Why discuss techniques of accident prod lot on? Would it not be more useful to discuss means to reduce accidents? This discussion will answer these questions by suggesting ways in which effective accident prediction techniques improve the ability to foresee and prevent accidents. Accident Prediction Process The secret to accident prediction is to utilize the tendency for history to repeat itself. The same circumstances and the same human behavior that produced accidents in the past tend to produce accidents in the present and the future. The ability to predict accident occurence in the future by projecting from the past is a statistical process. In a bookmaker's jargon this means "playing the odds" or "the percentages". A horse or a sports team may be beaten on any given day, but by skillfully assessing the factors of past performance and assigning odds, many clever bettors make money in the long run.

Many of us are privileged in that we have witnessed the transition from mining methods used in the first quarter of the twentieth' century to those practiced today. In the late Twenties, for example, many mines still used hand mucking methods. In the middle Thirties, more than one large metallurgical limestone quarry still used the 4 cubic yard railway steam shovel formerly in use at the Panama Canal. Mules could occasionally still be found underground, where they provided the-main-source of motive power. Within the last decade, and even within the past five years or less, great improvements have been made in blast-hole drilling, ore loading, and ore hauling equipment. Industrial demand for minerals can be expressed in exponential terms as compared to that at the turn of the century. Even marine mineral resources are receiving accelerated attention. One overall result is that larger and lower grade orebodies can be exploited at a profit. This profit must be made despite, for example, a static monetary price for gold, and despite the continual cost escalation involving labor, materials, supplies, and equipment. Accordingly, the application of the necessary degree of knowledge and judgment required to meet production, cost, and profit goals is paramount.

I welcome this opportunity to give a Congressman's birdseye view of a subject which I believe holds great potential for the future in helping meet the needs of people, with minimal adverse impact on the environment. All mankind, not just the people in this great nation, faces the need for additional usable space. In some parts of the United States the problem arises from rapid urbanization of the surface and little utilization of the subsurface. Everywhere there is an increasing problem of insufficient space arising out of the increasing population crush and growing demands for open space, housing, water, transportation, communication, and social service. You are the technicians to whom we look for assistance in finding answers. We look to you also to provide guidance for broad policy decisions concerning underground space. I prepared for a career practicing law, but since 1952 I have been a member of the House of Representatives. In this latter capacity I deal with programs designed to help solve all kinds of problems. But, naturally, I am especially interested in the water scarcity and other environmental problems of my home state of Arizona and the arid and semi-arid areas in the West. This North American Rapid Excavation and Tunneling Conference has as its theme: "Tomorrow's Tunneling Technology Today." I have a very great interest in this potential of our underground space resource. The Central Arizona Project now getting underway in my state will consist in part of tunnels and underground pipelines to convey life-sustaining water from the Colorado River to people and lands across Arizona to the Phoenix and Tucson areas.

istorical records suggest that the gathering of geologic information in China began more than 2,000 years ago. Modern-day geological work in the nation started in the early part of this century but it progressed rather slowly. Before the founding of the People's Republic of China (PRC), there were only 800 people engaged in geological work and only 200 trained geologists among them. According to Minerals and Mining in China, many accomplishments were achieved within China's mining industry during the period of years between 1949, the founding of modern China, and 1997. These include: ? The number of types of minerals with verified reserves increased from 18 (pre-Liberation) to 162 (today). ? Mineral deposit localities grew from 5,123 (pre-Liberation) to nearly 200,000 (today). Of these 200,000 localities, more than three-quarters have verified mineral reserves. ? Minerals extraction and processing contribute to 31 % of the total industrial output value of China (today). ? Regional geological maps at a scale of 1:1,000,000 covering the entire country have been completed, while regional geological and hydrogeological maps at a scale of 1:200,000 covering two-thirds of the country have also been finished (today). ? Before 1949, China was regarded as an oil-poor country. Since the 1950s, China has developed an extensive petrochemical industry. It is largely government-owned except for a limited number of joint ventures. The central government maintains active control over China's most productive fields, including the Daqing field in the Songliao Basin of northeastern China and the Shengli and Liaohe fields in the Bohai Basin of northeastern China. ? Employment in the minerals industry engaged in geological exploration increased from 800 (pre-Liberation) to 1 million (early this decade). The new report provides an overview of the current political and economic situation in China and discusses how this affects the minerals industry. China is in transition between a socialist planned economy and a market economy. This makes it difficult for non-Chinese to keep track of developments. Minerals and Mining in China is divided into 14 chapters that contain detailed statistics, including data on the geographical location and extent of known mineral reserves, production rates, local technical personnel, imports and exports. The report reveals which companies are already active in the area by profiling 50 major investment projects in China's metals and minerals industry. According to its author, China possesses one of the world's largest mining industries, ranking among the leading producers of several metallic and nonmetallic resources. The Chinese mining industry is extraordinarily complex. It has evolved into an overwhelmingly large bureaucracy that was, until the 1980s, shrouded from and misunderstood by the international community. To date, more than 160 types of minerals have been discovered in China. But a significant portion of the minerals and energy base remains largely unidentified and evaluated. And despite China's large reserves of mineral resources, with a population of more than 1.2 billion people, the country ranks among the lowest in the world in terms of proven reserves per capita. In metallurgical applications, coal fulfills dual roles as a chemical feed stock and as a fuel source. These applications range from cokemaking, ironrnaking (including pulverized coal injection), foundry, basic oxygen furnace / electric arc furnace coal additions, direct ironrnaking, Corex, and the futuristic direct steelmaking. In all steelmaking related processes, chemical reactions are simultaneously temperature and chemical dependent. Therefore, coals used in these processes must consistently comply with specific quality parameters in order to promote efficient operations. This paper limits discussion of Metallurgical Coal Quality to cokemaking and ironmaking applications. Its purpose is to present the customer's perspective on the control of critical coal and coke properties.

The economics of geologic exploration have changed materially in the past decade primarily due to the change in three basic factors, namely, increased wages and salaries, increased cost of materials, and a greater complexity in methods of exploration. Following the general economic pattern over the past ten years, exploration costs, have, in general, increased, although there is one heartening exception. A comparative picture is complicated because of advances in techniques which ensue from the introduction of new methods and devices largely for aerial exploratory work, Some of these methods were either in their infancy or unknown before World War II. Geological exploration may well be considered as a form of applied research. True, it has peculiarities from this standpoint some advantageous, others disadvantageous, Some of the advantages lie in the fact that exploration success does not involve the production of a new product which necessitates advertising expense and marketing problems. In normal times there is a well established market for the fruits of a successful mineral find. The outstanding disadvantage of exploration lies in the enigma of deciding when to quit if the sought fop prize is elusive. In the search for buried treasure, man?s curiosity is apt to color his judgment. Even the so-called detached scientist may fall 'all too readily into the wishful thinking of the old- time prospector who is lured on by the thought that the next pull from the drill hole, or the next round from the face will reveal a bonanza. It involves mature judgment and experience to ascertain the stage in exploration when further work is not justified.

Deep well disposal is a much used and abused term which is the panacea for wastewater disposal in some minds and creates near hysteria in others. It can be the answer to a difficult waste disposal problem, or if improperly employed, can create more problems than it solves. My purpose in this presentation is to focus on the value and limitations of deep well disposal as expressed by New York State's experience and policies. To he sure, I feel a place for such practices docs exist if adequate safeguards are utilized. I shall give a broad brush approach to New York's legislative, geologic and operational concerns and speak briefly on some case histories. I shall not delve deeply into the technological details since I am not an expert in mining exploration or well drilling.

Our earthly treasures are being quickly depleted. We have experienced what can happen in an energy crisis. You have read and heard all kinds of stories as to what caused this crisis. On the surface it would seem that all of a sudden a situation becomes a crisis whether it be fuel, potatoes, beef or whatever. Well, of course, they don't just happen. There is always a little fore-warning here, an indicator there. Someone recognizes a sign of potential trouble but is ridiculed when he forecasts it. We are running out of sand: Producers of aggregates who can say today ... "That couldn't happen to me", can well be awakened tomorrow to the cold fact of reality. It could come from any number of directions. Depletion is mostly foreseeable but zoning isn't. Legislation can also be sudden death to availibility. With the ever growing population moving into the rural countryside, available deposits are being sold either to developers or being zoned for restricted use. The fact that a gravel pit or quarry is located on a particular plot has not fazed some of the local planning boards when they decided to place the adjoining property in a residential Zone A. Proponents of zoning preach that such use is necessary to insure that the land will be put to its best use. Planning boards establish the best places for schools, homes, shopping areas, factories, etc., so that the individuals or groups are in harmony with each other. This is usually done to date without thought or consideration to the geological importance or potential of the area. Today over half of the United States is living under some form of land use restriction. Little consideration has been given to what lies under the ground to be zoned. Fortunately, the states are slowly getting around to geological surveying. I feel that it is about time that state and federal authorities institute governmental restrictions to prohibit or control local zoning ordinances which would deplete or deny an area of its natural resources. While I could continue for the balance of my time just on this facet of our industry's problems, my point is: How sure are you of your next load of sand? I could be well laughed at by some of you for saying that there is an alarmingly rapid disappearance of "nearby" sand and gravel reserves in many areas of the country. A questionable statement, except to those producers where depletion has already taken place.

Methods of utilizing flocculants as settling and filter aids for mineral processing slurries are reviewed. Broad chemical classifications and techniques for proper dilution, multiple addition, and combination treatments are discussed. A variety of custom built and commercially available systems for make up and delivery of flocculants to the application points are in use through- out the mining industry. Those concepts which, in the author's opinion, are particularly important to the successful make up and use of flocculants are presented in relationship to the available make up and feed systems. Actual industrial applications are included in the presentation.

Mill design and project execution are very demanding and interactive processes requiring the dedication and cooperation of many parties. The development philosophy which lead to the successful completion of Ranchers Exploration and Development Corporation's Escalante silver mill is reviewed. The project spanned 25 months from initial feasibility studies to start-up with the major construction effort requiring only 4 months. Mill performance for the second and third months after start-up, as well as fiscal 1983, is compared against the design parameters. Capital and operating costs are also discussed.

Hydrophobic particles with diameters between 1 and 3 mm are poorly recovered by conventional flotation techniques. A novel reverse flotation technique is described whereby coarse particles with surfaces rendered highly hydrophobic, repel the bubble films in a froth and thus drop through the froth under gravity, to be recovered as a sink product. Conversely, gangue or hydrophilic particles are supported by the bubble films in the froth and are therefore recovered as a floating product. Tracer tests were conducted in the cell in order to study the dynamic behaviour of solid particles in the froth. The effects of hydrophobicity, density, particle size and particle shape were investigated experimentally. The higher the hydrophobicity of the particles, the lower the recovery of particles as a floating product, while the recovery of particles as a sink product increases with an increase in particle density. Furthermore, a decrease in particle size results in an increase recovery of hydrophobic particles as a floating product. When treating particles of the same mass-to-surface-area ratio in the froth, flat particles would be recovered as a floating product in preference to cubic, disc-shaped, cylindrical and spherical particles, in that order.

Wet bituminous coal fines from active and abandoned slurry impoundments are currently being examined as a recoverable feedstock for the production of coal water slurry fuel (CWSF). Preliminary analysis indicates that these coal fines can be converted into low solids, low viscosity CWSF with acceptable stability without the use of viscosity modifiers (dispersants) or stabilizers. Efforts are now underway to determine if the impounded coal fines can be economically cleaned by froth flotation to an ash level of < 12 wt. % and a total sulfur content of 1.2 wt. %.

(XP) enclosures to enclose electrical ignition sources to prevent propagation of an internal methane-air explosion to a surrounding explosive atmosphere. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a lithium-ion battery thermal runaway test within a modified MSHA-approved XP enclosure to assess thermal runaway containment. Thermal runaway produced jet flames emanating from the cover joint at several locations and distorted the cover joint and bottom plate of the enclosure beyond allowable limits. The test demonstrates that XP enclosures may not provide adequate explosion protection against lithium-ion battery thermal runaway. This paper suggests some approaches to mitigate the hazard.

"INTRODUCTION AND OBJECTIVES The operational safety of long and very long rail tunnels represents a key issue in all development stages, including design, construction, commissioning and operation. The spectrum of potential threats is very broad and challenging. These issues can only be mastered by means of a proper combination of a number of safety measures at various levels. This paper focuses on the specific safety issues and the extremely challenging conditions characterizing very long and deep tunnels. They include a significantly increased risk during operation that the incident train cannot exit the tunnel by its own means, long self-rescue and rescue distances, the presence of a number of trains, possibly mixed traffic as well as significant thermal issues. Amberg Engineering is strongly involved in the design and construction of most long and very long rail tunnels in Europe, including in particular the Gotthard Base Tunnel (GBT), Lyon-Turin Base Tunnel (LTF) and the Brenner Base Tunnel (BBT). The combined experience arising from these tunnels forms an invaluable body of expertise, which is summarized in this paper. The focus is on shared issues with practical relevant examples and project-specific solutions. Special attention will be devoted to the 57 km long Gotthard Base Tunnel, which will be operational by mid-2016 and will be the longest infrastructure tunnel worldwide. VERY LONG TUNNELS IN EUROPE Overview From the point of view of safety, tunnels in excess of about 20 km exhibit a significantly increased risk that incident trains could stop within the tunnel. This is related to the European Technical Specifications for Interoperability (TSI) on rolling stock, to be discussed in the chapter on rescue stations. This paper will specifically focus on the following longest tunnels in construction or operation, listed in Table 1."

Previous mine incidents show weaknesses in mine rescue preparedness from poor training in decision making, leadership and incident command center (ICC) protocols. Computer simulations offer a larger range of training opportunities for mine rescue teams focusing on exploration and communications. The mine rescue simulator developed by the Colorado School of Mines and Rite Solutions Inc. utilizes four computers for the instructor and team, with the instructor monitoring the team?s progress. As the team explores, it relays information back to the Fresh Air Base, which then reports to the ICC. This forces a three-step communication procedure, enhancing the team?s overall communication skills and developing ICC protocols. The simulator is decision-based, demanding team decisions be made quickly. Upon completion, teams commented positively. Generally, participants said that the simulator is useful for learning how to communicate and make decisions during mine rescue emergencies. This mine rescue simulator improves team training, providing effective communications practice with an easy setup and no production interruption.

The United States is faced with increasing demands for electricity, coupled with continuing demands for crude oil and gas. Superimposed on these&apos; national requirements are our national requirements for clean air and elimination of thermal pollution of our rivers. From the coal viewpoint, this situation is complicated still more by the rapid advances in nuclear power. In this paper, I hope to show a way to use our Western coals as a solution to this involved national problem by producing: 1. High quality crude 2. Low cost power 3. Economic byproducts We could expect these products to be made at one site in an integrated plant that would mine (extract) coal, process it, and convert it to electricity. Perhaps the most important attribute of the plant is its reduced water requirement and the elimination of air pollution from the power cycle. Quite logically, such a plant would probably recover valuable byproducts, such as pipeline gas, sulphur, cement, aluminum, and the like. Although the plant projected in this paper is a conceptual one, it is based on work now underway by Government and industry. Prediction of the future is a most hazardous occupation, but plants such as the one projected are based on current knowledge and can be expected to reach commercial operation in the near term future.
