The second annual RMCMI Mine Rescue Performance Evaluation was held in conjunction with the 1993 RMCMI Convention at Beaver Creek. [ ] Six teams participated in this year's evaluation; BHP Minerals, Navajo Mine, Fruitland. NM; BHP Minerals - LaPlata Mine. LaPlata, NM; BHP Minerals - San Juan Mine. Waterflow. NM; The Coteau Properties Company - Freedom Mine, Beulah. ND; Cordero Mining Company, Gillette, WY; and The Falkirk Mining Company - Falkirk Mine. Underwood, ND. The Western Energy Company of Colstrip, MT was represented through observers and evaluators. [ ] Realistic industrial related scenarios, closely simulating the stress of actual rescue incidents, were provided by members of the Eagle Valley Ambulance Service. Five different scenarios were presented to each team on the first day of the evaluation and three on the second. Each team was given the pertinent information to solve the problem as they assembled at the scenario site. The scenarios were going on simultaneously and each team was unaware of the circumstances until they entered the scene. Interested onlookers were afforded the opportunity of viewing the actual simulated rescue operations as they occurred. The teams received valuable pointers and direction from the ream of evaluators following each scenario. They were are also given the opportunity to observe the other teams in action and to meet with the members of all the teams to share information and ideas during team meetings per the predetermined schedule. The primary goal is to recognize current rescue skills, knowledge, and abilities of participating teams. In doing this, each team was provided with individual evaluations and a path for improvement as needed. Each team was recognized for their efforts at an awards breakfast on the final day of the evaluation. New innovations in rescue equipment were introduced and demonstrated for interested teams following the awards program. The importance of progressive training such as what we are witnessing at evaluations during the RMCMI conventions cannot be stressed strongly enough. These teams are the providers of immediate rescue and medical care for victims of accidents at their respective properties. Every mining operation has the potential for very serious accidents due to immense size of equipment and mining logistics. These rescue teams must be prepared to act with the most immediate, professional and knowledgeable actions to save lives and prevent further injuries. Safety is a primary concern of every mining operation and the mine site rescue team is an integral part of that safety effort. The ninth annual Mine Rescue Evaluation was held in conjunction with the RMCMI 2000 convention at the Sheraton Tamarron Resort, Durango, Colorado June 25 thru 27. The purpose of the mine rescue evaluation program is to provide an opportunity for mine rescue teams to learn new skills and improve their existing ones in a non-competitive environment. Several staged "disaster" scenarios were [ ] held where the teams are called upon to exhibit their life saving abilities. The evaluators meanwhile are offering suggestions, both verbal and written, to help the teams better understand the situations presented them. This non-competitive environment allows the teams to work together and share their knowledge with fellow mine rescue teams providing everyone with a positive learning experience. Mine Rescue Chairman Bill Balaz was in charge of coordinating the events. Seven teams consisting of seven to ten members each (totaling 63 members) participated in the two-day event. Each team was required to respond to three different real-life scenarios plus a written general knowledge test daily. This year's four professional evaluators included Art Saenz (Hazardous Materials) of Western Envi¬ronmental Associates; Guy Horton (Ropes), Guy Horton Rope Rescue; Mary Bailey (Medical), MBA Training and Ron Lauer (Confined Space) also lassos Western Environmental Associates. They cash prov- [ ] ided three different challenging mock situations per day per team. The teams had no prior knowledge of what the scenarios would be as details were provided only as they arrived. Ten volunteer victims added much drama and excitement to the event. Their realistic enactments, complete with false blood makeup and severed limbs, made for some very tense scenarios. The Mine Rescue Teams participating this year were BHP LaPlata, BHP Navajo, BHP San Juan, all from Farmington, New Mexico; Bridger Coal Co., Rock Springs, Wyoming; Sabine Mining, Longview, Texas; Solvay Minerals, Green River, Wyoming and Western Energy Co., Colstrip, Montana. Many new [ ] friendships were made and much knowledge shared. A swap meet was held Saturday afternoon for the teams to exchange miscellaneous equipment, hats, shirts, etc. The teams were asked to evaluate the program and the evaluators. Then responded with many positive suggestions that will help improve the upcoming events in the years to come. Culmination of the Mine Rescue program was a Tuesday morning awards breakfast where the teams were presented with plaques. The participating victims and evaluators were also commended for their outstanding efforts. Sponsors for the Mine Rescue program were Big Sky Coal Company, CMC Rescue, Magnum Metals, Inc., and Rocky Mountain Electric. Many hours of volunteer time and effort from various family members of participants helped make the 2000 event a huge success.

The importance of properly bonded rail joints has received the attention of The National Research Council, whose committee will investigate several methods now used and determine the merits of each as applied to street railways. The results of this investigation should be appreciated no less by the mining industry. Literature on the subject of bonding mine tracks agrees, as a rule, "that the work is poorly done." With present day facilities there is little excuse for inadequate track conductivity, and a job well done must be maintained in order to realize results. Many years ago The Union Pacific Coal Company installed their first haulage locomotive, and at that time used the channel pin bond for joining the rails. The system utilized 500 volts and the, relatively small current for a large amount of power, undoubtedly, contributed to the success of the system. The bonding of both rails was considered imperative in those days, while now the bonding of one, rail is considered sufficient in most instances. The recent installations utilizing 250 volts and correspondingly heavier currents required a more effective method of joining the rails for use as an electrical conductor. The company has used the arc-weld bond since its introduction in 1919. The art of electric welding found great favor for various methods of doing the work. The first arc-weld bonds were placed on the outside of they ball of the rail, but the bonds were ill-adapted to rails lighter than sixty pounds per yard, and the results were that grooved locomotive wheels or derailed cars removed the bonds. Familiarity with the process of electric welding brought forth numerous schemes for joining the rails. In one, instance the rails and splice-plates were welded together and with excellent results for a short time. Track movement and vibration finally broke the welds and the method was dis¬carded. Another scheme consisted of placing a channel pin over each end of an annealed copper wire about twenty inches long. The idea was to develop some way of using short lengths of scrap wire. The pin and wire were then welded to the base of the rail. Numerous joints made in this way are still intact, but successful welds were so exceptional that the practice was abandoned. Some of these bonds were welded to the web of the rail, with the result that practically all rails broke at the weld; however, this is our only record of broken rails with arc-welded bonds. At one time a quantity of No. 2 bare iron wire wasp available and was tried as a bond and proved very satisfactory. Two or three strands twenty inches long were used and were welded to the base of the rail. The method was cheap and effective and of some merit for light rails on temporary track. The use of iron wire was criticized because it did not give a balanced circuit; that is, one having equal carrying capacity for trolley and track circuits; and I am of the opinion that this is not always necessary. The total length of bond that is in circuit is so small that it contributes very little additional resistance to the complete circuit consisting of trolley wire, rails and bonds.

Loading mechanically has of late become the most widely discussed subject in connection with coal mining and has even equalled. the discussion of safety measures as a topic of interest. The subject has been discussed in the various mining journals and by well. informed persons at the Mining Institutes, so it would appear; that all has been said that can be said until further experiments bring out new lines of discussion. It is, therefore, not the intention to present this article as a technical discussion of the subject of mechanical loading as a whole, but rather as a plain talk on machines with which the writer has had personal contact. In 1919, during the first period of post-war depression, a Pennsylvania coal company employing union labor became interested in the possibilities of mechanical loading with the hope of reducing their mining costs, which were and are yet too high to meet competition from the non-union fields of Somerset and Westmoreland counties. Of several loaders presented for their consideration the model of the Joy loader shown by Mr. Joseph F. Joy, seemed to hold the greatest possibilities, and after extended study, the management decided to invest in a machine of this type. A machine was built, which as far as the writer knows was the only one of its type ever put on the market. This machine arrived at one of the mines early in 1920 and was put to work immediately. It was a forerunner of the present 4-BU and 5-BU types, but differed from them very radically as to design. In general the machine consisted of the familiar Joy gathering arms and a short conveyor which discharged into a steel tank which held about four and one-half tons of coal. This tank was emptied by a second conveyor which placed the coal in the mine car. The object of this conveyor tank was to provide storage room while changing cars and to allow the machine to load on the entry while the room was short. This plan was very efficient and from our experience was worth retaining, but has been abandoned by the Joy Company on account of its making the machine unwieldy. The whole machine was mounted on caterpillar tractors which were driven by two 10-H.P. Westinghouse series wound motors, each having its own controller, the controllers being arranged in tandem so as to be operated by the same handle. This very ingenious scheme which is shown in Figure 4, was supposed to make it possible to steer the loader by the controllers. By swinging the handle one way both motors moved forward, by swinging the handle the other way both motors moved backwards and by twisting the handle as shown by arrows, one motor moved ahead and the other back, thus causing the machine to turn. This scheme proved a failure as the loader was too temperamental and erratic in its operation. After Mr. Joy, himself, narrowly escaped serious injury, this device was taken off and the controllers manipulated separately. This system never proved satisfactory and was abandoned' for

The 77th Regular Meeting of The Rocky Mountain Coal Mining Institute convened at the Marriott's Mark Conference Center, Lionshead Village, Vail, Colorado, and was in session at 10:00 a.m. Past President, Loren V. Linville, District Sales Manager. Industrial Products Division. Uniroyal. Inc., Denver. Colorado, called the meeting to order. He introduced President, Edward F. Ziolkowski, Senior Vice President and General Manager, Energy Development Company, Hanna. Wyoming. A biographical sketch follows: Ed Ziolkowski is a 1953 graduate from the Colorado School of Mines with a degree in Engineer of Mines. His mining career began with Pickands Mathers Company in Gogibic Iron Range in Northern Wisconsin and Michigan. In 1961 he joined Texas Gulf Sulphur Company as Shaft Mining Engineer for their Cane Creek Potash Project near Moab, Utah. After serving as General Mine Foreman. Mine Superintendent and General Superintendent at Cane Creek, he was transferred in 1969 to Green River. Wyoming as Project Manager of Texas Gulf Black's Fork Trona Development. In 1971 he joined Allied Chemical Green River Works, as Resident Manager. In 1972 he joined Energy Development Company, an Iowa Public Service Company Subsidiary, as General Manager of their Coal Development. He currently is Senior Vice President and General Manager of Energy Development Company, and serves on their Board of Directors as well as the Boards of several other subsidiaries. This past April he was elected to Iowa Public Service Company's Board of Directors. Ed, his lovely wife Pat and children live in Hanna, Wyoming. He has been a member of the RMCMI since 1973. Is a staunch supporter of his community and the mining industry.

The 64th Regular Meeting of the Rocky Mountain Coal Mining Institute convened at Jackson Lake Lodge, Grand Teton National Park, Wyoming, and was in session at 10:00 a.m. The meeting was called to order by Past President .Tames Westfield. He introduced Mr. Raymond C. Lillie, President of Grand Teton Lodge Company, who welcomed the members to Jackson Lake Lodge. Mr. Lillie stated he had been with the organization since the Lodge was built. They had a snowstorm the day before our meeting so stated it was perfect weather for coal miners. Mr. Westfield introduced President Joe T. Taylor, Superintendent, York Canyon Mine, Kaiser Steel Corporation, Raton, New Mexico. Mr. Taylor was born in Miami, Florida. Attended the Colorado School of Mines and graduated in 1952. He was associated with Sunnyside Operations of Kaiser Steel Corporation in Utah until 1962. Was then transferred to the Koehler Mine in Raton, New Mexico, as Superintendent, and had charge of opening the new mine, York Canyon, and at the present time is in charge of Kaiser operations there.

The Primero mine, operated by the Colorado Fuel & Iron Company, is located 17 miles west of Trinidad, Colorado, in Las Animas County. Unusually bad roof conditions, along with heavy side pressure and other conditions causing rapid decay of timbers, all combine to create a very serious timbering problem. The height of the coal averages six feet six inches. It is a heavy coking coal and has a tendency to become easily crushed and broken down in the seam. The seam lies about 35 feet below the sandstone and the intervening formation is composed of loose shaly rock, and as the coal is extracted, the air slackens this rock to such an extent that within 24 hours, roof falls varying from five to fifteen feet in height are likely to occur. Under these conditions it is necessary to use cross bar sets in both rooms and entries, and they must be spaced no further apart than three and one-half foot centers, and be maintained within a distance of three feet of the face. Rooms are spaced on fifty footcenters, and cannot with safety be driven to exceed 14 feet in width, and 200 feet in length. The large pillar must be maintained to protect from side pressure, and the rooms must be driven up and retreated with as quickly as possible to avoid the squeeze caused by the intense side and roof pressure. Best results in extraction have been obtained by driving rooms for only a distance of 150 feet. Under these circumstances, it is readily seen that timbers of small diameters cannot be utilized in timbering any development work of a permanent nature. Entries are driven nine feet wide, and special peeled piling with an average diameter of 12 inches are most commonly used. It, is necessary to use lagging between each set of crossbars . Conditions such as these necessitated an immense expenditure for mine timber. In addition to ordinary seven and eight foot props, we used a yearly average of 65,000 feet of heavy peeled piling, averaging in diameter from 10 inches to 12 inches. Annual expenditures for timber of all classes was in excess of $60,000.00. Timber costs per ton averaged around 29 cents. In view of these exceptionally severe timber conditions at Primero, the company, in 1920, had a survey made with a view of providing some remedy to this problem. A comparison of the life of main entry timber at other bituminous mines was made, and an average life of four years was established. The actual data collected at Primero indicated an average of less than two years in the manway or "return" airways, and up to five years on the haulageways or "intake" airways. While some of this timber will stand up for a much longer period than this, a close inspection will reveal in most cases that its period of usefulness is spent. It is very essential when discussing the life of timber, especially that used on, main haulageways and aircourses, that a distinction be made between the point of service, that is, the point where it is sound, serviceable and able to carry weight, and the point of breakdown or failure, where it is no longer sound and able to carry weight. In figuring the life of timber, the point of service only should be considered as timber will frequently stand for a considerable length of time when it is entirely decayed and unserviceable.
