Objective As mines become safer and disasters fewer, a time may come when no employees in the mining industry have any practical experience in managing a mine emergency. To fill an emerging gap in mine emergency response training, a multidisciplinary team of researchers and computer programmers from the NIOSH Pittsburgh Research Laboratory has developed an intervention for mining personnel who would be in leadership positions in the command center during emergencies. It is called MERITS, a computer-based emergency simulation exercise. MERITS is short for "Mine Emergency Response Interactive Training Simulation." It provides trainees an opportunity to gain command center experience during a simulated underground coal mine emergency. MERITS allows trainees to practice information gathering, situation assessment, decision-making, and coordination skills without risk to personnel or property. Individuals representing mine emergency response personnel, various State safety officials, and private mine management from three States have participated in MERITS training. What Is MERITS? MERITS is an extension of previous work that compiled a knowledge base relevant to mine disaster management via interviews, analysis of literature, reviews of past events, and observations of mock mine disasters. Findings from prior research found a need for an alternative method of command center training. This new computer simulation is being used to train emergency command center personnel to effectively manage an underground mine fire. Modeled after training simulations developed for other industries (e.g., to address nuclear accidents, chemical spills, evacuations, etc.), MERITS simulates underground and surface events related to the disaster. It exposes the user to events that typically occur during a mine emergency, such as lack of information and miscommunication. It also presents trainees with issues that must be addressed, such as making provisions for briefing news media and victims' families, ordering needed supplies, interfacing with Government enforcement agencies, and housing mine rescue teams. The outcome of the scenario is determined by the users' decisions and their emergency response plans. Field Results Field testing of MERITS was conducted with eight full-day training sessions at four different locations in Colorado, Pennsylvania, and West Virginia. These field tests benefited from the knowledge and experience of State of Pennsylvania inspection officials, representatives of the United Mine Workers of America(UMWA), and private mine management who served as trainees for the MERITS training sessions. Trainees self-reported an average of20 years of work experience in the mining industry. All trainees had participated in Mine Emergency Response Development (MERD) training exercises, and many had been involved in real mine emergencies. Trainee evaluation of the MERITS program is summarized below: •Twenty-six of the 27 trainees believed that the MERITS simulation helped them know how to prepare for a real emergency. •Twenty-five of the 27 trainees believed that the storyline for the MERITS simulation was either "very realistic" or "realistic." •All 27 trainees believed that the MERITS simulation helped them learn how to better handle a real emergency. •None of the 27 trainees stated that they were bored during the simulation. After the initial field tests, MERITS was refined and retested during training sessions for individuals from State agencies, the UMWA, and private industry. Mining personnel from underground coal and underground stone mines participated and responded positively to the learning experience. Ore-dressing tests were conducted on a sample of ore submitted by the Richmond Hill Mining Co. of Lead, S. Dak. as a part of the Bureau of Mines program for investigating potential domestic sources of manganese. Half of the sample was taken from the 300-foot level and half from surface cuts. The problems involved were liberation and rejection of silica and iron and removal of lead, Silver, and gold from the manganese concentrates. Although a portion of the silica and iron oxides was too intimately associated with manganese minerals for rejection by ore-dressing methods, thus limiting recovery of high-grade concentrates, the Richmond Hill ore was found amenable to simple gravity methods of concentration for producing intermediate-grade products. By jigging and tabling, 73.8 percent of the total manganese was recovered in a product that, when sintered, assayed plus 40 percent Mn. Lead, silver, and gold were successfully removed from gravity concentrates by a chloridizing roasting treatment.

UPTREND in value of mineral production in the Commonwealth of Australia continued in 1963, again pacing the country's general economic growth rate. Increases occurred in output of most raw and processed mineral products, including bauxite, copper, iron ore, pig iron, steel, lead, zinc, cement, gypsum, pyrite, coal, and refined petroleum products. Although the economy of Australia has been traditionally based on wool and agricultural products, in recent years the country has become highly industrialized. Nearly one-third of the 3.6 million total civilian labor force is engaged in manufacturing. Employment in mines and quarries occupies 1.4 percent of the national labor force.

The Bureau of Mines conducted a series of in situ linear polarization measurements in high-temperature, high-pressure hypersaline geothermal brines at the Bureau of Mines Geothermal Test Facility in the Imperial Valley of California. The measurements represented an evaluation of the linear polarization technique for obtaining instantaneous corrosion rates of materials of construction in flowing hypersaline hydrothermal fluids that rapidly form scales on exposed surfaces. A special method was devised for use with the linear polarization technique that resulted in obtaining corrosion rates for 1020 carbon steel, 316 and 430 stainless steel, titanium, various nickel-based alloys, and aluminum 6061 under strong scale-forming conditions. The measurements also provided information on scale-deposition rates in various geothermal environments. Exploratory in situ potentiostatic polarization measurements were made in the flowing brines to qualitatively determine scale-deposition effects on the electrochemical measurements.

Fires in metal mines have resulted in some of the worst disasters in American mining history insofar as loss of life is concerned. One fire caused the death of 163 miners and individual less spectacular fires have cost the lives of scores of workers. Metal mines are often very deep, and the men working on numerous levels far removed from direct communication with the surface. In many instances they cannot be warned quickly of an emergency or a mine fire by telephone or other usual method of communication, or by messenger, flashing lights, gongs, sirens, or whistles. Telephones are not paricularly effective as a means of warning unless placed at all strategic points and with attendants always on duty; though telephones well placed have a definite value in any well-pla.mied emergency procedure in mines of all kinds. Messengers are slow and men working in remote parts of a mine would not receive a warning quickly enough. Most metal mines are not electrically lighted, except at or adjacent to shaft stations and in principal haulageways, and this limits the effectiveness of flashing lights. Electric gongs and sirens or whistles have been tried as warning signals, but the sound is quickly deadened and does not travel upward into the stopes, especially those of an extensive volume. Shutting off the compressed air is by no means satisfactory as a warning, as not infrequently it is stopped accidently, so that it loses its value as an alarm. The introduction of water into compressed air lines is undesirable as a fire warning and necessitates considerable care, especially in deep mines; pressure-reducing valves must be provided to reduce pressure that otherwise would break connections or split the pipe. A quick, effective method of warning miners underground of the existence of an emergency requiring them to leave the mine immediately, such as a fire on the surface or underground, is provided by the introduction of stenches in the compressed-air lines. "Mining is one of the oldest of human occupations. The awareness of occupational illnesses associated with mining, even in ancient times, is evident from the writings of Hippocrates (460-370 BC), Pliny and Elder (AD 23-79), and Galen (AD 131-210). Georgius Agricola (1494-1535), in his De Re Metallica, refers to the diseases of miners and the need for their control through good planning and operating practices and responsible management (Schwerha, 1989). Coal workers' pneumoconiosis (CWP), often called Black Lung disease, is an occupational disease which results from inhalation of coal mine dust which usually contains relatively small amounts of free crystalline silica.A pneumoconiosis is best defined as the accumulation of dust in the lungs and the tissue's reaction to its presence [Lapp and Castranova, 1993]. Silicosis is the name given to the fibrotic disease of the lungs caused by the inhalation of dust containing silicon dioxide, primarily in the free crystalline form. Silicosis is the older and more well known of these mineral pneumoconioses. In contrast, CWP was not recognized as different from silicosis until the pivotal work of Collis and Gilchrist [1928].The U.S. Bureau of Mines (USBM) still regards worker exposure to respirable aerosols in mines as the most serious health problem in mining [USBM, 1994]. The National Institute of Occupational Safety and Health (NIOSH) is considering recommending a reduction in the standard for occupational exposure to respirable coal mine dust from 2 mg/m3 to 1 mg/m3 [NIOSH, 1993]. The Mine Safety and Health Administration (MSHA) may require new criterion for sampling procedures in the mine that would evaluate the ambient dust concentration in the mine atmosphere based on a single sample, instead of the current practice of averaging five samples (MSHA, 1992; Ramat* 1993). Several high-production longwall mining faces currently have extreme difficulty meeting the existing dust standards, and some already operate at reduced production levels to achieve mandated levels [USBM, 1993]. The importance of adequately protecting the miners from high concentrations of coal mine dust, as well as of reducing the incidence and severity of the Black Lung disease, cannot be overemphasized. The importance stems, first and foremost, from the humanitarian viewpoint and, second, from the perspective of the overall welfare of the coal industry.The histopathologic hallmark of CWP is the coal macule (Balaan, Weber and Banks, 1993). Autopsy or open lung biopsy reveals the coal macule to be an amorphous mass of coal particles, dust-laden pulmonary macrophages, reticulin, and collagen. No pathognomonic signs or symptoms identify workers with CWP. A CWP diagnosis requires that the worker experienced the appropriate dust-exposure setting (e.g., underground coal mining) and duration (usually 10 years or more) and, has the characteristic chest radiograph. Based upon the International Labour Organization (ILO, 1980) international classification, pathologists and radiologists have established case definitions for characterizing the pathology and the appearance of CWP on chest radiography (Weeks, 1993). CWP appears in two principal forms: simple, with small opacities, and complicated, with opacities larger than 10 mm in diameter. For all practical purposes, diagnosis of CWP in the living miner is wholly dependent upon the chest radiograph interpretation."

C. R. Keyes, F. C. Schrader , F. A. Jones ( the first director of the New Mexico School of Mines , whose name was given the deposits ) , and N. H. Darton all described the Jones iron deposits within a decade after their discovery in 1902 . The earliest locations now on record were made in 1927. Interest in iron ores was revived during the second World War . Paul E. Pesonen , of the Bureau of Mines , reported on the deposits in December 1941 and proposed an extensive exploratory program . In March 1942 , the deposit was reported upon by C. H. Johnson , also of the Bureau of Mines , and a definite program of exploration was outlined .

Expenditures to advance scientific technology in general reached an all time high in 1965 with some $22.2 billion estimated to have been allocated by government and industry. Federal Government expenditures were estimated at $15.4 billion, with almost 90 percent of the funds devoted to programs involving defense, atomic energy, and outer space efforts. With this massive effort in the United States and a very impressive effort elsewhere in the world, there is little wonder that many new metallurgical developments were announced in the technical press during the year. No effort has been made to cover all aspects of the industry, but a few of the developments are described in this chapter.

A multistage probability model for assessing the reliability of mineral samples following any number of stages of sample reduction is presented. Sample reduction is the process of alternately crushing or grinding and sampling mineral particles prior to assaying. The final multistage model developed accurately describes the ideal sample reduction practice. This model is based on previously developed and experimentally tested models for a single stage of sampling. The problem is approached through the probability distributions for the various stages of sampling. The probability distribution, moments, and moment relationships for a single stage of sampling are first reviewed, and the useful concept of unit moments is defined. In presenting the models for two stages of sampling, emphasis is placed on the physical description of the sample reduction process which leads quite naturally to its mathematical representation. In this representation, crushing or particle-size reduction between the stages of sampling is viewed as a random process with respect to the number and proportion of particles of the various kinds produced. The physical and mathematical description is extended to more than two stages of sample reduction, and the first three moments for any number of stages are developed. In common sample reduction practice the effects of a finite population (finite amount of material) at each stage of sampling appear to be important in describing the variance contribution of each stage. This is also true for the third moment about the mean. An example is cited in which the skewness increases by more than an order of magnitude when several stages of sampling are considered. This is largely due to the dependence of the multistage third moment about the mean on the variance. In general the model and results should be useful in helping to understand, control, and reduce the random errors that arise in the sample reduction process.

A computer simulation has been developed to estimate the chances of a miner making a successful escape while wearing a SCSR. The model takes into account: (1) training in the use of SCSRs, (2) apparatus integrity, and (3) the oxygen cost of a mine escape. This Bureau of Mines report examines survival odds for a prototypical escape, and illustrates how these odds change when SCSR training is improved.

One of the primary objectives of the Bureau of Mines solid waste utilization program is the recycling of the magnetic fraction of municipal solid waste called raw refuse scrap. In this investigation, several types of scrap of differing quality, including refuse and turnings, were melted in a 1-ton electric-arc furnace in various combinations to produce steel in noncritical (construction) grades. In-formation on furnace operation and on the behavior of tramp and alloying elements was obtained. The research showed that it is possible to produce acceptable steel from a variety of steel scrap. Although some scrap is routinely used in steelmaking, it was found that up to 50 to 55 pct of the scrap charge can be ref-use, provided it is combined with higher quality scrap. The chemistry of the steels was generally acceptable, and all of them were rolled without difficulty. The specification (ASTM 615) for the steels produced was grade 40 or grade 60, containing 0.30 or 0.40 pct C, with mini-mum yield strengths of 40,000 or 60,000-psi, respectively. Most of the steels met the specification requirements. In-formation on typical microstructures of some of the steels is included. The composition of some furnace dusts showed high levels of Sn, Pb, and Zn.

"Under existing conditions in the treatment of oxidized lead ores containing small quantities of molybdenum no provision is made for the recovery of the molybdenum. Considerable quantities of this important element are lost in the slags of the lead smelters and constitute an economic waste. There is little or no probability that slag dumps containing molybdenum in small quantities could be economically treated for the recovery of the element, and steps for the prevention of waste in this respect must be taken prior to smelter treatment.Wulfenite, lead molybdate (PbMo04), and molybdite, molybdic ocher (Mo03), are the molybdenum minerals most abundantly found in deposits of oxidized lead ores. Wulfenite contains 39.3 per cent molybdenum trioxide and 60.7 per cent lead oxide; molybdite contains 66.7 per cent molybdenum and 33.3 per cent oxygen. Plumbojarosite, argentojarosite, cerussite, and occasionally anglesite are commonly associated with wulfenite ores, and the oxidized iron content is usually fairly high.The recent discovery and development of a body of wulfenite ore in the Star district near Milford led to a cursory microscopic examination of samples of the ore, followed by a few preliminary tests which had for their object the separation and recovery of the lead and molybdenum in separate products.The microscopic examination showed that the samples used in the work were composed of wulfenite, plumbojarosite, and a small quantity of cerussite, and indicated that the iron content was quite high. The ore was porous and yellowish-brown; crystals of wulfenite appeared to be quite uniformly distributed through it, and this mineral and plumbojarosite (Pb0.3Fe203.4S03.6H20) apparently accounted for the major part of the lead content, although lead"

As part of an investigation aimed at improving the health and safety and competitiveness of the mining industry, the U.S. Bureau of Mines evaluated the application of common offset radar profiling, using a 250-MHz ground-penetrating radar (GPR) system, for the detection of fractures in igneous rock. A series of radar reflection surveys were conducted to detect and delineate the extent of fracturing at various granodiorite and gabbro quarries and outcrops located in Minnesota. The application of radar profiling for detecting joints, sheeting fractures, shear zones, and depth to water table was demonstrated to be feasible with minimal processing. Radar reflection interpretations were verified by visual inspection of the rock mass and field mapping of local structure. The radar reflection section provides a simple, rapid, and cost-effective means for mapping of shallow (less than 10 m) small-scale fractures (greater than 0.25 cm) in igneous rock masses (characteristic of velocities between 0.061 m/ns for gabbro and 0.125 m/ns for granodiorite). Depth or distance estimates to fractures are within 10 pct of the actual, and time-shift compensation is necessary only when topographic irregularities exceed 30 cm.

This report describes a method for treating pressure-volume-temperature (PVT) data obtained with a Burnett compressibility apparatus. The method makes use of a general nonlinear least-squares technique developed at the Bureau of Mines Helium Research Center. It is assumed that an adequate functional form is available for the expression of the compressibility factor as a function of either the molal density or the pressure. The functional form of the compressibility factor can be either linear or nonlinear in the parameters to be evaluated. Formulas are given for calculating variances and covariances of all parameters evaluated and for calculating the variance of calculated quantities of interest.

The Bureau of Mines is conducting research to determine the effectiveness of long holes in degasifying an area of the Upper Split of the Lower Sunnyside coalbed at Kaiser Steel Co.'s Sunnyside No.1 mine. These holes were drilled from the two outside entries of a section that was closed to mining because of excessive methane emissions. Two holes drilled to 430 and 450 feet produced initial gas flows of 160,000 and 127,000 cfd, respectively. Sixteen days after the completion of the second hole, the total gas production declined to just over 144,000 cfd. In 9 months of degasification, over 35 MMcf of commercial-quality gas has been removed from the coalbed. The combined gas flows declined to 106,000 cfd in the 9-month period. The two holes have reduced face emissions by about 40 pet.

This report gives general expressions for evaluating various thermo-dynamic properties applicable to a two-component system, including liquid-vapor equilibria. In addition, expressions are developed for some of the quantities useful in making thermodynamic consistency checks on phase equilibria data. These formulas were developed from the general principles of thermodynamics and are expressed in terms of the compressibility factor, which is assumed to be an explicit function of the molal density, the absolute thermodynamic temperature, and the composition.

The concentration limits of flammability and autoignition temperatures of trichloroethylene in atmospheres of air, oxygen, and nitrogen tetroxide have been determined in a spherical vessel. The autoignition temperatures of TCE in atmospheres of air, oxygen, and nitrogen tetroxide were found to be 419°, 396°, and 221° C, respectively. The flammability zones of TCE-air, TCE-oxygen and TCE-nitrogen tetroxide mixtures at 100° C were found to be 10.5 to 41, 7.5 to 91, and 13.5 to 69 volume percent TCE, respectively. In addition, maxi-mum combustion pressures of 50 ps and 140 were recorded for constant volume combustion of the lower limit mixtures of trichloroethylene in air and oxygen, respectively.

Goals of the Bureau of Mines include utilizing readily available minerals as substitutes for scarce mineral commodities and minimizing occupational hazards associated with mineral processing occupations. Therefore, the Tuscaloosa Research Center investigated using rapid-set cement as a suitable molding sand binder for small ferrous castings; currently petroleum-based binders are used. Substitution of a rapid-set cement would eliminate organic vapors associated with the petroleum-based binders; these vapors constitute occupational hazards and environmental pollutants. A binder containing 60 percent white portland cement (WPC) and 40 percent calcium aluminate (CA) would be an acceptable and economic substitute for petroleum-based binders where the foundry requirements are compatible with its limitations. It produced a set time and a pattern strip time of less than 1 hour. Cement, sand, and water mixtures developed compressive strengths from about 40 to 75 psi after 2 hours and from 120 to 130 psi after 24 hours. Tensile strengths of 18 to 22 psi were obtained after 2 hours, increasing to 30 to 35 psi after 24 hours. The addition of about 1 percent polyphosphate to the sand-cement-water mixture doubled the compressive strength and increased the tensile strength about 50 percent after 4 hours, but also increased the set time from 30 minutes to 1 to 1-1/2 hours. Po1yvinylacetate (PVA) resin latex additions resulted in rapid strength development. When castings were poured into the cement-bonded molds, the surface finish was fair to good on gray iron castings, but some areas of burn-on were present on steel castings. Using a graphite wash on the cement-bonded molds produced good surfaces on gray iron castings.

Wire saws have been used for many years in European travertine, marble, and slate quarries. This method of sawing found very limited use in America until 1927 when it was accepted as standard equipment in elate quarries in Pennsylvania where it has been remarkably successful. Details of its operation in slate have been published in a recent bureau report.3 The very limited extent to which the wire saw has been employed in limestone and marble quarries in the United States and the seeming lack of interest even in experimental work to determine its advantages are difficult to explain in vied of its wide use in cutting similar rocks in Europe and its unquestionable advantages in sewing slate in America. In order to encourage improvement in quarry practice the United States Bureau of Mines has endeavored to obtain information as to the extent to which wire saws are used in Europe together with data on the rate and cost of sawing. The information at hand is by no means complete either in territory covered or in details of operation; it nevertheless brings out certain significant features that may be of interest and advantage to quarrymen in the United States.
