Some time after my arrival in Rock Springs to fill a short engagement with The Union Pacific Coal Company, Mr. Dickinson informed me that he had placed me on the program for a paper entitled "Mechanical Loading in Indiana." Since development of mechanical loading operations on a genuine coal producing basis for that section began near Oakland City, Indiana, and rapidly spread over Southern Indiana, Western Kentucky and Southern Illinois simultaneously, the results referred to are in many ways common to all three states. Prior to December, 1922, several attempts at mechanical loading had been registered, notably among which were installations of the Jeffry Entry Driver, and the Meyers-Whaley loader. The object of most of these earlier installations was quick development rather than lower production costs in face loading. In this measure it is claimed the machines were at least partially satisfactory. Three items which seemed to delay rapid progress in the adoption of either machine were, excessive first cost, height of coal seam necessary, and timidity of the operator relative to the labor situation which might develop. When the Joy machine was put on the market in the form of the 4-B.U., with a clearance overall which would perform in coal slightly under five feet in height, and at a cost price of less than one-half that of other machines being sold, many operators were at once ready to take a chance along with the manufacturer. This desire was accentuated by the difficulty to operate coal mines at all at prevailing production costs. This condition also made the coal miner more receptive to machinery which would give added employment to the field. At the convention held in Cincinnati during May, Mr. .Joy stated that about 200 of his machines were in operation at that time. Mr. Whaley said that about 40 of his were in use in coal mines. It is probable that of the above sum 75 machines were installed in Indiana, Illinois and Kentucky. Since that time, possibly 50 more machines of later design have been added. Like many of our troubles, those which seemed most difficult to overcome, proved in the end to have been least of all, and in this case the sup¬posed resistance which labor would advance has been more or less imaginary. In Illinois and Indiana a scale of wages is being accepted which is consistent with average earnings of machine men. The fact that a large number of coal operators want and are buying more loading machines has encouraged mining machinery manufcturers on every hand to devote renewed vigor to the cause and it is generally understood that new types and models are being developed both in factories and mines with the coal industry eager always to see the latest development. I understand that at present the Goodman, the Jeffry, and the Sullivan machinery companies are each offering new designs to meet Indiana and Illinois requirements. It is not strange that with so many installations many were made as a result of an impulse to ride the band wagon without any serious attempt to study the results or draw any conclusions from the experiences of others with loading machinery.

The haulage system employed to convey coal from the face to the outside, dates back to 300 B. C., when slaves carried the mineral from the face to the consumer. The British discovered coal on their island about 800 A. D. and they were the first people to make practical use of coal and make coal mining a successful operation. The Britons carried cargoes of coal in their trading expeditions long before Columbus discovered America. The early history of mine haulage in the British mines relates to women with baskets, a practice still in use in Korean mines. Coal was discovered in America in 1679. The first mine worked in the United States was opened at Richmond, Va., in 1770. The haulage inside consisted of a crude sled loaded with, sacked coal ready for the market and drawn by a mule. The tipple consisted of the very simple operation of loading the sacked coal to the back of a lame mule, which represented the transportation system between mine and boat. The capacity of the boat was one ton and this large production of coal was intrusted to a small boy, who delivered to any place in town his bushel basket filled' with winter fuel. One daring coal operator shipped fifteen tons of coal by boat to Philadelphia and the man in charge had to seek employment to pay his board while finding customers for his fuel. A production of five tons per day would hardly attract attention to any system of haulage, add three ciphers and the importance of mine haulage is made very plain to the management. I will consider a production between 3000 and 5000 tons in eight hours and endeavor to bring out the essential features necessary to make the haulage system a regulated precise factor. There are two phases to mine haulage, the mule trip from the room to the motor or gathering party and the main haul to the outside. The motive power, whether done by mule, wire-rope or electric motor cannot be effective if left to the power alone. Conditions must offer no obstacle and it is the removal of obstacles that make the haulage system. This paper will consider a flat seam with the usual jump ups and downs or natural obstacles to be met and mastered by the successful tail-rope or electric system. The pit car is no longer a screening system scattering the fine coal from the room to the outside, adding to the costs by giving employment to road cleaners and polluting the ventilating system with a fog of coal dust. The oil industry had its inception in the United States in 1859 when the first oil well was drilled by Col. Drake at Titusville, Pennsylvania. From, a production of 2000 barrels for that year there was a slow but steady increase, with some fluctuations, up to 1901 for which year the output was approximately 69,389,194 barrels. Since that time the production has increased with leaps and bounds due to the rapid rise of the automotive industry, the widening use of oil as a fuel under boilers and the development of the. Diesel engine. The production for 1921 is estimated to have been 469,639,000 barrels. During the same year more than 125 millions of barrels were imported from Mexico. The oil industry, including the production, transportation, refining and distribution of petroleum and its products, is now the third largest in the country. Present Condition of the Industry During and immediately after the war the demand for petroleum exceeded the domestic production plus the imports from Mexico with the result that our storage oil was heavily drawn upon. Prices for crude exceeded all previous levels in the history of the industry. Pennsylvania crude sold for $6.10 per barrel and Mid-Continent crude for $3.50. Such prices stimulated wildcatting greatly with the result that several important new oil pools were discovered. Then as production increased the depression came which caused a large falling off in consumption. Pennsylvania crude fell to $2.25 per barrel and Mid-Continent to $1.00. Large oil companies such as the Standard, Sinclair and Empire took advantage of the situation, erected additional storage tanks and bought up millions of barrels to hold until better prices returned. Prices have already improved owing to a better market, but the domestic production coupled with the Mexican importations is still in excess of the demand with the result that the surplus is being stored. At the close of the year 1921, the U. S. Geological Survey estimates that there were 183,890,000 barrels of crude in storage in this country, the largest stocks in the history of the industry, yet an amount sufficient to supply the country for only 119 days at the present rate of consumption. Price reductions are again anticipated in some quarters but in view of the probable falling off in the Mexican output in the near, future due to the rapid rate of exhaustion of several of the most important pools and in view of the expected increase in consumption of gasoline and kerosene during the spring and summer months it is more likely that the present price level will be maintained. Present Sources of Domestic Supply Seven major oil fields are recognized by the U. S. Geological Survey in the United States. These are the Appalachian, Lima-Indiana, Illinois, Mid-Continent, Gulf Coast, Rocky Mountain and California. Two of these, Mid-Continent and California, supply about seventy-five per cent of the present total domestic output

CHAIRMAN ALLEN: Gentlemen, I have been asked to call this meeting to order by Mr. Marchant, and am acting here temporarily in the absence of Mr. Nyman, who is unable to be with us. Mr. Nyman sends the following telegram: "Will not be able to be present at the Institute meeting. Serious illness of my father has made it necessary for me to remain in Salt Lake Please arrange substitute. Very sorry." In addition to having to pinch-hit for Mr. Marchant and President Nyman, I am here representing the Governor of the State of Colorado also who is unable to be here. The Governor of Colorado is a very busy man. His appointments are made months ahead. We only got word of the possibility of his addressing this meeting yesterday morning, and I went over to the Governor's office this morning to see if there was any possibility of getting him here, but he had been booked up for two months ahead of this time to appear at the convention of the Veterans of Foreign Wars in Trinidad, Colorado, where he is today, and which makes it impossible for him to attend this meeting. I know that he would have liked to have been here with you, as there is not any doubt but what the Governor of Colorado has the interests of the mining industry at heart. This was manifested last week when he called a meeting of representative men of the different lines of industry so that we could arrive at some results and some arrangements to see if it was possible to get at the bottom of the condition causing our bad times, and the appointment of commit- tee groups to find out what these problems were and to see if they could get any possible solution to them. The meeting was adjourned with the suggestion that those who were present would among themselves select such committees to investigate the conditions of the coal mining industry, and offer suggestions for betterment.

Mr. Chairman and Gentlemen: The subject, "Shake It for Results," may or may not suggest just what is to be shaken, or just what results are to be obtained. I can assure you that if you are thinking about anything outside the realm of pure mining application you have come to the wrong meeting, and if this be the case, you have come to hear a subject discussed that I am not prepared to undertake-at the moment, at least. At the very beginning of time, results were definitely obtained by shaking. If you will recall, Eve shook a certain tree of forbidden fruit-need I recount to you the results that were, and are still, being credited to that bit of engineering? To get closer to the subject at hand, it is the intent of this paper to touch generally on the shaking, principally the vibratory shaking, of materials on a piece, or pieces, of perforated metal or screen cloth. Through the evolution of such a motion we find that great strides have been made toward a highly efficient "operation which is an essential factor in the mining world of today. The object of the shaking motion is to more efficiently separate one size material from another, according to the openings in the screening medium over which it is passed. Sizing is an important operation in every ore dressing, coal prepara¬tion or other mineral-preparing plant for reducing the product to a form more concentrated or more convenient for utilization than that in which it was mined. In coal preparation, market requirements, convenience, custom, and efficiency in combustion necessitate grading mined coal by sizes. All ore-dressing or coal preparation plants therefore must have what is called screening, sizing, or grading apparatus.

A symposium concerning "The Image of the Coal Industry" was presented at 2:00 p.m. in the Conference center and chaired by Charles W. Margolf, RMCMl Program Chairman and Vice President, Western Coal Development, W. R. Grace & Co. MR. McKEEVER: I'd like to do one thing and that's to introduce our Program Chairman, Charlie Margolf, who will be handling this portion of the program. Charlie and I have been acquainted since late 1973. He has worked together with me on several projects at W. R. Grace here in the west; a dear friend and one that I just want to say thanks to again. I think I have a little token of that appreciation here for Charlie. Here you are Charlie. (present given) I turn the command over to you. Mr. Margolf, a native of State College, Pennsylvania, received a Bachelor of Science Degree in Industrial Engineering from Pennsylvania State University in 1950 and a Juris Doctor Degree from University of Pittsburgh School of Law in 1953. His professional experience has beem as an attorney in the Law Department of Reynolds Metals Company, Richmond, Virginia, where he served as legal counsel to the Geological Department the mining subsidiaries of the parent company both foreign and domestic, the Power Department and the Oil and Gas Division. He was closely associated with Reynolds Mining Corporation's project at Lake DeSmet, Wyoming, from its inception in 1954 and became Manager of the Wyoming Division of Reynolds Mining Corporation when it was established in 1966, holding that position until September 1972 when he joined Cameron Engineers, Inc. of Denver, Colorado as Vice President in charge of its coal, water and environmental activities. Mr. Margolf joined W. R. Grace & Co. in January 1974 as Director of Western Coal Operations. Memberships are held in the Virginia Bar Association, the Wyoming Bar Association, the American Bar Association and its Section of Natural Resources Law, the Wyoming Engineering Society, the Colorado Mining Association, the Rocky Mountain Coal Mining Institute which he has served as vice president for Wyoming, the Society of Mining Engineers of the American Institute of Mining, Metallurgical and Petroleum Engineers, the Minerals Information Committee of the Denver Chapter of AIME and the Denver Coal Club which he has served as Chairman of its Board of Directors. He has also been a member of the Montana Coal Council and served as a director, the Wyoming Water Development Association which he has served as a director for industry and as first vice president and the Wyoming Mining Association. He has been reappointed by Governor Lamm to the Governor's Scientific Advisory Council. He was appointed by the Federal Power Commission, Gas Policy Advisory Council, to its Supply- Technical Advisory Task Force - Synthesized Gaseous Hydrocarbon Fuels and served as Vice Chairman of that Task Force. He has been reappointed by the Secretary of the Interior to the Solid Fuels Unit, Department of the Interior, National Defense Executive Reserve. He also serves on the Advisory Council to the Industrial Ecology Institute of the Colorado School of Mines and was recently elected a member of the Board of Directors of ROMCOE (Center for Environmental Problem Solving). Pictured on these pages are seven of the eight RMCMI Scholarship Award Winners for the 1993- 94 year followed by a brief profile. Seven of the eight winners were present as guests of the Institute at the June convention in Snowmass Village, Colorado to receive recognition at the Institute Awards Luncheon Monday, June 27, 1994. Due to another conflict. Jason T. Dale of Wyoming was unable to attend. Each state vice president sewed as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman. Alan Czarnowsky, each winner receives $750 tuition credit for the coming academic year, as well as transportation, hotel lodging and meals at convention as guests of the Institute. Because this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the member state. (3) That the recipient have good academic standing, be pursing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship program and the various vice presidents contribute the travel expenses to convention for these outstanding young collegiates. She is majoring in Mining Engineering at the University of Arizona in Tucson, Arizona, but recently is considering switching to Environmental Engineering with emphasis on mining. She told the Scholarship Chairman that if she wasn't part of the solution, she was part of the problem. Christy has received numerous awards during school including being on the honor roll and university chapters of Society of Mining Engineers. Besides her academic activities, which includes being a member of Student Council, Christy is quite an athlete and enjoys basketball, softball, tennis, golf, and soccer. Last summer, she worked as a safety assistant/laborer for the Magma Copper Company. This summer, Christy is working in the safety department at Magma Copper Company's Pinto Valley Mine in Arizona. Safety, from the Latin word "Salvus" -Safe. 1. The condition or state of being safe; freedom from danger or hazard, exemption from hurt, injury, or loss. 2. Freedom from whatever exposes one to danger or from liability to cause, danger, or harm; safeness: hence, the quality of making safe or secure, or of giving confidence, justifying trust, insuring against harm or loss. (From Webster.) The meaning of the word "Safety" by Webster is very explicit, clear, and plain. It is not obscure or imperceptible. What man, woman or child is not familiar with this word? A mere word by itself, but indifference to its significance means the difference between life, death, permanent or partial disability, or injury. There is no question about a safety program being expensive. It is-it produces no commodity-but when properly organized and with a definite goal in view it will pay 'a dividend by increasing the efficiency of the human worker.

JUNE 11-MORNING SESSION The meeting was called to order Wednesday morning, June 11, 1913,,at 10 o'clock, by the President, E. H. Weitzel. Addresses of welcome were given to the convention by Governor Spry, Mayor Park, and Rev. P. A: Simpkins; 'the several addresses being interspersed by music. The session adjourned at 11 :50 a. m., in order to attend the organ recital at the Tabeknacle at:'12 o'clock. JUNE 11-AFTERNOON SESSION The meeting. Gas called -to order at 2 o'clock, with President E. H. Weitzel in- the .chair. The minutes of, the organization meeting and that of the Executive Board, the 1atier:of which was held April 15, 1913, in Denver, were read and both' approved. A letter from A. 3. Reef, of Denver, containing proposed amendments to the Constitution and By.-Laws, was read, and, upon motion,, was referred to the Executive Board, with .instructions to report upon the matter at the next, regular meeting. The proposed amendments follow: Article I1 (regarding who may become members and how) to be amended to read as follows: "Membership in this Institute shall be of three classes-corporate, individual, and honorary. Any company, firm, or individual operator actually engaged in the mining of coal within the territory of this Institute may become a corporate member on application, and by consent of a majority of the members present at any stated meeting. Any person, who is directly engaged or interested: in some branch of coal-mining may become an individual member upon application, and by consent of a majority of the members present at any stated meeting. Honorary members may be elected at the discretion of the Institute."

President elect Ralph Moore opened the business meeting at 9:30 a.m., he called on the Auditing Committee to present its report on the financial statement of the treasurer. Gabe Ishley read the report and asked for its approval. A motion was made, seconded and carried. The Resolutions Committee was called upon to make its report. William A. Bear submitted the following: (1) WHEREAS, the 72nd Regular Meeting of the Rocky Mountain Coal Mining Institute celebrates sixty-four years of most successful service to the coal industry, and WHEREAS, this success is largely due to the faithful and devoted service of our Secretary-Treasurer, Augusta Whiteside, during the last fifty years of its existence, NOW THEREFORE BE IT RESOLVED, that we commend and express our sincere thanks to "Gussie" for her outstanding devotion in per- forming a job well done. We all deplore the high accident rate of our coal mines, but when brought to task we immediately attempt to appease our conscience by calling attention to the high tonnage rate per fatality in American coal mines as compared to European mines, losing sight of the fact that the accident rate per hours of exposure has shown no improvement during the past twenty years. Measuring our accidents in terms of hours of exposure, not in terms of production, is the only correct method. Certainly it can be of only scant satisfaction to the miner to know that his chances of getting killed this year are as great, or perhaps greater, than last year, but the tonnage rate per fatality will have gone up. We cannot help asking ourselves why it is the other major industries, almost without exception, have made wonderful strides toward reducing accidents, while coal mining stands alone as the one major industry in which no improvement has been made. It certainly cannot be charged entirely to the increased use of machinery and the increased productivity per man employed, as the other industries likewise, or to an even greater extent, have increased the use of machinery and the production per man.

The Wednesday Morning Session of the Rocky Mountain Coal Mining Institute was called to order by Albert Keenan of the Thompson Creek Coal and Coke Company, Denver, Colorado, in the absence of the President. He introduced Edward Prostel of the University of Wyoming Natural Resources Research Institute, Laramie, Wyoming, who spoke on "Coal Utilization Work at the University of Wyoming." (Please refer to the index for printed text of the paper.) Following Mr. Prostel's talk, R. Park Lamborn of the National Mine Service Company, Pittsburgh, Pennsylvania asked Mr. Prostel two questions: (1) What -has been done in tar research? and (2) Has there been large scale research on brickets? Mr. Prostel stated that he could not say too much about the first question as this research was done in the petroleum department and he would prefer to have a chemist talk about it. As to the second question, the system of carbonization is a big project. There are many possibilities. At the University they are trying to do that in the same unit that produces the char. This system was introduced in Canada. The brickets are bound with sulphite liquor. Mr. Schloss asked Mr. Prostel to report on a project that they have been working on at the University, and Mr. Prostel stated that some time ago they began to experiment to see if it would be economically possible to dry coal at the mine (coal containing 30% moisture) and then ship it a distance of 130 miles to be used. Results are that it would be possible, but will require a considerable quantity. He felt it might be possible to operate such a scheme in a few years.

PRESIDENT PRYDE: I am sure we have all listened with interest to the presentation of this subject. Anything that promises economy in coal mining today is welcomed by all of us. We will now have a discussion on this paper. If any of you gentlemen want to ask any questions, you may do so. I think we will develop something of interest and along the lines of economy. That is the first consideration of a coal mining man. MR. H. D. RANDALL: It is an interesting fact that in manufacturing we find the greatest economy results from giving a man the simplest possible act to perform, while there is nothing too complicated for a machine. If we want to put up a set screw we find it cheaper to let one man set it up and the other screw it in. The maximum economy is what we are after. Similarly, one of the points of greatest interest which Mr. Ickis has emphasized, is that this automatic equipment not merely dispenses with a manual operator, but also performs certain functions which the operator cannot do. It provides an inherent protection to the apparatus and service not possible under manual operation. We very rarely have cases of failure with these automatic equipments, .and consequently have the advantage not only of having eliminated the operator's salary, but also his mistakes. We have had a large number of these equipments in use for several years, so that their practicality is now thoroughly proven, and the trend of practice now indicates that the automatic idea will be further extended and will become universal for such classes of service. MR. D. C. McKEEHAN (Union Pacific Coal Company) : My notion of an automatic sub-station is one that does not necessarily require new equipment beyond the control equipment; so that any of you that are interested in it can take up with the manufacturers and find out how much it would cost to change any equipment. The greatest point I think is the fact it eliminates the several nationalities from operating the set, either on day shift or night shift. They can so lock the control as to make it impossible for anyone to start or stop it, except the one who has the authority. Another point I do not believe was brought out very clearly: It would be particularly advantageous to people who buy power, and if you could have several sets in parallel, it would allow you to start the shift with one set and cut in the additional sets as the shift progresses. There are various operations that stop at the end of each shift, and-one or two or three sets can be cut out, leaving the load on one set, providing the size of the copper is sufficient to supply all the points of the mine. Another point I want to bring out: In case you have quite a number of sets distributed along transmission line, the switch trips, the operation restores the service, and you may have several hundred-or in case with us, we would have several thousand-K. V. A. of Motor Generator Sets and Rotaries, that would be starting at once, and the switch would automatically trip out again. MR. RANDALL: Another form of control was described as the so-called supervisory control. This control could be started up so the starting would not be synchronous, but could be spread out over a sequence. MR. McKEEHAN: I think that is rather a theoretical consideration for coal miners. They are standing at the controller ready to shut it off unless there is some selective method of starting various sets- MR. RANDALL: I had in mind this supervisory control, one man, a central operator who would determine which station should start and he would take time enough to have his load come on gradually. He would not permit all the installations to come on simultaneously, but come on in succession: MR. McKEEHAN: You misunderstand me. Suppose we had the main switch at Rock Springs, which supplies several camps, and there are several

PRESIDENT PRYDE: Any discussion on Mr. Poster's paper? MR. J. BEVAN: I would like to ask the gentleman how fine the dust has to be to cause an explosion? MR. T. FOSTER: According to the Bureau of Mines, it is claimed coal passing through a 100 mesh screen would be considered fine enough. That is all I can learn from the different bulletins. MR. BEVAN: Will the coal dust be that fine; going back in the empty cars on the tipple in the mine? MR. FOSTER: Possibly a great deal of it would be. MR. BEVAN: Will the coal dust be that fine, going back, in the empty the coal dust going back in the cars on the tipple, and into the mine? MR. FOSTER: In some places, they are wetting the cars at the tipple, -in the Rock Springs District, we have as the trip goes out, they have a big pipe, and they souse the car, and wet the load, and in some places, near the timbers; that helps to a certain extent. That does not absolutely eliminate it all, but it helps considerable. MR. WM. LITTLEJOHN (Utah Fuel Company) : I think we have all listened very attentively to the paper that Mr. Foster has just read. He has brought up a subject rather close to my heart, for a long time. He mentions particularly, the Scofield disaster, which happened the first of May, 1900; two hundred men lost their lives in the explosion; and I think it is generally conceded that is about the first time it had ever been brought to the attention of coal miners or operators that such a thing was possible, namely, a purely coal dust explosion. The term "Scofield disaster" is rather a mistake, in a way; while the mine that exploded at the time is in the Scofield District all right, it is now known, and probably was known at that time, as the Winter Quarters Mine, one of the mines which belongs to the Utah Fuel Company at the present time, and did at that time.
