"Historically, mining companies worldwide provided housing and developed towns to accommodate their employees. At the end of the 1980s this approach became less prevalent and attempts were made to mitigate the effects of mine development and mine closure on communities living near the mines. Permanent settlement in mining towns urgently needed to be minimized. Since the advent of democracy, South African policy has moved in the opposite direction, shifting the emphasis to creating integrated communities and encouraging home ownership. Despite this policy shift, however, mines continue to influence local housing conditions. One direct outcome has been the development of informal settlements. We surveyed 260 informal settlement households in Postmasburg, a small and remotely located town in the Northern Cape Province of South Africa. We found that because they employ contract workers and thus arouse expectations of employment, the mines here contribute extensively to the development of informal settlements. But local factors also contribute, and the functional role of informal settlements as a form of housing that supports mobility should not be underestimated. We also found that both municipal and mining company policies for informal settlements were inadequate. Finally, we found that low-income informal settlers not associated with mine employment suffered the highest levels of social disruption.IntroductionA mine generates demand for labour, which in turn generates demand for housing. When settlements spring up near a mine this often means poor housing conditions. In South Africa in the 1960s and 1970s mining companies invested heavily in company towns or mining settlements, but they have become increasingly hesitant to do so, for three reasons. First, declining resource prices in the mid-1980s and the 1990s compelled them to focus on core business interests and reduce the costs of peripheral activities such as housing (Bryceson and MacKinnon, 2013); second, at the turn of the 20th century they were often accused of taking over the role of local government (IIED, 2002) and consequently became hesitant to invest in developing mining towns; and third, changing labour regimes also curbed their investment in such towns (Haslam McKenzie, 2010). Increasingly, the companies began to endorse block-roster shifts, and outsourcing also became more common in the early 1990s. Block-roster shifts in Australia (together with improved technology) have meant that miners do not need to settle near the mines but can fly in and fly out and have their urban houses as their stable homes. This has had serious negative implications for housing in remote towns in Australia, particularly worker camps, large-scale renting out of available accommodation, and ‘hot-bedding’."

Determination of the optimum cut-off grades is one of the most important aspects of mine production planning. A cut-off is a grade below which we choose not to process material. This material is treated as waste and dumped. Dumping waste is accompanied by the rehabilitation cost which will affect the overall cost of final production and also the optimum cut-off grade. Rehabilitation cost is the cost per ton of rehabilitating material of a particular type of rock after it has been dumped as waste. One of the most popular algorithms for determination of the optimum cut-off grade is Lane?s method. Lane formulated the cut-off grade optimization, but he did not consider rehabilitation cost during the optimization process. This cost item should be evaluated first, and then considered during the cut-off grade optimization process. In this paper the rehabilitation cost is inserted directly into the cut-off grade optimization process using Lane?s theory. The cut-off grades obtained using the suggested method will be more realistic than ones using the original form of Lane?s formulations.

The shift in beneficiation methodologies has been disruptive to the traditional skills set of the industry, but evolutionary change continues and has been beneficial to the quality of the final product.

Metso Minerals Cisa have developed VisiofrothTM - a system which calculates parameters of the froth surface using vision from remote cameras mounted about individual flotation cells. The parameters calculated from this system can be utilised within process control strategies to achieve stabilisation or optimisation of the flotation process. As part of a JKMRC AMIRA P9 field campaign, froth vision was collected from various cells operated at different air rates and froth depths within Rio Tinto's Northparkes copper roughing and scavenging circuit. At the same time, samples were collected to determine the cell metallurgical performance at each operating condition. These froth images have been processed using the VisiofrothTM system with froth velocity, bubble size, froth collapse rate and various froth colour parameters calculated. These parameters have been compared to the measured concentrate flow and concentrate grade produced at each condition. This analysis shows that the concentrate tonnage flow is strongly correlated with froth velocity whereas the concentrate grade is best correlated using froth velocity in combination with a bubble stability parameter which affects the bubble size distribution on the top surface of the froth. This paper summarises the results from this analysis as well as an overview of the VisiofrothTM system and the parameters that are measured by the software.

Discussion: L. T. Campbell Pitt: When Mr Garrett and I discussed the design and construction of plugs and bulk head doors to resist great water pressures in mines about ten years ago, we visualized an emeregeny when there would be no time for site preparation. We could not however, anticipate a problem of such magnitude and urgency as the one described in the paper under discussion. The paper very clearly describes the flooding and the measures taken to save the mine. The complete flooding would have been a national disaster. The account of the combat between man and water reads like the account of a military operation. It was an endeavour which achieved success because there was a master plan, tenacity and, in fact, heroism. The paper is of necessity a long one. In my contribution I will mention some historical facts and factors that I believe have relevance to the flooding and the saving of the mine. It is of great satisfaction to me to have been one of the two initiators of a new approach to underground plug design and construction. The investigation was taken over by a Chamber of Mines Committee which combined our early work with further research and the resulting data had a significant bearing on the West Drie emergency plug designs. The final plug length was correctly based on the requirements to obviate leakage. A plug to have structural strength only would have been very much shorter but so ineffective as to have become a waste of labour, material, and in consequence, wasted the limited time available to prevent flooding of the whole mine. The figure of 75 lb per sq in. sheer stress provided a very ample margin, in my opinion, but under the very difficult site conditions and the limitations of plug material suitable for the very unusual construction, justified such a figure. There must have been considerable temptation to reduce the safety margin due to the urgency to complete and commission the plugs, but it is much to the credit of the directors of this operation that nothing less than a safe design was permitted. In about 1945 Blyvooruitzicht Gold Mining Company, which was then mining in to the West Driefontein area to assist in early development, decided to protect themselves from a possible inrush of water from the latter mine. A bulk head door was accordingly designed and installed on 2 level between 1945 and 1948 at 4,218 ft below surface. Since West Driefontein paid for it, Gold Fields consulting mechanical engineers collaborated with their colleagues of Rand Mines who completed their design after a few modifications were agreed. This door was never used to prevent an inrush into Blyvooruitzicht but the exercise was very useful to Gold Fields when the high pressure doors initially installed on 10 and 12 levels between Nos. 2 and 3 shafts to enable isolation of one section of the mine from another were designed. At that time the capacity of West Driefontein to cope with an inrush of water was comparatively small because the storage in stoped areas and the installed pump capacity were much less than in later years. These doors together with others of the same design were later moved to the lower levels served by sub vertical shafts. In addition, doors to prevent flood water entering the pump chambers on 18 level were installed at each end of that level, and designed for a head of 360 feet so that water would have to reach 16 level before the pumps were flooded. All these doors were called upon to hold water and it is reported that only a small plug in one of the doors and a 4 in. dia flanged pipe joint failed. The lesson is that in these cases the smallest details warrant as much attention as the major ones. That these were the only equipment failures when so much depended on equipment, is very much to the credit of design engineers, both of the Gold Fields head office and companies who supplied both mechanical and electrical equipment. Until I had read the paper I wondered why the policy of isolation by bulk head doors was not continued as the development moved eastward towards the Bank Compartment and particularly when it pierced the Bank dyke. The reasons have been given in the paper. It was unreasonable to expect provisions to be made to counter the remote contingency that the large installed pumping capacity and mine capacity to store water would be exceeded during a peak inrush. When pumps were being considered for West Driefontein, it was decided that the Gold Fields standard underground main pumps at that time of 1 million gallons per 24 hours would be too small. Three alternatives were considered. 1. Very large units that would require underground sub assembly and dismantling of both pump and motor. 2. The largest pump and motor that could be conveyed as a complete pump or motor from surface to the pump chamber. 3. Pumps of higher speed to reduce dimensions and weight. It was decided to adopt alternate 2 because of avoidance of transporting pumps in parts and assembling underground. Alternative 3 was not favoured because high speeds would have introduced problems of more exact rotor balancing. I believe the decision was correct and in the crisis enabled comparative easy transport of pumps and motors to surface for overhaul and, if required, transfer to other pump stations. The efficiency of high capacity SAG mills which consume large amounts of energy depends on the grinding and slurry discharge systems. A 9.7 m × 4.8 m SAG mill with radial pulp lifters is used at the Sarcheshmeh copper complex grinding circuit. The process audit indicated that the pulp discharge system was not efficient, judging by the amount of slurry flow back and carry over. These events limited the discharge rate and increased the wear rate of the lifters and grates. With the objective of finding a new design for pulp lifters, a 3D DEM software (KMPCDEM ©), along with the plant operational data and photographic evidence was used. The KMPCDEM © software was used to compare the efficiency of the radial and curved pulp lifter design based on the material flow. The slurry flow was analysed in terms of ease of discharge and lifter wear rate. It was found that changing the radial pulp lifters to curved pulp lifters could improve the discharge efficiency,and decrease wear rate of the pulp lifter in particular at the base of the pulp lifters. The simulation results showed that if curved lifters with a radius of 0.3×mill radius are used, the amount of slurry flow back and carry over will be negligible. It is predicted that by installing the curved pulp lifters, the capacity of the mill increases by 10% and the pulp lifter service life improves by at least 20%. A powerful, interactive metallurgical process simulator for use on micro- computers has been developed in the Department of Metallurgy and Materials Engineering at the University of the Witwatersrand. MICROSIM presently allows simulation of all ore-dressing flowsheets and a selection of hydrometallurgical unit operations, and is extendable to all such processes. MICROSIM is written in Pascal. This modern language provides very versatile data structures which can be effectively used to solve the major problem in generalised simulation programs, namely storage and transmission of data relating to liquid and solid phases. Dynamic memory allocation allows optimal utilisation of computer storage space. The simulator utilises very efficient precalculation algorithms that determine the tear streams for optimal sequential modulator calculation convergence. Microcomputer graphics simplifies flowsheet specification, and form-filling data capture with supplied default values eliminate most common input errors.

Since the first application of solvent extraction as part of the hydrometallurgical processing of copper, several studies have been carried out to optimize extractant formulations. In 2006, Solvay developed the ACORGA® OPT series of solvent-extraction reagents to optimize copper transfer by use of a blended formulation containing both aldoxime and ketoxime as well as selected modifiers. The incorporation of selected modifiers in these blended reagents resulted in increased copper transfer, due to the interaction between the modifier and oximes within the blend. By changing the ketoxime concentration and ratio of modifier to aldoxime, the strength of the formulation was optimized to enhance copper transfer and improve Cu:Fe selectivity. This formulation is well known in the African region under the ACORGA® OPT5540 name and provides the best performance at the conditions of agitated leach plants with pregnant leach solutions that fluctuate in Cu grade and pH. Dr Andrew Cosgarea, Jr, Associate Director of Opera¬tions of the U.S. Mint, and Chairman of the Awards Committee of the International Precious Metals Institute, announced the IPMI award recipients for 1985. The awards were presented at the Institute's Annual Banquet in New York City on 11th June, 1985. The Distinguished Achievement Award was presented posthumously to Dr E.M. Savitsky, of the A.A. Baikow Institute of Metallurgy of the U.S.S.R., for a life-time career devoted to investigations on the properties of the platinum-group metals. Dr Savitsky investigated over 300 phase diagrams, which became the basis for the selection of alloys and the prediction of properties. He published over 300 technical papers during his career. Dr Savitsky died during the summer of 1984 while being considered for the IPMI Award. The Engelhard Henry J. Albert Award was presented to Dr Stephen J. Lippard, Professor of Chemistry, MIT, in recognition of his research contributions in platinum chemistry and its application to nucleic acids. This prize

The science of soil mechanics is 100 years old, and rock mechanics is about 80 years old. While methods of analysis and design have been developed and have evolved over time, these are relatively young sciences. The rapid increases in computing power and new technologies have enabled more sophisticated modelling and monitoring. However, there are still many aspects of soil and rock mechanics that are not well understood. Geotechnical failures, which have major consequences, still occur. These consequences may include environmental damage, major production holdups and associated loss of revenue, damage to infrastructure, and loss of life. High-consequence events, which are rare, are more difficult to anticipate and to design for, because by their nature they involve extraordinary circumstances or conditions, often geological in nature. The risks are usually mitigated by conservative designs and monitoring. Detailed geotechnical investigations help us to understand the natural variability of soil and rock masses and identify unusual or unexpected conditions. Investigating and researching major geotechnical failures is essential to enable these unusual circumstances to be anticipated. In the past, severe unanticipated events may have been treated as natural events or ‘acts of God’. However, society now has much greater expectations and it is essential to have policies and procedures in place that enable appropriate management of these rare, high-consequence risks. A good example is the Global Industry Standard on Tailings Management (GISTM), which was introduced after the catastrophic dam collapse at Vale’s Corrego de Feijao mine in Brumadinho, Brazil. The address will explain the concepts of uncertainty and variability, and how they should be taken into account in geotechnical design. The challenges facing geotechnical engineers, mine owners, and managers will be discussed. referencing a number of real case studies.

A theory for the dynamic balancing of centrifugal mills is presented that takes account of the mass and shape of the charge in a gyrated grinding tube and the way in which the charge lags behind the centrifugal force vector. predicts that a corresponding lag in the angular position of the counterweight centres of mass is necessary, and that the fractional filling should be increased if the ratio of gyration diameter to tube diameter is decreased. A worked example is given for a I MW centrifugal mill that was balanced adequately by the methods described.

Teck Metals Ltd operates an integrated zinc-lead complex at Trail, British Columbia, Canada. Since 1997, KIVCETTM flash smelting technology has been utilized for the treatment of zinc plant residues and lead concentrates. Trail Operations’ furnace uses four water-cooled jackets for bullion tapping. This paper provides an overview of KIVCET bullion tapping for the past 16 years, and discusses successes and challenges encountered with respect to operations, training, and monitoring.

It is well known that the ability to influence project value reduces significantly as planning progresses and decisions regarding project parameters are made. However, at the prefeasibility stage in particular, where one of the main aims should be to evaluate a wide range of options in order to select the best for more detailed further study, there is often a reluctance to spend the time and money needed to do this rigorously. This paper demonstrates, by a number of case study examples, how significant increases in value may be obtained by fully evaluating the combinations of alternatives for various project design parameters, including (though not limited to) mining methods, haulage methods, mining rates, processing methods and rates, sequencing of mining, and cut-off grades, with changes and upgrades over time where applicable. The additional value unlocked is typically orders of magnitude greater than the additional cost of the more comprehensive study. The dangers of misuse of simplistic sensitivity analyses and failure to identify how strategies might change in response to changes in external factors are also illustrated, and the importance of selecting the best `grade descriptor' is discussed.

The formula developed by Salamon and Munro in 1967 has been used for the past 22 years in the design of bord-and-pillar workings in South African collieries. This paper re-assesses the formula In the light of Its past performance and examines the effect of mining method on coal-pillar strength. An account is given of the extension of the formula so that it can be applied beyond the empirical range for which it was derived, and the advantages of the extended formula (the squat-pillar formula) are described.

This paper, which adopts a philosophical approach, attempts to analyse the contribution that the computer is capable of making in geological analysis, financial evaluation, and mine project control. Also examined are some reasons for non-utilization of these capabilities. As with most computer associated problems, the cause is primarily human and not mechanical. The paper gives one numerical example of the analysis of geological data and one of the evaluation of mine-design data. The values used in the examples are intended only to emphasize certain points and are not necessarily reproducible.

The following contributions were received to the paper entitled 'Safety in South African mines: An analysis of accident statistics', by H.S. Eisner and J.P. Leger, which appeared in the J. S. Afr. Inst. Min. Metal., vol. 88, no. 1, Jan. 1988, pp. 1-7. Contribution by H. WAGNER* The paper by Dr H.S. Eisner and Mr J.P. Leger is critical of the safety situation on South African mines and portrays the industry as having little concern for the health and safety of its workers. Moreover, the casual reader gains the impression of deliberate misinformation by the industry to the public concerning safety maters. Furthermore, certain socio-economic reasons are advanced for the apparent differences between the fatality and injury rates reported for coal mines in South Africa and those for the United Kingdom. Contribution by S.A. WATTS. Authors Eisner and Leger are to be commended on their paper, which highlights, according to their interpretation, various shortcomings of both the Chamber of Mines accident statistics and those published by the Department of Mineral and Energy Affairs. Authors' Reply We gratefully acknowledge Dr Wagner's contribution to the discussion on our paper. For convenience, we shal use his sequence of comments in our reply. Before doing so, however, it may be useful to explain how our paper came to be written. After the explosion at Hlobane Colliery in 1983, one of us (HSE), in February 1984, was retained by the lawyers acting for some of the dependants of the victims to advise on technical maters relating to the explosion. Contribution by Ms S.A. Wats Some of the points made by Ms Wats have already been answered in our comments on Dr Wagner's contribution. We are fully aware that the number of accidents leading to absences of less than 4 days would be much greater than shown in our bar chart, and are grateful to Ms Wats for drawing attention to the specific exceptions that can make a 1-3 day accident compensable and that are clearly responsible for the relatively low count in that category of the chart.
