High horizontal stress has been identified as a critical factor affecting roof stability in underground mines, particularly when the immediate roof consists of weak or laminated rock. Numerical models were employed to better understand the influence of caprock thickness, cutting sequences, and the orientation of driving direction relative to maximum horizontal stress on roof stability in underground stone mines. These models were calibrated based on field observations of roof falls from the study mine. The findings of this study enhance our understanding of roof stability under high horizontal stress and contribute to reducing the risk of roof falls in underground stone mines.

Engineers today face a tremendous challenge. Growing population and rising standards of living all over the world are creating unprecedented and accelerating demands on and for all kinds of technology. At the same time, the public is becoming more and more conscious of--and concerned with--the impact of technology on human welfare. The growing controversy over the Supersonic Transport is a case in point, It is clear that the modern engineer must expect to spend a growing share of his time considering this dilemma and evaluating the tools that are available to him, not only with respect to their adequacy for the job at hand but also their capability for meeting the increasingly demanding--and, in many cases, conflicting--requirements of the future. This meeting seems a particularly appropriate place to speculate about the future of mining technology. The summary of the state-of-the-art in surface mining contained in the papers scheduled for the International Conference, together with the recently published Surface Mining volume, constitute not only a major contribution to the technical literature but also form an impressive record of technologic progress. That record, and the advanced technology displayed in the exhibits, and to be discussed in the SME technical sessions demonstrate engineering achievement in which the mining community can justly take pride.

The potential production of cobalt from nickel sulfide deposits in Canada, from nickel laterite deposits in the Pacific Islands, and from the copper deposits of Zaire and Zambia will be a function of the cost of recovery of the primary nickel and copper products. This cost of production varies significantly for these deposits and is related to the differences in the cost of labor, energy, and supplies, to production technology, and to the grade and recovery of nickel, copper, and cobalt. This Bureau of Mines paper investigates these cost and technology differences as they relate to the cost competitiveness of the deposits in Canada, Zambia, Zaire, and the Pacific Islands.

The electrochemical nature of mineral-collector interactions and their relationship to flotation have been investigated to develop a better understanding of the factors controlling sulfide mineral beneficiation. Spectrophotometric and electrochemical techniques have been used to examine the reactions occurring on electrodes composed of a bed of bornite particles in the presence and absence of potassium ethylxanthate (KEtX) at a pH of 9.2. The combined techniques showed that KEtX sequentially reacts with bornite by (1) a chemisorption reaction forming ca hydrophobic species between --0.4 and -0.2 V (SCE), (2) an electrochemical oxidation reaction forming cuprous xanthate between -- 0.2 V and the xanthate/ dixanthogen redox potential, and (3) oxidation to dixanthogen when the potential exceeds the reversible value for the xanthate/dixanthogen couple. The flotation response of bornite closely parallels spectrophotometric and electrochemical evidence for adsorption of KEtX by the reactions listed above. The degree of surface oxidation resulting from the formation of iron oxides on the surface dictates the flotation response as evidenced by the fact that oxidized bornite floats at more anodic potentials than unoxidized bornite. The strong correlations between the flotation response, degree of oxidation, and potential indicate that chemisorbed xanthate produces a hydrophobic layer sufficient to float unoxidized bornite, but cuprous xanthate and dixanthogen arc required to float oxidized bornite.

Effective October 1, 1958, President Eisenhower imposed, by Presidential Order, fixed import quotas on lead metal and lead concentrates and also on zinc metal and zinc concentrates. He did this in response to an escape clause case under the Trade Agreements Act filed by many of the large and small lead and zinc mining companies in September 1957. It is the purpose of this paper to give the experience of the lead-zinc industry under this order during its first two years and some observations on what might have come about under different conditions of U.S.A. consumption. Before considering these various experiences and observations, it seems wise to first outline briefly the basic problem which prompted such an order. Under the Tariff Act of 1930, the duty on pig lead was fixed at 2-l/8¢ per pound and slab zinc at 1-3/4e; per pound. The ores, concentrates and closely related products of these metals carried closely related duty rates. The Trade Agreements Act of 1934 and succeeding similar acts had given the, President the power to lower these and other duties. As a result-of various negotiations with foreign nations, by 1951 these duties had been lowered to their present day rates of 1-1/16 per pound on' pig lead and 7/10o, per pound on slab zinc. Related ores, concentrates and semi-fabricated forms of the metals received commensurate treatment. Under these acts, the Tariff Commission has the right to recommend to the President duty increases, specific quotas or both if find that imports have injured the affected industry. On the basis of favorable salt characteristics, primarily compressive strength and impermeability, solution-mined cavities can provide structurally stable isolation chambers for waste. Solution mining techniques are established for storage of hydrocarbons. The proposition of waste isolation in engineered salt cavities is similar to this practice relative to characterization, certification and safeguards. What materials are isolated and how operations are conducted are principle differences. Compatibility of wastes with other wastes must be considered, but hazards can be precluded by avoiding certain mixtures. Waste material characteristics and cavity considerations are discussed.

The ultimate objectives and interest in removal of sulfur from high sulfur coal include: (a) reduction of the atmospheric load that con- tributes to the problem of acid precipitation; (b) reduction of ash which contributes to decreased energy transfer in boilers and the problem of ash disposal; and (c) alleviating the social and economic dislocations related to uneven geographical distribution of sulfur in coal reserves. The cost of sulfur removal in relation to the value of refined coal will govern the development of an emerging coal-refining industry. The value of refined lower sulfur coal will be influenced by the national commitment to the environment as well as economic considerations.

The US Bureau of Mines investigated the selective electrowinning of Ag and Au from cyanide solutions contaminated with Cu with the goal of decreasing the amount of Cu codeposited. Decreasing Cu codeposited will reduce refinery costs. Direct current was applied to the cell in pulsed and square wave voltages at 0.7 A h/150 mL of solution. Times tested for each cycle ranged from 1 to 10,000 msecs. Graphite, lead and stainless steel were evaluated as electrode materials. Square wave electrowinning at 70°C (158° F) gave the best separation of Ag and Au from Cu. Applying 2.5 V during the duty cycle, 0.0 V the rest of the period, a duty cycle of 10% to 30%, and a period of 100 msecs to 1000 msecs gave the following results: Ag concentrations decreased from 34 µg/mL to 0.1 µg/mL. Au concentrations decreased from 54 µg/mL to 0.2 µg/mL and Cu concentrations remained almost constant at 560 µg/mL.

Major gaps in understanding hydro- thermal systems remain after a century of studying fossil ore deposits and active geothermal areas. The periodically rejuvenated concept of "stacking" ore deposit types has never been verified by a continuous sample. Basal and marginal regions of both “fossil" and "active" hydrothermal systems normally lie beyond the limits of economic exploration, remaining inadequately exposed. Incomplete scientific under- standing of he vertical transitions clearly limits the efficacy of exploration programs for hydrothermal ores of all types. The Continental Scientific Drilling Committee's (CSDC) Panel on Mineral Resources has defined dedicated research objectives and add-on experiments to industry or government drill holes of opportunity.

"Underground mine diesel equipment generally offers more flexibility as compared to electric powered systems. Diesel exhaust is an adverse agent which affects the health of underground miners. The National Institute of Occupational Safety and Health (NIOSH) regard diesel exhaust as carcinogenic. The NIOSH 5040 method is an established technique for measuring Diesel Particulate Matter (DPM). This process inherently involve a lag time before an accurate exposure determination can be made during which miners are potentially overexposed to DPM. This issue can be addressed by using realtime DPM monitors. This paper presents underground mine shift average based and realtime monitored DPM values monitored in US mines. A FLIR Airtec instrument has been used for realtime measurement whereas shift average based DPM has been determined by the use of NIOSH 5040 method. A log of diesel equipment movement was kept. DPM concentrations versus time were plotted and analyzed. High DPM sources were identified and the FLIR Airtec was demonstrated to be satisfactory for realtime DPM measurements. INTRODUCTION The use of diesel equipment in mines is an attractive option due to its ability to convert a large fraction of available energy into useable work. Diesel engines are rugged, dependable and fuel efficient. It is very common for diesel engines in heavy duty trucks to have a life of 1,600,000 km [Anon, 1999]. Generally in underground mines compared to electric powered equipment, diesel equipment provides more maneuverability. It can be assumed that the underground mining industry will maintain its reliance on diesel powered equipment keeping in mind the recent developments in other energy alternatives [Anon, 2001a]. A harmful aspect to the use of diesel as a fuel is its resultant emission as an adverse environmental exposure agent. Generally diesel particles are approximately one order of magnitude smaller than respirable dust aerosols in underground mines (typically less than one micron in size) [Kittelson, 1998]. Force of gravity has less effect on DPM due to its small particle size. The phenomenon of less gravitational attraction increases the settling and residence time of DPM in the mine atmosphere. High residence time of DPM as compared to other mechanically generated particles increases the chances of diesel particles deposition in the human respiratory tract. The small sized diesel aerosols penetrate deeply into regions of the human lung [Morawska. et al. 2005], which increase the health risks associated with long term exposure to diesel aerosols. Published studies documented the adverse health effects of DPM exposure [Walsh M.P., 1999]. Continuous and long term DPM exposure can result in respiratory disease, lung cancer, reduced lung capacity, and heart disease. NIOSH has declared that the reductions in DPM exposure would reduce cancer risks. In underground mines DPM determination is a challenging task and it is becoming a matter of serious concern due to the harmful health effects associated with the exposure of DPM. The current study involves the determination of realtime and shift averaged based DPM in underground mines of United States of America (USA). Realtime DPM was measured using FLIR Airtec monitors and shift averaged based measurement was performed by the MSHA approved NIOSH 5040 method. FLIR Airtec uses laser scattering approach to measures the Elemental Carbon (EC) component of the DPM. The results from the FLIR Airtec were compared with the results of NIOSH 5040 method and its performance was found satisfactory."

Anionic conditioning of phosphate ores prior to fatty acid flotation is a very critical step that determines the eventual selectivity, recovery and hence the economics of the process. However the chemical mechanisms operating during this conditioning step are not established. Several studies have been conducted in the past to determine the mode of interaction of collectors with the phosphate fractions however these have been done on a laboratory scale using pure phosphate minerals. In order to test the relevance of the observed effects to plant practice in this work a comprehensive survey of plant practice was first conducted and then adsorption on flotation feed and francolite were studied under simulated plant conditions. Effects of conditioning energy and water chemistry as well as solids loading and fuel oil were determined. Most importantly, different adsorption mechanisms were found to be dominant under laboratory and plant conditions. In plant water, there was some physisorption of oleic acid on phosphate flotation feed and francolite in addition to chemisorption. However, in distilled water under laboratory conditions only chemisorption was detected. Fuel oil reduced the residual oleic acid in solution after adsorption, which explains the beneficial role of extender in phosphate flotation. The dissolved species in solution arising from the flotation feed or plant processing water are shown to clearly play a major role in determining the adsorption of oleic acid on the substrates. The study also specifically demonstrates the importance of conducting research tests under plant mixing conditions and plant water chemistry for the results to be useful commercially.

Numerical modelling has been extensively used to estimate plastic displacement in faults and rock mass surrounding mine excavations. Particularly, for fault slip seismicity, modelled plastic displacement is usually utilized to estimate seismic potential, however these methods assume that all the displacement caused during an specific simulated excavation step, is released as a single event at each step. This representation corresponds to a conservative estimation since rock mass displacement does not occur as one single event but as an exponential distribution of many small displacements and a few large ones. When displacement is expressed as seismic magnitude, this exponential distribution is addressed as the Gutenberg Richter (GR) relationship. This paper present a method to decompose the results from numerical models into a distribution of seismic events The reconstruction of the GR relationship from modelling displacement permits not only a more realistic approximation of the expected maximum magnitudes but also provides a tool to develop a probabilistic estimation of the maximum possible magnitudes.

A technique was devised by the Bureau of Nines to recover coarse (plus 1.7 m) North Carolina phosphate now discarded as waste. Concentration utilizes the difference in particle sphericity between the relatively flat calcite and the rounded phosphate pebbles. Sizing, treatment in a continuous hydraulic classification system, and grinding upgraded a 17.0-pct-P205 reject to 24.5 pct P205 with a phosphate recovery of 63 pct.

The Montana Operations of the Anaconda Company constitute an integrated, though geographically separated, non-ferrous metal production complex. The mines are located at Butte and consist of one large open-pit mine, two small underground mines, a precipitation plant for both underground and pit-dump leach water, and the Weed Copper Concentrator. The smelter, located at Anaconda, Montana 25 miles to the west, processes all Butte copper shipments as well as copper materials from both Anaconda and private mines. Copper and zinc are refined at Great Falls, Montana, 165 miles to the north. Other facilities developed over the years include the Anaconda Forest Products Division, the Butte, Anaconda, and Little. Chicago Water Companies, and the Montana Hardware Company. Data processing for these operations has been performed on an IBM 360 Series, Model 30 computer, utilizing a Disc Operating System. This was replaced in September 1970 with a 360 Series, Model 40 128K unit. In addition, some data processing is also done for Anaconda Company operations located at Britannia Beach, British Columbia; Columbia Falls, Montana; Yerington, Nevada; and Twin Buttes and Tuscon, Arizona. The material under discussion in this paper will be concerned primarily with the mining operations at Butte.

5.1 INTRODUCTION There are several types of surface ground disturbances, each of which is immediately transmitted to surface structures and causes damage of various forms, depending on the location of the structures in the subsidence basin. Many criteria have also been proposed for defining the potential structural damage. All of these topics will be discussed in this chapter. 5.2 TYPES OF GROUND DAMAGES There are two types of ground damage, continuous and dis¬continuous, that could inflict damages to surface structures. Dis¬continuous ground damage is open fractures of various degrees. Four types of fractures are commonly seen (Brauner, 1973b): 1. Fissures or cracks. Cracks are the most common form of ground damage and range from completely closed to several feet wide. Surface cracks are most prominent when the ratio of mining depth to mining height is smaller than 30 to 50 times mining height. Cracks initiate parallel to, but ahead of the moving long¬wall face at some intervals when the depth-to-mining height ratio is less than 25 to 30. As the face continues to move, they open up and then close gradually, and in most cases eventually close up completely when the face moves farther away. Sometimes when the depth-to-mining height ratio is larger, cracks may initiate be¬hind the face and go through the same cycle. Cracks are also more likely to occur in the hill when the face is moving in the uphill direction. Cracks also occur at or near both sides of the panel edges. Those cracks tend to remain open permanently. When the surface is covered with grass or other vegetation, cracks of less than 1 to 2 in. wide usually do not penetrate it and become invisible on the surface. 2. Steps. A step may occur when the longwall face stops abruptly if the mining depth-to-mining height ratio is less than 20. Steps may also occur along the panel edges. Steps also range from a few inches to a few feet in width and depth. If planes of weakness are oriented favorably, ground will slide along these planes and form steps on the surface. 3. Cave-in pits. These result from local collapse of the ground from the mine level to the surface when the mining depth is less than 150 ft and occur mostly above abandoned mined lands. They may be as large as 40 ft wide and deep. 4. Bumps (compression ridges). Bumps result from ground compression and occur mostly near panel center some time after mining. Bumps of up to 4 ft, but mostly 1 to 2 ft, have been identified. Continuous ground damage refers to the formation of the sub¬sidence basin where continuous nondestructive ground deforma¬tions occur. As mentioned earlier, continuous ground deforma¬tions associated with a subsidence basin include subsidence, slope, curvature, displacement, horizontal strain, twisting, and shearing. 5.3 TYPES OF SURFACE STRUCTURAL DAMAGES Both continuous and discontinuous ground disturbance cause damage to surface structures. A. Structural Damages Due to Discontinuous Ground Disturbance 1. Fissures or cracks. Open cracks can cause dislocation of surface structure if the gaps are sufficiently large so that the struc¬tural elements cannot resist but fail. On the other hand, minor cracks affect only the appearance, and not the structural integrity. 2. Steps. When a surface structure is located on a step, some portions of the structure lose support and become overhung. In the case of a residential house, there will likely be many open frac¬tures in the overhung portions, followed in severe cases by sepa¬ration of the superstructure at the edge of the step. 3. Cave-in pits. If the caved-in pit is larger than the surface structure, the structure will drop into the pit and become unstable. If the caved-in pit is smaller than the surface structure, the struc¬ture may either become overhung or lose support in some portions. In either case, it is unsafe for use. 4. Bumps (compression ridges). Bumps will disrupt roadways or house floor. If located under supporting members of the struc¬tures, it may cause damages. B. Structural Damage Due to Continuous Ground Disturbances 1. Subsidence. Pure subsidence or uniform subsidence over an area does not cause any structural damage. However, if it becomes a topographical low area, it may be flooded with water and make the surface structures unusable. It must be noted that the flat bottom area at the center of the final supercritical subsidence basin does not reach that position suddenly. Rather, as shown in Fig. 3.1, it is subjected to the dynamic surface deformation asso¬ciated with the traveling subsidence basin before it is left behind to be part of the flat-bottom area. Therefore any structure located at the center of the final supercritical subsidence basin must be able to resist the dynamic surface deformation in order not to be dam¬aged. 2. Slope. Ground slope will induce tilting of the structure. Tall structures with small base areas, such as water towers, chimneys, and power transmission towers are most sensitive to ground slope. If the ground slope is such that if after tilting the center of the gravity of the tilted structure falls outside the base area, it will topple, but this seldom occurs. Ground slope will change the designed slope of a buried trans¬portation pipeline, either increasing or decreasing the original slope depending on whether the ground slope coincides with or opposes the original slope. There are maximum allowable final slopes for various types of transporting materials. Ground slope also affects highways and railways. There is a maximum allowable final slope for a railway because tractive effort increases 1/1000 of its weight for every increase of 1/1000 in grade. 3. Curvature. There are positive (convex) and negative (con¬cave) curvatures. When a surface structure is located on a positive curvature, both ends become unsupported, followed by bending upward at the midportion. The top portion is subjected to more severe stretching than the lower one. A modelling study has been carried out on the flotation of the Moinho (Portugal) polymetallic sulphide ore, based on pilot plant data. It shows that successfully modelling the flotation of such an ore needs to take into account not only the influence of particle size, but also that of the mineral liberation of the ore. The benefits deriving from the research have been twofold in that the study has: 1. Improved the understanding of (a) the response of the ore to froth flotation and (b) the influence of regrinding the zinc middlings; and 2. Provided models for the optimization of the industrial flotation circuits when the plant starts up in 1991.

While I do not pretend to be an expert in either geological or geotechnical engineering, I am infinitely familiar with the provisions of the Surface Mining Control and Reclamation Act of 1977 (P.L. 95-87) and the Federal regulations that have been promulgated pursuant to that Act. The Office of Surface Mining Reclamation and Enforcement (OSM) was created by P.L. 95-87 within the responsibility for implementing the provisions of the Act and "to ensure that society and the environment are protected from the adverse effects of surface and sub-surface coal mining operations."
