properties and froth performance characteristics, and identification of potential areas for improvement; an estimate of the feed floatability parameters for basic model development; and identification of potential flotation circuit improvement opportunities. A flotation circuit model of the Olympic Dam copper concentrator was developed using the data collected from mass balanced site surveys, along with hydrodynamic data, froth performance data and numerous laboratory batch flotation tests. The simulator that has been developed from the model has the ability to estimate the influence of selected changes (such as circuit changes) on flotation circuit performance. Several stream destination simulations were conducted to provide guidance for further testwork and possible circuit improvements. The results from these simulations are presented.

Tunnelling for hydro-electric power projects can be a very challenging component of the overall development. In contrast to urban transportation tunnelling where the logistics for access and supply of power, water and other essentials are readily available, hydropower projects are usually in very remote locations and all necessary plant, equipment, spares and materials need to be brought in and the site must function as a self sufficient unit.For a large scheme the river diversion tunnel(s) are usually on the initial phase critical path in order to meet the non-negotiable deadline of river diversion before the onset of the wet season. A newly formed tunnelling crew, once mobilised to the site for the project, will face the first major learning curve of the project’s systems and logistics during this critical tunnelling activity.Power tunnels convey the water to the turbines in the powerhouse and are usually on the critical path for the main works, especially if the scheme comprises a powerhouse located within an underground cavern. A modern cavern arrangement requires a complex warren of various openings: access adits, ventilation/cable tunnels, shafts, surge tunnels, etc.Hydropower tunnel construction tends to be dominated by tunnel boring machine (TBMs) or drill-and-blast excavation techniques and each has its challenges in very remote locations. TBMs still have long lead times as for any type of project, but additionally require a thorough roads and bridges infrastructure assessment of the country from the port of entry to the site to ensure a problem-free delivery. In some cases the project also requires the establishment of a complete precast concrete segment production facility and the space for creation of laydown areas; there is no ‘just-in-time’ delivery mechanism applicable to typical remote hydropower sites.This paper highlights the technical and risk management considerations in the planning, design and construction of tunnels for hydropower projects. It contrasts the typical factors that govern the design of urban transportation tunnels with those for remote hydropower tunnels. The perspectives of stakeholders are provided including those of international lenders. With examples from large and small scale projects across the globe it provides an insight to all parties and in particular, those tunnellers that are working in the hydropower field for the first time.

In this paper, we developed and implemented a fuzzy logic expert system capable of evaluating the degree of sustainability within the context of gold mining operations. The newly introduced approach of evaluating sustainability in the gold mining industry has the merit of sufficiently handling diverse, sustainable, development-related qualitative and quantitative data owing to fuzzy logic technology capabilities in dealing with linguistic syntax. The economic, environmental and social indicator inputs were independently evaluated and then combined with the aid of fuzzy logic to provide an overall sustainability index on a scale of zero to one. A total of 66 independent indicators were identified and applied in our model. The novelty of this work lies in providing a coherent numerical and automated approach in evaluating sustainability in the context of gold mining operations. In addition, the model can aid policy- and decision-makers in arriving at consistent decisions regarding the degree of sustainability on various aspects of gold mining operations. The functionality of this model will be illustrated through several examples.

‘Every mine is a pilot’ is an attitude which encourages the mining paradox of optimistic mine plans and equipment under performance; propped up by an environment lacking accountability. The premise that ‘every mine is a pilot’, appears to underlie the development and operating approach to most mines. It is the hypothesis of this paper that many mining companies, development teams and their managers largely ignore what is done elsewhere. Anecdotally, most planners don’t know whether the selected rates are high or low (rates based on theoretical models tend to be high – certainly higher than what most companies can achieve). Mines then consistently operate the equipment at rates well below targets; often more than 20 per cent below. Further to this paradox, mine performance data demonstrates the average mine is currently operating their equipment at levels of output not much more than half the output of those in the top ten per cent. On the whole mines don’t know the potential of their equipment and therefore don’t put appropriate plans in place to do better. After all, when ‘every mine is a pilot’ there is little reason to look to one’s peers for an indication of potential. This paper will outline why every mine is not a pilot and how mines do value some knowledge, but not as much as they should. This paper proposes a two-pronged approach to address this issue in the area of equipment performance. This approach is to:1. engage in better forecasting of equipment rates and better subsequent performance through benchmarking against industry standards2. provide conditions for more accountability.These parameters are linked and proper implementation of them will address the losses which many shareholders and financiers have incurred when investing in companies with unrealistic mining plans.CITATION:Lumley, G I, 2016. This paper discusses the prediction of subsidence over partial extraction systems in thick coal seams. A model based on empirical techniques using influence functions is developed to calculate the surface ground settlements above extraction panels. Independent of the influence function, two field parameters, the subsidence factor and the angle of draw (limit angle) are required to define the model. Both these parameters are best observed from critical or super critical subsidence areas. However in thick seams, extraction widths are typically sub critical and therefore it was necessary to refine an estimation process for sub critical conditions. Partial extraction systems in NZ are characterised by variability with respect to extraction thickness and depth. As extraction proceeds along a panel, conditions deteriorate once the critical span width is exceeded and therefore percentage extraction decreases. A further variable was introduced to the modelling which allows for varying extraction sequences. Two comparisons with field observations, one over a partial extraction panel, the other over abandoned workings, showed the method gave good agreement to measured subsidence values.

The 115-year history of the Hall-Heroult process for production of aluminium has been characterised by a sustained technology-driven improvement in costs and productivity. In the past decade the industry has effectively transferred best practice into older technology with improvements through computer control of the process, and redesign of cell linings using computer modelling . Incremental development is now at the point where diminishing returns will apply for further technical improvement effort however, until the gap between technical limits and current best practice is addressed through major process redesign. The process remains a long way short of its technical limits in energy consumption, carbon anode consumption, cell life and product purity. Investment cost in new capacity is very high, supporting the retention of older and less efficient technology and hence limiting the application of best practice in environmental performance and occupational health exposure. The industry is a major emitter of greenhouse gases yet the process has the potential to release oxygen as the primary waste. All of the above issues will be addressed in the new century, but only through commitment to the necessary long-term research and development that is required to achieve a redesign of the process.

Oceana Gold as part of their environmental strategy are looking at various methods for cost-effective revegetation of their tailings dams. Under the concept of revegetating the tailings this study looked at several issues. These issues were; testing different methods of revegetation, arsenic (As) uptake in vegetation with respect to capping thickness, and background As levels in farmland areas above mineralised rocks. A number of plots were set up in a temporarily disused tailings dam to trial the direct sowing of ryecorn into the tailings.   Ryecorn was sown in sandy tailings (ca 1000 mg/kg As) and then covered with oxidised schist to anchor the seeds. This proved successful and ryecorn was established. Once the plots covered with oxidised schist were growing, 1 m and 2 m strips were sown on the sheltered side of the existing plots without the covering of oxidised schist. The uncovered plots also established successfully. From this set of trials a sowing plan can be developed that uses a minimum of resources to successfully establish vegetation. The maximum As content of the ryecorn was 80 mg/kg. Clover, Yorkshire fog and ryegrass plant matter was sampled from a pot trial that used different thicknesses of topsoil covering tailings material. As the thickness of topsoil increased, the amount of As taken up decreased. Soil samples were taken from farmland areas which were known to have elevated levels of As (up to 1000 mg/kg) in the top 10 cm. Vegetation samples were also taken from the same locations, and show the As levels in plants is <50 mg/kg.
