General Statement In Montana, as in most states, the requirements for water quality control are becoming more restrictive. What was once accepted practice is now obsolete. The planning and construction of water quality control facilities has taken on new importance. Past practices and new ideas must be examined to meet the challenge. By this paper we hope to encourage the exchange of ideas for the improvement of water quality control techniques. Both the mining industry and governmental agencies should benefit from such an exchange. The following is a summary of the work done and in progress by The Anaconda Company in Butte to provide an improved water quality related to production processes. We invite your comments. Acknowledgements This paper would not have been possible without the efforts of many individuals and departments in The Anaconda Company, including the Environmental Engineering Department, Mr. Frank J. Results of investigations over approximately the last 10 years by the Bureau of Mines and others on technology for recovering cell-grade alumina from domestic nonbauxitic resources such as clay, anorthosite, alunite, dawsonitic oil shale, coal ash, and coal shale are reviewed. It is concluded that, although many innovative techniques have evolved from this effort and have been shown to be technically feasible, energy and economic considerations will prevent any of the processes from competing with the Bayer process under normal conditions. Based on the Bureau's experience, some variation of clay-HCI leaching, HC1 gas sparging crystallization has the greatest potential as an alternative to the Bayer-bauxite process.

High performance sprayed concrete equipment installed on two 9.4 m diameter hard rock TBMs enabled a continuous sprayed concrete lining for the entire contour in both tunnels to be performed concurrently with the advancing TBMs. Innovative layout of the sprayed concrete arrangements comprised ring beam constructions each with two independent spraying robots. Each of the spraying robots were independently connected to sprayed concrete pumps, as well as a high capacity concrete logistics system on the backup. The mix designs focused on long open-time, excellent pumpability and tough requirements on strength development. The achieved output capacities of the sprayed concrete amounts to an average of 15 m3 per hour. Peak capacities of 24 m3 per hour have been realized.

Both microgravimetry and crosshole seismic tomography are means by which subsurface collapse and rock failure may be observed. We show results of calculations that predict changes in gravity and gravity gradient that result from void migration, bulking, and hydrology disruption due to room and pillar mining. Crosshole seismic tomography also holds promise for detecting and mapping changes in structure during subsidence. Commercially avail- able logging tools, advances in theory, and recent field results strongly suggest tomographic surveys are now possible. Subsidence phenomena which may be located are faulting, joint separation, bed parting, water table changes, and formation outgassing.

The final cost and quality of a project employing equipment, labor, and materials is dependent upon the expediency and extent to which each of these parameters are used. An ideal solution then, would be one in which three solvable equations were given for each particular situation. The equipment, labor, and materials could then be solved for, and the perfect job would result. In reality, however, the ideal and most economical solution is seldom attainable by solving three given equations. Therefore, knowledge, experience, and sometimes guesswork must be relied upon when correlating equipment, labor, and materials. Drilling and blasting, in particular, is one operation which normally involves more uncertainty than other operations. It is also an operation in which the outcome is extremely critical for two reasons. First, the cost of the operation that follows drilling and blasting is dependent upon how well the material is fragmented. Second, once the drilling and blasting has taken place, it is impossible to return to the area, without considerable expense, and correct any mistakes that might have been made. Therefore, what is desired is a method by which drilling and blasting operations can be performed yielding optimum results at the lowest cost; this can best be accomplished by having the relationships between equipment, labor, and materials prior to their use. For obtaining best results, the selection of these three relationships must be based on knowledge, experience, and as little guesswork and uncertainty as possible.

The petroleum industry has developed and utilized many aspects of rock mechanics, both in its search for petroleum and in its drilling and production operations. Geological exploration activities have been improved by knowledge of earth tectonic forces. Better understanding of seismic wave motion has contributed to a more accurate interpretation of geophysical data. Drilling activities have benefited from basic knowledge of rock strength behavior under in situ conditions. Production has been significantly increased through stimulation techniques, such as hydraulic fracturing. The ability of rock mechanics work to contribute to future petroleum activities will depend upon the development of knowledge of rock properties under greater depths and at higher pressures and temperatures.

Prior to 1903, the world's supply of sulphur was primarily from surface deposits in Sicily. The discovery of the first salt dome sulphur deposit in 1867 and successful development of the Frasch process for recovering the sulphur resulted in a large part of this essential element being supplied from these mines since 1920. Although the basic process is the same today, engineering and technological developments have evolved to allow its application under many adverse conditions. These and other challenges for the industry in today's environment will be discussed in the paper.

Mine backfilling is a desirable method for the disposal of retorted oil shale. Hydraulic, mechanical and pneuna.cic transport and stowing methods were investigated, and the mechanical transport and stowing method using conveyors was selected as the most promising system. Transport of retorted oil shale at the rate of 3000 cons per hour (2700 t(h) to the backfill level, situated about: 2000 feet (610 m) below surface, with skips or conveyors is uneconomic. Hence, borehole transport utilizing gravity flow was investigated. This paper describes the theory of flow, flow properties of retorted oil shale, and the design of a borehole and hopper system.

Roof deterioration in weak moisture-sensitive rock leads to roof falls in coal mines. An observation site was set up in intake air at an underground coal mine in central Ohio to evaluate the time-dependent deterioration of moisture-sensitive roof rock. By periodically collecting and weighing the rock falling from the roof, the National Institute for Occupational Safety and Health (NIOSH) was able to quantify the deterioration of the moisture-sensitive shale roof. The measurements showed that more roof rock is falling in the dry winter months. Movements in an intersection were monitored in order to determine if deformation correlated with seasonal changes in temperature and humidity. The rate of intersection roof-to-floor convergence was found to be cyclical and related to seasonal changes, with more convergence during the months of April through September. At the study site intersection, the roof beam did not show deflection indicating movement most likely due to mine floor deformation. The bolt load also increased in the warmer months before shedding load, possibly due to rock failure. Temperature and relative humidity sensors, placed in holes in the roof show that mine air does not mix with the air in the holes. Consistent saturation levels of relative humidity were measured in the holes and it appears that high levels of moisture may have migrated into the bolt holes from roof shales. A roof sealant applied to a portion of the test roof appears to be preserving the roof and reducing the amount of rock fall into the entry, while the screened area virtually eliminated rock falling from the roof.

"Many underground mines use cemented backfill to mitigate environmental effects associated with tailings disposal. The large energy needs associated with mine backfilling and cement production operations create significant CO2 and Greenhouse Gas Emissions. This paper introduces post-consumer glass as an alternate, equally effective and lower cost binder agent strategy for cement in backfill that may be implemented to assist in reducing solid waste production, lowering energy costs, and restricting Greenhouse Gas Emissions. Extensive engineering testing, consisting of pipe flow loop tests and strength tests, has been implemented in order to demonstrate the technical feasibility of process integration within industry. An economic analysis has demonstrated that glass is competitive in cost relative to cement and a socioeconomic study has further indicated that the utilization of glass in mine backfill would create a new market for waste glass that requires less processing and reduces costs."

INTRODUCTION During the past decade, disposal of mine and mill waste material has become an increasingly important issue. Problems of structural stability and seepage effects on stability have been well addressed, and significant technological advances have been achieved [(1-4)]. The primary problem currently facing industry in the waste disposal area is environmental protection. The greatest environmental concern is over the amount of seepage or leachate entering the ground or surface water systems. Methods to determine the quantity of water seeping from a tailings pond have also been covered in the literature [(5-23)]. However, much further work is necessary to fully implement these techniques to evaluate tailings pond performance and accurately predict the various influences of disposal management on seepage from mill tailings. This study is an effort to develop those necessary techniques. The partially saturated method of analysis which is discussed here is applicable to most situations involving seepage from waste piles. In a conventional type of tailings pond, a slime layer is ordinarily built up under the ponded area. This material will consolidate slowly from capillary pressures and the weight of material deposited above it. In situations where this consolidation results in a slime layer of lower permeability than the native foundation soil, a partially saturated flow condition will usually exist in the native soil. This will result in a smaller quantity of water entering the ground-water system than would be predicted by saturated flow analysis. The finite-element program used in this study was originally developed by Neuman [(17)] and is called UNSAT2. The program will analyze problems of saturated or unsaturated, steady or nonsteady flow and can be used with a variety of boundary conditions such as constant flux, constant pressure, maximum flux, minimum pressure, and with infiltration, evaporation, and seepage surfaces. The maximum conditions are controlled by exterior factors such as atmospheric conditions; but the actual flow in the porous media is determined by properties of the porous media. At this time in the history of engineering and construction, cost indexes give weekly evidence of the sharply rising costs of labor and materials. Paralleling the rise in construction costs are the costs of plant maintenance. Automation of the modern industrial plant has permitted a substantial reduction in the total number of employees required for plant operation. Of this reduced total, however, up to one-half of the employees may be engaged in plant maintenance. Management's decision to risk investment capital for a pro- posed plant or improvement is increasingly dependent upon the engineer's ingenuity in designing plant systems and structures which will require a minimum of materials and labor for manufacture, installation, and operation and which will be maintenance-free to a maximum degree. This paper concerns itself with the structural elements of bulk material handling systems in which the foregoing factors influenced the design to a considerable extent.

During the past eight years there has been a dramatic change in the iron ore industry of Minnesota, in that its status has changed from that of a seller's market to a higly competitive buyer's market. Minnesota's natural ores must now be beneficiated and up-graded considerably to be marketed in order to compete with the higher grade foreign ores as well as with the locally produced and highly desirable taconite pellets. With the passage of the "Taconite Amendment' in the November, 1964 election, the taconite industry commenced to expand in Minnesota, which, although initiated in that state, was benefiting many other states and some foreign countries to a much greater extent than Minnesota. These other areas were actually appropriating markets that had been established and retained by Minnesota for many years. Since the approval by the state voters of this amendment, there has been a great increase in the development of taconite properties on the Mesabi Range.

Twelve linear test foundations were constructed over an advancing longwall panel in southern Illinois, six were located along the centerline, and six in the maximum tension zone. One footing in each set was a control foundation constructed according to conventional practice. It suffered severe damage. Footings with reinforcing bare and post-tensioning had much smaller elongations, with the post-tensioning preventing cracking of the footing. Footing-soil interface treatments of plastic-on-sand and plastic-on-soil served to reduce damage. The addition of steel fibers to the footing had about the same effect as an interface treatment. Sill plate construction (butt-jointed versus lap-jointed) appeared to significantly affect the behavior.

Induced seismicity is deeply related to various engineering projects entailing anthropogenic in-situ stress change in deep underground. Hence, there is a persistent demand for estimating and mitigating the risk. Significant efforts have been made in simulating induced seismicity with a variety of numerical simulation techniques; however, there are still discrepancies between characteristics of induced seismicity numerically simulated and observed in the field. One of such discrepancies is the simulation of triggered seismicity defined as seismic events caused by an infinitesimal amount of anthropogenic stress change, which is frequently observed in geological structures. The present study aims to develop a methodology to simulate triggered seismicity whilst reproducing a complex stress state in a fault zone. For the purpose, a discrete fracture network within a fault damage zone is first generated. Then, an equivalent continuum model, in which each zone has a different anisotropic compliance tensor, is constructed by employing the crack tensor theory. A fault core is simulated at the center of the model with interface elements. Using the equivalent continuum model, an initial stress condition is simulated with the boundary traction method, which results in a very complex stress state with stress anomalies due to the stiffness anisotropy and heterogeneity. Subsequently, the effective normal stress on the fault plane is decreased in a stepwise manner to induce slip. The result demonstrated that many seismic events are induced on the fault plane with a slight decrease in the confining stress, thus being regarded as triggered seismic event. Further analysis on this seismic activity shows that the magnitude of triggered seismic events is inconsistent with the amount of shear stress drop, implying that a relatively small triggered seismic event could produce a large stress drop, generating locally intense ground motions and thus inducing severe damage to the nearby rock mass.

Chemical zoning studies of mineralization can be useful in guiding exploration efforts. They permit one to determine the limits of mineralization and to correlate mineralized intervals in drill holes. Fahlore minerals are well suited for zoning studies because they are common minerals found in a variety of deposits, exhibit chemical diversity, and record the chemical evolution of migrating hydrothermal fluids. Zoning information in the form of metal ratios preserved in fahlore minerals was used to determine ore body limits in the Orcopampa precious metal system, Peru, and to correlate between multiple ore horizons in a sediment hosted massive sulfide (SHMS) currently under investigation. The current generations of electron microprobes provide the most efficient, accurate and economic way to analyze the tens to hundreds of sample required to successfully describe and use zoning information at the mine scale.

By means of flotation experiments, potential-pH diagram, electrochemical testing and X -ray photoelectronic spectrum (XPS), the main factors (the thermodynamics and the property of surface products) influencing the separation of sulfide minerals (such as galena and chalcopyrite) in the collectorless flotation are studied. The actual conditions (Eh, pH) of separation are not conformable to the results of thermodynamic calculation. The kinetic behavior of oxidation of sulfide minerals and the property of oxidation products are the decisive factors of the separation of sulfide minerals in the collectorless notation.

Investment in minerals development usually entails big financial outlays. which will remain at risk for a long time before the venture can begin to generate a return cash flow. Before 'committing himself to such a venture the investor would be wise to carefully examine the possible consequences of his exposure to risk. In this context risk is defined in multiple terms, which relate the magnitude of possible loss with the probability that such loss may occur--normally the probability will decrease as the amount of possible loss increases. The analysis of risk is an essential component of the decision making process, especially so in the case of low grade high tonnage mining ventures where a very real possibility exists that future unfavorable circumstances may lead to losses that could cripple or ruin even the richest corporation. Wells (1979) postulates a rationale for making the investment decision under uncertainty based on the comparison of two independent risk criteria: 1) the risk inherent in the venture represented by the negative portion of the cumulative distribution of the net present value (NPV), as derived by a stochastic evaluation procedure, 2) the limits of risk the decision maker is willing to accept, taking account of the financial capacity-of the 'firm to absorb various levels of future cash shortfall should the venture prove disappointing. The chance the investor would be prepared to accept can be expected to decrease as the amount of the possible shortfall increases. The limits of acceptable risk are-defined by a curve called the "LL-curve" which can be directly compared with the cumu¬lative NPV curve. A positive investment decision is implied if the limits of acceptable risk are not exceeded.

For all the attention given to mining activities in Central and South America, Mexico, Indonesia and Papua New Guinea, it is sometimes easy to forget the activities taking place in one of North America's most important and largely untapped regions -Alaska. The Alaskan minerals industry employed about 3,406 people during 1995. That is a 23% increase from - - 1994. It also contributed about $719.8 million to the state's economy during 1995, a 10% increase. During the past few years, Alaska has seen significant increases in exploration and mining activity. Fairbanks Mining, an arm of Cyprus Amax, began producing gold during 1996 at its Fort Knox Mine, as did Nevada Goldfields' Nixon Fork gold mine. Kennecott's Greens Creek lead-silver-gold mine also reopened and USMX began operations at its Illinois Creek gold mine. In addition, several impressive exploration projects were under way in Alaska. Placer Dome reported good results at Donlin Creek project in southwest Alaska. Likewise, Newmont Exploration is getting serious about its True North gold project. And Nerox is nearing production at its Jonesville coal project in Alaska's interior. In November, about 400 miners gathered in Anchor- age for the Alaska Miners Convention. Throughout the conference and exhibition, attendees listened to updates on these precious- and base-metal and coal exploration and mining operations. They also learned that the state wants more miners to head north and help develop its natural resources. Alaska is ripe for a smelter The mining industry -Alaska's miners in particular - has a powerful ally in Sen. Frank Murkowski (R-AK). He is the chairman of the Senate Energy and Natural Resources Committee. During his luncheon address, Murkowski said it appears that it is economically feasible to extend the Alaska Railroad to northwest Alaska, taking advantage of the large coal and hard-rock mineral tracts in the Ambler mining district. He also renewed his push for building a major smelter in Alaska to process ore that would come from the Ambler mining district. Murkowski believes that Alaska's economy can be expanded by extending the railroad from Nenana to the Point Lay coal fields to open coal development. Along the way, the railroad would pass through the Ambler district, helping to develop the hard-rock deposits. An outgrowth of this additional mineral development, Murkowski said, could be a new smelter in Alaska. It could use power from the Tyee hydroelectric facility near Wrangell or from the Makushin geothermal project near Unalaska. Either site, he added, offers access to plentiful, relatively low-cost power, at tidewater to facilitate ore deliveries to the Pacific Rim. The Congressional Research Service has determined that there are enough mineral deposits and coal beds to make it possible to finance the extended railroad, he said. The 1,200-km (744- mile) rail extension would cost about $4.2 billion. The North Slope of Alaska contains up to 3.6 Tt (4 trillion st) of coal, Murkowski said, that contains less than 0.25% of sulfur and less than 4% moisture. It aver- ages 12,300 Btu in heat content. "That is a tremendous resource," he said. The Ambler mining district, meanwhile, has at least eight identifiable hard-rock deposits, Murkowski continued. These contain zinc, lead, copper, nickel, chromium, tin, barite, gold and silver. "All eight of these can generate ore concentrates at rates similar to Red Dog's cur- rent 725 ktla (800,000 stpy)" of zinc, he said.

The integration of interactive computer graphics technology with data analysis tools can assist in the evaluation of deposit models: the super- imposition of mine openings on complex geology can be quickly perceived using dynamic visualisation, colour-coding and transparency control while analysis functions assist in quantifying displayed information. To illustrate the functionality of such integration a research prototype system is presented which allows the interactive visualisation and evaluation of deposit models comprising both structural boundaries and the distribution of continuous properties.
