Haymont (2012) notes that in parts of Australia significant areas of mining disturbance cannot be relinquished. In Queensland it has been estimated that by 2010, just 0.3 per cent 507 ha of mining disturbance had been rehabilitated to the regulator’s satisfaction (Short, 2015).One reason for this poor record is the presence of inappropriate, unachievable or unmeasurable rehabilitation targets (Glenn et al, 2014; Butler, Anderson and Sexton, 2015). In the authors’ experience in Queensland many mature operations have licence conditions that hinder the achievement of sustainable outcomes or prevent successful validation of rehabilitation success. This creates a lack of certainty for industry and a lack of confidence in the community that the sector can deliver good rehabilitation outcomes (Short, 2015).This extended abstract presents a framework approach that has been applied at two contrasting operations. Without the changes presented, the goal of progressive rehabilitation certification, reduction in financial assurance (FA) and a path to surrender at these sites would have been impossible. Tailings operations are inherently reactive as operations personnel continuously contend with a concentrator reject feed (tailings) transient in physical and engineering properties, which places a constant constraint on capital and operational spending. It requires a unique skill set to manage the prescribed distribution of tailings under unenviable conditions. Enter the tailings operator, an oftenundervalued commodity and untapped resource that can provide benefits beyond the rigors of dayto- day operational support. Experience consistently demonstrates that skilled and committed operators can serve a vital function in the safe construction of a tailings storage facility. It takes a village to raise a tailings dam. An important part of this process is establishing a culture of operational accountability and ownership. Operator development training is nothing new. However, we find that many of the intrinsic operator skills are left unexploited, and an operator's experiential knowledge base and creativity are commonly overlooked and underutilized. With proper training and guidance, these skills can be harnessed, contributing to safe dam operations. Operator engagement, when properly facilitated, provides tangible benefits ranging from improved tailings engineering properties to reduced closure costs. One important benefit is helping transitioning tailings management from reactive to proactive. There are many processes involved in the reactive to proactive transition process. One element of that process includes engaging operators in the tailings management process and facilitating legacy ownership. The core of operational legacy ownership is measured and described using five-stage operator engagement rubrics. Levels of operator engagement are presented with a description of the incremental benefits of each stage. An important part of legacy engagement is providing the tools to operators necessary for managing the tailings. Therefore, the approach identifies specific methods used by operations personnel to control tailings distribution and in-place properties. The end goal of leveraging operator engagement is to facilitate committed ownership and transition tailings management from an inefficient, reactive process to an improved, cost-effective, proactive practice.

Kidd Creek mine in north western Ontario is developing phase 1 of the deep mine project for mining between 2100 m and 3100 m below surface. Heat problems were experienced during the 2003 summer in working places about 2300 m below surface. At the time the mine had a æcold stopeÆ for cooling the air supplied to the mine below 1500 m from surface. The æcold stopeÆ is where during winter, ice is created in both the open pit and its connecting airways to the mine and used to cool air in summer. The operation and limitations of the existing cold stope were evaluated and led to the requirement for additional mechanical cooling to be available for the summer of 2004. The first stage of a surface refrigeration plant providing 7.5 MWR of cooling was approved, the compressor set was ordered in early January 2004 and the plant commissioned six months later in early July 2004. Based on the current modifications to the mining plan, further plant expansions are required in 2006 and 2009 leading to a total of 19 MWR of mechanical refrigeration and 8.5 MWR equivalent from the extended cold stope. The refrigeration system is described with emphasis on the specific adaptations necessary to suit Canadian conditions. Additional investigations were; using the refrigeration compressors in winter for heating and, extending the performance of either cold stopes or alternative ice storage systems. The winter use of refrigeration involve removing heat from the mine exhaust air to provide a cooling load and to use the hot water in the condensing circuit to heat the intake air and reduce reliance on mine air heating with natural gas. This paper follows on from an earlier one presented at the Seventh International Mine Ventilation Congress where the background and planning of the mine ventilation and cooling requirements were described for extending the mine at depth to 3100 m.

The Port of Port Hedland is the largest bulk export terminal in the world and is one of Australia’s most important pieces of economic infrastructure. BHP is the largest Port user to support the export of iron ore products from mines located within the Pilbara region of Western Australia (WA). BHP’s priority is the safety and well-being of its workforce and the communities where it operates. In a recent regulatory application to increase export capacity, BHP committed to the deployment of wind fences to reduce wind erosion from stockpiled ore. Wind erosion from stockpiles was identified through inverse modelling as the most significant dust source compared to other sources such as stackers, reclaimers, shiploaders and transfer stations. The primary cause of dust emissions from stockpiles is dust lift-off during high wind conditions. BHP proposed the installation of wind fences across its Port Hedland operations, targeted at reducing emissions from wind dependent sources, primarily stockpiles, by reducing the wind speed downwind of the wind fence. Modelling predicts that installation of the wind fence will significantly reduce emissions from stockpiles, particularly at BHP’s western operations (Finucane Island). To be effective in shielding stockyards and reducing wind speeds, the wind fences are located upwind and as close as practical to the open stockyards. BHP’s wind fence design incorporates learnings from other existing installations and has been tailored for Port Hedland’s cyclonic conditions. The wind fence will be higher than the stockpile height, with a mesh porosity of approximately 50 per cent. The mesh porosity allows some of the wind to pass through the mesh. This reduces the wind turbulence downstream of the wind fence, as opposed to a solid wind fence, which increases downwind turbulence, resulting in increased dust.

Many organisations struggle to yield meaningful outcomes from incident investigations. This paper will demonstrate that we can discover systemic issues by rethinking the ‘Why’ and ‘How’ of investigations, fostering genuine risk reduction. Key points: 1. Shift from ‘prevent recurrence’ to ‘learn and reduce risk’: conventional investigations focus narrowly on recurrence prevention, resulting in narrowly focused investigations with limited ability to identify and reduce organisational risk. Redirecting our objective to learning and improvement opens avenues for broader risk mitigation. 2. Understanding daily work for risk insights: recognise that work is not always completed in full compliance with procedures. Workers will adapt how they complete tasks influenced by the conditions and management systems that exist every day. Understanding the conditions and systems affecting everyday work is vital for uncovering systemic risks. 3. Unearth systemic issues through in-depth exploration: many investigations address surface concerns such as lack of training, incorrect procedures, equipment not being maintained, and missing overarching organisational risks. Systemic, organisation-wide risks are not identified. To discover these systemic issues and create shared learnings, investigators must question management systems, including resourcing, planning and risk management. 4. Design actions for safe failure: common actions like discipline and training fall short and do not reduce risk. Resilience emerges from well-designed controls. Incorporate planning, better resources, interlocks, and guarding to bridge the gap between task execution and risk. 5. Investigation Reports as a Business Case: Investigation reports should not simply state historical information regarding an incident. They are to facilitate decision-making and be presented as a business case to drive change. Organisations can move beyond localised risk and ineffective administrative actions by changing investigation objectives and methods. They can facilitate learning, understand daily work intricacies, identify systemic issues, and enhance the capacity for safety, driving lasting risk reduction.

Grade control is a process that requires the interaction between many components of the mining operation and successful grade control is only realised through good data, robust systems, and a well-trained, motivated and disciplined workforce.The Mt Magnet Gold Project Pty Ltd (MMGP), a wholly owned subsidiary of Ramelius Resources Limited, started mining at Mt Magnet in February 2012 with high expectations for success. Positive cash flow would fund an aggressive exploration and mine development program in the area to increase mine life. Disappointment followed when after start-up the operation had issues achieving budget grade and realising the predicted grade of the mined ore. In January 2013, things started to improve. During the next six months, gold production steadily increased with successive months achieving record production. What had changed?Improvements started following the realisation that controlling grade was not the sole responsibility of the mining geologist and that everyone on-site has a role to play. The purpose of this paper is to outline the main points in the construction of the various types of wire ropes more commonly used for winding in Australia; and the maintenance of the ropes, and cage and skip safety gear as practised at the South mine, Broken Hill.It should be mentioned that both of the shafts at present in use are dry, and both downcast with or without the assistance of the two exhaust fans normally in use: Night shift and week.-end overtime are practicaly non-existent.Thus, during night shift, the cages in No. 7 shaft are landed on the chairs at the surface, providing efficient covers for the· shaft, and allowing the maximum amount of rope to be wound on to the drums. This also applies to the cages of both No. 7 and No. 4 shafts during the week-ends.These factors, combined with electric winding and skip haulage, are calculated to obtain the best use of the ropes when properly attended.WINDING ROPES-TYPE AND CONSTRUCTIONThese ropes may be divided into four main types which will include the more commonly used constructions(a) One-size strand.(b) Warrington strand.(c) Flattened strand.(d) Locked coil.1. Accurate computer prediction of the muck pile produced by a conventional blast requires modeling of the physics that occurs during the rock motion phase of a blast. The ability to predict the motion and the subsequent muck pile can have a significant economic impact on the mining industry. Some of the computer programs previously used to predict rock motion employed polygonal elements with comers and sides to model the rock (Cundall, 1971; Walton, 1982; Taylor, 1983). This approach allows the elements to bulk because of the corners and the aspect ratio. However, tracking the many interactions of the comers and sides of the elements is a computationally intensive process. Several other rock motion computer programs were developed that employed spherical elements, (Schamaun, 1984; Gorham-Bergeron et al, 1987) but they lacked correct bulking mechanisms or could not be vectorized for efficient execution on vector processing machines. A new spherical element code called DMC (Distinct Motion Code) (Taylor and Preece, 1989a, 1989b) has been developed this past year. DMC was designed and written to take advantage of super-computer vector processing capabilities. The efficiency has also been increased through the use of spherical elements, explicit time integration and a new contact search algorithm. When spherical elements were chosen for efficiency, some physically correct mechanisms for capturing the bulking behavior of the rock mass also had to he developed. This paper will treat several mechanisms that were developed to allow spherical elements to exhibit correct hulking behavior.

Glencore operates zinc concentrators at both Mount Isa and McArthur River. Both orebodies have a history of complexity and required the development of new technologies to maximise the value from these long-life assets. The Mount Isa orebodies were plagued since operations started in 1931 with complex mineral textures making separation challenging and many areas uneconomic. Examples are given in Figure 1 with different grain sizes from the same orebody in different areas. The McArthur River deposit, located in the Northern Territory, was discovered by Mount Isa Mines geologists in 1955 (Logan, Murray and Williams 1990). The extremely fine-grained nature of the ore was quickly recognised and the difficult separation of the minerals was soon obvious. The geographical, metallurgical and economic factors resulted in the orebody not being developed until the technologies for the mineral separation had been developed. The development of the IsaMill allowed for an economic mineral separation flowsheet to be developed and ore treatment commenced in May 1995 (Nihill, Stewart and Bowen 1998). Currently there are in excess of 200 companies listed on the New Zealand Stock Exchange and the total market value of all the listed shares amounts to $4.6 billion. The number of listed mining companies stands at nine and with a market value of $35 million accounts for less than one per cent of the total market capitalisation. In comparison, the Australian mining and energy sectors account for nearly 50 per cent of the total market capitalisation, which currently exceeds A$41 billion. Surprisingly the share markets in both countries were primarily founded on the discoveries of minerals last century.

North Flinders Mines Limited (N.F.M.) is an Australian-owned mineral exploration and mining company based in South Australia. In the 1970's it researched the prospectiveness of the Tanami (central western region of the N.T.) for the identification of possible economic gold deposits. Having outlined the potential for such a deposit at The Granites (550 km. N.W. of Alice Springs), it marked out and in 1975 applied for the grant of eleven gold mining leases (G.M.L.'s) under the provisions of the then Mining Ordinance. This application was deferred by the Commonwealth Government during the time of the Aboriginal Land Rights Commission (Woodward), subsequent enactment of legislation and land claims. In 1980, the Walpiri and Kartangarurra-Kurintji land claim encompassing the G.M.L.'s, became Aboriginal land. It therefore became necessary for N.F.M. to negotiate a mining agreement with the Central Land Council (C.L.C.) represent- ing the Traditional Owners, before the G.M.L.'s could be granted. In August 1983, the C.L.C. and N.F.M. concluded an agreement to enable the grant of mining interests necessary for the devel- opment of The Granites Gold Project. This paper discusses the use of simulation in the mine planning process. A case study on the Newcrest Cadia East project is presented, and the challenges and possibilities for using simulation as a tool for mine planning and scheduling is discussed.The simulation study presented in this paper was performed during the project’s prefeasibility stage, and focused on the planning and scheduling of the development of panels in the future mine. The Cadia East project will be the largest underground operation in Australia and the first using panel caving. Simulation was used in order to optimise the development of panels; it was mainly used in order to verify the plans for the development process and allocate resources in an optimal way. The work was performed as an iterative process and adjustments to the plans were made according to simulation results. Bottlenecks were identified and different scenarios were tested.The results from the simulation study shows how different operational constraints affect the planned development process and how changes in priorities can be necessary in order to maintain a high development speed. Furthermore the study shows how changes in planned mine layout requires changed strategies, and how this was solved using the simulation tool.In this paper the authors critically discusses the use of simulation in mining operations: what are the limitations and challenges of using simulation as a tool for mine planning and scheduling, what are the benefits, and what do we aim for in the future?

The high gas emissions associated with the depth of mining and very high coal extraction at some Australian Collieries have provided a need to investigate the influence of geological and mining conditions on levels of gassiness. The introduction of longwall extraction in particular is associated with complex strata control problems and quick changes in gassiness. To this stage of Australian coal mining, no standard method has been developed to predict the different levels of gassiness associated with the various geological and mining conditions; and the relationship between coal output and total methane make has not been established. For local conditions, with a large number of coal seams lying in close proximity to the working seam, the significant contribution of gas emissions from adjacent strata was expected, especially as strata relaxation occurred during longwall mining. This depends mainly on geological conditions, strata control and coal production. For the deepest of the B.H.P. Collieries in the Newcastle region, the relationship between coal output and total methane make has been investigated by systematic gas balance measurement during longwall extraction. The computer method of iteration was used to approximate the mathematical equation from the initial graphs of coal production versus quantity of methane in the ventilation system for various strata conditions. The angle of caving was established for local geological and mining conditions, for planning and design of the positions of cross measure boreholes.

BHP Billiton’s Area C iron ore operation has been in production since 2003. During 2010, below water table mining in the Marra Mamba formation commenced and dewatered ore has been successfully processed through the plant.The ability to mine below water table material increases reserves. Pits can be dewatered using a combination of ex-pit and in-pit bores. Critically it is important to allow suffi cient lead time to dewater. For Area C, in-pit bores yield the most water which presents challenges in every day operations when mining around bores. Operationally there are steep learning curves in obtaining equipment, training personnel and setting up infrastructure. Core risks include lifting, refuelling and maintaining gensets. The pipework, extraction and re-establishment work can be very manual.The challenges include blasting, mining, stockpiling, processing, water balance and disposal. Maximising up time on bores whilst minimising impacts to blast practices have evolved. Blast practices now align bores to the edge of patterns. Protecting bores have evolved from stemming bores with rock and re-drilling to using gas bags which require no drills. Based on moisture and material properties, mining of dewatered material can be categorised into three groups:1. normal,2. sheeting, and3. sheeting and top loading.Ore can go straight to the plant ore to drying pads where it takes between one and three months to drain.Stock management of these piles is important to ensure efficiency of the plant. Rules have been established for blending wet material to maintain feed capacity and some modifications to plants have been made. Dewatering of pits poses a challenge for water use. Initially turkey’s nests were established to capture water and use for dust suppression. As water abstraction has increased methods of management include using exhausted pits for storage and evaporators. Managed Aquifer recharge and use in potable water are being considered. An over arching coordination of the capacity and use are required.Important elements in dewatering include:• capacity models,• capital,• long to short planning,• day to day coordination, and • water level monitoring and balances. The basic aim of mine planning is to design mine layouts and schedules that achieve optimisation of operations, minimum cost and maximum resource recovery. Successful accomplishment of this aim is facilitated by timely and comprehensive rehabilitation planning commencing at the pre-feasibility stage and continuing until the end of mining. Incorporation of a final landfomt design for waste rock dumps in a mine plan requires a prediction of surface stability, which may be achieved through erosion modelling. Erosion prediction models can be placed in two broad categories: soil loss prediction models eg USLE and CREAMS, and geomorphic models such as SIBERIA. A waste rock dump landform design based on selected slope form and grade and drainage systems should be developed as part of planning. A digital terrain model (DTM) of the landfonn should then be produced which can be modelled for long-term erosional stability using pre-determined parameter values. If acceptable standards of stability are not achieved, the landform should be redesigned and remodelled until the desired result is obtained. The planning process incorporating models requires knowledge of spoil or waste rock properties and model parameter values. This information is site specific and can be obtained from drill cores or costeans at the pre-mining stage and from spoil or waste rock during the mining stage. Realistic model parameter values are critical in post-mining landfonn design and can be obtained by several methods, including rainfall simulation, monitoring, geochemical analyses and grain size analysis.

Alliancing is a contractual relationship in which organisations with an interest in a project are brought together in an atmosphere of co-operation to produce superior results to benefit all of the participants. Fundamental to the concept is the management of the risks associated with the project. The traditional risk management strategy adopted by clients has been to transfer this risk to others in the belief that this will result in the lowest overall project cost. It is assumed that competition in the market place will allow these risks to be transferred without paying a premium. However, this approach often results in the development of an adversarial climate, a high level of litigation, time and cost overruns and an overall poor project outcome. Under an alliancing arrangement the parties (client, designer and contractor) are aligned through shared interests in the projectÆs success by linking profitability to performance. Under such an arrangement, an atmosphere is created whereby the participants are motivated to focus on cost-savings, pursue best value and to innovate. Successful alliancing can result in highly motivated project teams and realisation of extraordinary productivity and cost-savings flowing from increased efficiencies. The situations in which alliancing can be successful are discussed with particular reference to the Wandoo Alliance which successfully completed the $375 million Wandoo B offshore oil platform in record time and with considerable savings to the project budget.

A review of publicly available coronial inquiries into fatalities that have occurred within the resources sector since the year 2000 reveals that a loss of corporate memory has been a contributing factor in 40 per cent of these accidents (National Coroners Information Service, 2010, Appendix B). With the highest levels of employee turnover within the Australian economy, increasingly complex operations and an ageing workforce, the management of corporate memory within the Australian resources industry poses a significant and often unrecognised safety risk.    The North Parks airblast of 1999 is used as a case study to highlight how corporate memory loss poses a significant hazard to resources projects and how such incidents will continue to occur if corporate memory is not effectively managed. Best practice from other industries is discussed to demonstrate how knowledge management systems can effectively work. This paper discusses how systems can be put in place within the geographically diverse resources sector, and how at the heart of any knowledge management system a culture of knowledge management needs to exist within an organisation.   The paper then discusses the importance of retaining key personnel and utilises findings from primary survey data collated in 2009 to show the size of the retention problem within the industry. From the data possible solutions to retaining key staff are proposed.   Finally the large and increasing role of contractors and consultants within the industry is discussed and methods of managing their knowledge are proposed.
