"The cPlant is a modular flotation plant which has been designed to minimize capital expenditure and risk. The plant is based on a number of standard modules, for both flotation and ancillary equipment, which can be configured to give the required flowsheet for the ore being treated. All of these modules can be rapidly deployed and erected onsite, minimizing not only engineering time and site preparation but reducing the time taken to get the plant up and generating revenue. Given the paradigm shift in flotation circuit design that has been employed in the cPlant it may allow smaller, previously uneconomic deposits to be exploited and create a more cost efficient upgrade route for existing plants. This paper introduces the cPlant and presents a case study comparing EPC cost and development timing of a cPlant against a traditional flotation circuit design. INTRODUCTION In the development of any mining project the cost associated with process plant engineering, equipment procurement and installation can affect the financial viability of a project. This is of special significance for smaller scale mining projects which perhaps don’t have the mine-life or revenue generation to justify the payback on a modern processing facility. Listening to customer feedback and understanding the challenges that small to mid-sized projects can face lead Outotec to the development of the cPlant. Modularization of mineral processing plants isn’t a new idea with a number of examples being reported in literature for gravity gold (Cabot, Trudel and Cabot, 2001; Gray et al., 2006), dense medium separation (September and Abate, 2006) and even hydrometallurgy (Saario et al., 2013). All these plants have been developed to try to improve on the traditional economics associated with fixed processing plants. Using standardized modules to construct a plant reduces engineering time and design costs which can both be beneficial to the outcome of a project. In addition the modular nature of the plant lends itself to transport to remote sites and rapid installation with only minimal site preparation required. A plant of modular design also has several other advantages over its conventional cousins. Firstly it is relatively easy to expand by duplicating existing modules. Secondly the modules can be treated as building blocks for the process and rearranged if a change in conditions requires flowsheet adjustment. Thirdly, there is potential to disassemble and remove the modular units at the end of the mine life. The ability to easily disassemble, re-pack and transport the plant to a new location not only is important to the long term environmental footprint of an operation but can also be seen as a bonus to an operator that has a number of small ore deposits. If applied in this way modular plants have the potential to create a whole new operating model for previously unviable ore deposits."

As a member of the vast fraternity of those that supply and service the mining industry, I can assure you that we are amused, amazed, and horrified at the poor drilling and blasting practices of a great number of operations. Yes, ?horrified?. After all, that is our product you are using and abusing. We all know that drilling and blasting is expensive. In some operations D & B costs may exceed excavating or hauling costs, or both. At any rate, it is the only portion of the whole operation that could be said to directly affect other costs. There is no argument that it affects excavating costs. If the overburden and/or product is drilled and hauled, it affects haulage costs. It can easily affect milling costs, if more or less fines is important. And poor fragmentation affects crushing costs. If scalping is done ahead of the primary crusher it can affect production. As has been pointed out, the D & B operation itself is costly, and therefore should lend itself to close scrutiny. Anyone that could immediately decrease haulage costs by 10% would be a hero with any mining company.

Evans Industries, Inc., a management coal consultant and company was assigned to evaluate National Steel Company's coal properties in Knott and Floyd Counties, Kentucky. The results of evaluation showed large reserves of good quality, high volatile metallurgical coal contained in the Elkhorn coal beds and resulted in the formation of Beaver Creek Consolidated Coal Company. Based on results of the exploration and feasibility work, the decision was to install a coal nine, preparation plant and related facilities having a production capacity of one' and three quarter million tons per year with Evans Industries acting as Beaver Creek's management company. The recoverable tonnage assigned to the Stinson Mine is approximately forty-five million tons. This paper discusses the general arrangement of storage, conveying, loading, refuse disposal facilities and the flow sheet of the preparation plant developed by engineers of Heyl & Patterson, Inc., and Evans Industries, Inc., with emphasis on practical flexibility, sulfur reduction in all circuits, and high product yield with the minimum amount of selective mining, Three and one-half miles of railroad have been built by the Chesepeake & Ohio Railroad to service this mine.

The Eastern Shoshone and Northern Arapaho tribes of the Wind River Indian Reservation, Wyoming are interested in developing their industrial mineral resources. The U.S. Bureau of Indian Affairs (BIA), Division of Energy and Mineral Resources (DEMR) is assisting the tribes in evaluating the potential of their industrial mineral prospects for development. Gypsum occurs on both sides of the Owl Creek Mountains in the basal portion of the Jurassic Gypsum Springs Formation. The gypsum resources that are being evaluated crop out along the northern flank of the Owl Creek Mountains in the Sweetwater basin, a small topographic sub-basin of the Big Horn Basin. From October 1998, to April 1999, DEMR personnel mapped, sampled, and drilled the southcentral butte within the Sweetwater basin. Samples were analyzed for free and combined water, and major mineral oxides to determine gypsum purity. Gypsum purity averaged 93.6 percent for surface samples and 95.1 percent for drill core samples. The basal portion of the Gypsum Springs Formation is comprised of several beds of gypsum up to 9 feet (2.7 m) thick separated by 0.5 to 2.0 foot (0.15 to 0.61 m) thick lenses of siltstone and limestone. Overall gypsum in the formation ranges from 35 to 90 feet (11 to 27 m) in thickness. A resource of approximately 7 million short tons (st) (6.4 million metric tons [mt]) has been identified.

The Mount Pleasant Mines, or Mount Pleasant Joint Venture as it is presently known, is located approximately 59.5 km (37 miles) south of Fredericton, NB, Canada. Earliest indications of mineralization were found in 1954, during a regional reconnaissance geochemical stream sediment survey carried out over large parts of New Brunswick and the Gaspé Peninsula. The regional geology of New Brunswick is shown in Fig. 1. This program, sponsored by Selco Exploration Co. Ltd. of Toronto was conducted by H. Bloom, H.E. Hawkes, J.E. Riddell, and J.S. Webb. At its conclusion in 1955, 30 significant anomalous drainages were identified for follow-up evaluation. A total of 4937 sample sites were occupied. Geochemical reconnaissance using stream sediment sampling was a new technique which had only been field tested the previous year in the Gaspé and the northern coastal area of New Brunswick. Sediments collected from known mineralized drainages were found to leave a train of anomalous heavy metals from 1.6 to 9.7 km (1 to 6 miles) in length. When the exercise was extended to a reconnaissance survey, the previously unknown mineralized prospect at Nash Creek, New Brunswick, was discovered, staked, and later drilled (Hawkes and Bloom, 1956). Although it did not come into production, the discovery left little doubt as to the viability of the method and led to the Selco sponsorship of the program for the following two years.

The Sheep Creek deposit near White Sulfur Springs, Montana, is a middle Proterozoic stratabound and strataform sediment- hosted massive sulfide containing 4.5 million tonnes (5.0 million tons) averaging 2.5% copper, and 0.1% cobalt in the upper sulfide zone (USZ) and 1.8 million tonnes (2.0 million tons) averaging 6% copper in the lower sulfide zone (LSZ). Mineralization is hosted in lower Newland shales and debris flow conglomerates in the graben controlled Helena Embayment of the Belt Basin. USZ mineralization is characteristically high in Cu, Co, Ni, Ba, As, Pb, and Ag. Mineralogically it consists of barite, pyrite, chalcopyrite, and tennantite with minor amounts of marcasite and various cobalt minerals. By contrast, the LSZ is higher in Cu, Ni, and Au and lower in Co, As, Pb, and Ag. Mineralogy of the LSZ consists of dolomite, pyrite, and chalcopyrite. In both zones significant amounts of cobalt, nickel, arsenic and copper are incorporated in pyrite rims. Tennantite controls the abundance of numerous trace elements in the ores. Fluid incluison data from hydrothermal USZ barite suggests that mineralization took place at temperatures in excess of 250°C, under relatively oxidizing conditions (f02 = 10-32+1) from moderately saline (1.1-3.5m), metal rich brines. The absence of barite in the LSZ suggests mineralization under more reduced conditions (f02 = 10.38+2). Mineralization was initiated following basin subsidence in excess of 400m. Contemporaneous with movement along a growth fault(s) was upward migration of hot metal-bearing fluids which permeated the loosely consolidated sediments and may have vented on the sea floor. The differences in the two zones may be explained by the effects of variations in local basin morphology and solution chemistry.

Recent events pertaining to U. S. energy needs and development of alternative energy fuel resources have made the American public more aware of past and present coal mining operations, and their impacts on the nation's economy and environment. This awareness has developed rapidly due to increased government involvement and consequent media coverage. This is true particularly in the Western states and in Texas. One of the consequences of this increased public awareness is public concern over the perceived and real consequences of mining operations. Emphasis has been placed on potential releases of toxic and hazardous substances, and possible carcinogens. The result of this public concern is a mounting effort at both state and Federal levels to promote stricter laws regulating the mining industry.

Acid Mine Drainage (AMD) is a quite diffuse environmental problem in dismissed sulphur mine districts. AMD is related to sulphur oxidation of abandoned tailings, generating heavy metal-bearing streams with high iron and sulphate contents and low pH. Treatments of AMD aim firstly to increase the pH to reduce its leaching power causing the further release and mobilization of heavy metals through soil solution and groundwaters. Increasing the pH also allows the precipitation of iron (III) (involved in sulphur oxidation and then in AMD generation) and the partial removal of other toxic components such as arsenic. pH adjustment and the reduction of the high concentration of iron are also necessary for the successive biological treatment in permeable reactive barriers (PRB) with sulphate reducing bacteria (SRB) (II step, biologically mediated precipitaton/biosorption) to avoid the rapid plugging of the barrier (for the large amounts of iron precipitates) and to ensure neutral pH conditions for SRB growth. In this work the first step (chemical precipitation) of a combined chemical and biological treatment of AMD is presented. Experimental data from column tests using carbonate stones to remove iron and increase pH were reported. Toxicity tests have been carried out on the treated wastewaters by Lepidium sativum.

This paper will describe design of precast segmental tunnel lining for the Pawtucket CSO Tunnel Project in Providence, Rhode Island. The tunnel is 11,700 LF long with 30-foot finished diameter to be constructed in complex sedimentary rocks. Special features of the segments include a large keystone and no connector used on radial joints. The typical segments will be steel fiber reinforced, and hybrid segments with additional steel rebars and shear bicones will be used around the adit openings without use of any structural framing. The important design considerations will be discussed, including special 3D segment to adit connection analyses performed.

Maintenance of a constant load setting throughout longwall support units and selection of the proper initial bearing capacity depending on the type of roof strata are the basic factors that ensure good performance of roof support in a longwall. These requirements can only be met by hydraulic support. The greatest advantage of hydraulic support is achieved when uniform pressure is imposed on the roof throughout the length of the longwall. Such support, however, is provided only if each of the support units acts with the same force against the roof, i.e., has the same setting load. In such cases, the roof behaves like a uniform plate without bending and shearing stresses, thereby ensuring an undisturbed structure. Without a positive set value system, achieving an equal setting load for all units of the longwall support is impossible. Due to alterations of the feed line pressure of support units as well as some reasons related to man's psychology, operators extend the height at different setting loads. This produces nonuniform roof stress, and disturbs the structure. Consequently, the roof usually cracks. The author has developed a positive set value system, which is described in this Technical Note. Selection of the setting load Two pressure values in the feed lines are usually applied in longwall hydraulic systems. Lightweight support is fed by 25 MPa (250 bar) liquid, while heavy duty units receive a nominal pressure of 31.5 MPa (315 bar). Such pressure is required not only for the props but also to power the adjust¬ment jacks and the advancing ram. If the feed pressure is too low, there will be difficulty in shifting the unit despite the inversion system of the advancing rams. On the other hand, for many roof types, the feed pressure often appears to be too high when applied as the setting load pressure. An excessive setting load acts too strongly against the roof, crushing weak strata close to the roof. The author has recognized a case where an excessive setting load destroyed not only the nearby roof strata but also the strata above a 2-m (6.6-ft) sandstone layer. In addition, an excessive setting load relieves the side¬walls, increasing the resistance when using cutting machines. As a result, the yield of coarse coal is diminished, and increased fines dominate in the final product, lowering its economic value. As indicated, selection of the proper setting load, depend¬ing on the mining and geological conditions of the extracted seam, is extremely important. In some mines, measures applied to prevent disturbances include reduction of the feed line pressure by adjusting the feed pump valve. The disadvantage accompanying reduced feed line pressure is more difficult operation in advancing the ram. Due to the reduced feed line pressure, the force of the advancing ram is much lower than the designed value. Other designs suggest using a third feed line. However, installation of supplementary valves on the support units is required, a time-consuming and expensive procedure. The disadvantages of the powered supports are eliminated by a system designed by the author. So far, such a method of setting load control has not been used in any type of support. Setting load control unit The designed positive valve set for prop loading and the setting load control correspond to existing control systems for hydraulic powered support. The layout of the unit connected to the hydraulic prop control is presented in Fig. 1. The unit is marked LIDS. It incorporates three valves that may operate separately or connected. Valve A automatically opens and closes with liquid flow in the prop feed circuit. The valve is opened when the canopy touches the roof and closed when the support unit is withdrawn. Valve B serves as the setting load control. Valve C automatically opens and closes the flow in the line connecting the under-piston space of E to the prop F with the separator G. The valve block of each support prop is marked BZ. The UDS unit is connected by the hydraulic lines to the F prop control circuit. A valve is connected by H to pressure line J and by K to the G separator. In the UDS-3 version, line L is connected to M, linking the over-piston space of F prop with the G separator. Valve B is linked with valve A by a connector; it is also connected to the under-piston space E of prop F by line P. Valve C is fixed between lines K and P, connecting space E of prop F with the separator G. When setting the support, the liquid flows from line J through separator G, the BZ valve, and valve C to the space E of prop F. When reaching the roof with the canopy, valve A is opened and C closes. In this way it is impossible for the operator to cause the liquid pressure in space E of prop F to reach the level of line J. The prop pressure is set by valve B of the UDS unit. INTRODUCTION This paper is for the mining manager, generally meaning mine superintendent, chief engineer, and others who have control over the mine operation responsible for feeding the insatiable beast called the mill or processing plant. The author is not from mine management but from the field of technical mine engineering consulting. This fact illustrates the authors gross inadequacy to comment on this subject. On the other hand, the consulting profession allows visits to many mine operations, worldwide, supplying many different commodities. The common complaints and misunderstandings that have been heard worldwide will be shared within the following few paragraphs. In order to discuss optimization, one must first define it. There certainly will be many papers in the following sessions that claim to optimize something, or other, based on a technical definition of cost, efficiency, throughput or some other quantifiable basis. DEFINE OPTIMIZATION Actual optimization of an operation is not as easily achieved as most of us in the technical world would like. Borrowing terminology from the technical world, the boundary conditions and the optimization function are usually not well defined. The problems in many cases do not lend themselves to quantification. Typical management procedures are to establish goals or strategies that set the approach or general boundary conditions to the overall plant. Three simple cases are listed below as possible corporate strategies to optimization of a mine-process plant complex. 1) Maximized discounted cash flow 2) Minimized long term cost of product 3) Maximized resource utilization This list seems simple when presented in the above context, uncluttered by constraints such as market position, capital availability, or environmental limitations. Pillar strength is a fundamental variable in the design of room and pillar mining. A number of researchers have investigated the strength of mine pillars by loading cubical, cylindrical and rectangular model pillars to failure in a compression testing machine (1). Several of these researchers have observed an increase in the compressive strength of model pillar with an increase in friction at the platen-specimen interface (2, 3, 4, 5). It has been postulated that the friction prevents lateral expansion of the specimen, thereby exerting a confining pressure at the interface. Seldenrath and Gramberg in their work with cylindrical specimens of limestone and marble noted that the effect of clamping the ends of the specimens, i.e., to restrict lateral movement of the specimen face, was to increase the compressive strength about 10% for marble and from 50-75% for the limestone, as compared to the same type of specimens when tested with the end planes free (6). No attempt was made to determine the confining pressure exerted by the clamps. In recent years, Bureau of Mines has conducted an extensive study, similar to Seldenrath and Gramberg's, with dog bone specimens. The confining pressure exerted by the clamps was determined and an increase in the compressive strength with increasing confining pressure noted (7, 8).

Pumpable J-Crib stopping walls and Jennmar high-strength (HS) stopping panel walls are widely used for resisting high-ventilation air pressures and roof support in underground mines due to their installation efficiency, convergence allowance, and better performance than traditional concrete block stopping walls. Based on the different entry dimensions and required maximum ventilation air pressures of up to 36-in. water gauge, 24-, 27-, 30-, and 36-in.-diameter pumpable J-Crib stopping walls, or 18- to 30-in. thick Jennmar HS stopping panel walls can be designed, and their support capacities and convergence allowances are evaluated for better roof control. Pumpable J-Crib stopping walls consist of 0.187-in.-diameter steel wire reinforced, JCrib material-filled bags, and non-wire-reinforced filler bags in between. Jennmar HS stopping panel walls consist of two, 20-gauge (0.04-in.-thick), galvanized, cold-formed steel panels with J-Seal materials pumped in between. Based on the fundamental structural design principles and specifications of ACI 318-19(22), the compression and flexural strength, and shear resistance of the walls can be checked to be compliant with the codes and specifications following the load and resistance factor design (LRFD) method. Specifically, the 0.187- in.-diameter steel wires in the pumpable J-Crib walls and 20-gauge steel panels in the HS stopping walls are integral parts of the walls and are considered to effectively confine the J-Crib or J-Seal materials. These steel elements play a significant role in reinforcing and improving the strength or support capacity of the stopping walls from a structural design perspective. Because of the high ductility of low-density J-Crib/J-Seal materials and steel elements, these walls are good at accommodating or absorbing the roof convergence (≥5% entry height), which cannot be matched by a traditional concrete block stopping wall (Figure 1). Based on the successful design and application of these stopping walls in different mines for improving roof stability and avoiding the air leakage, the authors have formulated the design methodology and verified independently by the finite element analysis (FEA) simulation technique. This design methodology combines the fundamental structural design principles with specific wall dimensions and material properties, facilitating mine engineers and government agencies to understand the in-depth working mechanism of these stopping walls.

Hydrometallurgical recovery of rare earth elements (REE) from NiMH battery waste can be performed using sulfuric acid leaching followed by selective precipitation as double salt (REENa(SO4)2•H2O) by adding Na2SO4 as a precipitating agent. The formed double salts can be treated further with NaOH solution to form REE hydroxides. This study focuses on metamodeling of a simulated flowsheet with design of experiments (DOE). Based on literature survey, a process flowsheet was developed using HSC Sim software. The created flowsheet focuses on circulation of solution containing Na+, K+, SO42- ions and impurities liberated in the NaOH treatment of double salt precipitate. The effect of seven parameters (P1-P7) on seven responses (R1-R7) were modeled using central composite design (CCD). INTRODUCTION Nickel metal hydride (NiMH) battery waste can be considered as an urban mineral due to the presence of valuable metals like: Ni, Co and rare earth elements (REE) (Larsson et al., 2013). In NiMH battery waste leaching experiments, sulfuric acid has often been employed as a lixiviant (Pietrelli et al., 2002,Zhang et al., 1999,Rodrigues and Mansur, 2010,Porvali et al., 2018). The key advantages of sulfuric acid are its stability and cost-effectiveness compared to other mineral acids such as HCl and HNO3. However, the usage of sulfuric acid in NiMH battery waste leaching poses simultaneous challenges and advantages. Limited REE solubility can be taken as benefit when recovering REEs double sulfates after solid-liquid separation. However, sodium and potassium hydroxide, present in electrolyte residues in the battery waste, can cause in-situ precipitation already during leaching due to limited solubility, thus decreasing the total REE recovery (Porvali et al., 2018). However, this problem can be circumvented by washing the electrolyte residues off the raw materials. Subsequently, the REEs may be precipitated in bulk as a mixed double salt out from the solution at very low pH with minimal co-precipitation of Ni and other metals. This relatively easy separation method can be extremely advantageous in the case of such a complex solution matrix with relatively high REE concentrations (conc.). Once REEs have been precipitated as double sulfates as per eq. (1) (Porvali et al., 2018), the resulting double salt precipitate lacks applications without further treatment. Direct thermal treatment would generate sulfur dioxide emissions and likely require high temperatures in order to transform double sulfates into REE oxides. Furthermore, the precipitate contains Na ions, which would need to be removed by chemical treatment from the calcined REE product. In the context of circularity of raw materials, it can be taken of a remarkable benefit if the sodium and sulfur present in the double salt could be reused instead of wasting them into the side streams. To that end, in this simulation study, the double salts are converted by dissolution and precipitation to hydroxides which are readily treatable, e.g. with total dissolution and solvent extraction, for further purification (Abreu and Morais, 2010):

More than eighty years ago, in what we generally consider a more leisurely age, workers and engineers began the construction of the longest railroad tunnel in the world. When completed, the Simplon Tunnel ran more than twelve miles through the alps to connect Switzerland and Italy. Work began in 1898 and the tunnel was completed in 1905. In all it took about seven years to build one of the world's great tunnels. More than seven years ago, in what was hoped to be a rapid and constructive to the deaths of 38 workers in two spectacular tunnel disasters in 1971, the secretary of Labor's Construction Advisory Committee on Safety and Health began in January 1972 a search for an effective standard on tunnel safety. Much hard and useful work has been done, especially by the construction advisory committee' but more than seven years later, we still don't have a tunnel standard. We may speculate that, when the Simplon Tunnel was completed, workers and their bosses assembled to celebrate their achievement and to count their casualities. We have no need to speculate on the lack of achievement up to this time. An so far as I know, the bureaucrats have suffered no casualities except perhaps some unreported cases of ring-around-the-color. The only moral I can draw from all this is thai it is easier to penetrate solid rock than it is to get through bureaucratic fog. We can only hope that OSHA will finally take advantage of the work which was finished years ago and complete the actions necessary to give us a tunnel standard. "INTRODUCTION Electrification of the heavily trafficked Manchester to Preston route by Network Rail required the rehabilitation of the Victorian era Farnworth Tunnels to accommodate 21st century high speed trains. Network Rail, J. Murphy and Sons Ltd (JMS) and OTB Engineering Ltd (OTB) collaborated closely to complete these works in close proximity to heritage infrastructure whilst maintaining a rail service on the route. This significant challenge has been mastered by a combination of detailed investigation, complex modelling, robust design, extensive monitoring, ground treatment, secant piling, sprayed concrete, steel arches and segmental lining techniques. Investigation of the “Down” Tunnel found deformation and cracking of the lining and this was reconstructed during 11 weekend possessions. The “Up” Tunnel was filled with low strength concrete and a 9m diameter open face shield was used to construct an 8m diameter segmental lined tunnel during a 23 week blockade whilst traffic was maintained in the “Down” Tunnel. ELECTRIFICATION OF THE RAILWAY The Farnworth Tunnel project is part of the UK wide £1bn Railway Upgrade Plan to provide improvements throughout the rail network which includes the Manchester to Preston route. The project also supports the UK Government commitment to build a “Northern Powerhouse” by improving links that bind northern England together and which will help it release its full potential with a more balanced, healthier economy. The majority of the current UK rail network infrastructure resulted from the rapid growth of the railways in the mid to late 19th century which means that most of the existing tunnels are over 120 years old. Over the centuries the introduction of larger rolling stock has reduced the original clearances provided in tunnels. The electrification of a route requires that any over-line structures provide clearance for Overhead Line Equipment (OLE), new rolling stock and to meet modern standards. As part of Network Rail’s current electrification programme a further 36 tunnels have been identified on routes requiring electrification. Not of all these Victorian structures will require alterations to provide OLE clearance but the condition of the existing tunnels and modern fire / waterproofing requirements may ultimately dictate the need for rehabilitation."

Preliminary figures from the US Mine Safety and Health Administration show 801 underground metal mines and 490 surface metal mines, at the end of 1981, up from 663 and 383, respectively, in 1980. Preliminary MASH figures also show 207 underground nonmetal mines and 1070 surface nonmetal mines at the end of 1981, compared with 167 and 1092, respectively, last year. In addition, preliminary MASH figures show there were 14,676 mineral extraction operations on the surface and 3845 underground at the end of 1981, versus 14,951 and 3675, respectively, for last year. The number of mines, then, in three of four categories increased significantly, while having a lower net total of just 2% in the other category. And the number of underground extraction operations increased nearly 5% for the year, while surface operations were down less than 2%. But despite operations totals that mostly held their own or showed significant increases, it was a tough year for the nation's mining industry. The nonferrous segment of the industry had a bad year and 1982 may be no better, according to Business Week (Jan. 11, 1982), which adds that a turnaround is impossible unless the general economy recovers. Even then, with diminishing markets and overcapacity plaguing its products, the mining industry's condition "will be far from robust," the magazine says. The basic problem is that nonferrous metals-aluminum, copper, lead, molybdenum, nickel, and zinc-are tied to the most troubled sectors of the US economy. As recently as 1979, for example, more than 40% of all aluminum shipments went to the construction and transportation industries. Last year, these markets were down to 35% of aluminum shipments. And molybdenum sales to steel producers dropped by nearly 15% last year. Moreover, nonferrous products ended 1981 at disastrously low prices. Molybdenum oxide sold at $8.77/kg ($3.98/lb), half its $17.63/kg ($8/lb) price earlier in 1981 and aluminum was listed at $1.08/kg ($0.49/lb), compared with $1.54/kg ($0.70/lb) a year earlier. The Comex price of copper was $1.54/ kg ($0.70/lb), down from $3.11/kg ($1.41/lb) in early 1980, in real terms the worst copper price in 30 years. Lower prices led operators to cut their output and increase layoffs, shut down mines, and defer capital spending projects. In December, Duval Corp., a Pennzoil Co. subsidiary, shut all four of its US copper mines until March. Aluminum Co. of America had laid off 7.3% of its work force, shut nine of its 38 smelting lines, and entered 1982 operating at only 68% of capacity. Inco Ltd., the Free World's largest nickel producer, lost money in 1981, an estimated $11 million, for the first time since 1932. And, like Falconbridge Nickel Mines and other major nickel producers, had cut back on nickel production and was operating at only 63% of capacity (Forbes, Feb. 15, 1982). Amax, the country's largest molybdenum producer, had cut production by 20%. And Hanna Mining Co. sold lead for $5.07/kg ($2.30/lb), about $1.54/kg ($0.70/lb) below what it cost to produce. Another problem is that copper companies in the next few years must come to terms with problems of aging smelters. Some companies are simply closing them. In 1980, Anaconda closed its 75-year-old Butte, MT, smelter and is shipping concentrates to Japan, rather than modifying the smelter to meet environmental requirements. And oth Phelps Dodge Corp. and Asarco Inc. have antiquated smelters on which they will have to make decisions. The most troubled metal in 1982, Business Week said, will be molybdenum, with no real recovery in sight until the mid-1980s. High molybdenum prices in the late 1970s, caused in part by shortages, triggered overexpansion that will take years for the US market to soak up. On a more upbeat note, 1981 mergers might help stabilize the industry by providing funds for mining companies. Standard Oil Co. (Ohio) said it plans to spend $7 billion on Kennecott during the next 10 years for modernization and expansion. And Atlantic Richfield Co. said it will spend $500 million on Anaconda Copper Co. during the next five years. Another positive note was sounded by T. H. Adams of the United Banks of Colorado Inc. He said he expects the mining industry to experience moderate growth in 1982, led by "interest rate sensitive" demand from energy, electronics, and defense markets. And mining will be helped by "weak, but improved" construction and auto markets. The mining industry will be operating in an economy stronger than 1981, but still relatively sluggish by postwar standards, Adams predicted. Iron Ore Estimated US iron ore production in 1981 was 75.2 Mt (74 million long tons), up 6% from 70.7 Mt (69.6 million long tons) in 1980, though down from the 87.1 Mt (85.7 million long tons) produced in 1979. The mine value of usable iron produced from domestic mines was estimated at $3 billion. US iron ore was produced by 28 companies operating 35 mines, 26 concentration plants, and 16 pelletizing plants. The mines included 34 open pits and one underground mine. "For the Hollywood International Airport Runway Expansion Project at Fort Lauderdale, Florida, the structural fire durability analysis was completed for a series of tunnels formed by roadway and railroad cells located under the runway structure. A systematic design approach was developed to mitigate structural damage during a fire event and arrive at a practical method to structural fire engineering that is compliant to NFPA 502. To ensure the NFPA 502 requirements are satisfied, the performance based approach was implemented and the engineering analyses were performed for the adopted design fire event. The analyses considered the facility’s unique features including its fire safety systems to determine applicable design fire curves for structural durability analyses. The paper also outlines the process of defining the project specific fire curves for a specific design fire scenario and summarizes the results of heat transfer and structural fire durability analyses. This approach was aimed to assist the owner and Authority Having Jurisdiction to achieve practical decisions to the tunnel facility fireproofing.INTRODUCTIONFort Lauderdale–Hollywood International Airport (FLL) in Broward County, Florida is a major hub facility serving more than 23 million passengers annually. As part of the Airport Expansion Program, the South Runway (9R-27L) Expansion project aimed to meet ever increasing service demands via an increase to runway lengths. This necessitated the placement of one of the reconstructed runways on bridge structures over the existing U.S. Route 1 (US 1), a major north–south U.S. Highway that serves the East Coast of the United States, and the Florida East Coast (FEC) Railway, thus effectively creating multiple tunnel cells beneath the subject runway. For this project, HNTB suggested a tunnel fire damage mitigation system that would protect the runway major structural elements from the design fire event that may happen within the tunnel cells. This paper addresses the issues related to the fire event originating within the tunnel encompassing the US1 highway only, and deals with requirements of NFPA 502 [5] exclusively. Therefore, while approaching the structural fire protection issues for the specific tunnel cells beneath the runway structure, the requirements of the American National Standard NFPA 502 (Standard for Road Tunnels, Bridges, and Other Limited Access Highways, 2008 edition) were followed.
