As the environmental movement gained force during the past few years, it was inevitable that attention would be focused on surface mining, and we have seen this method of extracting minerals from the ground come under heavy attack by conservation groups, the press and television, legislators at all levels of government,, and the public at large. It is difficult, and in some situations, perhaps impossible, to measure either the need for, or the results of, land reclamation in absolute terms. Therefore, much of the criticism of surface mining has been based upon subjective analysis rather than hard data, with the result that discussion of the subject often includes a fair amount of emotional response. To be fair, this reaction is not limited to just our critics; even we hard headed engineers sometimes respond in the same way, an observation with which you may agree when I finish this talk. This leads to the thought that whether you are for it, or against it, land reclamation in many respects is a state of mind. That is, our reaction to it can vary considerably, depending on how far we have thought it through. And think it through we must, because the pressures being brought to bear need to be met with positive actions if the problem is to be brought under control, and in the next few minutes I would like to discuss from a management point of view some ideas which might aid in this thinking process. It would be a mistake, I believe, to think that the current energy crisis will suddenly bring the environmental movement to a stop, and therefore, we can relax and go back to running our busi¬ness the way we used to. This is not realistic; on the contrary the energy crisis is focusing attention on the limitations of our natural resources as nothing else could, and with respect to land

Rock mass classification systems are core elements of tunneling and empirical mine design worldwide. The Bauxite division of S&B Industrial Minerals S.A. decided to implement a rock mass classification system in order to provide mining engineers and supervisors of the underground mines, with guidelines of stability performance and with a complementary tool for the selection of the appropriate tunnel support. The back analysis system employed is based on visual observation of especially selected underground mine sites, representative of all rock types. This fact combined with the failure or success of the already existing support system, constitute the fundamental part of the work undertaken. The paper is divided into three main parts. In the first part the classification methods of Q, RMR89 and GSI are presented and the advantages and disadvantages of each method in connection with underground mining are indicated. RMR89 and GSI are conclusively selected for use, the main criteria for the selection being, the simplicity in use and the competency of the support system suggested for each rock mass category. The second part points out the methodology for measurements, the practical difficulties encountered during this process and the guiding principles followed, in order to avoid these problems. In the third part, the final conclusion of this project is demonstrated and the different rock mass categories are presented with their relative support recommendations, as they were applied and tested in all phases of the bauxite mines? exploitation. The generated methodology is being implemented by the site mining engineers, for validation and potential improvement.

In 1968 three historical rockbursts had occurred at Bibai Coal Mine in Hokkaido. At the time they had been observed by several seismic observatories as natural earthquakes away more than 100km from Bibai City. These facts taught us that the occuerrence of failure yielded in underground opening that was accompanied with seismic wave could be observed by seismometer on the surface. After two years from this desaster, the study concerning to microseismic events generated from underground mining panels has been begun by researchers with heart-throb.

A new polyhalite fertilizer mine is currently being developed in the UK by Anglo American Crop Nutrients. The project includes the construction of a Mineral Transport Tunnel almost 37 kms long to house a conveyor belt that will move polyhalite from the production shaft at the mine to a materials handling facility at the port. The project sets a new standard in terms of an ultra-long tunnel drive and sustainable, environmentally friendly and efcient material transport. The paper highlights in particular the . m diameter TBM in use for the construction of the ultra-long tunnelling section.

Reclamation of potentially acid producing coal processing waste requires a 4-foot cover, and/or treatment to allow vegetation establishment. If not planned properly, soil covering alone does not prevent refuse acidification or formation of acid seeps. Adequate neutralization enhancement prior to soil covering can maintain an alkaline environment in the soil refuse interface and prevent acidification. Direct vegetation establishment using only limestone amendment (without soil cover) can successfully reclaim aged and weathered fine (Blurry) and coarse (gob) refuse if adequate neutralization treatment is provided for the oxidized surface zone. Acid seeps, representing an "after-the-fact" verification of an imbalance of acid-base equilibrium may also be corrected using upslope alkaline recharge techniques. Concentrated alkaline recharge pools have been constructed above previously soil covered acid gob at the Peabody Will Scarlet Mine to abate acid seeps. Preliminary monitoring results (1989-1992) from a concentrated alkaline recharge pool demonstration project in the Pit 4 area of the Will Scarlet Mine have documented a 50 to 80 percent reduction in acidity in the principal recharge pool groundwater zone. A 22% reduction in acidity has occurred in the primary seeps located downslope from the alkaline recharge pools. The initial improvements in water quality are seen as a positive indication that groundwater acidity will decrease further and amelioration of the acid seep will continue.

Current steel consumption for grinding media, mill liners and rods in North America runs in excess of 400,000 tpy in the mineral processing industries. Steel consumption ranks as one of the major consumables along with energy in most operations with total annual industry expenditures in excess of $275 million. It is generally agreed that there are 3 main categories of wear responsible for this metal loss. These three main types can be loosely defined as follows; 1) Abrasion. The cutting, rubbing, scrapping and gouging of the metal surface by the ore with which it is in contact; 2) Impact. Spalling on both micro and macro scale, breakage, and deformation due to metal to metal contact; 3) Corrosion. The Deep Mill Level Zone (DMLZ) is the fourth panel cave mine in the East Ertsberg Skarn System, (EESS) which lies 500 m below the producing Deep Ore Zone (DOZ) mine and up to 1,700 m below the surface. The interaction between the DMLZ and DOZ is occurring as the DMLZ cave grows vertically toward the DOZ footprint. During this process, a rapid change in the global mine system stress is anticipated. This change is forecasted to drive substantial changes in the magnitude and direction of principal stresses in the DMLZ and DOZ mines at PT Freeport Indonesia. These changes will bring the mine system closer to the ultimate capacity of the excavations and can result in significant impacts to mine stability if not managed. Critical to this management, is understanding cave growth and locations, as well as how these changes will impact stress conditions.

Controlling and predicting ground movements are essential to the design of shoring systems. The Courthouse Commons tunnel in San Diego, California, included a 56-foot-deep temporary shaft as a launching point for tunneling using the Sequential Excavation Method (SEM). The rectangular shaft was unique in that it was surcharged on one wall by an 11-story building and employed a hybrid support of excavation design. An array of geotechnical instrumentation was used to monitor lateral and vertical movements at the ground surface. Most coals are susceptible to spontaneous heating which in turn creates problem to mining, storage and transportation of coal. It is impossible in actual practice o eliminate spontaneous heating but spontaneous combustion can effecively be controlled through a clear understanding of its mechanism and the factors affecting it. There are altogether six stages in the process of spontaneous combustion. This includes the water adsorption stage and six oxidation stages: chemi-sorption (upto 70°C), decomposition of peroxygens (70°C-150°C), oxy-coal formation (150°C-230°C), combustion initiation (230°C) and active combustion (> 230°C). Heat is produced in all these stages. On the other hand heat is also dissipated so that some equilibrium temperature is reached. If this temperature exceeds a certain critical value (generally about 70°C), coal oxidation may advance to spontaneous combustion. The major factors influencing spontaneous combustion of coal are: coal rank, maceral composition,, water, mineral matter, joints and fissures, seam depth and thickness, mine Layout, method of ventilation, etc. Susceptibility is high for low rank coals and generally decreases with increase in rank. Of the macerals, the exinites are generally most susceptible, the inertinites least and the vitrinites somewhere in between. Water plays a major role on the spontaneous heating of coal, assisting in someways and inhibiting in other. Unrecovered coal in the gob (generally in thick seams) is a major source of fire hazards and this is specially important in shallow mine. Proper design of mine ventilation system can substantially reduce the risk of mine fire. Panel layout and load transfer can affect the development of induced cracks which in turn influence spontaneous heating. Finally, the difference between the spontaneous heating of coal in a seam and that in storage or transportation is mainly due to the change in moistured content, air circulation through the coal and coal fragmentation. These aspects have been analyzed in this paper with a view o reducing the risk of spontaneous combustion.

Coal mine ventilation systems are often subject to high leakage rates. As a result, changes in airflow resistance will strongly affect the efficiency with which air is delivered to the working place. One major source of airflow resistance is the line brattice used to direct air from the last open crosscut to the working face. Because it is a great distance from the fan, the resistance of the line brattice can result in more overall leakage than an equivalent resistance closer to the fan. Substituting auxiliary fans for brattice eliminates this source of resistance, with improvements in system efficiency and cost. Also, in some mines, the leakage that leads to spontaneous combustion can be reduced. The benefits obtained by several different brattice and fan substitutions have been studied by Mine Ventilation Services, Inc., under contract to the Bureau of Mines. Changes in main fan duty were compared with additional costs associated with auxiliary fans. Results indicate that in some circumstances, considerable leakage reductions and cost savings are possible.

Slope failures very commonly occur during a long period of heavy rainfall and groundwater rise. The failures pose a substantial risk to people, infrastructure, and equipment downslope. In the recent past, the mining industry has faced an increase in tailings dam failure due to several reasons including pore pressure increases in the dams. Many failures have been observed to occur during times of water level fluctuations but the critical factors that influence the initiation of slope failures still need to be adequately clarified. To investigate these factors, laboratory experiments were conducted on model sandy slopes to determine pore pressure-induced slope failure initiation. This study also presents a method to examine water seepage through soil slopes using an ultraviolet (UV) dye and a UV flashlight. The small-scale model test simulation demonstrated failures induced by either water percolation from the upslope tank at a constant level or by raising the water level at intervals. A bottom chamber fully filled with water to replicate groundwater rise was also simulated. The soil slope was monitored at every stage to study the deformations and behavior until failure occurred. Results gathered from the controlled laboratory conditions were useful for the verification of the numerical modeling method created in the computer program Slide. The analysis showed that slope failure always occurred when the toe was fully saturated. High pore pressures and seepage forces reduce the shear force at the toe to almost zero causing it to slide. A comparison of slope height to water level also indicated an average of 96% water level to cause a failure. At this point, the soil slope is fully saturated and has no matric suction. The findings in this study show that, by monitoring the moisture content of slopes, failures can be predicted.

By 1950, packaged oil and gas fired boilers were on the market for capacities up to 30,000 lbs./hr. By 1962, capacities were up to 100,000 lbs./hr. and even higher when separate heat traps (economizers and air preheaters) were attached to the boiler packages. During this period, complete packaged coal fired boilers were developed into the 10-15,000 lbs./hr. range. Oil and gas fired plant designs became very compact, "basementless", and far: less costly than the coal fired plants of any capacity. Coal fired plants remained large and expensive, required field erection of boilers and required basements. With the spectacular strides made in automation, oil and gas plants became far less costly to operate, requiring only the part-time attendance of a single operator. Some advances were made in coal fired plants, but not to the degree attained by the fluid fuel competition.

In flotation practices, as particles become finer, such as smaller than 20 μm, process efficiency declines markedly. Selective agglomeration of fine particles is a technique to enhance the recovery of fine valuable minerals in flotation circuits. Different agglomerating methods have been introduced and tested. One method that has recently received much attention is to make use of magnetic force to aggregate fine particles. A selective aggregation of fine paramagnetic particles, such as sulfide minerals, can be achieved in the high-intensity magnetic field prior to or during flotation. The method is simple, selective and effective for fine particles and has low operational cost, though a minimum magnetic susceptibility for fine grains is required to promote the process. In this paper, the implementation of the ProFlote magnetic conditioning device in Boliden’s Garpenberg old concentrator in Sweden, where a complex massive sulfide ore is treated, is presented and discussed based on Boliden’s Garpenberg plant. The results showed an increase in the flotation recovery of fine valuable minerals. Zinc (Zn) production was increased by between 1,100 and 1,500 t/a, while salable yearly silver (Ag) production was increased by 1,500 kg. The copper (Cu) grade in the final concentrate was increased by 1 percent, while reductions in its Zn and lead (Pb) grades were obtained. As the demand for most industrial minerals on the world market continues to climb, educational institutions maintain traditional policy in emphasizing chiefly metallic ore deposits and energy resources in addition to the general disciplines. In spite of their increasing importance, few universities exhibit great depth with respect to industrial minerals courses due to the shortage of specialized faculty in a category this broad. As new ideas are formulated and technological advances are developed in the field of industrial minerals, the classroom still exists as a student's primary source of information. This opportunity to give today's students the benefit of modern developements has not been utilized to its utmost potential.

The Rondout-West Branch Bypass Tunnel is being built to bypass a substantial leak in New York City’s primary water supply tunnel. The 13,500 foot long tunnel travels 600 feet under the Hudson River through the same troubled geology and high pressure water inflows that the original tunnel did in the 1940s. A Robbins TBM traversed this geology and built gasketed segments. Nine thousand two hundred feet of 16 foot diameter interliner was installed and backfilled within the segments. Finally, reinforced cast in place lining was placed. This paper addresses the challenges and the multi-tasking approach the contractor utilized.

Even before the energy crisis developed in the early '70's, considerable research world-wide was being directed towards the development of schemes to both reduce the energy requirements and to reduce air pollution emissions associated with the manufacture of glass. In many cases the sought-for solutions would benefit both objectives. If, for example, the glass batch could be consolidated into such compact forms as briquettes or pellets, they could be preheated in a moving-bed heat exchanger with the high-temperature exhaust gases from the glass furnace. Lower furnace temperatures would thus be possible with a corresponding reduction in heat losses and total fuel consumption. Moreover, the lower temperatures would also reduce the amount of nitrogen oxides generated in the furnace and emitted to the atmosphere. Many tests on consolidated glass batch have been run in many countries. In some cases, extended tests on production furnaces have also been included in the programs. For various reasons, however, none of these has proved to be economically attractive. The current, but temporary lull in the rapidly rising cost of energy which has been with us in recent years, has reduced the push for research for energy saving means for melting glass. A few of the current programs will be discussed. Since raw material requirements, primarily physical in nature, are affected by some of these schemes, these will also be considered.

The Atlantic City iron mine is located in Fremont County in central Wyoming, near the historic gold mining camps of Atlantic City and South Pass City. The mine lies on the southeast flank of the Wind River Mountains at an elevation of about 2,470 m (8,100 ft) above sea level (Fig. 1). An 81-h M2 (200-acre) tailings impoundment at the Atlantic City taconite operation has been a source of blowing dust. The site qualified for reclamation under Wyoming&apos;s Abandoned Mine Land (AML) reclamation program. The ultimate reclamation construction incorporated commercially available organic amendments and fertilizers into a 300-mm- (12-in.-) thick cap of a sterile clay loam cover material. The water level was lowered in an adjacent flooded mine pit that was feeding uncontrolled seeps into the tailings basin. A wide tailings pond spillway was built that allows flood control while minimizing seasonal water-level fluctuations in the pond. Rock berms and rock snow fences were built for wind-erosion control and soil-moisture preservation. Future work includes tree planting in the protective wind/ snow shadows of rock berms and rock snow fences and plugging a decant pipe. US Steel opened the Atlantic City iron mine in August 1962. It closed in 1983. Taconite iron ore was mined by surface methods. The ore was magnetically separated from the waste. The magnetic concentrate was mixed with bentonite, formed into pellets and roasted to produce a blast furnace feed stock for US Steel&apos;s blast furnaces in Geneva, UT. The pellets were hauled by rail to the Geneva Iron Works. The Atlantic City Mine produced three types of wastes. These included waste rock overburden from mining, a coarse-grained (sand to small-gravel sized), nonmagnetic reject rock termed "cobbs" and fine-grained tailings ranging from 600 to 75 µm (28 to <200 mesh). Recent EPRI research on utilities? likely strategies to reduce sulfur emissions differs sharply from policy analyses showing all- switching or all-scrubbing choices. Energy Ventures Analysis, with Stearns-Catalytic and A. T. Kearney, estimated sulfur-removal costs for scrubbing or switching at virtually all affected plants in the 31 Eastern States. Cost tradeoffs occur between $30 and $40-plus per ton FOB mine in Central Appalachia ($33-44-plus per tonne). 1/2 to 3/4 of total sulfur reductions comes from scrubbing, whose costs act as a cap on low-sulfur coal prices. In a severe environmental scenario, low- sulfur coal demand evaporates, replaced by very low-sulfur (0.7%) coal demand. Additional findings and implications of EPRI coal supply and market studies will be reviewed.

ERIC GUTIERREZ: With that, we&apos;ll go ahead with the final speaker of the day, Andrew Neale. Andrew has a master&apos;s of science degree in mineral processing from the University of Alberta. He worked at the Falconbridge in Sudbury area, also at Brenda Mines, and then he became part of the Brenda Process Technology group in British Columbia. He joined Freeport in late 1993 in Indonesia, and was involved in process control and automation. He is now the senior manager of metallurgy in New Orleans. He&apos;s responsible for designing Freeport&apos;s new 100,000-ton-per-day expansion concentrator, which is currently being commissioned. Please welcome Andrew. ANDREW NEALE: With the ongoing explosion in digital computing power, there seems to be no limit to what can be modeled, simulated, and controlled in the mineral processing plant. However, at each stage of development of a control system, it is necessary to complete a cost-benefit analysis for justifying the move to a higher level of control. Incremental improvements in plant performance, while often significant, must be weighed against the costs of implementation and long-term maintenance. This presentation will provide examples of what the author believes are misplaced or misguided process control efforts and make a case for the KISS principle as applied to process control.

The history of ironmaking dates back to 4000 BC when an open forge was used to produce a sponge iron from a heap of ore and charcoal. Even at this early date, man recognized the need for a fuel and a reducing agent. As time passed, man developed new methods of producing iron; however, these developments were centered on the mechanical aspects, and as a result, a furnace evolved which is now known as a blast furnace. During this period of evolution,&apos; man struggled with the only fuel he knew - charcoal. Some 5600 years passed before any attempt was made to use coal as a fuel for the blast furnace. The use of coal had its beginning in 1619 when Dud Dudley of England first attempted its use in the blast furnace; as a-fuel and as a reducing agent. Coal charged to the top of the blast furnace was not satisfactory. The volatile matter of the coal choked the flues, and also the poor, strength qualities would not support the weight of the ore. Breaking up of the coal compacted the stock column to an impervious mass. One hundred and sixteen. years later in 1735, Abraham Darby of England introduced coke as the fuel and reducing agent in the blast furnace. The acceptance of coke as a fuel for the blast furnace was not spontaneous. As late as 1870, one-half of the pig iron product of the United States was made with anthracite coal, 30 per cent with raw bituminous coal and coke, and 20 per cent with charcoal. However, by 1910, 96.2 per cent of the blast furnace product was made with coke, 2.4 per cent with anthracite and coke admixture, and 1.4 per cent with charcoal. Coke became the standard fuel in the blast furnace. As the art of ironmaking progressed, more pig iron was produced and more coke was consumed. Coke oven capacity was progressively increased. In 1910, there existed approximately 4,000 coke ovens; in 1960 there was approximately 15,000 ovens. This increase in coke oven capacity was necessary to feed the mammoth appetite of modern blast furnaces.
