In underground ore mining of copper ore, lead-zinc ore, tin ore and fluorspare in German Democratic Republic geological situation is characterized by ore deposits of small thickness and great variability of ore grades and mining conditions. For long range mining strategy and short-term planning of production a model was developed fitting to make optimal economic mining decisions. Starting point of the model is a cost function representing all direct costs per unit recoverable metal in concentrate for each stoping unit (ore reserve block). In the costs function the results of regression analysis of ore grade and metal recovery in concentration plant were considered. All stoping units (ore reserve blocks) of a mine were arranged to growing direct costs. The relationships of recoverable metal, ore tonnages and corresponding costs were plotted in a diagram. The data processed by- computer and the graphic representation of the results make possible 1. economic evaluation of stopes and ore reserve blocks, 2. estimation of cut off grade, 3. optimization of works planning.

For gas content analysis in recent years, it has been standard procedure to report results on a 'dry ash free' (daf) basis, under the assumption that gas only adsorbs onto coaly material. In order to test the relationship between ash and sas content, samples of various rock types were taken from two drillholes in the Newcastle Coalfield. The results of this study confirmed the correlation between gas content and ash, providing an accurate means of relating gas contents for all carbonaceous rock types.

Improving the quality of the variogram helps to improve subsequent estimation and simulation processes. Two strategies for conditioning data prior to construction of the variogram are investigated using data from the Luce iron ore deposit in Canada. One strategy is the classic approach in which the deposit is subdivided into a set of structural domains. The domains are analysed individually and datapairs are recombined to produce a variogram. The second strategy is reconstruction of the deposit at an earlier stage of its history through unfolding. This involves transformation of the Cartesian coordinates into stratigraphic coordinate system. Improvement in the variogram quality, expressed in a decreased weighted deviation from a fitted model, is observed for both types of data conditioning. This indicates that, for the Luce deposit, application of data conditioning could also help to inform the selection of sampling locations.

While hard rock tunnel boring machines (TBMs) have an established track record in the tunnelling industry, accurate estimation of TBM performance for each specific project remains critical. Machine performance prediction is required to assist planning activities, including costing and schedule preparation, machine specification and effective planning of maintenance and repairs. In addition, monitoring machine performance during the construction period is required to assess and manage excavation progress, and to achieve optimal advance rates based on specific geotechnical conditions exposed during excavation. TBM performance analysis can also contribute to the development of more accurate performance prediction models for future applications. Rock mass characteristics play a dominant role in machine performance. This paper offers a review of the impact of rock mass characteristics on TBM penetration rates for two specific tunnelling projects. A discussion is provided on the results of statistical analysis of available field data, including geological back mapping, rock properties and measured rates of penetration (ROP). The analysis offers a comparison of the achieved and predicted ROPs to provide a better understanding of the influence of rock mass properties on the performance of hard rock TBMs. A new rock mass adjustment factor is introduced to enhance the accuracy of an existing prognosis model for use in jointed rock masses.

This is the seventh major symposium organised by Illawarra Branch over the past five years and the fifth dealing with various aspects of coal. It is clear that all of you here need no convincing that black is beautiful! This symposium is on a broader canvas, covering the overall field of occurrence, preparation and utilization of black coal throughout Australia. It is thus the most comprehensive treatment of the subject by the Institute since the symposium organized in 1950 by the Sydney Branch with the co-operation of the then newly formed branches in Newcastle, Illawarra, Central Western N.S.W. and Southern Queensland, all of which shared coal as a major interest. The 1950 symposium was adopted as a volume in the series of seven published by the Fifth Empire Mining and Metallurgical Congress in 1953. This historical reminiscence brings to our minds the circumstances in which these new Institute branches were formed. This happened in the year of the presidency of the late Frank Hockey, and at the time the Australian black coal industry was in many ways at a very low ebb. It was the time of extreme shortage of coal following World War II, and the industry was beset by industrial unrest on such a scale that daily bulletins were posted listing the number of idle pits, of idle miners and of tons of lost production. There could not, of course, be any thought of export marketing. Some of the more picturesque bulletins recorded the number of pits at which the ceremonial emptying of billies took place, and the number of pits at which the aroma of the horses' breath was insupportable. At an Institute conference at the time it is on record that the late lamented Austin Edwards, that tireless mineral researcher, author and editor, in his gentle way chided the personnel of the industry and the members of the Institute for having allowed a situation to develop in which a whole generation of Australian children could grow up without ever having seen coal or knowing what it was. It is sad that most children and most Australians have still never seen coal, and think of it as something dirty and uninteresting. The desperate situation of the black coal industry inspired moves by people in industry and in governments, whose plans and efforts have been recorded elsewhere, to modernize coal mining methods, to introduce coal preparation, and generally to restore the mines and the mining communities and to re-cast the steel industry and electricity generation. Amelioration of the traditionally troubled industrial relations was an integral part of this overall programme, and whilst one would wish this aspect had progressed further the situation has, in fact, improved immensely. New investment in exploration, mining, preparation, transport and utilization both by the existing coal mining groups and by new entrants, Australian and overseas, have played a large part in bringing about the transformation of the industry to such a point that Australian needs are being fully met and a large export market is being supplied - a situation that few would have dared to hope for in those dark post-war days. Forecasts of exports from New South Wales and Queensland show coal becoming a dominant foreign exchange earner for an indefinite term. Old King Cole may have vanished from our children's nursery rhymes but King Coal is here to stay, providingthat costs in the industry can be kept within competitive limits. It is all too easy for an industry to price itself out of the export market by inflation, by increased costs for a variety of reasons, and through currency readjustments. A second proviso is that we must continue to encourage a balanced attitude to environmental matters.

The present study concerns a new type of mixer-settler unit where coalescence is promoted by means of the phase inversion method (MSPI). Using two different systems (alkaline etching solution û LIX 54 in kerosene and acidic aqueous solution û LIX 984 in kerosene) the influence of the total flowrate, the A/O phase ratio and the hydrodynamic conditions in the nozzles of the scattering device on the extraction and separation efficiencies are studied. Two modes of operation are clearly outlined and a theoretical model predicting the separation efficiency is proposed and compared to experimental results. A comparison between mixer-settlers with classic decanters and the MSPI unit has demonstrated the advantages of the latter where throughputs in the range 20 -25 m3.m-2h-1 can be easily realised.

Declining from surface provides access, haulageway, ventilation and provision for ser- vices for stoping and development. Three boom jumbos and 3.8 m3 capacity diesel loaders are used in decline development, the majority of which is driven at a gradient of 1 in 9. Primary ventilation is drawn from the mine through raisebored airways and high pressure contra rotating fans provide secondary ventil- ation. To meet schedules a special decline crew was formed on similar lines to a mining con- tractor. The basis of payment for the mining party was changed and the net effect was to accelerate development. Ground conditions demand constant support and this is achieved with chemical anchor rock bolts, multistrand grouted bolts and shotcrete. Major local shear zones are encountered and when they are to be driven through, a combina- tion of the above methods, involving a spiling technique, is used.

An assessment is made of the potential for thick seam underground mining of black coal in Australia. A brief summary is given of the geomechanical environment and previous mining history existing in a number of areas of particular interest from the point of view of thick seam mining. A classification of thick seam mining methods is presented with emphasis on the critical geomechanical para- meters influencing the performance of such methods. A summary is made of perceived geomechanical research requirements related to thick seam mining in Australian coalfields.

A special model of vertically loaded pillar behaviour is introduced to the general, multi-plate based, floor-pillar-roof system interaction analogue. This permitted analysing room-and-pillar mine systems in any geological conditions, including the effect of pillar elastic-plastic behaviour with strain softening. In the model, pillar instability is one of the important phenomenon, which may be expected to occur, and which the operator has to be prepared for. Thus the entire systemÆs safety is determined mainly by strong roof strata behaviour and therefore they have to be examined in actual stress-strain conditions utilising the appropriate strength theories. It was assumed that the so-called safety margin, representing the relation between load intensity and material strength, might serve as the basic indicator of possible roof instability development. Therefore, the safety margin may be estimated by comparing the actually computed components of stress-strain tensor with ultimate values characteristic for a given material determined in laboratory. In order to illustrate the effect of technological pillar size on roof strata stability, two different mining systems (methods of mining) in one of the æPolkowice-SieroszowiceÆ Mine districts was modelled using the finite element method formulated in three dimensions, assuming different materials within different rock mass strata, as well as a number of horizontal planes of discontinuity within the model.

After a brief introduction on the principles of contact electrification and a synthetic illustration of the Turbocharger separator, the successful results obtained with different raw materials are given and discussed, with particular reference to a North African run-of-mine with carbonate gangue, a crude ore from India containing pyrite and a mineral sample from Angola having quartzeous gangue. The pre-eminent effect of target surface temperature in the charging device of the separator is emphasised. On the basis of the results of both batch experiments and long-run tests the prospects of industrial application appear very interesting both from the technical and economic points of view, even when compared with froth flotation.

Resource Rent Taxes have from time to time been considered for implementation in both Australia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.

With the exeption of the United States, Canada and Russia, oil has not been around in quantity near world centres of population. Production: in Western Europe is insignificant. Japan is without production as are Australia, Southern Africa, India; Brazil, Chile, New Zealand and China. The United States is, however, a large importer of crude oil. The very fact that oil is produced generally away from centres of population means that it has to be carried by sea to the area in which it is required. There is, therefore, a constant flow of oil around the world in very definite channels.

This paper addresses project commissioning, that is, activities that culminate in the transfer of a project from the construction phase to routine plant operation. These activities should be initiated early in the engineering and design phase to ensure that the plant design is operator friendly and that construction is scheduled such that pre-operational testing and hand over to the owner occurs in a timely and cost-effective manner. For the purposes of this paper, commissioning includes all activities related to pre-operational testing, no-load testing, water commissioning, and ore commissioning. That is, all activities from construction completion to practical completion of the prime contract. This process is facilitated in numerous ways dependent on the nature of the project prime contract and the size of the project. For small lump sum projects, the contractor's responsibility may include all phases of commissioning to practical completion, whereas, a managing contractor on a complex multi-contract project may only be required to bring the project to mechanical completion and hand over to the owner for ore commissioning. Recent advances in the disciplines involved in simulating large mining operations provide increasingly precise and accurate methods for the study of cave mechanics; however, in large regional-scale models, hydrological aspects are often neglected or studied independently from the mechanical problem. There exists a great demand for a unified approach to study and simulate both the mechanical and hydrological phenomena that allows for a more detailed understanding of the effects of groundwater flow, dewatering and the impact on block cave mining operations.This paper presents a numerical framework that combines three-dimensional regional-scale hydrological simulation techniques for groundwater flow, together with non-linear continuum–discontinuum rock mechanics models, provides such a unified modelling approach. The underlying simulation technique is based on a coupled parallel solution formulation adopting single-phase fluid flow formulations into a discontinuous, strain softening and dilatant finite element model. This approach is adopted for the presented case study of a realistic block caving example in a simplified unidirectional coupling formulation, to investigate the effects of the mechanical analysis on the hydrological response. Here, particular emphasis is on the non-linear coupling of the deformable and strain-softening solid skeleton and fluid phase; eg the change of hydraulic properties with evolution of damage in the rock mass and large-to-intermediate scale structures due to ongoing caving operations. Australian coal mines have spent considerable capital on dragline improvements over the last two years. This has included ~$30 M on UDD conversions, >$20 M on new buckets, boom upgrades, electrical upgrades, etc. This is a natural part of the response of mining companies to technology and replacement programs. Capital expenditure is a normal part of the ongoing success of most companies. There is however, a tendency for some people to rely on the capital alone to provide the ongoing improvements in equipment productivity. Implementing new technology through capital expenditure is only part of the equation in continuous improvement. For 80 - 90 per cent of the year, the operator controls the productivity achieved by the dragline. Variation between operators is huge. The average standard deviation in productivity is 12 per cent and maintenance impact is over 40 per cent. Robbins 2003, states: Contrary to what we were taught in grade school, we werenÆt all created equal. Most of us are to the left of the median on some normally distributed ability curve. Further, he states: The issue is knowing how people differ in abilities and using that knowledge to increase the likelihood that an employee will perform his or her job well. There are two options for reducing variability between operators; improving operator ability and getting the machine to take over what the operator is doing (automation). Dragline automation will be discussed, however, this paper will focus more on the æhuman factorÆ and how to establish a dragline with minimum variability between operators.

In the past many coal mining projects commenced without any consideration being given to eventual site rehabilitation. Now that site rehabilitation is assuming greater importance with changing community expectations, and standards are becoming less negotiable, it cannot be ignored in either the development of mine working plans or economic models. The "unspecified" rehabilitation measures associated with many existing projects will be the subject of debate for some time to come yet. It would be wise to plan for the future. Once an agreeed standard of rehabilitation is accepted, good management involves considering practices which will facilitate eventual rehabilitation at least cost. Without planning for rehabilitation, many mines have adopted practices which are likely to result in very expensive rehabilitation measures and impact significantly on the overall profitability of the ventures. With adequate planning, procedures can be developed which achieve the same short term goals without significantly effecting cash flow but with very significant impacts on the final rehabilitation cost. This paper looks at the disposal of tailings and overburden in the coal mining process. The industry has in the past had an obvious preference for the "perceived" cheaper procedures for waste management such as wet disposal of tailings and high dumping of overburden. There are alternatives. The paper discusses the principles which should be incorporated into tailings and overburden disposal systems and identifies viable alternatives.

æConventional wisdomÆ believes that fine particles have low flotation recoveries. Plant size û recovery graphs often have the classic æhillÆ shape û high recovery in the mid sizes and low recovery at the fine and coarse ends. Yet if mineral liberation is poor, low fines recovery may be because you don't grind fine enough! This apparent paradox is explained by the old concept of æsand/slimesÆ circuits, which recognises the different flotation needs of fine and coarse particles. This concept is overlooked in the push for simpler circuits and larger equipment. Most plants now treat all particles together in a wide size-distribution. Reagent conditions are set for the dominant coarser particles, so fines are starved of collector. Worse still if there are significant midsized composites û often these have to be rejected in cleaning to achieve target concentrate grade. But the conditions which reject mid-size composites û collector starvation and high depressants û also reject fine liberated particles. In fact, fines flotation can be excellent when flotation chemistry is tailored to fines.

The Queensland Magnesia Project is based on a unique cryptocrystalline nodular magnesite orebody which required an innovative approach to process design in order to economically exploit the characteristics of the ore and produce a marketable range of high quality refractory magnesias for a declining world market. High quality natural refractory magnesia must have an MgO content in excess of 95 per cent with a very strictly controlled content and ratio of residual impurities such as calcium, silica and iron. The natural products compete with magnesias derived by chemical extraction from sea water or brines which exhibit very high purity but often lack other characteristics which are of value to refractory brick makers. Since start up in late-1991 QMAG has achieved a remarkable market penetration for both its deadburned and electrofused products with sales for the 1993/94 financial year representing 92 per cent of deadburned capacity and 138 per cent of original electrofused capacity respectively, all at a time when the world steel industry has been in recession.
