"When, in 1973, a limit was placed on the amount of dust in the coal mine atmosphere, restricting the average exposure of a coal miner to 2 milligrams of dust per cubic meter of air (mg/m'), skeptics in the United States and abroad Said the standard could never be achieved. They cited much more lenient standards already established in other countries and refused to believe that the United States could meet the world's most stringent requirements in mines where dust had never before been regulated. Yet 10 years later the goal had largely been achieved and miners were working underground in a cleaner atmosphere than ever before. It was a major achievement and a big stride in what had become a war on coal workers' pneumoconiosis (CWP), the black lung disease prevalent among miners in underground coal mines.Although the health hazards caused by working in a dust-filled mine atmosphere have long been recognized, the problem became particularly acute in this century with the mechanization and increased productivity of underground coal mining. The United States was much slower than some other countries to address the problem of respirable diseases among miners. While dust levels in South African gold mines were first regulated in 1912, in the United States it was only when 476 workers died of silicosis while blasting a tunnel through a mountain near Gauley Bridge, West Virginia in the 1930s that widespread public attention became focused on the plight of workers in dust-filled environments. Another 30 years passed before regulation of dust finally became law in the Coal Mine Health and Safety Act of 1969.With a stringent new standard imposed in all underground coal mines, the industry was faced With the daunting problem of reducing levels of airborne dust from perhaps 6.5 mg/m' to 2 mg/m', in an inherently dusty operation carried out in the close confines of underground passageways. Most of the coal dust is made by the cutting operation in which the continuous miner or longwall machine can produce several thousand milligrams of respirable dust for each ton of coal mined. Other dusty operations such as drilling holes for roofbolts, loading and unloading coal on shuttle cars, and the operation of conveyor belts contribute to the overall problem.Since the institution of the new dust control standards, a number of strategies have been adopted for reducing the coal dust in the mine atmosphere. These strategies involve engineering and design improvements that help lo prevent the generation of particles, keep particles of dust from becoming airborne, carry dust away from the working area, and isolate the dust from the workers in the mining operation. These procedures have been pursued vigorously by the Bureau of Mines, and many successful methods have been developed to reduce the mass concentration to which the workers are subjected. The mining companies were reluctant at first to confront the problems but after a period of trials and gradual improvement, they joined with others in the fight to reduce the dust concentrations in the working place."

The methodology for describing the geochemistry of elements in a coal seam have been developed. This has been applied to the Rosebud Coal Seam, which is an economically important member of the subbituminous coals of the Fort Union Formation in Eastern Montana. The method development has involved a detailed study of two popular techniques for determining the metal geochemistry of coal, namely, whole coal analyses and coal physical fractionation. The mathematically contrived element associations (whole coal analyses technique) and the element concentration trends in the float and sink fractions (physical fractionation technique) are considered to lead to only qualitative conclusions concerning the chemical associations of the elements in coals. Additionally, the processes taking place with the coal during low temperature ashing in an oxygen plasma are experimentally investigated and shown to be of sufficeint extent that the use of such low temperature ash for deciphering element geochemistry is questionable. The method developed in this study is a chemical fractionation that involves the sequential leaching of coal with water, 0.5 N HC1, 3 N HC1, 2 N HNO3, and 48% HF. These leach solutions are shown to selectively dissolve the predominate inorganic phases, sulfates, Ca and Mg carbonates, Fe sulfides and K alumino-silicates and quartz, respectively. These phases were identified with the use of XRD, SEM, EM and leaches (water and 0.3 N HC1) of whole coal and low temperature ash. The incorporation of the anion-exchange step in the leaching scheme was investigated and was observed to warrant further study of such intensity to be, at the time, unuseable. The use of this sequential leaching technique on several coal samples from the same seam generates element concentration trends that can be quantitatively interpreted with respect to the chemical associations of the minor and trace metals in the coal seam. The properties of the various seams of economic importance in the Fort Union Formation in Eastern Montana are compiled and presented. The subsequent conclusion is that there is not a large variation in the properties of these coal seams and that the variations within the Rosebud are within one order of magnitude. The chemical fractionation technique, investigated in this study, was applied to composite tipple samples of the Rosebud seam. Each composite sample represented 76,800 tons of coal. A minimum of 32% of the Ca and Mg are present as separate water soluble sulfates. An excess of the sulfate ion in the water extracts shows the predominating influence of the ion exchange capacity of the organic compounds in the coal. Based upon the CO content of the coal and the HC1 leachate data, 25 to 30% of the alkaline earth elements exist as separate carbonates and the remainder are associated with the organic compounds. The small fraction of the illite that dissolves in the HC1 and HNO3 leachates accounts for the K and Al. Slight dissolution of the pyrite in the HCl solvent occurs, the small amounts of Li and As do not relate to any known phase and Mn is present as a separate carbonate phase. Fe and a significant amount of the As exist in the pyrite that is dissolved in the HNO. Se is equally partitioned between the pyrite and the organic compound~. Most of the trace elements are found in the HF solutions. Li, V, and Cr were interpreted to be associated with the clay minerals (kaolinite and illite). Ni and Pb appear to be present as separate phases and 50% of the Hg is HF soluble but is not chemically related to any known inorganic phase.

"Importance pf the small stone problem.Profitable disposal of limestone too small for making lime in the shaft kiln, is one of the most urgent problems in the lime industry. Reports received by the Bureau of Mines from 31 quarries show that the proportion of small stone varies from 2 to 40 per cent, averaging 18 per cent of gross pro¬duction, Modern methods of heavy blasting, and the use of crushers in large quarries tend to increase the proportion of small stone above that produced in early days when light blasting and hand sledging were almost universally used. There is also a growing movement toward underground operation of lime deposits, a method which in general produces a greater proportion of fines than is encountered in open-pit work. Thus the small stone problem is of growing importance, and demands the attention of every progressive lime producer. As the problem is of almost universal interest, it is urgently desired that every operator who reads this report will contribute from his knowledge or experience, answers to the questions on the final sheet.There are several markets in which small stone may be sold but in these markets the competition is generally keen and the prices low. The lime producer's chief product is lime, he understands its manufacture and marketing, and brings him a greater return than can be obtained from most limestone by-products. For these reasons it is evident that the conversion of small into lime is the nest desirable means of disposal."

Field measurements utilizing a seat pad accelerometer were made on 61 surface coal mining machines in order to quantify the vibration levels experienced by the operators. Those data were combined with information on the statistics of the operating times of those machines in order to compare the operator's vibration exposure to the criteria in ISO 2631, ?A Guide for the Evaluation of Human Exposure to Whole Body Vibration.? The comparison showed that about ha]f of all surface coal mining machine operators can be expected to be exposed to vibration exceeding the fatigue decreased proficiency criterion, whereas only on the order of 15% would be expected to experience vibration exceeding the exposure limit. Detailed exposure statistics are presented and the implications of the results are discussed.

Australia is tightening its rules governing mineral processing and the purchase of rural land by foreign investors" Rural land purchasers in the future will have to demonstrate to the Foreign Investment Review Board, the applicable governing body, that they will introduce new techniques or developments that will benefit Australia. In mineral processing, the criterion will be the availability of maximum opportunities for Australian equity capital. The changes are designed to discourage absentee landlords and speculators from abroad. A diamond field discovered several years ago in the northern section of Western Australia, known as the Kimberley region, is now thought to be one of the largest in the world, according to Conzinc Riotinto of Australia Ltd. (CRA). Figures released late in 1981 by CRA indicate that the main orebody of at least 100 million metric tons contains possibly 500 million carats of diamonds with a conservative market value of $8 billion. The diamond stones in the 100-acre deposit are about 10% gem-quality, 30% near gem, and 60% industrial. Initial production is expected to be about 17 million carats annually, which could be expanded to 25 million carats annually. World production of natural diamonds has been about 40 million carats per year from a reserve base of about 700 million carats.

Sodium carbonate, Na2CO3, more commonly known as soda ash, is the most important of the alkalies. Sulfuric acid is the only heavy chemical, Soda ash enters the market either as the natural product or as a manufactured derivative of common salt. Notwithstanding their common occurrence in closed basins of the Western States, natural sodas are produced at present by only four firms, all in the same California area, and satisfy only 4 percent of domestic demand for soda ash; soda ash made from salt supplies 96 percent of the requirements. The impossibility in wartime of routing all westbound American shipping through the Panama Cami.l has curtailed Pacific Coast receipts of soda ash and-increased the importance of local resources of natural carbonates. One of the most promising of ·these is the recently discovered trona (sodium sesquicarbonate)· deposit 2o·mnes· west of Green River, Wyo. Reserves are likely to run into hundreds ·of million·s of tons, and the deposit probably could be worked by the room-and~pillar· system of mining, like common salt or coal. • • Raw materials ·ne·cessary for manufacturing synthetic soda ash occur closely associated in m·afiy parts· bf the United 8tates. Almost unlimited resources of salt in brines and in rock-salt depbsits are located near limestone quarries in many areas. Expansion of the industry to meet wartime needs depends chiefly on availability of trained labor, materials, and equipment necessary for the erection of additional units.

After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.

The U.S. Bureau of Mines (USBM) has conducted research to improve the nondestructive testing (NDT) of wire hoist ropes. Losses in the diameter of a wire hoist rope are used as one criterion for judging when a rope should be replaced. Losses are determined by periodically measuring the rope diameter and comparing this measurement with the original measured diameter; when the diameter reaches a specified minimum at any point along its length, the rope must be retired. Generally, these measurements are made at randomly selected locations along the length of the rope, using a hand caliper. To provide more accurate measurements and to allow measurements to be taken continuously along the length of a hoist rope, an optical diameter-monitoring system was built for the USBM under contract. Continuous measurements are preferable because, when combined with continuous electro-magnetic NDT results, they can indicate whether losses in metallic cross-sectional area originate from external wear or internal wear and corrosion. Tests of the system showed that the instrument met specifications when measuring wire rope at low rope speeds but was inaccurate at speeds over about 30 m/min (100 ft/min). This report describes the prototype system, presents the results of the test program, and describes the capabilities of the system.

This paper is the second and concluding report of the results of the Bureau of Mines' twenty-second semiannual survey of motor fuel marketed in the United States. The first paper Was published as Report of Investigations 30634 and reported data relating to gravity, vapor pressure, and distillation range of the samples. The present paper deals particularly with results of the determination of copper strip corrosion (method 530.22),5 color (method 10.11),6 sulphur content by the lamp method, 7 copper dish evaporation residue (method 530.1),8 and "gum" content as given by the steam-oven method as developed by the Bureau of Mines. 9 The price at the time the sample was taken and the tax are also stated for each sample. The sample numbers used throughout this report are identical with those used in Report of Investigations 306310; ?for example, No. 225 of this report is the same sample as No. 225 of Report of Investigations 3063.

Three hundred and twenty-eight mines and quarries, representing 36 States, took part in the twelfth yearly accident-prevention contest conducted by the United States Bureau of Mines and known as the National Safety Competition. Four underground mines and one open-cut mine (which represents the quarry and open-cut mine group), each the leader in its group, were awarded the ?Sentinels of Safety? trophy. Relative standing in the contest" was determined by the number of days lost from accidents in proportion to the total number of man-hours worked. Since 1925, when the National Safety Competition was inaugurated, an increasing interest has been taken in it by mining and quarrying companies as a means of stimulating mine and quarry safety by competition among similar plants. Each participating plant can, on a basis of its standing and record in the contest, determine to what extent its safety program is succeeding or to what extent it needs strengthening. With this information, each company that has a low standing in the contest can intensify its safety-promotion efforts the following year to obtain a lower rate and possibly win the trophy or achieve honorable mention in the competition. Except for 1929, the National Safety Competition of 1936 represented more man-hours of employment than any other year since the yearly contests began.

"INTRODUCTION During the course of the investigation of the occurrence of manganese deposits in the western United States, laboratory studies of concentration were conducted at the Salt Lake City station on a sample of ore from the Lake Valley mines of the Newalpitt Fluorspar Corp. of Deming, N. Mex. The ore was reported to be representative of the type that would be mined for mill feed. The sample tested was found to be amenable to beneficiation by ore-dressing methods for the production of products that, when sintered, assayed over 44 percent Mn.At the beginning of the investigation of manganese-ore beneficiation in December 1940, the only product marketable to Metals Reserve Company was ferrograde manganese grade B, the requirements for which follow: Mn, min., 48 percent; Fe, max., 7 percent; Si02, max., 10 percent; P, max., 0.18 percent; Al203, max., 6 percent; Zn, max., 1 percent, Al2O3,Later the specifications were modified gradually. As of May 15, 1943, manganese products were acceptable if they contained over 35 percent manganese and less than 3 percent zinc and 1 percent phosphorus. Prices were based upon material containing 48 percent manganese, 6.0 percent iron, and 11 percent silica plus alumina. Premiums were paid for manganese content in excess of 48 percent and iron content below 6 percent, penalties being imposed upon products containing less than 43 percent -manganese, or more than 6 percent iron, or more than 11 percent silica plus alumina. The specifications for commercial manganese further required that maximum particle size be 12 inches and that, 75 percent of the product be coarser than 20-mesh. Therefore, fine material such as table and flotation concentrates had to be nodulized or sintered. In addition, oarbcnate manganese ores were not acceptable unless calcined."

The Bureau of Mines performed a fragmentation experiment in cooperation with Duval Corporation in a porphyry copper-molybdenum deposit near the Sierrita pit south of Tucson, Ariz. This experiment evaluated the fragmentation created in a 10-hole test blast having blasthole spacings of 25, 20, and 15 feet. The 10 blastholes were 9 inches in diameter and contained a total of 17,400 pounds of aluminized slurry blasting agent in 50-foot columns with 60 feet of stemming. Diamond drill core examination was the primary method used to determine the condition of the rock before and after blasting. These core examinations included study of length recovery, rock quality designation (RQD), weight recovery, and size distribution. Topographic surveys were used to measure the rock swell produced by the blast and a fragment size distribution was obtained for the broken material on the surface. Fragmentation to depths of 110 feet was excellent from the 15-to 20-foot blasthole spacing patterns. Good breakage was also produced by the 25-foot pattern although the effects of the blast were not so obvious. In situ leaching tests were not conducted. However, based only on size consideration, all three blasting patterns produced adequate breakage for successful leaching.

During the 20th century, the increased emphasis on worker health and safety and the advent of new mining equipment and methods led to many changes in mine face ventilation practices. Efforts by government and private industry to improve and modify ventilation practices resulted in better health and safety conditions for workers. This article focuses on U.S. Bureau of Mines (USBM) and National Institute for Occupational Safety and Health (NIOSH) research to examine factors that had a significant influence on mine face ventilation design during the past century. Several "milestone" events are discussed along with the impact they had on worker health and safety. Significant ventilation research efforts by government and private industry are presented. This brief ventilation history highlights innovative face ventilation designs and a consistent commitment to mining health and safety. Ventilation has always been a concern in underground coal mining. For many yeas, there was no appreciation of how ventilation could be used to remove harmful contaminants from the air or how to control airflow quantities. The first known problems with ventilation date back to the 14th century, when it was recognized that lack of air was a major impediment to the expansion of mines. The common method of solving ventilation problems at that time was to abandon the existing mine and start a new one nearby. Ventilation in the early days of coal mining was accomplished by means of a natural draft, created principally by a difference in the weights of columns of air between the intake and return openings. Later, in the 18th and 19th centuries, a furnace was introduced underground to increase the updraft in the return shaft. This allowed for a larger quantity of air in circulation. When mines went deeper and became larger, mechanical ventilation became necessary and was first accomplished by steam-driven fans. These fans became more prevalent as furnaces were prohibited in underground mines, especially after the Avondale disaster in Pennsylvania in 1869 (Roy, 1876). Tax for Toxic Waste Cleanup. - The Superfund Act of 1980 became effective April 1, and provides that producers of certain metals and chemical substances are to be taxed in order to fund toxic waste cleanup. Industry will provide 88% of the 5-year, $1.6 billion fund. The Environmental Protection Agency will administer the Act, but the Internal Revenue Service will be responsible for collection of the industry tax. Under the Act, nickel companies, for example, will be required to pay a tax of 0.225 cents per pound on pure nickel products produced or imported into the United States. Standard for Exposure to Lead. - The Occupational Safety and Health Administration (OSPA) has announced a stricter standard on the test of a worker's exposure to lead. Effective May 15, in all lead intensive occupations with the exception of those at primary and secondary lead smelters, a worker would have to be removed from his work station if the level of lead in his blood tests out at 60 micrograms of lead per 100 grams of blood, instead of the previous standard of 70 micrograms. In the case of primary and secondary lead smelters, the ruling has been stayed until June 1, 1981, to allow time for further study.

This report covers the calendar year 1953 and has been prepared and submitted in accordance with the provisions of Sec. 106(a) and Sec. 212(c) of the Federal Coal Mine Safety Act (66 Stat. 692; 30 U.S.C. Secs. 451-483). During this first full calendar year of operations under the Federal Coal Mine Safety Act, the coal-mining industry of the United States attained the best injury records in its history - improving the former best records (made in 1952) by 91 fatal and 10,020 nonfatal injuries. Whereas, the mandatory provisions of the act were intended and designed to prevent major mine disasters, apparently the effects have reached beyond the scope thereof in reducing mine accidents generally.

This study was prepared in response to the need for a series of data that reflect the basic flow pattern of energy resources in the United States. To effectively measure and analyze energy,2 it is necessary to prepare balances that reflect both production and consumption, and the various forms energy resources take at different stages of utilization. Before energy can be measured it must also be put into a common unit. In this study the common unit us d is the British Thermal Unit (Btu). The ideal point to survey energy is at the stage of final ultimate use, representing the useful work derived from the interaction of energy inputs and the prime mover. Unfortunately this concept of efficient or useful work from energy output cannot readily be measured in the aggregate. With the present available official data, energy measurement can be carried to the point of calculation of net inputs of energy3 into the economy at various stages of utilization. However, preparation of energy balances, on a net basis is hampered by the fact that this can only be done for years when the censuses of Mineral Industries and Manufactures are taken, usually at 5-year intervals.

The Federal Bureau of Mines has developed a hydrametallurgical method to recover aluminum, aluminum oxide, and fluxing salts from aluminum salt slags. The slag is leached with water at room temperature to produce a saturated brine slurry. Screening of the slurry yields an aluminum-rich fraction that can be returned to the dross furnace. The remaining slurry is vacuum filtered, yielding a clear brine solution and an aluminum oxide filter cake. Evaporation of the clear filtrate produces a high-purity fluxing salt for reuse in the dross furnace. Over 80 pct of the metallic aluminum is recovered in the aluminum-rich oversize fraction, while essentially all the fluxing salts are recovered by evaporation. This report contains the final results of an investigation on a process research unit scale, an economic evaluation of the method, and recommendations to further improve the process.

Impinger dust-counting methods are used by industrial hygienists for determining the number concentration of unhygienic siliceous dusts in industrial atmospheres. Various statements have been made regarding the size of the smallest particles revealed by the microscopic employed in such determinations. Published data on the subject are quite limited. This report presents information on the size of the smallest particles revealed by light-field and dark-field techniques applied to impinger and electric precipitator samples collected from experimentally established aerosols of silica dust and bituminous-coal dust. Size distribution and number concentration of particles of the various sizes in the aerosols were determined from samples collected by thermal precipitation simultaneously with the impinger and electric precipitator samples. The size of the smallest silica and bituminous-coal dust particles determined in the light-field counting method used was about 1./1, . There was relatively little variation in the values from 8 impinger and 33 A.-C. precipitator samples of silica dust and 13 impinger and 13 A.-C. precipitator samples of coal dust. The coefficients of variation of the values from the four sets of determinations were low, ranging from ± 7.7 to t 10 percent. This size of 1,14 is close to the limit of resolution of the microscopic method used and to various previously suggested values. The size of the particles determined in the dark-field counting method used was smaller than the size (about 0.28A ) of the smallest particles determined in the light-field, oil-immersion method used for the thermal precipitator samples.

In the search for possible future sources of petroleum products, the recovery and utilization of bitumens from the large outcropping deposits of bituminous sandstones in the United States have been under study by the Bureau of Mines for the past several years. The results of laboratory research in the adaptation of the hot-water separation process to recovery of bitumen from bituminous sandstones were reported in an earlier publication, on the Edna deposits near San Luis Obispo, Calif. This publication included analytical data on the cracked products and asphalts obtained from the extracted bitumen and on the cracking and distillation of the bitumen. Comparable hot-water separation tests have been run in the San Francisco, Calif., laboratory of the Bureau of Mines on quarry samples from the large deposits of bituminous sandstones near Vernal and Sunnyside, Utah. The bitumens were isolated from the extracts of the separation plant and analyzed at the Petroleum and Oil-Shale Experiment Station of the Bureau of Mines, Laramie, Wyo. Part I of this report summarizes the general characteristics of the Vernal and Sunnyside deposits and discusses the hot-water separation process as applied to those bituminous sandstones and the results obtained. The separation tests showed that these bituminous sandstones also respond to treatment by the hotwater method of separation. The bitumen in the Vernal sandstone was extracted more readily by the action of hot water than was the Edna bitumen, which greatly simplified plant operation. The Vernal sandstone contains no water-soluble iron compounds, such as were found in the Edna sandstone, and, therefore, required no preliminary water washing. Recovery of bitumen from the Vernal sandstone was about 96 percent.
