Hong Kong has a dense distribution of utility services laid under its road network. Utility undertakers frequently demand road openings to install new services and/or maintain existing ones. Road openings can cause troubles to the road network and negatively impact the public interest. Highways Department is responsible for managing road openings in Hong Kong under the Land (Miscellaneous Provisions) Ordinance. Highways Department has spent a lot of efforts to computerize excavation permit processing and utility management. The computerized system has gone through several generations and the current one is called the excavation permit management system (XPMS). On the one hand, the XPMS handles various excavation permit processing functions including permit application/approval/refusal/issuance/extension/termination, fees/costs, permit conditions, and permit period assessment; on the other hand, the XPMS accounts for some important utility management issues such as spatial check, coordination of multiple openings, traffic management, audit inspection, and defect liability. This paper discusses how the application, coordination, and other administrations of an excavation permit are eased by using the XPMS in Hong Kong. Background information such as the governing legal and regulatory framework, and Highways Department?s administrative structure is introduced. The system architecture and advantages of the XPMS are presented. The work procedures and various functions of the XPMS are studied in detail.

"Smelter Feed Preparation Falconbridge Nickel Mines Limited, Sudbury Operations, operate 4 mills and a smelter to produce Bessemer Ni-Cu matte for refining in Norway. Approximately 1400 tons of Ni-Cu concentrate are produced daily which are dried from a filter cake containing 14% moisture to 7.5% moisture pellets. Concentrate drying is done by 4 rotary dryers as shown in the 'Dryer Performance Data' at four separate locations. The dryers all form part of the feed preparation stage prior to sintering.The rate at which concentrate can be produced through the Sinter Plant largely depends on the quality of the dried product which makes up the feed. A feed consisting of mostly hardened pellets will sinter much faster than a feed which consists of broken pellets and dust. Dryer products require:1. Good green strength to survive shipment and handling.2. Correct moisture content.3. Sizing within a range ideally from 1/4"" to 10 mesh in diameter.Dryer performance data is shown in Table 1. Capital costs between the two types of dryers are comparable with the Roto-Louvre producing generally a larger better-formed pellet. Dryer feeds differ in that at both Hardy and Fecunis, Ni-Cu concentrate filter cake is the only feed while at the Falconbridge slurry plant the dryer feed can consist of up to 10% by weight of smelter flue dust resulting in a combined concentrate-dust pellet for feeding to the Sinter Plant. To the Falconbridge Sinter Plant dryer, dust and limestone are added for the smelting process in addition to Ni-Cu concentrate."

"Africa is endowed with a number of the world's giant ore deposits which have contributed significantly to the development of their host countries. Mineral exploration has a long history in the continent, but mining on an unprecedented scale took off during the latter part of the 19th century, accompanied by the development of lines of communication and other infrastructure to service the major mining centres.The ""Winds of Change"" which swept Africa in the 19505 and 1960s brought in new styles of government and economic management to a number of regions, often with demise of economic viability and infrastructure. In recent years, with the end of the cold war, collapse of communism and changes in South Africa, new opportunities for mineral exploration are opening up rapidly in Africa. However, due to the large cost, long lead-in time, and high risk of developing new mineral ventures in the continent, it is necessary for the host countries to draft realistic and favorable mineral laws and fiscal codes in order to attract, and not deter, potential mineral investors. There will be an on-going role in mineral exploration throughout Africa for the artisanal miner, the smaller entrepreneurs and mining companies, exploration aid programs funded by the developed countries through African governments, as well as the major mining houses who have the resources to develop larger viable mineral deposits."

Inmet Mining is committed to implementing the highest corporate responsibility standards in its mining operations worldwide. Inmet is 100% owner of Minera Panama, a world-class copper project that is currently in the feasibility phase in north-central Panama. Panama has limited experience with modern mining, limited mining capacity, and the project context involves significant social, environmental and political complexity. The Project area is remote with recent in-migration of latino and indigenous people, informal and small-scale mining, local subsistence populations and considerable biodiversity value, coupled with a complex jurisdictional setting. In short, it is increasingly the kind of project mining companies are taking on because the easy projects have already been developed. With such challenging conditions, anticipating and managing social risks is critical to effective project management. To this end, between August 2007 and the third quarter of 2009 Inmet seconded Monkey Forest Consulting Ltd to the project to assist Minera Panama in building and implementing an effective, early phase external relations strategy. The team was also tasked to find and develop a locally based team that could sustain success through project development and into operations. Today?s presentation was created by Inmet and Monkey Forest and describes some of the lessons learned in implementing an effective early phase process for managing social issues.

Corrosion of refractory linings by molten metals is controlled by interactions between penetration and chemical reaction. Corrosion of aluminosilicates by molten aluminium is no exception. The early stage of corrosion can be described as a particular case of reactive wetting over a porous medium. Although the reactivity between aluminium and silica is great, which should improve wetting and penetration, the presence of air and the formation of a protective oxide layer disfavours initial penetration. This paper presents the results of an exploratory study on the effect of some parameters on the initial stage of aluminium penetration. Penetration kinetics and metal intrusion tests have been performed on alumina and silica powders with pure aluminium and Al¬5%Mg. Capillary models are used as tools of interpretation. Penetration kinetics tests had a poor reproducibility and the kinetics itself can not be explained very well by the capillary-tube-bundle model. On the other hand, a capillary model initially developed for ice intrusion into freezing soils produced predictions in reasonably good agreement with intrusion pressure measurements. The effect of particle size and alloy composition can be predicted using this model. However, the effects of temperature and powder chemistry need additional interpretations to be rationalised. An unusual resistance to penetration of silica powder by molten aluminium have been observed in a series of experiments. This led the authors to the strange conclusion that oxygen should be seen as an excellent non-wetting agent and that there might be ways to use it in industrial applications.

"This paper discusses the author’s work on international law norms of consultation with Indigenous communities and examines unexpected corporate stakeholder impacts on these norms. Customary international law, which governs the area, does not traditionally refer to corporate conduct. This paper surveys several sources on developing international law on consultation obligations; it also discusses the impacts these norms can have on corporate stakeholders in the mining industry. Finally, it asks how interactions of corporate stakeholders in this area can indirectly impact future law and suggests implications for different business models in the mining sector.RÉSUMÉ Le présent article traite du travail de l’auteur sur les normes de consultation avec les communautés autochtones contenues dans le droit international et examine les impacts inattendus des parties prenantes sur ces normes. Le droit coutumier international, qui gouverne ce domaine, ne réfère traditionnellement pas à la conduite des sociétés. L’article analyse plusieurs sources traitant du développement de nouvelles lois internationales sur l’obligation de consulter; il traite aussi des impacts que ces normes peuvent avoir sur les parties prenantes dans l’industrie minière. Finalement, il pose la question à savoir comment les interactions des parties prenantes dans ce domaine peuvent avoir un impact indirect sur les lois futures et il suggère des implications pour divers modèles d’affaires dans le secteur minier."

"In Belgium, Boom Clay is considered as one of the potential host formations for the disposal of the High Level radioactive Waste (HLW). The URL HADES at 223 m depth at Mol site was constructed in order to study the feasibility of HLW disposal in Boom Clay. Since 1995, the URL R&D programme has focused on large scale demonstration tests like the PRACLAY experiment.The PRACLAY in-situ experiments include a set of three tests: The gallery and crossing test, PRACLAY Heater test and PRACLAY seal test. The main aim of the Heater test is to study at a large scale the thermal impact of a HLW repository on the host rock. The test is housed in the PRACLAY gallery. A hydraulic seal, made of compacted swelling and low permeable bentonite annular ring was installed at the intersection between the heated and the non-heated part of the gallery. The primary objective of the seal is to provide undrained hydraulic boundary conditions for the Heater Test.The PRACLAY gallery was constructed in 2007 and the hydraulic seal was installed in 2010. The bentonite is hydrated by natural and artificial process. The swelling, total pressure and pore pressure of the bentonite are continuously measured and analysed by numerical simulations to get a better understanding of this hydration processes. The performance of the seal is tested systematically by means of gas injection breakthrough tests and permeability tests at interface bentonite / Boom Clay and in the Boom Clay around the seal.The PRACLAY Heater will be turned on at the end of Oct. 2014, since a sufficient seal swelling has been attained to fulfill its role for the PRACLAY Heater test. This paper will focus on the PRACLAY Seal test: How we understand the process behind the hydration of the bentonite and how we test the performance of the bentonite seal."

"Bayan Obo mixed RE concentrate is the largest RE source in the world. RE elements occur dominantly in bastnaesite and monazite. This paper describes a clean and green technique for processing Bayan Obo mixed rare earth (RE) concentrate. A two-step oxidation method can lead to the effective recovery of REs, thorium (Th), fluorine (F) and phosphorus (P). Ce has a property of valency change, enabling the separation of it from other RE(III) elements. Making use of the interactions of cerium (IV) (Ce(IV)), F and P, a new extraction system was created to separate Ce(IV) effectively from other RE(III) while recovering F, P and Th by complexing F and P following the oxidation of Ce(III) to Ce(IV). The method includes two parts. Firstly, bastnaesite is oxidized by air roasting and sulfuric acid leaching. And then a first leach liquor containing Ce(IV), F and P is obtained. Secondly, monazite was converted into REhydroxide through alkaline attack and then Ce(III) in the RE-hydroxide was oxidized into Ce(IV) by wetair oxidation. After sulfuric acid leaching the oxidized RE-hydroxide, a second leach liquor is obtained. The two parts of leach liquor containing Ce(IV), F and P are then extracted by Cyanex923 to obtain CeO2, CeF3 and CePO4 based on the complex of Ce(IV) with F and P. The raffinate was further extracted by the primary amine N1923, and Th-product was recovered as ThO2. The RE elements recovery yield during the whole process is greater than 92%. The new technique not only provides a new way for Bayan Obo RE ore utilization, but also avoids resource waste and environment pollution.INTRODUCTIONRare Earths (REs) refer to lanthanides, including scandium and yttrium. Owing to the similar structure and property of RE(III), it is difficult to separate them from each other, especially for the adjacent elements. According to the United States Geological Survey, in 2010, the whole world has about 142 million tonnes of rare earth reserves. In that, China ranks the second with 22% following Brazil which ranks first with 32% (Cheng, 2011). There are three main RE ore types in China with about 80% mixed ores in Bayan Obo, 10% bastnaesite ores in SiChuan and ShanDong province and 2.9% ion adsorption ores in Southern China. Bayan Obo mixed RE concentrate consists of bastnaesite and monazite. The concentrate contains CeO2/_REO of 50% and there are 7–8% F, 4-6% P and 0.2–0.3% Th."

Global practice in copper solvent extraction is reviewed, based on individual plant operating data for 2018. The survey respondents account for almost 40% of global copper cathode production by solvent extraction and electrowinning. Regional trends in operating conditions, as related to the prevailing ore mineralogy, leaching processes, and life of mine are evaluated. The adoption and expansion of this technology in the African Copperbelt and Asia are assessed, together with the associated challenges of specific orebody characteristics. Trends in feed and electrolyte compositions and flow rates, and extractant and diluent selection, together with their impact on copper recovery are reviewed. The evolution of equipment design and associated ancillary processes are discussed, and new projects identified. INTRODUCTION Continuing from similar surveys carried out in 1997, 1999, 2003, 2007, and 2013 (Robinson, Davenport, & Jenkins, 1997; Jenkins, Davenport, Kennedy, & Robinson, 1999; Robinson, Sandoval, & Cook, 2003; Robinson, Moats, Davenport, Karcas, Demetrio, & Domic, 2007; Sole, Zarate, Steeples, Tinkler, & Robinson, 2013), global operating practice in copper solvent extraction (SX) in 2018 is reviewed. Contributing operations include established sites in the USA (8), Chile (9), Peru (2), Spain (1), Mexico (2), and Australia (2), as well as newer operations in Africa (7) and Asia (3). This survey represents 2018 copper cathode production of 1.91 Mt, or about 43% of world production by solvent extraction combined with electrowinning (SX–EW). Trends in operating conditions and performance, as well as equipment design and process technology choices are analysed. The significant expansion in production in the African Copper Belt is also discussed. There are currently about 130 operations worldwide producing some 4.6 Mt copper by SX–EW; of these, about half produced more than 10 000 t/a. Figure 1 shows global copper production by country. As it has for several decades, Chile remains dominant, with 36% of global production of cathode copper. Since 2005, the Democratic Republic of Congo (DRC) has increased production year on year, and now represents 23% of the global total (International Copper Study Group, 2017; Statistica, 2018). Copper production in Asia has grown significantly in the past decade, particularly since the ramp-up of Wanbao in Myanmar. There used to be numerous small copper SX plants in China (Schlesinger, King, Sole, & Davenport, 2011), although most of these have now shut down and Chinese production is lower than it was five years ago. The most important trend, however, is the rise of Chinese-owned mining companies, particularly in Central Africa, but also around the world more generally.

A Joint Venture between Hope Bay Gold Corporation and Miramar Mining Corporation recently acquired the Hope Bay project in Nunavut, which represents the first discovery of a major new Archean greenstone gold belt in Canada since the discovery of Hemlo in 1982 and the Yellowknife belt in 1938. Located some 685 km North of Yellowknife, the Hope Bay Belt is geologically comparable to the other major gold producing regions of Canada. The initial discovery of gold mineralization in 1992 led BHP to acquire virtually all of the Hope Bay belt. Over the subsequent 6 years, BHP expended C$85 million on exploration, including 180,000 meters of drilling, 2.3km of underground workings and a 27,000 tonne bulk sample, as well as extensive environmental and economic studies. Hope Bay Gold and Miramar acquired the Hope Bay property in December 1999 for a cost of C$27 million, considerably less than the C$85 million spent by BHP in exploring the property. They both hold 50% of the project, and share expenses equally. Hope Bay Gold is the manager of all exploration phases and Miramar will manage feasibility, construction and operations. The Hope Bay Joint Venture controls 1,117 sq. km., covering virtually the entire 80 km long Hope Bay and adjacent Elu greenstone belts. We believe that Hope Bay is one of the best-undeveloped gold projects in Canada. Work to date has defined a global resource in excess of three million ounces of gold in three principal deposits, each of which is open to extension along strike and to depth. A C$17 million work program for year 2000 focused on advancing a significant portion of the gold resource to a measured and indicated category. This will provide the basis for initiation of a feasibility study in 2001. The 2000 drill program was one of the largest undertaken in Canada last year, and is a clear indication of our confidence that Hope Bay will develop into a major gold producing district. The majority of the potential mineable areas known to date lie within 350m of surface and would be accessed through a combination of open pit and declines. Currently, development of a 1,800 to 2,000 tpd gold mine producing in excess of 300,000 ounces of gold per year at cash costs below $US200 per ounce is envisioned. In addition, the exploration potential on the 80 km gold belt at Hope Bay is clearly tremendous.

"The McDame chrysotile asbestos deposit located near Cassiar in northern British Columbia isfound at depth and on trend to the southeast of the currently mined open-pit Cassiar asbestos deposit. The ultramafic rock hosting the McDame is serpentinized peridotite of the Upper Paleozoic Sylvester Group contained in an ophiolitic sequence preserved within a lower thrust sheet of the Sylvester Allochthon. The Sylvester stratigraphic package is a series of thrust slices composed of argillite, tuff and volcanic flows, diorite and serpentinite. Contacts between units are often fault-controlled.The McDame asbestos-bearing ultramafite is considered to represent a separate interleaved fault-bounded slice of rock distinct from the Cassiar asbestos deposit.Asbestos mineralization of the McDame deposit was discovered in /978. Exploration during /980 and /98/ focused on extensive underground drilling of the deposit and in /983 on geological mapping, airborne and ground magnetic surveys. In /984 a 622.5 m borehole was drilled with a 242 m intersection of McDame ultramafite of which the lower 15/ metres contain potentially economic chrysotile asbestos. The McDame deposit averages 90 m thick, trends north-south, dips easterly and plunges southeasterly. The deposit is estimated to contain geological reserves in the order of 62 million tonnes containing asbestos fibre similar in value to the Cassiar deposit.The McDame is considered a major world-class asbestos deposit. A decision to develop and mine the deposit will require further substantial underground exploration and evaluation. A + 1200 m exploration adit driven to the hanging wall of the deposit was undertaken in 1985 in anticipation of bulk sampling and diamond drilling in 1986."

"Pellet quality has taken on a new dimension during the last ten years. Quality in the seventies was generally defined as adherence to certain physical and chemical specifications. Today, the talk is in terms of how the business is managed, how customer's expectations can be exceeded, not only in product quality, but in service responsiveness.Coke breeze and flux additions, lower silica levels, and improved furnace control practices have all contributed to the improvement of pellet physical and metallurgical properties. Statistical process control has provided additional insight into the parameters that affect pellet quality.Increased customer contact and product quality surveys have heightened our awareness of customer needs and also provide direction for quality improvement test work. Current work is focussed on improving reducibility and understanding the relationship between tumble, fired compression and metallurgical properties.This paper will review the Iron Ore Company of Canada's efforts during the past decade and describe some of its initiatives for the future.IntroductionThe Carol Pellet PlantThe Iron Ore Company of Canada's Carol Project is located in Labrador City in the southwestern portion of Newfoundland and Labrador , approximately 965 Ian northeast of Montreal. The project consists of mining facilities, beneficiation complex and a pellet plant, which began operations in 1962. The pellet plant consists of six Dravo-Lurgi straight grate machines, regrinding, filtering and balling facilities. The current capacity of the Carol pellet plant is approximately 10.5 million tonnes , while the concentrator has the capacity to produce about 18 million tonnes of concentrate.The orebody consists of specular hematite, magnetite and small quantities of limonite and goethite. The average grade of the orebody is approximately 39% iron."

The processing of a bulk concentrate containing copper as chalcocite, enargite, bornite and chalcopyrite along with pyrite and precious metals of silver and gold was studied. A leaching study was undertaken to examine the application of the atmospheric acid leaching process to a bulk copper concentrate for copper recovery followed by cyanidation or thiosulfate leaching for gold and silver recovery. The extraction of copper exceeded 90% under some conditions and the recovery of gold and silver reached a maximum of 44 and 45%, respectively. A sample of bulk concentrate was roasted in air to oxidize the sulfides with release of sulfur dioxide followed by acid leaching of the roaster calcine and cyanidation of the acid leach solution. The copper extraction reached over 92% and the gold extraction exceeded 88%. The sulfur dioxide may be captured for acid production. INTRODUCTION The processing of a large primary copper deposit in Indonesia is under investigation. One of the possible routes for processing involves flotation of a bulk copper-gold concentrate followed by treatment by an atmospheric leach/SX-EW process for copper recovery. The atmospheric leach residue would then be leached for recovery of gold and silver. A second route involves roasting of the concentrate followed by acid leaching and SX-EW for copper recovery. The leach residue from the roaster calcine would then be leached for recovery of gold and silver. The roaster off-gases could be used for sulfuric acid manufacture, enabling the production of a valuable by-product. The Cobre Las Cruces (CLC) process (Munoz, Garcia, & Delgado, 2017) was designed to treat a resource of copper discovered close to Seville, Spain. The process was developed by Outotec with MK Gold (original project owner). INMET Mining subsequently purchased the deposit from MK Gold and built the copper processing facility. The CLC process is similar to the Mt. Gordon Copper process; except that OKTOP reactors have been installed instead of a low temperature, low pressure autoclave process. The plant was designed to treat 1.3 mtpa of ore at a grade of 6.2% Cu to produce 72,000 tpa of cathode copper over a 15 year project life. The main gangue mineral at Cobre Las Cruces was pyrite. The Cobre Las Cruces ore is therefore similar to a rougher flotation concentrate containing copper minerals and pyrite. The roasting of a rougher flotation concentrate can be designed to produce hematite, basic copper oxides and sulfur dioxide off gas. The acid leaching of the basic copper oxides may produce soluble copper for SX-EW recovery of copper. The sulfur dioxide off-gas may be used to make sulfuric acid.

Copper mining operations have increased in Iran in the past decades due to price increases and potential for creating jobs in developing countries. Iran consists of many copper mines. The mining operations have a positive economic impact on the region, but may also be the cause of adverse environmental effects. Environmental aspects and the health impact of respirable particulates on the communities and agricultural production in the immediate vicinities have been under scrutiny by the regulatory agencies to ensure sustainable development. The impact of an open-pit mine on the air quality and extent of particulate pollutant dispersion in different directions and times is the focus of this paper. The results of the modeling have been validated through ambient air monitoring. Monitoring stations were installed in different areas within the mine unit operations and around it including background areas where PM10 values were 7 µg/m3. Outside the Complex, particulate concentrations were monitored in 9 different stations and up to 25 km distance. Modeling of point, area, and volume sources was conducted using a 9- year meteorological database. The results showed that particulate quantity decreases rapidly below local standard value of 150 µg/m3 at 2.5 km around the mine and the main pollution is due to the crusher and tailings dump areas. Model outputs were compared to the actual values measured by the air quality monitoring network including villages and crop fields. High overall correlation of about 76% was obtained for most of the locations but lower values were reported for more complex terrain in the region. Remedial actions recommended included road water spraying and better management practices to avoid overloading trucks.

"A promising long-term solution to uranium tailings reclamation has been the establishment of vegetation directly on the waste material. The soil profiles of areas vegetated for 0, 3, 8 and 10years are characterized as to the extent of soil development . The characteristics are compared with the visually interpreted soil profile. Organic matter content is presently the best analytical judge of soil development. Vegetation procedures have produced a build-up of organic matter in the top 10cm of tailings where natural microbial populations flourish. The CN ratio is high and the profile depth shallow, suggesting the need for additional fertilizer applications.IntroductionThe reduction of surface erosion and improved aesthetics of uranium tailings has been accomplished by the establishment of a vegetative cover. In 1971 research concentrated on developing methods of plant establishment at minimal cost and soil amendments on uranium tailings in Elliot Lake , Ontario. One process of stabilization used on a large scale was direct seeding of grasses and legumes into the tailings which had received only limestone and fertilizer treatments. Fertilizer additions were made for varying lengths of time in subsequent years to maintain the established cover.Maintenance-free vegetation would be possible once a soil profile developed with sufficient nutrient recycle and plant regeneration capabilities(1). Tailings vegetated in 1971, 1973 and 1978 that had received either 3 or 5 years of maintenance fertilizers were examined for soil development profiles. The extent of soil development and the relative effect of time and fertilizer would provide direction on reaching the goal of a self-sustaining cover.This paper is an abridgment of Division Report MRP /MRL 81-126 of the same title(2)."

"Abstract - Traditionally, the emphasis in ore and reserve inventory has been to provide fairly simple definitions and presentations for reporting to shareholders and the investing public. The recent introduction of the mineral resource category aims to take into account the "part of the deposit that cannot yet be produced or extracted legally and profitably." Recent proposals still place insufficient emphasis on relating resource/reserve reporting definitions more closely to the needs of mining and exploration operators for the estimation and inventory of these basic material assets.In most schemes, significant ambiguities and shortcomings remain. These concern the potential economic interest of resources, the concept of continuity which is fundamental to the estimation of volumes, mass and grades, the objectives of the production feasibility study and the requirements of the geology, engineering and economic appraisals leading to it, and the "availability" of the permits required to start mine development. Up to now, no industry-wide formal consensus has yet been reached for any of these steps, nor for reconciliation between successive statements.A resource/reserve inventory scheme is presented here that is based on ISO 9000 principles and the Australasian system. Explicit criteria and transition points are proposed to define resource and reserve. Similarly, appropriate criteria are proposed to classify the three mineral resource and two ore reserve categories, based on geological and value continuity and on the objectives of the feasibility study. This scheme offers a way to develop ISO 9001 certification of resource/reserve estimation procedures for mining operations and supply exploration companies with an appropriate inventory system, to allow better information for the shareholders and the investing public.Résumé - L’objectif des inventaires des minerais et des réserves est, depuis le début du siècle, de fournir des définitions simples et d’ordre général visant les actionnaires et le public investisseur. L’introduction d’une catégorie de « ressources minérales » fournira un cadre tenant compte de la "portion d’un gisement qui ne peut encore être extraite ou exploitée légalement et à profit." Cependant, les propositions récentes de systèmes d’inventaires ne comportent pas des définitions des ressources et réserves qui tiennent compte suffisamment des besoins des opérateurs en exploitation et en exploration minière.La plupart des systèmes comportent des ambiguïtés et des carences. Citons la susceptibilité d’exploitation commerciale des ressources, la continuité qui est au centre de l’estimation des volumes, masses et teneurs, les objectifs de l’étude de la faisabilité de la mise en production, le niveau requis des travaux de géologie, d’ingénierie et d’économique qui y mènent, ainsi que la disponibilité des permis dont dépend la mise en production. Il n’y a jusqu’à maintenant aucun consensus dans l’industrie sur ces points, ni sur des procédures de réconciliation entre les estimations successives.Le système d’inventaire des ressources/réserves proposé ici s’appuie sur la structure ISO 9000 et le système australien. "Next month will mark the anniversary of the release of an important federal study on a mineral policy for Canada. The study, entitled ""Mineral Policy-A Discussion Paper"", provides well-researched coverage of a broad range of issues that are of interest to the mining industry. Unfortunately, there is a real possibility that the discussion paper will wither and die on the vine, unless the federal and provincial governments, and the private sector, collectively ensure that some of the key considerations which are raised by the paper are acted upon.IntroductionAlmost one year ago, on March 8, 1982, Federal Mines Minister July Erola released an important study entitled ""Mineral Policy-A Discussion Paper"". The discussion paper, which presents the government's assessment of the opportunities and constraints facing the Canadian mineral industry in the 1980s, was prepared within the context o f three principal objectives-strengthening the resource base on which the industry rests, ensuring the adequacy of research activities needed to support development of the resource, and furthering the development of markets for the resource It is clear that, in today's economic climate, not even the most generous incentives would turn the industry around: what is needed is a sound base for future development, when this is possible. In this regard, the discussion paper is an excellent stepping stone, in that it reviews a wide range o f fundamental policy issues which touch on all facets o f the mining industry."

"Improved rail production techniques provide new options for the rail user. Steelmaking improvements offer tighter composition control, lower oxide and sulphide counts, greater control of segregates and freedom from hydrogen problem s. New ultrasonic, laser and eddy current equipment gives printout information on surf ace flatness, straightness and internal condition. These have come along at a time when dramatic changes have occurred on the rail heat treatment scene. Rails can now be deep hardened on or offline in ways which should eventually result in a complete rewrite of the world's specifications. Rails of simple composition can be produced in the hardness range 2801400 BHN as required. The rail user can choose the hardness within this range according to requirement without the necessity for any step changes in the process routes.It is suggested that this is the pattern f or the next decade.IntroductionRails have been the subject of very slow improvement over many years but developments gathered momentum in the early seventies. Recent improvements in quality and properties have provided dramatic increases in rail life under the more severe service situations. Rail profile grinding, lubrication and other track improvements have greatly added to expectations of even longer life. All of this, coupled to even newer mill heat treatment developments, tilt both technical and economic advantages away from tradition to the point where specifications will need to be rewritten so that railroads can take full advantage of these new products."

"The detection and quantification of the degree of weathering is an important aspect of coal exploration and mining. Tests for weathering which are suitable for the exploration camp should be fast, simple, and require minimal equipment and operator expertise. In this study, two tests which fulfill these requirements were evaluated using samples of Western Canadian coals. These tests, one based on the pH of a coal slurry and the other on the flotation of coal in a water/diesel oil mixture, do not appear to give consistent results and are not recommended as ideal weathering parameters.IntroductionThe weathering of coal results in a deterioration of those properties which render it suitable for use in industrial processes. Consequently, the detection and quantification of the degree of weathering is an important aspect of exploration and mining. Frequently, decisions related to the depth of the weathered zone must be made at the exploration camp and, therefore, tests for weathering which are fast, and require relatively inexpensive and portable equipment and minimal operator experience, would be very useful. The aim of the study reported here was to evaluate two tests used by U. S. Steel Corp. to detect coal weathering and which satisfy the requirements for use in an exploration camp. The study is a continuation of a more extensive examination of the detection of coal weathering by various methods, reported elsewhere (Marchioni, in press)."
