The goal of this program was to produce a set of baseline health and safety training materials that could be used by the metal/nonmetal mining industry to reduce injuries and to comply with federal training requirements. The materials developed are arranged in a two level outline format. The first level provides the title, course goals, background and topical outline while the second level provides a detailed outline of the course content. Visuals, designed to portray miners in a positive, attractive fashion, were done in simple line drawing so they would reproduce for handouts without loss of quality. Each of the required units in the Baseline Guides have one or more self-checks. These are designed to be suggestive of evaluation techniques the users can develop for themselves. An instructors guide and a mining terms glossary are included. In a second phase the program developed performance based training guides for Annual Retraining and Experienced New Hires in the Underground Salt Industry.

The majority of fatalities that occur in road construction work zones in the United States involve a worker being struck by a piece of construction equipment or other vehicle. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health, in cooperation with the Washington State Department of Transportation, is evaluating methods to decrease these accidents. One such method uses devices that assist equipment operators in monitoring blind areas around the equipment to prevent collisions with workers on foot or other objects. Several cameras and sensor systems are available for this application, and a study was conducted to evaluate these systems on various trucks used in road construction and maintenance. Tests were conducted using sanding trucks during the winter months, which allowed researchers to investigate the effectiveness and limitations of various technologies under the most extreme conditions. Tests were also conducted using dump trucks during the warmer months to study the effectiveness of the systems in highway work zones. Results show that many difficulties arise when using camera and sensor systems in cold, snowy climates. And, while the operation of these systems is more reliable during the warmer months, challenges still exist in using them on equipment in crowded work areas.

Sandstone, a widely distributed siliceous sedimentary rock, is the third most popular building stone in the United States. It is formed by the breaking down of preexisting rocks by weathering, subsequent segregation of the detrital quartz grains into discrete deposits by the sorting action of water or wind, and finally cementation of the quartz sand into a coherent rock. The homogeneity and resistance to weathering of the resultant sandstone make it suitable for exterior construction. Its excellent wearing properties explain its popularity for flagging and stair treads. However, quarrying and dressing methods and costs are adversely affected by the abrasiveness and hardness of sandstone especially as compared to limestone.

[Selenium and tellurium are rare elements in the earth's crust. Their scarcity and primary dependence of supply on copper and lead output are in consonance with the relatively small quantities consumed at 1964 level. Production depending on output of copper and lead creates a supply situation- which would appear to militate against development of large-scale usage of these elements. However, supplies have adequately met. demand in the past decade and can be increased substantially if warranted by new uses for either selenium or tellurium Ores of copper and lead re the principal sources of selenium and tellurium. The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.

"INTRODUCTION A previous paper by H. H. Storch 4 described. three processes for the production of potassium sulphate from polyhalite (K2S01.MgSO1.2CaS04.2H2o), Since these processes depended upon calcination of polyhalite followed by leaching with water at 100°C., the fundamental reactions occurring in these steps were discussed in detail. This paper, which describes processes producing syngenite (K2S04.CaSO4.H2O) and potassium sulphate and gives data concerning the production of by-product magnesia, presents the results of work performed at the Non metallic Minerals Experiment Station of the U. S. Bureau of Mines, maintained at New Brunswick, N. J., in cooperation with Rutgers University.A study of the solubility relationships of the system 5 Ca++ -Mg++ -K+-SO4 = H20 at 25ºC. shows that syngenite is stable in the presence of a concentrated MgSO4 solution, the K2SO : equilibrium concentration being comparatively low (2.6 per cent), The processes described below, which involve the conversion of calcined polyhalite to syngenite, are based on the 25°C. equilibria. It has further been found that syngenite can be decomposed by water at 100ºC, yielding a 9 to 10 per cent K250 solution, the solid phase being potassium calcium pentasulphate (K2SO, 3CaSO.H2O, hereafter referred to as ""pentasulphate""). This latter compound is unstable in the presence of water at 25°C., its decomposition resulting in a solution containing about 3 per cent of K2SO4 and a solid phase consisting of gypsum. This behaviour of syngenite with water at 100°C. and of pentasulphate with water at 25ºC. constitutes the basis of processes for the production of K2SO4 by way of the conversion of calcined polyhalite to syngenite,Syngenite is a product which may be used as a fertilizer per se. As produced in the process to be described, it contains about 50 per cent of K2SO1, and will readily give up its potash content on treatment with water, although the limiting concentration at ordinary temperatures is approximately 3 per cent. This definite but limited solubility should make this product more desirable as a fertilizer then the more concentrated forms of potash salts which have higher solubilities and hence involve the danger or plant injury due to a high local concentration of potash."

Coal seams form over millions of years by the biochemical decay and metamorphic transformation of plant materials. This coalification process produces large quantities of byproduct gases, such as methane and carbon dioxide. The amount of these byproducts increases with the rank of coal. It is the highest for anthracite, where for every ton of coal nearly 1,900 lb of water, 2,420 lb (20,000 ft3) of carbon dioxide, and 1,186 lb (27,000 ft3) of methane are produced [Hargraves 1973]. Most of these gases escape to the atmosphere during the coalification process, but a small fraction is retained in the coal. The amount of gas retained in the coal depends on a number of factors, such as the rank of coal, the depth of burial, the type of rock in the immediate roof and floor, local geologic anomalies, and the tectonic pressures and temperatures prevalent at that time. The gases are contained under pressure and mainly adsorbed on the surface of the coal matrix, but a small fraction of gases is also present in the fracture net-work of the coal. Methane is the major component of gases in coal, comprising 80%–90% or more of the total gas volume. The balance is made up of ethane, propane, butane, carbon dioxide, hydrogen, oxygen, and argon.

Two wetland simulation experiments were carried out in order to determine the effects on manganese retention of several wetland design parameters, including flow rate, inlet pH, carbon supplementation, substrate type, and surface free water depth. The primary aim in each experiment was to determine if sustained manganese retention could be accomplished under the specific experimental treatments. If successful, these experiments could recommend design parameters for the construction of field wetland systems for manganese treatment. Crushed limestone clearly was superior to spent mushroom compost with respect to manganese retention. The presence of free surface water detracted from manganese treatment, while lower flow rates enhanced manganese treatment. Sustained manganese retention was achieved using crushed limestone as the substrate coupled with an absence of surface free water, under inlet water conditions of pH 7.0 and no appreciable iron. Sustained manganese retention was not achieved under reducing conditions using spent mushroom compost while varying flow rate, inlet pH, and carbon supplementation regimes. However, lowering the flow rate resulted in many significant beneficial effects on outlet water chemistry: lower outlet manganese concentrations (over the short term), higher outlet pH, lower outlet acidity, higher outlet alkalinity, higher outlet sulfide, lower outlet sulfate, and lower outlet redox potential. Supplementation of the wetlands with dairy whey resulted in lower outlet manganese concentrations (over the short term), marginally higher outlet sulfide levels, and acted to lower the redox potential under the high flow regime. Wetlands receiving a neutral pH had lower outlet acidity, higher outlet alkalinity, lower outlet sulfate, but equivalent outlet manganese concentrations than wetlands receiving an acidic pH. When manganese is the primary mine water contaminant and a passive water treatment system is to be used, it is recommended that crushed limestone with negligible surface water be used in place of composted materials. This recommendation assumes a source water with circumneutral pH and an absence of other metals.

Zinc smelting is frequently termed a backward art. The term is hardly true, for great progress has been made in recent years in the design and in the thermal efficiency of the retort furnace, in the quality of retorts, in the recovery of zinc, and in the ability to treat more impure and complex ores. The fact remains, however, that the peculiar physical and chemical properties of zinc have delayed such immense advances-large smelting units, high recovery, low-unit costs, and ability to treat low-grade ores-as have been made in the metallurgy of lead and copper. In current retort-smelting practice, the ores, if carbonates, are calcined to remove carbon dioxide; or, if sulphides, are roasted to remove sulphur. The sulphur must be eliminated as completely as possible, usually to less than 1 per cent. This means that the roast must be continued for a long time at a high temperature, with resulting high cost and small capacity per furnace. The roasted ore is mixed with about 50 per cent of its weight of reducer, which may be fine coke, anthracite, or nonbituminous coal. This mixture is charged into horizontal fire-clay retorts. The retorts used in this country are about 8 inches in internal diameter by 4 feet in length and hold 50 or 60 pounds of ore. The diameter of the retort is limited by the time required for the heat to penetrate to the center of the charge; the length by the strength of the retort, which at the high temperature employed can not support the weight of the charge if the span is more than about 50 inches. The retorts are heated externally by coal, natural gas, or producer gas to a temperature of 1,200° C. or more. The zinc oxide is reduced to zinc, which is volatile at this temperature, and passes into a conical fire-clay condenser attached to one end of the retort, where it condenses to liquid zinc and is removed. Twenty-four hours are required for distillation, and because of the low heat conductivity of the retort walls and of the ore charge itself, the heat efficiency even of the most modern regenerative furnaces is only about 12 per cent. This report documents, from concept through field testing, the pan scraper Wheel Slip Monitor. The function of this device is to instantly warn the scraper operator of wheel slip and thus enable him to take immediate corrective action. Knowledgeable pan scraper people recognize that the preponderance of scraper tire damage and wear occurs during useless wheel slip when the scraper operator attempts to increase machine draft beyond what traction will allow. The resultant shortened tire life has become very expensive. The Wheel Slip Monitor reported here provides the means for relieving the scraper operator of attempting to judge wheel slip on tires he cannot see. Direct and intuitively understandable audible and flashing light warnings tell the scraper operator which wheel is slipping and also indicate the relative magnitude of the slip. Beside the Wheel Slip Monitor's patent utility as a real time operator aid, it has unique potential for application to extended term wheel slip history acquisition under field conditions. This information has never been easily available and it promises practical value in pan scraper management.

This report presents a complete coverage of results from Bureau of Mines preliminary research and the field application of explosive fracturing techniques to prepare oil shale for in situ recovery of shale oil. Small-scale surface tests were conducted to determine the feasibility of using a nitroglycerin-base explosive for creating rock fractures. Prior to underground testing, surface and near-surface tests with liquid explosives showed that explosions in sheetlike layers simulating underground fractures would propagate effectively. Successful surface experiments were conducted using layers of explosive placed between glass plates and explosive-saturated sand confined in small-diameter metal tubes. The tests in glass-plate reservoirs and metal tubes demonstrated that nitroglycerin would detonate and the explosion would propagate in cracks as thin as 1/32 inch and through distances up to 12 feet. In a shallow field test, nitroglycerin was detonated in a vertical crack in limestone and produced extensive fracturing. Explosive fracturing tests were performed in oil shale formations on seven sites near Rock Springs, Wyo. The procedures included (1) displacing and detonating nitroglycerin in natural or hydraulically induced fracture systems; (2) detonating nitroglycerin in wellbore shots; (3) displacing and detonating nitroglycerin in induced fractures followed by wellbore shots using pelletized TNT; and (4) detonating wellbore charges using pelletized TNT. The research on oil shale formations demonstrated that nitroglycerin displaced in a natural or hydraulically induced fracture would detonate, and the explosion would propagate through the explosive-filled fracture. Shooting a pattern of wells in oil shale at 100-foot depth with wellbore charges of pelletized TNT developed a satisfactory interwell fragmented zone. Tests performed on other sites at depths to 385 feet caused fragmentation of rock around the wellbore and provided interwell communication. Fourteen methods used to evaluate the extent and degree of fragmentation in the explosive fractured oil shale are discussed.

Under the Heavy Metals Program, investigations were conducted at the old Badger dill placer mini in Nevada County California to collect data and information regarding drilling and sampling methods and deposit characteristics. The studies contributed to a team effort by five Bureau of Mines research groups to develop new or improved placer mining technology in the Tertiary gold-bearing channel gravel of northern California. This report describes the techniques used and the results obtained in the sampling and drilling stage of deposit delineation studies that were conducted by the Denver Mine Systems Engineering Group. Sampling included the collection and processing of 400 tons of largo and small volume samples from drill holes, underground workings, surface pits, and blast hole rounds. A total of 355 samples averaging 2,296 pounds per sample provided reasonably accurate data for analysis of the gold distribution. These studies indicate that the bulk of the gold is within 40 foot of bedrock in stacked, lenticular zones of cemented gravel that are largely confined to the relatively narrow, meandering course of the deepest portion of the bedrock channel. Drilling studies involved the testing of three types of truck-mounted drills including rotary, bucket and vibratory, none of which proved to be a completely versatile tool for sampling quickly and reliably both consolidated and unconsolidated gravel.

In 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied 39,420 acres of the 60,960-acre Skedaddle Wilderness Study Area in order to evaluate its identified mineral resources. There are no known mines or mining operations in the study area. None of the prospects or claims in or within a 1 mile peripheral zone around the study area have recorded production. At least 276 recorded lode, 6 unrecorded lode, and 29 placer claims have been located in and within about 1 mile of the study area. Approximately 191 of the claims are in the study area. Four of these were current in 1985; all four are wholly or partly inside the study area. None of the study area was being explored by private industry in 1985. Metallic and nonmetallic commodities present in the study area consist of gold, mercury, perlite, basalt, pozzolan, stone, and sand and gravel. Perlite is represented by a single deposit which contains 184,000 tons of subeconomic resources in and adjacent to the study area. No other sites contained identified resources. There are no other identified nonmetallic resources in the study area. Occurrences in and near the study area contain small amounts of gold and mercury in vein-type deposits and show characteristics similar to bulk-tonnage, low-grade gold deposits. No base-metal resources were identified. The gold and mercury mineralization and perlite deposit are spatially related to a volcanic center located in the Skedaddle Mountains. Prospects in the Skedaddle Mountains may contain both precious metals and perlite resources, but additional work is required to adequately delineate these areas.

A few of the more progressive mining companies have taken precautions to safeguard employees or man-trips. Specially constructed men-cars -have been provided with special devices or mechanisms to stop the cars on slopes, if the hoisting cable should break. Cars have been equipped with safety chains to connect and hold them together if a coupling should break. Steel frames covered with heavy wire netting have been placed over cars to reduce injuries to the riders from roof fails on slopes. A safety cable passing from the front car to a point above the cable socket on the slope hoisting cable is used frequently as a precaution in case the socket loosens o the main cable breaks at the socket. Such devices are commendable, but the percentage of man-cars and man-trips protected is relatively small - entirely too small. Man-trips that travel level haulage roads are rarely protected safety devices, and haulage roads are seldom inspected by mine officials to determine the condition of roof and ribs.
