In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

During recent years there has been a marked increase in the use of explosives in Queensland coal mines. Delay detonators have been introduced and their use has extended with the wider application of mechanised methods of mining.The need for careful study of the characteristics of delay detonators is stressed so that the advantages of simultaneous firing, from the points of view of safety and efficiency, may be obtained. With their use new potential hazards are introduced. These hazardsare considered and means whereby the overall safety may be improved are discussed.The increase in the number of misfires since the introduction of delay detonators is shown and the examination of misfired detonators is described. Lessons to be learned! from these misfires are noted and details are given of the essential requirements for safe and efficient blasting using delay detonators.INTRonUCTIONOne of the aims of mechanization in coal mines is to reduce the physical effort applied to the winning of coal. Explosives play an important part in achieving this and, following the introduction of power borers for the drilling of shot-holes in Queensland coal mines, much of the arduous work associated with coal getting has been eased. Flotation tests in a laboratory flotation cell at pH 8-8.5 and other sui}plementary tests were carried out on sphalerite-quartz and sphalerite-pyrite-'quartz mixtures. Depression of sphalerite resulted vvhen the addition of copper sulphate exceeded an optimum value. Evidence that this depression was due to collector deficiency because of reaction between copper sulphate and collector is presented. It was not found possible to devise a direct analytical method suitable for .plant control of reagent addition. A possible means of control using potassium cyanide and a higher pH is discussed.INTRODUCTIONAt the Rosebery mill of Electrolytic Zinc Co. of Australasia Ltd., recovery 'of sphalerite in the zinc concentrate occasionally drops unexpectedly. Experiment in the mill and mill laboratory has suggested that one of the factors causing this may be the addition of more than an optimum amount of copper sulphate. On such occasions, an increase in the collector addition improves zinc recovery in the zinc concentrate, but only at the expense of sphalerite-pyrite selectivity.To examine the phenomenon more thoroughly, and if possible to find some means of determining the optimum addition of cepper sulphate and controlling the actual addition at this optimum, one of the authors (W. THE object of this paper is to review certain features in connection with the mining of narrow lodes, say up to 20 ft. or so wide. The types of ore-body to which it is intended to refer are those which occur. chiefly as fissure or shear-Iodes-that is, those lodes which are to be found in belts of country which have been subjected to dynamic stresses, resulting in the formation of cracks and fissures, into some of which has been concentrated sufficient metal-bearing material to form ores. Very frequently one of the walls of such a lode is found to be a fault, or plane of differential movement.The first point which comes up for consideration is the shaft and its position. From the information afforded by the prospecting which has been done on a lode relative to the dip, nature of country, &c., the position of the main hauling shaft can be determined. For purposes of general utility the hangingwall is generally chosen, if a vertical shaft, though, on account of freedom from creeps, the foot-wall would be safer. Vertical shafts are preferable to underlie shafts in many ways; but wherethe lode maintains a flat dip the cost of cross-cutting at the various levels becomes very heavy'. At an early stage of the examination of most prospects, samples are taken; and the sample values obtained play an important part in determining the subsequent history of the prospect. It is, therefore, important that. eveJJy effort should be made to interpret asfully as possible the meaning of the observed results. In this connection, it is suggested that examination of the assay values of mine samples by simple statistical methods may bring to light information of considerable value, which might otherwise be missed.Although expert statisticians may derive more information from the available data, those who are, like the writer, less proficient mathematically, may also benefit by applying quite simple statistical methods. At least they will develop a useful habit of thought bywhich they become aware at all times that sampling results only provide estimates of the truth, but that an assessment of the precision of such results may be possible. The object of this paper is to provide some evidence of. the truth of these statements, by theuse of a few very elementary statistical calculations.General.The idea that any mine sample is subject to error from a variety of causes is a very familiar one. Doubt always exists with regard to the representativeness of a perfectly cut sample, and other errors may arise through imperfections of sample cutting, crushing, splitting and assaying. Some causes of error may give rise to "constant" errors, others may cause variable but one-sided "systematic" errors, and others again may bring about variable results without any tendency toward bias on the average. In statistical language, mine sample values are subject to errors which may have either assignable causes or chance causes. The former are those which can be isolated, or should be capable of isolation, while the latter are those remaining when all assignable causes have been removed. A single constant assignable cause brings about bias in all results, and one or more than one variable assignable cause brings about variation between individual results and perhaps an overall bias. The system of chance causes that would remain if all assignable causes were removed would cause variation between individual results but no overall bias. Possibilities and Working of the Specific Agglomeration of Fibrous Materials and Residues Plant based fibrous materials are becoming of increasing interest in a multitude of industrial applications. Main advantages are the specific lower energy demand and virtually closed CO2 cycle, excellent mechanical properties based on low density as well as a high level of recyclables. In contrast, processing and handling of such materials is associated with a number of challenges. These challenges are mainly related to specific morphological characteristics in correlation to fibre length and structure (branching and splices). Specific problems in further processing steps including transport, dosage or storage for natural fibre compounding, result from form-locking bonds leading to burling, clusters or plaits. Technologies of fibre processing are well known, but other than textile based technologies they generally result in intermediate goods which do not allow direct industrial application. The investigation to be presented is based on results of recent research activities and shows two possible technical solutions of innovative fibre agglomeration procedures. These methods allow the conversion of middle to long fibres into a form, which eases further processing and dosage significantly and therefore allows free flowing too. The procedures are based on the working principles of rolling and winding technology. Within the work, both of the patented methods and their respected lab-scaled devices will be described. Further, results will be shown for an up-scaled rolling agglomeration unit applying the developed principle and consisting of multiple process zones. Possible variations of the resulting product characteristics and the impact of different process parameters will be discussed based on the trials with natural fibre (hemp and flax) agglomeration. As a main outcome of the research, product qualities can be supplied according to the requirements of the specific application in correlation to agglomerate strength, porosity or form. In conclusion, recent developments for specific methods of characterization will be depicted.

In this paper current net present value (NPV) based mine valuation techniques that take into account market and private risk are discussed and analysed. Potential pitfalls that arise from the application of a portfolio, market or commodity based risk metric to a mining project are identified. An alternative non-simulative framework for quantifying and factoring market and private risk in NPV calculations is proposed and then applied to a hypothetical case study in an attempt to overcome identified pitfalls. Mathematical proof that a static discounted cash flow (DCF) calculation can underestimate or overestimate mine NPV is presented, the conditions for each are outlined and the degree of underestimation defined.CITATION:Dube, T Y, 2012. Ilmenite production in Western Australia commenced in 1956. There are now five producers, all in the Bunbury-Capel district, and current total production capacity is about 450,000 t.p.a.The deposits occur near the surface and average between 10 and 50 per cent heavy mineral. About 70-85 per cent of the heavy mineral is ilmenite. Other heavy minerals present include leucoxene, zircon, rutile, monazite, and garnet. The ilmenite contains 52-60 per cent Ti02. and is very low in chromium (0·03-0·04 per cent CrS03)Mining is done by sluicing, drag line excavation, or dredging. Primary concentration of the heavy minerals is achieved by spirals, revolving cones, or Reichert cones. After drying and screening, ilmenite is separated from the heavy mineral concentrate by various types of magnetic separator.Separate leucoxene, zircon, rutile, and monazite concentrates are also produced. Each plant uses a different technique and the processes used include chemical attritioning, screen plate electrostatic separation, high tension rolls, air tables, and dry launders.INTRODUCTIONThe treatment of beach sands in the Bunbury/Capel area for the extraction of ilmenite is a very recent development in the mining industry in Western Australia. Nevertheless, since the commencement of production in 1956, ilmenite has become the sixth most important mineral produced (Table 1).The increasing world recognition of Western Australia as a major producer of ilmenite (Table 2) is due primarily to the low chromic bxide content of the mineral (0' 03-0' 04 per cent Cr203), combined with a medium to high titanium dioxide content (54-60 per cent Ti02), supported by large reserves, a stable government, and close access to good shipping facilities. Ilmenite is. produced from these deposits at low cost which enables the industry to compete on world markets despite high rates for sea freights because of the distance from major markets.

UNDER a contract relating to the sale of a Broken Hill concentrate, the differentiation between granular and slime concentrate is determined by the proportion of the material which will pass a 200-mesh (I.M.M. standard) screen, and this has led to considerable attention being devoted to the question of laboratory sizing tests with screens of this order.It was found that many of the screens turned out by the makers during the war, and also since its termination, did not conform with the I.M.M. specifications as closely as some supplied in pre-war days. A perfect screen is hardly to be expected, but when the above contract was framed the parties anticipated that, by special care being taken during manufacture, a screen at least as good as the best pre-war screens would be available. This, however, has not proved to be the case, and the large irregularities in screens recently supplied render them useless for sizing determinations under the contract. The presence of undetonated explosives in a rock face after firing constitutes a hazard which can result in a fatal or serious accident if undetected before drilling commences.Most accidents caused by drilling into explosives are the result of failure to examine the working face properly and lack of care in subsequent drilling operations; it is not always realized that explosive may be left in the butts of holes or may be driven into cracks or crevices in the rock.Obviously the best means of preventing accidents of this nature is to adopt methods of drilling, charging and firing which will reduce the hazard to a minimum.There are three ways in which undetonated explosives may be left in the rock face, namely:1. Misfires.2. Cut-off shots.3. Incomplete detonation or failure of the charge to propagate throughout.MisfiresNo attempt will be made in this paper to deal fully with the question of the prevention of misfires, as apart from the fact that most of the preventive methods are well known, it is believed that if the miner receives his explosives and means of initiation in good order, and proper care is taken in their use, the failure of a charge to fire will be a rare occurrence. The provision of central fuse capping stations on mines has gone a long way towards the elimination of misfires caused by the mishandling of safety fuse anddetonators.

The Bulli Seam, New South Wales, comprises medium to low volatile bituminous coal, generally of coking quality. It is worked over an area embracing 300 square miles.Variations in several factors are found.1. The seam is somewhat disturbed and dissected by various structural features.2. This structure, and present topography, have resulted in depths of cover from very shallow to approaching 2,000 ft in the presently worked areas.3. Wide variations of seam thickness occur.4. Gradations of rank occur from place to place.5. Variations in seam gas content and wide variations in seam gas composition are experienced.6. Variations in coal strength occur.These factors may contribute to the occurrence of stress and gas phenomena in mining exploitation.INTRODUCTIONThe Bulli Seam, the most extensively worked seam in Australia, is the uppermost seam of the Illawarra Coal Measures, which comprise the southern portion of the Sydney Coal Basin. Generally, the rank of the seam and its assemblage of types make it ideal for the production of hard metallurgical coke. The thickness and relatively flat dips render the seam suited to mechanized bord and pillar mining, and this method is used almost without exception. At the north-eastern corner of the field, stress and gas phenomena have occurred during mining.Various data have been assembled on physical, chemical and geological conditions of the seam which may influence the occurrence of stress and gas phenomena. This material is presented in an attempt to explain the location of such phenomena to date, and to enable variations in conditions to be considered when future possibilities are being assessed.

A study of flocculation of ultra-fine coal particles by ultrasonic waves was investigated on a laboratory scale.The coal suspension was dilute, with low ionic strength, and at pH 6·2.When a stationary sonic wave is set up in a solution containing suspended coal particles, it is believed that high and low pressure regions are alternately established at the half wave-length of the sonic wave and this resultsin the migration of coal particles towards the low pressure regions.As expected the flocculation is more effective as to frequency and the power of the ultrasonic waves is increased.The shape and size of the test equipment are also important variables.

As an extension to investigations into methods of upgrading the Iitania content of ilmenite concentrate from beach sands using 100 g/day, a small pilot plant treating 23 kg/ day of ilmenite was used.In the pilot plant the iron oxide in the ilmenite was reduced to iron at 1200°C using carbon (coal/char) without melting the material, using a tunnel kiln heating cycle, the charges contained in saggars, The iron was then separated from the titania fraction by ball milling, wet magnetic separation, and screening. The resulting magnetic product was high in iron (about 80 per cent Fe) and the non-magnetic product high intitania (about 70 per cent TiO2).From this trial sufficient data were obtained to enable the preparation of a flow sheet for a plant producing 62,300 tonnes/year total products, and an estimate of costs to be made. This has shown that for an estimatedcapital expenditure of nearly $6,000,000 and annual production costs of about $4,000,000, the cost per tonne of high titania product (76 per cent TiO2) would be nearly $70.

Solutions of copper(II) sulphate in acidified aqueous acetonitrile leach copper from copper-lead matte derived from the drossing of lead with sulphur to produce solutions of copper(I) sulphate. The reactivity of the matte constituents towards copper(II) sulphate is Cu2S> PbS > CuS > > Pb. According to the leach conditions, part or ,all of the copper may be leached 'leaving a residue of CuS/PbS, or S/CuS/PbS04, or S/PbS04, to be recycled to the lead smelter. Complete extraction of the copper requires leaching with oxygen which occurs under mild conditions in the presence of acetonitrile and sulphuric acid in water. Copper is selectively recovered as a pure product by electrochemical or thermal disproportionation of copper(I) sulphate solutions. A notional process is proposed.

The following notes apply more especially to the purchase of silverlead ores produced in the neighbourhood of Zeehan and Dundas; for it is this class of ore that is principally mined in those parts, and which creates competition among the ore buyers.In the early days of this field, most of the ore passed through the hands of the first buyer who had sufficient enterprise to establish himself at Zeehan but in more recent times, competition has been so keen that there are generally three or four buyers tendering. lf the output was large this would not matter so much from the buyers' point of view but when we consider that the output of the field is only some 1,650 tons per month, and that of this 70 odd tons are produced by the Western and Montana mines, aud being sent home for realization, is withdrawn from local purchasers, there is really not enough for four buyers, especially at the present exorbitant prices they pay the miners.Some of the mines have a fixed sampling day, on which it is tacitly understood that the ore buyers will attend. Others, such as Grubb's Silver Mining Oompany, No-Liability, send round a printed reminder, stating the quantity of ore, and the date of sampling.

Author's Note: Since the paper on "All-Flotation at North Broken Hill Limited" was read and discussed, the metallurgical results obtained have conclusively justified the adoption of the All-Flotation treatment.At present the shipping grades of lead concentrate produced from North mine ore range between 74% and 75% Pb, carrying approximately 43 oz. Ag and 4.5%-5% Zn. The lead recovery in lead concentrate is recording 95%-96% of the lead content of crude ore, and the milling and treatment cost on 6400 tons crude ore perweek of 96 hours has dropped to 6s. 3.6d. per ton on ore. With an increased ore tonnage, and with a new mill, considerable further reduction in costs is certain.New flotation machines, with 30 in. vertical depth of overflow (instead of 42 in. depth), are now being tried for the secondary granular treatment, with advantageous results. The treatment to-day is practically the same as that outlined in the paper, excepting that additional concentrate is returned for retreatment in the existing units.(Signed) A. LOWRY.Mr. T. A. Much of our knowledge of the behaviour of underground coal dust explosions has been derived from less than full-scale experimental explosions in facilities as small as 0.25 m diameter pipes. Although a substantial body of research has been undertaken in larger galleries approaching the size of full-scale modern mine roadways, there are still questions regarding the scaling of results to full-sized roadways in modern coalmines. Questions also surround the issue of comparing or scaling results between smooth and rough walled galleries, round and rectangular galleries and galleries with differing wall thermal properties due to different materials of construction.This paper will examine the influence of gallery size, cross-section area and wall roughness and thermal properties upon the characteristics of a coal dust explosion. Data from past explosion research will be examined and assessed for its application to the problem along with theoretical considerations for these factors.Recommendations on the design and minimum appropriate size of explosion galleries for assessing the performance of explosion inerting strategies, passive and active explosion barrier performance and determination of appropriate pressure ratings for ventilation structures will be made.CITATION:Humphreys, D, Collecutt, G, Greenwood, J and O’Beirne, T, 2015.
