Profiled here are the six RMCMI Scholarship Award Winners for the 1987-88 academic year. Five attended the Diamond Jubilee Convention as guests of the Institute at the June 83rd Regular Meeting held in Snowmass Village. Colorado. Each received a recognition plaque and $500.00 to be used toward tuition in his junior year beginning September, 1987. Keith McGinnis. Scholarship Chairman, personally interviewed candidates at three of six colleges and universities in the program. As this is a continuing award the winners this year and those from last year will receive an additional $500.00credit toward tuition if they maintain a satisfactory academic average and are again recommended by their colleges or universities. Criteria for these awards are: I. That the award be make in the spring to a sophomore student to be used toward tuition during the junior year 2. That the recipient be both a U.S. citizen and a resident of the state involved. 3. That the recipient have good academic standing be pursuing a degree In a mining-related field and have an expressed interest in Western coal as a possible career path. MR. GIBSON (continuing): In connection with the coal from this mine, I will say that it is not a very dirty coal. The vein where most of the coal comes from is about eight feet thick, and two feet from the bottom there is a small boney band about two inches thick. The breaking shot has to be placed over the, band, therefore breaking the boney into fine particles which goes off with the slack. This coal is a very good domestic coal and the slack is in great demand for various power, plants, such as sugar plants, smelters and other industries, but where this, boney is broken up and goes into the slack, it is very injurious in effect and retards the sale of the slack. Therefore the Spring Canyon Coal Company went to the expense of' building this plant, costing over $250,000, just in order to get that, two inches of boney coal out of the rest of the vein. The market in, Utah is very critical, and in order to sell coal, the product must be thoroughly clean in every way and, as Mr. Murphy says, I believe they have succeeded in making a very good commercial product. In any event the Spring Canyon Coal Company put out more coal than any other one mine during the last year, 1924, they had the largest production. I thank, you. (Applause). Profiled on these pages are the eight RMCMI 1994-95 Scholarship Award Winners. Six of the eight winners were present as guests of the Institute at the June convention in Crested Butte, Colorado. Each received recognition at the Institute Awards Luncheon Monday. June 26, 1995. Each state vice president served as the host for the collegiate winner. The first and last winners - Arizona and Wyoming - were absent. Besides receiving a plaque from the Scholarship Chairman, Alan Czarnowsky, each winner receives $750 tuition credit for the coming academic year, as well as transportation, hotel lodging and meals at convention as guests of the Institute. This latter portion is paid by each state vice president. Because this is a continuing award, the winners from the previous year also receive a second $750 for tuition credit in their senior year. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is that the recipient (1) Is a full time sophomore student who will use the tuition credit during the junior year. (2) Be both a U.S. citizen and a resident of the member state. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship program. A listing of current donors is found elsewhere in this book. [ ] ARIZONA WINNER Brad Carroll University of Arizona - Tucson, Arizona Brad Carroll's hometown is Tucson, Arizona but his summer work is in Oriskany Falls, New York where he is a quality control technician, truck driver and equipment operator for the Eastern Rock Products. Brad served as vice president and treasurer for the SMWAIME student chapter at the University of Arizona for the past three years He was assistant and mine foreman at the San Xavier Mining Laboratory near Tucson. Upon graduation Brad plans to find a job in a southwest mine. He is a totally self supporting student. [ ] COLORADO WINNER Zane Znamenacek Colorado School of Mines - Golden, Colorado Zane Znamenacek hails from a small town in Colorado - Alamosa - where he 4 was a 4.3 GPA in high school. As a student at Colorado School of Mines, he has many hobbies to ease the tension of education. Foremost among these is skiing, mountain biking, billiards and spring rugby. He hopes to further mining technologies and contribute to the industry by working in it full time. In 1997 he will pursue whatever opportunities are available to graduating mining engineers

MR. ARTHUR E. GIBSON (General Manager, Consumers Mutual Coal Company of Utah) : I suppose the reason I was called upon to read this paper was because I was at the mine for several years, but I have not been there for the past four years and the installation has been put in since I left. This article has been written by my successor-it follows: At the very urgent solicitation of your Secretary I have consented to prepare this paper descriptive of the spiralizing plant which is a part of the new steel tipple recently erected by the Spring Canyon Coal Company to serve its mines at Spring Canyon, Utah. I have been reluctant in giving this consent for two reasons: one of which is an excellent one, and the other isn't any good at all. First,, I find that it takes a long time to become familiar with the eccentricities of spirals-to get wise to their whims and peculiarities, and while this plant has been in operation for a number of months, something new seems to crop up nearly every time I see it, and -it would be impossible to describe all of these things even if I remembered them. The second reason is, purely personal. Among the many things I have learned by attending the sessions of the Rocky Mountain Coal Mining Institute is that if a man is not pretty sure of the ground he attempts to cover, he had better keep his mouth shut, because if he isn't right, he is dead sure to be called down by someone. However, as I will not attend the session, this feature will not hurt much, but it will make it necessary for someone else to read the paper and this will make it much better for those who are obliged to listen to it because I don't read English very well. To begin with I will say that what is said in this paper applies only to the plant under discussion as I have had no experience with any other plant. While spirals have been in use for quite a number of years, and there are some large plants in the East, their use has not been general, and I believe the plant at Spring Canyon is the only one in the United States west of the Mississippi River. The details of the plant were worked out by Mr. Thos. R. Stockett, General Manager of the Spring Can= yon Coal Company; it was manufactured by the Anthracite Separation Company of Hazelton, Penn., incorporated in the design and erected by the Link-Belt Company of Chicago, in connection with the balance of the tipple. It consists of five units. Each unit consists of a vertical wood column about 6 inches in diameter, and 9 feet 6 inches in height, around which the spiral is built. It is something like a triple screw conveyor, set vertically, with flights down which the coal and refuse travel by gravity in the process of separation. There are three of these flights, forming a sort of nest but about 7 inches apart, and they make 21 turns around the column in its length. These flights dip toward the column about 27 degrees; they have a uniform pitch downward of 31 degrees; they are 19 inches wide at the top (measured from the column) and taper gradually until they are about 9 inches at the bottom. They are not made with one continuous plate from top to bottom, but are made up of a number of plates. Some of these plates are slightly waved, others have small corrugations in them and still others are perforated with small holes, all of which are intended to accelerate or. retard the movement of the coal and refuse as they pass down, At intervals there are adjustable plates in the flights for the purpose of decreasing the maximum outside;

Good Morning. Thank you for your kind welcome, Lyle and thank you for having me here today. I spoke at the fall meeting of the Utah state RMCMI in Price and it's nice to be invited back. I can see by the program that you have two great days of interesting and informative meetings, including the mine rescue team exhibition and the safety recognition award presentations. As you all know, I am here standing in for Dave Lauriski, who is in China with Secretary of Labor Chao. As you also know, Utah is near and dear to his heart - and so is the Rocky Mountain Coal Mining Institute. I want to assure you Dave would be here if it were at all possible. But it is my good fortune that I could come in his place. We have made great progress as an Agency thanks to the hard work and dedication of MSHA's employees. But we are always looking for new ways to solve problems and continue to send more miners home safe and healthy every day. And we have been working on some great ways to do that, including thinking strategically. During my presentation today I'm going to talk about where the Agency is in terms of our transformation to the MSHA of the 21st century, a little bit about how we got to be where we are, and then describe our roadmap to the future state. And I'm going to focus on the significance of our plan and the planning process to demonstrate the implication for the mining industry. Former President Dwight Eisenhower once said, "In preparing for battle I have always found that plans are useless, but planning is indispensable." Now I do like Ike, but I would have to take exception to the first part of the sentence. I have found plans and the planning process to be indispensable - the plan to give me a roadmap to my goal, and the process to focus me on the steps I must take to get there. We all know that having a strategic plan makes the difference between success and failure. We've seen it time and time again, in business, in our lives - and in government: Having a strategic plan is crucial to success. And the process of making the strategic plan is crucial to its success. Putting together a workable strategic plan - a good roadmap - that will successfully lead you to your goals requires a thorough, careful process that takes into account each factor that you may encounter along your way to success, as well as those with whom you will travel. In order to talk about our current plan I want to take you back to three years ago, when Dave Lauriski went to Washington to lead MSHA. He knew that change was in the air. During recent years the designing of mine cars has become a very highly specialized art. Mechanical methods of mining, constantly increasing speeds of transportation and thin seams of coal have made it absolutely essential to develop low cars of maximum capacity. The producer of coal from thick seams, because of mechanical mining, which he is already employing or con- templating adopting, is now as much interested in low cars of high capacity, as is the thin seam operator. The mine car builder has been alert to this trend and is equipped with a specially trained corps of engineers and salesmen, who receive the necessary information from the producer and develop therefrom a suitable car design to fulfill the conditions.

[Mr. Brown did not make his speech available for reprint.] Productivity is the Answer - Always Was; Always Will Be When Bill Balaz invited me to speak here this morning, he asked me to examine the three most important issues Consol will face over the coming decade. There are more than three. But the more I thought about that question, the more I realized all our issues come down to only one. As I reviewed the U.S. coal industry over the past ten years, and as I thought ahead into the year2000, one thing stood out. Not markets. Not government regulations. Not record tonnages. But productivity. The recent history of American coal is a tale of productivity improvement. It is a story that needs telling. And understanding. Not just for the good of the coal industry, but for the benefit of the American economy. Americans today do not appreciate the value of productivity growth. I don't say that lightly. As I review recent debate over American industrial competitiveness, as I look at certain legislative proposals, I see disturbing trends. It's not that anyone is against productivity per se. But many people seem to fear the very processes that enhance productivity. Twentieth century America enjoyed unprecedented growth in productivity. And in personal standards- of-living. Those two go together. This century has been one of change. Demographics. Education. And technology. Many new industries-cable television, computer services, telecommunications, for example-have grown from mere dreams to billion- dollar enterprises employing tens-of-thousands. And some older industries have declined. The nature of work has changed-from manual work to know- ledge work. From agriculture, to manufacturing, to services. In the mid-1960s. AT&T employed more than one million people. These were not high-paying jobs: telephone operators, linemen and equipment assemblers. Today, the successor Bell companies and their new competitors employ no more than a few hundred thousand. Because of automation. Because of enormous gains in employee productivity.

The Annual Meeting of The Rocky Mountain Coal Mining Institute was called to order by the President, John T. Atkins, at 2:00 p.m. Tuesday, June 26, 1984 in the Colorado Ballroom of the Marriott's Mark Resort in Vail, Colorado. There were 36 members in attendance. It was moved by Bob Diederich, seconded and carried to dispense with the reading of the 1983 Annual Meeting minutes as printed on pages 105 thru 109 of the 1983 Proceedings. In keeping with the printed agenda in the convention program/ticket booklet, the President called for reports of standing committees as follow: 1. Bylaws & Resolutions - Loren Linville, Chairman Linville noted that the committee had been working for two years on bylaws changes and concluded a corporate lawyer specializing in nonprofit organizations be engaged. He then introduced Mr. Peter B. Nagle of the Denver law firm of Sherman and Howard who outlined the major changes in converting the Institute's current status of 501(c)(6) to 501(c)(3). He pointed out that such a conversion would give the Institute a proper legal status, would give individual contributors to the scholarship or other programs a personal income tax deduction, would qualify the Institute for the postal nonprofit mailing rate and the Institute would achieve the advantage of limited liability inherent in a corportion and would insulate its members, officers and directors from liability for corporate obligations. Copies of the Articles of Incorporation as well as the Bylaws were available for all members. A discussion ensued and the following resolution was moved by Bob Diederich, seconded and carried: RESOLVED, that the unincorporated association known as the Rocky Mountain Coal Mining Institute be, and hereby is, dissolved and in its place, and to carry out its objectives, shall be formed a nonprofit corporation under the laws of the State of Colorado, which corporation shall also be known as The Rocky Mountain Coal Mining Institute, and to which shall be transferred all of the assets and liabilities of this association. FURTHER RESOLVED, that the proper officers of this association are authorized and directed to execute and file with the Colorado Secretary of State, Articles of Incorporation in a form substantially similar to those prepared for this association by its counsel, and the names of the individuals identified in such Articles of Incorporation as the initial Board of Directors of such corporation, which names were proposed and recommended by the Nominating Committee of this association, are hereby approved. FURTHER RESOLVED, that the proper officers of this association are authorized and directed to do all acts necessary or convenient to carry out the terms of the preceding resolutions. (Articles of Incorporation and Bylaws as adopted are printed following these minutes.) Additional resolutions were read by Linville as follows: Item 1: WE RESOLVE herein that in the year since the last convention of the RMCMI, the Institute and the coal industry have suffered the loss, through death, and the services of: Lloyd W. Taylor Charles T. Holland THEREFORE, BE IT RESOLVED, that we record in the minutes of the RMCMI, recognition of the passing of these members who have so greatly contributed to the advancement of the industry, both nationally and in the Rocky Mountain area, and that a copy of this resolution be sent to the next of kin as evidence of the sincere sympathy and deep regard of the members of the Institute. Item 2: RESOLVED, that in recognition of their long and faithful service to the coal industry that the status of Life Member be conferred upon: Bernard Bernstrom Roy Coulson Shirl C. McArthur Item 3: RESOLVED, that we commend and express our gratitude to our Executive Secretary, officers, chairmen and committees for an outstanding job in presenting. the 80th RMCMI meeting. Item 4: RESOLVED, that the RMCMI express its gratitude to K&P, INC. of Golden, Colorado for their generous donation of office facilities and furniture for the RMCMI office and to K&P SALES ENGINEERS, INC. also of Golden, Colorado for their assistance in telephone answering, other office procedures and the use of certain office equipment. Item 5: RESOLVED, that six scholarships be awarded annually to advance the education program of the Institute to worthy students pursuing career paths in mining or other related industry in the six states in which the Institute generally operates and has members and in accordance with the criteria set forth by the Scholarship Committee. PRESIDENT LITTLEJOHN: The paper of Mr. Emrick will now be open for discussion for about twenty minutes. The meeting is now open for discussion. MR. EMRICK: There is some question that may have occurred to you at different times, that is how are you going to tell when the bits are properly made? A fairly good rule to go by is when the used bits come out of the mine, if half of them are bent and half of them are broken, the average is pretty good MR. GEO. B. PRYDE (Union Pacific Coal Company): I would like to ask Mr. Emrick if he has any figures as to the saving of Dower with the different styles of its. MR. EMRICK: I suppose you mean chisel point bits and pick point bits? MR. PRYDE: Yes. MR. EMRICK: So far as I have been able to learn, the only reason why chisel point bits are used is to prevent coring that might be done by the cutter chain. The pick point bit, of course, is the proper thing to use. It can be used when the position of the cutter links in the cutter chain is right. I do not know of any figures which give power consumption ratings on the use of pick point and chisel point bits, but there are tests and ratings, etc., which have been taken- which have been tested as against different bits, which have been given proper clearances against bits not having been given proper clearances, and they will run,-in their saving in power, they will run 20 to 25 per cent. MR. A. C. WATTS (Chief Engineer, Utah Fuel Company) : I would like to ask Mr. Emrick if he has any record showing the saving in power on using the alloy steel chisel bits. I know that several experiments have been made; I do not recall the figures now, but we had a very decided saving in power. MR. EMRICK: I haven't any of the records. Do you think that is because of the steel that has been used? MR. WATTS: Well, they were all sharpened by the same man and used in the same machine, and at the same shop. I do not know the composition. It is "Red Star" Vanadium that I had in mind. MR. EMRICK: I have not seen any records. Some companies are using the tool steel bits because they stand up a little bit better. MR. BENEDICT SHUBART (Secretary) : I was going to ask Mr. Emrick about that question. There is one company that does not recommend tempering the bits. They recommend using not exactly self-hardening steel, but one that is bard enough without quenching-they use 80-90-point car- bon but about a 70-point manganese, not exactly self-hardening steel, but they do not temper this at all. On suggestion of Mr. William Littlejohn, the President appointed a special resolutions committee, consisting of Messrs. P. J. Quealy, R. L. Hair and William Littlejohn, to draft resolutions protesting against the granting of a franchise for piping natural gas into Salt Lake City, to be sent to the City Commissioners of Salt Lake City, with carbon copy to the Utilities Commission of Utah. The Committee submitted resolutions which, upon motion of Mr. Littlejohn, and seconded by Mr. Butler, were adopted and sent by telegraph to the Utilities Commission and the City Commissioners.
