This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. "In the land-pebble district of Florida a lively interest in the possibilities of obtaining increased recoveries of phosphate rock is evident. Research in several directions is being carried on by companies operating in the district to increase the yields obtained by the washing plants. The Bureau of Mines is cooperating with this research program to promote more efficient plant practice and to avoid unnecessary depletion of mineral resources.Washing practice, as carried on in the district at present for the recover of phosphate rock from the crude ores or matrix, is not a complicated process. Flow sheets of the several companies are similar, although the equipment varies with the preferences of the individual operators. For disintegrating the matrix log washers are favored, although revolving drums equipped with flights to break up lumps of clay are also used. Fine sand is removed by screening. Vibrating screens have become well established in the district, although stationary flat screens and trammels are also employed.The writer acknowledges with appreciation the cooperation of the phosphate companies in the land-pebble district; suggestions and criticism by Will. Roca, cooperative fellows of the University of Alabama.Losses in the Finer SizesOf the phosphate that is not recovered by present washing methods the greater portion is in the finer sizes. In these sizes the phosphate grains are accompanied by grains of sand - largely quartz - of the same size, and recovery of these phosphate grains as a commercial product is not possible by simple washing methods. Phosphate recoveries approaching complete extraction can only be effecte by applying metallurgical processes, either mechanical or chemical. As yet, most of these processes have not advanced much beyond the laboratory or perhaps the pilot-plant stage. Such processes may have some application to the beneficiation of phosphatic ores or washer rejects, but a discussion of them is not within the scope of this paper."

This paper discusses the fact that US coal mining organisations are losing the knowledge they need in order to be able to respond to emergencies. The authors note that knowledge management provides a useful perspective from which to view the problem, but that the debate about what constitutes knowledge should be broadened to include a debate about what constitutes management. It is argued here that knowledge is actually shared knowing distributed across group members; that such knowledge can be managed by cultivating it; and that narrative is the medium through which this may be done. The paper then examines NIOSH research that has attempted to use such an alternative knowledge management approach to help potential mine emergency responders better deal with the predicaments they are likely to encounter on-site.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as "any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine." Contractors that perform specific types of work are required to report the number of employees who perform work at coal mines and at noncoal mines.

Examination of numberous disasters , such as fires or explosions , and the evidence at coroner's inquests following such disasters in several States , have shown the writer how frequently men in charge of the operation and safety of mines have forgotten, or have failed to learn , details of safe mining practices , After securing a position of trust as superintendent , or a certificate of competency to act as shot -firer , fire boss , or mine foreman, some men seem to have felt it unnecessary to keep safety principles in mind , or to keep abreast of current progress in safety ; they have concentrated on getting out maximum tonnage at minimum cost . • In coroner's inquests , the testimony after disasters has shown that firebosses , foreman , and coal -mine superintendents are noticeably lacking in knowledge of the provisions of the State mining law relating to fans or doors , frequency of crosscuts , nature of stoppings necessary , electrical equipment , records of daily mine examinations , quantity of air required , or splitting and overcasting .

"Reports are sometimes heard of one ill effects of pneumatic tools on the hands of workmen. In consequence of such reports, Dr. Francis M. Barnes, Jr., M..D. of St. Louis, Missouri, was retained by the operators to make an investigation of conditions in the Bedford, Indiana, region, and the result of this investigation was published the Journal of the Missouri State Medical Association, Volume 16, February 1919. A brief review of this report may be of interest to all users of pneumatic tools, or operators of plants where such tools are employed.The investigation was made during December 1917, and involved an examination of general working conditions, and a careful physical examination of stoneworkers who had long used pneumatic tools. As the Bedford district is the most important structural limestone producing center in the country, the results of this investigation may be regarded as fairly conclusive as to the general effect of pneumatic tools on limestone workers."

"Inhalation of crystalline silica is associated with a biphasic biologic response of acute cell injury and chronic pulmonary fibrosis. Dust induced cell membrane injury leading to the release of lysosomal enzymes and cell death has been implicated as the initial important biologic event triggering the fibrosis. However, it ls also possible other biologic reactions could alternatively, or in addition to these enzyme related cytotoxicity reactions, alter the normal functioning of cells. It is well known that phagocytic activation results in the production of oxygen radicals which are highly cytotoxic to cells. In healthy - lung, protection against the toxic effects of the normal balanced ·biologic reactions are provided by a number of defen1e systems including antioxidants. In disease or condition of overproduction of oxygen radicals, biochemical protection may be overwhelmed with resultant cellular injury.Our recent observations have shown that reactive oxygen radicals (ROR) are generated during grinding of crystalline silica. We hypothesized that these newly generated RORs may cause cell injury, lipid peroxidation, or even damage to macromolecules such as DHA. Biochemical aberrations caused by the inhalation of crystalline silica with ROR at occupational settings might overwhelm cellular and antioxidant defense systems of the lung leading to injury and subsequent fibrosis.To test this hypothesis, we have investigated the generation and decay of ROR produced by crystalline silica using electron spin resonance (ESR) and investigated its toxicity with conventional biologic tests at various time intervals after grinding. We also studied the decay of these newly generated RORs in buffer and the effect of antioxidants and scavengers in the abolition of cellular damages."

Maintaining ground stability in the gate roads, particularly the tailgate, has always been critical to the success of longwall mining, both in terms of safety and productivity. Several new support technologies have been developed in recent years to replace conventional wood and concrete cribbing for secondary roof support. Since their performance characteristics are unique, the best practices that have been developed with conventional wood cribbing may not be applicable for these alternative support technologies. Therefore, with so many options to consider and the importance of achieving adequate ground control at minimal cost, the trial and error approach to longwall gate road support is no longer prudent. This paper discusses a design methodology for standing secondary tailgate supports. This design technique requires in-mine measurements of tailgate support loading and convergence to establish a tailgate ground, reaction behavior based on the support and strata interaction. The methodology uses the performance characteristics generated in the National Institute of Occupational Safety and Health (MOSH) Mine Roof Simulator (MRS) to match the stiffness and load characteristics of various supports to the measured ground reaction behavior. It can be used to determine the appropriate -- application of alternative roof support systems or to design in- mine trials such that a fair and equitable comparison of different support systems can be made. A case study if the methodology at a western Pennsylvania mine site is presented in the paper, including a comparison of four alternative support technologies to conventional wood and concrete cribbing historically used at this particular mine.

Ever since the problem of mine pollutant waters has been under consideration, different mining methods have been investigated to abate the pollution problem. Two such methods which have been reported are inert gas operation and revised mining methods.

Mineral wool was by far the most valuable material among these minor nonmetals reported in the United States in 1956. GREENSAND Output of greensand (glauconite) declined in 1956. The Kaylorite Corp., Dunkirk, Md., and the Inversand Co., Sewell, N. J., were the only firms that reported production of this commodity. Output came from open pits in Calvert County, Md., and Gloucester County, N.J.

"The Baboquivari mining district is about 60 miles southwest of Tucson, Ariz., the present railroad shipping point. The values are silver and gold. The silver is largely associated with the black oxides of manganese. The ore is highly oxidized, and careful panning shows only a very small amount of pyrite. Our sample analyzed as follows:A flotation mill has been installed in the district, but it does not concentrate the precious metals satisfactorily. Our best laboratory flotation results were obtained by grinding to pass 65-mesh and floating with Xanthate or standard flotation oils plus sodium sulphide and polysulphide. This sulphidizing method gave a concentration of 32 per cent of the silver and 80 per cent of the gold, which about equals plant practice.We do not know of an instance where the oxidized forms of manganese have been concentrated satisfactorily by flotation.Plain cyanide on the original ore extracts practically all of the gold but only one-third of the silver. A preliminary deoxidizing roast, using producer gas or powdered coal, gives a calcine from which cyanide dissolves about 90 per cent of the gold and 75 per cent of the silver. This method of treatment, known as the Clevenger-Caron process, is described in Bureau of Mines Bulletin 226.Preliminary treatment with sulphur dioxide by burning pyrite or sulphur and passing this gas into the pulp until all of the contained manganese is dissolved or changed in form best prepares the ore for cyanidation. The acid consumption will vary with the percentage of manganese and other soluble constituents. Neither gold or silver is dissolved by this acid treatment. The washed residue gives maximum cyanide dissolution of the gold and silver with minimum loss of cyanide,"

This report describes a study designed to evaluate a proposed modification in the cap lamp battery cord intented to reduce the incidence of snagging and catching of the cord. A three phase evaluation as performed comparing a prototype with the standard, currently available cord. First, a "pull test" equipment was run. The second evaluation was a body conformity study. The third evaluation involved subjects performing common tasks in a low seam coal mine simulator. The results of these evaluations clearly demonstrated significant safety advantages of incorporating coiled cord into the design of the cap cord. The coil cord presented less of a snagging hazard, allowed the wearer more time to respond to a snag, and transmitted lower levels of force to the helmet when snagged. The research team recommended that cap lamp cords be commercially developed which incorporate coiled cord at the battery and helmet.

"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. Equipment control functions that were once hardwired are being implemented with software and very large scale integrated (VLSI) devices. Often this transition has resulted in increased flexibility, improved quality, and decreased costs. At the same time, it has created new concerns and challenges concerning worker safety. The visible and well-defined ladder diagram for relay-logic has been replaced by program in which the exact outcome for varied inputs can be more obscure. In the coal mining industry,-efforts to automate longwall mining systems hove resulted in semiautonomous machines operating within the same space as workers This paper describes an effort initiated by the National Institute for Occupational Safety and Health (NIOSH to identify the safety rules related to the use of processor-controlled equipment in mining. Specific findings in the areas of human factors, hardware, and some safety are presented in this paper, and a brief description of a plan to address identified weaknesses is given.

This paper describes measured data on strata behavior obtained in recent years from sites in the United Kingdom and the implications for pillar design. The data include results from overcoring stress measurements adjacent to coal mine roadways and deformation monitoring related to longwall extraction. The stresses adjacent to mine roadways or entries have been measured at a number of coal mine sites in the United Kingdom. The results are analyzed with regard to the information they provide on pillar behavior and strength estimates. A reduction in stress consistent with yielding of the strata adjacent to the roadways is evident. This is consistent with the confined core model for pillar behavior. The pillar strength is dependent on the rate atwhich vertical stress can increase with distance from the pillar edge and hence the confinement provided to the yielded material. The measured data indicate a wide range in pillar strengths. Two groups of results are identified that show significantly different behavior corresponding to differing effective pillar strengths. Estimates of pillar strengths derived from the measured data for these two groups are compared with established equations used for pillar design. The differing behaviors and strengths are attributed to variations in the amount of yielding and deformation in roof and floor strata and hence in the amount of confinement they provide to the coal seam. Numerical modeling is used to provide a comparison with the measured data and to indicate that this provides a feasible mechanism to account for the measured data. As the depth of mining increases, pillars tend to become increasingly wide and squat. In such cases, it is possible for the surrounding roadways to become badly deformed and damaged while the pillars remain stable. The criteria of comparing pillar strengths and loads to establish pillar stability become less applicable in these circumstances; rather, considerations of roadway stability may be the limiting factor in determining suitable pillar dimensions. This is the case for pillar dimensions typically employed around longwall panels in the United Kingdom. Depending on the properties of the site and what are deemed to be satisfactory roadway conditions, this can lead to wide variations in required pillar dimensions. Measured data for deformations in roadways influenced by adjoining longwall workings are presented. These show that in some circumstances the influence of longwall extraction can be transmitted over large distances and confirm the variability in required pillar sizes depending on site properties.

"The term ""manjak"" is applied to a variety of bitumen or solid hydrocarbon occuring on the Island of Barbados, West Indies, and in Utah, Cuba, and Trinidad. The deposits on the latter island are found within a distance of three miles of San Fernando, the second largest town on the Island, and within three miles of the famous asphalt lake.In chemical composition, manjak is like asphalt. It is almost pure bitumen. Its melting point is, however, more than 4000F. whereas asphalt melts at 1000F. In composition, it consists of 80 to 90 per cent carbon, the balance being chief¬ly hydrogen, with a small quantity of sulfur. It resembles coal in appearance, is odorless, hard, and brittle. It is found in thin beds between layers of clay.The island of Trinidad is rich in this mineral resource. Its development has as yet hardly begun, and the exportations already made have been with the view of testing out the ma-terial. During 1918, exports to the United States were valued at about $3100, and in 1919, up to October 1, they totaled 41 tons, valued at $1900. Prior to 1900, manjak was mined on a small scale in Trinidad, but for various reasons, very little was done between 1900 and 1913. In the latter year, mining operations were resumed by the Trinidad-Tarouba Oil Development Company, of San Fernando. At the present time, there are five shafts, one of which has reached a 37 foot bed of manjak at a depth of 400 feet. Operations could be greatly extended if there were a greater demand for the material.It has not been found profitable to export manjak from Trinidad in the crude state as the price received, namely $35 per ton, hardly covers mining expenses. These are increased by the necessity for careful and thoro timbering on account of the clay formation.Compounds, made by combining manjak with mineral oil command fair local prices which have enabled mine operations to proceed at a profit. Experimentation is still in progress with different mixtures of manjak and oil for various purposes. The manjak, recently sent to the United States was for the purpose of ascertaining whether American oils would be more economical and useful for mixing with the manjak than the Trini¬dad oils. It is the plan to erect a plant very soon for the manufacture of a variety of manjak paints and compounds.Manjak is rapidly increasing in use, particularly in connection with the oil industry. It is produced in close proximity to the oil wells in Trinidad. It is boiled with oils at high temperatures and converted into compounds and paints for nearly every purpose where a preservative is needed, for example, on pipe lines, boilers, chimneys, and miscellaneous iron ware, machinery, etc. It is usually applied in the liquid state, hardening into a tough, rubberlike coating. It has low viscosity, and is not affected by ordinary heat. It makes an excellent insulating material and is impervious to both air and water. In hot and damp climates, like that of Trinidad where pipe lines quickly deteriorate, their life has been pro-longed for extended periods when painted with this material."
