Studies of benthic recolonization in the aftermath of marine aggregate dredging in the U.K. and elsewhere are limited and are largely confined to experimental circumstances. Investigations of the physical and biological status of licensed extraction sites in the U.K. at various times following cessation of commercial dredging are very limited, and so judgments as to the likely progress towards environmental restoration and the time-scales involved continue to be based on predictions rather than real data. This field-based research programme was commissioned to enhance the understanding of processes leading to physical and biological recovery of the seabed following dredging, thereby aiding the identification of practices to minimize environmental harm at licensed sites, and to promote rehabilitation on cessation. The outcome of survey work will have the notable benefit of allowing questions about the present status of locations hitherto subject to commercial exploitation to be answered directly, rather than by inference.

Ferromanganese crusts on the seamounts in the Pacific Ocean are potential resources of cobalt, nickel, platinum and REEs. Particularly, those of the Republic of Marshall Islands and the Federated States of Micronesia (FSM) waters are believed to be of the highest resources potential area in the Pacific Ocean. The total six cruises using the Japanese Research Vessel Hakurei Maru No. 2 were carried out in the seamounts of the Marshall Islands in 1996, 1998 and 2002, and of the FSM in the 1997, 1998 and 2005 for evaluation of economic potential for cobalt-rich ferromanganese crusts as part of the Japan-SOPAC joint project. During these cruises numerous data such as bathymetric, geological, geophysical and environmental data were obtained. Geophysical exploration with backscatter mapping and side scan sonar, visual imaging using towed TV camera and geological sampling using dredge bucket and/or benthic multi-coring system (BMS) were conducted on these seamounts. In this presentation, we will report the mode of distribution of the crusts and calculated resource estimation based on the results of these geological and geophysical shipboard survey and land-based analyses. Both ferromanganese crusts and nodules present potential processors with enormous volumes of tailings of dubious environmental character: most processing scenarios fail to utilize the uneconomic manganese itself, leaving a total waste volume on the order of 96% of the incoming ore. Each current disposal proposal seems flawed: (1) backhauling to the initial mine site is costly and might run afoul of EPA or UN marine dumping*regulations, (2) subsea disposal near a coastal processing site means almost inevitable community opposition, (3) agricultural soil amendment for improving barren lava or coral rubble appears to require prohibitive amounts of supplementary phosphate, and (4) the slag resulting from an energy intensive pyrometallurgical processing may have potential as road ballast, but few processors will opt for smelting in all but those locales where energy is very cheap. This unfortunately rules out a smelting operation in almost any Pacific Island environment. We envision at least one other scenario which could result in both the removal of tailings from a processing plant and an increase in the supply of useful building materials at little or no cost to either the processing or construction industries--transforming a tenacious waste into a novel resource. Ongoing experiments have demonstrated considerable potential for turning acid leach tailings into dark composite facing stone, fancy black tile, novelty ceramics or concrete aggregate. The tailings are commonly very fine grained and may also serve as an additive in drilling mud. Applications as an additive to asphalt also need to be explored. Massive sulfides discovered in 1991 and further explored in 1993 in the eastern Manus back-arc basin, north of Papua New Guinea, represent one of the few modem seafloor occurrences known to he associated solely with highly siliceous volcanic rocks. As such they are very close analogs of ancient volcanogenic massive sulfide (VMS) ore deposits, and hence an excellent natural laboratory for developing new approaches for land-based VMS exploration. The Manus Basin lies between the active New Britain subduction zone and volcanic arc to its south and the opposed inactive Manus subduction trench to its north. It is being extended in a complex pattern of short neovolcanic zones and oblique transform faults. In its western sector, relatively mature back-arc spreading has created predominantly basaltic segments with characteristics and mineralization generally similar to those of mid- ocean ridges. At its far east, however, the basin is distinctly immature. The East Manus Volcanic Zone lies between two members of the Manus transform set, and is an en-echelon series of neovolcanic edifices constructed on extensionally thinned island arc crust formed during the earlier manus subduction episode. Individual edifices range from predominantly basaltic to predominantly dacitic in composition. Two of the edifices are known to be hydrothermally active, and a particulate plume with unknown source occurs in the seawater column above a third.

In the western Woodlark Basin, propagation of seafloor spreading is occurring directly into the continental crust of Papua new Guinea. The spreading is not strictly in a back-arc tectonic setting, rather it appears associated with microplate rotations related to the complex convergence of the Indo-Australian and Pacific plates in the southeastern Pacific region. Volcanic rocks along the western Woodlark spreading axis range from normal mid- ocean ridge basalts to basaltic andesites with back-arc geochemical affinities. Rare peralkaline rhyolites also occur. Hydrothermal deposits occur at a basaltic andesite volcano located on the neovolcanic zone near its westernmost propagating tip. Franklin Seamount is a 250m-high cone constructed largely of pillow lavas and talus which sits astride a 450m-high ridge of similar lavas oriented subnormal to the spreading direction. At its crest, 2150m below sea level, there is a 100m-deep caldera.

Much of the aggregate that is being exploited at present from these areas is a ?relic? deposit. It was originally eroded from primary source rocks and transported to a depositional centre by processes that are now either greatly reduced in effectiveness or are largely absent at the present time. Following the retreat of the Devensian ice sheet, the subsequent rise of sealevel and the drowning of large areas of the continental shelf along with the lower reaches of many rivers, a fresh sequence of sediment sources, pathways and sinks now exist. Sediment is being eroded from several, pre-existing source areas and transported along different, well - defined pathways to a number of new depositional sinks. Some of the present, licenced, aggregate dredging areas lie close to these sources, pathways and sinks with the consequent dredging activity being perceived by some as interfering with the ?natural process? that links the offshore and the coastal / littoral zones. With this perception in mind, the principal, sources, pathways and sinks between Flamborough Head and Beachy Head will be highlighted and the relationship of dredging activity upon them, evaluated. It will be demonstrated that offshore dredging activity has no effect upon supplies of sediment to coastal beaches.

Sediment Quality Guidelines can provide target values that should not be exceeded when seabed deposits are disturbed for mining, waste discharge or other purposes. Three sets of Guidelines have appeared in 1994 and 1995: US NOAA (updated from 1991), Environment Canada (EnvCan) and Equilibrium Partitioning (EqP) developed in the UK from US Water Quality Criteria. The US NOAA and EnvCan Guidelines have been developed by comparing many experimental and site data sets, and have concluded that levels below which effects rarely occur, or above which probably will occur, are useful guidelines. US NOAA uses the terms ERL and ERM for these two levels, and EnvCan TEL and PEL. The EqP concept is that a value can be calculated below which trace metals present cannot raise the concentration in the interstitial water. There are some problems in comparing units, but the comparison shows in general that the EnvCan levels are less than, and down to half of, the US NOAA levels. EqP levels vary but are generally fairly close to US NOAA ERL levels, with one major exception. The EqP level for mercury is far lower than either US NOAAor EnvCan levels, at 0.008 mg kg-1 compared to 0.15 (ERL) and 0.13 (TEL) mg kg-1 respectively. Comments will be solicited on how such differing Guidelines should be used site-specifically for environmental management at mining operations, (1) in the regions for where they were developed, and (2) elsewhere.

This project funded by Government of Flanders (Belgium) and coordinated by the Intergovernmental Oceanographic Commission proposes to draw recommendations for conservation of the biodiversity and for minimizing the impact of future nodule mining from the description of the referential state of suprabenthic megafaunal assemblages within a nodule ecosystem in the Clarion-Clipperton Fracture Zone (CCFZ). The description of this specific ecosystem is based on the analysis of about 200 000 photographs and some 55 hours of film collected by French and American exploratory cruises. The video and hotographic sampling has been achieved by means of different towed and remote control devices designed for Ifremer and NOAA including the manned submersible “the Nautile.”

Geothermal Energy has a great potential for meeting the electrical and thermal energy requirements of many countries and territories lying along tectonically active zones within and surrounding the Pacific Basin. Energy requirements for many of these small, scattered volcanic island nations preclude development of conventional generating facilities large enough to incorporate any economies of scale. However, by attempting to discover and develop shallow, relatively low temperature, geothermal reservoirs associated with recent vulcanism on many of the volcanic islands, exploration expenditures and risks, and problems associated with the development of high temperature resources can be reduced. Exploration and development drilling for these resources can be accomplished with truck mounted rotary drilling rigs that are less costly and more suitable for operations within the island infrastructures than the conventional rigs normally used in the drilling of deep, high temperature geothermal resources. Experience over the past decade with small, modular, binary (Rankine) cycle generating units indicates that geothermal energy can provide a reliable source of baseload electricity in the amounts required and at a cost that is competitive with other alternative and conventional energy sources. Development of shall, moderate temperature, geothermal resources with small, modular binary cycle generating units can provide ideal additions to the energy sources of many of the Pacific volcanic island nations within the framework of their island economies.

The International Seabed Authority is currently considering regulations for prospecting and exploration for polymetallic sulphides and cobalt rich crusts. The deposits of these two types of minerals are very different from polymetallic nodules for which the Authority has already adopted regulations in 2000. The presentation will discuss the nature of the deposits, the inadequacy of information and data concerning these deposits and their environment, as well as the problems of defining the method of allocation and the size of the areas to be licensed for exploration, and those to be retained for exploitation; the current status of the draft regulations being considered by the Council of the Authority.

This paper provides certain Southeastern coal-burning utilities with an economic strategy for complying with the sulfur dioxide emission standards set firth by the Clean Air Act Amendments of 1990. The strategy takes advantage of the occurrence of vast quantities of manganese nodules on the Blake Plateau offshore Georgia and the Carolinas, a commodity which as been proven to be a highly effective dry sorbent of sulfur dioxide. Using existing technology, manganese nodules could be mined and transported via barge directly to power plant sites, where they would be used as filter material for cleaning sulfur dioxide from the effluents of coal-fired power plants. Completely sulfated filter material could be treated for the extraction of by-product metals such as cobalt, copper, nickel, and manganese. The strategy may well be enhanced by the occurrence of ore grade phosphate rock in the same area of the Blake Plateau. This phosphate rock could be simultaneously mined to effect a reduction in production costs if it is found to be suitable for use as either a direct application fertilizer or as an acidulated superphosphate fertilizer. The manganese nodule-based strategy offers a retrofitting solution for existing power plants that would minimize the capital costs for compliance with the Clean Air Act Amendments and has the added advantage of providing a number of other metal or fertilizer by-products.

The Zacarias gold-silver-barite deposit appears to be a Precambrian analogue of present-day exhalative deposits on the sea floor. Geochemical, stratigraphic and structural studies of the latter can be useful in elucidating the ore environment at Zacarias, thereby assisting exploration. The Zacarias mine is about 300 km north of Brasilia, within the Goiás Massif, Brazil. It is the southernmost of three auriferous quartzite occurrences along 1 km of a northeasterly striking amphibolite. Zacarias and its neighboring smaller deposit to the north, the Central Pit, contained a premining ore reserve of 650,000 tons at 4.4 g/t gold, 48 g/t silver, and about 20% barite. Gold mineralization is hosted by concordant quartzite strata also containing layered barite, pyrite, barium-mica, sphalerite, galena, chalcopyrite, magnetite, sulfosalts, free gold, and electrum. The host amphibolite is intercalated with barren mica-quartz-chlorite-pyrite schists that are more voluminous in the footwall and are associated with the ore horizons. Above the amphibolite in the hangingwall lies a thin graphitic shale, then a feldspathic arenite. The strata and regional foliation strike northeast and dip 42° northwest. Crenulation and small-scale folds plunge 30 to 40° to the west.

Up to now, much data on marine minerals, as well as on marine geochemistry, have been accumulated. Modem computer databases provide optimum flexibility and power for manipulating these data. The best worldwide marine mineral database is currently the Marine Minerals Bibliography and Geochemical Data Base created by Carla Moore et al. at the National Geophysical Data Center in the United States. In fact, in the course of studying marine minerals and geochemistry we may collect not only digital-character type data but also graph and image (black-white, grey and color image) data types. For instance, correlation diagram between chemical compositions of minerals, spectroscopic graphs, (e.g. infrared spectra, Mossbauer spectra, etc.), grey or color images from both optical and electron micro- scopes (scanning or transmission electron microscopes) as well as seabed photographs. Charles L. Morgan et al. (1993) reported that 10,000 photographs and some video images of the seabed in the Clarion-Clipperton region of the northeastern tropical Pacific have been collected by the Ocean Minerals Company. If both graphic and analytical information were stored in a database, it would be very useful and convenient to marine geologists. This system would not only be able to search for all the data based on one parameter, but also for both size and composition distributions. If possible, geostatistical methods could be combined with fractal dimensional methods. Of course, this would require enormous efforts. Before multimedia technology emerged, it was very difficult to create image databases. The emergence of large-capacity compact discs, high-speed central processing units, and high-speed digital signal processing techniques makes it possible to establish multimedia database management systems (DBMS), image-text DBMS, that involves graphs, text, images, and sound. In order to store image fields in a DBMS, we have to take into account two problems: (1) image access format and (2) image compression code standard.

The Korea Ocean Research and Development Institute conducted its first exploration for deepsea mineral resources in 1983, and began a systematic deepsea prospecting in 1989 among Micronesian islands and in central and eastern parts of Carion-Clipperton fracture zones of eastern Pacific. With the arrival of R/V Onnuri in 1992, KORDI commenced a full-scale national program for nodule exploration. The total area surveyed by KORDI covers more than 1,500,000 km2. At the end of 1993, based on the collected data, Korea designated 300,000 km2 in the Clarion-Clipperton fracture zone as prospective mining area for manganese nodules, and accordingly, the government of Korea submitted the application in January of 1994 to the United Nations for registration as a pioneer investor and for the allocation of a pioneer area. This application was approved by the General Committee of the Preparatory Commission in August 1994. As a result, Korea became the 7m pioneer investor under the United Nations Convention on the Law of the Sea. KORDI is now carrying out detailed exploration survey and environmental studies in the registered area to fulfill required obligations to UN, and Korea will continue exploring the last frontier on earth. It is KORDI's unshaken calling to be successful in exploiting deepsea resources to provide our nation resources it lacks. It is not only a challenge to explore deepsea, but it is also our national mission to explore and succeed in our endeavor for future generation.

Surface processing vessels for deep-sea nodule mining operations will produce dewatering plumes that will be released at some depth into the ocean water column. We are studying all aspects of this part of the nodule mining process. First, we have developed analytical and numerical models to determine the effects of highly non-uniform, realistic stratifications on forced, compressible plumes with finite initial size. The classical plume model is developed to take into account the effects of compressibility and thermal conduction through the dewatering pipe. Our results show how small-scale features of a realistic stratification can have a large effect on a plume, and provide a basis for determining at what depth dewatering plumes can be released. These results form the basis for our PLUMEX field experiments, in which we will study the dynamics of dewatering plumes over the course of one week of field tests from the vessel R/V Sally Ride. The field experiments will use a Remotely Operated Vehicle (ROV) and a Phased-Array Doppler Sonar (PADS) system to study the characteristics of the dewatering plumes. The subsequent transport of the material in the dewatering plume will be monitored via shipboard surveys and, potentially, Autonomous Underwater Vehicle (AUV) operations, and these studies will be integrated with near real-time, data assimilating numerical model predictions. The ultimate goal of this project is to develop a field validated, recommend strategy for the release and monitoring of dewatering plumes, to help inform the development of ISA regulations and the planning of industrial operations.

Environmental considerations are a key driver within the marine mining consenting process across different national and international legislative regimes and are critical in shaping the global public perception of the industry. As a result, it is vital that mining companies seeking to operate within marine environments establish a robust understanding of the sensitivities of the seabed environments in which they are active, the impacts of their activities and the ability of the environment to recover from these impacts. The significant risks of failing to do so include an inability to either obtain or maintain operating permits. The risks can be mitigated by the common application of existing seabed biological expertise in baseline assessment and monitoring. The key ingredients of a fit-for-purpose, cost-effective seabed ecological assessment include early consideration of ecological issues within the project life-cycle through undertaking detailed desk-top studies as-wellas the multiple-use of data that have been acquired as a consequence of prospecting processes, with such data including remote acoustic data, seabed imagery and sediment samples. These data can be used to inform the design of robust benthic baseline surveys which provide adequate information on the ecological character of the environment in question and habitats and species of conservation importance - decreasing project risk and increasing the likelihood of securing consent.

Diamond mega-placers, in order to rank amongst the primary diamond deposits, are defined as => 70 m carats at =>95% gem quality. There is only one mega-placer known and that is found along the coast of southwestern Africa fringing the Kaapvaal craton. Placers are classified as residual when they are left on the craton, transient when being eroded into the exit drainage and terminal. Terminal placers, in being the final depositories of diamonds off the craton, have the greatest probability of being a mega-placer and such is the case in the placer deposits near the Orange River mouth, southwestern Africa. There are four main groups of conditions leading to the development of a mega-placer: the craton, the drainage, the nature of the environment at the terminus and the timing. The craton, in its role as the producer of diamonds is significant in respect to its size, diamond-fertility, the degree to which diamonds from successive kimberlite intrusions have been retained there and their availability to the final drainage yielding the mega-placer. Cratons in being buoyant have a tendency to leak diamonds into surrounding basins but in being incompressible often have orogens converge onto them resulting in lost sediment being returned as foreland basin fills. In order to concentrate a bulk of diamonds the drainage basin has to be large with a high proportion of it on the craton. The drainage yielding the mega-placer should ideally not have been preceded by older drainage and other systems that may have robbed the craton of earlier diamonds. The exits of diamonds from the craton need to be few in order to focus on their supply and the drainage network needs to be efficient in order to remove the maximum volume of diamonds off the craton. This efficiency and the focused termination is best achieved by the rejuvenation of a pre-existing drainage network. The drainage should be young enough to yield host sediments friable enough to allow brittle diamonds to be recovered from them.

This study presents a model to predict fate of resuspended sediment in the development of deep-sea mineral resources including manganese nodules under Clarion-Clipperton area of the Pacific Ocean. The manganese nodules are expected to be developed near future and major research is undergoing in Korea recently concerning many aspects of the mineral resources development. One aspect is about environmental concern related to the deep-sea development, and a major environmental problem is the resuspended deep-sea sediment. In order to quantitatively analyze the resuspended sediment in the water column during the deep-sea development, particle size distribution (PSD) was considered an important factor in this research. The model developed here includes PSD and coagulation process, as well as sedimentation process. The model is one dimensional in the vertical profile, and was designed to describe the change of particle size distribution in the water column in the given vertical point. Based on the mathematical modeling, a numerical model was developed. Using the model, basic simulation was performed under representative environmental setting of the deep-sea environment. The simulation showed the dynamics of change of particle size distribution for 50 m depth of water column from the deep-sea bed, up to 10 days of simulation time. The simulation results indicate that coagulation seemed an important factor in the fate of resuspended deep-sea sediment. As a result, this research shows that the particle size distribution approach, as well as considering the coagulation process, is needed and may be effectively applied to environmental impact analysis of deep-sea resuspended sediment.
