By an order of the Executive Council of the Provincial Government dated January 18, 1979, a Royal Commission was established under the Public Inquiries Act to: 1) Examine the adequacy of existing Federal and Provincial requirements for the protection of the health and safety of workers associated with exploration, mining and milling of uranium in B.C. and for the protection of the environment and of the public. 2) Receive public input on these matters. 3) Make recommendations for setting and maintaining standards for worker and public safety and for the protection of the environment as a result of the exploration for the mining and milling of uranium ores. At that time,and at the present time in British Columbia, no uranium mines were, or are, in operation. Exploration at a number of sites was under way and one deposit, the Blizzard deposit, with estimated reserves of 1.92 million tonnes containing approximately 4.74 million kilograms of U308 was at an advanced stage of exploration. With our Terms of Reference, and because of the diverse geology of the western Cordillera which could potentially host a broad variety of uranium, deposit types, the Commission was faced with the task of considering environmental and health protection necessary for the potential development of [any] kind of uranium mineralogy situated in [any] of the environments found in British Columbia. Over the past 17 months since that time, much has transpired, culminating in the February 27, 1980 Provincial Government announcement of a seven year moratorium on exploration, mining and processing of uranium coupled with the termination of our Inquiry before completion of the hearings. The Government sebsequently modified its decision to terminate the Commission completely, deciding instead to stop the hearing but allow time for the Commission to gather in the work that had been initiated

Cyprus Miami Mining Corp. has a history of overcoming adversity through innovation and adaptation to changing conditions. Requirements to remain profitable in the 1990s include a combination of advanced technology, employee involvement and training, attention to customer satisfaction, environmental awareness and quality management. The Miami property is located in the Globe-Miami area of Arizona, 130 km (80 miles) east of Phoenix and 160 km (100 miles) north of Tucson. The complex is located in a high desert environ¬ment at an elevation of 1065 m (3500 ft). The region receives about 480 mm (19 in.) of precipitation annually. History Mineralization at the Miami property was first discovered in the 1880s, which led to underground mining of copper by the 1890s. In 1911, the Inspiration Consolidated Copper Co. was formed by combining the Inspiration and Live Oak Mines. Full-scale production began in 1915. Block caving methods were used at both mines. Open-pit mining commenced in 1948. Underground mining had ceased by 1954, and all production was obtained from surface operations. Innovation has been the key to Miami's success. Development of sulfide flotation and the ferric cure process for vat leaching were advanced at Miami. In situ leaching of oxide material, remaining after block caving had removed the sulfide ore, was also used.

Introduction The cost of grinding may be divided into a fixed equipment cost portion and an operating cost portion. The fixed equipment cost is the amount of money required to purchase the grinding mill itself. This amount may be kept separate from the installation cost which, often, is taken as a percentage of the fixed equipment cost. A good average is 43%; therefore a $100,000 ball mill would cost approxi¬mately $143,000 installed. Operating costs are variable and paid per unit time for power, liner replacement, grinding charge replenishment, labor, and mainte¬nance including major parts replacement. Such costs depend on the geographical location and will vary with the cost of labor. Operating costs are difficult to estimate. Most mining companies consider such information proprietary. This section provides a means to obtain an estimate of the equip¬ment cost of a grinding mill with a rated accuracy of±l0%. Compara¬ble methods to determine operating costs are not available. Such costs are presented in table form with suggestions for updating them. Esti¬mating the cost of liners and steel replacement is possible as described in a later section. Capital Costs of Grinding Mills Grinding mill costs have been related,124 by means of equations and corresponding graphs, to the nominal horsepower requirements of mills. All graphs are based on a Marshall and Stevens cost index for Mining and Milling of 300, where a cost index is a ratio used to estimate current prices of equipment from obsolete prices. Where (Cost Index Now) Cost Now = (Cost Then) (Cost Index Then) (I) For example, the cost of an autogenous mill that requires a 3000¬hp motor is estimated as $500,000 (Fig. 95). This was the estimated price when the M&S (Marshall and Stevens, Mining and Milling) cost index had a value of 300. If the index is currently at 400, then the estimated current price of the autogenous mill is: Cost Now = ($500,000) (400) (300) = $667,000 Most professional journals will publish current values of cost indices at least once a month. In subsequent pages, each graph of grinding mill cost vs. mill horsepower has an associated graph of capacity vs. horsepower along with a table that relates mill size to horsepower. The associated graph and the table must be used with caution, since both apply to an average ore under average conditions. Example calculations showing how graphs should be used are shown in the following. It should be stressed that the cost data incorporated herein ex¬cludes the cost of pumps, motors, lines, and classifiers, unless other¬wise stated. Costs are not direct quotes; they are the averages of quotes supplied by manufacturers and analyzed by means of regression analysis. Example 1. Operators of underground coal mine shuttle cars are exposed to numerous hazards including noise, dust and musculoskeletal trauma. The repetitive nature of shuttle car operation leads to fatigue-related incidents and soft tissue injuries. The poor visibility conditions, and dust and noise increase the occupational hazards to the operator, as well to other miners. To reduce the risks for all miners, towards providing a safer working environment for all workers, the introduction of autonomous shuttle cars is essential. This paper introduces a project to demonstrate the feasibility of incorporating autonomous shuttle cars in the underground coal mining cycle. The autonomous shuttle car will be able to localize itself, to map its surroundings and to navigate in an underground GPS-denied environment. It will also navigate efficiently by fusing different on-board sensor modalities, autonomously planning the optimum path and traversing around the mine while avoiding collisions with humans and other static and dynamic obstacles. This will be achieved by exploring and testing different state-of-the-art techniques and off-the-shelf components, and integrating them into existing equipment, i.e., retrofitting an actual shuttle car. Moreover, a modified mining system will be demonstrated which will incorporate the autonomous shuttle car, capable of making real-time decisions, into the mining cycle. The system will regulate the interactions between the autonomous machinery and the human dynamic, with emphasis given to the safety of the workers, and enable the real-time, remote supervision of the mining process. The focus will be on coal mines, where the room and pillar mining method is used. INTRODUCTION The growing demand for mineral supplies combined with the steady decline in the available surface reserves has driven the mining industry to mine deeper underground deposits. These deposits are difficult to access, and the environment may be hazardous to mine personnel (e.g., increased heat, difficult ventilation conditions, etc.). Moreover, current mining methods expose the miners to numerous occupational hazards such as working in the proximity of heavy mining equipment, possible roof falls, as well as noise and dust. In recent decades, the utilization of autonomous machines has evolved in the mining industry to provide increased health and safety to mine personnel and reduce their exposure to adverse conditions. Automation aims to remove the workers from the hazardous conditions which may be present in an active mining area and place them to a more comfortable and safer environment at a distance from the active mining face. Examples of incorporation of autonomous machinery in the mining industry include the fleet of more than 100 autonomous mine trucks that are employed at the Rio Tinto’s iron ore mines in Western Australia for material haulage. There are also semi-autonomous, teleoperated LHD machines employed at several mines around the world (e.g., Sweden, USA, China). However, the operation of the autonomous machinery in these cases is either partial (semi-autonomous, teleoperated vehicles) and of small-scale or occurs at surface mines where GPS significantly facilitates the autonomous navigation of them.

The southeastern region of the United States has long been a major market area for coarse and medium particle size natural ground calcium carbonate fillers. The primary market for calcium carbonate in the southeast traditionally has been as fillers in building materials such as carpeting, joint cement and roof shingles. In these applications the economic value of the calcium carbonate in the final product is weighted more toward lessening the cost of the final product, as opposed to contributing any desirable physical characteristics. For example, in carpet backing applications the calcium carbonate filler does little more from a physical standpoint than add weight and body to the backing adhesive. The important factor in the use of calcium carbonate in carpet backing is that it can be used at high loading levels to replace the more expensive latex binder, thus lessening the cost of the final product. It is estimated that calcium carbonate producers in the southeast sell in excess of 200,000 tons (181,436,000 kg) annually for use in latex compounds for carpet backing applications.

INTRODUCTION In February 1981, the Canadian Institute for Radiation Safety (CAIRS) initiated a routine Personal Alpha Dosimetry service for personnel of the Canadian uranium mining industry. This service is based on the use of the [Personal Alpha Dosimeter] developed by the French Atomic Energy Commission (CEA). The origins of personal alpha dosimetry and its rational are briefly described. Technical and organizational aspects of a routine personal alpha dosimetry service are outlined in this paper. HISTORICAL BACKGROUND International recommendations (1) and Canadian regulations have established Maximum Permissible Exposures (MPE) for each source of radiation exposure. Uranium workers in mines and mills are exposed to external radiation ( [y] rays) and to internal radiations ( [B] and [a] particles) which are delivered to the respiratory track by airborne alpha emitters (Rn and Th daughters and Long Lived Dust). To date, dosimetry for uranium workers has been performed by area monitoring/collective dosimetry. In North America the concentration of radon daughters is routinely measured by grab samples taken at the work place and by on-site gross alpha counting. The concentration of potential alpha energy is then calculated (usually by Kusnetz method) and expressed in Working Levels (WL). The time spent by each worker at a given work place is determined from his time sheets and used to calculate the individual monthly exposures to airborne alpha emitters, which is then expressed in Working Level Months (WLM). The uncertainties attached to such a procedure are obvious even in the case of frequent grab samplings and can be expected to lead to an underestimation of individual doses. Among fifteen possible sources identified in a mine situation, (2) four may stretch the standard deviation of the measurements' distribution, nine may lead to an underestimation and two may lead to either an underestimation or to an overestimation. To improve this situation, in 1971 the Atomic Energy Commission began studying the use of personal alpha dosimeters to determine individual exposures from the airborne alpha emitters encountered in the uranium industry environments. Criteria for a Personal Alpha Dosimeter In order to minimize the difficulties encountered in determining exposures received by uranium workers, the CEA in co-operation with the Atomic Energy Control Board of Canada (AECB), has developed a set of criteria for personal alpha dosimeters. Exposures may be determined easily and accurately using this criteria. Autonomy The dosimeter must operate for at least 10 to 12 hours. Excess time spent in the mine or in the facility may possibly be related to an accidental situation causing unusual levels of radioactivity. Since the dosimeter may be needed in non-underground settings where a cap lamp is not used, full autonomy is desirable. Maintenance, Periodicity of Reading In order to complement other dosimetry systems, the personal alpha dosimeter should be read monthly when the filter should also be changed. Routine air flow checks can be made according to local conditions (e.g. diesel loading). Radioisotopes Identification Since the exposure unit (WLM) is based on the concentration of potential alpha energy in the air, the personal alpha dosimeter should be capable of identifying each short lived alpha emitter included in the calculation of the WI, and WLM. Permanent Exposure Record Three points may be considered here: 1. In many countries, lung cancer in uranium workers is a compensable occupational disease. In some instances, compensation is awarded when it can be proven that the worker has received an exposure above a certain limit. The present uncertainty of the individual exposure makes the compensation procedure difficult. 2. By design, a personal alpha dosimeter must representatively sample all airborne particles, ranging in size from the unattached fraction to the upper limit of respirable aerosols (0.001 to 5 µm). The dosimeter must offer minimal resistance to the penetration of these aerosols. While the mining/ milling environment presents harsh conditions which may accidentally contaminate the dosimeter, it is important to be able to distinguish these cases of contamination and still obtain accurate readings. 3. A dependable dose register is most valuable for further epidimiological studies. The dependability of such a data base increases with the possibility of a second assessment of the dosimeters' reading (filter, film).

Gold milling activities generate waste streams containing dissolved metals and cyanide, among other contaminants, that require some form of treatment prior to discharging to the environment. To date, this treatment has involved the destruction of cyanide through natural degradation, chemical oxidation, or a combination of both followed by the precipitation of metal hydroxides. Although these processes have been proven to be capable of achieving. regulatory levels for metals and cyanide, they often generate significant levels of cyanate and, at times, ammonia, that may be toxic to rainbow trout and thus undesirable for regulatory compliance. Tallon Metal Technologies Inc. (Tallon) has developed Vitrokele™, a chelating resin that has the ability to capture metals (including gold), both total and weak acid dissociable cyanide, as well as thiocyanate from both slurries and solutions. The loaded resin is eluted and returned to the recovery circuit while metals and cyanide are recovered from the eluent stream. This process was demonstrated at pilot scale at B.P. Resources' Hope Brook Gold Mine in Newfoundland, and more recently at Canamax's Bell Creek Mine near Timmins, Ontario. The results from these pilot programs showed metal and cyanide recoveries of 99% or more with the concentration of cyanide and metals in the effluent reduced to levels with minimal or no toxicity to rainbow trout. Furthermore, neither cyanate nor ammonia were generated from the process. The loaded resin was effectively stripped and re-introduced to the recovery circuit; cyanide was captured in the eluent stream and made available for recycling to the mill leaching circuit; and metals were captured for re-use, sale or disposal. This paper summarizes the results obtained from the pilot tests at the Bell Creek and Hope Brook Gold mine sites.

IBC Advanced Technologies, Inc. has developed ligands, ?amed SuperLig®, which have specific applications in the gold mdustry. These ligands use molecular recognition technology (MRT). One ligand has been developed to selectively recover gold and silver from tailings solutions and from pregnant Merrill-Crowe solutions. Another ligand removes free cyanide, _ th10cyanate, other cyanide species, as well as copper and other base metal cyanide complexes from leached gold-ore solutions. The development of these "species selective'' SuperLig® prod­ucts allows for the more efficient operation of gold recovery processes and opens up the possibility of the economic devel­opment of high-copper gold ores. The resulting gold eluate is a high grade and a high purity stream which will simplify the need for further refming. Engineered systems based on MRT consist of a few unit operations utilizing standard equipment and mate­rials of construction. The process is simple to operate, thereby lending itself to automated modular design, which is both eco­nomic to manufacture and to operate. Test results for the gold and cyanide-copper systems are presented in order to demonstrate the high selectivity and effi­ciency of MRT technology in recovering these species from solution. . IBC Advanced Technologies, Inc. (IBC) and Fluor Daniel, Inc. formed a strategic alliance in late 1994. The goal of the alliance is to combine IBC's scientific expertise in the MRT field with Fluor Daniel's engineering capabilities in the metal­lurgical industry. "Most engineers are bright, hard-working, reliable, and prefer to avoid conflict. An engineering curriculum tends to self-select these characteristics. By most standards, you would expect workers exhibiting these traits to require minimal supervision. But is this true? Is this how most current engineering managers lead? Looking at some current theories on leadership combined with personal anecdotes, this presentation will look at some common misconceptions about leading engineers. INTRODUCTION Engineers are different. There, I said it. From cartoons to movies to television shows and more, there is a reason stereotypes of engineers resonate. Yes, you can find a lot individual variation among specific engineers that you may know, but they do not detract from some of the overarching commonalities that engineers are known for. CLASH OF CULTURES What distinguishes a professional? Raelin (1985), in his book Clash of Cultures, describes professionals as having superior intellectual training, maintaining their own standards of excellence, and being supported by associations that maintain the quality of the profession. Engineers obviously fit all three of these ideas: an engineering degree is still regarded as one of the most difficult to attain; we maintain our own standards both through peer-review and in academia through ABET accreditation; and through professional associations like SME to promote the discipline and foster technical growth. Six characteristics representing professional status are described by Raelin (1985, p. 9): Expertise—prolonged specialized training in a body of abstract knowledge. Autonomy—the freedom to choose the means to solving a problem. Commitment—Primary interest is in pursuing the practice of one’s own chosen specialty. Identification—identifying with the profession and with fellow professionals, both through formal associations and through peers external to the organization. Ethics—providing service without concern for oneself or without becoming emotionally involved with the client. Standards—committed to help in policing the conduct of fellow professionals. Engineers are smart—in the vast majority of cases they are hired specifically for their expertise. At a typical mine the ventilation engineer knows more about mine ventilation than anyone else on site; the same is true for the rock mechanics engineer, the explosives engineer, the planning engineer who uses sophisticated computer software—each is the expert for their particular area at the mine, that is why they have that responsibility. This can present a dilemma for the manager for each (sometimes all) of these engineers. The manager needs to keep everyone on task and focused on the objectives of the organization. Because they have reached their position by following the norms and expectations of the organization, managers tend to have a certain amount of loyalty to that organization. Engineers, on the other hand, tend to have mixed loyalties, having as much loyalty and affinity for their profession as they do for the particular company they happen to be working for at any given time. This dynamic can often lead to power struggles between the managers, based on their positional authority in the organization, and the engineers, based on their specialized knowledge (Camm, 2013)."

The reaction kinetics of sulfuric acid leaching of brass foundry flue dusts were studied. As received flue dusts were separated into two size fractions, a coarse fraction (median size 103.5 microns) and a fine fraction (median size 3.4 microns). Experiments were performed on both fractions al-though most results are reported for the coarse fraction. Leaching experiments were conducted in a stirred reactor to determine those factors which govern the kinetic response of the sys-tem. The kinetics were followed by determining the increase in the concentration of dissolved copper with time. The effects of temperature, concentration and oxygen partial pressure on the rate of copper dissolution were examined. In addition, reaction residues were examined by SEM, EDAX and X-ray analysis. An activation energy of 4.8 kcal/mole (20.08 kJ/mole) was calculated. The rate was found to be significantly dependent on oxygen partial pressure and acid concentration. The order of the reaction with respect to oxygen partial pressure and hydrogen ion concentration was approximately 1.50 and 0.37, respectively. Beneficiation of-low-grade nonmetalliferous mineral deposits by electronic color sorting is currently undergoing a period of rapid development. For those deposits in which the specific gravity, strength, soundness, electric and magnetic properties of the ore and gangue are similar the possibility of separation by color, reflectivity, or fluorescence offers hope for utilization of much poorer quality ore than previously thought possible. For those ores in which consistency of color is required or for which a dry process is preferred, the electronic color sorter is particularly adaptable. Electronic color sorters were first designed to process agricultural products and were small low-capacity units. However, the recent introduction of larger machines designed to process 6-in, diameter ore at a rate of 30 to 50 tph (Anonymous, 1966a), has brought color sorting into the capacity range required by many mineral producers.

The Toquepala concentrator expansion project incremented the capacity of the existing concentrator by 15,000 Metric tons per day (t/d), from 45,000 to 60,000 t/d. The plant is located in southern Peru,1,200 km southeast of Lima. The implementation plan for the expansion project was based upon an engineering and procurement contract, and a construction contract. The overall Project Management was by Southern Peru Copper Corporation (SPCC). The expansion followed a very aggressive schedule that considered a construction period of only ten months, with minimum interference to the existing facilities. Major equipment was purchased during basic engineering. This paper details the design, construction, and commissioning of the 6.4 m diameter by 10.2 m long ball mill, and the performance of the milling circuit during the first two months of operation.

Over 80% of roof falls in Illinois coal mines occur at intersections. Regular intersection geometries with sharp corners have been typically analyzed in literature. This study has analyzed stress distribution around typical field 4-way intersection geometry and compared it with similar data for regular four-way intersection geometry. These analyses were performed using 3-D numerical analyses for a typical lithology associated with No 6 coal seam in southern Illinois. Linear elastic and non-linear analyses, using Hoek-Brown failure criteria for different lithological units, were performed. The 3-D models incorporated bedding planes and pre-mining horizontal stresses. Effect of diagonal widths of the intersection and pre-mining horizontal stresses were examined due to their influence on stability. In addition to stress distribution, contours of safety factors, and displacement analyses were performed to assess stability of intersections.

"The paper presents a brief overview of the long mining history and the more recent political development in the Slovak and Czech Republics as well as in Norway and Sweden. Mining used to be very important sources of economic wealth in the four countries, but in today’s economy does exploitation of non-energy minerals usually account for less than one per cent of the GNP. The paper will discuss and compare the mining legislation, land use planning and mineral policies framework in the four countries and how this may influence sustainable management of mineral resources including planning for mineral supply, landbanks and sterilisation of resources. The paper will then identify some positive and negative elements in each country’s political and administrative framework."

Surface enhanced Raman Spectroscopy carried out in real time has been applied to identify surface species formed during gold leaching in chloride and thiosulfate media. Chloride ion is adsorbed prior to the gold dissolution potential, but its coverage is significantly diminished at the beginning of leaching. A gold chloride band is again observed when dissolution is rapid, together with bands characteristic of AuC14- ions in solution. With thiosulfate, a thin gold sulfide layer is formed slowly in the potential region where leaching occurs. At higher potentials, thiosulfate is oxidized to sulfur and sulfate, both products being identified by Raman spectroscopy.

"What will the mine of the future look like? Will it resemble the current operations that supply the world with the products it needs to function, or will it be something totally different? How will the demands from the communities that are most affected by mining operations shape the mine of the future? How will technology and innovation be used to help miners reach deposits that are getting harder to access, and what are the dangers of this new world? Who will work at the mine of the future, and what will that work look like?These are questions that do not yet have definitive answers, but they are questions that need to be asked for the mining industry to move into a future that is as filled with uncertainty and challenge as it is with promise and opportunity.On Feb. 16, the 2015 SME Annual Conference and Expo and the 117th CMA National Western Mining Association conference began with a keynote address, "The mine of the future: Forecasting opportunities and challenges for the global mining industry." Panelists from five sectors of the mining industry participated in the session, which was followed by the conference and expo, that in large part, were also trying to answer the question of what the mine of the future will look like.In coming months, Mining Engineering will continue the discussions and answer some of the questions submitted by members of the 2,000-person audience during the keynote address in a monthly feature called, "Predicting the Mine of the Future," and in Thought Leaders Podcasts with the panelists and other industry experts."

In this paper, a methodology for the reliability assessment of geogrid-reinforced unpaved roadways is presented, by taking into account the variability of the subgrade?s undrained shear strength. Analyses are performed using the Point Estimate Method and the Monte Carlo simulations technique. The undrained shear strength is represented by its correlation with the California Bearing Ratio and it is modeled as a random variable following a long-normal distribution. Analyses are performed for different types of reinforcement. The study provides a quantitative assessment of the variation of the system?s probability of failure with this parameter. Overall, the approach suggested in this study may be considered as a complementary approach on the traditional concepts of global or partial safety factors.

Various pyrometallurgical methods for treating ilmenite and zircon concentrates are reviewed. Laboratory experiments using a thermal plasma reactor were performed to evaluate the conversions of ilmenite to TiC or TiC-Fe and zircon to ZrC or ZrC-SiC. Results are examined and possible processing routes are identified.

A placer ore jig, typically used to recover fine gold, tin and diamonds from alluvial ores, has been modified to remove fine pyrite from minus 6.4 mm (-114 inch) coal. In parallel tests, it proved to be far superior to two conventional coal jigs, the Baum and the Baum-feldspar, in removing fine pyrite from coal. The Pan-Am placer jig was found to remove essentially all of the +28 mesh pyrite and from 99% to 90%, decreasingly, in the 28 to 200 mesh range. This jig also showed a superior performance to the Baum-Type jigs in removing fine coal from its associated refuse. The superiority of the Pan-Am placer jig is related to the strong emphasis given on the suction stroke and, hence, on consolidation trickling, whereas the Baum jigs principally emphasize the pulsion stroke during jigging.
