This paper presents the results of column flotation of a fine feed sample of Florida phosphate. A central composite design is used to study the main and interaction effects of parameters affecting column efficiency. The statistical design is also used to determine the optimum conditions. The results indicate that, depending on the experimental conditions, it is possible to achieve a concentrate of high grade and recovery. A concentration of 15 ppm of non-ionic frother is found to be enough to maximize the recovery at the pH of 9.5.

The prestressed concrete industry in particular, and the precast concrete industry to some extent, are rank newcomers to the concrete construction field compared to the cement, ready-mixed or concrete masonry industries. This young industry reflects its youth and vigor in its enthusiasm, optimism and the belief that it can reach any goal it chooses to set -- and it is setting its sights high. The prestressed and precast concrete industry fully expects to become the major structural and architectural material by the 1980's. Before exploring how the industry expects to reach this goal, a brief look at the origins and the growth of the industry may be useful in an evaluation of the feasibility of this goal. It was always recognized that concrete, strong and efficient for supporting loads which cause compression, was weak and inefficient when used to carry loads which induce tension. Thus the reason for reinforced concrete in which the concrete efficiently carries the compression in a flexural member while low grade steel bars reinforce the concrete in the areas 'of tensile stress. (Fig. 1). The steel being relatively inexpensive, can passively, but quite effectively carry tensile force while the concrete carries compression. The concrete in contact with the reinforcing also protects the steel from corrosion and acts as insulation to provide a superior "built-in" fire resistance. The major disadvantage of reinforced concrete relative to its main competitor, steel, is its weight in relation to its load-carrying capacity. INTRODUCTION In 1974 two of the present authors reported the results of a pilot study indicating an increase of lung cancer risk in Ontario uranium miners. (Muller, Wheeler, 1973, 1974) The study was based on data contained in a computerized Mining Master File maintained by the Ontario Workmen's Compensation Board that contained information on miners examined in Ontario who had either 60 months of dust exposure in mines or had signs of pneumoconiosis or tuberculosis. Including the above conditions the definition of uranium miners added the condition of one month or more of uranium mining experience in Ontario. This list of Ontario uranium miners contained 8,649 names. Following the results of this first pilot study, we embarked on creating a file of uranium miners containing information on men with one month or more of uranium mining experience in Ontario without any further conditions. This file was used by the Royal Commission on the Health and Safety of Workers in Mines in their study of risk in Ontario uranium miners. (Hewitt 1976) This file contained 15,094 names. In this report we give an outline and progress report on a study of Ontario miners that we are conducting at present. It was felt that the male population of Ontario is not necessarily an adequate control population for uranium miners. A preliminary examination of the work history of uranium miners indicated that the majority of them (about 90 percent) had other mining experience in addition to their exposure in uranium mines. We therefore considered it useful to evaluate the possible effects of non-uranium mining on risk, and for this reason decided to make the Uranium Miners Study part of a study dealing with the mortality of Ontario miners in general. Aims of the Study The aims of the Study include the evaluation of: 1) the risk of dying by cause in non-uranium miners as compared to the male population of Ontario and Northern Ontario. 2) any differences that might exist in the death experience of non-uranium miners by cause according to ore mined. 3) the effect of length of exposure in non-uranium mines on age-specific risk by cause. 4) the dose-response function for primary cancer of the trachea, bronchus and lung from exposure to radon and its short-lived daughters. 5) the possible effect of the mining environment on deaths from causes other than cancer of the trachea, bronchus and lung. The study will address itself to a number of other factors that might well affect the dose-response function. These include: a) factors in the mine environment - other than radon daughters - that might affect lung cancer mortality. b) the effect of non-uranium mining on lung cancer risk in uranium miners. c) the effect of age as well as age at time of exposure on lung cancer risk. d) questions of latency and the possible dependence of latency on age at time of exposure. e) smoking as an important factor in lung cancer risk. f) Histological type of cancer in relation to the various parameters of exposure and age. MATERIALS AND METHODS The Study is making use of existing computerized data files and has set up certain new files. These include the Mining Master File and the Model Development File. The Mining Master File This file is a computerized record of data on individual miners obtained at yearly miners' examinations that have been carried out since the mid 1920's. The conditions for inclusion in the Mining Master File have been indicated above. Information contained in the file includes: (1) Identifying information: a) Surname and given names b) Date and place of birth c) Miners Certificate Number d) Social Insurance Number if available. (2) Updated Employment data obtained at each miner's examination: a) Year of first dust exposure in Ontario b) Year of first dust exposure outside Ontario c) Number of months worked in mining d) Ores mined e) Mining areas and mines f) Occupations

The White Pine orebody is characterized by a high lateral stress or highly faulted and joined conditions. Because of these difficult conditions roof support has always been a main concern. Mechanical bolts were widely used in the early seventies; however, it became apparent that major improvements in ground control were required if safe operation at White Pine was to be continued. The first step was taken in 1973-1974 with the testing of resin bolting. Record of caves and roof-falls with either type of support demonstrated superiority of resin bolting versus mechanical bolting - Safety was dramatically improved which was the absolute first consideration; however resin bolting was still more expensive than mechanical bolting. In order to generalize resin bolt installation, the second step was therefore to acquire special roof bolters compatible with resin bolting. The machine was to enhance the safety of the operation. This was achieved by the acquisition of the Secoma bolting machine equipped with an automatic bolting turret. Being a "hands off" operation the safety of the operator is total. Using a fixed taped attachment of the drill steel on the chuck a front guide and an automatic regulator torque thrust on the steel drilling in small diameter was possible. Being a fully automatic process only one operator is required per machine versus two operators with the conventional machines. The two main objectives were reached enabling the extension of resin bolting to the whole mine.

The probability of a particle passing through a maze is predictable and consistent. This principle may be utilized to effect a particle size separation of materials by presenting a physical maze to a stream of material that will allow the fine particles to pass, while deflecting the coarse particles. A maze is effective even though all apertures encountered are many times larger than the particles being separated. By designing a machine that allows the probability parameters to be controlled and varied without changing physical dimensions, probability sizing becomes a useful tool for the separation of granular materials.

Adaptive management can be described as a structured, iterative process of robust decision making in the face of uncertainty, with a goal of reducing uncertainty over time through system monitoring. Adaptive management is a tool which can be applied to not only change a system, but learn about the system (Holling, 1978). Adaptive management has been used in ecosystem management for years and guidance is provided in a variety of handbooks and publications. Adaptive management can be applied to industrial facilities and mines through the use of an adaptive environmental management plan (AEMP) and associated practices. The goal of this paper is to provide an explanation of how the plans and practices support regulatory agency approvals and permitting, span the life-cycle of mines, manage uncertainty, and assist in addressing mining impact and legacy issues. AEMPs and associated practices are useful tools to address the uncertainties in identifying, evaluating, and managing impacts of proposed new and modified mining facilities undergoing environmental review. Once a proposed project is approved, the AEMP continues as a living document, being informed, revised, and adapted by the operations. The AEMP can serve as an ongoing management tool for describing and evaluating environmental impacts, continuing in operations into post reclamation. If initiated during planning and environmental review of a project (and in some locations such as the United States [U.S.], the preparation of an Environmental Impact Statement (EIS)), the AEMP becomes a basis to identify, monitor, and manage potential project environmental impacts. Development of an AEMP for an operating mine is also beneficial since there are generally developing and ongoing environmental issues at those facilities as well. Over time, the AEMP is adapted to changing requirements and conditions including those anticipated and unanticipated. Ever increasing scrutiny of mining projects and the complexities of the EIS process highlight the uncertainties inherent in impact predictions. In making the momentous decision of initial project approval, these uncertainties can discourage the regulatory agencies? actions and create stakeholder anxiety and controversy about a project. A well-designed AEMP can support the decision to approve an EIS and enable a project to move forward. Additionally, an AEMP can inform financial assurance estimates and revisions over the life of a mine providing all parties including the citizens of the surrounding communities with greater confidence that potential environmental impacts and risks will be well managed.

Oxidized sulfide minerals, commonly formed by weathering, increasingly are becoming important resources as primary sulfide deposits are depleted. Oxidation, in general, reduces selectivity and recovery in flotation. The objective of this research was to determine the mechanisms of oxidation and collector adsorption in sulfide systems as a step towards developing improved technologies for beneficiation of oxidized sulfides. Data from microcell flotation tests are combined with electrochemical and spectrophotometric measurements. The adsorption of ethyl xanthate (EX) on oxidized sulfides was characterized using AC impedance techniques and correlated to flotation response. The floatability of chalcocite, chalcopyrite and pyrite was dependent on the extent of oxidation. Oxidation for 1?) d at 65? C inhibited flotation of chalcocite, and chalcopyrite even after the addition of a large amount (1 x 10') M) of collector. Heavily oxidized (27 d) chalcocite remained unfloatable. However, longer oxidation of pyrite and chalcopyrite restored the floatability. Oxidation resulted in an electrically resistive, nonporous surface layer.

Geologic studies during development at Copper Flat were directed at acquiring the information necessary in evaluating a low-grade porphyry copper deposit. In addition to the geologic mapping and core-logging of a typical exploration project, these studies included the following : (1) careful checks on the sampling and assaying (2) selection of representative samples used to establish the recoverable amounts of precious metals in the ore (3) examination of underground workings driven to provide samples both for metallurgical testing and for assay comparisons (4) evaluation of plant site and waste dump areas as non-mineral, including a placer examination of the taillngs disposal area (5) location of an adequate water supply. All these investigations were carefully documented to provide the necessary data both for the engineering design and, more importantly, for the feasibility studies required for successfully financing the project.

The WIPP (Waste Isolation Pilot Plant) Project near Carlsbad, New Mexico, is a research and development project sponsored by U.S. Department of Energy, designed to demonstrate the safe containment for disposal of radioactive waste. A mine (repository) is currently being developed 2150 feet below the surface, in a thick salt bed which will serve as the disposal medium. Provision of a proper ventilation system at the WIPP Project is a major priority of those responsible for its design, management, and operations. As an ongoing effort towards this goal, it was decided to simulate the mine's ventilation system using Dravo's MINEVENT computer program. Specifically, the work included the development of the following simulation models: 1. Simulation of the current ventilation system 2. Simulation of the designed ventilation system for the following modes: o Mine Construction mode/shift o Waste storage mode/shift o Fire or exhaust filtration mode These computer models are useful in solving complex ventilation problems likely to be encountered in an R&D project, like WIPP. They are particularly helpful for the development of contingency plans to incorporate during emergency situations, such as fires, fan stop- pages, radiation leaks, etc. Also, they can be utilized when considering expanding certain underground areas to ensure the availability of adequate ventilation.

Many appraisers/valuers believe that the only valuation method available within the cost approach category for real property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties. The author reasons that standards and regulations pertaining to real property valuation should be modified, and underlying principles should be expanded, so as not to inhibit appropriate application of these cost approach methods.

With the passage of recent national and state legislation aimed at tighter regulation of air pollution and smoke control, attention has been focused on a problem which has long confronted the coal industry--the disposal of coal waste with its inadvertent ignition. Even as recent as 1935, a decision from the Allegheny County Court of Common Pleas confirms the stand taken on control of burning coal refuse disposal areas. "The uncontroverted testimony is that there is no feasible method of operating a coal mine without a gob pile on the surface, as no use has ever been found for this troublesome by-product of mining; that every large coal mine has a large gob pile close to its tipple; that sooner or later these piles all ignite through spontaneous combustion; that practically every large mine in Western Pennsylvania has a burning gob pile, and that there is no known means of averting such a fire." 19* As a result of the past "no regulation policy," there are presently on the order of 500 burning refuse banks, of which 213, 142, and 49 are found in West Virginia, Pennsylvania, and Kentucky, respective¬ly. 18 Many of these refuse banks have burned for 40 years or more; many others may continue burning for a like period. It is estimated that the annual emission from these smoldering piles approaches 183,000 tons of pollutents which may produce many deleterious effects on the populace, property and vegetation in the proximity to the sources.16 To date, little progress has been made in alleviating the pollution from the currently burning refuse banks; however, numerous investigators who are researching the causes of ignition, as well as preventative disposal techniques (refuse compaction, layering and crushing to finer sizes) have met with some success in handling the newly discarded coal refuse.

"The Sierra Gorda SCM sulfide ore processing plant began commissioning in the third quarter of 2014. Located in the Atacama Desert in northern Chile, the project is an open pit mine and Copper-Molybdenum processing plant is one of the most highly-instrumented operations in the world. It is the first hard rock operation in Chile and the second in South America to utilize HPGR technology. It is a significant Molybdenum resource especially in the first five years and the Molybdenum separation plant is complex. Designed to process up to 60 million lbs. of fine Molybdenum per year, it uses the latest technology and equipment to ensure superior recovery and product quality. It also has gas handling and alarm systems to fulfil the Company’s vision of “Zero Harm”. This paper discusses the overall operation and issues relating to the concentrator start-up. These include a review of the mineral processing design, the unified process control center and management information systems, and the correlation of geological and metallurgical performance data (mine-to-mill) for use in anticipating and preparing for treatment of diverse ore deliveries. INTRODUCTION Sierra Gorda SCM is a joint venture partnership with KGHM International (owned by KGHM SA, Poland), Sumitomo Metal Mining, and Sumitomo Corporation (Japan) operating in northern Chile. The Sierra Gorda open pit mine and Copper-Molybdenum processing plant will become one of the largest mines in the world. The need for optimum production efficiency and sustainability has driven the creation of the most modern, well-instrumented mine in Chile. This paper contains a general review of the project including geology and history. This was a very fast-track project going from greenfield site acquisition to mill start-up in 10 years. Highly-experienced and motivated engineers and technical staff have overcome many significant challenges resulting in a rapid ramp-up of production capacity. A potential expansion to double the production rate in the fourth year of operation has also been intensely studied. The Sierra Gorda property is located in the Atacama Desert of northern Chile, in the District of Sierra Gorda, Region II of Antofagasta, Chile (see Figure 1). There is almost no precipitation in this area. The mine site is generally flat with some rolling hills. The project is located about 5 km from the village of Sierra Gorda at an elevation of approximately 1,700 m above mean sea level. The village is near a highway and railway line. The city of Calama, home of the famous Chuquicamata Mine, is located about 60 km northeast of Sierra Gorda. In addition, the SG mine is in the midst of numerous other mines including Spence, Esperanza, Mantos Blancos, El Tesoro, Lomas Bayas, Gabriela Mistral, El Abra, Radomiro Tomic, and Escondida, to name a few."

The Davis detector cavern was excavated on the 4850 Level of the former Homestake Mine in the mid- 1960s to house a novel neutrino detector developed by Nobel Prize winner Dr. R. Davis. The original cavern was about 9.1 x 16.8 x 9.7 m high, excavated in a Precambrian amphibolite known as the Yates unit and enlarged in 2010. In 2009, the National Science Foundation selected the site for development as a national Deep Underground Science and Engineering Laboratory (DUSEL). This retrospective rock mechanics study of the Davis cavern is intended to inform design of the much larger caverns and laboratory rooms being considered for the same 4850 Level. Provision for rock mass variability, sequential excavation, jointing and wall damage from blasting are included in analyses that were done using two different computer codes and methods (FLAC3D and UTAH3). The results are in agreement with observations and show that cavern stability is indeed the case. The main conclusions are: (1) if conventional scaling of laboratory rock elastic moduli and strengths is done, then 0.25 and 0.50 scale factors are reasonable, (2) measured statistical and spatial variability in rock properties should be incorporated into geomechanical analyses to better reflect reality, (3) discontinuities (“joints”) are essential to reliable analysis of excavation safety and when properly taken into account eliminate the need for empirical “scaling” of laboratory rock properties, (4) major geologic features such as rhyolite dikes and breccia zones may be important to excavation safety at Homestake and should be explicitly represented in analyses and (5) quantifying wall blast damage is important to engineering design of underground excavations.

The Similkameen Copper Project located near Princeton, British Columbia, is operated by the Similkameen Mining Company Limited, a wholly-owned subsidiary of Newmont Mining Company. The orebodies for this project are located on both sides of the Similkameen River for which the project is named. The project involves the processing of an average of 15,000 STPD of andesitic ore, mineralized largely with Chalcopyrite, at an overall plant availability rating of 90 percent. Project life is nominally 15 years. Design for the plant and its ancillary facilities was undertaken by Bechtel Corporation with procurement and construction management by Canadian Bechtel Limited. Construction began in June 1970 and first ore was introduced into process in March 1972. This paper concerns itself only with the project tailing system. The processing plant is located on a bench of glacial stream gravels which overlooks the river canyon. This site represented the only relatively flat area of sufficient size to accomodate processing facilities near to the ore- bodies. Reference is made to Figs. 1 and 2 showing the relationship of project features in plan and profile.

Since the turn of the century the mining industry in the United States has had a number of serious mine explosions, fires and ground fall disasters that have led to a major re-evaluation of mine communication and rescue practices. One of the hindrances of current underground communication technologies is the potential of lost or cut connections when a serious accident, such as an explosion, fire, inundation or major ground fall, takes place. The Mine Improvement and New Emergency Response Act of 2006 (MINER Act)1 mandated that each underground coal mine in the U.S. must provide for two-way wireless, post-accident communications between underground and surface personnel as well as electronic tracking of underground workers One area that has gained renewed attention in the mining sector is Through-The-Earth (TTE) communication. TTE technology has a major advantage in that transceiver devices can be carried by miners and set up quickly during an emergency, since they require no wire connection to the surface. TTE technology uses ultra-low frequency (1 to 4 kHz) electromagnetic waves, requiring relatively large wire loop antennas and highly sensitive receivers. The signal bandwidth is narrow and the permissible antenna currents in coal mines are restricted, which has led to limited usability of TTE technology in the past, as evidenced in research studies conducted by the U.S. Bureau of Mines in the 1970s. Yenchek (2012)2 pointed out that recent advances in receiver and signal processing technology have enabled voice and text communication capabilities and much improved sensitivity that offers new possibilities for TTE communication in mining applications. One company that has been developing such technology is Vital Alert Communication Inc. Vital Alert has been providing TTE communications since 2003 with a growing focus on emergency response and portable systems. The company?s Canary® Go System is one such product that looks to provide reliable communication capabilities in a portable, user friendly unit that can be utilized both for normal operation and mine rescue scenarios. Researchers at the Colorado School of Mines (CSM) have tested the Canary Go TTE communications system in the CSM Edgar Experimental Mine to determine signal propagation distances, signal quality and aspects of practical application.

"An air dense medium fluidized bed separator is an efficient dry process for the removal of undesirable gangue material from run-of-mine coal. Its cleaning performance depends on a variety of operating parameters that are interrelated in unknown, complex ways. A literature review showed that these parameters' effects had been experimentally investigated using a traditional one-variable-at-a-time approach, which is highly inefficient and sometimes misleading because many of the parameters often interact with each other to alter the overall equipment performance. Also, it is realized that the interrelationship among these parameters can have a significant effect on equipment performance. Therefore, to correctly evaluate the effects of individual parameters as well as their interactional effects on the separation performance of an air dense medium fluidized bed, we conducted a scientific study based on response surface methodology. Empirical models for two key response variables, namely, product ash and combustible recovery, were developed and subsequently used for identifying an appropriate operating region to achieve optimum separation performance. Furthermore, the optimum performances predicted from the empirical models were validated against experimental data. Preliminary results show a strong interaction among the operating parameters investigated in this test program.IntroductionFluidization is widely applied in industry for its various useful features. In the coal industry, it is used in the air dense medium fluidized bed (ADMFB) separator for the beneficiation of run-of-mine coal. In this separator, a medium is created by suspending fine magnetite particles in an upward air flow, and this pseudo-fluid is used as the beneficiation medium, with the lighter coal particles floating to the medium’s surface while heavier particles sink to the bottom. This separation technique had been receiving a significant amount of attention worldwide in recent times for its specific advantages of low operating cost and less restriction for small capacities (Luo and Chen, 2001; Sahu et al., 2009; Dwari and Hanumantha Rao, 2007; Van Houwelingen and de Jong, 2004), but it is still not a well-established industrial practice because of the availability of efficient wet processing technology. However, with a revival of interest in the dry beneficiation of coal, in general, and ADMFB, in particular, there is once again a concerted effort to improve the efficiency of the ADMFB process, and successive improvements have been made to make this process a competitive and viable option. The existing literature reveals that most of these research efforts had been essentially focused on the identification of a single parameter that has a key influence on separation performance, without taking notice of parameter interactional effect. For example, Luo et al. (2004) proposed a pressure drop number to distinguish separation performance without considering the bed height and gas velocity, which are intimately related to this proposed pressure drop number."

Controlled recirculation has been used in the metal/nonmetal mining industry for energy savings when heating and cooling air, in undersea mining and for increasing airflow to mining areas. For safe and effective use of controlled district recirculation, adequate airflow to dilute contaminants must exist prior to implementation, ventilation circuit parameters must be accurately quantified, ventilation network modeling must be up to date, emergency planning scenarios must be performed and effective monitoring and control systems must be installed and used. Safety and health issues that must be considered and may be improved through the use of controlled district recirculation include blasting fumes, dust, diesel emissions, radon and contaminants from mine fires. Controlled recirculation methods are expected to become more widely used as mines reach greater working depths, requiring that these health and safety issues be well understood. The U.S. National Institute for Occupational Safety and Health (NIOSH) conducted two controlled recirculation tests over three days at a Wyoming trona mine, utilizing an inline booster fan to improve airflow to a remote and difficult-to-ventilate development section. Test results were used to determine the effect that recirculation had on air qualities and quantities measured in that section and in other adjacent areas. Pre-test conditions, including ventilation quantities and pressures, were modeled using VnetPC. During each test, ventilation quantities and pressures were measured, as well as levels of total dust. Sulfur hexafluoride (SF6) tracer gas was used to simulate a mine contaminant to monitor recirculation wave cycles. Results showed good correlation between the model results and measured values for airflows, pressure differentials, tracer gas arrival times, mine gasses and dust levels.

"Linear circuit analysis (LCA) is a fundamental tool that may be used to evaluate, design and improve the performance of mineral separation. The traditional LCA methodology provides a comparative evaluation of circuit designs purely from the unit interconnections. The quantitative approach uses the analytical circuit solution to evaluate the slope of the circuit’s partition curve at the midpoint. Since the partition slope is often associated with a separation’s general selectivity, this numeric value is used to compare and rank alternative configurations. Unfortunately, the partition curve slope only reflects the separation potential of middling material. By itself, this value does not account for the relatively high unit dollar value of pure material or the gains and losses in mass yield associated with alternative circuit configurations. Realizing the value in the LCA methodology, but respecting the limitations of the partition slope valuation, the authors have derived two new performance indicators that quantitatively address pure particle misplacement (the Partition Moment of Inertia) and circuit mass yield (the Yield Score). Together, these parameters provide a better indication of separation economics in typical mineral and coal separation systems. Over this period, the methodologies have undergone various transitions, including the increased inclusion of process models and computationally intensive algorithms, as well as a general shift from a purely technical solution (Lauder and McKee, 1986) to partially economic solutions (Abu-Ali and Sabour, 2003; Cisternas et al., 2014). Today, circuit design is largely driven by flowsheet simulation; however, no consistent design methodology is used across the industry.One intriguing approach for circuit evaluation is linear circuit analysis (Meloy, 1983a). This method evaluates the separation potential of the circuit solely considering the unit configuration and stream interconnections. No preliminary data other than the basic circuit configuration is required to use the approach."

The material balance computer program (MAT-BAL) developed at the Minerals Resource Research Center of the University of Minnesota, has been used in conjunction with routine process profile samples taken in the potash compaction plant at Great Salt Lake Minerals and Chemicals Corporation, Ogden, Utah. In this manner, a uniform data base is being established for the process, and selected key indicators are used for decisions in plant operation and maintenance. With present emphasis on improving product quality and increasing production rates, the standard data base system provides a means of measuring results from test programs to optimize the circuit. The development and application of this process control method is discussed. The compaction plant computer-assisted data base has been in existence for only two years, but it has made significant contributions to the knowledge of the process and continues to assist in monitoring the plant performance. It is anticipated that the material balance program will be adapted to the GSL flotation plant in 1979, and to other circuits in the potassium sulfate chemical plant.
