A cry that is often heard from front-line employees, particularly as a mine grows or circumstances change is "We used to be one big team but now they have set up teams for different functions - we don't know what's going on and we don't share resources any more. We used to just get in and do what had to be done, now we can't.". It usually occurs after management decides that, with the increasing mine complexity, functions and accountabilities of a manageable size need to be identified and defined for individuals and teams to facilitate optimum performance. However, as the statement indicates, these changes have often not delivered all the intended benefits. This paper will explore the reasons why the full benefits have not been realised and will identify actions which can be taken to improve the likelihood of optimal outcomes.

A mathematical model has been developed for intense pneumatic smelting processes, such as the Sirosmelt group of processes, to assist in establishing optimum process conditions and to permit operator training. The model first solicits input operating conditions from disk files and from the operator. During operation, the feed, fuel, and air (or oxygen) rates are automatically adjusted to maintain the desired process targets. Alternatively, these parameters, as with all other inputs, may be manually controlled by the operator. Selected process parameters are displayed to the terminal in a regularly updated diagram of the process,. Outputs of detailed information including heat and mass balances are available for immediate inspection or for use by ancillary plotting packages. Development of a robust free energy minimization routine has led to a flexible and time efficent model capable of handling a range of pyrometallurical systems. Modelling of tin smelting, lead smelting, copper smelting, matte fuming, and pneumatic steel-making has been sucessfully carried out. Typical outputs from the model are given and discussed in terms of their internal consistency and relationship to the operation of the relevant Sirosmelt process. `

The production of approximately 550 000 tonnes of æwhiteÆ or chrysotile asbestos fibre between 1972 and 1983 at the Woodsreef Mine in New South Wales left behind 24 million tonnes of tailings and 75 million tonnes of waste rock and overburden. The Woodsreef Magnesium Project is designed to extract the 23 per cent magnesium content of the tailings to produce magnesium metal and magnesium alloys, the latter with aluminium from the New South Wales smelters. Further value will be added to the tailings waste with the downstream production of magnesium alloy sheets and cast products for the transportation, electronics and other consumer goods industries. The mine opened in 1918 and closed in 1983 becoming derelict. There has been minimal expenditure on rehabilitation compared with that recommended in reports commissioned by the New South Wales Government. The tailings dump has been designated æasbestos wasteÆ by the EPA and will be eliminated through the magnesium refinery process of the Project with the dissolution of the remaining chrysotile fibres. The benign waste from the refinery process will consist principally of silica with some iron. Significant energy savings are expected from innovative new processing technology, in the alloy formation and in the application of the light weight, cast and sheet metal products, particularly in the transportation industries. Globally, there are very large resources of similar tailings with hundreds of years of useful productive lives that could be converted into the metal of the 21st Century, magnesium, and its alloys, to assist pollution and greenhouse gas reduction from transportation industries. No new mining and minimal feedstock preparation is required. Unlike potential producers using carbonate rocks such as magnesite and dolomite that have to be mined, the asbestos tailings composed principally of non-fibrous serpentinite do not contain any carbon dioxide.

A novel approach is suggested for the solution of planning and development problems in the coal, mining industry. The formation of coal measures depends to a significant extent on sequential geological processes and events which are probably best defined in a "system of processes and responses." The great number of variables in such a system is a characteristic feature of geological environments. Research work over the past two decades, in particular, has successfully established analytical procedures for the identification and definition of relevant and irrelevant variables for mining developments in specific geological situations. Such situations are typifiable within the regional geological setting of coal deposits. Scale gaps can be bridged by reliance on common symmetrical attributes and pervasive geometric features. Depositional processes and their resulting attributes are responsible for the development of mechanically significant rockmass "defects" and anisotropies; such features have to be identified and assessed for the selection of colliery design criteria. It is suggested that the procedural frame- work of systems engineering analysis is a most appropriate tool for the assessment of those geological features that can influence the mechanical behaviour of the "floor-seam-roof" system in "high technology" mining operations of the future. The large El Cerrejon coal open pit in north east Columbia has been developed over the last decade in a remote, entirely new mining area with hitherto unskilled inhabitants. Now over 200 pieces of heavy equipment operate with high reliability and availability due to successful theoretical training and skill improvement programs tuned to the specific reliability needs of the worksite and environment. The process of continuous improvement adopted promises further competitive advantages of the project.

A vigorous seismic and drilling programme has been conducted over.ar area of .59000 square miles in the Roma district during the last three years. The work is Mill' in progress and although many new geological concepts have been discovered, he subsurface geology is not yet finalised. D.atailed examination has shown many variations of .section, has established the general basement trends and sedimentary thicknesses, has shown that much more of the section is marine than previously thought ~nd has indicated that any reservoirs throughout the section could be potential oil ind/or gas producers if suitable traps are located.

The medical evaluation of the health effects of dust exposure in the mining industry should be based on the premise that the results of the medical examinations will be considered in relation to the previous history of exposure to dust.(l) To this end the Mines Regulation Act and the Regulations under that Act in West- ern Australia provide for: the prime responsibility for dust sampling to rest with the mining companies; the appointment of a Ventilation officer by each mine and the sampling and record- ing by him of dust and toxic gases in work places at three monthly intervals, or more frequently as required; the appointment of a Mines Medical Officer who shall make provision for the medical examination of persons and the prevention of occupational diseases; the appointment of a Ventilation Board, consisting of the State Mining Engineer, the Senior Inspector of Mines for the State, an Inspector of Mines having specialised training in ventilation tech- nology, a medical practitioner having specialised experience in occupational health problems relevant to the mining industry, and a Scientific Officer having duties under the provisions of the Clean Air Act, 1964;

Deep mining in the Collie Basin has suffered with high levels of water flow and sediment in-rushes throughout its 90 year history. Current day experience in working conventional bord and pillar by mainly mechanised means is that advance to the dip is impeded at about the 150m depth of cover by excessive water flow and pressure bursts. Extensive analysis of exploration borehole data and reconstruction of depositional environments helped define important hydrogeological characteristics of roof and floor aquifers, aquitards and aquicludes. Hydraulic parameters were estimated with some accuracy using indirect methods, and later confirmed by pump testing. Groundwater flow modelling showed that mine scheduling would have to be a balance between down dip and lateral development if aquifer pressure heads were to be decreased to suitable levels. Since pressure reduction in aquifers immediately above and below the mine opening was. identified as the key aim in groundwater control, a series of trial in-pit dewatering holes were installed, and demonstrated pressure heads could be reduced at rates compatible with a mine extraction sequence which, in turn, controlled the rate of down dip mine advance. A case history of the successful application of in-pit dewatering systems within difficult hydrological conditions for mining is described, with emphasis on the close collaboration required between hydrologists, mine planners and operations personnel.

The history of black coal as a fuel dates back in Europe more than 2,300 years, and possibly longer in China. Originally the mining of coal was done by underprivileged people, but with the industrial revolution and the dawn of mechanisation, the status of the coal miner improved. The improvement continued to the present day. Coal miners now take an important role in industrialised countries and enjoy a high standard of living. The miner is amongst the highest paid and best technologically served in any industrial activity. The abundance of coal relative to alternative fuels and its widespread occurrence, brings with it a prosperity much valued in those countries with significant resources such as Australia. Coal will play a major role in easing the world energy shortage. In addition to the conventional usage, throughout the world coal gasification plants are in various stages of development. Coal liquefaction plants are beyond the drawing board stage. Slurry pipelines to supply coal for direct burning in electric generating and other plants are planned. In the current atmosphere of environment consciousness, Australia has to contend with people with only marginal interest trying to influence coal mining activities to the detriment of the overall prosperity of Australia. Fortunately enlightened legislation is the greatest protector of the environment and in many instances great improvement to the environment ensues after mining has passed. With its vast resources of black coal Australia can look forward to a significant role in future supply of fuel. As a result of the trade and industry involved, Australia can become an even more influential country in world politics, trade, and the setting of high living standards.

The appraisal of mineral reserves by a lender is carried out at the initial stages in developing a loan for a mine. The depth of investigations is influenced by the competence of the explorer, the type of commodity and knowledge of the geological environment. The lender looks for a reserve life which exceeds the term of the loan plus contingencies for events such as cost over-runs, adverse markets and production difficulties. The physical features of importance are discussed. Factors with direct financial implications are considered for their incorp- oration in sensitivity analyses to allow risk appraisal. When satisfied, the lender can then proceed to review cash flow forecasts, the basic strength of the project, then determine with the borrower the components and alternat- ives of a loan package.

In submitting the accompanying sketch and description, the writer mentions that he has found this "gadget" a useful assay office adjunct.He believes that some millmen and assayers have been confronted, from time to time, with large samples of mill pulp for assay purposes and that although the commonly used method of coning and quartering dry sample is simple and effective, provided the samples are of reasonable proportion, the operator is frequently confronted with samples of pulp, sometimes up to 50 gallons. The writer stresses the advantage of being able to handle these samples. This fact inspired the design of the "gadget,"which was developed at the Kalgoorlie State Battery and has been found to give very reliable results. It has considerably eased the work of the assay office.Description. - A cone of suitable dimensions according to requirements (this one is about six gallons' capacity) is mounted on a light angle-iron frame and has a small hand-operated agitator paddle let into it far mixing purposes. The agitator and head frame are removable to facilitate cleaning. Four outlet pipes at the bottom at right angles to each other are controlled with one common plug, externally operated for discharging the pulp.Each operation of the machine delivers four equal parts; one or more of these can be used for further division as conditions require. Samples can thus be reduced to suitable assay room size in a few minutes.The dotted lines, enclosing the shaded portion, represent the four-bladed paddle.Each paddle is slotted with three parallel slots. Within a short time frame of just over two years Wirralie Gold Mine has been developed from a virgin geological discovery to an operating gold mine with a mine life of six years and a production rate of 50,000 oz per annum. Construction work on the 600,000 tpa single stage crushing, two stage milling CIP plant commenced in November 1987 and was completed some seven months later at an overall cost of $A25 million. Since commissioning in May 1988 the treatment plant has exceeded design tonnage, availability and recovery. A second expansion programme in January 1989 will increase plant capacity to one million tonnes per annum with associated bullion production of 80,000 ozs per annum.

As a, result of this yamina.tion, several fo.Ctors pertinent to the problem were found to be a function of the pa.ragenosis of the veins. The occurrenceof magnetite from tho'cap rock within the veins was thought to be preventing fiborisation during troo.tment. Several petrologic features are described and their relation to the ore genesis is discussed, Comparison with the crocidolite deposits of the Union of South Africa is also considered.

The Income Tax Assessment Act ["the Act"] levies tax on a taxpayer's taxable income. At a time when commerce and life were more simple, the calculation of taxable income had some connection with logic and a taxpayer's capacity to pay. However, as a result of successive governments' different views of equity, their perception of avoidance, their needs for revenue and their changing views on capacity to pay, the rules determining the calculation of taxable income have continually changed to the point that logic is no longer relevant. Taxable income now is simply the product of the application of a complex set of rules.

It is self-evident that the availability of well qualified and experienced people to manage mining operations is vital to the success of an individual mine and to the ability to develop new mines either in Australia or overseas. For larger operations the term "mine manager" is here used to denote a range of positions within an individual company. Thus "mine managers" may be people managing individual mines at one geographic location with overall management provided by other "mine managers" in the roles such as mine super- intendents, production managers, general managers, etc. Smaller operations may have only a single level of management nominated as "mine manager".

In his letter of resignation as General Superintendent of the Broken Hill Associated Smelters (BHAS) prior to taking up aconsulting position at imperial Smelting, G.K. Williams wrote that he considered his major contributions at BHAS were:the development of large scale sintering machines;the double tuyere-row blast furnace; continuous lead refining.Despite his well deserved reputation as a scientist, based on his advancement of the metallurgical chemistry underlying lead refining processes, Williams reveals that he considered commercial implementation as the ultimate measure of technological success. Furthermore, he clearly did not differentiate between the scientific and the empirical as a means of achieving that end.

The main regularities of the tectonic history of the Circumpacific belt's Asian segment are discussed. The established longitudinal metallogenic zoning is characterized by essential copper specialization being replaced in the.continentward direction by tin-tungsten and then by copper-gold-molybdenum and-tin-lead- zinc ones. The zones indicated show specific magmatism and ore forming fluid composition. The eastern margin of Eurasia experienced specific tectonic history and exhibits a wide variety of mineral deposits. It is composed of the Siberian and Sino-Korean cratons and of the largest mobile elements of tectonosphere like the Hyperborean, Urals-Mongolian, Mediterranean and Circumpacific belts. The Earth's Atlantic segment mobile features show deep penetration of their geosyncline-fold systems into the eastern margin of Asia. A good example is the Urals-Mongolian belt, its Intra-Asian branch being located within the continental margin. The Intra-Asian structural features have WE and NE trending, while folding process moved southward : Karelides and Baikalides are found in the Transbaikalia and the Soviet Far East (Stanovoy, Bodaibo-Patom, Baikal- Vitim, Selenga-Yablonovy fold regions)

"DEEPHOLE " or "Longhole" drilling is the name given to the drilling of prospecting holes with the pneumatic hammer drill. The drilling bit is of the same form, and is prepared in the same way as ordinary rock drill steel, and is extended to the bottom of the hole by sectional hollow rods, through which water is forced.The cuttings from the hole provide a sample of the ground drilled.Deephole drilling was developed at an American mine where the cost of diamond drilling, owing to loss of diamonds, was excessive, and proved very successful, holes being drilled as deep as 220 ft., in limestone, at a cost of one dollar per foot. The use of the method in other mines, and in a variety of rocks, has since been described in the technical literature. From the published descriptions the following data are drawn:
