In 1984, at the request of the Bureau of Land Management, the Bureau of Mines studied 7,000 acres of the 9,240-acre Little Blitzen Gorge Wilderness Study Area in Harney County, OR, to evaluate its mineral resources. The study area is dominated by a 1,500-ft-deep canyon that was carved by Pleistocene glaciers in gently westward-dipping homoclinal flows of Miocene Steens Basalt. The Bureau reviewed pertinent literature and county mining records During the field investigations, 18 rock samples were collected from basalt dikes, breccia, fractured or porphyritic flows, and 20 alluvial samples from gravel accumulations. Mercury anomalies from sampling by the Oregon Department of Geology and Mineral Industries could not be verified. The mercury might have originated -From the Pike Creek Formation, a known mercury-producing unit that may extend into the study area beneath the Steens Basalt. Any epithermal deposit at depth would be expensive to explore and develop.

Since 1922, when a brief report3 on the production and utilization of garnet was issued by the Bureau of Mines, there have been a number of interest—in developments in the technology of that mineral. Greater activity has been displayed in mining, new mills have been erected, and more attention has been paid to improvements in milling so that a more efficient and economical recovery of garnet has been possible. These activities have resulted in larger production; therefore, attempts are being made to broaden the market for garnet abrasives, and to find new uses for the unusual combination of physical properties than this mineral possesses. The writers have recently completed a field study of the occurrence, methods of mining and milling of garnet, and the manufacture and utilization of abrasive garnet products. This preliminary report indicates the most important sources of garnet, the methods by which it is recovered, and the manner in which it is recovered, and the manner in which it is utilized.Chemical and Physical Properties.The term ""garnet"" is applied to a closely related group of minerals which crystallize in the caste forms and possess similar physical properties, although their chemical composition may exhibit greater variation. The chemical composition of the garnet group may be represented by the general formula 3R"" O.R""' 203.3S102, in which R represents the bivalent elements calcium, magnesium, in the manganese state and ferrous iron, R"" represents the trivalent elements, ferric iron, aluminum and chromium in the chromie state. An account of the amorphous substitution of the different bivalent and trivalent elements, specimens whose composition may be represented by a definite formula are rare, the composition of any given specimen generally exhibits treat complexity.

After becoming an oil exporter in 1972, Ecuador experienced a remarkable economic upswing until 1978. However, in 1979 and 1980, a combination of only slight improvements in agricultural output and stagnating petroleum output lowered rates of real gross domestic product (GDP) expansion to 5.3% and 4.3%, respectively. In current prices, the GDP in 1980 was estimated at $11.3 billion.2 The slowdown in growth is attributable in large part to the low level of petroleum exploration in the 1972-79 period. Ecuador's production of petroleum declined 4.5% in 1980 compared with that of 1979. The consortium of Corporación Eatetal Petrolera Ecuatoriana (CEPS), the State oil company, and Texaco, Inc., operating in Ecuador's eastern jungle region was responsible for nearly all of 1980 production, The volume of total crude petroleum exports from Ecuador dropped from 44.7 million barrels in 1979 to 40 million barrels in 1980, although crude petroleum export revenues rose from $1,032 million in 1979 to $1,294 million in 1980- The latter figure represented 54% of Ecuador's 1980 merchandise exports. Crude oil exports accounted far about 46% of the value of 1979 merchandise exports. The total nonfuel mineral exports in 1980 were valued at less than $1 million.

PRODUCTION of cesium, cesium salts, and rubidium salts in the United States declined somewhat from 1961 levels; rubidium production was virtually unchanged. Imports of pollucite declined because consumption was supplied partially out of inventory. Domestic Production.-About 50 tons of pollucite was reported mined at the Tin Mountain mine in the Black Hills of South Dakota. The Dow Chemical Co., Midland, Mich., MSA Research Corp., Callery, Pa., and Penn Rare Metals, Inc., Revere, Pa., produced a total of 159 pounds of cesium. Rubidium production remained essentially the same as in 1961. Shipments of the two metals by these companies and by American Potash & Chemical Corp., Trona, Calif., totaled 279 pounds. Production of cesium and rubidium salts by American Potash & Chemical Corp., Penn Rare Metals, Inc., and Rocky Mountain Research, Inc., Denver, Colo., declined substantially during 1962.

The Roof Fall Risk Index (RFRI) is a new method introduced by the National Institute for Occupational Safety and Health (NIOSH) to assist the underground stone mine operator in 1) assessing defects the mine strata and 2) rating the relative roof fall risk these defects pose. The RFRI utilizes observational techniques to identify defects in the roof strata caused by local geologic, stress, and mining conditions. Assessment values for ten defined defect categories provides the foundation for estimating a range of risk conditions between 0 and 100 that define the potential for a roof fall. This paper examines how the defect information is collected using two field verification sites and proposes methods to analyze the RFRI data. These examples provide information on how well the method replicates observed conditions and how it might be applied in practice.

Mineral production in Fiji, a group of 322 volcanic islands and atolls of Melanesia in the southern Pacific Ocean, continued to be dominated by gold. However, the Fijian mineral sector remained a minor factor as a source of export earnings, Government revenues, and employment, generating only 1% of the gross domestic product (GDP), estimated as $1.2 billion.2 The largest and most important mining operation was the Vatukoula gold mine on the north side of Viti Levu, the main island. The Vatukoula Mine has been in prduction since 1932, producing about 3.8 million troy ounces of gold and 1.3 million troy ounces of silver to date. In April 1983, the large Australian mining firm, Western Mining Corp. (WMC), assumed operation of the mine in a joint venture with Emperor Gold Mining Co. Ltd., which operated the mine previously. The WMC takeover of the mine management was expected to bring in additional capital and technological expertise in order to modernize operations, increasing both efficiency and output. During the year, rate of recovery was only about 75% of the gold contained in the ore and only 40% of the contained silver. Mining at the Vatukoula Mine was done using bath opencut and underground methods, with about 60% of the ore mined attributed to the underground operations.

With greater production of coal per man-hour of work than ever before achieved, the coal-mining industry of the United States established a better safety record in 1941 than in any year since 1930, the earliest for which complete reports of nonfatal as well as fatal injuries were collected by the Bureau of Mines, United States Department of the Interior. In only one year (1933) of the 12-year period 1930-41 was the fatal-accident rate better than in 1941, whereas the rate for nonfatal accidents was better in 1941 than in any previous year. Accident and employment reports received from mine operators, together with fatal-accident reports received monthly from State mining departments and inspectors, showed that 546,692 men were employed in and about the coal mines of the United States during the calendar year 1941. This number does not include office employees or coke-oven workers. The increase of 1.3,426 over the number of employees in 1940 was accompanied by a gain in man-hours of work performed at the mines and an increase in average number of hours worked per man during the year.

The advance-and-relieve method benefits from lateral destressing associated with mining in laminated rocks and a high horizontal stress regime. This stress control method is based on measurements showing that occurrence of rock failure in the roof and floor of an entry (or caving of roof strata in a panel gob) results in redistribution of stresses in adjacent entries. By locating other entries within the shadow zone of the first entry (or gob), improvements in stability can be achieved. Numerical modeling proved useful in studying the basic mechanics of lateral relief while investigating the sensitivity of results to different geologic and mining parameters using controlled experiments. It was shown that failure of rocks near an entry results in redistribution of horizontal stress and shifting of the stress to higher horizons. Measurements from two mines are consistent in showing significant horizontal stress reductions in comparison with the far-field stress regime within the destressed zone. Although the far-field stress regime is very anisotropic, these measurements show near-equal secondary principal horizontal stresses, or perhaps a switch in orientation, as a result of destressing. Stress relief is achieved through lateral movement and relaxation of rocks along weak bedding planes toward adjacent caved zones (or softened zone). Because of cave geometry in the advancing panel, horizontal stress concentrations occur near the cave line both in front of the face and to the sides. The horizontal stress concentration reaches 1.7 times the far-field stress ahead of the face. This stress increase is significant and may cause structural damage in this zone benefiting from additional support. In the next advancing panel located within the shadow zone of the gob, horizontal stresses are significantly reduced in the roof (by 50%). Thus, the stability of future advancing panel can be improved through prudent layout designs and sequencing. The width of the relief zone is significantly influenced by the height of the softened (or cave zone) and rock mass properties.

A room and pillar coal operation in central Pennsylvania was experiencing roof cutters and long running roof falls caused by high horizontal stresses. The roof conditions created hazards for the miners, and caused several production panels to be abandoned prematurely. The mine requested assistance from the National Institute for Occupational Safety and Health (NIOSH) in applying the "advance and relieve" mining to reduce the affects of the horizontal stress during panel development. The "advance and relieve" plan that was developed called for removing a pillar on one side of the panel as it was being advanced, thus creating a cave. The caving then relieved a portion of the horizontal stress across the panel. Because the horizontal stress direction is key to the success of this method, stress mapping as well as mining experience was used to establish the direction of the horizontal stress. Subsequent field measurements provided an estimate of the stress magnitude. Three panels were mined using this technique, and good roof conditions were achieved in all these panels. Instrumentation was used to monitor the stress changes in the roof created by the cave. Stress relief of over 1,000 psi was measured 120 ft from the cave and to depths of 20 ft into the roof. The lateral extent of the stress relief zone across the panels appears to be about 400 to 500 ft. This case history has provided much insight into the practical application of the "advance and relieve" method discussed in this paper.

THE HELIUM ACT (50 Stat. 885; 50 U. S. C. 161,163-166), as amended, places the responsibility for conserving, producing, and selling helium upon the Secretary of the Interior, acting through the Bureau of Mines-the only producer of helium in quantity in the world. It operates 4 plants-I each at Amarillo and Exell, Tex.; Otis, Kans.; and Navajo (Shiprock), N. Mex. The demand for helium has increased steadily since the decline immediately after World War II and is expected to exceed the capacity of the present plants in the near future. The Congress has appropriated $6,000,000 far constructing a new plant. In addition to providing additional capacity to meet increased demands for helium, the new plant will enable the Bureau of Mines to better conserve the helium in, the Government-owned reserves at Amarillo and Navajo.

Occupational hearing loss is a permanent illness with no recovery currently possible. For underground coal mine workers, Noise Induced Hearing Loss (NIHL) continues to be a serious health issue. One of the principal and fundamental machines used in underground mining operations is also one of the loudest. Noise generated on the continuous mining machine is the result of 3 operational components: the cutting system, the dust collection system, and the onboard conveying system. During underground acoustic evaluations, the conveyor system noise was observed to be dominant. In order to more closely examine sound generated by the continuous mining machine, sound power levels were measured in a reverberation chamber at the Pittsburgh Research Laboratory (PRL). Different chain types and configurations were installed on the conveyor system, and the resulting sound power level ranged from 118 dB(A) to 108 dB(A). Noise generated by the dust collection system was also examined and found to be 107 dB(A).

Ductile hafnium was not obtained consistently by the conventional Kroll process. The bimetal reduction modification produced a more ductile hafnium by lowering the impurities, especially oxygen, in the sponge metal. Hafnium oxide was chlorinated in the presence of carbon to form anhydrous hafnium tetrachloride, which was reduced by sodium and magnesium in an inert atmosphere to produce sponge hafnium metal. After vacuum distillation to remove the byproducts, the sponge was arc-melted into ingot and rolled into strip. Metallic impurities were decreased by evaporating the hafnium tetrachloride from a fused salt. An excessive amount (over 1,200 parts per million (p.p.m.)) of aluminum was contained in some of the hafnium oxide, much of which remained as aluminum chloride in the hafnium tetrachloride during chlorination. Evaporation of the hafnium tetrachloride from a fused NaCI-KCI mixture during the Mg-Na reduction greatly lowered its aluminum content, as most of the aluminum and some of the other metallic impurities were retained by the fused salt.

Deep cover retreat mining (overburden in excess of 750 ft) is an important emerging issue which will intensify in the future as the more easily mined shallow seam reserves are depleted. Analysis of Mine Safety and Health Administration (MSHA) statistics indicates that deep cover pillar recovery accounts for a disproportionate share of the underground coal mine roof/rib fall fatalities and injuries. Past research has shown that previously recommended Analysis of Retreat Mining Pillar Stability (ARMPS) stability factors (SF’s) may be excessive for deep cover pillar design. The objectives of this study were to evaluate the various methods and strategies by which panels, production pillars and barrier pillars are developed and extracted under deep cover, and to develop appropriate design guidelines. In the course of the research, 29 mines in 7 states were investigated to collect panel design case histories. At each mine site, underground geotechnical data were collected on the pillar line in order to document roof rock, coalbed and floor conditions. The analyses indicated that squeezes were the most likely failure mode where the depth was less than 1,250 ft, but bumps predominated in the deeper cover cases. Immediate roof rock quality, the ARMPS SF’s, and barrier pillar stability factors were all found to be important parameters in determining the outcomes of the case histories. Design guidelines, including suggestions for barrier pillars to isolate active panels from nearby gobs in bump prone ground, are also proposed.

Advance knowledge of roof conditions can lead to improvement in roof control strategies that will reduce roof falls and ultimately will reduce injuries to mine workers. J.H. Fletcher and Company, in cooperation with West Virginia University, has been developing a system to meet these needs by collecting torque, thrust, and rotation speed data during drilling operations. Recent improvements in analysis algorithms to detect anomalies in the roof structure as well as various display enhancements for real time mapping and evaluation of roof structures have been incorporated into current Fletcher Information Display system. The unit has also been housed in an explosion-proof container to allow use in coal mine applications. Recently, the system has undergone extensive field trials in several limestone mines and one coal mine. During these trials, the National Institute for Occupational Safety and Health assisted Fletcher in verifying the accuracy of the roof mapping capability of the system by comparing the display information to bore hole scoping observations and drill corings. It was concluded from this assessment that the intelligent drilling system can complement scoping and core analysis to provide a more complete picture of roof strata and is capable of seeing features or conditions that are not always obvious in these more traditional methods.

1. INTRODUCTION In the early 1980s, the U.S. Department of the Interior’s Bureau of Mines Pittsburgh Research Center required that a large reverberation acoustic facility be constructed. This facility was designed to determine the sound power level emissions of mining equipment, especially continuous miners and jumbo drills. A contract for a conceptual design of a reverberation chamber was awarded to Wyle Laboratories of Huntsville, AL, which had extensive experience in the design, construction, and accreditation of acoustical reverberation chambers. The following standards were referenced as guidelines for the design of the chamber: ANSI S1.31-1980, “Precision Methods for the Determination of Sound Power Levels of Broadband Noise Sources in Reverberation Rooms” and ANSI S1.32-1980: “Precision Methods for the Determination of Sound Power Levels of Discrete-Frequency and Narrowband Noise Sources in Reverberation Rooms.” Specific requested criteria included that the room be large enough to accommodate typically large mining equipment and that there be adequate acoustical modal density in the frequency range of interest. It was also required that the room dimensions would support broadband acoustical measurements down to the 100 Hz third octave band. With the closing of the Bureau of Mines in 1996, this reverberation chamber lay dormant for a number of years. However, this facility is now part of the National Institute for Occupational Safety and Health’s (NIOSH’s) Pittsburgh Research Laboratory (PRL). One of NIOSH’s missions is to decrease noise induced hearing loss among the nation’s mineworkers. To this end, PRL researchers are refurbishing and instrumenting this reverberation chamber to facilitate assessment of the various engineering controls being developed to decrease the sound power level emissions of mining equipment. Early on, this work has sought to bring the chamber up to the level of ISO 3743-21 standard for engineering grade measurements for broad-band noise, with a longer range goal of improving the lab to meet the requirements of ISO 37412standard for broadband precision grade measurements. 2. DESIGN OF THE REVERBERATION CHAMBER The nominal room dimensions are 18.3 meters long by 10.3 meters wide with a height of 6.7 meters. The chamber volume is 1,286 cubic meters. These dimensions are important, as few reverberation facilities are large enough to test typically huge mining equipment. The floor is poured concrete with a sealer to make it acoustically reflective. The walls are built of hollow concrete block, 16 inches long x 8 inches high by 12inches thick. High methane emissions originating from the active face areas and from the fractured formations overlying and underlying the mined coalbed can adversely affect both safety and productivity in underground coal mines. Since ventilation alone may not be sufficient to control the methane levels in the longwall mining environment, gob gas ventholes have become a standard supplementary methane control option in many mines. As mines progress into deeper and gassier coalbeds, or as longwall panel size increases, ventilation and gob gas ventholes together may not be sufficient to maintain methane levels within statutory limits. To decrease the risk associated with methane emissions under these circumstances, in-seam horizontal methane drainage is often used to reduce the gas content of the coalbed prior to mining. Horizontal methane drainage borehole completion designs, drilling strategies, and degasification lead times may need to be adjusted for site-specific conditions due to mine design, geology, and the gas content of the coalbed. This study investigates different horizontal methane drainage borehole patterns, borehole lengths, and degasification times prior to and during panel extraction to evaluate their effectiveness in reducing methane emissions using a "dynamic" 3D reservoir modeling of a 38 1-m wide longwall panel operating in the Pittsburgh coalbed. Results of this study showed that dual and tri-lateral boreholes are more effective in decreasing emissions and in shielding the entries compared to fewer shorter, cross-panel, horizontal boreholes parallel to the longwall face. Modeling results showed that after 12 months of pre-mining methane drainage, the average longwall face emission rates can be reduced by as much as 10.3 m3/min and 6.8 m3/min using tri- and dual-lateral boreholes, respectively. It was also shown that if pre-mining methane drainage time is short, it is important to continue methane drainage during the panel extraction to maximize reductions in longwall face emissions since additional face emission reductions achieved during this period can be comparable to pre-mining degasification.

This article examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are:(a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f)training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. THE Bureau of Mines was established in July 1910 to conduct research and to establish standards for mining equipment and practices which would conserve human life, natural resources, and property in the mineral industries. Several lists of equipment approved by the Bureau as permissible for use in gassy coal mines have been issued since then. The lists covering all approved equipment except breathing apparatus and explosives have born consolidated into two publications: Bulletin 343. Permissible Equipment Approved to January 1, 1953, and Information Circular 8220, Permissible Mina Equipment Approved By The Bureau of Mines During 1953-62. The Bureau of Mines Minerals Information organization collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Minerals Information activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral- material production or consumption.
