This address was delivered at the Annual Conference Presidential Dinner held in Sydney on 11 July 1988.The Australasian Institute of Mining and Metallurgy brings together, voluntarily, people with a professional interest in the disciplines and skills which are employed in the mineral industry, and in relation to that industry.We come together because we have a mutual interest in improving what is done by the mineral industry, in all its aspects. It is this sense of continuing improvement, of doing better, of doing as well as we can, as our knowledge and skills improve, that unites us in creating and fostering a professional association of likeminded people.We know from our professional training and experience that enormous progress has been made, at an ever-increasing rate, in the mineral industry, particularly this century. We know that the mineral industry has played a very major role in providing the means by which so many more people survive to live longer, healthier ,and more interesting lives, than ever before. Indeed, together with the oil and gas industry, which is an integral part of the mineral industry but has achieved its own commercial distinction, it is fair to claim that the mineral industry has played the major role in providing the means for the advancement of the human, quality of life.We do not need to make any great claims on human society in consequence of our statement of these contributions. The facts, for those who are aware of them, speak for themselves. Our more modest interest, as members of our professional association, is to look to the future, while conscious of our heritage as a guide to what more might be done, in that future.We certainly do not claim that this indisputable contribution made to human welfare by the mineral industry gives us some moral position of superiority from which to claim greater support or understanding from the wider community of people.On the other hand we know that as members of the mineral industry we have a responsibility to do what we can to help other people to be aware of, and to understand the significance of, those facts which will only speak for themselves if we take the trouble to make them known. And we have a number of organisations. The Institute itself, The Australian Mining Industry Council, the various State Chambers of Mines, the industrial relations body, The Australian Mines and Metals Association, and others, each of which in its own way endeavours to add strength to the individual efforts which we each should make.We may look at these facts about our mineral industry as simple dry statistics, even with their undoubtedly improving trends, or we can see them, and portray them to others, as expressing something which is much more. We can portray them as expressing the outcomes of our professional determination to strive to do better, whatever it i,s we find ourselves doing in this mineralindustry.We may seek to describe our efforts as being in pursuit of excellence, or by other such high-sounding phrases, but I prefer to describe those efforts as simply our strivings to make everything we do better next time-much as the dedicated golfer tries to do, but with, may I suggest, more evident success achieved in the mineral industry; which is one reason why I don't try to play golf.May I suggest to you that trying to do better, is very simply the true basis of professionalism? We are trained and practised to see the opportunity for improvement-not to be static in a world which we know is changing so rapidly in every aspect around us. We must be dynamic, which means optimistic, about improving the world in which we find ourselves.

Thirteen holes totalling 3200m were surveyed using a downhole time domain Geonics EM37 system at the 830 metre level within the CSA Mine, Cobar, New South Wales, in order to search for blind, electrically conductive sulphides at some distance from exploration drillholes. A significant off-hole conductor was detected in only one drillhole.Geophysical modelling and interpretation of the survey results indicated that this off-hole conductor was caused by a sulphide lens 30 metres from the drillhole at a hole depth of 220 metres.

This study examines the application of Landsat TM data to the identification of hydro- thermal alteration in the arid terrain of the El Salvador region of north Chile. Numerical reflectance values were extracted from the digital Landsat TM data for a variety of rock surfaces, including four parts of the El Salvador gossan, for each of six spectral bands. These reflectance values were analysed statistically in order to select the three spectral bands, combined as a colour composite image, that are most efficient in discriminating different varieties of alteration and for general geolog- ical interpretation. The most cost effective com- posite image for this area is a combination of bands 1,4 and 7 as the blue, green and red components respectively, with simple contrast enhancement. This image is superior to some much more expensive enhancement techniques and allows unambiguous identification of areas of hydrothermal alteration larger than about 50m. Particulate control is a major concern in underground mining and the subject of continuing research world wide. In Canada the federal government's Mining Research Laboratory at EIIiot Lake, Ontario, has been using two aerosol counters to aid its investigations. Specific studies with the units include: a) evaluating total and elemental size efficiencies of dust filtration units: b) characterizing the dust particulate cloud from different mining operations: and c) determining dust transportation characteristics.

This paper deals with innovative techniques that have enabled personal computers to be used on the mine site to define, develop and manage an ore body resource, while being aware of the consequences to the environment. The same set of personal computer tools that are used for resource estimation, once the province of expensive workstations, can also be used by geologists, mining engineers, surveyors and environmentalists, in managing the whole mining process, including production, grade control, monthly reconciliation and stockpile management through to tailings the management, mine rehabilitation and the due diligence process of mine closure.

The past decade hap seen revolutionary advances in com-munications and information-handling techniques which have been stiriulated by "cold war" military requirements and by, current programmes for probing into outer space: The tools used in exploration for petroleum and minerals have been improved significantly as a result of this new space age technology and even greater improvements are on the way.Two areas of technical activity have been particularly fruitful in enhancing the effectiveness of exploration, methods. These are (1) The development of new approaches, based on information theory, for extracting signal from noise more efficiently than before, and (2) The use of high-speed digital computers for storing and processing all kinds of exploration information, not only geophysical but geological as well.In seismic prospecting, use of information theory has led to new techniques such as time-domain filtering, wave-number filtering and correlation methods which have made it possible to obtain usable reflection data from areas which were previously considered NR. Complex playback and other data processing facilities have been developed to apply these approaches.

The efficient operation of large haul trucks in large open pit mines requires an economic trade off between the haul route quality, the haul truck payloads and the level of haul truck reliability. This paper describes an investigation into the relation- ship between haul route surface quality and the level of structural reliability of a haul truck main frame. An instrumentation system for unattended recording of data on a haul truck operating normally in a mine and com- puter based analytical procedures were developed and used to identify which road segments contribute significantly to fatigue cracking at various sections of a haul truck main frame. INTRODUCTION In many open pit mines there is exten- sive use of large haul trucks to move over- burden and minerals. In most open pit hard rock mines, both the overburden and mineral ore are moved by large rear dump type haul trucks. In 1972, metallurgical testwork on Renison ore indicated a significant proportion of low specific gravity, tin-barren material ideally suited to heavy medium separation (HMS). Further technical and financial studies provided adequate economic justification and in December 1974 the Renison HMS plant was cannissioned. Initial operations were interrupted by the imposition of tin production quotas for three months in 1976; they were also beset with difficulties particularly with regard to mechanical wear. During the first two operating years much develognent work was carried out including installation of a pyrrhotite flotation bank in the medium recovery circuit, investigations into various wear-resistant materials and the use of atanised rather than milled ferro-silicon. By 1977/78 financial year satisfactory performance had been achieved and since then the average floats rejection has been 18.8% of the total ore treated with an associated tin loss of 2.96%. Developnent has nevertheless continued during the last three years, principal modifications being the installation of larger aperture desliming screens and improvements to the overdense cyclone circuit.

The combination of shot-firing and stage loader, and a prop and bar support system is an accepted drivage method. The support configuration is based on the final prop density, and assumes relitively uniform load sharing between the props. During the development of a longwall faceline at a medium depth (approximately 600m) British coal mine using such a drivage method, a fall occured overnight, effectively closing approximately 40m of the drivage. The severity and speed of the fall prompted an investigation into the performance of the temporary support system installed prior to chock installation. This paper deals with the investigation which disclosed some major contributory factors towards loss of strata control.

A limitation to present theoretical roof reinforcement design methods is the inability to derive accurate and quantitative information about the roof rock condition and the action of reinforcement at various excavation stages. To obtain the information required to assess roof rock stability, detailed monitoring of the in-situ behaviour of reinforcement and roof strata is required. Reliable instru- mentation and techniques have been developed for use in underground coal mines to identify the geometry and magnitude of displacements occurring in roof rock and the forces generated in reinforcement. The use of such instrumentation allows an accurate assessment of the in-situ capability of reinforcement and the mode of reinforcing action developed. In-situ monitoring can supply data required for the practical design of reinforce- ment and assess the potential stability of current designs. The use of such data together with mine wide appraisal of rock and stressfield considerations, can allow roof reinforcement to be designed on the basis of a predicted roof Response.

Since 2009, the Northern Territory and Australian governments have been working under a national partnership arrangement to inform a rehabilitation plan for the former Rum Jungle uranium mine. Part of the rehabilitation strategy is to backfill a flooded former pit (Pit), which extends down to 100m below the current pit lake surface and was historically partially backfilled with uranium tailings. It is proposed to utilise the remaining pit volume below water level to sub-aqueously store Potentially Acid Forming (PAF-I) waste rock which currently occupies large stockpiles across the site. The rehabilitation design and planning process undertaken to develop a strategy commensurate to project objectives and construction constraints involved the establishment of key constraints derived from the analysis of historic data sources and preliminary design efforts. Tabled strategies were balanced against dependent project tasks and project objectives, especially surrounding minimising disturbance of highly contaminated materials within the Pit. Ideas were developed in conjunction with industry input and review of case histories to develop a remediation solution that is constructible within the project timeframe and constraints.

The Mae Moh coal deposit was discovered some 60 years ago by villagers who noticed spontaneous combustion of coal outcrops. The first production began in the 1950's to fuel a fertilizer plant and a 12.5MW power station. During the period 1976 to 1979, three 75MW power station units were constructed on site. These have a total daily coal consumption of some 5000 tonnes and are served by a stockyard of approximately 60 000 tonnes total capacity. Stacked coal is reclaimed by means of a front end loader onto reclaim conveyors. During the years 1983 to 1986 four 150MW power station units were constructed east of the eastern seam subcrop, sons 2 km from the original power station complex. These have a daily coal consumption of nearly 12000 tonnes and are served by a stockyard of total capacity 270000 tonnes, equipped with two stackers and two bucket-wheel reclaimers for a totally mechanised system.

It's a great pleasure to be here today, for a whole series of reasons. First of all, when I first went to Perth back in 1972, I shortly afterwards began auditing and one of the people to pick on me when I audited the West Australian Newspaper at that time was Patrick O'Connor's father. One way to win a person across when you're auditing and getting picked on is by showing an interest in their children, so I did that and employed Patrick in our firm. In those days, conflicts of interest didn't occur. When I started Normandy, Patrick was one of the first people I went to get to work with me. He very unwisely chose to leave at one stage and you can see he's done extremely well by not staying with us. So it's lovely to have you here today, Patrick. The difference between Patrick and me, now, is that he's kept his hair, and if you're tall enough you can see I haven't.

I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

The Australian bulk explosives industry has matured significantly over the last five years and it would appear that the rest of the world is following suit. This maturity is characterised by the technical sophistication of modem bulk explosives, an increase in the technical competence of the explosives consumer and a greater openness in the debate on the quality and performance of explosives. The principal mechanism by which these advances have been made is undoubtedly commercial competition in the market place although a new element, technical competition between manufacturers and independent professionals, has and will continue to play an important role in the development of the industry. The relationship between the explosives manufacturer and consumer is necessarily both complementary and competitive. This paper identifies the need for the consumer to take a more prominent role in the critical analysis of the performance of explosives and to use his commercial influence to direct explosives manufacturers at least in the direction required for the future technical development of the industry.

Natural gas is a comparatively new fuel in Australia. It was first used in small quantities in Queensland in 1965, but it was not until 1969 that natural gas reached the capital cities Brisbane, Melbourne, and Adelaide in that order; then in 1971 it reached Perth. By the mid seventies, natural gas had secured a significant proportion of the energy markets in Queensland, Victoria, South Australia and Western Australia and in 1976 supply commenced in Sydney. In that year - 1976 - gas supplied about 12.5% of the total demand for primary energy in Australia excluding transport. In the current financial year - 1981/82 - natural gas is expected to supply nearly 19% of the market and forecasts for 1990 range up to 25%. From a starting point in the late 1960's when manufactured gas supplied a small but important proportion of the non-transport energy market - less than 3% - we have exper- ienced an average growth of nearly 24% per annum up to the present time.

The Mining Act (1992) and the Petroleum Act (1980) provide for the Government of Papua New Guinea (PNG) to take up equity holdings in mining and petroleum projects. The price the Government pays for its share is based on the historical cost of exploration and development on the project to the date of government equity acquisition. The equity level to be acquired is not fixed and ranges up to 30o for mining and up to 22.5s for petroleum at the discretion of the Government of the time.The objective of this paper is to examine the pros and cons of State equity holdings in PNG from the point of view of both the State and the developer. Using an economic model of the PNG mining taxation system an assessment is made of the effective return on investment received by the State from such equity holdings. The results are compared with government revenues from other taxation measures.

In reviewing recent developments in the process mineralogy of gold it is convenient to distinguish between visible (>0.1 pm) and invisible gold (1 - 2 pm in size in polished section; these can scan the surface of a polished section, identifying the gold minerals, recording co-ordinates of the grains for subsequent examination, and making measurements of areas and sizes of the grains. However, problems of sample reliresentivity in polished section mean that such data may not give good quantification of gold mineral proportions and liberation/locking characteristics and other methods are required for this (amalgamation, cyanidation, ultra-fine milling and cyanidation). Characterisation of invisible gold in bulk material (eg a sulphide concentrate) can be done by mineral separation, ultra-fine milling and cyanidation or by quantitative point analyses of a large number of mineral grains. Analytical methods include electron microprobe analysis (detection limit normally -200 ppm but -10 ppm by using special techniques), ion microprobe analysis (secondary ion mass spectrometry - SIMS; detection limit -0.2 ppm) or proton microprobe analysis (PIXE; detection limit

Critical reviews of grade control generally focus on blasthole sampling and the estimation of ore control block model (OCM) grades, with little or no attention given to dig-line design. For example, the estimation of block grades is deemed important as estimation errors lead to the misclassification of ore types and subsequent dollar loss. Recognition of the problem that the underestimation of block grades may be more or less costly than overestimation led to the application of loss functions to the classification of individual OCM blocks by ore type. The method is known as maximum profit selection (MPS). However, each OCM block may be misclassified a second time by dig-line design. Although each block may initially be assigned an optimum ore type by MPS, OCM blocks are seldom individually mineable by ore type. As a result, a common solution to this problem is the design of mineable polygons or dig lines loosely constrained by a minimum mining width. All material within a properly designed dig-line polygon can be mined and sent to a single destination such as the mill, stockpile or waste dump. These dig lines are often designed manually or by simple variations of computer-generated contour lines. They are generally suboptimal and result in additional misclassifications of ore types. This paper provides an algorithm for constrained optimum dig-line design where dig-line misclassifications are also evaluated through loss functions or MPS. Constrained optimum dig-line designs minimise the dollars lost by dig line misclassifications for a given minimum mining width constraint. During the 1960s chalcocite ore was mined from the Black Rock open cut. A large amount of this uneconomic material was not treated by the No 3 Concentrator at the time and as a consequence a surface stockpile was created which contained 750 000 tonnes of material at an average of 1.5 per cent copper.Laboratory trials indicated that due to oxidation, an average of 25 per cent of the copper was water soluble and the remaining copper was leachable using a sulphate/ferriclbacterial leach. On the basis of these trials it was decided to investigate the feasibility of producing copper via a leach SX-EW process. The investigation proved the process was feasible, so began the design, construction and commissioning of a 10 tpd (cathode copper) Copper Leach SX-EW Pilot Plant. CMPS Pty Limited in a joint venture with John Holland Engineering Pty Limited were awarded the turnkey contract for the design, construction and commissioning of the Pilot Plant.
