INTRODUCTION The effect of stress concentration in coal seams leads to a sudden release in the form of rock bursts. This effect is controlled along many lines, but the most efficient methods consist in preventing the accumulation of energy in the seam or in the roof. The over- burden weight resulting from mining is the main cause of excessive stresses in a seam. An additional weighting of roof takes place due to formation of abutment loads. The accumulation of energy in the roof takes place where thick sandstone beds occur in overburden strata. An essential problem is to watch, with appropriate measurements, the stress of coal and roof rocks, and to conclude, on this basis, the degree of rock burst hazard. The methods for determining the stresses in a coal seam are quite well developed at present. Let me mention here the seismoacoustic methods, or borehole overcoring measurement methods. On the other hand, an examination of the state of stress in the roof rocks is almost impossible at the actual stage of development of the measuring technique. Hence, the model of stresses in roof was analyzed and determined theoretically. Based on this model, a technology for roof fracturing was developed which aims at destressing rock masses in a planned way. The essentials of the fracturing method consist of a controlled breaking of sandstone roof beds in order to: - prevent the excessive weight on the pillar - prevent a spontaneous breaking of roof beds at a limiting state followed by sudden energy release. High pressure fluid infusion is used to release buildup of stresses. THEORETICAL AND RESEARCH BASES According to the tests carried out by A. Kidybinski by the method of finite elements, isobars of stresses occurring in the roof over the working face are shown in [Fig. 1]. The results indicate: - the highest values of compressive stresses occur in the roof directly over the seam, at a distance of about 5 m ahead of the working face - at a distance of about 22 m above the seam there is a line of transition of compressive stresses into tensile - within the tested roof area, the highest tensile stresses occur at a vertical distance of 35 m, and at a horizontal distance of 20 m from the line of the working face. Gil (1) determined the pres- sure initiating the fracture of roof rocks by the formula: [ ] On the basis of results of analysis of isobars, and of the initiation of failure stress formula (1), isobars may be designed for a given roof class. Assuming for sandstones the Poisson ratio equal 0.3, a field of failure stresses presented in [Fig. 2] is obtained. In this figure it can be seen in which areas the effects of sandstone breakage may be obtained with the operation of a determined hydraulic pressure. To use formula (I), the knowledge of Rr is still necessary. This value may be determined in two ways: - taking a sample and testing it in the laboratory, if there is access to roof rocks in the existing openings, - drilling boreholes in the roof from surface and examination of the rock mass by using hydraulic breaking, if there is no access to roof rocks.

Longwall mining using the shearer is acknowledged internationally as the most economically successful method of high volume production from underground coal mines. Since its introduction in the 1950s, a great deal has been achieved in developing the capability and reliability of the shearer - and the associated face conveyors and powered roof supports - to produce the competent systems now widely deployed. Equipment will continue to improve as knowledge and experience are gained and through the influence of market forces on the international equipment suppliers. However, current systems are so successful that further improvements are likely to be incremental rather than radical unless a high level of system automation is introduced. The automation concept is not new to the shearer-based longwall system. The opportunity and the need were recognized soon after the shearer and powered support were introduced in the 1950s. In the early 1960s, the British Coal Corp. (BCC; then the National Coal Board) attempted remotely operate longwall systems. Those imaginative early schemes were seen as failures at the time. But, with hindsight, a great deal was learned from the experience that stimulated automation research in several European countries. One of the most fundamental lessons learned was that coalface system automation is not possible until there is a high level of competence in automatically controlling the operation of the production machine itself within the coal seam. Once that is achieved, the rest of the system will follow with comparative ease.

Cerro de Pasco Corporation operates five large base metal mines in Peru having a combined production of some three million tons of ore a year. An integrated complex of concentrators, smelters and refineries produces annually about 25,600 short tons of copper, 48,100 short tons of lead, 60,500 short tons of zinc metal, 102,300 short tons of zinc concentrate, 8,272,000 ounces of silver and substantial amounts of bismuth, cadmium and selenium. Geology plays an important role in these operations. The organization of detail geologic work in and around the Cerro mines was set up by John M. Boutwell in 1918 and a geology department was established in 1920. Growing through the years, the department technical staff now numbers over thirty men and. their work covers all phases of geological investigations. Many outstanding geologists of the past and present, too numerous to name here, have studied and contributed to the knowledge of the deposits and the ever growing list of Cerro "alumni" must rival that of any other mining organization. Numerous papers on the geology of Cerro's mines can be found in the technical literature and several doctoral theses have been presented on Cerro subjects as indicated in the attached bibliography, Specimens of Cerro's ores can be found in museum, college and university collections throughout the world. Yet, as with all mines and mining districts, the geologic knowledge of Cerro's deposits in Peru is being revised and added to constantly. This presentation cannot hope to cover adequately all the phases of the geology and mineralization. For a more complete background and discussion of the mine you are referred to the bibliography. Here I shall outline only briefly the more important geologic features and describe some of the newer developments of recent years The credit for the data presented here belongs to the many geologists who have worked or are now working for Cerro de Pasco Corporation, but I must assume sole responsibility for any omissions or variations in the interpretation of their work.

A feasibility seismic refraction and reflection field survey was conducted at the U. S. Borax Company open-pit mine, Boron, California by the writers during the weekend of March 13 and 14, 1976. This field survey was carried out as a preliminary investigation primarily for the purpose of evaluating and establishing the ability of such geophysical techniques to locate and outline the subsurface openings of the old room-and-pillar mining under the present open-pit. The value of such knowledge about the old underground workings is directly related to the safe and economical operation of the open-pit mine for the company. Although mine maps of the old underground workings are available at the mine, the extent of roof and wall cavings and the present condition of the old underground openings are unknown. Owen and Suhler (2) are the first investigators who used electromagnetic methods, Pulse-Echo System, and electric resistivity measurement to solve the problem without success. A few years later, Herzig and Owen (1) attempted to solve the problem with application of earth resistivity measurement method with unfavorable results. The U. S. Borax Company carried out an extensive study for slope failure problems of the open-pit with application of dipmeter measurements. However, the slope stability study was not correlated to the old underground openings lying under the present open-pit (3).

By using a computer application to monitor all aspects of the daily production as well as the maintenance, a company can immediately effect a cost reduction by studying the down-time and delay trends on an everyday basis. This paper will outline how a company can use a program to not only put a stop to the increasing supply and maintenance costs but start trimming each of these cost centers while actually increasing the efficiency and productivity of the current work force.

Variations in designs between belt cleaner systems are so wide that it is impractical to establish a dimensional stan- dard. The number of variables that affect the efficiency of belt cleaners is too great to assume a required number or style of cleaners for broad classifications of bulk solids or typical applications. The amount of carryback remaining on the belt is more dependent upon the characteristics of the bulk solid and the physical parameters of the conveyor system than it is on tonnage of material conveyed. Therefore, a performance-based standard is proposed. Three levels of cleaning performance are proposed: • Level I cleaning is general specified when concerns about carryback are not critical. Cleaning systems normally associated with achieving a Level I performance are single or double cleaner systems with one-piece blades undergoing poor to average maintenance. Frequent cleaning of the carryback that falls from the return run will likely be required. • Level II cleaning is generally specified when carry- back is of concern but does not create a safety or environmental problem. Cleaning systems normally associated with Level I1 performance are multiple cleaner systems with segmented blades undergoing the manufacturer's specified maintenance. Regular but infrequent cleaning of the carryback that falls from the return run will likely be required. • Level III cleaning is generally specified when con- cerns about carryback are critical. Concerns range from safety to environmental to product contamination. Cleaning systems normally associated with achieving a Level 111 performance are multiple cleaner systems in conjunction with at least one low- volume water spray. Scheduled inspection and the manufacturer's specified maintenance would have to be performed to maintain a high level of cleaning performance. Difficult-to-clean bulk materials may require the use of a washbox system with multiple cleaners using a combination of low-volume eater sprays to lubricate the cleaners and high-volume sprays to keep the washbox and discharge piping freely flowing. Further addition of a water and sludge recycling system reduces the amount of water that ends up in the product to a negligible amount. Very infrequent cleaning of the carryback that falls from the return run will be required. PURPOSE The purpose of this proposal is to propose a standard method for specifying belt cleaner systems based on user expectations and equipment performance over time. DEFINITION In bulk solids handling by conveyor belt, carryback is the material that adheres to the belt after the belt discharges its cargo. PROPOSED STANDARD Required Basic Good Practices There are a number of basic design and operating principles that are good practice for the selection, installation, and maintenance of belt cleaning systems on conveyors in order to achieve "standard belt cleaning performance over time. 1. The Belt Cleaning System shall be designed to meet the performance requirements based on the worst operating conditions and worst bulk solids proper- ties that are expected. 2. Each conveyor discharge point shall be designed to readily accept the manufacturer's recommended minimum number of belt cleaners. In addition, the discharge chute shall be designed to accept, with minor modifications, at least one additional cleaner if it is required.

Many Latin American countries are facing a scarcity of water. As such, infrastructure decisions are quite different from those made in parts of the world that experience a positive water balance. In the latter case, the water treatment approach tends to be ?treat and discharge.? For Latin American regions facing the challenges that go with a negative water balance, the focus is on resource optimization and reuse. Historically, the water challenge has had a significant impact on economic development in Latin America, especially in sectors such as mining, where water usage is high. At the same time, countries such as Chile and Brazil are major development targets for mining and oil and gas operations. Given the water supply challenge, industry is increasingly turning to technologies and processes that maximize water recovery and reuse. With sulfide precipitation and ion exchange water treatment processes for example, it is possible to treat and recover more than 99 percent of water for reuse onsite. These technologies have been applied successfully in other regions of the world where water conservation practices are essential to economic survival.

The department of the Interior is a federation or holding company of several fiercely independent bureaus which have either jurisdiction or expertise - or both - in a wide range of environmental fields. Each bureau is an advocate for its own concerns and an enforcer of its own mandates. This can be confusing to the company operating in the field. I will try to explain our concerns, help you see where we are "coming from," and give you some insight as to how we can help you. Other speakers have stressed the environmental concerns and site selection factors for uranium wastes so I will focus on the concerns of the Department of the Interior and some of the assistance we can give you in this area People are more aware and more concerned about environmental factors now than they used to be. Thus the past decade has brought about an evolution in both siting and design of uranium mill tailings ponds. Site selection criteria used to be simple - find a tract of land as near to the ore supply as possible with enough space and suitable topography for the expected volume of wastes. Site selections in the past have left a legacy of problems to be corrected - radioactive wastes on stream banks and in floodplains, mill wastes in and near established communities, and unprotected wastes subject to constant erosion. This is no longer acceptable environmentally or socially to a newly aware and concerned public. (Series of 30-35 slides showing uranium mine and mill wastes in Western United States. These illustrate environmental problems, reclamation and environmentally acceptable sites. The first group of slides are aerial shots taken in Wyoming and shows a surface mine and mill area. This paper describes a new development in the cyanidation of gold ores, which we expect will result in a major improvement in the way many gold ores are treated. The process has evolved through work at Hazen Research, Inc. for Kamyr, Inc. and in brief, the consists of utilizing oxygen rather than air in the carbon-in-1 each (CIL) process. We refer to this improved process for all ores amenable to cyanide leaching as carbon-in-1each with oxygen or CILO.

Over 10 percent of the United States of America or 41 percent of the Federal lands is managed by the Bureau of Land Management (BLM) as Public Lands. The mission is to manage the use of these lands and their resources. The way in which BLM carries out its mission is being refocused under the concepts of biodiversity and ecosystem-based management for the benefit of various human needs including environmental, social and economic values. The Bureau is developing methods to integrate the renewable and non-renewable resources programs into the concepts of biodiversity and ecosystem-based management. Exploration, development and extraction of energy or mineral resources on Public Lands are affected. The statements that following the next few pages are my personal views as a scientist (economic geologist -mining technologist) who is and has been involved for the last twenty years in the multiple-use management of Public Lands. They are not necessarily the position of the Bureau of Land Management, although much of the information on which I base my views comes from my experience with the BLM. The Bureau of Land Management (BLM) manages over 10 percent of the United States (270 million acres or 108 million hectares) which is 41 percent of the Federal Lands. Lands managed by BLM are known as Public Lands as opposed to the National Forest Lands which are Federal Land Policy and Management Act (FLPMA) of 1976 which in Sec. 102 states ??that it is the policy of the United States (7) ?that management be on the basis of multiple use and sustained yield??, the mission of the BLM is rapidly refocused under the concepts of biodiversity, ecosystems, and ecosystems-based management for the benefit of the environment, human needs and socio-economic values.

1. INTRODUCTION In April 1979, the U. S. Nuclear Regulatory Commission issued the Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling (NUREG-0511) for public comment. While the GEIS is a broad environmental impact assessment of the U.S. uranium milling industry as a whole, its primary focus is on the issue of uranium mill tailings disposal and long term isolation. In August of 1979, proposed regulations (U.S. Federal Register Notice 44FR50012), incorporating both conclusions of the GEIS and provisions of recent U.S. legislation on uranium mill tailings (Uranium Mill Tailings Radiation Control Act of 1978--UMTRCA), were also issued for public comment. This paper (1) briefly reviews the major conclusions of the draft GEIS, (2) summarizes the major elements and rationale of the associated, proposed regulations, and (3) reviews some of the major issues raised during the public comment period and changes which the NRC staff expects will be made in finalizing the GEIS and regulations. The risk in summarizing a document of such broad scope and complexity as the GEIS is that the depth of evaluation and the full technical bases for conclusions reached may not be adequately conveyed. Recognizing this, those Sections of the draft GEIS where a more complete discussion of the issues is presented are parenthetically noted in this paper in order to facilitate location of additional background and supporting material. 2. GENERAL CONCLUSIONS In the GEIS, a full range of tailings disposal alternatives was considered. These alternatives ranged from the past practice of doing little or nothing to control tailings, to advanced treatment alternatives such as nitric acid leaching to increase removal of radioactive elements and fixation of tailings in cement or asphalt. Our broad conclusions were: -Any alternative which results in the need for ongoing, active maintenance to assure long term containment, is unacceptable. (12.3.2.1) -Advanced treatment alternatives are unwarranted since they offer uncertain incremental benefits yet involve costs which may be as much as an order of magnitude greater than costs associated with acceptable alternatives. 1. INTRODUCTION The safe disposal of tailings is the most important environmental question facing the uranium mining industry today. This is because tailings present a major long term radiological hazard as they contain about 71% of the radioactivity originally in the ore. The magnitude of the problem can be appreciated by considering the quantity of tailings involved. For example, projections of milling programs in Australia indicate that there will be 100 million tonnes of tailings produced by the year 2000 (Levins 1980). The United States currently has in excess of 100 million tonnes and by the year 2000 will have between 900 and 1700 million tonnes (Landa 1980). Present options for tailings rehabilitation include leaving them above ground, returning them to the mine or placing them in specially excavated pits. In any event, the tailings will be covered with earth and revegetation attempted. This will remove the problems of airborne radioactive dust and water erosion of the tailings, at least in the short term, but diffusion of radon-222* from the tailings may still occur. The Atomic Energy Control Board of Canada (1981) has proposed a maximum allowable radon flux from rehabilitated tailings of 0.074-0.37 Bq m -2s-1(2-10 pCi M-2 s-1); the exact level is to be determined "after discussion with other regulatory agencies and the industry". The United States Nuclear Regulatory Commission (USNRC 1980) has been more restrictive in recommending a maximum flux of 0.074 Bq m -2s-1 (2 pCi m-2s-1). As a guideline they also suggested a minimum depth of covering material of 3 m to achieve this surface flux for tailings typically found in the western milling regions of the United States. The design of rehabilitation schemes is aided by a knowledge of radon transport through tailings piles. In this paper we present the results of a theoretical analysis and experimental study of radon diffusion through selected Australian tailings and cover material. The minimum cover criteria of 3 m is reexamined in the light of these findings. [ ]

Following an in-depth scenario and strategic-planning exercise in 1997, Noranda's mine production goal was set at 500 kt/a (550,000 stpy) of both copper and zinc metal in five years. There had been no recent discoveries, reserves were shrinking and things had to be done differently and quickly. Change is now continual in Noranda's program. The following steps were taken: the exploration and business development groups were combined, teams were formed to search for and respond to opportunity; geologists were coached to become more business minded and engineers were coached to become more optimistic; the company went global; clear thresholds were set, marginal properties were farmed out and other properties were fast tracked; reconnaissance exploration was focussed where there was a clear competitive advantage; and Noranda became a "flexible" partner to juniors and seniors. Is it working? A number of successes, near successes and outright failures are discussed. The main result is a much higher rate of opportunity flux, which is essential for success in the mining industry.

"Location. The iron formation of the Gogebic district (including the Penokee) comprises a narrow belt south of the western part of Lake Superior extending from Michigan for a considerable distance into Wisconsin. From the mouth of the Montreal River (about twenty-five miles west of Ashland) the iron formation is only about twelve miles distant, but it is about twenty miles south of Ashland. Beginning on the east at a point about eight miles east of Wakefield, Mich., it extends through Sunday Lake, Bessemer and Ironwood in Michigan, and thence south of west through Hurley, Wis., and only a short distance south of Mellen, Wis. About eight miles westward from Mellen, the formation disappears, but six miles further west it is known to reappear and continue thence for about eight miles. The total length of the range is about sixty miles, two-thirds of this distance being in the State of Wisconsin; but nearly all of the ore has been obtained from the eastern third of the district, which is in the State of Michigan.History. This iron range was first noted in 1848 by Dr. Randall, assistant geologist to Dr. David Dale Owen, while following the fourth principal meridian northward. It was also reported by Charles Whittlesey in an account of a survey made in 1849, and published by Owen in 1852. Analyses of the iron ore are given with the following account. ""The bed of magnetic iron ore south of Lac des Anglais is of extraordinary thickness,25 to 60 feet. * * In the wild and deep ravines where the Bad River breaks through the range, there is a cliff of slaty ore * * * probably three hundred feet thick. * * * I estimate more than one-half of this face to be ore, and in places the beds are from ten to twelve feet in thickness, with very little inter-mixture of quartz * * * . The position of the best exposures of ore which I saw is such as to require from eighteen to twenty eight miles of transportation to reach the lake."""

Any of you who served in the military remember the admoniton to "get the lead out," In the military environment, where cost wasn't always a factor, "get the lead out" was more often a call for activity of any sort than activity of a particularly productive nature. As a result, when the top sergeant yelled "get the lead out," lots of people started moving.. . usually to get out of his way. Now there's a new cry, ..one that comes not only from the military but from an entire nation threatened with dependence on foreign sources for its energy needs. That cry ...get the coal out, Like the earlier order, it's a call to activity. A signal that the coal reserves of the United States must be tapped so that Project Independence can succeed by 1985, But it's more than a mere call to activity; it's also a call to achieve productivity. ,a call to produce coal both efficiently and acceptably. And that leads us to the key questions of where the coal is going to come from to meet that 1985 goal, and how can it best be mined. Where will the coal come from? There's no doubt much of it must come from surface mining in the West. How can this coal be mined? There are several options available but there is an excellent case to be made for using mining shovels and haul trucks due to their versatility in stripping, loading and reclamation, We'll explore this approach in this talk today.

Selective adsorption and surface modification of minerals by surfactants is the primary step in the process of separating certain minerals with similar physical and chemical characteristics in the flotation process. In this study, microorgan- isms are used as surface modifiers for francolite and dolomite. Results of adsorption experiments with francolite and dolomite show that the microbes selectively adsorb to one of the minerals under specific operating conditions. In preliminary flotation experiments, it is found that the microorganisms enhance or depress flotation of the minerals leading to an increase in the efficiency of separation between the francolite and dolomite. The conditions leading to selective adsorption (surface modification) and subsequently to possible efficient separation of these two minerals are discussed in this paper.

"The Midwest is presently the focus for Combined Sewer Overflow (CSO) abatement in the United States (U.S.). Most of the EPA mandated utility and municipal long term CSO abatement programs in large metro areas in the Midwest such as Cleveland, Indianapolis, Columbus, Chicago, St Louis, Akron, Fort Wayne, Louisville, Kansas City, Omaha and Pittsburg use or will use deep tunnels for storage and conveyance of CSOs. This paper will compare design methods specified and implemented for tunnel construction in Midwestern geology such as soft ground and mixed face EPBM tunnels, hard rock TBM tunnels, drill & blast tunnels, road header tunnels along with tunnel lining systems. It will also review the performance of successful CSO systems that include design life cycle, vortex and drop shaft configurations, pump stations, storage and conveyance strategies and long term operation and maintenance criteria. HISTORY and BACKGROUND Prior to development of mandated wastewater treatment plants, collecting both wastewater and storm water runoff in a single-pipe system was an efficient and economical solution. The early combined sewer systems were typically designed and sized to carry several times the average dry weather wastewater flows and not designed to handle a mixed volume of waste water and storm water during a wet weather event. Beginning in the early 1970s, federal legislation (Clean Water Act of 1972, Clean Water Act of 1977 and the Water Quality Act of 1982) changed how municipalities and industries in the U.S. were required to treat and discharge wastewater into the nation’s surface waters. They were mandated to treat wastewater at federal regulatory standards for discharge into surface waters that is safe for humans, wildlife and aquatic life. The wastewater treatment facilities that evolved were initially designed and sized to treat only the peak volume of raw wastewater flowing during dry weather. Combined sewer system control sections or relief structures were installed upstream of wastewater treatment plants (WWTP) and were designed to protect WWTPs from potential damage that would be caused if peak volumes of raw wastewater mixed with storm water runoff reached and overwhelmed the WWTPs."

The purpose of this paper is to explore the various designs and design alternates available for large fine crushing plants, and to discuss objectives and criteria upon which these designs are founded. Common practice for size reduction of run-of-mine or run-of-pit ore in preparation for subsequent treatment utilizes a three-stage system. First stage, or primary breaking is generally carried out with jaw or gyratory crushers. The usual output from this stage provides a feed for fine crushing in the size range of 6 to 10 inches. This discussion is limited to the process of fine crushing, and we will further limit it to what is commonly called secondary and tertiary crushing. We define a large crushing plant as one with a minimum capacity of 2,000 tons per hour. Generally, these plants utilize cone type crushers to reduce ore for rod, ball, or pebble mill feed.

Arizona, in 1966, has continued to be the site of an extensive and intensive search for metallic mineral deposits. Over fifty separate entities--companies and individuals--have been actively engaged in mineral exploration programs, both large and small, in the Basin-and-Range portion of the State. Certainly, copper has been primarily responsible for the major efforts, although associated gold, silver, and molybdenum mineralization also has been important in the economic evaluation of potential copper deposits. It is not difficult to explain why the Basin-Range portion of Arizona is receiving such attention. Part of the story, undoubtedly familiar to most, can be illustrated by reference to three graphical presentations. For example, Figure 1 shows Arizona's annual copper production for the period 1955-1965, inclusive, and it demonstrates that new records of production have been accomplished in each of the past 6 years and in 9 of the last 11 years.

In the event of fire underground, it is essential that all miners be warned as quickly as possible. With mine air, rapidly depleted of oxygen and contaminated with smoke and toxic fire gases, any delay in the warning signal could have disastrous consequences. Unfortunately, present mine, fire warning systems, such as stench, audible or visual alarms, telephones, and messengers, are often slow, unreliable, and limited in coverage.
