In general a term "unconventional mining or "non-traditional mining technology" getting more and more familiar to the mining engineering media. There are several alternating terminological combinations such as "in situ mining", "borehole mining", "shaftless mining", "mineless mining", "geotechnology" etc.; specific terms denote particular method of unconventional mining technology: "underground coal gasification in situ", "underground coal combustion in situ", "borehole hydraulic coal mining" and others. Principal scheme of unconventional coal mining technology is shown in Figure I:

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. Potassic alteration domains of greenstone belt lode gold deposits are characterized by systematic partitioning between different groups of incompatible elements, such that Al, Ga, Th, U, Ti and V are decoupled from K, Rb, Ba, Cs and Tl. The former group of elements have concentrations and interelement ratios in alteration domains which reflect host rock control, implying approximately isochemical behaviour. In contrast, K, Rb, and Ba are strongly coenriched, and linearly correlated over th4ee orders of magnitude in abundance, where K/Rb = 260, and K/Ba = 40: K/Cs (-10 ) and K/T1 (-2x10 ) are also correlated, though more weakly. Lithium abundances, and Rb/Sr ratios are erratic in altered rocks. These interelement trends, collectively, are present in deposits variously hosted by ultramafic, mafic, or felsic volcanic rocks, and sediments or granitoids.

As coal reserves at shallow depths continue to be exhausted, a number of US coal companies are developing seams previously considered too deep to mine economically. Because of increased cover load, mines operating in deeper seams face unique ground control problems. In addition, the volume of methane gas in coal beds increases with depth, and ventilation requirements are much more stringent for deep mines than for shallower mines. When the longwall mining method is wed at great depths, ventilation, ground control, and operational considerations all influence the design of longwall panels. This paper examines these influences, particularly ventilation and operational considerations, on the feasibility of two-, three-, and four-entry longwall development panels in Jim Walter Resources' four deep mines.

The Ok Tedi gold/copper deposit of almost 800 million tonnes was found in I968 because at that time technology had just developed sufficiently to enable exploration of such an area, world markets and prices for copper encouraged exploration for large deposits of low grade ore, Papua New Guinea law encouraged exploration by groups with men, money, management and expertise necessary for successful prosecution of such a search and such groups were already operating in the country.

Geochemical characteristics, shapes and surface textures of manganese nodules from two blocks located in the southern (9°N~11°N) (KR5) and northern parts (16°N~17°N) (KR2) of the Clarion-Clipperton fracture zone between 130°W and 133°W were investigated in terms of sediment distribution and metal contents for better understanding of controlling factors of seabed manganese nodule genesis. Two blocks, ~700 km away, are dominated by the nodules with different origins, each of which has distinctive chemical compositions and shapes. KR2 block is dominated by irregular and poly-type nodules of hydrogenetic origin with low Mn/Fe, Cu, and Ni contents and high Fe and Co contents, while KR5 block is dominated by discoidal and ellipsoidal nodules of diagenetic origin with high Mn/Fe, Cu, and Ni contents and low Fe and Co contents. In addition, nodules from two blocks show different surface textures: smooth and transitional in KR2 and dimorphic and rough in KR5. Sediment distribution is also distinctly different in two blocks. The study area consists of three sediment types: Unit 1 ? dark brown mud with an intermediate metal content, Unit 2 - yellowish brown mud with poor metal content, and Unit 3 ? black metalliferous mud. KR2 is characterized by the thick occurrences (<250 cm) of Unit 1 at the surface while Unit 1 distributes thin (<12 cm) in KR5. Higher primary production rate in the southern block proximal to equator and resulting high supply rate of metals to the sediment might be the cause for the dominance of diagenetic nodules in the southern block, but potential controls of different sediment distribution on the nodule genesis can not be excluded. If it is the case, Unit 1 with an intermediate metal content likely has been acting as a sink for metals by precipitating micro-nodules within the sediment column. Within the KR5, the hydrogenetic nodules occur preferentially on the seabed where Unit 3 distributes at shallower depth (<50 cm). Unit 3 has 2 or 3 times higher metal contents than other types of sediments. It might play the same role as Unit 1 in the northern block that prevents the supply of metals to the sediment surface. Humic acids adsorb on coal and depress coal floatability in the acidic pH range. In alkaline solutions, their effect is not pronounced. In the neutral pH range, a second small addition of kerosene plus MIBC leads to a significant increase in coal yield and better selectivity. Humic acids present on oxidized coal surface were found to be responsible for the inhibited floatability of the? coal. As expected, the flotation of such oxidized coal also strongly depends on the method of pH adjustment.

Geochemical kinetic models have only become available in recent years and their utilisation in the prediction of effluent chemistry from sulfidic waste rock piles is even more recent. The models used to date, however, have incorporated some questionable assumptions. This paper shows how geochemical, mineralogical and physical field data have been coupled to remove some ill-founded assumptions in the construction of a geochemical kinetic model. Further, the paper discusses a comparison between the observed effluent chemistry from a waste rock dump at the Rum Jungle copper/uranium mine in northern Australia with model predictions. In general, there is good agreement between the two, although an anomalous result is discussed.

Cortez Gold Mine (C.G.M.) is located in Lander County, Nevada, approximately 80 miles southwest of Elko, Nevada. It is accessed via Nevada State Highway 306 south from Interstate 80. This operation is a joint venture between Placer Dome U. S. Inc. (60% operator) and Kennecott Corporation (40%). The claims which supply oxide and refractory ore feed to the Cortez milling facility are located in both Lander and Eureka Counties. These include the Cortez and Horse Canyon deposits all operated by C.G.M. Joint Venture. Other deposits outside the C.G.M. claim area include; Fire Creek, Buckhorn, Gold Bar and Tonkin Springs. These deposits all occur along the Battle Mountain/Eureka Trend.

P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper&apos;s conclusion, that such a system, as outlined in Saperstein&apos;s paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein&apos;s, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein&apos;s paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments&apos; interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

The degree of economic, progress of a nation is measured by its possession and use of energy, sources. The future of coal in the West hinges on its ability to participate and grow in the energy market. A source of energy is, in the long run, only as good as the ability of the industry to develop its reserves economically. The economic development of the tremendous coal reserves, literally hundreds of billions of tons of coal in the States of Colorado, Utah, Wyoming, Montana, New Mexico, and Arizona, poses a very real question in the light of the known mining technology of our day. Basically in America today, coal is mined from the earth either by the strip mine or underground mine method; in the West, the large long-term, contracts now in force with utilities are mostly from coal mines utilizing the strip mine method. However, the preponderance of the known coal reserves of the West are located deep underground and will have to be mined by the various; underground mining processes. The problems encountered in the West with regard to underground mining vary from state to state but, on the whole, do not present what might be considered a miner&apos;s bonanza. I do not mean to&apos; infer that the underground coal of the West is unmineable, but I do want to emphasize that the tremendous reserve figures do not present a true picture in the light of present day technology.

Let&apos;s review the economic factors in mill design. Talking about engineering economics in mill design reminds me of an old&apos; saying "There are several ways to handle women but nobody knows what they are." I&apos;m sure that the same economic factors do not apply to each of our mill designs, but for the sake of emphasis, it is well to review a few of them. They are so simple that we are apt to feel they are not important. Other speakers today are talking about the engineering factors of mill design, but I&apos;m asking the question "Have we checked the economic factors involved in these designs? Have we checked the obvious? Many great discoveries have resulted from analysis of the things that appeared to be obvious all the time. What are some of these economic factors? Perhaps the most basic one is simply the value of minerals in place if minerals have value in the ground, they have value only because many important and different considerations add up to the probability that the minerals can be mined, beneficiated and disposed of profitably. The size formation and quality of the ore body, the distance from market, and the transportation available to the market area, depreciation rates, taxes, and the ownership interests involved are but some of the factors that must dovetail into the answer of profit, an answer prerequisite to hoped-for financing.

Of the people on the panel here, everyone has done everything in placer mining, but we have tried to sectionalize it with each one of us taking a particular portion. Any one of us could probably answer any question. I am very pleased to see some well experienced people in the audience. To start the discussion, Joe, can you give us a brief comparison of pit and drill sampling? J. Wojcik They both have their place. If you expect your deposit is something that is going to have widespread fairly uniform grades, then the pits may be the way to go. If you are going to have something you have to trace for several miles down the river valley, you can&apos;t do it with pits and do a proper sampling job. C. McLain Joe, the end result of all of this is to go ahead and mine it if it is a deposit. Do you try to relate your drilling results to something in mining itself against the recovery, because the drilling in different types of ground will give you different kinds of recoveries, and mining in the end is what you are going to do? Do you try to relate this to your mining method?

Although I will briefly review the current status of coal slurry pipeline technology, I wish to make it clear that this is not a technical paper. It is intended instead to review the current situation on energy resources and requirements, and the environmental, political and economic considerations that mandate a serious consideration of Slurry pipelines as a viable mode of coal transportation into the Georgia and Florida markets. In order to more fully appreciate our current energy situation, it will be helpful to go back a few years and review the evolution of our so-called energy "problem." It was about two decades ago that the first and only major natural gas transmission pipeline was built into the State of Florida by Florida Gas Company. This line was conceived and implemented during a time when gas was plentiful and cheap, and it appeared at that time that unlimited gas reserves were continually being discovered, thus assuring the availability of a clean, cheap fuel and the ,viability of the pipeline system. One of the major factors justifying the original pipeline construction as well as subsequent expansions was a series of long-term commitments under which Florida Gas transported natural gas owned by electric utilities for use as boiler fuel. Thus for the past 20 years Florida industry, commerce, and domestic fuel requirements have been met either directly or indirectly through clean, cheap natural gas which would not have been otherwise available without the pipeline system.

HISTORY The history of mining in the Outokumpu Co. shows continuous development of small and medium-sized mines, coupled with a permanent improvement in min¬ing methods and mechanization. Tables 1 and 2 provide a brief outline of the major events over the years of operation. Some of the mines have had relatively short lives as in the case of Nivala, Korsnas, Kylmäkoski, the surface pits of the Kotalahti, Vuonos, and Hammaslahti mines, and some very small pits. The sequence in which the mines started opera¬tions is shown in Table 1 and production increases in Table 2. GEOLOGICAL FRAMEWORK Most of the ore deposits in Finland (see Fig. 1) are situated in middle Precambrian (1500 to 2300 m.y.) formations corresponding to the Baltic shield. The ores and country rocks are generally firm, with a minimum compressive strength of 60 MPa (8700 psi). The sulfide ores, of importance to the national econ¬omy, can be divided into copper-nickel deposits, asso¬ciated with basic and ultrabasic rocks (1900 m.y.), and the sulfide ores found in well-preserved Svecokarelidic crystalline schists (1800 to 2300 m.y.) which contain varying amounts of copper, zinc, cobalt, nickel, and lead. Over 90% of the sulfide ore mined to date in Fin¬land and existing in the known ore reserves belongs to deposits situated in the main sulfide ore belt. This belt extends diagonally across the country over a breadth of Table 1. The main sulfide ore belt includes the Outokumpu copper-zinc, the Kotalahti nickel-copper, the Pyhäsalmi copper-zinc, and the Vihanti zinc ore zones. The Outokumpu ore district occurs in a mica schist area about 60 x 100 km, in association with belts of metamorphic Svecokarelidic quartzites, black schists, dolomites, skarn rocks, and serpentinites. The main ore minerals are chalcopyrite, pyrrhotite, pyrite, and sphalerite. In addition there are nickel and cobalt minerals such as cubanite and cobalt-pentlandite, which have been of economic importance. In this area, Outokumpu Oy exploits the deposits at Keretti and Vuonos. The latter was discovered as an extension of the Keretti ore field about 6 km to the northeast. The Kotalahti geological formation extends across nearly 400 km. The host rock of these mostly pipelike deposits is generally serpentinite, pyroxenite, or norite. The main ore minerals are pyrrhotite, pentlandite, and chalcopyrite. In this zone, the deposits of Kotalahti, Hitura, and Virtasalmi are at present under exploitation by Outokumpu Oy. The Vihanti geological formation is located in west¬ern Finland and is about 40 km wide and some 200 km long. The rock associations are crystalline schists including dolomites, mica schists, mica gneisses, gray¬wacke, and acidic or basic volcanic rocks, which change generally, in connection with the mineralization, into skarn and cordierite-anthophyllite rocks. The host rocks are dolomite, skarn, graywacke, and quartzitic rock and the principal minerals are sphalerite, chalcopyrite, galena, pyrite, and pyrrhotite. The accessory minerals are mainly cubanite, arsenopyrite, molybdenite, and native gold and silver. The two largest ore bodies being exploited at pres¬ent by Outokumpu Oy are the Vihanti mine, which pro¬duces zinc, lead, and copper, and Pyhäsalmi, which con¬tains copper and zinc. This paper presents the latest developments in the flotation model being developed collaboratively between the Julius Kruttschnitt Mineral Research Centre in Brisbane, Australia, and the Mineral Processing Research Unit of the University of Cape Town in South Africa as part of the Australian Minerals Industries Research Association (AMIRA) P9 Project. It includes: - characterisation of flotation cells using the bubble surface area flux, Sb; - relationship of Sb to the overall flotation rate constant; - determination of the froth recovery factor; - evaluation of ore floatability; - modelling of entrainment - development of the Floatability Characterisation Test Rig (FCTR); - use of the model in design and optimization of flotation plants; and - current and future work.

A method for the removal of nickel and vanadium contaminants from spent HDS catalysts involves pretreating the catalyst with H2S followed by the extraction of the metals with an acidic solution of ferric ion. The ferric ion solution alone removes significant amounts of active ingredients cobalt and molybdenum; however, after pretreating the catalyst with H2S, the extraction becomes more selective for the removal of Ni and V.

Though sedimentary rocks comprise only about five percent of the volume of the continental crust, they cover about 80% of its surface, serve as important reservoirs for fluids, contain reserves of non-metallic minerals, and have in general been extensively drilled. However, most drilling has been shallow in comparison to the thickness of the crust and such deep drilling as has taken place is very strongly localized in sedimentary basins. This may be seen by reference to Figures 1 and 2 which show the location of wells that drilled deeper than 15,000&apos; [=] 4.6 km. (Figure 1) and those that drilled below 20,000&apos; [=] 6.15 km. (Figure 2). It is apparent that, even in regions of sedimentary cover, direct exploration below six kilometers has been very restricted. In the case of the metamorphic and igneous rocks which make up 95% of the volume of the crust, direct exploration has been much less extensive in terms of both area and depth. The present state of our knowledge of the crust below a&apos; thin surface layer stands in marked contrast to our growing present need for raw materials and the needs of future generations. It also stands in contrast to our need for enhanced, scientific knowledge of the deeper crust, its configuration, its present state, its hydrothermal systems,-its evolution, and its materials. Lessons learned in exploring the third dimension of the sea floor, the vigorous prosecution of seismic profiling, the development of testable models for hydrothermal systems and mineral deposits, the need for better understanding of heat flow, state of stress, earthquake mechanisms, and a host of other phenomena all suggest that it is time to launch a national program for scientific exploration of the crust which uses drilling to test important hypotheses developed on the basis of indirect evidence.

A quality assurance program consists of all those activities aimed at providing confidence to the purchaser that the suppliers quality system will provide a product that will satisfy the purchaser&apos;s stated quality requirement. An organizing principle is necessary for prioritizing the quality control activities of quality personnel in the face of a myriad of technical possibilities, data-analytic applications, and an overwhelming number of possible activities promoted in the literature and by quality "gurus". The organizing principle I like is that quality assurance exists when those involved in the quality process: (1) know what they are supposed to do, (2) can tell if they are doing it and are set up to continue doing it and, (3) if they are not, they can remedy the situation in a timely fashion. Any incremental activity which facilitates this organizing principle is a continuous improvement activity. That activity which has the chance to facilitate this principle to the greatest extent is the next one to work on. In these days of lean corporate and regional staffs it is as important to know what not to work on as it is to know what to work on. In this paper I shall discuss in general terms the implications of this organizing principle for the design of Quality Assurance (QA) Programs for coal mines and also provide some comments about the application of Statistical Process Control (SPC) methodologies in the coal industry.
