"The Workman's Compensation Law of Indiana, enacted in 1915, amended in 1917, 1919, 1923, and 1927, and in 1929 named the Indiana Workmen's Compensation Act of 1929, provides for a weekly compensation for disability due to accidents of 55 per cent of the average weekly wage of the employee, to start on the eighth day of disability. Compensation is computed from a maximum and minimum weekly wage of $30 and $16, respectively. Thus, the maximum weekly compensation is $16.50 and the minimum $8.80; the total compensation paid is not to exceed $5,000.In addition to the compensation the employer is required to pay all medical, surgical, hospital, and nurse fees for a period of 30 days and may be required to pay such fees for an additional 30 days at the direction of the Industrial Board of Indiana. In the case of fatalities the employer must contribute $100 toward funeral expenses.The law also stipulates that ""the employer shall keep a record of all injuries, fatal or otherwise, received by his employees in the course of their employment,"" also that the employer shall report within one week of their occurrence all accidents that cause either the death of the employee or the loss of more than one day's work. However, no standard form is furnished or required by the industrial board on which the employer shall keep a record of accidents, neither is he required to report the time of return to work of the injured employee unless the period of disability exceeds seven days and the accident thus becomes compensable. Hence, no record is kept of noncompensable accidents other than the first report sent to the industrial board by the employer.If the employer were required to keep a complete and concise record of all accidents, in duplicate, on a special form either furnished or required by the board, giving all of the essential data in regard to the accidents, and if he were required to submit a copy of this record to the board at the end of the fiscal year, the data thus assembled would not only be of material assistance to the board, particularly in making up its annual report, but would also furnish information of much value in the study of accident causes and what may be done to remove them.Those industries that have made marked progress in reducing accidents keep such records, as it is only through a full knowledge of how accidents occur that intelligent steps can be taken to prevent their recurrence. Unfortunately, the mining industry as a whole in Indiana has not kept pace with many other industries in reducing accidents, and it is urged as an aid to improvement that a thorough and complete record of mining accidents be kept."

Cost Systems Cost systems are organized methods of collecting, allocating, and accumulating resource utility expressed in terms of money. There are two major spheres of cost accumulation: financial accounting and cost accounting. Financial accounting deals primarily with historical costs and provides a means of measuring and recording cost events which have al¬ready taken place. While there are no legal requirements to control the methods of recording and reporting cost data in the United States, the procedures in use are guided by professional organizations such as the American Institute of Certified Public Accountants. The final pro¬ducts of financial accounting practices are the income statement and balance sheet which describe the financial status of the organization under study. Cost or managerial accounting is an expansion of financial ac¬counting procedures, providing more detailed cost breakdowns on present operations with one objective being the projection of present costs into the future. The projection process tends to limit the accuracy of the information; however, to management and project justification per¬sonnel, data on future operations tends to be of greater value. The basic principle behind cost accounting is the cost cycle. As products are developed from raw materials, the value of the work-in¬process increases due to the cost input of the various fabricating ele¬ments. Thus, from the basic input elements of facilities, labor, and raw materials, costs are added to each unit of production as a function of the work performed on that unit.

Since 1969, the Department of Interior, Bureau of Mines, has carried out communications research. Research has been directed toward developing emergency and nonemergency mine communications. This paper gives an overview of the progress made in the last two years. Particular emphasis is given to the overall program, noise and signal measurements, systems studies, guidelines, products, and demonstrations now being carried on in operating mines.

This chapter explores leadership behavior in a life-threatening situation-fire in a coal mine. Previous chapters have discussed the database of interviews with miners who escaped from underground fires. Researchers raised questions such as: (1) Who led the miners out of the mine? (2) Did leadership make a difference in the escapes? (3) Was the escape leader the hierarchal leader? (4) What, if any, characteristics did the escape leaders possess? Subsequently, researchers analyzed the mine fire database from a group interaction perspective to address the leadership questions posed. Leadership has been one of the most researched topics of human behavior in the twentieth century. Studies have ranged from individual characteristics of leaders, to situational leadership, to interaction of leader and follower, suggesting different leadership techniques for different followers. The question that emerges here is: Are there different types of leadership that "fit" different kinds of situations? In a crisis situation like that examined in the present study, such information about leadership may significantly improve the chances of escape. To address these issues, the study team looked at the formal authority structure before each fire, considered leadership behavior or lack of leadership during the escapes, and examined those conditions associated with the emergence of leadership. According to Bardo [ 1978], "Emergent behaviors are those forms of action, and the norms, values and beliefs governing those actions, that rise out of the disaster situation." This chapter discusses previous studies in the area of crisis leadership and examines the emergent behaviors of leaders under duress during the mine fire escapes. Previous Studies The research on leadership during emergency situations has consisted mainly of simulation and field studies, with the principal concern being escape from building fires. During the 1980s, Hayashi [1988] created a computer simulation model to evaluate leader behavior in a fire. Although his purpose was to aid in planning for disaster prevention, his findings are relevant because they address the issue of situational leadership in crisis-where a leader changes his or her behavior to fit the situation. Essentially, his simulation model was designed to judge the actions and thinking of leaders. The simulation was tried by 101 subject/leaders 4 times each. The simulation consisted of amaze containing the leader, an informal leader, and 50 evacuees. Interestingly, the results indicated that the leader's actions were not dictated by circumstances. Any differences in behavior were attributed to the individual characteristics of each leader. The study also showed that the worse the situation became, the less individual

The Bureau of lines as repeatedly called attention to dangerous practices in the transportation and opening of kogs of black blasting powder. In 1914 Diwin Higgins (Prevention of Accidents from Explosives in Metal inos, Miners' Circular 19, Bureau of Mines, p. 15) stated "canisters should always be opened by removing the bung. To use a pick or other sharp tool for cutting a hole in the canister is dangerous. After the necessary amount of powder has boon taken out, the canister should be kept closed. The powdor should always be handled at a safe distance from an open light." In 1919, Geo. S. Rice (onthly Statement of Coal line Fatalities for June, 1919, Bureau of Mines, pp. 16 to 18) calls attention to the dangers that arise in underground transportation and handling of explosives, and calls special attmtion to the danger of hauling explosives in motor trips; the unnecessary risk involved in hauling men on the trip at the same time, and the necessity of keeping open lights away from black blasting powder. In 1919 the writer (Sensitiveness of Explosives to Frictional Impact, Tech. Paper 234, Bureau of Mines, pp. 13, 15) called attention to the fact that black blasting powder is not as sensitive to frictional impact as the nitro-glycerin dynamites and the gelatin dynamites. Black powder may be ignited by direct impact and the writer believes that this may occur without presupposing a preliminary spark. It is well known, however, that black blasting powder is very sensitive to ignition by spark flame, or heated materials, and these may be produced by an electric current, by an open light, by incandescent particles from a pipe, cigar, or cigarette, by the tearing of metal sheets or scraping of metal against metal, and possibly, by other means. -- The above discussion will serve to introduce a newly recognized hazard the ignition of black blasting powder by the forcible opening of kegs with wodden tools. The details of three accidents in which kegs of black blasting powder ex- ploded instantly when a wooden tool was driven forcibly through the top of the kegs are as follows: 1. In 1915, a powder man employed by a coal mining company stated that he was opening a 25-pound log of black blasting powder by driving a hole in the top with a wooden sprag when the powder in the leg ho was opening ignitod. This caused the ignition of fifty-two additional 25-pound logs of the powder, and the fatal burning of this and another powder man. The ono making this statement lived five hours after the explosion.

"Introductory Statement.In founding any kind of castings, even with the best practice, scrap castings are produced because of rejections for certain defects. Casting los¬ses are a serious source of financial loss in iron and steel foundry practice as well as, in brass and bronze, but they are particularly serious in aluminum foundry work because of the high value of aluminum. The indications are that in many aluminum foundries in the United States, the casting losses are at times high, and in some plants they are entirely too high when compared with average practice. Of course, defective castings have a residual value for remelting, but if much machine work has been done on a casting before it is scraped, the labor costs alone may exceed the value of the metal and even that of the rough casting.In a foundry, the monetary losses incurred through the production of waster castings can be ascertained from calculations based upon adequate scrap-loss reports. Such reports, when properly kept and interpreted are a valuable aid in finding foundry costs, but they are primarily useful in diagnosing the causes for casting losses. Many aluminum foundries in the United States do not keep adequate records of strap losses; as a result the causes for defective castings can not be traced, nor preventative measures adopted. However, some of the large aluminum foundries keep excellent records, and it has been found that these involve little extra expense for clerical work. If a foundry man will study his daily production of defective and waster castings, he will be able to trace the causes or losses and then make such corrections in his plant practice as will effect a considerable reduction in these losses -- as much as 50.0 per tent in some foundries. If all the present casting losses of the United States could be reduced 50.0 per cent, by eliminating only the readily preventable defectives, a saving of several million dollars would accrue. In the aluminum-foundry industry alone, the saving would amount to about $600,000."

The Bureau of Mines has developed a method for identifying fine particles of beryl in mineral samples by preferentially staining the beryl grains. The sample is first subjected to a heated sodium hydroxide solution to etch the beryl particles, which are subsequently stained an intense blue color in a boiling alkaline solution of quinalizarin. Positive identification of beryl grains permits quantitative analyses by microscopic techniques. INTRODUCTION Beryl, a beryllium aluminum Silicate, is the principal ore mineral of beryllium. The only known commercial concentrations of this mineral are found in pegmatite dikes of granitic composition. Normally beryl is associated with muscovite mica, quartz, and the sodium-and potassium-bearing feldspars (orthoclase, microcline, and albite). Other beryllium-bearing minerals which are found occasionally in minor amounts with beryl are phenacite, a beryllium silicate, and chrysoberyl, a beryllium aluminate.

This review of literature is centered around ore evaluation and reserve calculations as generally used in the mining industry. Methods of data interpolation were reviewed with the object of determining a method that would best suit the evaluation of under- ground coal deposits. Further, computerized data library concepts as related to geological data were investigated together with a brief evaluation of the data requirements for the total project. Additionally, computer techniques for the processing of geological data with a view to generate management information for decision making were reviewed including hardware and software availability. 2.1 Interpolation and Extrapolation of Data The importance of accurate estimates of value parameters in terms of their geographical and geological distribution within a, mineralized body has long been recognized in the evaluation of metallic and non-metallic deposits. As the factors which affect mineral distributions and associations are better understood, accuracy, and reliability of estimation increases. The ideal objective is to develop a deterministic model with the capability of accurately predicting the value at any geographical location. The most important value parameters requiring determination in any orebody are the grade and the quantity of ore that can be mined at the stated grade. These two parameters are modified or qualified by others which include physical dimensions and physical and chemical characteristics of the ore value. Therefore, the

One of the more pressing engineering problems for deep longwall mines in the Southern Appalachian Basin is to design longwall systems that will eliminate catastrophic coal pillar failure from the working environment. The purpose of this study is to quantify the behavior of a particular size abutment pillar prone to burst or bump. Because the 24.4-111 (80-ft) square abutment study pillar is within the pillar size commonly used in this region, understanding the behavior of this pillar should aid in future efforts to design optimum mining strategies. This research has attempted to construct the pillar stress and roof-to-floor convergence profiles in order to evaluate the ultimate strength, deformation modulus, visco-elastic deformation, and violent failure characteristics of the pillar during longwall mining. This information reflects the overriding influence of the local geologic characteristics on bursts, provides the field measurements needed to verify concurrent modeling studies, and suggest some basic mechanisms associated with the coal pillar bursts discussed in this paper.

Western coal mines are operating under increasingly challenging ground conditions. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are cooperating with mines to evaluate how these conditions affect mine opening stability and related miner safety. A system was developed to monitor rock and coal stresses during mining of an entire longwall panel. The system was designed to generate data in near real time to evaluate rock behavior in roof strata and the onset of hazardous conditions as overburden stress was redistributed over working entries during gob formation. Computer simulations and in-mine evaluations were used to optimize instrument placement. A prototype packer assembly was designed and tested for installing sensitive instruments in a mine roof. This paper provides background information on the stress monitoring concept and focuses on the development of instrument placement techniques and the prototype packer assembly.

The Bureau of Mines has improved a mine dust incombustibles analyzer originally developed at the Bartlesville Energy Research Center (BERC). This analyzer provides quick, accurate analysis of the percentage of incombustible material present in dust samples taken from mine ribs, roof, and floor so that costly overdusting may be eliminated while still maintaining a proper level of incombustibles. The changes being effected on the present design of the BERC model IV rock dust analyzer should simplify its operation and calibration procedures, resulting in increased accuracy.

This Bureau of Mines report presents an iterative approximation method for microseismic source location that was developed to adapt microseismic techniques for rock structure analysis to investigations of surface problems, such as slope failure in an open pit mine. The source location method and two derivative location algorithms are described in detail, and the speed and accuracy of the two algorithms are compared.

INTRODUCTION Present-day Mexican mining legislation involves, not only the latest minim enactment (August 1, 1026), but many other enactments and regulations, principal among which are the Constitution, the Civil Code, the Code of Commerce, the Foreign Law, the Mining Tax Law, and. the Civil Jurisprudence of Mexico--the last-mentioned being based in Dart on Supreme Court decisions. Ere Mexican Federal Government is supreme in mining legislation because, among other reasons, a large part of the revenue of the Government must come from the fiscal control of the mines. All circulars, decrees, and rulings that affect the mines not only have their origin in the Central Government but are administered thereby. "This paper presents an apparatus and procedures to implement a methodology for controlling ambient air quality in a confined working environment, such as an underground mine, an underground storage area, or a tunnel. The air quality control methodology is directed at limiting the quantities of exhaust pollutants emitted by diesel-powered vehicles into the confined space by identifying vehicles that are excessive polluters. The methodology is based on tailpipe and ambient air measurements in the confined space, and the ambient air threshold limit values (TLVs) for the various diesel exhaust pollutants. The methodology consists of two computational methods; a deterioration criteria computational method to identify excessive polluting vehicles, and an engine performance computational method to determine engine performance and to provide information needed to diagnose engine faults. The methodology is designed for implementation in conjunction with a preventive maintenance program.The first part of the paper describes the mine air and tailpipe emissions measurement apparatus and techniques used to obtain data. This is followed by sections discussing the deterioration criteria and the engine performance computational methods. A section discussing some common engine emissions-related faults is also presented lastly, a proposed procedure to implement the methodology including a possible hierarchical structure for mine personnel involved to implement the procedures is presented.INTRODUCTIONDiesel-powered mining vehicles are gaining Popularity in underground coal mines and are almost universally used in underground non-coal mines due to their mobility, flexibility, and higher productivity. However, noxious gases and particulate matter in diesel engine exhaust are a concern because of the potential for being harmful to the health of miners. Diesel exhaust pollutant concentrations out the tailpipe of a mine vehicle change with time due to engine wear, inadequate maintenance, improper adjustments and other factors. This deterioration in pollutant concentrations, if not properly controlled, may adversely affect the air quality in an underground mine. To provide assurance that a clean and healthful work environment are maintained, a program is needed to identify and repair diesel engines that contribute to poor air quality. Also, earlier detection of deteriorated engines will make preventive maintenance possible, thereby eliminating further deterioration and possibly complete breakdown. Preventive maintenance also increases engine life and equipment availability in production which in turn will result in decreased operating costs."

Protect rescue workers fighting fires or mine personnel temporarily working in hot environments from heat stress. Approach A specially designed ice-cooled vest is worn while working in hot environments where cooling the mine air is not possible. How It Works The vest holds a total of 44 individual ice cells in packets that are firmly held near the wearer's skin. These ice cells remove heat from the wearer, reducing heat stress and increasing comfort. The locations of the ice cells and packets are shown in the diagram. The vest is constructed in three layers with the outer layer being aluminzed fiberglass cloth. Its aluminized surface reflects radiated heat, and its fiberglass cloth provides fire resistance and strength.

Recently 30 men wore viewing the demonstration of a now portable electric arc-welding outfit. A few hours later 17 of the 30 men reported to the doctor for treatment. They were suffering from traumatic conjunctivitis. In two cases the gain was very severe and the symptoms were similar to those of iritis. orphine had to be administered to afford relief from pain. Only two men of the 30 wera not affected in some way from this exposure. These two men were thick-lensed orange-colored glasses. Several of the men wore orange-colored glasses with thin lenses, but the latter were not heavy enough to afford protection.against an exposure as long as took place. The distance of the eye from the are also in- fluences the possibility of injury. Conjunctivitis is an inflammation of the con- junctiva; the conjunctiva is the mucous membrane covering the inside of the eye- lids and part of the eyeball. Traumatic conjunctivitis is caused by foreign bodies in the eye, exposure of the eyes to high winds, dust, smoke, intense light from electric arc lamps, and from electric welding apparatus. In the instance mentioned above, the inflammation was due to the ultra-violet rays. The ultra-violet rays lie beyond the violet rays in the spectrum and are invisible to the eye. In some cases the effect is so severe that, in addition to conjunctivitis, an inflammation of the skin similar to sunburn is produced. The symptons of conjunctivitis caused by intense light or by the ultra- violet rays are marked photophobia (abnormal intolerance to light), excessive secretion of tears, intense starting of the lid, contraction of the pupil, some- times swelling of the lid, and small ulcers developing on the eyeball or cornea. Unless properly treated by a physician immediately, chronic inflammation of the conjunctiva, cornea, iris, or retina, and possibly blindness, may result. Under proper treatment most cases get wall in a few days. All treatments should be under the direction of a physician. That usually advised is to place ice packs on the patient's eyes three or four times daily. The pack should be left on from 15 minutes to an hour. The eyes should be irrigated with normal salt solution (a teaspoonful to a quart of sterile vater) or a saturated solution of boric acid several times daily. If there is a discharge of pus, a few drops of a 25 per cent solution of argyrol or a 5 per cent solution of protargol should bo placed in the eyes three to six times daily. The patient should be confined to a darkened room until his condition improves in order to avoid complications. These treatments will reduce the swelling, give the patient confort, and prevent the development of chronic conjunctivitis. In severe cases it may be necessary to administer morphine to relieve the pain.

"Education is the one thing which is unanimously regarded as valuable. The growing complexity of modern life, with its intricate organization, the manifold kinds of mechanical equipment that are used, and the constantly growing, necessity for the speedy and accurate interchange of information and ideas, make education an asset that constantly increases in value. The number of things that may profitably be known has grown so large that the field of education has been divided, and attention is often directed to only those things that are most immediately valuable. Modern educational facilities are often directed to what may be called corrective, work; the, providing of people with information that they teed in the conduct of their daily lives, but which for various reasons they have not previously had facilities for acquiring. The value of special education in the industrial world has been so thoroughly demonstrated that far-seeing managers of mining enterprises are always interested in the educational facilities existing in the community where their work is carried on.The educational facilities of a modern community may be classified in several ways. They may be divided into;1. Facilities for general education, for the purpose of increasing the whole field of knowledge of the student.2. Facilities for special education, which are intended to remedy a specific defect, or to give proficiency in some special field. This may be divided as follows;a. Training for work, intended to fit an employee to adequately perform the task assigned to him, this ranges from brief instruction by a foreman or fellow-worker up to definite training courses in which the employee dose nothing but study for a period of several weeks or months, being paid during this period a wage that may range from a nominal amount up to practically full time salary. The student's educational preparation may already be fairly advanced. Some of the manufacturers of electric machinery maintain, a school similar to that just described for graduates of engineering colleges. In other cases the only pre-requisite may be a common school education, as in the schools for operators, maintained by the telephone companies."

Rank the dust knockdown (airborne capture) ability of six different types of water spray nozzles, Approach A fixed quantity of dust is released into a large, closed chamber in a laboratory. Water sprays are turned on inside the chamber and their effectiveness on the dust cloud is evaluated from the rate at which the dust disappears. This method better simulates dust suppression underground than methods tried earlier. The results of the laboratory test were confirmed by conducting tests on a full-scale mod-el continuous miner face where dust levels were measured in the return airway. Results of the Closed Chamber Tests The graph indicates that atomizing nozzles provide the best use of water for dust scrubbing. However, use of these nozzles is limited by their susceptibility to damage and clogging. Hollow-cone nozzles perform almost as well as atomizing nozzles. Test results also indicate that full-cone, venturi-assisted, and flat-fan spray cones are about two-thirds as effective as hollow-cone nozzles. The least effective were venturi nozzles designed for moving air. The most significant advantage of hollow-cone nozzles over other nozzles tested is reduced clogging due to larger orifice size. The hollow-cone nozzle used in the test and depicted by the graph was type BD-3 manufactured by Spraying Systems Co., Wheaton, IL. This nozzle is already used on many continuous miners. Artisans and laborers in mineral industries where the air is dusty with particles of reel: are subject to a peculiar pulmonary disease known as miners' phthisis or stone cutters' consumption. In granite cutters the disease is specifically designated as granite pneumoconiosis. Very fine particles of the harder rocks are especially injurious when inhaled into the lungs. It is estimated particles about one micron (1/23000 part of an inch in diameter) are most injurious, because larger particles are more readily removed by the cilia and,wet surfaces of the respiratory passages before reaching the lungs, while smaller particles either do not readily lodge or are more easily eliminated. Silica, of which quartz and flint are composed, and which forms a large part of granite, is one of the hardest of the common rock-forming materials. It is also very insoluble when silica lodges in the lungs elimination is difficult. Rock constituents of granite other than silica are probably injurious but in a lesser degree, and this is also probably true of limestone and the softer rocks. Ultimately a worker who daily inhales much granite dust has considerable deposited in his lungs. If he continues at his trade the lung tissue becomes harder and less elastic, he finds himself short winded, and in extreme cases death may come either directly or indirectly as a result of lung failure.

Reduce dust on long wall faces by using a gob curtain to lower air leakage Into the gob and raise the airflow along the face. Approach A brattice curtain (gob curtain) Is hung between shield #1 and the rib in the headgate entry forcing the ventilating air stream to make the 90° turn and stay on the face side of the shields rather than leaking into the gob. How It Works Air leakage is greatest in the headgate area because the gob behind the first few shields remains open due to the roof bolts in the headgate entry. In addition to the open gob, there is a large gap between shield #1 and the rib. Prevention of air leakage behind the shields is accomplished by the Installation of a curtain between the first shield and the rib extending from the roof to the bottom. The curtain Is advanced with the shield line each pass and is helpful In maintaining a sufficient air quantity along the face. The biggest Improvement due to this curtain is seen in the first 25-30 shields where the Increased air volume lowers dust concentrations through dilution.
