Platinum-group metal (PGM) converter matte from the Stillwater Complex, MT, was subjected to chemical and biological leaching in an effort to upgrade the matte by decreasing the Cu and Ni content. Copper and NL extractions were optimized in a two-stage chemical leach. Atmospheric pressure sulfuric acid leaching removed over 90 pct of the Ni and Fe in the first stage, while 95 to 98 pct of the Cu was removed is the second stage using an acidified cupric chloride leach. This two-stage leach, followed by an elemental sulfur removal step, decreased the weight of the matte by 90 pct. The combined Cu and Ni content was reduced from 65 pct to less than 20 pct, while the PGM content was increased from less than 2 pct to 26 pct. Biological oxidation using Thiobacillus ferrooxidans also proved to be an effective method for removing Cu and Ni. Over 90 pct of the sulfide was oxidized and 99 pct of the Cu and Ni were solubilized, leading to a 60 pct reduction of sample mass during the 17 week bio-oxidation of the Stillwater converter matte. The final residue, after removal of jarosite that accumulated during bio-oxidation, contained less than 3 pct combined Cu and Ni and 6 pct MM.

The president and US Secretary of the Interior Bruce Babbitt continue to bypass Congress in their efforts leave an environmental legacy when they leave office in a year. So the mining industry must take its case to the public. And the public seems willing to listen if the industry is willing to tell its story, according to US Rep. Chris Cannon (R-UT). Cannon was one of the keynote speakers at the105th meeting of the Northwest Mining Association, in Spokane, WA. The conference, held in early December, attracted about 2,400 people and more than 200 exhibitors

Recovery of iron and copper from acid mine drainage was studied in pilot scale at a continuous treatment plant at the mine site of the King's mine in Roeros, Norway. The average load on the plant was 1 m3/h. The process tested in this project is a three-step process consisting of: 1) Fe(OH)3 precipitation at pH 3.5, dewatering of iron sludge and transport to ferric chloride plant; 2) after filtration precipitation of residual metals at pH 9, concentration of metal sludge by flotation; 3) extraction of metals from the sludge with sulphuric acid followed by recovery of copper by electrolysis. The copper could be used for local production of different crafts, but this condition needs a further evaluation. The process economy at a full scale plant is evaluated.

INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. "The United States’ supply of critical minerals has been a concern and a source of potential strategic vulnerabilities for U.S. economic and national security interests for decades (for example, see Strategic and Critical Minerals Stockpiling Act, 1939). More recently, with the rapid increase in the types of materials being used in advanced technologies (Fortier et al. 2018a), and geopolitical events surrounding the supply of rare earth elements (Ting and Seaman, 2013), among other developments, the critical minerals issue has again achieved a high level of visibility within the U.S. government (Executive Order 13817 (2017)).In this paper, the U.S. Geological Survey (USGS) provides an overview of its ongoing focus on critical minerals through the agency’s core competencies in mineral information, mineral resource assessments, geologic and topographic mapping, geophysical surveys and mineral resource research. Aspects of the multifaceted critical minerals issue addressed here include:• Identifying minerals that meet the definition of “critical” provided in Executive Order 13817.• U.S. net import reliance for critical mineral raw materials.• Current status of domestic critical mineral resource assessments.• Current status of topographic and geologic mapping, and geophysical survey coverage of the United States.• The Earth Mapping Resources Initiative (Earth MRI) to support future critical mineral exploration.• Critical mineral potential of waste streams from extractive industries.Identifying minerals as criticalU.S. government agencies and other organizations use a number of existing definitions and criteria to identify a mineral or mineral material as critical, strategic or otherwise important. The executive order defined a “critical mineral” to be “(i) a nonfuel mineral or mineral material essential to the economic and national security of the United States, (ii) the supply chain of which is vulnerable to disruption, and (iii) that serves an essential function in the manufacturing of a product, the absence of which would have significant consequences for our economy and national security.” This definition is broadly consistent with that defined by the National Research Council (NRC, 2008) and may be summarized as “essential in use” and “subject to disruption of supply.” Virtually all of the dozens of critical minerals studies conducted since the 2008 NRC report have used some variation of this same definition (Hayes and McCullough, 2018)."

ISO 14000 series are voluntary international standards that address environmental management system standards, environmental auditing, environmental labeling, environmental performance evaluation, and life-cycle assessment. An environmental management system (EMS) is a facet of an organization's structure that addresses the immediate and long-term impact of a company's products, services, and processes on the environment. Many companies in the United States are taking a cautious wait-and-see approach before embracing ISO 14000. A few mining companies are reviewing the standards and using them as guidelines. The paper outlines the status, possible benefits to the mining industry, and options available to a company wanting to become involved in the ISO 14000 standards.

There is an indication that high-pressure roller milling promotes selective liberation due to preferential breakage along the mineral boundaries. A study was undertaken to compare the degree of liberation obtained by high-pressure roller milling with that of conventional ball milling. Coals with different HGI's were ground in a high-pressure roller mill and a ball mill to produce products with similar size distributions. The products were then subjected to float-sink separations to determine the degree of liberation. Also, the relative cleanabilities were compared by separating the ground products by froth flotation. The results from this study are presented in the paper.

As a result of the Three Mile Accident and because of evidence indicating radiation protection problems, the U.S Nuclear Regulatory Commission (USNRC) undertook a major effort, with the assistance of the Pacific Northwest Laboratory (PNL), to analyze radiation protection programs at 47 commercially operated nuclear power plants. This effort, the health physics appraisal program (HPAP), using a modified management oversite and risk tree analytical logic methodology (MORT) which consisted of analytical trees with applicable questions for each tree, was subsequently extended to include USNRC licensed uranium mills. In the uranium mill appraisal, a team of four senior radiation safety professionals spent a week at each mill evaluating the total health physics program. Prior to the HPAP, the USNRC inspection efforts were designed to determine if the licensees were fulfilling the requirements of the code of federal regulations and the mills source material license. The HPAP, however, was designed and structured to facilitate an integrated look at the total program. It is also directed into areas for which explicit NRC regulatory requirements may not currently exist. The latitude of the HPAP was designed to allow professional judgement in the evaluation of program adequacy, because merely meeting the explicit regulatory requirements does not necessarily ensure an adequate and effective health physics program. The results of the first eight site visits and the generic health physics problems identified within the uranium milling industry will be identified in this paper.

United States Steel's Cumberland Coal Operations is located in Greene County in the southwest corner of Pennsylvania. The mine and related facilities have been in operation since September of 1977. Production from this mine, U. S. Steel's first commercial coal mining venture, will eventually reach a level of 2.72 million mt of clean coal per year and is totally committed to electric power generation. Cumberland is a slope mine in the Pittsburgh seam and is mined by continuous mining machines and longwall. The coal from the mine is trans- ported by belt to the surface, taken through a rotary breaker for initial preparation, and stored in raw coal silos. It is then processed through the preparation plant and taken to a clean coal silo where it is held for train loading. Cumberland Mine operates its am 28.16 km railroad to transport the coal to the Monongahela River. The unit train consists of thirty-one 90 mt cars. The coal, once loaded on barges, is then shipped to the customer. Cumberland Mine is one of the most modern coal preparation and unit train loading systems in the nation. The preparation plant is de- signed to receive coal from the silos at a rate of 720 at per hour. The +6.35 mm material is screened out and cleaned in a Daniels heavy media vessel with two 3.35 m weirs. Minus 6.35 mm material is fed to sixteen #88 Deister concentrating tables. The cleaned coal from this circuit is dewatered, and all effluents from the mechanical dewatering report to the classifying Cyclone sump for classification through ten 35.6 cm cyclones. The cyclones overflow material (-150 mesh) is processed through two banks of three 8.5 m3 Denver D.R. flotation machines. The cyclone underflow pro- duct (28-1 0 mesh) is processed in two banks of 5 six 2.83 m Denver Sub A machines. The clean flotation product is then dewatered in Bird screen bowl centrifuges, blended with the other clean coal size fractions, and the total plant product further dewatered in a thermal dryer.

The in situ mining of uranium is the process whereby chemical lixiviant is injected by means of wells into, and flowed through, an ore body. The lixiviant reacts with uranium which has been previously oxidized making the uranium soluble. The solution is then brought to the surface by means of producing wells. In situ mining disturbs the ground-water quality in the immediate area. Since ground water is a natural resource used by man, care must be taken not to allow the lixiviant to escape the local mining area. Also, when the ore body is mined out, the area should be restored to as near its original state as is reasonably achievable. The return of ground-water quality to its original state can occur naturally over a long period of time or be enhanced using appropriate technological means.

The current 120 psi seal design and evaluation practices are mostly based on simple analytical solutions. Considering the simplistic assumptions and limitations involved in simple analytical solutions and practical difficulties involved in conducting conventional full-scale explosion tests for evaluating 120 psi seal designs, there is a need for developing new scientific methods and engineering practices for design, analysis and evaluation of mine seals.

The giant El Abra copper mine project under development in Northern Chile will come on stream in early 1997 at a production rate of 500 million pounds of cathode copper annually. Ownership is 51 % Cyprus Amax and 49% Codelco. Cyprus Amax has construction responsibility. Total project cost is $1050 million. El Abra will incorporate latest operational technology with labor efficient practices to achieve world class productivity levels and low initial cash costs of about US $0.35/lb copper. Development procedures for the almost 800 million ton oxide deposit, as well as the hydrometallurgical processes selected for recovery of the copper values are discussed. Construction costs and pertinent technical data are shown.

The Denali Prospect (147° 08' 20" W, 63° 08' 50" N) is located on the south flank of the Alaska Range in the Clearwater Mountains in south central Alaska. (See Figure 1). The mineralization was discovered in 1963 and surface explora¬tion began the following summer. Surface trenching and diamond drilling were used to locate and sample the mineralized zones. In 1969, an adit totalling approximately 1400 feet was completed. In 1970, a -15% grade decline approximately 1800 feet long was completed. Further diamond drilling was done along with both underground programs. Although much work remains to be done to properly evaluate the prospect, results from all the work to date are quite encouraging. This paper will consider the geology of the prospect and the surrounding area, some- aspects of the geochemistry of the sulfides, and the origin of the sulfide deposits. This paper includes data from this writer's Ph. D. dissertation, "Geology and Geochemistry of the Denali Prospect, Clearwater Mountains Alaska" from the University of Alaska and subsequent work.

The importance of "Mineral Pigments" can best be shown by noting that the world production is estimated to be in excess of 47 billion kilograms (52 million st). This quantity if pack- aged in the common 22.6 Kg (50 Lb.) bag and placed end to end would circle the world over 500 times. This world production figure is based on a broad concept that pigments, extenders, and fillers have essentially similar functions. In this paper mineral pigments are products produced synthetically or from selected minerals and through pulverization have characteristics of pigments.

Open Pit Mine Production scheduling under commodity price uncertainty suffers from an exponentially increasing problem size as simulations and real options flexibility are used to generate and evaluate multiple production schedules. Robustness evaluation techniques attempt to evaluate a production schedule that is generated on a single set of economic parameters against several varying prices and sources of uncertainty. This approach is invalid as the corresponding optimal LOM mine plan will change for each set of evaluation parameters. Using commodity market futures and treasury bonds as production schedule economic input parameters provides fully price and time-value-of-money risked scheduling parameters that maintain a deterministic problem size. This paper will provide comparative analysis of project NPV’s coming from traditional price uncertainty evaluation based on a single fixed LOM mine plan using varying prices versus evaluation based on varying LOM plans that are both generated and evaluated using varying prices. When cross evaluating constant price mine plans against simulations, the upside potential and downside risk of a project are significantly misrepresented. INTRODUCTION The life of mine (LOM) production scheduling problem seeks to answer the question of from where and when to extract a given block within the ultimate pit limit as well as where and when to process it. Solving this problem takes into account the constraints of extracting any particular block while seeking to maximize the net present value (NPV) of the mineral asset as a whole. A direct driver of the value of a block, and there for the entire asset, is the market price of the commodity in question. Complications arise when an optimal production schedule is attempted to be solved under price uncertainty. Many solution methodologies have been proposed in an attempt to optimize under this criterion, yet there are three salient aspects that are overlooked during this process. They are: • Generating a single production schedule and evaluating it against many simulated price paths. • Failing to understand the mechanism describing particular commodity price behavior • Inappropriate risk adjustment In an effort to address these aspects of production scheduling under commodity price uncertainty, we propose a methodology to define the economic parameters as input that is applicable to most if not all production scheduling approaches. This methodology will not only simplify the production scheduling process in terms of establishing block value but utilizes the risk adjustment of real options valuation to avoid the arbitrary blanket risk adjustment of traditional discounted cash flow valuation. Our findings conclude that attempting to optimize around individual price paths is futile and using a market risk adjusted single price forecast provides a justified economic basis for production scheduling while maintaining the same problem size as a deterministic production scheduling problem.

There is a need for direct tailpipe sampling of diesel vehicles in mines in order to determine the effects of an emissions-based maintenance program, evaluate control technologies such as diesel particulate filters and identify the worst diesel particulate matter (DPM) emitters in a fleet of vehicles. therefore, this study examined the performance of three portable instruments: a personal dust monitor (PDM) manufactured by thermo Scientific, a prototype elemental carbon monitor (Airtec) manufactured by FLIr and a prototype Ae91 instrument from Magee Scientific. These instruments were evaluated on the basis of their ability to provide direct reading tailpipe analysis for DPM. It was determined that the average bias of the tailpipe results from the PDM and the Airtec were 3±12% and 4±20%, respectively, when compared to the standard method of determining tailpipe particulate concentrations from a diluted exhaust. It was also determined that the Ae91 instrument correlated with the standard method.

Over the last few years, and especially the last few months, issues relating to Corporate Governance in industry in general, and the Minerals industry in particular, have become increasingly topical, as a result of a number of scandals and failures. The development of International and National Codes for the reporting of Mineral Resources and Reserves began some years ago, and has been followed by more stringent Listing Rules for the Securities Exchanges, as well as more standardised formats and protocols for financial reporting of assets and activities. More recently, some countries have adopted Codes for the Valuation of Mineral Properties, which have focussed on standardisation of valuation approaches to be adopted, and the qualifications of people deemed competent to sign off such valuations. This process has not been without criticism, the main criticism being the proliferation of local standards and regulations, which are often difficult to apply and regulate, or which are too prescriptive for multinational mining companies to deal with. In South Africa, these concerns have been recognised, while at the same time a need has been identified to establish a Code which could be applied to South Africa, and the African continent as a whole. Such a development would necessitate that the Code satisfies the needs of the continent, but in a global context. This global context has already been set by the activities of the International Organisation of Securities Commissions, the International Valuations Standards Committee and the International Accounting Standards Board. This paper explains the progress and process that has been established in South Africa for this purpose, and highlights the key issues which are open to public debate, so that the process is inclusive and transparent, whilst at the same time it is consistent with international time frames, and provides a deliverable product that meets the desired objectives.

Introduction Significant increases in extraction ratio on the order of 6% to 8%, equivalent to as much as 142 t/m (48 st per ft) of panel, have occurred at the Big Island trona mine during the last five years with the help of a practical rock mechanics program. This increase in resource recovery also has contributed to improvements in productivity. Both conventional and continuous machine mining have been used to mine two flat-lying trona beds at depths of 250 m and 260 m (820 ft and 853 ft) in the Green River Formation in southwestern Wyoming. Conventional room-and-pillarmining originally was conducted in panels with extractions of 5 8% to 60%. The use of yield pillars has allowed the panel extraction in increase to 66%. Continuous machine mining was introduced, with a 64% extraction ratio using long, narrow pillars and wide rooms. Further improvements in resource recovery seem feasible in light of present mining experience. The rock mechanics program consisted of field instrumentation to determine the pillar and roof response hole locations. to mining and computer modeling to evaluate the stability of various layouts, which were then adopted for mining. Mining background Stauffer Chemical Co.'s Big Island mine and refinery are located 40 km (25 miles) northwest of Green River, WY. Underground mining operations supply trona, a sodium mineral, to the refinery to produce soda ash. The room-and-pillar method is used to mine two 3 to 3.6 m (10 to 12 ft) thick, flat-laying seams at depths of about 250 to 260 m (820 to 850 ft). Mine production in 1986 was 2.3 Mt (2.5 million st).
