A considerable body of literature directed towards optimising the efficiency of gold and silver extraction from cyanide leach liquors has appeared in recent years. A few examples from dissolution to solvent extraction to adsorption in carbon-in-pulp (CIP) and resin-in-pulp (RIP) operations follow. Selective leaching of gold from copper-gold ores using ammonia-cyanide mixtures extends the % copper which may be tolerated in ores (Ruane, 1991, LaBrooy et al., 1991, Costello, 1991). The removal of copper and recycling of cyanide from high copper ores is another important development (Sceresini and Staunton, 1991). Solvent extraction of alkaline cyanide liquors (Riveros, 1990, Mooiman & Miller, 1991) and solvent aided elution in CIP (Muir, et al., 1985) look promising. Recent definitive papers on the mechanism of adsorption of aurocyanide by activated carbon should lead to more efficient use of CIP (Adams and Fleming, 1989, Klauber, 1991). Strong and mixed weak-strong base resins have been applied in RIP for aurocyanide extraction in Russian Plants since the 1970's (see for example Borovskii et al., 1985, and references cited in Fleming, 1988a). Fundamental studies on applications of commercial weak and strong base resins-in-pulp (Fleming & Cromberge, 1984a, b, Fleming 1988a, Hosking 1984, Riveros and Cooper 1987) have generated much interest in RIP. Detailed comparisons of CIP vs RIP efficiencies at Mintek in South Africa (Fleming et al., 1988b), and the inefficiency of CIP in contact with clay led to the commissioning of the strong base RIP Golden Jubilee plant in 1988. Its operation and improvements have been reported (Seymore and Fleming, 1989, Fleming & Seymore, 1990). The use of anion exchange membranes for aurocyanide extraction shows some promise (Mauthoor et al., 1991). However, the development of new gold specific resins at Mintek (Green et al., 1984, 1986, 1990, Johns and Green, 1991) and elsewhere (Asker et al., 1987, Wilson et al., 1987, Harris et al., 1992) should improve the viability of RIP processes. The polydiallylamine gold specific resins (Hodgkin & Eibl, 1988, Fawell et al., 1992a, b) have high capacities for auro cyanide recovery from high concentration liquors. The use of guanidine based liquid and solid ion exchange extractants for gold was recently reported by the Henkel Corporation (Kordosky., et. al., 1993). Such specific resins tailor made for gold and/or silver cyanide extraction should lower overall cost by improving metallurgical efficiency. In the case of strong base resins this selectivity largely eliminates the problems of poor base metal elution and/or poisoning. The work reported here outlines the approach taken at the University of Central Queensland to synthesize sterically hindered strong base anion exchange resins which are designed to have high selectivity for auro- and argentocyanide complexes. It summarises selectivity tests on low grade cyanide leach liquors from several mines. It also examines an RIP vs CIP comparison, and investigates the elution properties and cycling of one such promising resin.

The iron and steel industry continues to operate at depressed production levels due to the low level of demand for steel and foundry products. Crude steel production in the Western world dropped by 13.7% from 459.3 Gt (506 billion st) in 1981 to 396.4 Gt (437 billion st). The reduction was particularly severe in North America where the industry suffered a loss of 37.3% from 123.6 to 77.5 Gt (136 to 85 billion st). This reduced level of production severely affected iron ore and agglomerates output. Substantial curtailment was made in both sintering and pelletizing plants to meet reduced demand. The pressure on these plant operators shifted from quantity to quality. With energy cost becoming an ever increasing part of production costs, conservation was a major area of emphasis. Iron Making Sinter has continued to be the favored burden for blast furnaces overseas. As hot metal production declined and excess sintering capacity developed, many of the overseas operators that have been using pellets found it advantageous on hot metal production cost to increase the ratio of sinter at the expense of pellets. This was the case despite the depressed price level of pellets in the world market. In North America where pellets have been the predominant burden material-mainly because it is necessary to pelletize the fine grain iron ores available domestically-there was also increased interest in sinter usage. Bethlehem Steel Corporation's 13.6-m (44.5-ft) furnace at Sparrows Point experimented with a burden with more than 70% of sinter during the second half of the year and indicated some favorable results as compared to its previous 50% super flux sinter and 50% acid pellet burden. The blast furnace operators continued to press for improved burden quality. In addition to the emphasis on the importance of burden chemistry and quality, uniformity, much emphasis was placed on improving reducibilitiy and high temperature metallurgical qualities. These burden properties were recognized to hold further promise in reducing fuels rates. Sintering With reduced consumption caused by the cutback in hot metal production, many sinter plants sat idle while others operated at greatly reduced rates. The deemphasis on production in many plants allowed them to experiment with various means to reduce operating costs. The most notable action was the introduction of low cost South American pellet feed fines into the sinter ore mix. These feed fines, which are finer than 150 µm (100 mesh) ore, were previously thought to be too fine for sintering. However, when the full production rate is not required the use of up to 40% in the ore mix was reported to be successful with the aid of burnt lime and adequate premixing and granulation of the sinter mix before sintering. The emphasis on quality and tighter cost control also has resulted in a further breakthrough in sintering technology. It was recognized that good feed preparation-including selection of compatible ores, good blending, good pseudo-particle formation, additive size control increased bed depth, and closed control of the sintering bed heat pattern-could allow the production of high quality sinters with much lower heat input and FeO level. Bed depth of more than 600 mm (23.6 in.) was practiced in a number of operations. Total heat input of better than 1.3 GJ/t (290,300 kcal per st) has been achieved. The history of the Australian coal industry is almost as old as the history of Australia after new settlement. The first cargo of coal was exported from Newcastle to India in 1799. Although coal has been mined in Australia for almost two centuries, there are indications that the first coal was processed in 1877 in the New-castle area, nearly a half-century after the first coal processing in Europe. Processing on any significant scale began only in 1944 at the Newcastle Steel Works. In Queensland, however, coal processing did not begin until the second quarter of this century. The well-known dramatic growth of mining and processing of Australian coal since the mid-sixties has primarily been due to the expansion of the export market in Japan and other Asian and European countries. Black coal occurs in most of the major sedimentary basins in Australia. The better known deposits of commercial importance are in Sydney, Bowen, Oakland and Gailiee Basins (Figure 1). Apart from Collie Basin in Western Australia, other coal deposits of the Arckinga Basin in South Australia, the Bonaparte Basin in Northern Territory and Tasmania Basin, Tasmania, are basically unexploited. Sydney Basin of New South Wales and Bowen Basin of Queensland remain the major producers of black coal in Australia.

From comments and questions concerning the meaning of USNR, and "why is the Navy in the mining business?" I believe it is worth while to establish the background and purpose of our company. We are a stock company formed by the purchase and reorganization of a company known as the U. S. Natural Gas Corporation. In May 1969, a group of investors with Mr. Robert L. Katz as president and chief executive officer, created United States Natural Resources, Inc., to develop and purposively use our Natural Resources in four areas: 1. Mines and Minerals 2. Forest Products 3. oil and Gas 4. Recreational Lands As final proof that we are not a government organization, I simply state. "We pay taxes." The mining division was formed in October 1969, with the completion of the merger of USNR and Vibration Measurement Engineers, Inc., Of Evanston, Illinois. Throughout the industry we were known as "VME," our company supplied consulting service in the field of seismic energy control, mining consulting and. we operated drilling, blasting and, contracting organizations in several areas of the country. Since that time we have developed and acquired producing properties in Quarrying, Coal Mining and Cement Copper Production.

Ladies and Gentlemen: It is a distinct pleasure and honor to appear before you representing the railway industry as I do, but there is a much closer personal relationship. I am a graduate Mining Engineer and worked in the coal industry for 15 years prior to becoming a railroader only 4 ½ years ago. I have been a member of AIME most of my adult working life and am currently active in the Washington, D. C. Section. While having been in the railway industry only a short time, I have become involved during the recent period of innovation and development of the new railroad technique known as unit train service. I have had the privilege of helping to work out a number of unit train movements to both electric utility companies and to a major steel concern, handling coal from mines on the Southern Railway to the consuming plants. On Southern, our unit trains are all of what I shall describe as shuttle train operations whereas within the railroad industry today several types of service are characterized as unit train service and many don't offer comparable efficiencies.

The heap leach process used for recovering gold from oxide and sulfide ores is operated as a closed circuit system in which the cyanide process solutions are continuously recy­cled. In a well-designed operation there is little or no dis­charge of cyanide to the environment. Spent leached ore residues are water washed to remove most of the trace cyan­ides and precious metals remaining after completion of cyan­ide leaching. After the washing step, small amounts of cyanide, metal-cyanide complexes and nitrates remain in the residue. Most of the cyanide and nitrate residue constituents exist in the pore water of the spent ore rather than in the solid mineral fraction. More than 90% of the complexed cyanides in a freshly washed ore residue are present as free cyanide or weakly complexed metal-cyanides. Natural volatilization and decom­position rapidly remove most of these easily dissociable cyanides from the spent ore. Only the stable, strongly com­plexed metal-cyanides, such as gold, cobalt or the ferrocyan­ides and other constituents such as nitrates have a long term persistence in the spent ore residue (Towill et al). Despite washing and natural removal mechanisms, spent ore has the potential to act as a point source of com­plexed cyanides and nitrates for soil and groundwater con­tamination if inadequately contained (Huiatt et al). The groundwater contamination is caused by the leaching of the soluble cyanide compounds and nitrates from the pore water of the residue.

I propose to do three things today. First, take a broad look at the role of mining in the Latin American economy; then, review briefly the current situation in four principal metallic mineral exporting nations -- Chile, Mexico, Peru and Venezuela; and. finally, raise some, policy questions that seem to me to be important. The Role Of Latin America In World Mining First, let's consider Latin America's position in world mining markets. Latin America provides more than 5% of world output in 16 metals or ores, ranging from antimony and barite to Tungsten and Zinc. Latin America supplies a fifth or more of the world's antimony, beryl, bismuth, copper, fluorspar, silver and Tellurium.

"Researchers at the Colorado School of Mines have studied the influence of headgate side ventilation controls near the longwall start-up room on the formation of explosive gas zones (EGZs) in underground coal longwall bleeder ventilated gobs. In a project funded by the National Institute for Occupational Safety and Health (NIOSH) researchers developed a Computational Fluid Dynamics (CFD) model to study the formation of methane-air mixtures in the gob, start-up room, and bleeder entries. The relative change in size and location of EGZs are examined in response to ventilation controls in the headgate side bleeder entries near the start-up room. Modeling suggests that adjustments to the ventilation controls can be made to minimize the size of the EGZ. However the EGZ may form in or around active working areas regardless of the ventilation control settings. Research found regulators on the crosscuts into start-up room and first entry inby can force air into to crosscuts outby the start-up room causing more air to flow through the gob. INTRODUCTION Underground longwall mine ventilation systems may operate with either a bleeder ventilated gob or a progressively sealed gob. Bleeder ventilated gobs must meet the standards for safe operation of the bleeder system by examining bleeder system effectiveness. As defined in the United States Mine Safety and Health Administration (MSHA) Program Policy Letter (PPL) No. P13-V-12 (MSHA 2013), the pillared area or gob is “any area where a reduction in pillar size has occurred during retreat mining” and includes the “caved and broken material, the interstices within the caved material, and the open spaces surrounding the caved material.” The PPL further states that the intended purpose of ventilating the gob is “to protect active workings from the hazards of methane accumulations …” The requirements for operating a bleeder system as stated in The United States Code of Federal Regulations (CFR 2013) Title 30 §75.334(b) is to pass ventilation air though the gob “and to continuously dilute and move methane-air mixtures [from the gob] away from active workings and into a return air course …” where the concentration cannot exceed 2 percent methane (CFR 30 § 75.323). Further clarification of the bleeder system as described in the PPL states the following: “A bleeder system includes the area from which pillars are wholly or partially recovered, bleeder entries, bleeder connectors, and all associated ventilation control devices that control the air movement through the area. Bleeder entries are air courses designed and maintained as part of the bleeder system.”"

Biodegradation of spodumene by Asnergillus niger has been investigated. This organism oxidizes sucrose to citric and oxalic acids (in approximately 50-sot proportions) which degrade the spodumene mineral. The kinetic effects of leach variables on the dissolution of lithium were determined. The maximum theoretically attainable rate of lithium extraction was calculated for the effect of pulp density, to be V : 3.01 x 10 kg m sand the corresponding constant value, K = 12.47% pulp density. The apparent activation energy of lithium extraction vas found to be ^E = 20.3 kJ and frequency factor A = 5.66 x 10 s for S-spodumene leaching by synthetic -3 citric and oxalic acids (each in 0.05 kmol m-3 concentrations).

Linear goal programming is a multi-objective optimization technique where the constraints of a linear programming formulation of a problem are considered as additional objectives. The optimal solution is the one that comes closest to satisfying all the objectives. An interactive computer program was written to utilize this technique in solving the feed blending problem faced by power plants de- pendent on multiple sources of coal supply. This program determines the amount of coal from each supplier to utilize in the blend. Examples of the use of the program in both long and short term coal procurement planning scenarios are given.

The United States Environmental Protection Agency (EPA) is charged under the Federal Water Pollution Control Act Amendments of 1972 with establishing effluent limitations which must be achieved by point sources of discharge into the navigable water of the United States. Section 301 (b) of the Act requires the achievement by not later than July 1, 1977, of effluent limitations for point sources, other than publicly owned treatment works, which are based on the application of the best practicable control technology currently available as defined by the Administrator pursuant to Section 304(b) of the Act. Section 301(b) also requires the achievement by not later than July 1, 1983, of effluent limitations for point sources, other than publicly owned treatment works which are based on the application of the best available technology economically achievable which will result in reasonable further progress toward the national goal of eliminating the discharge of all pollutants, as determined in accordance with regulations issued by the Administrator pursuant to Section 304(b) to the Act. Section 306 of the Act requires the achievement by new sources of a Federal standard of performance providing for the control of the discharge of pollutants which reflects the greatest degree of effluent reduction which the Administrator determines to be achievable through the application of the best available demonstrated control technology, processes, operating methods, or other alternatives, including, where practicable, a standard permitting no discharge of pollutants.

The Carlin Trend is North America's premier gold producing district. It is located in northeastern Nevada's Elko and Eureka Counties along a northwest trending belt about 65 km (40 miles) long and 8 km (5 miles) wide (Thorstad, 1989; Jones, 1989). This trend is the worldwide reference site for epithermal, sedimentary rock-hosted microscopic gold deposits. At least 19 deposits have been discovered to date, varying in size from 933 kg to 1.08 kt (30,000 to 35 million contained oz) of gold (Fig. 1). Newmont Gold Co. and its parent, Newmont Mining Corp., jointly constitute the largest mineral right holders in the district. They own or control more than 1000 km'- (386 sq miles) in and around the Carlin Trend and own all or part of 16 out of the 19 mines and prospects identified to date. Since the initiation of Newmont's exploration activities in the Carlin Trend in 1961, 2.24 kt (72 million oz) of cumulative gold resources have been identified. Cumulative production from all mines since the start-up of Newmont's Carlin mine in 1965 to the end of 1989 was about 202 t (6.5 million oz) (Jones, 1989). The incentive of sustained high gold prices and innovation in processing technology resulted in a significant acceleration of gold output over the last few years. Newmont Gold alone produced more than 43.5 t (1.4 million oz) in 1989. That is equal to 22% of the cumulative 1965 to 1988 output, and an almost 200% increase over its 1986 output.

Mining corporations have spread their operations worldwide in the last few decades. The reason behind widening operations geographically can be seen as it being part of a risk diversification strategy. Given that the technical, financial and social risks are high, favorable deposits, taxation regimes and legislative frameworks create incentives for international mining operations. On the other hand, international mining activities add the risks of permitting, investing, operating and decommissioning to the corporations. These risks could emerge from defaulting, corruption, resource nationalism, social license to operate, and political and legislative uncertainties and instabilities.

There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. While our education system is failing the students it is supposed to serve, other countries are doing far better. In a

INTRODUCTION In a discussion of South American exploration, it is difficult to know how much area to cover, as there has been such intense exploration for many years in all of the South American countries. Therefore, I have decided to discuss only Argentina, Bolivia and Peru in this paper, since I am most familiar with these three countries. This familiarity has been gained during my last 12 years of nearly continual exploration and mine development. Furthermore, these three countries form a contiguous block straddling the Andes Mountain chain for 2,200 miles in length N-S. Although Chile is part of this block, I excluded that country because it has had the longest recent history in South American exploration, and it is now in a mature stage where new important mines are being placed in production every year. Exploration must progress a lot for the other three countries to attain the stature of Chile. However, major exploration successes such as Yavacocha and Pieriva in Peru, Kori Khollu in Bolivia and Bajo Alumbrera, Agua Rica and Cerro Vanguardia in Argentina certainly indicates that these countries are rapidly accelerating in exploration successes and the resulting new mine developments. Also, by concentrating on three countries, I have avoided making this paper too lengthy. This paper will cover activities of both junior and senior mining companies, both of whom are making significant contributions to exploration. The junior companies often make the initial discovery, develop it further and then bring in a major company when large capital is required. Since most exploration is for gold and copper or combinations of these, most descriptions will cover these types. However, there are significant new exploration successes for zinc and for silver-lead-zinc, and they will be covered, as well. After descriptions of the various properties, there is included a discussion of the governmental policies of Argentina, Bolivia and Peru, as to how they are affecting exploration activities and budgets. Some of these problems could have a major negative affect on the future exploration plans of many companies. I have intended to cover what I think are significant exploration developments in each country, and if a company project is omitted, there was no intention to slight anyone. INTRODUCTION A team effort by the Owner, Engineer, and Contractor can help avoid serious problems on a construction project. It can save cost and time for both Owner and Contractor, as illustrated in the following case history of the West Zone and Siouf Keblia Collector System in Alexandria, Egypt (Contract 02-AID-83/84). Under the bilateral agreement made in 1980 between the United States of America and the Arab Republic of Egypt, the United States, through the Agency of International Development (USAID), gives approximately $1 billion per year as a grant to Egypt for various development projects. The Alexandria Wastewater Management System was selected in 1981 as one such project. The Egyptian Government Agency responsible for this work is the Alexandria General Organization for Sanitary Drainage (AGOSD). A joint venture of two U.S. consulting engineering firms, CH2M HILL, Inc., and Metcalf & Eddy, Inc., called Wastewater Consultants Group, along with two local subconsultants, Engineering Consulting Group and Warith Engineering Co., were selected by AGOSD to study the sewer system and develop a plan to serve the immediate and long-range sewage disposal needs of Alexandria. Wastewater Consultants Group is currently involved in Phase I of the Master Plan. This initial step in providing Alexandria with an operating sewerage system for the current and near-term population (year 2000) consists of the design and construction management of 140 kilometers of collector and force main pipelines (including 9 miles of pipe jacking and tunneling in very soft clay), five new pumping stations, extensive rehabilitation of two treatment plants (built in the 1960s but never operated successfully), and installation of a sludge handling system. Phase I is scheduled to be completed by the end of 1991 at a total cost of around $250 million (US) plus 250 million

Today, the two major operating costs of rubber tired off-road equipment are diesel fuel and tires. Mine Management has minimal control over the ever accelerating diesel fuel costs. However, they can exercise control over abnormal tire costs. Fortunately, with available technology and cost analysis methods, experience shows us the outlook for controlling tire costs is encouraging. Most earthmoving operations using off-road, rubber tired haulage and support equipment have abnormally high total tire costs. These costs, utilizing Tire Information Management, have been reduced more than 30%; 20% can often be guaranteed. Management Apathy on the subject of tires in a complex mining operation perhaps can be understood, but management apathy applied to an abnormally high operating cost, of which tires are, begs for a solution.' Tires have been professionally neglected for many years in most mine operations. This is exemplified in the January, 1982 issue of Mining Engineering by Charlie Son in his article Reducing Earthmoving Tire Costs. He compared the efforts to improve diesel engine costs to the same efforts given to earthmover tires.

The geology of the Gulf Coast Salt domes has been extensively studied by Kupfer (1,2,3,4,5), Atwater (6,7), Balk (81, Hawkins (9), and Wharton (10). dominant geological feature of Southern Louisiana is the Gulf Coast Geosyncline. The axis of this geosyncline corresponds with the present day coastline of Texas, Louisiana, Mississippi, Alabama and Florida. This geosyncline has been continually subsiding since Cretaceous times and receiving large deltaic accumulations of sediments from Central North America. These accumulations progressively thicken toward the South. In the vicinity of the Coast, these sediments are reported to be about 40,000 feet thick. Another dominant feature of the region is the large number of salt domes scattered along the Gulf Coast (fig. 1). Typically, these domes are roughly cylindrical in shape, 1 to 5 miles in diameter, and extend to more than 20,000 feet in depth. It is hypothesized that these domes are derived from the thick Louann salt formation lying below the deltaic sediments. Due to its low specific gravity and buoyancy, the salt layer protruded upwards plastically and pierced the overlying strata. As a result of this upward flow, the adjacent strata are locally lifted upwards, creating excellent traps for petroleum accumulation.

Daw Mill Colliery, UK Coal, near Coventry in England, mines the Warwickshire Thick Seam at 800 m/2500 ft depth using longwall retreat with gateroads supported by rockbolts. Over the last eight years the mine has worked longer and wider panels with extraction heights of over 5 m. Recently the mine has experienced high deformation conditions principally from the rib sides resulting in operational issues and production delays. Investigation of rib deformation was undertaken using new inspection and measurement techniques, including systematic laser surveying, and improved rib support consumables were developed and introduced. A new rib trussing system using textile webbing has proved very successful.. A rib support management system was also developed and introduced for face retreat. This allowed rib support to be more effectively managed both for production and safety. For the current developments, new 28-mm-diameter roof and rib bolt systems have been introduced and rib bolt length has been increased to 3 m, with the aim of achieving gateroad stability over the life of the panel. Significant reductions in roof and rib deformation have been confirmed by the latest monitoring results. These ground control innovations are allowing Daw Mill?s potential to be realised. Production from 302?s face in 2008 set new UK and European records. However the support enhancement process continues and further innovations are planned.

"In December 2011, the U.S. Attorney’s Office for the Southern District of West Virginia, the U.S. Department of Justice, Alpha Natural Resources (ANR) and Alpha Appalachia Holdings entered into a nonprosecution agreement related to the explosion at the Upper Big Branch Mine (UBB) that killed 29 miners. This coal operation was owned by Performance Coal Co., an affiliate of Massey Energy Co., which was acquired by ANR in June 2011, more than a year after the UBB explosion. Pursuant to the agreement, ANR agreed to:• Establish a trust within 120 days.• Pay a total of US$48 million into the trust to be used solely to fund and administer research and development (R&D) projects to improve mine health and safety.• Administer the trust by three highly qualified individuals with academic and/or professional backgrounds in mine health and safety.In April 2012, the Alpha Foundation for the Improvement of Mine Safety and Health was created. The three directors - Michael Karmis, president; David Wegman, vice presidenttreasurer, and Keith Heasley, vice presidentsecretary - approved a plan to expend both the interest and principal of the trust, aiming at an 8-10 year research horizon. The foundation also appointed David Belden, an experienced manager of nonprofits and professional associations, as the first executive director of the foundation. The IRS approved the foundation’s tax-exempt application, as described in Section 501c(3) of the Internal Revenue Code, on Dec. 18, 2012. The board established guiding principles of the foundation, which are as follows:• Mission: to improve mine health and safety through funding R&D projects to qualified academic institutions and other not-for-profit organizations.• Vision: to enable miners in the future to be free of work related injury or disease by the implementation of the results of the projects funded by the foundation and undertaken by the best researchers from any discipline that can contribute. The foundation is now approaching its third year and regularly posts updates, including semi-annual reports, to its website (www.http.alpha-foundation.org/), which serves as the main medium for communication with the broader stakeholder community"
