Leaders have invested heavily in traditional safety management to improve safety performance over the years. This primarily involved: • fixing the environment (eliminating the hazard) • improving the system (more/less rules, procedures etc) • making safety more conscious (more/better interactions about the importance of safety). These approaches have helped improve safety performance significantly during the last 50 years and will continue to play a role in the future. Although these approaches may be part of an overall solution, they are not enough to prevent many incidents. Today, these three approaches are used more than before, and are used better than ever before. Yet, workplace fatalities in Australia have stagnated from 2013 to 2019, as have the number of incidents, even serious ones. In the USA, workplace fatalities have increased by 15 per cent in the same period.

"The Caijiaying lead zinc mine is located in China, north-west of Beijing, in Hebei Province. The region experiences severe winters, below -35°C, and warm summers, up to 30°C. The mine and concentrator commenced operations in the second half of 2005 with a conventional tailings disposal system consisting of a tailings dam with peripheral ring main discharge and central water recovery. A second similar dam sharing one common wall was added later. In view of the extreme winter conditions tailings lines and ring mains plus spigots, together with return water lines, require insulation and electrical trace heating. The volume of process water trapped as ice in the tailings dam ponds each winter is significant. This seasonal variation presents a major difficulty in the management of process water availability. Although Caijiaying is an underground mine there was no backfill plant at the start of operations. As plant throughput increased more quickly than originally anticipated, tailings storage capacity became a prime concern. The construction of a backfill plant in 2007 reduced the pressure on surface tailings storage area requirements, but as suitable land on which to construct further tailings storage was both expensive and difficult to acquire, a more efficient use of the available area was required. Dry tailings storage, where flotation tailings are filtered to provide an immediate return of process water plus ‘dry’ tailings filter cake for stacking, provided an answer to both the land area required, and the water management difficulties. The paper details the reasoning behind the change and the benefits obtained at Caijiaying by moving from ‘wet’ tailings storage to ‘dry’ tailings storage.Citation:Waldram, J T and Jia, R, 2016. What is the meaning of the Life of a Mine (LOM) if that mine results in a requirement for water treatment in perpetuity? ‘In perpetuity’ is of course a duration with no relationship to a Life-of-Mine or what might rightly be regarded by external stakeholders as a fair and reasonable post-mine recovery period. It exceeds the life span of investors, mine managers and governments, indeed even of capital markets as we know them, and of corporate and individual memories.In mine and mine closure planning, decisions are usually based at least to a significant extent on traditional economic analysis underlain by discounted cash flows (DCF). For investments in income-producing facilities, such as mining development and equipment, and ore-processing plant and equipment, this analysis reflects commercial reality and allows for comparison of competing investments. However, for environmental and social infrastructure, the same analysis using the same input parameters, especially the discount rate applied to cash flows, can lead to a bias against the adoption of best practices for non-investor stakeholders. Increasingly the community and government regulators are calling for æzero dischargeÆ mines. Some mining companies are beginning to explore ways in which they can transition to zero discharge. When striving to attain zero discharge, mines must consider multiple variables in addition to water quantity. These include climate regime, water quality and regional water budgets. The recovery of gold from refractory ores and concentrates can be achieved in a number of ways using roasting and leaching procedures. The Sirosmelt system introduces a new approach to the recovery of gold from these materials using smelting procedures. Laboratory studies were carried out to establish procedures for operating the Sirosmelt system for recovery of gold and associated valuable elements from an ore containing 17.5 g/t gold and a concentrate containing 22 g/t gold as well as substantial copper levels. Copper, iron, lead and matte were evaluated as collecting phases for the gold. The ore smelting procedure recovered 80-90% of the gold whilst smelting concentrate gave 98-99% gold recovery.

The Olympic Dam Project constitutes a major resource of Copper and Uranium and has been under intensive evaluation since the discovery in 1975.A 500 metre deep rectangular shaft has been sunk into the deposit and this has been followed by 8400 metres of level, incline and decline development. 5 surface ventilation raises have also been constructed.Large scale trackless equipment is used to carry out the development, and productivity statistics are given.The paper describes the functionalised system used in the development program and discusses the maintenance support, and services required to carry out these works.The objectives of the Exploration Development program and the satisfactory results obtained from this work are also discussed.

Iron ore sintering is very complex with many interdependent variables. For the same ores, the sinter quality and sintering performance may vary significantly with the scale at which the sintering tests are conducted. Therefore it is important to understand the effect of test scale on sintering performance and sinter quality while interpreting the test results. In this paper, different scales of iron ore sintering research at CSIRO are described and compared. This is followed by the results of two sinter blends tested at different scales. The results are compared and correlated to demonstrate the benefits of iron ore sintering research at the laboratory (4 g), small (5 - 8 kg) and pilot (55 - 140 kg) scales.

The Emperor gold deposit occurs on the western margin of a 5 Ma caldera in a large, mafic shoshonitic shield volcano on the island of Viti Levu, Fiji. Products from two major pulses of post-caldera intermediate volcanism filled the caldera. Caldera collapse-related steep and flat faults and zones of shattered rock provided per- meable conduits for vertical and lateral fluid migration and favourable sites for ore deposition. One large hydrothermal system, operating concurr- ently with extrusion of the second pulse of resurgent volcanism, may have produced porphyry- style alteration within the caldera, epithermal mineralization at Vatukoula, and weakly minera- lized, siliceous veins and breccias in an outflow zone northeast of Vatukoula.

In order to meet export sales requirements from 1983 onwards, Amcoal developed a new underground mine in the Witbank area of the Transvaal. The mine was required to produce 5 million tons of run of mine coal per annum giving rise to 4 million tons of saleable products. A description of the coal processing plant is given with comments on design philosophy and design parameters. Main features of the coal processing plant are the raw coal handling facilities, centralised control and data capture and the loadout station. The management systems applied during the commissioning period are described. The difficulties experienced and their solutions are discussed. Commissioning was concluded with an independent plant performance test.

Western Mining Corporation (W.M.C.)operate a 30 000 tpa nickel refinery at Kwinana, W.A. using the Sherritt Gordon Process. Following ammonia/air leaching of sulphideminerals and subsequent copper removal, nickel metal is produced as powder by hydrogen red-uction of the ammonium sulphate-rich solution. Batchwise reduction in pressure autoclaves is preceded by an oxidation/hydrolysis step to ensure nickel powder quality.The reduction process is energy intensive, requiring high temperatures and pressures. Present energy requirement is 24 GJ per tonne of nickel reduced. Of this, 95% represents steam and hydrogen consumption and 5% electric power. The design and operation of the red-uction circuit is reviewed, outlining the main areas of steam and hydrogen usage.

The design and construction of a 2.5 million tonne per annum ship unloading system at the PWCS export coal terminal in Newcastle, NSW, has further increased the flexibility and sophistication of Australia's largest coal export facility. The system comprises a new unloading wharf serviced by a self unloading vessel, conveyor stream and multi compartment ground level storage shed. Coal is reclaimed from this shed by the largest portal scraper ever installed under cover. The system also provides additional flexibility by receiving coal from the existing PWCS road receival to improve scheduling. The PWCS can now simultaneously handle 11 coal types and receive from rail, road and sea at almost 15000 tonnes per hour.

This paper will discuss the challenges and opportunities in the years 1998 to 2002 faced by the operation and personnel at Thalanga, and its continued survival through short life projects (three feasibilities in four years). It will describe the processing of the different ores, issues faced and operating and technical innovations that occurred during that period. This will include: commissioning on very high grade Cu ores, treatment of high Sulfur feed ores (~46 per cent S) and the effects of the installation of a Detritor Mill on the process.

A simple and rapid method for delennining gold and silver in carbon samples is described. The method involves dissolution of carbon ash in a strong oxidising medium of aqua regia and hydrofluoric acid. Gold and silver are determined in the resultant solution using atomic absorption speetrometry (AAS). The method is efficient and reproducible. Gold results are comparable to the standard fire assay results, with agreement of results within ± 5 per cent. The co-efficients of variation for gold and silver are 0.37 and 0.39 per cent respectively for six replicate analyses. The analysis of gold and silver in a batch of ten carbon samples can be completed in approximately four hours.

The fundamentals concepts of roof support are similar between coal mining, metal mining and tunnelling and yet there are different design approaches, different hardware, and different levels of site investigation. This should not be the case and this paper discusses the key geotechnical issues that should underlie all roof support design - the need to reinforce defects. A design method to build a beam in laminated rock under high horizontal stresses is presented. The method allows for changing rock strengths, defect properties and varying horizontal stresses. At one level the design can be implemented with design charts and tables. Lessons learnt during the implementation of the designs at 5 different mine sites are Discussed.

The Loy Yang Optr, Cut is a brown coal mine bring developed in the Latrobe Valley region located some 160 kin south-east of Melbourne, Victoria. A quantitative method for predicting the mechanical properties of zinc alloys is proposed on the basis of the molecular orbital calculation of electronic structures. A new parameter which is the s-orbital energy level, Mk , of alloying elements in zinc was introduced into this method. This Mk parameter correlates with the electronegativity and the atomic radius of elements. The compositional average of this parameter varied linearly with the tensile strength and the hardness of commercial alloys and some alloys developed by Mitsui. This electronic method was very convenient in designing high performance zinc alloys efficiently.

The alluvial gold industry of New Zealand is based on the placer deposits in Otago and on the West Coast. Production from these since discovery in the 1850's has been an estimated 480 tonnes (15 million ounces) of gold. Annual output has expanded continuously since 1980 and is expected to be over 2 tonne of gold for 1989.Following a historical review, the characteristics of typical operations, which use hydraulic excavators and mobile trommel units are discussed. Descriptions are then given of alluvial activities in Otago and on the West Coast.

Acid mine drainage is an unavoidable consequence of some coal mining operations. Typically runoff pH is below 3.5 and at these pH levels heavy metals are mobilised. Leachate from coal reject dumps may require collection and treatment to raise the pH and precipitate the metals before being discharged.A bi-product of coal mining operations at Clarence Colliery is coarse washery reject. At present the coarse reject is deposited above ground and rehabilitated. Adjacent to Clarence Colliery is the Kable's Transport Pty Ltd sand mining operation. It has been proposed that co-disposal of the rejects from both operations may produce a product whose leachate has near neutral pH.

Quarrying in Australia accounts for a total annual production of around 200 Mt/a of sand, aggregate and materials used in construction. This material has an annual value of the order of $2 billion and, combined with transport costs of a further $1 billion, the annual value of quarry products are in excess of $3 billion. Currently all of the production of construction materials in Australia is from open cut quarrying or dredging. This paper focuses on the extraction of material by underground mining methods, termed æunderground quarryingÆ. The paper considers a case study for future underground development expansion of the existing open cut Mt Coot-tha quarry, located 5 km from the centre of Brisbane, Queensland.
