The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.

The Legacy Way Tunnel was constructed from Toowong to Kelvin Grove in Brisbane, and is the first large-scale underground excavation in the Bunya Phyllite in Brisbane. The Legacy Way Tunnel is 4.3 km in length, comprising two mainline tunnels excavated by a tunnel boring machine (TBM) with 46 connecting passages excavated between the mainline tunnels for egress provision and services. The Legacy Way Tunnel passes through two geological formations, the Bunya Phyllite and the Neranleigh Fernvale Beds. The Bunya Phyllite is the dominant formation of the Legacy Way Tunnel, extending for three quarters of the tunnel prior to intersecting the Normanby Fault Zone (NFZ) and the Neranleigh Fernvale Beds. The NFZ forms the contact between the two formations as part of the Brisbane Metamorphics, which underlies the majority of Brisbane City. The development of the geological model and the understanding of the ground’s reaction to tunnelling was an iterative process. The tender phase investigation data has been supplemented with additional design phase investigation boreholes, geophysics and walk overs. Aerial photograph interpretation coupled with borehole data allowed the development of the domains along the length of the tunnel. Early excavations for the spoil conveyor tunnel and borehole data from subsurface instrumentation installation provided the first construction phase data followed by the commencement of tunnel boring machine (TBM) excavation. Routine cutterhead inspections coupled with ongoing reviews of the predicted geology resulted in clear response triggers to selection of segment types while detailed inspections in passage locations provide the initial classifications for segment removals.CITATION:Bennett, C and Norbert, M, 2014. "Ore is the economic portion of a mineral deposit that can be extracted economically. Hence an ore type is a classification of the ore based on one or more dominant characteristics in order to enable communication between unit operations and/or technical disciplines.In project evaluation, ore types are often defined early based on geological observations by geologists and initial metallurgical testing is based around this classification even though a number of processing options can be under evaluation. However, the geological drivers of performance for each of these processes can be very different and the ore type classification for one process may not be relevant for another. In operations an ore type, as either defined in the project evaluation phase or those that evolve with additional knowledge, is unlikely to provide the knowledge required across all the unit operations. The ore type has a meaning to someone but does not necessarily for all unit operations across the value chain.Geometallurgical or orebody knowledge has evolved through the consideration of multiple processes within the value chain, the improved understanding of variability of process performance within ore types and the effect on the complexity of the mineral extraction processes. Furthermore orebody knowledge has been moving from personal based knowledge and understanding to a more process oriented approach where measurement and spatial and process performance modelling is playing a greater role. Advances in mine planning and scheduling allow for both detailed analysis of the block model and the expected extraction processing attributes across various time scales. This capability of analysing and describing the complexity still requires to be communicated to the various unit operations, which may be beyond the traditional classification of an ore type.The limitations of an ore type and potential alternatives to enable the relevant information to be communicated to the relevant groups are outlined through a number of case examples across the value chain.CITATION:Jackson, J and Young, M F, 2016. Over the past decade, discrete element method (DEM) simulations have seen increasing adoption by the resources sector to inform the design of materials handling equipment such as transfer chutes, bins and hoppers. But, if ‘all models are wrong, but some are useful’ (Box, 1979) what approaches are available to check that a DEM simulation is useful? How to avoid garbage in equals garbage out. This work considers what properties of bulk solid flow behaviour are important to transfer chute simulation. Cohesive bulk solids (such as sticky iron ore fines) can develop sufficient strength to form a stable cohesive arch, this phenomenon is not well predicted by measurements of angle of repose. This work presents a two-part approach to the development of a useful DEM model that can be used to add value to the design and optimisation of bulk materials handling equipment. Part 1 is the calibration of not just one, but a range of material models chosen to envelope the range of anticipated materials that will be handled. This work describes the DEM simulation of a batch of direct shear cell tests to develop material models that can be measured by the same metrics routinely used to characterise the flowability of cohesive iron ore fines. Part 2 of this work describes systematic methods for validation of the transfer chute DEM simulations. The DEM model is only useful if it can adequately represent the typical problems observed within a transfer chute, such as blockages due to build-up and cohesive arching. Proper validation requires good observations. Validation examples of site observations are shown side-byside with simulations to demonstrate the adequacy of the DEM model and calibration approach. DEM simulations have the potential to add significant value by allowing engineers and designers to predict material flow-through equipment based on a range of material properties, allowing for stress testing designs and making iterative improvements.

The bulk of Australia's uranium resour- ces was delineated in the last 18 years when a total of $563 million (1984 dollar values) was spent on uranium exploration. Australia's share of the low-cost Reasonably Assured Re- sources in the World Outside the Centrally Planned Economies Area (WOCA) increased from 1.5% in 1967 to 29% by the end of 1984 and its share of the low-cost Estimated Additional Resources (Category I) then stood at 25%. As of December 1984, Australia's uranium resour- ces were estimated by the BMR to be: Cost range US$80/kg U (US$30/lb U301) Reasonably Assured Resources 463 000 t U Estimated Additional Resources(I) 251 000 t U Cost range US$80-130/kg U (US$30-50/lb U308) Reasonably Assured Resources 63 000 t U Estimated Additional Resources(I) 126 000 t U The increases in Australia's resources was sustained by a group of large and rela- tively high-grade deposits which were disco- vered during the period 1969 to 1975. Austra- lia's share of the low-cost resources was also enhanced by a contraction of WOCA's low-cost resource base due to escalation of production costs for smaller low-grade deposits. Most of Australia's uranium resources are contained in the Proterozoic unconformity- type deposits of the Alligator Rivers uranium field and the stratabound deposit at Olympic Dam on the Stuart Shelf. Most of the remain- der of Australia's uranium resources is con- tained in calcrete-type deposits. Less than 10% of Australia's uranium resources are in sandstone-type deposits. Total Australian production to the end of 1984 amounted to 26 241 t U, representing 3.4% of WOCA's cumulative production. Aus- tralia's share of WOCA's annual production has steadily increased from 1.3% in 1977 to 11.2% in 1984 (4390 t U). The increases in Austra- lian production took place in the face of reductions of production in WOCA countries, principally the US, from a record level of 43 988 t U in 1980 to about 39 000 t U in 1984. New low-cost production centres, mainly in Australia and Canada, have partly compen- sated the decline in US production. The Department of Resources and Energy (1985) reported that Australian exports of yellowcake are expected to reach 10 000 t U308 (8480 t U) by 1993/94, representing an in- crease of about 13% oer annum.

This paper was prepared and translated from the final report of the investigation into the Codelco Chile Salvador DivisionÆs air blast which occurred in the Inca-West area. In this section of the block cave mine, a stable arch formed covering an area of approximately 15 000 m2 . This zone subsequently collapsed producing a massive air blast. The collapse followed a series of planned extraction activities and occurred on 5 December 1999. This paper discusses the cave back arching event and the measures that were taken in order to induce the controlled collapse. This was to minimise risk to personnel, equipment and installations. The results obtained to date are presented.

As open pit mining of a deposit deepens, the cost of extraction may increase up to a threshold where transitioning to mining through underground methods is more profitable. This paper provides an approach to identifying an optimal depth at which a mine should transition from open pit to underground mining. The value of a set of candidate transition depths is investigated by optimising the production schedules for each depth’s unique open pit and underground operations. By considering the sum of the open pit and underground mining portions’ value along with the cost of transitioning corresponding to each candidate transition depth, the optimal transition depth can be identified. The optimisation model presented is based on a stochastic integer program that integrates geological uncertainty. As an input, the stochastic integer program utilises a set of several stochastic simulations that represent equally probable scenarios of the mineral resource. This group of simulations describes the uncertainty in the deposit, while the optimiser aims to maximise value based on discounted profits of both the open pit and underground components of the deposit.CITATION:MacNeil, J and Dimitrakopoulos, R, 2014. Since 2019, the mine planning team at Olympic Dam has been establishing and maturing a shift from deterministic to probabilistic scheduling techniques. This paper outlines this journey undertaken by the mine planning team, key learnings from implementation and further work required to increase the level of planning maturity. Olympic Dam (OD) is a highly variable, polymetallic orebody with a vertically integrated value chain from operations to final product. The processing plant has a tight set of quality constraints which are managed through timing of stopes from varying parts of the orebody. Value is eroded for the operation when forecasted quality of the mine feed encounters disruptions from unplanned changes to the timing of stope starts. As production has moved from the historic Northern Mining Area into the more geologically complex Southern Mining Area, average stope size has reduced, resulting in increased mining fronts required to meet production targets. This has created a problem of increased schedule complexity and difficulties in identifying and communicating resource priorities within a large set of individual stope critical paths. The problem was approached by considering each stope as an individual project constructed by teams working across multiple projects at any one time. The operation could then be considered a multi-project environment with shared resources and enables the application of Critical Chain Project Management (CCPM) to the mine plan. Key to CCPM is the addition of time buffers to protect the critical path of a project form upstream or downstream processes. Implementation of time buffers protects the stope start date against compliance to plan variance. The monitoring of each time buffer consumption, as a proportion of total construction activities completed enables proactive prioritisation of resources. This resulted in an increase in the number of stopes starting in accordance with the mine plan, simplified communication of priorities to all levels of the operation, increased compliance to plan and a clear measure of schedule risk during planning routines.

Glencore Coal Assets Australia (GCAA) operates five coalmines in Queensland and has rehabilitated thousands of hectares of mined land across these sites. Accordingly, GCAA seeks to continually improve rehabilitation outcomes over time and work towards progressive rehabilitation sign-off. The ultimate test of rehabilitation success is the attainment of an agreed land-use target, whether for biodiversity conservation or some type of agricultural production, and the ability of the rehabilitated landscape to resist degradation and retain desired functions (eg biodiversity protection or grazing productivity). However, success must be based on documented evidence that can demonstrate adequate progress towards rehabilitation targets and is assessed at appropriate intervals. To assist this task, a stepwise decision guide for the GCAA monitoring program was developed to ensure consistent monitoring data is collected across the range of sites. "The Braemar Iron Formation is atypical ore when compared to the current magnetite ores being processed. In attempting to process and economically recover the vast quantities of iron ore stored within the Braemar Iron Formation, æshifting the paradigmÆ is required. The formation has a low Davis tube recovery (DTR) grade of 15 - 20 per cent, which is much lower than magnetite ores processed in Australia. Despite this, by thoroughly testing and understanding the ore characteristics, it is found that the Braemar ores have significant advantages to processing than the harder banded iron formation (BIF) and taconite resources.The Hawsons magnetite iron ore resource has been known from the early 1960s when CRA explored the area. The grade was low and the Pilbara region discovery lead to the development of high-grade direct shipping hematite ores. Carpentaria Exploration (CAP) rediscovered the magnetite whilst undertaking multi-commodity exploration in the Broken Hill district during 2009. Shifting the paradigm away from grade the advantages of processing this ore are achieved by having an extremely low waste to ore ratio, lower Bond work index, lower abrasion levels and high-grade magnetite concentrates with little impurities other than silica. While developing the Hawsons Iron Project (HIP) it became more apparent that a positive business case is achievable when the following factors are exploited: very large resource - the resource is contained within one pit the rock fractures easily along grain boundaries - ideal for cheap impact crushing of the ore the ore is extremely soft, with a Bond work index of 6.3 - 8.0 kWh/t all major infrastructure required is readily available - rail, power, access and port the mine is in close proximity to Broken Hill - rich mining history and skill set available the resource contains many billions of tonnes of magnetite mineralisation.Shifting the paradigm by selecting equipment suitable for processing soft ores and not hard BIF or taconite ores and taking locality and available infrastructure into account may change the way people approach new low-grade resources in future.CITATION:Koenig, R L and Broekman, K T, 2013. The Crown Minerals Act provides a new+framework for the management of Crown owned minerals and requires that regard be had for the principles of the Treaty of Waitangi. The Act requires the preparation of Minerals Programmes to achieve the Act's objectives of efficient allocation of rights and the recovery of a fair financial return on its minerals. Efficient allocation requires that a permit is allocated to the party which values it most highly. A fair financial return to the Crown must be considered in the context of the economic rent available from individual mineral projects, with the proviso that a nil return to the Crown as the owner of the resource will not be considered a fair return from the community's perspective.

"Predicting how coal seams will be beneficiated through the coal handling processing plant (CHPP) has long been challenging within BHP Coal. Various coal seams from different areas are mined and stockpiled separately, often depending upon a deleterious coal quality parameter; high/low trace elements for example. These stockpiles are then fed in different ratios into the CHPP to produce the desired product/s. In understanding the washability characteristics of the feed source, mine geologists and process engineers work together to improve the beneficiation of different coal materials through the CHPP.For the majority of the BHP Coal deposits, the washability data is available for the coal seams across the deposits. However, no previous standardised modelling and prediction technique existed that could ensure the correct information was available for forecasting and refining CHPP processes. This paper will discuss the steps undertaken to implement a geometallurgical prediction tool that simplified and streamlined the washability modelling and yield estimation process. Two major types of economic secondary iron ores occur in the banded iron formation (BIF)-rich Hamersley Province of the Pilbara, Western Australia:dominant BIF-hosted bedded iron deposits (BID)detrital ore deposits (DID sensu lato), which are mainly hosted in the three province-wide Cenozoic sequences that include coeval non-ore sediments and comprise:a. the major Miocene, fluvial channel iron deposits (CID)b. the lesser Eocene and Pliocene detrital iron deposits (DID sensu stricto).Striking differences exist between the massive CID resources and the much smaller underlying and overlying DID. CID are essentially riverine alluvial ooidal rocks with abundant small fossil wood fragments and variable iron peloids, but with only extremely rare recognisable lithic remnants. The original matrix is typically ramifying layered goethite. Eocene DID are mainly alluvial with minor pisoids, whereas Pliocene–Quaternary DID are dominantly coarse colluvial gravels, both derived from and largely retaining the original textures of BID, hard cap or variably ferruginised surface BIF. The colluvial DID matrix is typically ferroan-aluminous soil, resulting in canga where replaced by goethite, which may be dehydrated to hematite by exposure. The Cenozoic deposits occur in two dominant geomorphological environments: the southern Marra Mamba to Brockman Iron Formation strike valleys containing all three Cenozoic sequences and the much later northern Brockman Iron Formation plateau valleys that include only the Miocene and Pliocene sequences. The Cenozoic detritals formed in different climatic regimes, with an extended dry period forming a prominent province-wide dehydrated carapace on the Eocene DID. The Miocene ‘optimum’ followed with its thick scrub-covered deep regolith that produced the fossil wood-rich CID and was succeeded by the arid cool period of the Oakover limestone/calcrete. A major renewal of exposure and erosion in the Pliocene resulted in the extensive iron gravels of the Pliocene–Quaternary.CITATION:Morris, R C, 2015. IMA Engineering (IMA) and Mine On-Line Service (MOLS) companies have used on-line sensors for analysing ore and waste rock in mining for more than 25 years. Today IMA on-line sensors are used in various stages of the mining process including on-line analysis of drill cores, drill chips, ore and waste in loader bucket, ROM ore analysis on belt conveyor belt and in bulk ore sorting and in slurry analysis in concentrators. During years of extensive field experience and testing we have found that the waste rock dilution and ore losses create much larger economic and environmental losses than has been previously recognized. According to our studies the main reason is limited number of analysis already in exploration when drill cores or drill cuttings are used in block modelling. The same happens in production because too few and biased samples from benches are used to estimate the ore grade. Much more than today estimated amount of waste enters the mill and considerable volumes of ore losses happen at the same time. The ore grade on the benches and in muck piles is averaged and “homogenized” with averaged and biased samples. These are the main root causes of waste rock dilution and ore losses. Sensor based preconcentration can be the remedy to waste rock dilution and ore losses. This presentation will show examples of the use of on-line sensors in preconcentration when analysing ore and waste rock in drill cores, drill cuttings, on conveyor belt and in bulk ore sorting. Waste rock removal in preconcentration has direct effect on energy consumption in crushing and grinding and chemicals in concentrator. In concentrator waste is separated and goes to tailings pond, however, preconcentration directly reduces the volume of the tailings. In our presentation we will cover cases in base metals and in gold mines.

Environmental, social and governance (ESG) factors have always been important to the minerals industry and is now considered one of our most important opportunities (and risks). Getting it right from the beginning is critical for the minerals industry, and that starts with mineral exploration. Exploration, or the process of investigation of an economic mineral deposit, is generally low impact and short-term. Exploration operations vary in size and scale and often shift priority, focus and location relatively quickly. Australia is a highly regulated jurisdiction with different regulatory systems and requirements in every state and territory. Most mineral exploration is undertaken by junior exploration companies or ‘explorers’. Exploration companies are lean operations with limited staffing and resources, traditionally with no income apart from funds raised or work through partnerships. Funds are tight and administrative investment is minimised so that investment into activity on the ground is maximised. All these variables mean that understanding and implementation of ESG frameworks for an exploration company can be challenging. ESG is a fast-moving sector with currently multiple frameworks and reporting standards. Interest from community and government stakeholders as well as investors and off-take partners has been growing, with mandatory reporting soon to be implemented. The upcoming changes to the JORC Code will ensure that ESG considerations will be a key component of all public reporting. Resources have been developed to support explorers implement, manage and report on ESG considerations. Due to their scale, agility and direct importance of land access and social licence, many explorers are not the ‘cowboys’ (or ‘cowpersons’) of the industry, but industry leaders in ESG. Strong interest and leadership have led to innovative practices and strongly embedded vertical frameworks that directly contribute to social licence to operate.

Australia is presently enjoying the fruits of a booming iron ore market. Expectations are that market strength will be supported in the short to medium term by increasing feedstock demands from steel mills, as world economies rebuild post-Covid-19. However, as cost and environmental pressures increase the longer-term market outlook will be dominated by product quality. The ‘flight to quality’ will place increasing demands on direct shipping ore miners as they compete to maintain their standing in the iron ore marketplace. China will progressively disengage from its dependence on Australian imports, leaving miners under increasing pressure to boost product quality and diversify outlets globally. Australia has vast deposits of low-grade magnetite ores located mainly in remote and arid regions of the continent. This paper proposes a dry grinding and magnetic separation process to produce premium concentrate grades from the low-grade ores, to assist in meeting future product quality demands. The premium grade concentrates could be either blended with lower quality direct shipping ores or marketed separately. The proposed dry concentration process involves the pairing of Vertical Roller Milling (VRM), a mature technology widely used in the cement industry, and Planar Magnetic Separation (PMS), a new methodology, which has been developed to the threshold of commercialisation by the private Australian company Cyclomag P/L. Two laboratory prototype planar magnetic separators with field strengths of 1800 gauss and 6000 gauss have been built and tested on a range of magnetite ore types over the past three years. In each case, following grinding to liberation sizes, a combination of roughing and cleaning operations has produced pellet grade concentrates. Vertical roller milling has competed successfully with conventional media milling in grinding cement clinker, limestone and blast furnace slags. A key advantage of dry VRM/PMS processing is its potential adaptability to stepwise modular development, which can minimise initial capital investment, while generating early revenue streams to cope with unpredictable market volatility.

Beneficiation of magnetite is an integral part of the future of iron ore processing. Historically, the focus of Western Australian producers has been on exporting direct shipping ore (DSO) namely haematite. The future for new DSO resources is limited so companies are changing their emphasis into processing the very large, undeveloped magnetite ores in Western Australia (WA), using beneficiation to produce shippable magnetite concentrates. These magnetite resources require higher cost processing techniques such as fine grinding and beneficiation to produce saleable concentrates. This distinct difference, from the DSO ores, has led to the development of a number of new technologies. This paper reviews: the different techniques used for magnetite beneficiation and provides some case studies in the WA industry; the use of mineral liberation analysis (MLA) to describe the nature, grain size, occurrence and associations of the mineralisation;the consideration of coarse cobbing as a critical upgrading; the application of high pressure grinding rolls (HPGR) to save energy; how the field of magnetic separation has resulted in new machines with higher field strength (SLon Separators); ultra fine grinding requirements of magnetite concentrates; andthe application of reverse flotation to reduce silica in the concentrates.

The last decade has seen a major increase in use of the discrete fracture network (DFN) approach applied to cave mining problems, often integrated within more complex geomechanical simulations. Because the value of the DFN model directly depends on the quality and quantity of available field data, there is the need to apply dedicated mapping procedures to collect sufficient structural data at the required engineering scale. This paper attempts to address several key questions about DFN modelling; for example: are current methods for fracture mapping suitable for DFN modelling? What are the critical parameters that we need to measure and what do we need to change in the current practice? Particularly at the earlier stages of a cave project, engineers may have to account for the lack of appropriate data, which manifests itself in the form of increased uncertainty and the difficulty to characterise variability in an objective manner using a limited set of data. DFN models could in principle be generated using limited data by assuming statistical distributions for the sampled parameters; however, engineers would need to be aware of the implications that such limited knowledge (and increased uncertainty) would have on stability analysis, fragmentation analysis and mine design. Subsurface fires are a common threat to coal mining, as spontaneous combustion of coal can potentially result in gas combustion and explosion. Fire-proof techniques, such as grouting, foam, or colloid injection, are not in a position to function ideally, due to the limited coverage and stopping the extinguishment substance from reaching the fire location. Liquid nitrogen, as a kind of all-submerged fire prevention or extinguishing method, can rapidly extinguish fires, thus preventing gas explosion and minimising extinguishment time. Injecting liquid nitrogen through boreholes is an important way during the period of mine catastrophe. But liquid nitrogen is not effective enough in infusion; technical issues restrict the development and utilisation of liquid nitrogen fire prevention and extinguishing technology. Immediate infusion of liquid nitrogen is usually associated with ‘air slug’ (the balloons and bubbles in the pipeline which hinder the flow of low-temperature liquid), which blocks pipelines for liquid nitrogen injecting. Another issue is that the pipeline tends to be damaged due to freezing, which undermines the injecting efficiency of liquid nitrogen and its application result. In order to solve the problems of the low efficiency and some other related field issues in liquid nitrogen perfusion, the ground–underground high efficiency liquid nitrogen injection technology were developed. Implementation of liquid nitrogen infusion techniques in Chinese coalmines achieved the goals of fire prevention and air-cooling. The technique presented in this paper is efficient in absorbing heat, and consequently, displacing oxygen and combustible gases. Field tests at Rujigou and Yangchangwan Coalmine justified the efficiency of the technique. By using this technique, there was no waste left behind, which may impede the subsequent production. The presented technique is of great benefit to the social, economic, and environmental aspects of mining operations, and will have broad applications in fire prevention for large-scale coalmines.CITATION:Zhou, F, Shi, B, Li, Y and Ma, L, 2015. As greater amounts of fine iron ore concentrates enter the marketplace, new investments in iron ore pelletising capacity are inevitable to deliver these concentrates to steel industry consumers. When investors assess the two well-proven pelletising technologies, the straight grate and grate-kiln, the most appropriate choice may not be immediately evident. Certain technical, market and site-specific factors will favour one technology over the other; investors need to be aware and understand these factors in order to make the best investment decision. Hatch has compared the merits of both technologies regarding plant configuration; type of iron ore processed; energy consumption and flexibility to use a variety of fuels; ability to produce the required pellet quality; required plant capacity and scale; operating and capital costs and environmental performance.
