The title of this book, The Phoenix of Natural Disasters: Community Resilience is aptly chosen. ?The Phoenix is a mythical bird that never dies; the phoenix flies far ahead to the front, always scanning the landscape and distant space. It represents our capacity for vision, for collecting sensory information about our environment and the events unfolding within it.? (source: The Feng Shui Handbook, feng shui Master Lam Kam Chuen.) There are Chinese, Japanese, Russian, Egyptian, and Native American counterparts of the phoenix. All of these birds are identified with the sun and depicted as rising from the ashes ? living again. This is the essence of a community after a natural disaster ? they live again. The Phoenix of Natural Disasters: Community Resilience is edited by Kathryn Gow and Douglas Paton who have done an excellent job of creating a relatively seamless transition between chapters with different authors. The content is organized well with the first chapter providing an excellent overview of what is to come and each chapter including an abstract clarifying the focus of the chapter.

General An important part of any mine power distribution system is its con¬nection to earth or ground. The grounding network serves to protect men and machinery from the hazards associated with electrical equipment which is operating improperly. Since the mine site is determined by the location of the rock or mineral to be extracted, the conditions required for the installation of an adequate grounding system are not always easily met. If annual rainfall is low or soil resistivity is high, an extensive array of buried metallic conductors may be necessary to assure a low-resistance connec¬tion to earth. Measurement of soil parameters can be made before the construction of a grounding grid is begun, and the configuration of a metallic network, which will yield the desired values of earth resistance and potential gradient, thereby ascertained. Proper design at the time the ground bed is installed will save much time and expense in later years. Ground conductors extend from the buried grid to each piece of mo¬bile and portable equipment via overhead lines or multi-conductor cables. In this fashion all machine frames are referenced to the same potential as the grounding medium. Protective circuitry must be installed to monitor\current flow in the ground conductors or the potential drop across the neutral grounding resistor, which is placed between the grounding grid and the neutral point on the distribution transformer secondary. Cost Data Library The data retained in the Cost Data Library is of a semi¬permanent nature in that it is held in storage for immediate use with the program although its contents may require periodic evaluation to maintain it in a current status. The library is composed of six arrays containing both technical and cost data. The following description of the library input system provides the information necessary to maintain an active storage file. This paper concludes a five year program on research into the use of a portable X ray fluorescence (XRF) analyzer for analyzing lead in air sampling filters from different industrial environments, including mining, manufacturing and recycling. The results from four of these environments have already been reported. The results from two additional metal processes are presented here. At both of these sites, lead was a minor component of the total airborne metals and interferences from other elements were minimal. Nevertheless, only results from the three sites where lead was the most abundant metal were used in the overall calculation of method accuracy. The XRF analyzer was used to interrogate the filters, which were then subjected to acid digestion and analysis by inductively coupled plasma optical emission spectroscopy (ICP OES). The filter samples were collected using different filter holders or "samplers" where the size (diameter), depth and homogeneity of aerosol deposit varied from sampler to sampler. The aerosol collection efficiencies of the samplers were expected to differ, especially for larger particles. The distribution of particles once having entered the sampler was also expected to differ between samplers. Samplers were paired to allow the between sampler variability to be addressed, and, in some cases, internal sampler wall deposits were evaluated and compared to the filter catch. It was found, rather surprisingly, that analysis of the filter deposits (by ICP OES) of all the samplers gave equivalent results. It was also found that deposits on some of the sampler walls, which in some protocols are considered part of the sample, could be significant in comparison to the filter deposit. If it is concluded that wall deposits should be analyzed, then XRF analysis of the filter can only give a minimum estimate of the concentration. Techniques for the statistical analysis of field data were also developed as part of this program and have been reported elsewhere. The results, based on data from the three workplaces where lead was the major element present in the samples, are summarized here. A limit of detection and a limit of quantitation are provided. Analysis of some samples using a second analyzer with a different X ray source technology indicated reasonable agreement for some metals (but this was not evaluated for lead). Provided it is only necessary to analyze the filters, most personal samplers will provide acceptable results when used with portable XRF analysis for lead around applicable limit values.

[The meaning of the term "bauxite' has always been somewhat vague and indefinite, and the term has been used in various applications to denote sometimes a rock, sometimes a mineral, but more frequently an ore. It seems logical to think of bauxite as an ore, however, because a very large part (probably at least 85 per cent) of the entire world's production of bauxite is at present being used as a source of aluminum and aluminum chemicals. In the United States there are two districts that, produce bauxite - the Arkansas district and the Alabama-Georgia-Tennessee-Mississippi district. The deposits in Mississippi have been discovered recently and are riot as yet productive but it seems reasonable to consider them as apart of the-district hat includes the deposits of Alabama, Georgia, and Tennessee. The, two districts are often referred to as the Arkansas field and the Appalachian field. Of these two the Arkansas field has been by far the largest producer, and at present over 90 per cent of the bauxite production of they United States comes from the Arkansas field. The bauxite industry in the Appalachian field had its beginning in 1889, and since that time the total production of the states of Alabama, Georgia, and Tennessee has been, nearly a million tons. The production of bauxite in this field has languished in the last five, or six, years, and In 1927 its production was only about 14,000 tons, according to Harder4. The recent decrease in production is due mainly to the fact that many .of the known deposits of commercial-grade ore have become exhausted. There are, however, considerable quantities of low-grade bauxite in the Appalachian field, but these have not been available because there has been no satisfactory way of concentrating low-grade bauxite. The quantity, of low-grade material in the Appalachian field is probably, fully as large as the tonnage of commercial ore which the field has already produced.]

Hand portable truck axle scales were purchased from the Martin¬Decker Company, Santa Ana, California, for weighing the rubber-tired mine shuttle cars. The scales consisted of two hydraulic load-pads, measuring 4" thick, and 21" long by 13" wide at the pad surface and one totallizer-dial indicator unit. The development of a technique to install the scales effectively for shuttle car-weighing followed an evolutionary process. The setup which finally proved to be effective entailed countersinking and level¬ling the load pads in the floor on the shuttle car trackway such that the tops of the pads were three inches below the floor level. A plat¬form consisting of two braced side-by-side 3" x 8" lumber planks was made. The platform was placed across the load pads with six inches of overlap on each side to provide room for imperfect tracking of the shuttle car. Additionally, 3" x 8" lumber planks were imbedded across the runway immediately behind and ahead of the platform. These auxili¬ary planks were firmly braced into the floor by vertical posts or jacks set against the roof; the planks constituted a stable approach platform to enable the shuttle car to roll unimpeded onto the scale platform in either direction of travel. Figure 22 shows this arrangement in detail. The setup of the scales was done during non-production hours prior to the first working shift of the week. This task took seven to twelve hours with two men. During the actual weighing experiment, the following limitations were realized. 1. "An investigation has been made of the applicability to a variety of coals, other than those from Illinois, of the Powell and Parr method of analysis for the forms of sulphur in coal.A complete study was made of the sulphur in the following coals:- Upper Freeport, Pa.; Pittsburgh seam, Pa.; Pocahontas No. 3, W, Va..; Letcher Co., Ky.; Morgan Co., Tenn.; and Cherokee Co., Kan.The method of analysis gave excellent results when applied to these coals. In the determination of pyrite, the iron-sulphur ratio checked in every case with the theoretical. After the extraction of the pyrite and sulphates, the remaining sulphur was proved to be organic in nature.This work indicated that sulphur exists in coal in three typical forms: - pyrite or marcasite, sulphates, and organic sulphur. A study of the changes which these forms undergo during coking has been made on a variety of coals, and the following five classes of reactions established.First. Complete decomposition of the pyrite and marcasite to ferrous sulphide, pyrrhotite, and hydrogen sulphide. This reaction begins at 300°C., is complete at 600 °C., and generally reaches its maximum between 400 and 500°C."

Increase the safety of operators of front-end loaders by providing a means of monitoring the machine's stability. Approach Through a research contract, the Bureau of Mines developed a front-end loader stability indicator which provides the machine operator with a reliable, easily interpreted display assessing the stability of the machine. How It Works Statistics show that front-end loader accidents are the largest single category of machinery-related accidents in the surface mining industry. Many of the fatalities resulting from these accidents occur when front-end loaders rollover and either crush the operator who is trapped within the cab or strike the operator who is trying to jump to safety. Although rollover protective structures (ROPS) are required by law on front-end loaders to protect operators in the case of a rollover, these do not prevent the actual rollover from occurring. In fact, the operator has no way of evaluating the stability of the machine except by using personal judgment. The Bureau of Mines responded to this problem by developing a front-end loader stability indicator whose primary function is to Indicate to the operator when the machine is approaching an unstable situation which may trigger a rollover. The device bases Its interpretation on measurement of the normal loads on the machine's wheels. Strain gage instrumentation located on the machine is used to monitor the magnitude and change of forces acting normal to the front-end loader's wheels. These forces are direct indicators of the machine's center of gravity relative to its position on the ground. The strain gages are connected to electronic circuitry which amplifies and processes the signals. Stability or instability of the loader is relayed to the operator through a display of green, amber and red lights.

Figure 1 is a reproduction of a chart recently prepared by the Bureau of Mines at its Pittsburgh Laboratory to show the Bureau's approval work in connection with electrically operated mining equipment. Nearly 27 years of approval work, covering 346 approved units, are shown on this chart. These approvals are arranged according to year of approval and the manufacturer to whom approval was granted. Forty-five manufacturers are represented, and a scheme of using various colored tabs permits the following subdivision of the equipment: Cutting machines, loading machines, conveyors, battery-operated locomotives, battery-operated power trucks, drills and drilling machines, rock-lusting machines, pumps, room hoists, air compressors,, and miscellaneous, The greatest number of approvals granted to a single manufacturer is 80; the next highest is 65, and the third is 49. Several manufacturers have been granted only a single approval. The chart shows all approvals granted for, motored equipment. Some of these units have since become obsolete, and a few are used to a very limited, extent if at all.

To be successful , human exertion employed for the creation of value requires power and heat ; the ability to produce concentrated power in great quantities has resulted in the relatively recent industrial development that is so profoundly affecting the world . In our commercial history , we have advanced through several stages in the selection of the most suitable fuels , continuously striving to increase the flexibility and range of energy- transmission . The easy distribution of light , power and heat is the leading factor in the decentralization of industry which promises to correct some of the serious evils that have followed in the footsteps of our commercial development . The distribution of fuel in quantity in so convenient a form and with such an attractive reliability- factor as can be had with gas , meets the modern conception of efficient service . Natural gas has been used in this country for more than a century, but recently it has attained a prominence far in excess of anything known in its earlier history. We may consider that we are now getting into our real stride in the utilization of our natural- gas resources . : In a country like the United States , wherein we are accustomed to mammoth achievements , we may be inclined to accept casually the noteworthy technical and economic advances which have resulted in the expansion of natural- gas distribution . About three years ago , the transmission of natural gas a distance of more than 250 miles from its source was first accomplished , and this was really a noteworthy engineering feat . Today , this useful commodity is being transported twice that distance , and lines are being laid which will carry gas more than 900 miles from the points of occurrence . Let us not take such outstanding improvements too much as a matter of course ; the industry should be congratulated on its long steps forward .

A computer simulation has been developed by the US. Bureau of Mines to estimate the chances of a miner making a successful escape while wearing a self-contained self-rescuer (SCSR). The model takes into account (1) training in the use of SCSR's, (2) apparatus integrity, and (3) oxygen cost of a mine escape. This report examines survival odds for a prototypical escape, and illustrates how these odds change when SCSR training is improved.

Dust dispersion modeling is a subject that has had a large amount of research activity. Much of the research has focused on large-scale global or regional dispersion models. Other models have been created for industry-specific purposes. Furthermore, some of the past research has focused on dust dispersion modeling in the mining industry. This report presents the various dust dispersion models that have been developed specifically for the mining industry. The report first gives a brief background of the regulatory environment that helped to promote development of such models. It then presents an overview of the mathematical concepts used in this dispersion modeling. Finally, each of the various models developed for the mining industry are described, along with their associated mathematical algorithms and any field validation conducted on the different models.

Metal mines were the smallest mining sector,1 comprising 1.8% of all mining operations. • Gold mines comprised 44.1% (n = 113) of all metal mining operations. Other types of metal mines were copper ore (n = 31; 12.1%), iron ore (n = 25; 9.8%), and lead and/or zinc ore (n = 21; 8.2%). • Nevada is the state with the largest number of metal mines (n = 53; 20.7%).

The following experimental hypothesis was to be tested: Null Hypothesis: the coefficients a = 0 J Alternate Hypothesis: One or more of the coefficients a 0 J Correlation and Regression To establish the alternate hypothesis and to test how well the proposed model fits the data, the conventional statistical techniques of correlation analysis and multiple linear regression analysis were used. Additionally, factor analysis was employed to investigate the dependency relationships in the data. Correlation and linear regression are well established statistical procedures in science and engineering. References on these procedures include Spiegel (1961), Anderson (1963), and Draper and Smith (1966). A simple example is stated here. If N observations are made of two variables, x and y, and it is desired to test this data to see if a linear relationship exists, then a model of the form: Y = a0 + a 1 x A-2 is proposed. This chapter explains the Federal regulations governing the use of dust respirators in mines and tunnels and describes the most common dust respirators used. Filter materials and filter efficiencies for respirators are discussed. This chapter also gives some guide-lines for respirator use and recommends sources for more dust respirator information. Respirator effectiveness in reducing dust exposure usually exceeds the effectiveness of most engineering control methods. RESPIRATOR REGULATIONS [Different regulations govern respirator use in coal mines, metal/nonmetal mines, and tunnels under construction.] Coal mines under Mine Safety and Health Administration (MSHA) jurisdiction. Coal mine operators are required to meet dust standards using only engineering control methods. Typical engineering control methods include ventilation and water sprays. Respirators are not regarded as an engineering control method, so respirators cannot be used in lieu of engineering controls.

This information circular presents data for 1960 on individual coke plants in the United States. All oven-coke plants in existence, whether active or idle at the close of the year, are listed in this report. With two exceptions, only beehive plants on which reports were submitted to the Bureau of Mines are included. Although the Bureau was unable to obtain reports from these two active plants in 1960, the number of ovens and annual coke capacity are estimates, based on previous reports filed with the Bureau of Mines. Accordingly, there were 73 oven-coke plants in existence at the end of 1960 of which 70 were active. Reports were received on 44 beehive plants of which only 13 were in operation at year end. Oven-coke plants are listed alphabetically by States in table 1 which shows the name and address of the company, location of plant, classification or type of ownership, number and type of ovens, annual coke capacity, and coal-chemical materials produced. The terms "furnace" and "merchant" plants used in this and all other reports of the Bureau of Mines designate the type of ownership. Furnace plants are those owned by iron and steel companies whose main business is production of coke for use in their own blast furnaces. Merchant plants are those associated with chemical companies, gas utilities, as well as those that produce for sale on the open market metallurgical, industrial, and residential-heating grades of coke and coal-chemical materials. The annual coke capacity shown for each plant in this table is based on the minimum coking time necessary to produce coke with qualities suitable for its intended use. Therefore, the annual capacity of a plant may change from year to year, depending on age and condition of ovens, the character and quality of coal carbonized, the grade of coke required, and other factors. For example, annual coke capacity of a coke plant primarily making foundry coke with longer coking cycles would be lower than one making blast-furnace coke. Also some ovens must be operated at slightly lower than normal flue temperature because of the condition of the refractories and maximum capacity would be somewhat lower than designed capacity. For this reason, the capacity reported to the Bureau of Mines may differ from the designed or rated capacity estimated by the coke-oven builders at the time of construction. For example, if the generally accepted standard coking rate of one inch per hour were used on all ovens to calculate total annual capacity, it would have been 80.4 million tons or 2 percent higher than the capacity reported to the Bureau. Because of the factors mentioned above, the annual coke capacity shown in this table is believed to be a reliable measure of the practical operating capacity of the industry.

So far as the propagation of electromagnetic waves is concerned, an underground tunnel behaves like a pipe or hollowed waveguide. Waves propagate in this tunnel with a low attenuation only if their frequency is higher than a so-called critical frequency which depends on the shape and mostly on the cross -dimensions of the tunnel and which value is in the neighbourhood of several tenths of MHz. However, when a metallic conductor is stretched along the gallery the electromagnetic characteristics of the latter are considerably modified and the effect of the cut-off frequency disappears; this is due to the fact that the gallery equipped with such a conductor works like a coaxial cable where the conductor serves as the outward conductor and the wall of the gallery as the return conductor. This is the principle of the monofilar waveguide cable which has been perfectly studied by Gabillard. Two mean characteristics of the monofilar mode are as follows: first of all, when the cable is suspended in the middle of the cross section of the gallery, the electromagnetic field occupies all the space between the wire and the walls of the gallery. When the wire is close to the wall, the electromagnetic field tends to become concentrated between the wire and the wall, with the consequence that, with the given monofilar mode power, the aerial of a receiver standing somewhere in the tunnel will capture a weaker and weaker signal. Secondly, owing to the fact that the mode of monofilar propagation uses the ground as return conductor, its power of propagation is considerably diminished; the closer the wire is to the wall the higher the attenuation, for only a very small part of the wall is utilized as return conductor. To cover great distances, everything else being equal, two or more conductors must be placed in the gallery. If the distance between two conductors of a cable is much smaller than the distance between one or other of the conductors and the walls; or again if one of the conductors surrounds the others and forms a screening, two sorts of modes appear: on the one
