CANMET/MRL has been contributing to an industry/government program to assess the quality of air in mines, and improve the working environment for Canadian miners. The ultimate aim of this program is to recommend a sampling methodology and appropriate concentration limits for both the soot (diesel particulate matter - DPM) generated by diesel equipment, and respirable combustible dust (RCD) as measured underground. The program was conceived by the Canadian Adhoc Diesel Committee, which consists of representatives from seven major Canadian mining companies, three provincial inspectorates, one union representative, two manufacturers of diesel equipment, and CANMET, a Federal Canadian research agency. This paper describes the modification and laboratory confirmation of an existing methodology for the sampling and analysis of DPM/RCD, including: sampling problems, filter selection, filter efficiency, DPM size distribution, the approximate performance of fractionating devices, and it reports the results of current ambient measurements of exposure levels in Canadian underground mines. Because of the concern about the health impact of DPM/RCD on mine workers, North American agencies are in the process of establishing limits for these aerosols. So far, the Province of British Columbia is the only jurisdiction in North America to legislate the maximum exposure level of RCD in its underground mines, i.e. 1.5 mg/m3 interim level recommended by the Adhoc Diesel Committee. It has also recommended the use of the CANMET/ADHOC RCD sampling protocol.

Although industrial size reduction methods have an energy efficiency of only about 1 percent, methods of size reduction have not changed much for many years. One reason for slow progress has been the oversimple viewpoint that a single law should exist to relate size reduction to energy input. Modern simulation methods decompose the grinding process into a grinding rate function (selection function) and a breakage function. The breakage function is difficult to measure, and it usually requires tracers if it is determined from milling experiments. Prediction of breakage functions from basic principles is one objective of this paper. In this study we focus attention not on the gross energy input to the experiment, but on the spatial distribution of stress energy within the particle. We are led to this viewpoint by experimental observations of a few previous investigators (Bergstrom2, Rumpf3, Axelson4) and our own observations. Oka and Hiramatsu recently used their calculations of stress within particles for prediction of breakage, but again they tried to correlate the size of the fragments with the total stress energy, rather than the approach we propose. We assume that the stress energy is stored in the interior of the particle as the load is increased, until the particle breaks. We assume that each element of the particle breaks into fragments of a mean size that depends on the locally-stored stress energy. The dissociation (ionisation) constant of hydrogen cyanide, pKa(HCN), has been measured by high precision glass electrode potentiometric titrations in saline solutions containing up to 5 mol/L sodium chloride. The dissociation constant of water that is necessary for the calculation of pKa(HCN) has also been measured. In saline solution, and in contrast to literature values, pKa(HCN) changes considerably at both high and low ionic strengths as a result of changes in activity coefficients. In addition an equation is presented, using literature data, that describes the variation of pKa(HCN) with temperature up to 150°C. The significance of the changes in pKa(HCN) for optimising the pH of alkaline cyanide gold recovery streams is briefly discussed.

In the beginning of the third millennium, the world mining industry has to cope with many challenges; the continuous need for mineral resource deposits and the mostly unsolved economic efforts should be accompanied with ecologic measures mankind has to take in order to avoid self-destruction. The present paper analyses the possibilities of using underground mining spaces in Romania for storing dangerous waste and suggests viable solutions. The characteristics of dangerous wastes and their disposal in suitable underground spaces are analyzed. Also, some methods for deactivating dangerous solid wastes as well as the importance of monitoring underground spaces in order to eliminate environmental impact risks are presented.

To concede that I am the most surprised - not to mention the least likely - recipient of the Daniel C. Jackling Award is a true confession I must share with you. Quite honestly, I've asked myself, "Why me?" The Jackling Award has a well-deserved reputation of being a practitioner's, a doer's, a CEO's award - not kudos for a retired school teacher! While at least five of the previous recipients have taught in universities, to my knowledge I am the first to earn the award for "alleged" academic accomplishments. It is humbling enough to keep me livable for a long time. If you glance over the roster of Jackling Award lecture topics, you will spot another anomaly: The lectures last year and this deal with the subject of education - the only two in the 37-year history of the award. The two complement one another rather well, too, C. Allen Bom of Amax addressing critical needs of public education, while I am going to look at the post-high-school years. But I want to focus on more than engineering education. The training role of industry - the principal consumer of our product-also warrants examination. As I hope to establish, there is something unique about mining engineering - education and practice - that is both strength and weakness. We need to recognize that, if we are to cope with the weaknesses in order to capitalize on the strengths. We look at five premises that relate to the uniqueness of the mining engineer and his or her preparation for a professional career.

Current coal cleaning technology uses heavy media (HM) for the recovery of coal in particles larger than 1/16 of an inch. Through the use of float sink measurements of the feed and products to commercial HM unit operations, a selection function, sometimes called Tromp curve in the coal industry, can be computed. Since the selection function is a plot f the probability of a particle appearing in the float versus the particle density, the slope of the curve will be sharper at the point where the particle has a 50% chance f appearing in the float. Thus, the separation will be better. Fine-tuning a unit operation or a circuit of unit operations requires that the selection function be accurately known. By current practice, it is difficult to obtain an accurate measure of the slope because, when the selection function is plotted versus density, the data forms an S-shaped curve which lacks data points near the 505 point of the curve. This lack of sensitivity in measuring the slope means that small recovery improvements cannot be detected; thus, only large improvements are measurable. Since most engineering improvements are small when individually considered, but large when aggregated ever many small improvements, this lack of measurement sensitivity rules out the slew march toward improved efficiency. This paper presents a method of analyzing heavy media selection functions resulting in a far more effective measure of the selective function slope. Furthermore, this improved method is applied to a number of industrial coal cleaning plants for both heavy media and heavy media cyclones. Using the work of Hudy (1968), and Deurbrouck and Hudy (1972), selection functions for individual unit operations in each plant are calculated as a function f particle size as well as density.

Introduction and Historical Background The office and mining operations of Pacific Asbestos Corporation are located near Copperopolis, California in the foothills of the Sierras about fifty miles east of Stockton. This is historic country in the heart of the old Mother Lode gold district. Mark Twain's famous story of the jumping frog, written here, is still commemorated in an annual contest in Calaveras County,' and the camp at Poker Flats, described by Bret Harte, was only a few miles from the present mine.2 Joaquin Murrieta, the famous Mexican bandit started his three year reign of terror in this vicinity,3 and Black Bart, the P08 laureate of the stagecoach robbers, held up his first stage at Funk Hill, just three miles north of the mine. His last robbery was at almost the place, on the top of the hill overlooking the Stanislaus River ferry crossing. Although this was his favorite country, and he traveled extensively through it, he was not a credit to his acclaimed profession of Mining Engineer because there is no evidence that he ever recognized the asbestos, and he was finally caught as a consequence of the robbery at the ferry.4 One of the old stagecoach roads crossed the Stanislaus River at the mine site, and the ferry landing may still be seen from the main haul road into the pit. The road itself is partly buried under the rock dumps. In spite of its location and apparently prominent exposure, the first work on the asbestos deposit was not recorded until 1904.5 Development of the present operations was started in 1959 by Jefferson Lake Asbestos Corporation, a subsidiary of Jefferson Lake Sulphur Company. Management control of the company changed hands several times and it was later reorganized under the name of Pacific Asbestos Corporation. In December, 1968, a controlling interest was acquired by H. K. Porter Company, Inc. Figure (1) shows the mill and office buildings as seen from a site near the entry road. The offices are at the left with the mill warehouse in the foreground. The conveyor at left center carrys mine concentrates up the hill from the crusher. In the background are the dry rock storage building and mill tailings piles. Since the beginning of mining operations in 1962, seven and three-quarter million tons of ore and fifteen million tons of waste have been removed from the open pit which now measures about 1400 x 1800 feet at its widest points. The lowest operating level is at an elevation of 726 feet about 325 feet below the original surface. Figure (2) shows the open pit looking toward the west end. The main haul road can be seen along the side of the pit. A shovel is operating at the bottom of the pit while a front end loader on the level above provides ore for blending. In the background are rock dumps for waste stripping. The company markets an annual production of 30-35,000 tons of chrysotile fibre in groups 4 through 7, under the Mother Lode Brand

SCHEME DESIGN London’s Heathrow Airport, as the world’s busiest international airport, is missing one vital aspect - a dedicated rail link which connects directly to the city. All this is about to change with the construction of Heathrow Express - a fast, high quality rail service between the airport and the centre of London. It was recognised in the mid 1980s that if Heathrow was to accommodate the forecast growth in passenger numbers and the resulting increase in road traffic, a dedicated airport rail service would be vital. The main access into the centre of Heathrow is via a road tunnel with a direct link to the M4 motorway. The airport has introduced a number of traffic management schemes, but these can only achieve so much benefit. Growth in air passenger traffic is predicted to continue at an average of 4% per annum well into the next century and it was clear that significant investment was needed. Heathrow Express at a cost of over £350 million will provide this when it starts its service in June 1998. The business case for the scheme is based on a rider ship of around 15% of air passenger traffic. The initial Heathrow Express service will be based on four trains per hour, up to 8 car train lengths, providing a high speed non-stop service between the airport and central London in just 16 minutes. Initially a joint venture between the British Railways Board and Heathrow Airport, by mutual consent of the two parties, Heathrow Airport recently purchased the British Railways Board share making this one of the largest private sector rail projects currently under construction in the UK. Leaving Paddington, the main rail terminus in West London, Heathrow Express trains will travel 12 miles on the newly electrified line to airport junction, north of the airport. At this point they will leave the mainline to enter a 5 mile tunnel section that runs underneath the heart of the airport. The railway companies are responsible for track work, signalling and electrification of the 12 mile main line section including a grade separated junction over the main tracks for the Great Western Railway which links London and South Wales. "This paper deals with an innovative mechanized method to bore and simultaneously line circular shafts, adopted in the Naples Metro project for the installation of 10 vertical shafts for ventilation purposes. With this method, excavation of shafts is carried out under a positive head of stabilizing fluid by a milling machine, temporarily set at the bottom of a permanent lining made of precast reinforced concrete segment rings. The debris is evacuated by inverse fluid circulation. The shafts in Naples are 4.5 m I.D., from 34 to 44 m deep and they are all located downtown in a highly urbanized area. They were bored and installed into volcanic soils under a hydrostatic head of up to 30 m. Displacements and groundwater level were constantly monitored to keep control of the effects on the surrounding buildings and utilities. INTRODUCTIONThe extension of Metro Line 1 in Naples (Italy) from the previous terminal of Piazza Dante to Piazza Garibaldi is also called the “low stretch”. Most of it runs along the coastline, encompassing the historical city center, the Greek-Roman Neapolis. The Metro Line crosses under densely urbanized areas for the whole way (Figure 1). It runs beneath Via Toledo, which follows the layout of the ancient Aragonese walls. The first station (Toledo) is located halfway along this street. Then, after a wide bend, the line reaches Piazza Municipio, where the second station is located. From there, the line moves along the axis of Via Depretis and Corso Umberto I, where the stations Università and Duomo are situated. The fifth station is in Piazza Garibaldi and the end of the stretch is located at the Naples Business Center. The twin single track tunnels were bored into volcanic tuff by TBM. This design choice simplified by far the construction of the tunnels and reduced to practically zero the interactions between tunnelling and surface buildings and utilities. Nevertheless, this choice entailed that the line had to be located at depths to the order of 35-45m below ground level and 30-35m below the water table. At each tunnel segment between stations, a pair of ventilation chambers were constructed (10 in total). Each ventilation chamber is connected to one TBM tunnel by a vertical shaft and a horizontal drift at the base of the shaft. The shafts, in addition to tunnel ventilation, provide a safety access/escape."

Apart from its role as an essential input to a wide array of agricultural chemicals and industrial processes, sulfur is interesting in that its supply involves competition between primary product and by-product. This general production structure is found repeatedly among markets for metals and other industrial minerals, and research results from the sulfur market potentially carry over to other markets with similar structures. The purpose of this paper is to present an analysis of the recent and prospective market for sulfur. The analysis will rely heavily on simulation using a comprehensive model of the North American sulfur market developed by the author. During 1960, the controversy over percentage depletion reached the level of debate between presidential candidates. Nixon took the position that he would not tamper with the status quo in this matter. Kennedy took the position that he was willing to take a fresh look at the issues involved. Kennedy's position appears to have been based upon two premises: (1) new sources of federal revenue may be needed; and (2) current depletion rates, even if sound in principle, may be too high and, therefore, inequitable. The latter premise constitutes the basis for the claims that depletion allowances are simply "loopholes" of tax avoidance. Very probably the controversy over percentage depletion will remain in the political limelight during most of the coming decade. It is quite possible that the current depletion rates, at least those for oil and gas, will be reduced during this period. The aim of this paper is to isolate the complex causes of this mounting opposition to percentage depletion.

Estimated costs and revenues can be used in the evaluation of post- mining land use alternatives. However, post-mining land use decisions have to be made in an environment complicated by several additional factors. These factors, including cultural, natural, and managerial issues, are not as easily quantified as costs and revenues but may be more important determinants. There- fore, some approach is needed to attach relative weight to the various factors. The concept of fuzzy sets assembled into a structured hierarchy facilitates analysis of the relative value of individual factors and their impact upon each alternative under consideration. In this paper, a method is presented which employs fuzzy set analysis to evaluate postmining land use plans on the basis of these nonquantitative factors.

North America had an Important role in the early development of sampling theories. Unfortunately many progressive ideas were soon frozen into a series of guidelines based on the philosophy that "honest sampling only requires good judgment and practical experience". Such a philosophy appeared to be good enough In the early age of the mining Industry; however, it became quickly necessary to find new approaches. During the last thirty years, Pierre Gy's sampling theory provided tremendous breakthrough in the comprehension of this new science, nevertheless went unnoticed in North America. Sampling always generates complex problems and as the philosopher and mathematician Descartes suggested: "A complex problem can often be dissociated Into a series of several simpler problems, only then you try to solve those one by one". The only way to solve sampling problems is to consider each component of the overall sampling error: components of a continuous model such as long-range quality fluctuations, periodic quality fluctuations, weighting fluctuations; components of a discrete model such as materialization errors, delimitations errors, extraction errors, fundamental errors, grouping errors, and segregation errors. PAST AND CURRENT PRACTICES Many sampling methodologies have been developed, improved, and standardized during the first half of this century. Accordingly, sampling equipment has been proposed, selected, and used by standards committees. Today, there is a tremendous variety of sampling methodologies and corresponding tools offered to anyone with limited experience in sampling and it is very easy for a chemist, metallurgist, geologist or miner to spend considerable money in equipment transgressing the most basic rules of sampling correctness. Sampling stations that never worked properly in modern plants often cause engineers to abandon them and return to a primitive form of grab sampling.

Quantitative hydrogeologic characterization of fractured rock is challenging because fracture systems are convoluted and difficult to characterize discretely. For large-scale water resource impact analyses, it may be more appropriate to use a watershed water balance approach and analyze fractured systems in terms of “bulk” hydraulic parameters over a large enough scale (hundreds of meters), so that the fractured media may be evaluated as “equivalent” porous media [1]. This is a common investigative methodology for mountain watersheds in fractured bedrock terrain because it does not rely on discrete flow paths but instead evaluates inputs to (recharge) and outputs from (discharge) the ground-water system [2,3]. This paper describes the use of this methodology to perform a practical and cost-effective hydrogeologic characterization and mining impact analysis for a proposed granite quarry in a mountain watershed. The key conclusions of the study guided the mine planning that was designed to minimize impacts to the fractured granite hydrogeologic system and preserve recharge to downgradient sedimentary aquifers.

As an alternative to a million dollar, sensor based, computer dispatching system, Cyprus Pima Mining Company has installed a home¬made analog computer. The device is used in conjunction with a standard radio-dispatching system; it is inexpensive and very simple to build and operate. It enables the dispatcher to make near opti¬mum dispatching decisions and to identify all off schedule haulage trucks. Since installation, Cyprus Pima has experienced significant increases in pit productivity.

JIM ARNOLD: Questions? Comments? Gary, were you gone when I made the comments about corporate puke? [laughter] SPEAKER: You were hiding. BRUCE CAVENDER, BHP Copper: Having worked in both places, I'd like to address the issue of the plant versus the corporate office. One thing to keep in mind is that we are all very engaged with the technical elegance of a lot of the work we do. There's some tremendous technical expertise in the plant. But remember, the guys in the corporate office are only thinking in one denomination, and that's dollars. So we'll see something like a spill, and for us it's a problem. At the end of the day, what the corporation cares about is the financial impact. So we've got to be careful to couch our solutions in dollar terms. JIM ARNOLD: Rebuttal? [laughter] DOUG HALBE: Are you going to rebut this one, Andy? ANDY CARTER, Oxidor Gold Corporation: No, I don't think so. I'm not up to it. I'd just like to address a question both to our panel and the floor. Those of us who've been in this industry any length of time have seen these same mistakes made over and over again. Wherever you go, year after year, plant after plant, you see the same problems. I guarantee you, Doug, that if we have a similar conference down the road, you're going to see the same thing. My question to the panel and to the floor is what is it about our industry that stops us from learning from our mistakes? What characteristic is it that prevents us from learning and makes us repeat the same mistakes over and over again? DOUG HALBE: That's a great question. Someone said in a meeting 10 years ago that if the people who design plants designed airplanes, the planes would be falling out of the air all the time. GARY SIMMONS, Newmont Gold Company: I've got an answer to your question as to why many plants are poorly designed. It's that the minute anybody demonstrates any sort of competence in plant design, they're promoted to a higher-paying job, and the talent pool is left with people of lesser experience. Just think about it: The people who have the experience and have demonstrated it more than once have moved up. JIM ARNOLD: I think that there's another reason, too. INTRODUCTION The support of openings in weak sandstones can be achieved by spraying on a liquid grout which will soak in and harden to form a shell. In the St. Peter sandstone of the Minneapolis-St. Paul area of Minnesota compressive strength is increased from about 0.7 MPa (100 psi) to over 7 MPa (1000 psi) to depths of 152 mm (6 in.). A shell of this strength and thickness can pro¬vide support much as shotcrete does but at lower cost. If the spray-grouted shell is inadequate for the support needed, it provides a good base for shotcrete application, which is often difficult in weak or friable sand¬stones because the fresh shotcrete peels off along with a thin layer of sandstone. The spray-grouted technique was initially developed at the Civil and Mineral Engineering Dept. of the University of Minnesota using funds provided by RANN Div. of the National Science Foundation. It was used as temporary support in a 3-m (10-ft) wide, 3700-m (12,000-ft) long storm water drain tunnel by the Minneapolis Sewer Construction Dept. Much of the field development at this construction project was carried out with the cooperation of the personnel of the city of Minneapolis. It also was used for temporary support in a 3.3-m (11-ft) wide, 1800-m (6000-ft) long storm water tunnel built in 1978-1980 for the Minnesota Dept. of Transportation in Minneapolis. In 1975, 2000 m (6500 ft) of 1.5-m (5-ft) wide utility tunnels were spray-grouted for final lining. A 50-m (150-ft) long, 1.2-m (4-ft) wide test tunnel built at the university in 1974 was sprayed for half its length and is being observed for long-term behavior which to date (1981) is good. GROUT MATERIALS The requirements for the liquid grout are more severe than those for injection grouting. Besides being able to penetrate the rock and develop sufficient strength, it must have the following properties: (1) be nontoxic, noncombustible, and have a low odor for spraying under¬ground; (2) have controllable viscosity and setting time for adjusting to the permeability of the sandstone and the required depth of penetration; and (3) must "wet" the sandstone and develop capillary "draw" to penetrate to the required depth. A sodium silicate-based grout with the proper setting agent meets these requirements in the local St. Peter sandstone which has a uniform grain size dis¬tribution curve with D,,, = 0.1 mm, permeability of about 10 to 20 darcys, a porosity of about 25%, and less than 5% of silt size or smaller. It is 97 to 99% pure SiO2. The grout mix consists of Philadelphia Quartz Co. Type N sodium silicate and Celtite 55 Terraset Spray Grade (SG) distributed by Celtite Inc., Cleveland, OH. A volume mix ratio of 100:9:125 for sodium silicate to setting agent to water produces a grout with two to four centipoise viscosity, and initial set at 20°C of 20 min. Setting time is temperature dependent, being longer at lower temperatures, but can be adjusted by varying the setting agent concentration a few percentage points. APPLICATION The application is simple. Spray the grout on the surface until the desired penetration is achieved. Penetration rates of about 5 mm (0.2 in.) per min. are realized in the St. Peter sandstone for up to 152 mm (6 in.) of penetration (30 min. of spraying). The set time must be longer than the spraying time. The spray nozzle should be moved back and forth at a rate that minimizes runoff due to surface buildup. Both a single large hand-propelled nozzle and multiple small machine propelled nozzles have been used successfully. The pumping and mixing equipment used consisted of: (1) a hand-held, hand-pumped, 11-L (3-gal) gar¬den sprayer for test patches (mix by shaking); (2) 76-L (20 gal) batch mixing in barrels with small electric pumps for spraying and mixing; (3) two component pumps consisting of Hypro Model 5300 piston pumps (Hypro Pump Co., St. Paul, MN) on a common shaft driven by an electric motor. The sodium silicate is premixed with a portion of the water and the setting agent is mixed with the rest of the water. The two components are combined and mixed just before the nozzle; and (4) a proportioner metering the setting agent just before the nozzle with the water and sodium silicate premixed and pumped from the surface. The proportioner permits the bulk of the grout to be pumped through a single pipe or hose with only the setting agent stored underground. This is efficient and low in cost. COST The grout mix costs about $0.20/L ($0.75 per gal) in 1978 dollars. Filling all the voids 100 mm (4 in.) deep (25% initial porosity) would have a materials cost of about $5.40/m2 ($0.50 per sq ft). The labor cost of application is usually less than the material cost for normal tunnel jobs. A pump and proportioner cost less than $1000. This system represents the latest thinking in slurry pipeline design and is one of the main contributors to the viability of the SAMARCO Project. This paper presents the background, description and latest information on the system's operation. Special attention is given to the handling limitations of the slurry and to the unique hardware requirements.

In the past, health concerns in coal mines have primarily centered on those elements which have been essentially inherent to the mining environment. These would include respirable coal mine dust, respirable crystalline silica, excessive noise levels, and diesel exhaust particulates. Commercially-available chemical products are prevalent on mine property. These potentially toxic materials are chemical formulations that can degrease, clean, and lubricate metal parts, separate coal from rock in float/sink operations, and aid in roof consolidation, among other uses. As the general public has become more aware of the hazards of chemical exposures, miners have likewise become more concerned about working with an ever-expanding variety of chemical products on the job. Often, product or chemical specific hazard communication training is inadequate or ineffective, and miners do not know exactly what the ingredients are in the products they handle, or the health hazards involved with their use or misuse. Currently, the Mine Safety and Health Administration (MSHA), by law, enforces 1972 Threshold Limit Values (TLV). MSHA is making preparations to adopt new personal exposure limits for enforcement. The values given throughout the article are 1994 TLV's and are not enforcement standards, but are used for discussion purposes. They reflect the current scientific thinking regarding personal exposure to these chemical agents. An overview of these products is presented, and the potential health hazards associated with their use are discussed. Controls needed to prevent overexposures, such as proper handling procedures and personal protective equipment, are covered. Methods used to collect and identify contaminants are presented.
