MINE PROTOTYPE The prototype chosen for application demonstration is from Kingery (1960). The mine and the ventilation plan is presented in Figure 11. A new coal mine is projected with entrance by slope 1,500 feet long. Nine train entries will be standard for development, five as intake and four as return. One return shaft is planned near the slope bottom. The slope will have an area of 150 square feet and a perimeter of 55 feet. The return shaft will be circular with a diameter of 18 feet and will be 500 feet deep. Two hundred feet of the shaft and 500 feet of the slope will be concrete lined. Will it be possible to operate five units per shift with amount of air at each unit not less than 25,000 cfm? Additionally, a shop at the slope bottom will require 10,000 cfm. The problem is completely worked out using standard ventilation formulas and simple manual calculations in the above reference and is reproduced here in Appendix II for ready reference. APPLICATION In this manual, four different applications of the PSU/MVS are outlined. An article by Stefanko et al (1972), outlines how one can move from a mine map to a network for the generation of computer input. Attention is drawn to Figure 12, which is the network line diagram of the mine ventilation system in Figure 11. Note that every roadway junction has been numbered. This article outlines research by the National Institute of Occupational Safety and Health (NIOSH) on using whole-plant ventilation in two mineral processing operations to reduce respirable dust levels. Information also covers how to design a ventilation system for any bulk material processing plant.

Regulations of the Comité Spécial du K tanga are in force in Katanga and those of the Comité National du Kivu in Kivu. The three laws differ only in detail, and grants made by the Comité Spécial du Katanga or by the Comité National du Kivu must be approved by the Ministry of Colonies. The following résumé is designed to coordinate the three sets of regulations.

Introduction The fields of an infinite line source in the presence of a conducting half-space have been examined by Wait and Spies (1971). In any real communication link using a current-carrying cable for the transmitting antenna, the cable is of finite length. Here we examine the fields of a finite length cable carrying a constant current in the presence of a homogeneous conducting half-space. The constant current assumption is valid at sufficiently low frequencies when an insulated cable is grounded at the end points (Wait, 1952; Sunde, 1968). Here we examine both surface and buried cables since both downlink and uplink communication links are of interest. Also, we examine both frequency and time solutions since either CW or pulsed communications may be used. Finally, it is necessary to include both magnetic and electric field solutions since reception could be with either loops or dipoles. Since the finite cable solution is more complicated than both the infinite line source and the short dipole solutions, we explore under what conditions a cable appears to be either infinitely long or very short. Some special cases, such as- the low frequency limit, permit analytical solutions which exhibit the dependence on various parameters, such as cable length, quite clearly. In fiscal 1996, the US Congress directed that the US Bureau of Mines (USBM) be closed. Certain functions were reassigned to other agencies. The remaining employees were separated and the unoccupied sites were decommissioned. As a result, 12 locations were closed and about 1,200 employees were terminated in March 1996. About 600 employees at five locations were reassigned to other federal agencies. This article provides a summary of the continuing functions, the agencies involved and the points of contact for each continuing function. The functions that were discontinued are also identified.

"Two recent occurrences in Western metal mines in each of which 3 men were killed due to breathing fumes from explosives, have aroused keen interest among mining men not only as to the exact cause of such accidents, but also as to possible preventive measures.In sinking the forty five degree incline Marsh *haft near Burke, Idaho, on May 13, 1920, a round of holes containing about sixty pounds of 40 per cent gelatin explosive was blasted by the night shift upon leaving at 11:30 P.M. It was customary for the night shift to leave compressed air blowers open at bottom of abaft until the compressor was shut down slightly before midnight. Presumably this was not done on the night of the lath as the fumes were so heavy in the shaft bottom on the morning of the 14th that at about 8 o'clock, Superintendent Bergen and one of the shaft men, on reaching the shaft bottom, were overcome and fell from the bucket into the sump containing about six feet of water; and when two other men went down in the bucket a few minutes later to investigate, one also fell into the sump and the other was barely able to roach the shaft collar. The three bodies were later on recovered from the sump.At 400 P.M., June 10, 1920, at the Dominion Mine, Colville, Washington, a round of 11 holes containing about fifteen pounds of 60 per cent nitro¬glycerine explosive was blasted in a fifty degree raise about fifty feet above the main tunnel level by the shift going off for the night. in this mine it was the practice not to try to blow out the fumes until just before the shift went to work the next morning, Although no work was being done on the night shift, one of the raise men, curious to ascertain the effect of the shots, about 7:45 P.M., wandered into the mine (which was a tunnel only a few hundred feet in length), and was missed by one of his companions about an hour later. When three men tried to remove the body of the inquisitive miner, two of them were also overcome; ultimately these two and the first man were removed from the point at which all were asphyxiated, which was practically at the foot of themaise."

Electrophoretic mobility measurements were made on samples of Florida phosphate slimes to determine the optimum conditions of coagulation and precipitation in aluminum sulfate solutions. The addition of silica sand and other selected materials as mutual coagulants has demonstrated the practicability of coagulating two dissimilar particle systems by elimination of the repulsive double layers. By proper selection of the solution and its concentration, the reduction of the double layer to a zero point of charge causes coagulation and rapid precipitation of both particle systems. Confirmation was found in filtration tests and sedimentation tests.

As technology evolves, accidents may occur because human-system interactions were not considered adequately in the process. A systematic methodology can be used to evaluate the causes of mishaps and to develop recommendations that will enhance safety. A recent trend observed in underground coal mining is used to illustrate this principle because an underground mine is a dynamic work environment. Mining is characterized not only by frequent geologic changes but by technological evolution that can seriously degrade human performance and compromise worker health and safety The case exemplified in this paper involves implementation of remotely controlled equipment for extended cut mining. Extended cut mining technology evolved with minimal ergonomic consideration even though the change from on¬board to remote machine operation dramatically modified the role of the human component. In response to concern that system interactions should be examined more closely. a methodology was developed to identify hazards.

"The introduction into mines, quarries and manufacturing plants of machines and tools operated by compressed air has revolutionized methods of operation to an extent comparable only with that occasioned by the invention of explosives and the utilization of electricity. The use of compressed air in pneumatic tools, in rock drills, and for the operation of pumps and other machinery is well known to most miners and quarrymen, but its application as a substitute for explosives for breaking rock in a few granite quarries has received little publicity.In the region of Lithonia, a few miles from Atlanta, Georgia, is a dome of massive granite used widely for building stone and for paving blocks. The most remarkable structural feature of the granite is the absence of joints and sheeting planes. The term ""joints"" is applied to open fractures that commonly occur in rocks, usually vertical in direction or nearly so, and spaced from a few inches to several feet apart. On the Lithonia granite outcrop, however, one may walk over the bare rock surface for hundreds of feet without finding any indications of a joint, ""Sheeting planes"" are open fractures at various levels, approximately parallel with the rock surface. The presence of such planes when spaced several feet apart greatly facilitates quarrying, and where absent, as at Lithonia, the necessary fractures must be made artificially.The forcing of artificial sheeting planes is accomplished as follows: Two holes of about 3-inch diameter arc drilled close together and to a depth of about 8 feet. Two men work at these holes all summer, and sometimes part of a second summer. A very small charge of black blasting powder, not more than a spoonful, is placed in each hole, tamped with clay, and the charges are fired simultaneously with an electric battery. This starts a small fracture running outward from the bottoms of the holes. There is in most granites one direction of easy splitting known among quarrymen as the ""rift"", and as the rift direction in the Lithonia granite is horizontal the fracture follows a horizontal plane,"

Overexposure to airborne respirable crystalline silica dust can cause disabling or fatal respiratory disease, and mine worker exposure to silica dust continues to be an ongoing occupational health concern. Exposures of surface coal mine rock drillers to respirable crystalline silica are of particular concern. On surface coal mine drills, bailing air flushes the cuttings out of the drill hole. Conveyor belting material is typically used to fabricate a shroud around the drill deck in an effort to contain the drill dust so that it can be captured by a collector. Dust leakage from the drill shroud is usually the worst dust source problem on most drills. The focus of this work is drill shroud dust leakage and the relationships of various drill parameters on this leakage. Experimental data were obtained and used in combination with dimensional analysis to establish these relationships. In general, it is found that airborne respirable dust (ARD) concentrations vary in a direct relationship with shroud leakage area and in an inverse relationship with drill deck cross sectional area and shroud height. This work expands the testing and dimensional analysis previously reported for collector/bailing air flow ratios ranging from 2:1 to 4:1 to include ratios approaching 1:1. A semi empirical mathematical model has been developed and expanded to describe ARD generation on surface coal mine drills. Geometric parameters included are drill deck height and cross sectional area, shroud leakage associated with the deck shroud, and the operational parameters of bailing airflow and dust collector airflow. The relationships can be described by logarithmic functions and yield predictive ARD values, which fall in the range measured on operating drills for collector/bailing air flow ratios greater than 2. However, at values of collector/bailing air flow ratios of approximately 1.1, the amount of ARD shows minimal response, if any, to drill deck shroud improvements that do not result in near perfect seals. This is a condition that can occur in actual operation and is a substantially different result than previously expected and reported. Application of these results should provide mine operators with sufficient information to determine (1) the relative magnitude of their dust emissions, (2) where they should focus their efforts to reduce ARD emissions and (3) the improvement they could reasonably expect to achieve. Given that exposures of surface coal mine rock drillers to respirable crystalline silica are of particular concern, substantial reductions of airborne silica dust during drilling may be estimated and achieved through use of the analysis presented. Location and Age The main bituminous coal field of Pennsylvania lies in approximately twenty counties west of the mountain area which extends in a northeast southwest direction through the central part of the Commonwealth. The coal fields lie in a dissected peneplain, still in the youthful stage of erosion There are numerous V shaped valleys in the bituminous fields and the tributaries of the larger streams have rather steep gradients The main streams flow in rather narrow valleys with comparatively small flood plains. The coal beds of Pennsylvania are of Carboniferous age, and are confined to two systems, the Permain and the Pennsylvanian The latter system is divided into an upper or Pittsburgh series and a lower of Pottsville series The Peimain system is divided into an upper and lower series The Pottsville series of the Pennsylvanian is represented in western Pennsylvania by the Upper Pottsville only The upper or Pittsburgh series of the Pennsylvanian is represented by the Monongahela, Couemaugh, and Allegheny groups Geologic Structure. The rocks of the bituminous coal fields are folded into many anti clines and synclines extending in a general northeast direction across the western part of Pennsylvania The intensity of this folding in creases toward the mountain region West of Chestnut Ridge, which is in Fayette, Westmoreland, and Indiana counties, the folding is minor, and the coal beds have low dips East of Chestnut Ridge, v here folding is stronger, the basins are wider and the coal beds rise steeply on the flanks of the anticlines Geology. The bituminous coals of Pennsylvania are associated with shale, sandstone, clay, and limestone Each group has different proportions of these deposits, and the proportions vary at different localities within the same group.

The optimum situation in sealing the soil with latex would be to locate the sealant at the depth where natural permeability is lowest, and to narrow distribution of the latex to a film. To ascertain how closely we were achieving these objectives it was necessary to devise a method to measure the concentration of latex in soil. A number of methods were explored and two were used in actual field tests. SBR latex tagged with c14 was prepared and used to determine the distribution of polymer in the soil. The latex was made by copolymerizing a mixture of radioactive and normal styrene with butadiene in bottles by conventional methods. Average particle size was 600 Å. Diluted aliquots had 1.40 microcuries radioactivity per gram of latex. Tagged latex was mixed with soil in a range of proportions from 0.01 to 0.25% by weight to develop a calibration curve. Analyses of soil in the laboratory and from the field were determined by comparison with this master curve. Styrene-containing polymers have a characteristic peak at 700 cm-1 but crosslinked SBR is not soluble in solvents normally used in infra-red spectroscopy, e.g., carbon disulfide. We developed a method for solubilizing the crosslinked polymer by stirring overnight at room temperature a soil sample in chloroform with t-butyl hydroperoxide and osmium tetroxide. The filtered chloroform residue was dried to constant weight, thoroughly mixed and pressed into a KBr pellet, and concentration was determined by measuring the absorption at 700 cm-1. Growing concern from labor unions, regulatory agencies, and industry about the safety of a prevalent underground coal mining method which utilizes remote control has prompted human factors field evaluation of mining activities. Remote control operations were implemented with little consideration given to human-system interactions. Ideally, collecting and analyzing information prior to implementing new technology would have helped to address potential problems. One such problem that operators and other mine personnel are faced with is the question of where they should safely position themselves to avoid injury while remotely operating machinery. To determine work methods employed by machine operators before and after implementation of the new method, work sampling techniques have been used to provide data about positioning of face crew members at different points in the mining cycle. This data provides information for optimal positioning, leading to safer operating procedures and identifying training shortfalls.

This paper reports the results of flammability studies for methane, propane. hydrogen, and deuterium gases in air conducted by the Pittsburgh Research Laboratory. Knowledge of the explosion hazards of these gases is important to the coal mining industry and to other industries that produce or use flammable gases. The experimental research was conducted in 20 L and 120 L closed explosion chambers under both quiescent and turbulent conditions, using both electric spark and pyrotechnic ignition sources. The data reported here generally confirm the data of previous investigators, but they are more comprehensive than those reported previously. The results illustrate the complications associated with buoyancy, turbulence, selective diffusion, and ignitor strength versus chamber size. Although the lower flammable limits (LFLs) are well defined for methane (CH,) and Propane (CA), the LFLs for hydrogen (HZ) and its heavier isotope deuterium (D2) are much more dependent on the limit criterion chosen. A similar behavior is observed for the upper flammable limit of propane. The data presented include lower and upper flammable limits, maximum pressures, and maximum rates of pressure rise. The rates of pressure rise, even when normalized by the cube root of the chamber volume (V 1/3), are shown to be sensitive to chamber size.

"Transportation of explosives in mines is extremely hazardous, and where electric haulage is employed the danger is intensified. Insulated mine-car couplings have been adopted by at least five companies in Alabama and Pennsylvania - and undoubtedly in other States - to prevent an electric current passing from a mine locomotive to a car or between care joined by this coupling. The need for such protection is recognized in the report of an explosion.""Four hundred kegs of black blasting powder had been loaded into four mine cars at the railroad, to be hauled to the magazine, upgrade, by a trolley locomotive. On starting, the motorman put sand on the rail and a grounded circuit passed through the hitchings and so exploded the powder. No insulation was used between the locomotive and cars."" When used on man trips the insulated coupling further serves the purpose of guarding the men against shock. Four couplings are described so that a clearer understanding may be obtained of the details of construction.ConstructionThe general principles of construction are similar in all insulated couplings. The piece containing the hole for the coupling pin is made of steel and the steel parts are separated by an insulating material, such as fiber or wood. The coupling is either rigid or semirigid to prevent the bumpers of the mine cars from coming in contact and to keep the cars insulated from one another at all times."

Track and control the tram maneuvers of continuous mining machines by developing and evaluating a laser sensor system. Background Progressive technology has the potential to greatly improve mine-worker safety, helping to create a safer, better working environment for mine workers by keeping them away from the dangerous face area. To benefit from such technology, the Bureau is investigating remote, computer-assisted operation of mining systems for underground, highwall, and surface mining applications. A cornerstone for computer-assisted operation is an effective guidance system. Since there are no guidance systems on any commercial continuous miners (CM's), the Bureau it-self developed and tested a laser-based sensor system, based on a commercial sensor called Lasernet. The laser-based guidance system employs four laser scanning sensors at fixed locations in a mine entryway to report the angular coordinates of two cylindrical retro-reflective targets mounted on a CM. Using triangulation, a real-time microcomputer system processes the sensor data and updates the xy position and heading (h) of the CM five times per second. Using a simple control algorithm and communications interface to the CM control computer, the system also controls rotational and translational tram maneuvers.

Mining provides a large part of the energy and raw materials that feed this Nation's economy. Copper pipe, concrete, and window glass serve as well known examples of the reliance on minerals in modern society. Less appreciated, but as important, are the hundreds of mined commodities that are an integral and necessary part of everyday products, ranging from medicines and computers to carpet and paper. Coal is a major portion of the country's energy mix today, as it will likely continue to be in a future hydrogen-based economy. The domestic mining industry also provides strategic minerals that are important for the Nation's security. The processes to recover these mineral commodities are among the most demanding and complex in an industrial society, and this inherently dangerous industry has historically had the highest risks of fatality and injury. The mining industry has been undergoing some trying and challenging times because of the recent mine disasters in the coal fields. These events have been alarming in light of the strong and encouraging safety record that has characterized mining in the United States for most of the past decade. While mining communities deal with their grief, mine operators, government regulators, and other safety personnel, set about trying to determine why these fatalities occurred. Subsequently, the mining industry is currently experiencing changes in legislation at an unusually rapid pace. The most recent regulatory changes are the Mine Improvement and New Emergency Response Act of 2006 (MINER Act) and the temporary emergency standard for mine seals. The new mine safety laws call on the nation's mines to adopt certain procedures and safety technologies immediately, or as soon as they become commercially available. Putting all the provisions in place from these new laws is a major undertaking, and will necessitate strong collaborations and partnerships among mine operators, manufacturers, regulatory and research agencies, labor unions, and community groups. It is against this background that Prevention through Design (PtD) components for the Mining Sector are recommended.
