I first met Milton Wadsworth in 1951 as an eighteen year old junior taking his mineral processing course at the University of Utah. He guided my senior thesis, evaluating the then new polymer flocculants on settling uranium leached ore pulps. This was before ion exchange and solvent extraction. After my military service and a brief working stint at Kennecott he supervised my PhD work. He encouraged me to be active in AIME and its constituent societies, where both of us have been directors of AIME and presidents of TMS. He has been a consultant for research groups that I have managed. Above all, he has been my mentor and friend for nearly 45 years. Thus, I am honored and particularly pleased to receive 5MB's Wadsworth Award.

The stockpiling and reclaiming of bulk materials can be a challenging task for engineers seeking the optimum solution for plant needs, reliability, and at lowest unit cost. The objective of this paper will be to expose advantages, disadvantages and limitations of many storage and reclaiming systems to the responsible engineer and management. The paper will emphasize the practical aspect of stockpiling and reclaiming methods. Many valuable and interesting papers are available dealing with the theoretical viewpoint and application of a particular manufacturer's machine. Several of these are mentioned in the bibliography. As many practical parameters as possible will be given. After twenty years in the field of designing and selling bulk materials handling systems, the needs of the user and the plant are recognized and reasonably understood. This paper cannot give solutions to all problems In this vast field but will stress practical applications and examples of various installations. The evolution of advancements in materials handling is based upon not only technological innovations, but learning from many experiences of others and utilizing them as stepping stones to improved installations.

A study of the application of mine tailings as precast construction materials through alkali activation was carried out, focusing on efficiently activating mine tailings, reducing alkali consumption, decreasing curing time and improving compressive strength. Test results showed that unconfined compressive strength of 40 MPa was achieved. In addition, to elucidate the geopolymerization mechanism of mine tailings, microscopic and spectroscopic techniques including scanning electron microscopy with energy-dispersive X-ray (SEM/EDX) analysis, Fourier-transform infrared (FTIR) spectroscopy and X-ray diffraction (XRD) spectroscopy were used to investigate the microstructures and elemental and phase compositions of the reaction products. The findings of the present work provide a practical method for applying mine tailings as precast construction materials through alkali activation.

The Empire concentrator currently processes magnetite ore from the Empire pit which is approaching the end of its mine life. Over the past two years plant wide tests have been run to access the plant capability of processing ore from the neighboring sister Magnetite pit. The neighboring pit presents challenges to the Empire plant due to its higher feed grade, finer liberation size and higher percent silica which require additional secondary grinding and concentrating capacity to achieve concentrate grade. The following paper summarizes the results from the second full scale test, run during 2009 under a challenging market environment

The first significant studies of problems related to the handling and storage of bulk solids were reported at the end of the nineteenth century. Early work originated from the necessity to store large quantities of grain and was concerned mainly with pressures affecting the structural design of silos and bins. The Janssen formula (about 1898) and the work of Ketchum [1] form the highlights of that period. In more recent years, progress in mechanization, increasing plant capacities, and rising costs of labor have focused the attention of engineers on the problem of gravity flow of bulk solids. A great deal of work has been done with models, and flow patterns obtained in small scale bins have been described in several publications, for example [2, 3]. An attempt to develop a theory of flow of bulk solids was reported in 1954 [4, 5, 61 and presented to the in a paper [7] in the same year. AIME recommended the continuation of this work and, as a result, Engineering Foundation granted a sum of money to set up a Bulk Solids Flow Laboratory. Two and a half years ago the project gained the support of the University of Utah and a laboratory was set up on the campus of the University. This project is now in progress, it has received the support of the American Iron and Steel Institute and of Kaiser Engineers, Division of Henry J. Kaiser Company. The results obtained to date are summarized in this report.

"The wash ore area on the Mesabi iron range covers a regionof the iron bearing formation extending from Grand Rapids on the west to the Hibbing district, about forty miles eastward. Not all of the developed ore bodies are of wash structure; some are of such grades that they can be shipped direct as merchants able ore. It is safe to say, however, that 65 per cent of the ore is of a possible wash structure and of too high a silica content to be classified as merchantable ore. The increase in the number of washing plants completed each year on the western Mesabi shows that ,the product must be of a structure desirable for furnace operation. Oxidized coals are difficult to float. Therefore, in this paper, a special flotation procedure was investigated for upgrading this type of coal. The procedure is called direct contact flotation. It relies on mixing dry coal either with pure (anhydrous) flotation reagent(s) or microemulsion. By applying the new direct contact flotation procedure, a coal yield reaching > 95% using anhydrous flotation reagents was achieved, but with relatively high consumption of reagents (up to 30 g/kg). This high reagent consumption may be attributed to the fines included in the flotation feed (100% less than 0.5 mm, with 40% less than 75 µm). On the other hand, the clean coal yield was found to be approximately 88% when mixing dry oxidized coal with microemulsion droplets from dodecane and dodecyl tetra (ethylene glycol) ether (C12E4) in water at a total reagent dosage of 10 g/kg. The direct contact of coal either with unhydrous reagents or microemulsion also provided a high flotation selectivity.

Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia) and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation.

Dynamic coal failure events remain a safety concern in underground coal mining due to their sudden nature and high fatality rate. Previous research utilized Principal Component Analysis on field samples revealing strong empirical correlations between positive failure history and low sulfur content (S) and high volatile matter (VM). Further studies indicated that bumping coals tend to be less mature and less well-cleated than non-failure coals. However, these in situ studies faced the challenge of distinguishing intrinsic coal properties from external geological and stress-related influences. This study augments previous findings through laboratory experimental testing of coal samples that included unconfined compressive strength, chemical composition analysis, and qualitative observations on cleating, combined with compositional data analysis and machine learning techniques, to isolate and understand coal’s inherent bursting capacity. These results further confirmed the relationship between coal chemistry and failure classification.

Hydrogen sulfide is an expensive chemical used in nickel, zinc and copper mining and metallurgical operations for selective recovery and concentration of metals from leach water streams, acid plant blow down streams, refinery electrolyte bleeds and precious metal plant bleeds. Hydrogen sulfide is either produced on site by catalytic reduction of elemental sulfur or transported to the site as liquefied hydrogen sulfide (H2S) or as a sodium sulfide solution (NaHS). Biologically produced hydrogen sulfide has economically very interesting application possibilities in the mining and metallurgical industry. Converting sulfates from waste streams into usable hydrogen sulfide by biological reduction results in operational cost savings in existing lime treatment systems. H2S can be produced biologically for less than $500/ton S. For the past ten years Paques has been engaged in the development and installation of treatment systems based on biotechnological processes to remove sulfur compounds from water, air and gaseous streams. Paques has designed and installed a groundwater treatment system for the Budelco zinc refinery in the Netherlands to remove sulfate and heavy metals. The hydrogen sulfide produced is used for recovery of metals, mainly zinc, from the ground water stream. The system has been operating since May 1992 treating a flow of 5000 m3/d. At Kennecott's Bingham Canyon Utah copper mine a pilot plant started operation in November 1995 to develop the process for selective recovery of copper from leach water using biologically produced hydrogen sulfide from sulfate containing groundwater. Other pilot plants are operated at DOE's Pittsburgh Research Center and at Cominco Research focusing on selective recovery of metals.

Our efforts at McNally, to find a better way to mechanically separate particles from liquid in a slurry have led to the development of two new centrifuges. The first unit utilizes a slotted opening screen as the filter media and retains all plus 200 Mesh and most of the 200 by 300 Mesh particles. The second unit is a solid bowl centrifuge with a novel method of removing the solids and delivers an effluent containing as little as 300 PPM solids in suspension. The first unit was designed to separate particles in the range of about 1 MM x 0 or smaller top size from the liquid slurry and produce solids having low surface moisture content, and a liquid concentrate containing a low percentage of solids. A prototype of this unit has been in the field undergoing tests for over two years. A few of these test results are shown in Tables I & 11. Testing has been mostly limited to the field of coal, how- ever this does not mean that the machine would accept only coal slurries. The machine has produced a dewatered product having as low as 5.5% surface moisture, and an effluent containing as low as 1.4% solids and handled slurries containing from 15 to 50% solids by weight.

The Surface Mining control and Reclamation Act (public Law 95-87) (here-inafter the "Act" or "SMCRA") passed by congress in August of 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines, and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations.

Today, I would like to talk about ways to maximize the efficiency of surface coal operations. I doubt I will present any startling new ideas, but my comments may, hopefully, stimulate some conversation today and later back at your own operations. Strip mining is a very old technique used by ancient societies. Only with the coming of the machine age in the early twentieth century did we attempt to increase the magnitude of our operations. The industry, as we know it today, really only got started in the early 1900s with the advent of steam shovels. In the first portion of this presentation, I will attempt to show that we have, in many cases, not changed the basics of strip mining, only the scale. In doing so, quite often we have complicated the operations to the point of being unmanageable and unprofitable.

A current environmental concern is the cleanup and restoration of soil contaminated with low-level radionuclides at DOE sites including the Nevada Test Site. At the present, there is no applicable process to economically and effectively deal with the remediation of contaminated soils. This situation requires development of a selective flotation process to separate the radionuclides from contaminated soil efficiently and economically. In this study, a minus 200 mesh size fraction of pure cerium dioxide was used as a surrogate for plutonium oxide which is the major contaminant at the Nevada Test Site. A Hallimond flotation cell was utilized to examine the flotation behavior of cerium dioxide with oleic acid under various conditions of pH and collector concentration Mechanical cell tests were conducted to float the surrogate from a mixture with uncontaminated Nevada Test Site soil in the absence and presence of calcium carbonate as a carrier. Two different sizes of the carrier (minus 150 mesh and 65-150 mesh) were tested. It was found through the Hallimond cell flotation tests that the cerium dioxide could be floated well at pH's 4 and 9 with 10-3 molar oleic acid. It was also found that the addition of the carrier drastically enhanced the flotation recovery of cerium dioxide. The flotation recovery of the surrogate increased from 34 % to 65 % by adding only 0.5 % calcium carbonate (minus 150 mesh) in the feed and also increased to 95 % by adding 10 % of this carrier to the feed. The finer size fraction of calcium carbonate (minus 150 mesh) was more effective in recovering cerium dioxide than the coarser size fraction (65-150 mesh) The flotation method utilizing a carrier of calcium carbonate seems to provide a high potential to be used for the remediation of soil contaminated with radionuclides at various Department of Energy's nuclear weapon sites.

Successful soil construction involves preparation of an adequate base, selection of high quality soil materials, and placement of those materials by means which will establish a continuous macropore network and modest to low soil strength. Where such has been accomplished, experiments reveal row crop productivity on reclaimed land which is very competitive with that on undisturbed land. Inferior productivity and sensitivity to drought stress are experienced where the soils are excessively compacted during construction. Some deep tillage practices have been quite successful in improving the compacted soils, but it is preferable to avoid compaction as the soil materials are handled.

INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores, such as cobalt, platinum, gold, silver, etc. Flotation of metal sulfide ores has been successfully practiced at the industrial scale for more than 50 years. It is the relative technical/economic ease of floating metal sulfide minerals that has been a major driving force behind the rapid expansion in the supply/demand of metals over this 50 year period. It is estimated that 1.6 billion tons of feed sulfide ores are processed each year in the free world based on the froth flotation process, Klimpel (1987) and the manufacture/use of associated chemical reagents is a major portion of the 1.5 billion dollars (U.S.) free world mining chemicals business, Klimpel (1988b). The use of froth flotation appears to be increasing partially due to the ever decreasing feed grades and liberation sizes of the feed minerals. Froth flotation has shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a variety of equipment configurations. Such operations exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the widely used mechanical flotation cell is scalable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required -- pH regulators, frothers, collectors, activators, and depressants -- are all relatively inexpensive and common. They are not usually used in large quantities. While there has been a tendency for the quality of metal sulfide ores in any one geographic location to deteriorate over time due to mining intensity, the overall global supply of sulfide minerals is still very ample. Thus, the physical supply side of sulfide ore concentrates has not been under strong technology improvement pressure with increasing metal demands. Part of this is due to the ability of capital to consistently move to new geographic sources having suitable-grade sulfide ores. In these moves, the actual froth flotation technology used (including collector chemicals) has had to change little. As an illustration of this trend, of the approximately 80,000 metric tons of thio collectors used commercially (1980) in the free world, almost 987 were known and manufactured in some form 25 years ago. This is clearly not typical of reagent development in other process-related industries. In addition, the industrial-scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully on an industrial scale for many years. Thus the industrial process of froth flotation, especially as applied to the recovery of sulfide minerals, poses a dilemma: such a process is widely used, economic, versatile, forgiving, etc. and yet is still not very well understood in a mechanistic sense leading to prediction of results from fundamentals even after 50 years of usage. The Stillwater pt-pd mine and flotation mill are located about 130 km (80 miles) southwest of Billings in Stillwater county, M6ntana~ The pt-pd ore zone stretches about 43 km (27 miles), but varies in thickness from 0 to 6 meters (0 to 20 feet, but generally 3-6 feet) and dips 55-90,degrees from horizontal. The ore is hosted in basic, layered igneous rocks containing about 1% sulfide minerals which include chalcopyrite, pentlandite, pyrrhotite, and minor pyrite. The pt-Pd minerals are intimately associated with these sulfide minerals and are found as precious metal sulfides, tellurides, bismuthnides, and arsenides as well as native Pt metal. Approximately 90 different precious metal minerals have been found, but about 80% of the pd is in solid solution in the pentlandite. The ore assays about 0.1% Cu, 0.1% Ni, 6.2 g Pt/tonne (0.18 Troy ounce Pt/short ton (opt)), 21.3 g Pd/tonne (0.62 opt Pd), 0.21 g Au/tonne (0.006 opt Au), and 0.21 g Rh/tonne (0.006 opt Rh). The ratio of pd to Pt in the Stillwater ore and concentrates is about 3.5.

Critical mineral endowment of mine wastes in two mining districts in New Mexico (Copper Flat at Hillsboro and Carlisle-Center mines in the Steeple Rock district) will be characterized and estimated. “Beta-testing” of USGS procedures was performed. Potential critical minerals at these deposits include As, Bi, Te, Zn, Co, Ni, Mg, Mn, and fluorite. pH and particle size of samples were analyzed to determine weathering and migration potential of heavy metals. Soil pH was also measured to determine the potential for Acid Rock Drainage. The pH of the waste rock piles ranged from 3.66 to 5.67 which indicates fine- grained pyrite or sulfide oxidation. The samples collected from the tailings however, showed a different range of pH, from 6.30 to 8.62, probably due to the presence of carbonates. Difference in particle size fractions and its distribution along the slope are generally influenced by natural occurrences (e.g., gravity and pre-mining hydrothermal alteration) and operational activities such as material piling or dumping. Future work includes analyses of mineralogy and particle size correlation and estimation of critical mineral endowment of these mine wastes at New Mexico.
