At the present time, the Florida phosphate industry is experiencing one of the worst marked slumps in its one hundred year history. Recent agriculture over-production has caused low grain prices such that the net income of U.S. farmers is expected to drop to its lowest level since the 1932 depression. The farmers' low income, along with high interest rates that preclude them from borrowing to purchase fertilizer, make the immediate U.S. phosphate market outlook bleek at best. The export outlook is also pessimistic due to world recession and the U.S. dollar's high exchange rate. In June, 26% of the phosphate industry's workers were laid off for an indefinite period of time. Despite the immediate painful slump, the long-term outlook for the industry looks good. Florida has enormous reserves and will continue to produce a third of the world's phosphate supply simply by making changes in the present system of mining, beneficiation, waste disposal and land reclamation.

Measurements of the electrophoretic mobility of bastnaesite in aqueous solutions of sodium nitrate reveal that the isoelectric point (iep) of this cerium fluocarbonate occurs at about pH 9.3. These results also indicate that the pH affects significantly the electrophoretic mobility of bastnaesite, which becomes more positive as the pH decreases and more negative as the pH increases from the iep. Computations of solid-solution equilibria for the bastnaesite-H2O system closed to the atmosphere as a function of pH indicate that cerium fluoride precipitates in acidic solutions, whereas cerium hydroxide precipitates in alkaline solutions. When the initial amount of bastnaesite is fixed at 0.05 wt.% (the solids concentration used for electrokinetic experiments), these computations reveal that bastnaesite is the only solid phase in the pH range from 5.75 to 8.55, it coexists with CeF3(s) between pH 5.22 and pH 5.74, and with Ce(OH)3(s) between pH 8.56 and pH 10.12. Cerium fluoride and cerium hydroxide are the only solid phase below pH 5.2 and above pH 10.2, respectively. According to these computations, the dissolution-precipitation processes that occur when bastnaesite is equilibrated in aqueous solutions at different pH values determine the solid phases present in the system. In turn, these processes must affect the electrokinetic potential at the solid-solution interface, and they must be considered for explaining electrokinetic measurements as a function of pH when bastnaesite is the original solid phase in aqueous suspensions.

My topic today is our Nation's interest in the minerals beneath the oceans. I will state what I think should be our objectives, the means available to attain these objectives, and the obstacles to their accomplishment. It is possible that as early as this year of 1969 our country must make policy decisions on this subject, and that these, once made, will be almost irreversible. Two factors are hastening an. early decision. First, the 1958 Convention on the Continental Shelf becomes eligible for amendment after June 10, 1969, if the Assembly of the United Nations so decides. Second, the United Nations has created a permanent committee of 42 nations, which was preceded by an ad hoc committee of 35 nations, to study the question of the peaceful uses of the seabed "beyond the limits of national jurisdiction. While these measures purport to deal with the creation of a regime to govern mineral development on the deep sea floor beyond the limits of the jurisdiction of the coastal nations, it has become clear that the urgent issue is the extent to which this future regime shall acquire jurisdiction over the mineral resources of the continental margin, and receive royalties therefrom. This brings the proposal into potential collision with the interests of the coastal nations under the 1958 Convention on the Continental Shelf, including, of course, the United States.

The wear resistance of an alloy in heavy mill liner sections may be quite different from that of the same alloy in small balls and other light sections. This fact was established by means of a well standardized laboratory test that was validated for ball mill service. The salient properties of mill liner alloys, including austenitic manganese steels, medium alloy hardenable steels, and abrasion resistance cast irons are described, critically compared, and quantitatively ranked in terms of mill liner service. Where they are tough enough the high-chromium and other martensitic cast irons (e.g. Ni-Hard) promise maximum economy, but their section sensitivity is a limitation. To overcome this an extensive research program studied over a hundred experimental alloys, ranking them for heavy section abrasion resistance by means of the laboratory test. Computer analysis of the results provided a parabolic formula in terms of composition, the apexes of the parabolas providing optimum wear resistance. From the extensive family of parabolas one apex was selected for intensive study in experimental liners, pilot plant production, development of quality controls, and finally full scale production. This is a 19% chromium iron critically alloyed with nickel and molybdenum and hardened by heat treatment. It has excellent resistance to various types of abrasion, but its chief advantage is in heavy mill liner sections, where it has about 25% better abrasion resistance than the best of the quality controlled chilled Ni-Hards. It is also tougher. After production problems were solved, a number of ball and rod mill tests were arranged on a guaranteed performance basis. Two of these, representing about 138,000 pounds of mill liner castings, have recently confirmed in service the superiority that was predicted by the laboratory tests.

The most valuable gem- quality red beryl comes from the Wah Wah Mountains of south-western Utah (Fig. 1). Red beryl occurs as a secondary mineral in topaz rhyolite. Marketable crystals from the Wah Wah Mountains have been produced from the Violet Mine, operated on a limited scale since 1976 under the ownership of the Harris family of Delta, UT. From 1989 to 1995, production from the mine amounted to more than $3 million with an inventory of several million dollars of unsold gems (Harris, 1995). In 1994, Kennecott Exploration leased the mine and surrounding claims to determine reserves and feasibility of gem recovery. Mining and exploration activity are continuing. Previous work on red beryl has dealt mainly with crystallographic, chemical and optical properties of the crystals (Shigley and Foord, 1984) with only general descriptions of the geology (Ream, 1979). However, the conditions needed for formation of red beryl have not been well constrained. It is generally proposed that beryl originates by precipitation in fractures and vugs from high-temperature gases as they are released from slowly cooled rhyolite lava. Dozens of topaz rhyolite flows and domes, similar in composition to the beryl-bearing flow in the Wah Wah Mountains, occur across the western United States (Christiansen et al., 1986). All of these flows devitrified to form vapor-phase topaz and locally other vapor-phase minerals such as bixbyite, garnet, hematite, pseudo-broo- kite and fluorite. But the occurrence of beryl is rare. Even within the rhyolite flow that hosts the red beryl, the productive open pits comprise only a small fraction of the surface area of the flow. Apparently, the conditions that favor the formation of red beryl are rarely achieved. Geologic setting The rhyolite flow that hosts the red beryl deposit lies along the eastern flank of the Wah Wah Mountains (Fig. 1). Prevolcanic rocks consist of Proterozoic, Paleozoic and Mesozoic sedimentary rocks that were folded and thrust to the east during the Sevier orogeny. Cenozoic volcanism began about 34 Ma. It consisted mostly of large volume dacitic ash flows and lesser volumes of low- silica rhyolite and andesitic lava flows. Beginning about 23 Ma, the style and composition of volcanism changed to smaller-volume, ash-flow and dome-forming eruptions of high-silica rhyolite and trachyandesitic lava. These rocks form the Blawn Formation of which the beryl-bearing rhyolite is one member (Best et al., 1987). Abbott et al. (1983) reported a K-Ar age of 22.1 + 0.8 Ma for this flow. It is probably the oldest topaz rhyolite flow in the Wah Wah Mountains. A subsequent episode (12 to 13 Ma) of bimodal magmatism produced the Steamboat Mountain Formation. The rhyolitic part of that is locally topaz-bearing. Displacement on the late Cenozoic extensional faults that formed the north-trending mountain ranges began about 22 Ma. Geology of the Violet Mine The rhyolite that hosts the red beryl deposit is part of a flowldome complex that overlies nonwelded tuff of cogenetic origin. This rhyolite is exposed over an area of about 9 km2 (3.5 sq miles) (Fig. 1). An unknown additional portion of the rhyolite is concealed beneath younger mafic lavas and sediments.

"In April 2016, MSHA began requiring the use of continuous personal dust monitors (cPDMs) to monitor and measure respirable mine dust exposures to underground coal miners. After the cPDM’s implementation, mine operators discovered that it interfered with proximity detection systems (PDSs), thus exposing miners to potential striking and pinning hazards from continuous mining machines. NIOSH was sought out by MSHA and mining industry stakeholders to determine how the cPDM and PDS interact with each other. Accordingly, NIOSH investigated existing standards, developed test protocols, designed experiments, and conducted lab evaluations. Some interferences were observed to be caused by electromagnetic interference (EMI) from the cPDM. Results showed that there was no significant interference when the cPDM and the miner-wearable component of the PDS were separated by distances of 6 inches or greater. In this study, the cPDM and PAD needed to be at least 6 inches apart in order for them to be used simultaneously and reduce interference potential. INTRODUCTION Underground coal miners are exposed to a variety of hazards on a daily basis such as coal dust exposure, high noise levels, roof and rib falls, the potential for fires and explosions, and operating and working with heavy machinery. One of the hazardous jobs is operating or working nearby a continuous mining machine (CMM). According to Mine Safety and Health Administration (MSHA) statistics, 40 miners have been fatally struck or pinned by a CMM since 1984. In an effort to prevent future striking and pinning fatalities from occurring, proximity detection systems have been developed and are required on all operating CMMs in underground coal mines, with the exception of full-face CMMs, by 2018 (1,2). Proximity detection systems (PDSs) are designed to alarm miners and stop machine motion in order to protect miners from being struck, pinned or crushed by CMMs(3). Currently, MSHA-approved PDSs, installed on CMMs, are based on the principle of magnetic flux density (B-field) (4,5). The system generates a magnetic field around a CMM and determines the relative distance a miner is from the CMM based on a detected magnetic flux density. A PDS typically consists of multiple magnetic field generators mounted at different places around the CMM, and personal alarm devices (PADs), which are worn by the miners to detect the magnetic flux density. When a miner, wearing a PAD, gets closer to the machine, the PAD detects a stronger magnetic field from the generators and detects a weaker magnetic field when a miner moves away from the machine. The magnetic field generators installed on CMMs typically produce modulated magnetic wave signals at frequencies between 10 kHz and 120 kHz. The magnetic fields are measured by three small magnetic coil antennas mounted on orthogonal axes inside of the PAD worn by the miner. According to Faraday’s Law, the changing magnetic field induces a voltage in each coil antenna, and the voltage values are transmitted from the PAD back to a controller on the CMM wirelessly, typically at a frequency between 400 MHz and 2.5 GHz. These values are then used to determine the distance between the miner and the generators of the machine. Typically this information is used to determine when a miner wearing a PAD is in a warning zone or stop zone which would trigger different alarms and actions such as slowing the machine down or stopping it."

The national Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health, Ground Control Engineering Branch is investigating the use of shotcrete in weak rock mass mines with the objective of reducing fatalities and injuries resulting from rock fall accidents. When shotcrete is used as part of a multi-element ground support system, it is necessary to know when the material has developed a compressive strength of approximately 1 MPa (145 psi), the early threshold for safe re-entry of miner and machine into shotcreted mine workings at this value, the material has developed enough strength to be self-supporting and to allow for installation of other ground support components that require drilling of the shotcrete layer without degradation. NIOSH researchers have developed methods and portable test equipment to measure shotcrete strength on site in the first six hours after application using a partial beam test standard, a STM C 116-90 (1990). These advances were demonstrated in tests with five commercially available shotcrete mixes, sprayed as dry shotcrete using field expedient methods and equipment. The strength values from these tests allowed for real-time identification of the early strength threshold and were consistent with strengths reported using laboratory-type equipment. Measuring the early strength properties of shotcrete directly at the mine site can improve mine safety by identifying appropriate re-entry times and providing a convenient means of conducting on site quality control during shotcrete applications.

Our coal could not keep its competitive position without this progress Without it our industry could not look to the future with any degress of confidence. Today we lock back and see cases of regained and salvaged markets. We see better coal products being produced at decreasing costs. We see better utilization of manpower and a stronger, more confident industry, Our hats arc off to those mining men, equipment manufacturers, labor leaders, and others who had the foresight to work toward these ends and the ability to bring them about.

This paper treats the spatial aspect of mine sequence optimization, revealing it in the context of determining the optimum number of cutbacks of an openpit mine. Cutback mining is currently a dominant method in the mining of base and precious metals. It is based on a pseudo-economic discretization of the pit space using advanced pit design algorithms. The result of implementing such an approach of pit design is the generation of pit shells, which need to be grouped into an optimum number of cutbacks to maximize project value. In this paper, the development of a mathematical solution of this problem using combinatorial analysis is presented. The solution provides a multivariate investigation of the optimum mine sequence with the implementation of a method for production scheduling optimization that uses Net Present Value (NPV) as a criterion for assessing the economic efficiency of mine sequencing. A case study using the conditions of a hypothetical openpit gold mine is provided to illustrate the applicability of the approach. The results obtained reveal the complex nature of NPV variation as a function of the cutback geometry.

The Department of Thoracic Surgery and Pathology at the Toronto General Hospital have had a long standing interest in the early detection and treatment of carcinoma of the lung. Our initial experience was with a population at risk due to a prolonged period of cigarette smoking. More recently our efforts have turned to industrial exposure, specifically in the nickel and uranium industries. [Initial Screening Project] (1) For a three year period 1963 to 1966 a cytology screening program was carried out through the Out-Patient Department. The study was limited to cigarette smokers over 40 in age. A total of 1586 patients were examined. Of the sputa collected, the classification is seen in Table 1. There were 11 malignant sputa present. Added to this number were 25 patients with symptoms, normal chest X-rays, but malignant cells on cytology, and a further 5 patients in whom an abnormality (eventually proven non-malignant) showed on X-ray, and sputum showed malignancy which was radio logically occult. (Table II). This gave a total of 41 patients with malignant sputum who were evaluated between 1960 and 1966. The clinical course of these patients is seen in Table III. Only 19 of 41 patients had localization and treatment of their tumour during that study period and this low rate of localization attests to the technical difficulties endoscopy in that day presented. The method of localization was as follows: a) 6 patients showed an area of segmental pneumonitis somewhere in this time period b) Using the rigid bronchoscope localized the tumour in 9. This was proven by direct biopsy, and frequently required more than one bronchoscopy over a prolonged time period. c) bronchograms and tomograms showed abnormalities in 5 patients. Of these 19 patients, 5 were treated by radiotherapy because of general condition or refusal of surgery. Three of the irradiated patients died of recurrent cancer within three years. The other two died within one year of unrelated disease. Fourteen patients underwent resection, with one operative mortality. At pathology, the tumours were "in situ" in 6 and invasive in 13. There was no evidence of nodal spread. When last followed up in 1979, there were no cases of recurrent tumour and no cases of second lung primary tumours. Similar experiences have been reported from the Mayo Clinic (2), Johns Hopkins (3) and Memorial Hospitals (4). Early detection of radiologically occult tumours which are in situ or minimally invasive has given uniformly good results. There have been no deaths from recurrent or metastatic cancer in surgically resected patients, and only one second primary tumour has been detected. Interestingly, the Hopkins group reports that 5 patients with Stage I squamous cell tumours refused operation. One refused any treatment and died of disease at 12 months. Three were radiated, and were alive from 14-38 months post-treatment, all with evidence of recurrent disease. [Sudbury Sintering Plant Study](5) From 1948 to 1963 an open travelling-grate sintering process was employed to convert nickel sulfide to nickel oxide at an International Nickel Company operation. The environment in this plant was particularly dusty and filled with fumes. It became apparent by 1969 that the incidence of bronchogenic carcinoma was markedly increased in workers from this plant. A concerted effort was made to track down all workmen with this exposure. During 1973 and 1974, 268 men were studied. Chest radiographs were done and showed no mass lesions. Sputum was collected on three consecutive days and analyzed. There were 12 men with malignant sputum, all of the squamous cell variety. Two refused any investigation, one presenting 31/2 years later with extensive hronchogenic carcinoma, and the other 5 years later with extensive carcinoma of the maxillary sinus. In the remaining ten patients careful rhinolaryngeal examination as well as a detailed bronchoscopy, involving examination, brushings and biopsy of all pulmonary segments was carried out. One patient was found to have laryngeal carcinoma and was treated by radiation. In nine patients, the malignancy was localized to the lung, leading to six lobectomies, two pneumonectomies and one sleeve lobectomy at operation. However, the follow-up in these cases suggests a different biological behaviour with these industrially related tumours. While no tumour has recurred locally, one patient has died of metastatic cancer and two patients have developed second and one patient a third pulmonary primary cancer. However, survival has still been much better than wits radiographically manifest lung cancer. Thank you Mr. Chairman. For more than 15 years a debate has been taking place among students of massive sulphide deposits as to the origin of these deposits. Prior that time it was widely accepted that the deposits were of hydrothermal, epigenetic and even replacement origin (Wilson, 14). Kinkel, Knight, Stanton and others advanced hypotheses which would explain the, formation of the deposits by different, largely syngenetic, volcanogeric processes. I was fortunate in having become involved in exploration for these deposits at about the time the debate was beginning and thus had an opportunity to apply with some success, some of the new and old ideas for formation of massive sulphide deposits. The deposits which I will discuss today are all located n northwestern Quebec, in the Abitibi orogenic belt. Mattagami Lake Mines is about 100 miles due south and Noranda's Horne Mine about 200 miles south of James Bay. In 1959 I prepared a talk which was presented to the 1960 CIM Convention calling attention to the spatial and possible genetic relationship between the ore sulphides of the Mattagami Area, Quebec and the tuffite, as well as the structures which controlled the ore. In this present paper I would like to cover the following points: (1) The general criteria used by the epigeneticists to support their contention that the deposits were formed after the enclosing rocks.

All persons and communities that have experienced strong-motion earthquakes are convinced of the importance and complexity of earthquake problems thatmust be solved in order to reduce the personal hazards and property losses to a reasonable minimum. It is also clear that absolute elimination of all risks is impossible. Reduction of existing hazards and precautionary measures which will minimize chances for disaster can be accomplished by realistic appraisal of the effects of recent earth- quakes on modern structures and installations. Localities that have reason to expect so-called strong- motion earthquakes can anticipate these effects by taking appropriate steps. Valid earthquake information can only be obtained from earthquakes. Each earthquake contributes to the body of knowledge by additional facts and by clarification of previous observations. Rational interpretation of the data followed by practical application of the conclusions can contribute greatly to the safety of persons and property. The general public expects the architectural and engineering profession to accept this obligation and render this service. Most earthquake hazards are man-made and arise from the imperfections of the works of man and his failure to anticipate the consequences when the natural characteristics of his environment are ignored. If it is not given to man to prevent such natural phenomena as earthquakes, it is sometimes within his power to control their destructive effects and to reduce to a minimum the toll of life and human suffering.

The Technology Application Center, in conjunction with the U.S. Bureau of Mines Liaison Program, is studying the use of Landsat data for the monitoring of coal surface mine reclamation activities. Landsat may provide sufficient information to reduce the number of on-site inspections now required. The focus of the project has been the Navajo Coal Mine located in north- western New Mexico and operated by Utah International, Inc. On October 15, 1977, a field team recorded spectral measurements at the mine during the time of Landsat's overpass and a corresponding aerial photographic flight. Training sets were selected from the ground and aircraft data representing vegetated, graded, ungraded and natural environments. A supervised classification of the data was performed by the Stanford University Remote Sensing Laboratory then correlated to aerial photos and mine maps. The results, to date, have been very encouraging.

The need for an integrated approach to optimization of unit operations in both the pit and the mill has long been recognized, but the complexity and nature of the overall problem has up to now resisted solution. This paper reports on a modeling methodology which couples symbolic and numeric computing to unify operations in both the pit and mill. The ultimate goal of this work is to optimize all operations that are influenced by blasting. Blasting plays a key role in all facets of operations. Obviously, drilling and blasting costs are determined by blast design, but the down-stream costs that are closely related to blasting results are often treated as separate functions: loading, hauling, cleanup, and crushing and grinding are all heavily influenced. Diggablilty and bucket fill factor are a function of fragmentation, the condition of the floor and uniformity in the shape of the muck pile. Likewise, cycle times and loading delays partially determine haul cycles, while fragmentation distribution and size determines the efficiency of truck loading. Removal and breakage of oversize causes loading delays and increases cleanup costs. The influence of blasting doesn't stop at the crusher. Mill productivity, power consumption, and maintenance are a function of the feed. Even at the SAG mill a reduction of a critical particle size during blasting can increase throughput. Thus, a bottle-neck for production far removed from unit operations in the pit can be alleviated by a modification in blast design. The question is: how do we optimize blasting with respect not only to itself but to al\ related mining and milling operations? For that matter, how do we even model blasting so that we can control the results of a blast?

Industry and regulatory agencies have requested guidance on safe blasting near transmission pipelines. The US Bureau of Mines (USBM) and Amax Coal Co. studied surface coal mine overburden blasting near four steel and one PVC pipeline of 15 to 51 cm-diam (6-20 in.-diam), monitoring vibration, strain and pressure. Unlike tests of small blasts simulating construction, these were up to 1 t (2200lbs) per delay in 31-cm (12-in.) blastholes. Worst-case comparisons showed that 12.7 cm/sec (5 in./s) blasting vibrations produced strains about one fourth that of pressurization and 10% to 18% of the ultimate tensile strength. No failures occurred from blasting as close as 15 m (50 ft), which produced vibrations over 60 cm/sec (24 in./s).

"Upon completion, the Bátaapáti deep underground radioactive waste repository complex (National Radioactive Waste Repository - NRWR) will provide safe final disposal for low and medium-level radioactive waste from the Paks Nuclear Power Plant in Hungary. The waste emplacement is in progress and one of the main concerns related to the development is ensuring a feasible plan is in place for permanent repository closure. Detailed hydrogeological observations and safety assessments revealed that the clay filled fault zones penetrated with the access tunnels play determinant role in the long-term confinement performance of NRWR, so they need to be plugged. Detailed mechanical analysis and numerical modelling of the tunnel constructed through a fault zone is presented here to gain a better understanding of the rock mass and rock support behavior. The effect of stress reflection is demonstrated and its consequences are described in detail. A recommendation is given for tunnel support design in such conditions. INTRODUCTION Crossing fault zones is a challenging task during tunnel construction and can lead to failure if not properly accounted for during design and construction. These failures are can be caused by high water inflow or stability loss of the rock mass surrounding of the tunnel (examples can be found in CEDD, 2015). The prediction of the magnitude and development of displacement has a considerable impact on issues during tunnel construction. Changes of rock mass stiffness or structure ahead of the face, to a great extent influencing stresses in the vicinity of the tunnel and thus deformations (Steindorfer, 1998). Further research with numerical simulations was carried out, and the qualitative and quantitative evaluation of displacement vector is presented in (Grossauer et al, 2005). The concern associated with crossing fault zones was considered during the design of the Bátaapáti deep underground radioactive waste repository complex (NRWR) in Hungary. In the case of NRWR project, the fault zones have an impact on maintaining the stability of the surrounding rock mass as well as the final sealing of the repository. As part of the final closure design, a complex numerical modelling program was completed to gain a better understanding of the mechanical behavior of the rock mass and the monitoring observations during construction. Even though the need for the presented study is closely related to the NRWR project, the results can be used in any project related to fault zone crossing. The methodology used to better understand the impact of crossing fault zones for the NRWR project is presented in this paper. First the project background is introduced including an overview of the underground facilities, the aim of the repository, and the construction experience gained from the first crossings of the fault zones. After that the in-situ and laboratory testing is summarized. The numerical modelling methodology is detailed in the next section. Not only the outcome of the model is presented, but the results are compared with the experience and observations made on site. The concepts of sea floor spreading and plate tectonics provide more logical explanations of some geologic processes than were possible a few years ago. I plan to premise my discussion of the regional features of Philippine porphyry copper deposits on this tectonic basis, recognizing that parts of the picture can be explained in other ways, but in the belief that this is the best explanation of the whole. "The underground coal mining industry in the United States has recently seen the occurrences of several high profile, multi-fatality events. The explosions that occurred at the Sago Mine in 2006, the Darby Mine in 2006, and the Upper Big Branch Mine in 2010 have caused a ripple in an otherwise steadily improving safety record. These events transpired in the midst of an unprecedented level of government regulations and modern safety technologies. The recent increase in fatal events in conjunction with a minimal decline of both fatal and non-fatal injuries over the past decade may signify that current safety practices have reached a level of diminishing returns. Risk management, a safety approach that has been successfully applied in various industries including mining across the world, may provide a means to surpass the safety plateau in the U.S. RISKGATE is an Australian risk management program for mines that shows great potential for application in the U.S. However, fundamental differences between the coal mining industries in Australia and in the U.S. prevent direct implementation. This paper discusses aspects of the RISKGATE body of knowledge that require some adaptation before this program may be applied to the U.S. mining industry. RISKGATE a risk management body of knowledge designed for the Australian mining industry that shows great potential for application in the U.S. This paper discusses aspects of the RISKGATE body of knowledge that require adaptation before implementation in the U.S. mining industry. These adaptations are based on differences in operating practices and governmental regulations. This discussion will focus on the three major U.S. risk areas of explosion prevention, ground control, and moving equipment."
