The risk and consequences of community rejection and loss of a social licence to operate is well articulated (Moffat et al 2018), however, the means for systematically managing this risk are less established. At the local scale, a mining operation is said to have a social licence to operate (SLO) when it achieves ongoing acceptance or approval from the local community and other stakeholders who can affect its profitability (Graafland, 2002). Without this social acceptance, it is very difficult for a business to operate effectively or profitably. It is well understood that social (or community) acceptance of a mine and its associated operations is a reflection of the quality of the relationship a company has with their host community (Thomson & Boutilier, 2011; Lacey & Lamont, 2014; Parsons et al., 2014; Moffat et al., 2015). Community relations are an integral part of successful mining operations and where these interactions are effective, they tend to foster mutual understanding, trust and support between a company and the host community (Kemp et al., 2006; Holley & Mitcham, 2016). Research further demonstrates that where such interactions are perceived to be procedurally fair, the increased trust created in these company-community interactions tends to lead to higher levels of acceptance of mining operations (Moffat & Zhang, 2014; Lacey et al., 2017).The challenge, however, is how to listen systematically to communities that mining and associated operations; communities that are often located across vast geographic areas and with diverse demographics. To date, traditional methods deployed to both guide and evaluate community engagement and social investment activities have been challenged to reflect the nature of the phenomenon they seek to observe, the voice of community. For example, detailed baseline surveys of community attitudes every three years by companies, as is the requirement within the policy frameworks of most large miners, provide rich insights but do not reflect the dynamic, temporal nature of the relationships that underpins their SLO. These processes typically are largely opaque to communities and distinct from the company’s engagement activities. The CSIRO Local Voices project was developed with Rio Tinto to go some way towards meeting this challenge of how to listen to the voice of community systematically. Samples weighing O·25 g are fused with 1 g potassium hydrogen sulphate, leached with 5 ml. of hydrochloric acid, and then diluted with another 5 ml. of acid. After settling, an aliquot of the clear solution is reduced with stannous chloride, and then a zinc dithiol solution is added to form a coloured tungsten complex which is extracted with petroleum spirit for comparison with standards.Concentrations down to 4 p.p.m. may be analysed at a rate of 100 determinations per man-day of 8 hr.

The rapid crushing technique for the measurement of gas content of coal consists of accelerating the rate of gas desorption from coal by crushing. This technique allows the determination of gas content in the space of hours rather than days or weeks as required for the traditional slow desorption technique. The crushing technique is used particularly when gas content determinations are urgently required for mine safety purposes. The method is now routinely used in underground coal mines of NSW and to a lesser extent in QLD. Despite the rapidity and efficiency of this method, concerns have been raised upon the reliability of the method to deliver accurate results. Experience in Australia has shown that there is in fact some discrepancy in results between gas laboratories using the rapid crush technique. The development of rapid crushing techniques for seam gas content measurements in Australia and the main causes of variability in the gas content test results were investigated. The gas laboratories participating in the gas content testing were CSIRO Division of Coal and Energy, BHP Technical Services and GeoGas Pty. Ltd.

IncoÆs Clarabelle mill currently processes ores from eight mines in the Sudbury basin area in Ontario, Canada. The ore from the Garson mine contains a much higher concentration of arsenic than the other ores. Adding this ore into the feed to the mill has resulted in an increase in arsenic content of the Cu-Ni bulk concentrate to a level that significantly affects the smelter operation, and more importantly the efficiency of Cu-Ni separation in the Matte separation plant. The arsenic occurs mainly as gersdorffite (NiAsS), with a small amount being in the form of cobaltite (CoAsS). Extensive laboratory tests on depressing arsenic in Garson ore flotation have been conducted and two reagent suites have been identified as effective arsenic depressants. One is the so called MAA depressant which is a mixture of magnesium chloride, ammonium chloride, and ammonium hydroxide. This reagent combination was reported to depress other arsenide minerals such as arsenopyrite (FeAsS) and enargite (Cu3AsS4). However, in this study for the first time it has been shown to have a depressing effect on gersdorffite. The other reagent suite, a mixture of triethylenetetramine (TETA) and sodium sulfite, that has been reported as an effective pyrrhotite (Fe1-xS) depressant in pentlandite ((NiFe)9S8) flotation, has not been reported as gersdorffite depressant before. The effectiveness of both reagent suites is more pronounced when the arsenic minerals are oxidised through pulp aeration or the addition of hydrogen peroxide. With a flow sheet consisting of a magnetic separation, rougher- scavenger flotation, followed by regrinding and cleaning of combined magnetic and scavenger concentrate, the arsenic recovery to the final Cu-Ni bulk concentrate was reduced from 73 per cent in baseline test to less than 30 per cent with either reagent suite at no decrease in nickel recovery. The TETA/sulfite reagent combination has the advantage over the MAA suite in that pyrrhotite is also depressed, rather than being activated, and the copper and nickel concentrate grades are therefore increased.

The increasing exhaustion of raw materials entails the exploitation of poorer orebodies where the target mineral occurs frequently in a very fine dissemination. Consequently it is necessary to grind more and more fine to achieve an adequate mineral liberation. In other words, it is of fundamental importance to know what size one should grind in order to avoid the following detrimental situations: 1. Excessive grinding - giving rise to the generation of ultra-fine slime particles which may be lost in the ulterior concentration process and simultaneously leading to higher energy consumption. 2. Incomplete grinding - giving rise to insufficient liberation and consequently leading to considerable losses of the valuable components in the tailings. Although this issue constitutes one of the most important steps in mineral processing, little research has been done compared to other processes, mainly due to the fastidious experimental work required. This paper describes a complete and integrated system of image analysis, where some algorithms to determine automatically the degree of li beration, for different levels of grinding, are proposed. These algorithms, mainly based on mathematical morphology theory were tested with images obtained from polished sections of different grain size fractions. Cases studies on a complex sulphide ore from an important copper and tin deposit located in the South of Portugal are discussed. Samples of the unbroken ore are also studied by image analysis to predict the degree of liberation obtained according to the fineness of grinding.

"Mining has still today high potential for improvement in the exploitation efficiency. Especially low-grade ores have very low recoveries. In Cu bioleaching operations from porphyry copper deposits extraction of only five and 15 per cent with maximum of 40 per cent are reached. This means that 60–95 per cent of the resource is not exploited. Consequently, any metal not extracted will end up in the waste material, therefore increasing the risk of environmental pollution. This inefficiency is mainly due to the use of element concentrations for decision-making on the daily basis of a mining operation (eg cut-off ore grade, acid-base accounting – ABA). If, instead, quantitative mineralogical and geochemical data together with information on the bioleaching behaviour of the ore assemblage (the biogeometallurgical approach), is used for decision-making right from the beginning of the exploitation, higher recoveries and less environmental impact can be achieved, ie an increase in sustainability can be reached.CITATION:Dold, D, 2016. Detailed underground mine design and optimisation studies undertaken by the author over the past few years have clearly demonstrated that additional value can be created by varying the cut-off grade (COG) spatially throughout a deposit as well as over time. This additional value can be particularly significant for marginal operations. This paper, by way of worked examples, illustrates the conceptual and practical considerations of applying a differential cut-off policy for an underground mine to both maximise value and manage risks associated with production and metal price volatility. Consideration is given to both the design stage of a new mine and to the strategic and practical application of a differential cut-off policy in an operating mine.

"A personal account of my journey from a student from suburban Melbourne in the 1970s through 40 odd years in and around the mining industry including the important events that have moulded my thinking and, as result, have formed the guiding principles of the mining contracting business and related entities that make up the Byrnecut Group. On reflection the game of chance has played a big part in the journey, from the selection of initial study based on my parents financial capability and the one and only offer of early employment by Western Mining Corporation where the formative phase of my career took place in what was the vibrant can do environment that existed in Kambalda in the 1970s and early 1980s. Subsequently the unplanned meeting with Frank Lubbock drawing me back to Kalgoorlie from Fiji in 1987 and the resultant formation of a private mining contracting business, the excitement of the mid 1980s Kalgoorlie mining environment followed by the turmoil of the 1987 stock market crash where business survival was the game, resulting in a relationship with the German based Thyssen Group.Thereafter the development of a large privately owned international multifaceted mining services group and the principles behind that growth. These include: development of strategic personnel and retention of those personnel cashflow management and debt within a private company scenario recognising opportunity for synergetic growth but insisting on market forces driving those business elements, as opposed to internal divisions group-wide sustainable business systems, particularly in relation to leading safety and training processes innovation and renewal to provide the elusive advantage in a competitive market the role of entrepreneurial small businesses in development of technology.The above principles combine to make a margin in a cut throat contracting environment, competing on the world stage against other contractors and owner mining options.CITATION:Coughlan, S, 2014. Serious Injury and Fatality (SIF) prevention remains a priority focus within high-risk industries sector. A major mining operation sought to strengthen their approach to the management of high-risk activities through an in-depth review of all historical incidents that had serious injury or fatality potential (SIFp) events (sometimes known as hi-potential events). The analysis found that the organisation invested a disproportionate level of resources, time and effort on low consequence incidents with a high proportion of SIFp incidents going under the radar. It was found that 76 per cent of SIFp incidents were rated in moderate or lower risk categories and conversely, almost half of those incidents with a ‘serious risk’ rating had little or no potential for a serious outcome. As a result of this project, the operation engaged in a renewed focus on critical risk management and enhanced its operating cadence in critical risk for the workforce. This included bow tie analysis, an update to critical risk standards and increased workforce engagement in the use of critical control verifications in the field. Data analytics with lead and lag indicators continue to provide senior leadership team and risk owners with an understanding of exposure for SIFp and control effectiveness. The audience will take away learnings from a real-world case study that provides data-driven insights of the human, local and organisational factors contributing to incidents with SIF potential. In addition, participants will understand the steps taken to categorise and analyse this incident data and the initiatives currently being implemented by the organisation as a result.

The development of the Ballarat goldfield and of the city of Ballarat are a significant part of the history of the Australian mining industry. Important developments in technology, legislation and labour relations made their first Australian appearance in Ballarat. The growth of the city and its survival after the closure of the mines provide an interesting case study in the benefits flowing from a vigorous mining operation. The failure of the mines can be attributed to rising costs of materials and labour and declining manpower productivity at a time when the price of gold was not free to respond to changing market conditions. The curtailment of exploration programs and increasing labour unrest resulted from this situation, and made the closure of mines inevitable.

The coal seam gas (CSG) industry is expanding rapidly in the Surat and Bowen basins. CSG production involves pumping water from the coal seams to release the gas adsorbed to coal particles. The reduction in water pressure in the coal seams will cause some reductions in water pressure in overlying and underlying aquifers because there will always be some interconnectivity between the formations. The Surat Basin is a sub-basin of the Great Artesian Basin, which contains aquifers of high economic, environmental and cultural value. The Condamine Alluvium is also an important water resource, which overlies parts of the eastern margin of the Surat Basin.Under the Queensland (Qld) regulatory framework, an area of intensive CSG development involving multiple CSG operators can be declared to be a cumulative management area. For such areas the Office of Groundwater Impact Assessment develops assessments of future impacts on aquifer water pressures and develops and manages arrangements. The results are published in underground water impact reports.The Surat underground water impact report (QWC, 2012) was approved in December 2012. Gold Fields Ghana Ltd (GF Ghana) currently operates an underground mine at Tarkwa, in south--west Ghana. The mine was operated by Tarkwa Goldfields Limited, a wholly owned subsidiary of the State Gold Mining Corporation of Ghana (SGMC). The mine was making operating losses and in a poor state of repair. Tarkwa Goldfields retrenched all the staff and GF Ghana assumed management responsibility for its own account on I July 1993.

Floor failure on the longwall face is a complex problem due to the dynamic interaction between the surrounding strata and powered roof supports involving multiple variables. It can also be highly problematic and costly when not well understood as there are significantly less remedies available post event. This was the early experience at the case study mine where significant lost time was incurred due to unplanned delays in the first two panels. To detect and prevent such occurrences is clearly the best approach, hence a tool to predict both floor failure occurrence and magnitude prior to mining was developed. Several parameters were determined as the key drivers for the failure events that had been experienced at this site. These parameters were, in list of influence from highest to lowest, material strength, retreat rate and the presence of water. The parameters were evaluated using a semi quantitative risk rating system ‘Heave Risk’ and given a weighting per their apparent influence. This ‘expert system’ methodology was selected as the use of risk rating systems in underground coal mining is well established. The heave risk model was first applied to previously mined panels. It accurately identified all areas of known major floor heave, with clearly defined areas of low and high risk apparent. The heave risk model was then used prior to mining and evaluated post mining based on observed conditions. It was found to also be highly accurate for prediction. The variability of each parameter and its influence on the overall risk rating is illustrated and discussed.

Changes in the stress field around faults due to the excavation of underground space or the extraction of underground resources induce fault reactivation. To understand the mechanism of fault reactivation, it is important to observe the deformation and sliding processes of the asperities, which is regionally contacted areas at the fault planes. In the laboratory, triaxial compression tests are commonly conducted to reproduce the stress conditions around faults and study their mechanical behaviours. The conventional measurement devices for triaxial compression testing (eg load cells, local deformation transducers, and piezoelectric sensors) uses sensors to measure changes in the physical properties of rocks, but the direct visual information for the sample condition inside the pressure vessel is limited and can only be estimated from the sample after the experiment. We recently developed a direct visual measurement system to observe the slip behaviour of rocks from the inside of the pressure vessel of a triaxial test apparatus. This paper introduces this visual measurement system and presents some preliminary experimental results. The visual measurement system consists of a steel housing with a built-in commercially available digital camera. The triaxial compression tests were conducted to visually observe the sliding behaviour of the pre-cut specimens and to measure its behaviour through the digital image correlation (DIC) method. The captured images and the DIC results show the displacement field of the specimens for different confining pressure. We verified the sliding behaviour and the failure at/around the triangular asperity under at different confining pressure.

Bauxite Resources Limited is grade drilling in its Western Australian Darling Range tenements to firm up resource definition and to develop mine plans. The Darling Range bauxite is generally in shallow deposits with minimum overburden. In the northern tenements, the ore is characterised by a higher silica layer which may extend from 0.5 to 1.5 m below, which high grade bauxite is found to a depth of four to 7 m. When grade drilling samples are taken, every 0.5 m and the recovered sample is weighed, logged and bagged. To eliminate splitting errors, the whole sample over the short interval is pulverised. Twinning holes variations are observed when using various drill rigs. Diamond core has been shown to give close to 100 per cent recovery and grades have been verified by digging bulk samples. As such, diamond core is used as the reference. It is intended to include sonic drilling as an alternative to diamond cores. This presentation details and attempts to explain the reasons for the observed variations in the various drilling methods used by Bauxite Resources Limited. Coal mining activity first began on the West Coast in 1864 and has since led to the exposure of large areas of coal and host rock to chemical weathering. These exposed abandoned workings have led to the formation of acid mine drainage, which flows into selected rivers and streams impacting on the natural environment. A previous study conducted for the West Coast Regional Council identified four catchments receiving mine drainage which had elevated arsenic concentrations. The aim of this research is to expand on this initial study by determining the spatial distribution and attenuation of the arsenic within the sediment and water column in each stream of concern. Cannel Creek is influenced from drainage from the Bellevue coal mine adit and exhibits a low pH of ~3, elevated sulfate concentrations and high arsenic and iron concentrations in the sediments. This pattern is repeated in the Rapid Stream and Soldiers Creek catchments, which are also affected by adit inflows from the Sullivan and Blackball coal mines respectively. Soldiers Creek also has significantly high arsenic in the waters, with an accompanying pH of ~5.5. Snowy River exhibits a similar trait with a pH also of ~5.5, but with very low sulfate concentrations. Arsenic concentrations in the waters are consistently around 30 ppb, with sediment concentrations up to 900 ppm. These sediment values might be partially attributable to the operation of the Snowy battery gold ore production facility, but the consistently high As concentrations in the water column and in the sediment upstream of the battery have an as yet unconfirmed source.

IN the present paper it is the writer's intention to largely confine the subject-matter to details relating to the metallurgical practice in connection W,ith the blast roasting of lead ores at the Port PiJ;ie works of the Broken Hill Associated Smelters Pty. Ltd. rather than to elaborate on mechanical plant details which are more or less standard equipment of the average Dwight and Lloyd or Huntington-Heberlein blast roasting installations (hereinafter referred to in the text as D. & L. and I.I. & H. respectively). The present blast roasting plant is a combination ot D. & L. straight line machines and IQ-ton H. & H. pots. The latter installation was an operating unit prior to the introduction of the D. & L. machines, the pre-roasting then being accomplished in Ropp roasting furnaces.On the introduction of the D. & L. machines the use of the Ropp roasting furnaces as a pre-roasting unit was discontinued, and this step of the process was then carried out on one section of the D. & L. installation.Consequently, then, the present plant consists of (1) A section of D. & L. machines, which operate solely as a pre-roastiIig unit. (2) A section of D. & L. machines which operate to their full capacity as 3, final roasting unit and treat the main portion of the pre-roasted material.

Iron Ore Holdings Ltd (IOH) is an emerging junior iron ore company that is actively developing projects in the Central and Western Pilbara region of Western Australia. IOH commissioned URS Australia Pty Ltd (URS) in mid-2008 to prepare environmental assessment documents for the Phil’s Creek Project, which was rapidly moving into the development phase. This project comprised a small open cut iron ore mine that was expected to deliver approximately seven million tonnes over a five year mine life.IOH faced several challenges in the environmental assessment process for the Phil’s Creek Project. Although the Phil’s Creek Project attained approval but has now been placed on hold, it is a useful case study to discuss these challenges and how IOH addressed them. Several important lessons were learned through this process that can assist other proponents in addressing environmental challenges in a constructive and proactive manner.One major challenge faced by IOH related to the endangered northern quoll (Dasyurus hallucatus). Another challenge was the unusually high species richness of troglofauna recorded within the project area, with several species initially known only from within the proposed pit footprint.Meeting and overcoming these challenges has provided IOH with an increased understanding of the level of input required for consultation with government departments regarding environmental assessments, and this should stand the company in good stead for developing future tenements. Challenges in regards to the environmental assessment process may be faced during future developments, but IOH’s experiences to date and the lessons learned from the Phil’s Creek Project, will help pave the way for successfully overcoming them.
