Mining is a high risk industry where miners seek to secure certainty in all of their dealings. The introduction of native title to the Australian legal system with the High CourtÆs 1992 Mabo decision and subsequent Native Title Act 1993 has added to the risks associated with implementation and the ongoing operation of exploration and mining projects. The High CourtÆs Ward case in August 2002 confirmed Crown ownership of minerals and petroleum. But the Court also found that a mining lease that allowed an exclusive possession for mining purposes did not extinguish all native title rights and interests. Although the Court was specifically considering WA mining tenements, the WA mining lease is very similar to the mining leases and licences that exist across Australia, meaning that these tenements are unlikely to fully extinguish native title. The Ward case means that native title remains squarely on the table now and into the future for those involved in developing exploration and mining projects. However, certainty and workability is capable of being secured and this paper discusses some means by which this may be achieved. The paper starts by considering two of the many 1998 amendments to the æfuture actsÆ regime under the Native Title Act, Indigenous Land Use Agreements (ILUAs) and the application of ægood faithÆ negotiation to all negotiating parties. It then looks at native title agreements, other issues affecting negotiations and tips for negotiation technique.

Froth structure and stability are known to play important roles in determining mineral flotation recovery and selectivity. However, measuring froth stability in a consistent manner remains a significant challenge, especially at an industrial scale. Following preliminary tests on a copper concentration plant, a quantitative dynamic stability measure is investigated in this study in order to extend the results over a wider range of conditions and on a different orebody. The technique is based on the Bikerman foam test and uses a non-overflowing froth column to quantify froth stability. Experiments were carried out using an automated version of the froth stability column under different operating conditions. Air flowrate was the key operating variable. Tests were reproduced on a single flotation cell of a Platinum Group Metals concentrator. The froth stability factor, , was measured for each operating condition, and compared with the air recovery in the cell, , which was measured using image analysis. The froth stability column results gave the same trends as image analysis. In particular the froth stability factor was found to be linearly related to the actual fraction of air overflowing the cell. The metallurgical results clearly indicated that changes in air flowrate result in variations in flotation performance that can be attributed to changes in froth stability. The results showed that high froth stability conditions occur at intermediate air flowrates, and result in improved flotation performance. It is found that the froth stability column is a simple, cost-effective and reliable method for quantifying froth stability, and for indicating changes in flotation performance.

Mining of sulfide-based ore deposits typically creates a potential for release sulfate and acid to groundwater, and many operating mines are thus predicted to require long-term post-closure treatment of groundwater. Toward the goal of selecting an optimal treatment, this paper compares costs of four demonstrated technologies for long-term treatment of sulfate-contaminated groundwater: in situ biological reduction (ISR), in situ permeable reactive barrier (PRB) composed of compost and zero-valent iron (ZVI), and two ex situ æpump-and-treatÆ technologies ù ex situ biological reduction, and ex situ nanofiltration with lime precipitation. Costs for each technology are estimated for treatment of a model aquifer system containing sulfate-contaminated groundwater, with the goal of treating 1 m3/min of groundwater from 1500 mg/L sulfate to a target level of 500 mg/L. (Metal removal is typically achieved by these technologies, and thus excluded from this analysis.) Costs are estimated for each technology as a function of treatment duration (ten to 60 years) and, for PRB and ISR, required replacement frequency (ten to 60 years). Estimated costs include capital and operation and maintenance, using a seven per cent net discount rate. Results indicate that ex situ technologies (biological reduction and nanofiltration with lime precipitation) are the most expensive. In situ technologies may be much less expensive, with PRBs having by far the lowest potential cost, followed by ISR as the next least expensive. However, actual costs for the in situ technologies are very sensitive to poorly constrained parameters, particularly the ZVI content of the PRB, and the effective life of PRB and ISR systems. This large cost uncertainty supports delaying remedial actions where viable, and suggests that feasibility analyses are generally warranted for specific applications to focus on these sources of uncertainty.

It is extraordinary that while Australia depends heavily on mineral wealth for its economic well-being, most Australians have no appreciation of the traditions and principles which drive and govern the mineral industry. Their understanding has been largely provided by those who campaign against the industry in one way or another and is therefore quite unrepresentative.

Drill and blast operations account for 12 - 15 per cent of total mining costs. This paper looks at a comparison between electronic detonators and non-electric detonators, focusing on the cost benefits associated with the high precision of the timing sequences of electronic detonators. An analysis of the total mining costs was made on two main case studies; one on a quarry in South Australia (Martin, 2007) and the other on a project undertaken at Sunrise Dam (Vaughan et al, 2007). The criteria used in the analysis included; the resulting fragmentation, a vibration analysis, crusher throughput and productivity analysis such as excavator cycle times, dig rates of the excavator and bucket fill factor. The results indicate that there were consistent production improvements and hence reductions in total mining costs attributed to the use of electric detonators. An increase in the degree of fragmentation gives lower crushing costs as more material passes through as undersize. This reduces truck delay time at the crusher, which in turn gives higher truck and shovels productivity as well as higher dig rates for the excavators.

Multi-sensor fusion visual perception technology significantly enhances visual perception capabilities in complex and harsh environments by combining visual data from different sensors. This technology is especially useful for scenarios where traditional single visible light sensors, such as standard cameras, struggle due to poor lighting, adverse visual conditions, or other visual obstructions. In environments with low light, smoke, or dust, the performance of conventional visible light sensors degrades, limiting their application. By integrating data from various sensors like radar, infrared thermal imaging, and others, multi-sensor fusion technology provides a more comprehensive and complementary visual solution. This fusion not only enhances the robustness of visual systems but also greatly expands their potential applications in fields like visual surveillance. In recent years, deep learning methods have become the mainstream technology for addressing multi-sensor fusion issues, demonstrating significant advantages in adaptive feature selection compared to traditional machine learning methods. However, deep learning-based multi-sensor fusion algorithms still face several challenges. The design of network structures is often redundant, lacking effective screening of useful components within multimodal information. Mainstream fusion algorithms focus excessively on improving display effects without adequately considering the needs of downstream applications and tasks. Existing fusion perception algorithms are generally designed for open visual scenes and lack targeted design for complex visual degradation factors present in tunnel environments of mines. Current deep learning methods for designing multi-sensor fusion networks heavily rely on manual experience to create fusion modules. This reliance increases the complexity of network design and can lead to redundancy. Redundant network modules are difficult to identify in end-to-end learning tasks at this stage, significantly slowing down network inference and potentially interfering with the output of fusion perception. Additionally, training these fusion modules typically requires large amounts of well-annotated multimodal data, further increasing implementation difficulty and cost. For instance, the fusion network design proposed by Li and Wu (2018) focuses on extracting multimodal fusion features, while Zhao et al (2020) introduced a feature decomposition mechanism in the feature fusion and extraction modules. Researchers like Zhang and Ma (2021), Xu et al (2020), and Liu et al (2017) have attempted to improve network structures through dense cascades and the introduction of residual connections. Although these methods have improved the handling of multimodal information to some extent, they still face limitations in distinguishing between useful and redundant information, with redundancy persisting in network designs. Ideally, the design of fusion networks should be more intelligent, guiding network structure design heuristically based on the importance of different modal information for the current task. This would reduce information redundancy and network weights, requiring the development of new algorithms or frameworks capable of automatically identifying and optimising fusion strategies, thereby reducing dependence on manual experience while improving fusion efficiency and network performance. This role is not confined to project financing, financial modelling, valuations and corporate finance advice, but may in the early stages be much more strategic in nature, covering a wide group of subject areas. A number of separate examples and case studies are outlined, which show the manner in which financial advisors can be effectively used. The benefits arising from involving an additional professional team with the project group must be offset against the separate and additional cost factors involved.

There are significant Mineral Resource and Reserve reporting challenges facing a mining company operating in the global arena. This paper specifically examines the Mineral Resource and Reserve reporting challenge facing BHP Billiton. The changing regulatory environment creates a significant challenge for global mining companies when reporting Mineral Resources and Reserves. The development and implementation of internal policies and standards for collecting and collating resource and reserve information is required for corporate governance, however the challenge is then to report this information publicly in such a way as to comply with the various codes and requirements in the many jurisdictions in which the company is required to report. The move to an International Code is not only desirable but is an essential requirement in todayÆs global market. The agreement to report using a single code internationally is however only the first step. A truly practical international reporting system must have common definitions and guidelines for interpretation as well as an international approach to the definition of a Competent Person, and even more importantly a common acceptance of that code by the relevant investment regulatory bodies. Without the universal acceptance of the concept of an international reporting code by the major regulatory bodies, implementation of such a code will be limited. With the major global mining companies seeking to raise capital in the USA, the worldÆs largest capital market, the Securities and Exchange Commission (SEC) and its approach to reserve reporting is becoming increasingly important. The development and implementation of an International Code must gain the support and acceptance of the SEC if it is to be successful.

The rapid development of geometallurgy in the mining industry has occurred in relatively recent times. Its importance as an independent discipline in the mineral processing world has been emphasised and recognised. To a large degree, this is the result of a growing understanding of the ore type being processed and their application to provide better metallurgical responses in different mineral processing techniques. The development has matured from early progress through to geological knowledge and into the realm of the metallurgist and mining engineer. Working together, they have developed a powerful framework that will interpret a body of mineralisation into measurable properties.The integration of geometallurgy and operations has become of increasingly important due to improvement in understanding of an orebody as a natural system formed by a number of processes and with a definite fabric of mineralisation within different geological domain. These have to be taken into account when creating techniques that will enable operations to extract the valuable components from a distinct type of ore. Incorporation of such knowledge at an early stage of development, such as the feasibility stage significantly reduces the project risk.This paper is written from the unique perspective of a process engineer embedded within a geological team. The dispersion pattern of heavy metals in soil and water is a consequence of complex geophysical and geochemical processes. Metal release from mining sites and subsequent migration occur primarily through acid mine drainage and erosion of waste and tailings dumps. Water plays a significant role in heavy metal mobilisation. Whilst it acts as a storage buffer for the pollutants, it is also the medium in which most of the reactions take place, and is undoubtedly the most significant transport vector in the pollution process. The intrinsic properties of the acidic drainage such as chemical composition, speciation of key mineral components, redox potential and pH are master variables controlling metal release, transport, deposition, reactivity and availability to biota. The mobility of heavy metals is strongly increased by acidification from acid mine drainage, and the discharge of these metals into the receiving waters results in numerous physical, chemical and biological responses in which the environment can affect the metal and vice versa. The result is an overwhelming number of association/dissociation, substitution, adsorption/desorption reactions, giving rise to a complex migration pattern. The attempt to understand and describe the dispersion pattern of heavy metals is complicated by the nature and level of interaction between the geochemical and hydrodynamic processes that generate and control the movement of the pollutants in the geosphere. Transport models which can be used to predict the behaviour of metal pollutants in a natural environment are still in the initial phases of development and their application to real life situations is limited. The Biochemical Cycle adds another dimension to the mobility of heavy metals. Metals form an important component of the food chain for man and plants. Biological uptake of metals from the bedrock and soil by organisms can result in migration paths very difficult to follow. Biodegradation or assimilation is just a tip of the iceberg.

In order to see the sand mining industry in the context of the coastal plain environment, the following points are noted. The coastal plain comprises several different geomorphological and ecological entities, some or all of which may be profoundly different from their condition before European colonisation, Sand mining is only one of a number of competing land uses which modify the environment of a given area. The frontal dune system in particular has undergone considerable deterioration and with the pressures of an ever increasing population, this deterioration will accelerate until an adequate control policy is Implemented.

The Court rejected the suggestion that CRAE had actively misled DMR concerning the worth of its tenements. The Court agreed that CRAE remained silent about certain significant information concerning CRAE's own tenement area. It was a significant question as to what duties CRAE'was under, given that it was in joint venture with DMR in respect of one of the tenement areas. Did that joint venture create an obligation on CRAE to disclose everything it knew? The Court said no. The Court said that the fiduciary duties were defined by the terms of the farm-in agreement between DMR and CRAE. When the Court examined the disclosure obligations within the confines of the contract, it held that CRAE had not breached those terms.

Since 1985 there has been a revival in the alluvial gold mining industry in North Queensland. However, not all mines which have been established have been successful, some times due to a misconception that alluvial mines are quick to establish and easy to operate. A check list of factors which need to be considered when assessing alluvial mining projects in North Queensland is presented and their relative importance is briefly discussed.

Mining and metals projects have tended to increase in both scope and cost to a point where many projects are Droperly designated as superprojects. Specialist engineer- constructors have developed organisations and systems to provide project management services during the design and construct phase of large projects. However, the engineer-constructor is also required to provide a wide spectrum of services during the evolution of large projects prior to the construction phase. Some common phases of pre-construction evolution are identified together with the associated types of specialised services which may be required. A project management team approach is described which has been developed for the design and construct phase. It is suggested that a modified matrix organisation could be adapted to the provision of special- ised services as well as to project management for ore-construction phases of the project.

Plant trials are at the best of times difficult to perform; given variations in the ore, operating practice and economic constraints placed on a plant. Testing grinding media at industrial scale adds a further level of complexity that needs to be accounted for.Laboratory test programs consistently demonstrate that altering the grinding chemistry through the application of inert grinding media has the potential to provide significant metallurgical benefit. However, prog- ressing from laboratory testing to industrial trial is often an agonisingly slow process that can lead to inconclusive results which raise more questions than give answers. There are many factors that need to be considered when conducting plant trials aimed at demonstrating the impact of inert grinding media on metallurgical performance. The decisions (or lack thereof) made during the planning stage can heavily impact on whether a statistically meaningful result is achieved. Various factors such as how the trial is conducted (dumping or purging the charge); the circuit configuration; collection of the right data; and even the human factor will affect the outcome. The authors will use examples to demonstrate the importance of proper planning and controlled operation on grinding media plant trials.

Finding a balance between practical and acceptable groundwater management, and providing for the needs and impacts of mining developments remains a challenge. The changes that accompanied the recent implementation of water reforms have provided greater flexibility for the water manager and greater certainty for the resource user. However uncertainty associated with understanding of complex aquifer systems, balanced against providing for the needs of mining developments, the rights of existing water resource users and expectations of the broader community have not diminished the conflicting issues faced by water resource managers and resource developers. Licensing under the Water Act 2000 provides the regulatory link with the taking of water for water supply purposes or as a consequence of the mining activity. This paper outlines key elements of sustainable water resource management involving certainty of access to water and adaptive environmental management that are delivered through conditioning the water licences issued for the particular mining development. Implementation of this approach is illustrated through a case study involving the BHP Billiton Cannington Mine in North West Queensland.

Mine hoisting is carried out from depths of up to 4 km. At extreme depths, the ropes are so heavy that a large part of their capacity is employed in lifting themselves. Consequently, deep mines have an intermediate winding station. Even at lesser depths, the weight of steel wire rope reduces the possible payload. Of course, steel wire ropes have, over the years, demonstrated exceptional reliability and acceptable lifetimes. The use of steel is supported by well established operating rules and sound NDT methods. However, lightweight ropes made from synthetic fibres could be of great benefit to the industry, with the prospect of eliminating two-stage winding and substantially increasing the payload. Initial tests, in cycling over sheaves, have demonstrated that an aramid co-polymer fibre, Technora« is a potential candidate for this type of service. This paper presents results of testing carried out on aramid co-polymer and other synthetic fibre ropes. These results hold out the prospect of exceptionally long lives. Possible NDT methods are explored including optical fibres with optical time domain reflectometry or with Brillouin scattering, plus a method based on carbon fibre continuity. The introduction of aramid co-polymer ropes will require extensive testing and a program is proposed in the format of a Joint Industry Project.

There has been an unprecedented rise in the fatality rate in the Australian mining industry over the last few years. The factors behind this rise are not clear; however, it is noted that the increase in fatalities has occurred during a fall in commodity prices.This paper examines prevention methods and systems to deal with hazards that have the potential to result in either single or multiple fatalities. Managing the risks associated with mine ventilation is used to illustrate the principals behind the approach.The paper also touches on the broad science of human error and proposes a multifaceted approach to controlling and preventing fatal risks.A summary of the steps involved in developing an effective principal hazard management plan is provided.CITATION:Clough, A J, 2015. The mining industry maintains a ælove-hateÆ relationship with water. Dewatering, aquifer, water disposal, irrigation, process water, tailings water, run-off water, seepage, leachate and sumps are all terms that are used on a daily basis in the mining industry, highlighting the numerous water usages on site and their associated quality. According to the Australian Bureau of Statistics (2001), each year the mining industry consumes over 530 000 ML of water. The increasing recognition of water as a limited and valuable commodity, and the associated environmental concerns with the management of water disposal to the environment has led the industry into improving on-site water management. Progressively, water balance models and water reuse strategies are being developed, incorporating more sophisticated water treatment processes. By way of example, membrane technologies, once restricted to industries such as the pharmaceutical industry or the drinking water industry, are now entering the mining world with the aim of producing clean water of suitable quality for ore processing or for advanced treatment prior to release to the environment. This paper will provide a review of the threats and opportunities linked to water use and recovery/reuse in the mining industry in Australia. It will open with an overview of current water usage and associated quality for various mineral industries and continue with identifying the threats and limitations associated with the quality of available water. It will then present how newly developed water treatment technologies and assessment tools can be incorporated into the system to enhance the recovery and reuse of water on site, reduce the risks associated with securing long-term water supply and further improve production, environment and safety (health risk control).
