The Mount Whaleback iron ore deposit at Newman, Western Australia comprises the largest known continuous iron ore deposit in Australia, originally with a Measured Resource in excess of 1700 Mt of hematite ore. The deposit occurs within the Hamersley Province which forms part of the Pilbara Block in the NW of Western Australia (Figure 1). The Mount Whaleback iron ore deposit, together with a number of discrete iron ore bearing satellite orebodies in the Newman district, contributes to the Newman Lump and Fines products. Extensive quality control systems are utilised from mining to shipping to ensure that each product meets a narrow geochemical target grade range.

Acid rock drainage (ARD) can have detrimental effects on mining infrastructure, water reuse options and environmental discharge. As a result, some form of short- or long-term treatment is required at many mine sites. Successful treatment depends on a number of factors including the selection of an appropriate treatment technology and its correct implementation. A variety of passive and active technologies are available for dealing with ARD. Passive treatment solutions do not require continuous chemical inputs but take advantage of naturally occurring chemical and biological processes. They are often low cost, site specific approaches and are predominantly used in post-closure situations. Passive systems are well suited to drainage with low acid loads and low soluble aluminium concentrations, and are more effective with highly reduced (ie low oxygen) water. While they are often regarded as permanent fixes, most require some form of ongoing maintenance and all have an engineered life expectancy (ie finite carbonate and organic matter budgets). Passive treatments include, oxic limestone drains, anoxic limestone drains, limestone diversion wells, various reducing and alkalinity producing systems, pyrolusite limestone beds, aerobic and anaerobic wetlands, permeable reactive barriers (organic ¦ carbonate and zero valent iron), slag leach beds, and gas redox and displacement systems (GaRDS). Active treatment solutions require a continuous or semi-continuous activity (eg reagent dosing) to correct water quality issues. They can be engineered to treat virtually any type of drainage or site specific ARD issue, and have no set acid load or redox limitations. Tasks handled by active treatment systems are almost invariably larger and more costly than for passive systems. Active treatment approaches include; pH control, adsorption/absorption, ion-exchange, electrochemical concentration, biological mediation/redox control, flocculation/filtration and crystallisation. A range of generally available and proprietary technologies has been developed around these approaches. Active treatment involving pH correction with alkaline amendments is the most common and cost-effective form of ARD treatment. A variety of fixed plant and portable treatment systems are available. Calcium-based reagents, including quicklime (CaO), hydrated lime (Ca(OH)2) and limestone (CaCO3) remain the reagents of choice for the majority of active ARD treatment worldwide. This is principally due to their widespread availability, non-proprietary nature, and variety of proven dispensing technologies and cost-effectiveness. Limestone, in particular, is a very low cost reagent. However, due to æefficiency of useÆ problems with limestone in passive treatment systems, combined with its very low cost, there has been a recent emphasis on developing active treatment systems that use limestone efficiently. As the requirement for treatment increases, there is a growing emphasis on treatment sludge management and sludge stability. The final choice of a suitable treatment technology is dependent upon water chemistry (eg pH, type of metal contamination, acidity), flow rates, acid load, local natural resources (neutralising materials, topography), climate, site logistics, environmental risk and economics. The benefits and limitations of both passive and active treatment technologies are summarised.

If the record of maj or proj ects in Australia is taken into account, it is apparent, the proper planning of an industrial relations strategy for many such projects has been ill considered by project developers. The recognition of the need to develop a plan from the initial feasibility study has been forced on those promoting new projects by the publicity given to the Australian industrial relations record. The delays in delivery caused by factors supposedly out of the project's control are often given for non-performance of contract and used as an excuse for limiting further development. Many of the problems experienced in project development can be overcome with sound industrial relations planning. The promises given in the euphoria of the early stages of a project relating to price and delivery often become a burden for the future because the complexities of the Australian Industrial Relations Systems are not understood or considered. The recognition by senior executives of their responsibilities in this area will contribute greatly to a new era of project development.

Nuclear power stations to be installed in Australia will be fuelled from Australian resources of raw materials.This will require the establishment of new manufacturing industries and the eventual expansion of established activities, especially in uranium mining and the preparation of precision metal products.This paper presents some predictions of the possible growth of nuclear power installations in Australia.These might amount to 4000 MWE by 1985 and 11,500 MWE by 1990 and towards the end of the century, about 50 per cent of new generating plant might be nuclear.Predictions are given of the demands for materials (uranium and zirconium) and fuel manufacturing services for four reactor systems which might be considered in the programme.The availability of raw materials and technical capability place Australia in a particularly good position to undertake the manufacture of nuclear fuel; in addition to satisfying the domestic demand we should actively seek export markets for these products.

Mineral resource estimation is commonly based on the accumulation of a series of local estimates. At times, the distribution of these grade estimates is not appropriate to the grade distribution of the data on which the estimates are based. Mineral resource grade estimation has an increased potential of being in error as the grade variability increases. As the mineral commodity value increases, greater grade variability within the mineral resource is tolerated. This paper directs its attention to mineral properties where the data average grade is 20 per cent or more than the data median grade at a specific cut-off grade. A mineral resource estimate is enhanced if it is supported by graphs which demonstrate that the sample data have been separated into appropriate geological domains. Each geological domain has a unique grade distribution signature, which can be graphically demonstrated simply and objectively. This signature will usually be evident well before the Indicated mineral resource estimates are available. The paper looks at the use of the log probability and MedAve plots to assess how effective domaining has been. It further outlines how the MedAve plot can be used to assess the integrity of the mineral resource grade estimate within a geological domain with the data on which it is based. The paper suggests that the overall grade of a mineral resource at any cut-off grade will be closer to the data median grade rather than the data average grade. Tips are provided to ensure that the odds reflected in the data grade distribution are not ignored and hence the risk that the project is affected by unrealistic estimates of the overall mineral resource grade is reduced.

During the last decade, it has been established that conventional mineral-processing control strategies based on classical control theory result in significant increases in plant throughput and operating-cost saving. The proper education and training of personnel using dynamic simulators of the principal unit operations is vital for proper design and maintenance of control systems. Severe multivariable interactions and numerous constraints on both manipulated and state variables in grinding/classifica-tion and flotation systems can be studied using time domain analysis with proper dynamic simulators. Two interactive programs are described, and the basis of each simulator and its structure are discussed. Two examples concerned with choosing, tuning, and decoupl-ing of manipulated and controlled variables for a grinding/classification circuit (DYNA-MILL II) and for a rougher flotation circuit (DYNAFLOAT II) are presented. The way in which these dynamic simulators can be used for the design of model-based control strate-gies is also outlined. A brief description of the use of these dynamic simulators for screening alternative strategies and circuit optimization is given.

The performance of 460 stope surfaces at WMC ResourcesÆ Olympic Dam Operation (ODO) has been used to investigate the confidence that can be placed in the Stability Graph Method for design of stope dimensions. A detailed database of stope performance and ground condition information was established for each stope. The database contains all the required stability graph information as well as other factors thought to influence stability, such as discrete major structures, poor shape and exposure time. The performance of each stope surface was quantified by calculating Equivalent Linear Overbreak/Slough (ELOS). The performance of stope walls and crowns was plotted on the supported and unsupported case history stability graphs. Based on this information an ODO design limit of HR = 3.3 x NÆ0.33 has been suggested for stope walls. Walls that plotted above this line were 80 per cent stable, 20 per cent unstable and zero per cent failed. Below the line 60 per cent were stable, 30 per cent unstable and ten per cent failed. Supported crowns that are flat or arched in shape and are not within the influence of major structures can be designed in the stability graphÆs æstable zoneÆ with a strong likelihood of stability. The Stability Graph Method did not reliably predict the performance of unsupported crowns at ODO.

A study has been made of the influence of bentonite type on the wet strengths, dry strengths and drying rates of pressed iron ore pellets. Measurements of the influence of bentonite on the kinetics of growth of pellets are also reported. The results show that bentonite decreases the rate of growth of pellets and the drying rates of pellets while increases are observed in both wet and dry strengths. The results have been interpreted in terms of the physical and chemical charact- istics of the bentonite and the suitability of a given bentonite for particular pelletising operations has been discussed.

The Theory of Sampling (TOS) has contributed significantly to chemometrics by allowing data analysts to become more aware of total measurement uncertainty as total sampling error + total analytical error. This has allowed a new view on, for example, validation of multivariate data models and their performance. This keynote focuses mostly on the reverse perspective: how can chemometric multivariate data modelling be of help in an augmented sampling context? The basic principles of multivariate data analysis are presented and application examples are outlined from several areas in the geosciences to facilitate answers to the question posed, including a geochemical multivariate anomaly concept defined by a multivariate background model. Applications from geochemical prospecting, geochemical mapping, environmental chemistry and anthropogenic outlier recognition are outlined, as are the interdependent relationships between geostatistical modelling (variographics) of singular variables versus linear combinations of a multitude of variables, in chemometrics called scores. The potential synergy between chemometrics and TOS is far from exhausted at this time; much work remains.CITATION:Esbensen, K H, 2014. Arm Royalty systems of different types are used throughout Australia by both state and federal governments to raise revenue and thus facilitate in the proper distribution of mineral wealth. Royalty systems should be neutral and equitable but by their very nature these objectives are impossible to obtain. Because of the individual nature of mineral deposits, in particular variable cutoff grades and tonnages, governments should be aware of the possible trade off between short and long term gains of the particular royalty scheme introduced.

The mining industry in common with the rest of Australian industry is in the critical situation of facing a rapidly diminishing insurance market. Huge industrial complexes and massive mining risks with limits of liability of millions upon millions of dollars are becoming increasingly difficult to insure. Insurance underwriters are still reeling from the financial shocks of cyclones, floods and fires in Australia over the past couple of years. Risk Management which calls for manage- ment involvement in the control of losses offers a serious challenge to miners, industrialists and insurance underwriters alike. Without it the insurance market could disappear altogether.

This paper looks at the problems associated with surface settlements and other subsidence effects from the underground extraction of coal in relation to consent applications under the Resource Management Act. The main features of subsidence are examined with respect to identifying the adverse effects as defined under the RMA. Particular attention is paid to sites where little or no data is available as in the case of greenfield sites or at mines where new or different mining methods are being introduced. In these situations it is not possible to make accurate predictions of settlements or strains and therefore other factors need to be considered. The long term effects which might occur post mining are examined in relation to mitigation and management options.

The need for a carefully prepared set of special conditions, to be used with general conditions of contract or, alternatively, a purpose written contract for adoption in tunnelling work in Australia is discussed. Recent decisions on the proprietor's liability for tender information and arbitrator's power to award interest are examined. A new clause for inclusion in contracts specifically giving arbitrators power to award interest is suggested. Similarly, a new clause covering delays due to environmental disputes is suggested, particularly for marine outfall tunnels. An alternative method for the settlement of disputes by negotiation is suggested for consideration and contracts and contract administration are discussed as the possible weak point in the construction process. At the conference it is intended to present a method or process to be used in contract administration which should reduce disputes, result in a better quality and efficiency of administration and ultimately in better contracts'.

Fletcher Challenge Limited through its subsidiary Grampian Mining Co Ltd has carried out an ore evaluation of one of New Zealand's largest known deposits of ilmenite located at Barrytown on the west coast of the -South Island, New Zealand.The ilmenite is located in a beach sand environment which has previously been mined for gold. Two analytical techniques were developed to quantify the resource. Considerable difficulty was experienced in this phase of the evaluation due to the presence of major inclusions within the ilmenite grains. Wet and dry concentration circuits, utilizing spiral, wet magnet, high tension and plate electrostatic separators have been G47designed to produce ilmenite from the ore. Studies to utilize the titanium content of the Barrytown ilmenite have been made. Recent work has been directed towards a titanium dioxide pigment process.

The availability of three-dimensional computer hardware and software makes the solid modelling of geological entities a realistic and logical alternative to previous sectional and plan 'models'.The success of underground mining operations depends largely on the ability to accurately predict the three-dimensional location and grade of mineralisation in order to maximise the extraction of resources and minimise mining dilution. The integration of lithological, geotechnical and grade models into three-dimensional solid models provides an excellent basis for underground mine planning and operation

Many operating hard-rock sulfide mines are predicted to require perpetual post-closure management to prevent environmental degradation. Causes include evaporative concentration of metals and other solutes in pit lakes, and acid rock drainage from sulfide waste-rock, tailings, and pit benches. Dilemmas posed by the prospect of perpetual management include: uncertainty in predictive models typically prevents reliable bounding on forecasts for the timing or magnitude of environmental impacts; comprehensive closure designs that can meet environmental standards may not be economically possible, particularly when applied retroactively to mines permitted under less stringent closure requirements; the publication of site-specific environmental analyses in peer-reviewed journals are discouraged in the current regulatory environment, hindering scientific advancement; and the durability of financial and government institutions cannot be assured for the long-time horizons over which mine impacts are predicted to occur. Re-evaluating mine closure in a framework of sustainable development (as proposed by the Mining Mineral Sustainable Development forum), can resolve, in part, these dilemmas. Key sustainability goals include: assurance of the social and economic well-being of the local community; assurance of the long-term environmental integrity of the region; and establishment of institutions capable of addressing (and learning from) long-term environmental management. Under a sustainability framework, impractical plans for immediate attainment of perpetually-stable closure may be replaced with a fund for long-term management of environmental impacts (eg through contaminant migration controls and exposure barriers), and a set-aside long-term growth reserve intended to eventually fund more complete closure. Fund expenditures would follow Adaptive Managementùa template for environmental-management institutions in which knowledge accumulated and uncertainty acknowledged explicitly. Under adaptive management, trusts would be flexible entities, supporting an evolving program of monitoring, predictive model refinement, and treatment. Periodic value of information analyses would target data collection efforts, refining the balance between predictable cost and uncertainty. This framework could overcome present-day financial shortcomings, enhance the field of environmental science, and meet the needs of future generations through the propagation of capita.

A wide range of models are available to computer process simulators that require a large number of parameters which often are physical measurements, coefficients, calibration factors and functional forms. This makes it intuitively difficult in the majority of cases, to tune the parameters in order to simulate a circuit in agreement with experimental results. Unit calibrators operating on the principle of least squares minimisation of the difference between predicted and observed plant data, are relatively successful when the parameters are unconstrained and independent of each other. In the case of constrained parameters, a set of carefully chosen transforms is presented which map the unconstrained variables being minimised into the constrained parameters required for the model. This technique has been used successfully with the Powell minimisation algorithm and it may also be applied to other unconstrained minimisation methods. Necessary model characteristics are discussed to enable these transforms to be applied to interdependent model parameters such as points of a graph. Examples of the calibration of several unit models using these transforms are presented. KEYWORDS: Calibration, optimisation, transforms, process simulation.

This paper examines the broader implications of recent and ongoing changes in mineral resource managementå and reporting practices and the impact that these might have on mining companies. It is likely that an International Reporting Code will be developed in the near future, based on a number of National codes produced in recent years. However, this is only part of the reporting story, as an International Code brings with it a range of further issues to resolve. For the Code to be effective, there needs to be international recognition and perhaps licensing of Competent Persons and an expanded base of sponsoring professional bodies. Also, in an increasingly global business, shareholders, regulators and other interested parties need to know and understand the general processes involved in resource and reserve estimation and reporting in order to recognise companies that maintain the highest standards. There is a current trend towards greater scrutiny of company performance in a range of areas under the banner of corporate governance, and many changes are happening that will place greater disclosure burdens on all companies in the future. Good corporate governance means management of company assets for the benefit of the stakeholders. For a mining company, there is no greater asset than its mineral resources and reserves and directors are just as responsible for effective management of their mineral resources as they are for financial good practice. The paper looks at the relevance of corporate governance principles to mineral resource management and the changes that this could bring to the way that companies deal with regulators, shareholders, financiers and others. Finally, increased scrutiny and further regulation inevitably means greater effort by the industry and higher costs. Despite this the author believes that there are substantial offsetting benefits to be gained by companies prepared to take the initiative in improving resource management practices and communicating these improvements to shareholders. In order to achieve the benefits however, the industry needs to fully engage in the changes that are taking place û setting its own standards and working with the regulators rather than sitting back and being legislated against. Mineral resource reporting provides a good model of how this process can work and there will be other opportunities in the coming years as the industry seeks to develop best practice in mineral resource management. Education and Training for the minerals industry has been identified as one of the key priorities by the AusIMM and many closely related groups. The AusIMM Education Taskforce has been engaged, through a visioning exercise, in evaluating what minerals education and training should look like by 2025. A common recurring theme is that for minerals education and training to be efficient and effective into the future, it needs to be comprehensive and inclusive. Some previous attempts to achieve efficiency and effectiveness have had limited success, mainly due to approaching the issues involved from a narrow, singular perspective. This paper outlines that the achievement of the desired outcome may require an approach that parallels the same techniques that are used for multi-dimensional mine planning, treating tertiary minerals education and training in a similar way to the planning involved for a complex orebody. Just as efficient and effective mine planning requires engagement and understanding of many factors, so too does engagement with tertiary minerals education and training. The major factors that need to be considered are outlined in the paper, including: levels of tertiary education and training; Australian Qualifications Framework (AQF), Levels 1 to 13: systems of minerals education and training, such as higher education, (mainly universities), industry/professional associations and licencing requirements, vocational education, (mainly TAFE) and workplace programs; types of minerals or mining methods involved; volume of delivery; stage in the flow sheet, (geology, mining, beneficiation, extraction, refining). For comprehensive mine planning there is the need to develop links or roadways and openings between different levels of a mine. Similarly, to achieve a comprehensive tertiary minerals education and training model, there is a need to develop pathways, recognition and credit transfer between the various levels and components of minerals tertiary education and training.

Systematic ICPES (Inductively coupled plasma emmission spectrometry) analysis of magnetic concentrates from drainage samples has been used to discriminate concentrates dominated by magnetite from those dominated by pisolites, presumably maghemite-rich. In addition, a set of spurious zinc enhancements was recognised and explained with the help of mineralogical data, and systematically isolated using chromium as a Discriminator.
