On August 3, 1987, a hearing was held by the House Subcommittee on Energy and the Environment to commemorate the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). Four panels of environmental/citizen group representatives went before the Subcommittee to report on the state of affairs (from their perspective) of the coal industry and the Office of Surface Mining, Reclamation and Enforcement (OSMRE) As expected, these groups had little positive news to report and continued to focus on glaring deficiencies within the surface mining program. They indicated that gross abuse of SMCRA has continued over the past ten years and the states have performed poorly. Congressman Udall's opening comments perhaps best characterized the mood of the group with his statement that "The Act has not accomplished what I or the people of the coalfields had hoped." and " ? a segment of the coal industry has continued in its bitter and implacable opposition to the most basic of environmental controls."

The principal factor that must be determined for the effective design of a coal mine roof bolt support system is the maximum stable tension that can be developed with a given bolt assembly in a particular roof rock. There are four basic types of roof bolt anchorage techniques available: (I) the splitwedge; (2) mechanical expansion units; (3) resin point anchors or grouted expansion units; and (4) the cone shell which is placed in a reamed hole. A study of this problem has been made which includes theoretical analyses, laboratory experiments and field tests. A static free-body analysis of each of the anchorage techniques has provided formulas for predicting the anchorage capacity for a particular rock from the results of standard pull tests. The formulas also provide an insight into the anchorage mechanism of technique and allow for a comparative evaluation of the methods for design purposes. The theoretical analyses also indicate clearly the pertinent variables affecting the anchorage mechanism of each method.

Gravity gold recovery can be of significant economic importance for gold copper ores that cannot be directly cyanided. Gravity is typically followed by flotation to produce a smeltable copper concentrate. Flotation tails gold values are often too low to justify a cyanidation circuit. Given this typical scenario, a very effective gravity circuit can yield higher overall gold recoveries (i.e. gravity + flotation), and also improve the NSR of gold. Typical scoping work, whilst well suited to investigate the downstream circuit, be it flotation or cyanidation, often overestimates ore variability to gravity recovery and fails to yield the data needed to predict plant gravity recovery and design the optimum gravity circuit. This presentation examines why typical scoping work fails to address gravity recovery adequately and shows how a standard test to characterize gravity recoverable gold (GRG) can provide the missing data. Case studies are presented and used to illustrate the concepts of recovery effort and aggressive gravity recovery.

Introduction Increasing investor and industrial demand for gold is not being matched by new mine output from traditional sources. This forces the exploitation of alternative natural and industrial resources to supplement traditional sources. A traditional natural resource is either high- to medium-grade ore, of gold or silver with coproduct gold. Or, they are medium- to low-grade base metal ores having byproduct gold. Traditional ores are also frequently extracted at relatively great expense by selective underground mining. Alternative natural resources include low-grade, near surface ores and the products of mining-dumps - and of onsite processing - tailings. Traditional industrial resources are newly mined gold or that obtained from plant sweepings. Their alternative analogues include gold in old scrap and chemical sludges and precipitates, notably those incidental to the electronic industry. These alternative gold resources have several attractions. They are untapped and abundantly available. Having been overlooked by prior metals suppliers, title to many alternative resources is easily acquired. Or, the value of such a resource may go unnoticed until its gold is rendered exploitable by an advance in extractive technology or an other approach. This article addresses the effect of large tonnage, low-grade lode ores on gold supply. Exploiting these ores is rendered commercial by their amenability to bulk mining by modern large-scale mining and metallurgical operations requiring little selectivity. Placer gravels, perhaps the earliest type of gold ore mined, also are bulk minable. But these fall outside the definition of being lode deposits. Most lode bulk mining is from surface open-pit mines. Some, however, is from underground by such large-scale mining techniques as room and pillar, vertical crater retreat, and end slicing. The low-grade gold ore being discussed averages 2.8 g/t (0.082 oz per st). Output How greatly do bulk minable, low-grade resources effect supply? 1982 was a somewhat healthy year for gold mining and exploration in North America in spite of the general depression in the mining industry (Table 1). The wildly fluctuating price of gold bullion had stabilized at an annual aver¬age of $12.08/g ($376 per oz) - (Handy and Harmon base price). Half of the 1.3 kt (43 million oz) of 1982 world gold mined were from South Africa's high-cost, medium-grade, selective underground mines. Of the remaining half, 20%, or about 130 t (4.2 million oz), was mined in North America. This includes Canada and the US - the third and fifth largest gold producers in the world. Of that North American production, more than 62.2 t (2 million oz) of gold, or about 50%, came from bulk mining of gold ores with or without co-product silver. Most of this was in the US, where bulk minable gold-silver lode ore produced nearly 31 t (1 million oz). This amounted to 60% of the nearly 46.6 t (1.5 million oz) produced in the US during 1982. An additional nearly 7.7 t (250,000 oz) of gold were produced as the byproduct of bulk mining of cop¬per ore, for a total of 34 t (1.1 million oz) of gold, or 75% of US gold production by bulk mining. To further illustrate this, US placer, mine dump, and related operations produced an insignificant 4% of US gold output at the time. Exploitation of bulk minable gold deposits is becoming increasingly important worldwide. Most new Australian gold mining announcements are of bulk minable developments. This trend will increase in North American mining as more large tonnage, low-grade operations come onstream in Canada, where much current production is from underground. It will increase with the general climb in Mexican gold mining. And it will grow with expansion of the 12 t/a (400,000 oz per year), gold production of the Dominican Republic. In 2016, a 3.7-ML magnitude event caused by mining activity occurred at a longwall mine in southwestern Virginia which was recorded by the United States Geological Survey (USGS) and felt by local residents. The event was the largest of its kind since a global mine design change by the operator was instituted in 2008 following three large events in 2005, 2006 and 2007 (3.4, 4.3, and 3.4, respectively). Two of the three pre-2008 events (2005 and 2007) damaged ventilation controls in the mine which fueled a mine fire. In 2016 the mine’s management requested researchers from the National Institute for Occupational Safety and Health (NIOSH) to access geological data and determine what parameters could possibly lead to events of a magnitude of 1.0 ML or greater. Maintaining an acceptable thermal environment in South African gold mines becomes increasingly difficult as mining progresses to greater depths where higher virgin rock temperatures are encountered. Current environmental practice offsets the resulting high heat loads by installing large refrigeration plants. However, with the continued escalation of refrigeration costs, it has become necessary to examine other methods for economically combatting the underground heat load. The Chamber of Mines Research Organization has recently been pursuing a programme to devise methods of reducing the flow of heat into underground workings at source. Although there are several sources of heat (such as machinery, men, and explosives), the most significant is that from the rock mass surrounding the workings (Bluhm et al., 1986a). The main thrust of the work has therefore been directed at predicting and devising methods of reducing this heat source. A great deal of theoretical work has been carried out on the prediction of underground heat flow. From a review of this work (Bluhm et al., 1986b) it became apparent that there are two major aspects which require attention, namely algorithms for predicting the heat flow around the advancing stope face, and a correlation of the theoretical work with accurate empirical data. In order to remedy this situation, new theoretical models have been developed (von Glehn and Bluhm, 1986), and heat flow measurements have been made in both a conventional stope (Bluhm et al, 1986a) and in a backfilled stope (Matthews u., 1987). A number of methods for reducing rock heat flow are being examined. These include the insulation of intake airways (Bottomley, 1985 ), backfilling with waste material of the worked out areas, and alternative approaches to the design of mining layouts, the mining method, and the choice of cooling strategy. This paper highlights the heat load reductions that can be achieved by backfilling the worked-out areas and by adopting concentrated mining. The first part of this paper summarizes the results of the measurements obtained in the conventional and backfilled stopes. The theoretical models are then described and comparisons are made with the measured values.

INTRODUCTION On April 14, 1994, the joint venture of Kiewit Construction Company and Kenny Construction Company was awarded a 76 million dollar contract for the construction of the New Hampshire Avenue Tunnels in Washington D.C. The Notice to Proceed was given on May16, 1994 and scheduled completion is September 1997. This project is one of five contracts for the Mid-City E Line as part of the Washington Metropolitan Area Transit Authority (WMATA)Greenbelt Route. Once completed, the Mid-City E Line subway tunnels will connect service between the U Street-Cardozo and Fort Totten stations (See Figure 1). The New Hampshire Avenue Tunnels project consists of approximately 6800 feet of twin single track subway tunnels, three vertical shafts, associated utility work and comprehensive restoration work. Section E4b involved two methods of tunneling along the project alignment. The first method consisted of the well known soft ground open face shield driven tunnel and the second method consisted of tunnels driven using the New Austrian Tunneling Method (NATM) . The NATM section of twin tunnels begins at the Buchanan Vent Shaft and proceeds approximately 2630 feet under Rock Creek Cemetery, including the Farragut Emergency Access Shaft and connects approximately 390 feet beyond to the existing Fort Totten running tunnels (See Figure 2). Special considerations had to be given to the portion of the tunnel alignment which passed beneath Rock Creek Cemetery. The analyses and subsequent selection of the tunnel support system were based on anticipated geological conditions and the sensitive tunnel alignment. The New Hampshire Avenue Tunnels project was the second soft ground NATM project in Washington D.C. The first, by no coincidence, was completed at the adjacent Fort Totten Station and Running Tunnels Project by Mergentime/Hochtief, AJV. Currently, on a nearby WMATA jobsite, the J.F. Shea Construction Company has started a third NATM soft ground tunnel. "Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the US. More accurately, those explosions were methane ignitions that propagated through the mines due to coal dust involvement; despite current explosion prevention standards. There are 4 basic strategies employed to manage the risk of coal dust explosions in many other coal mining countries around the world: removal of the coal dust, wetting of the coal dust to prevent it from becoming airborne, mixing of the coal dust with stone dust to increase the total incombustible content, and explosion activated barriers which make the entire roadway inert. However, American standards only mandate the first 3 of these 4 methods. It is possible that US coal mine safety measures could benefit from the implementation of the 4th method, the use of explosion barriers. This paper will discuss differences/similarities in barrier regulations used in other countries, as well as some potential difficulties with adapting a stone dust bag barrier system to US underground coal mines. Also, details and feedback gathered from two operating mine site trial barrier installations will be shared.INTRODUCTION Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the United States (US); 29 miners were killed at the Upper Big Branch mine in 2010, 5 at the Darby Mine No. 1 in 2006, 12 at the Sago Mine also in 2006, and 13 at the Jim Walter No. 5 Mine in 2001.[14] To be more accurate, the explosions that killed those miners were methane ignitions that propagated through the mines due to coal dust involvement.[18, 19, 20, 21] These deaths occurred despite current explosion prevention strategies, standards, and regulatory oversight. This poses the question, can more be done in the US to prevent coal dust explosions and their widespread damage. In review of current practices and regulations from several large coal mining countries, a disparity in prevention strategies arose. The main difference between the US and other countries was that the US does not encourage, mandate, or regulate the use of explosion barrier systems as an additional coal dust explosion mitigation measure. This raised many questions. First and foremost was whether or not the US coal mining industry and its miners could benefit, in terms of safety and fatality prevention, from the implementation of the explosion barrier systems that are used in other countries. Furthermore, are there significant differences between the coal mines in countries where explosion barriers are used and US coal mines, which would preclude the system from being adapted and implemented in the US? Also, what are the similarities and differences in explosion barrier systems, use, and regulations between other countries that use them?"

This paper describes the development of a new method and device for determining the in-situ mechanical properties of rock masses. The method involves a self-recording mechanical deformation gauge for sensing-recording she deformation of the borehole wall when loaded hydraulically. The self-recording feature of the gauge eliminates the difficult technical problem of transmitting signals over very long cables for measurements at great depths. Adopting a mechanical gauge instead of electronic, electrical, optical or grid techniques eliminates delicate instrumentation and installation problems. Moreover, mechanical gauges are inherently rugged and suitable for use in severe borehole conditions including very high temperatures. The technique was tested in limestone, basalt and granite specimen. The calculated mechanical property values for 1 the tests agree with those obtained by conventional testing methods. The self-recording mechanical deformation gauge has a minimum reading of 50 micro inches (1.27 x 10-3mm), comparable with electrical resistance strain gauges, capable of reading deformations over a range of 0.25 inches (6.35mm). The sensitivity, ease and accuracy of the method recommends it highly for in-situ rock modulus measurements.

Large reserves of copper are contained in waste dumps which have been created by open-pit mining of porphyry-type copper deposits in the Western United States. Nearly 6 billion tons of copper-bearing material exists in the waste dumps at present, and another billion tons will be added each three to four years as additional material is stripped from the present mines and new open-pit mines are developed. The dumps constitute an enormous resource containing some 7 to 10 billion dollars worth of copper. Increased attention is being given to the recovery of copper by leaching from these dumps as attested by the fact that in 1968 approximately $175 million of copper was recovered by leaching operations. During the leaching process, however, numerous problems exist which prevent complete extraction of the copper from the dumps. Probably the most important problem encountered is the incomplete contact of the copper-bearing materials by the leaching solutions. This problem is mainly created by the formation of physically compacted and chemically cemented layers within the dumps which prevent solution flow to many sections of the interior of the dumps.

This paper mainly presents geotechnical aspects of a vehicular underpass that was built across under one of the busiest highway in Hong Kong. The underpass, in a section comprising an upper arch and invert slab, is approximately 6.2 m high at crown and 15 m wide at the base level with 40 m in length. The construction inevitably requires the underpass to be built using tunneling techniques to keep the overheadroad traffic uninterrupted. The paper will describe the design of temporary support for the tunnel excavation that was provided by an arch formed with horizontal pipes, which were installed using the pipe ramming method. The pipes arch was then supported by steel ribs founded on rock or mass concrete. Permanent lining design consideration was also discussed. Results of numerical modeling of the soil-structure interaction using the 2-D computer code FLAC will be presented. The predictions have been compared to the monitored results during construction, which indicates the prediction is in reasonable agreement with the measurement in the light of ground movement. The construction challenges will also be discussed in the paper.

Uranium Recovery Corporation was incorporated in the State of Florida in 1968 for the sole purpose of developing a method to economically recover uranium from Florida phosphoric acid. The preliminary laboratory work culminated in the demonstration of the process to United Nuclear Corporation in the spring of 1971. This was quickly followed by a pilot plant program to identify any unusual problems such as those arising from the day-to-day variation which occurs in a fertilizer phosphoric acid plant production system. After two years of pilot plant operation, United Nuclear Corporation purchased controlling interest in Uranium Recovery Corporation and committed several million dollars to the design and construction of the first commercial plant for this purpose in the State of Florida, or anywhere else in the United States, for that matter. After many start-up problems were resolved at the production plant located at the W. R. Grace fertilizer complex near Bartow, sustained production began March, 1971, and has continued to date. We still have some problems to solve but are currently producing sufficient uranium to make shipments to the UF6 converters for preparation of Florida uranium for use in nuclear power plant fuel materials.

Yield-pillar-based gate-road designs often fail to provide mine operators with adequate ground control. This is because of the unknowing m is employment of "critically" sized pillars. A "critical” pillar is one that is too large to either yield nonviolently or to yield before the roof and floor sustain permanent damage and is too small to support full abutment loads. To demonstrate the critical pillar concept, afield study of a tapering gate road was conducted by the US Bureau of Mines at the Sunnyside Coal Mines, Sunnyside, UT. Extreme pillar stresses and associated coal bumps characterize the response to first panel mining of a 16.8-m (55.1-ft) wide critical design. Significantly lower pillar stresses, early yielding of the pillar and adjacent panel rib, and an absence of coal bumps suggest that a narrower 12.2-m (40-ft) wide design more closely approaches proper yield pillar dimensions. A probe hole in several 10.6-m (34.8-ft) wide pillars revealed low stress levels and substantial pillar and panel rib yielding prior to abutment onset, indicating a properly functioning yield pillar design.

The mineral resource potential of the Los Bronces deposit was successfully evaluated by an intense, coordinated field program over a 37-month period (April 1978 - May 1981). This project was part of a much larger study to determine the economic feasibility of expanding the open-pit, mine-mill operation 10-fold to 80 kt/d (88,000 stpd). The resource project included more than 120 km (74 miles) of core drilling and 64 km (40 miles) of drill rig access way construction under adverse topographic and climatic conditions, detailed geological mapping, and other related activities. The Los Bronces deposit is composed of an earlier mineralized porphyry-type body intruded in part by a large complex of mineralized hydrothermal breccia pipes. The mineralization is hosted by intrusive and extrusive igneous rocks. Various stages of erosion, oxidation, leaching, and supergene enrichment of copper are present. Drill hole indicated geologic reserves are estimated at 1.3 Gt (1.4 billion st), averaging 0.81% copper and 0.016% molybdenum at a cutoff grade of 0.6% copper equivalence decreasing to 0.25% over the life of the mine. Trace amounts of silver are also present.

On May 15 and 16, 1999, a mine ventilation survey was performed in the 705-m- (2,312-ft-) deep Cayuga Mine, Cargill Salt Division, Lansing, NY. The purpose of the survey was to develop a numerical model of the existing ventilation system and to perform a computer simulation study for long-term environmental and ventilation planning. Because the natural ventilation pressure (NVP) has significant effects on the ventilation system at the Cayuga Mine, there was a need to assess the NVP acting in the mine. Due to the ventilation arrangements in the Cayuga Mine, the authors decided to use the direct-measuring method to determine the NVP by measuring differential pressure across the automatic fan door. This difference in pressure was measured immediately after the fan was stopped and the automatic door was closed to stop the flow throughout the entire mine. To show seasonal changes in NVP, two additional measurement for NVP were performed, one on Aug. 22, 1999, during the hot (summer) season, and another on Feb. 6, 2000, during the cold (winter) season. The mutual interaction between the natural ventilation pressure and the main fan at the Cayuga Mine is also discussed

Recently research efforts have been made to obtain a high-purity gibbsite concentrate, suitable for first-class alumina refractories, from a Brazilian bauxite ore containing gibbsite (50%), quartz (35%),and kaolinite (15%). Detailed polished-section microprobe analysis was used to describe the liberation characteristics of the ore. Experimental results suggest that the kaolinite liberation characteristics can be described by King's liberation model and that only about 11% of the kaolinite is expected to be liberated at a particle size of 75 µ. Bench-scale experiments for the flotation of gibbsite/kaolinite from quartz using alkyl sulfates as collectors were particularly successful at pH 2, and under appropriate conditions a concentrate containing 93.0% A1 0 (calcined basis) was obtained 2 3 at a gibbsite recovery of about 96%. Subsequently, the more difficult separation of kaolinite from gibbsite was accomplished by kaolinite flotation from the alumina concentrate with a quaternary ammonium salt at pH 6 to produce a high-purity gibbsite product, 97.4% A12O3 (calcined basis), at an overall gibbsite recovery from the bauxite flotation feed of about 90%.

Column flotation and selective agglomeration are promising advanced physical cleaning processes that can be developed for preparing premium quality coal-water slurry fuel from coal fines. Such a fuel could either replace oil or natural gas in certain industrial and utility boilers or else could be burned in advanced combustors currently under development. These applications require coal cleaned to sulfur and ash contents below 258 g/GJ and 430 - 860 g/GJ (0.6 lb/million Btu and 1 - 2 lb/million Btu), respectively, to meet clean air emission requirements. A highly loaded slurry must be produced in order to avoid derating the boilers, and the total cost of the fuel must be below $2.37/GJ ($2.50/million Btu) in order to penetrate the market by the turn of the century. Achieving these technical and economic goals depend critically on the selection of suitable feed coals. This paper describes the identification and evaluation of 18 coals and final selection of six coals from different regions of the United States as potential feedstock for preparation of premium fuel. The work is being performed under a cost-shared DOE project.

The base of the stone quarry still stands today, as imposing as any Mavan temple or Egyptian pyramid. For 80 years it has been a reminder to those who must sweat to earn a wage. There are no plaques to indicate its impressive history. Rather, it stands as a towering monument to the masons and stone cutters who built it-a testimony in stone to that most demanding and back-breaking of industries. Take your imagination back to the limestone quarries at Split Rock, near Syracuse, NY. The sound of an occasional steam drill and the mighty roar of a dynamite explosion herald progress. The ring and crash of a hundred sledge hammers are music in the calloused hands of the quarry men. It is a symphony of man against nature. Hundreds of sweat-soaked men break up the blue Onondaga limestone for the "sodi ash," the popular name for the quarry owner, the Solvay Process Co. Nearby, expert stone masons fit mammoth 454-kg (1,000-1b) blocks of cut stone into place, building the foundation for what may have been, back in 1902, the world's largest stone crusher. Consider for a moment, a modern stone quarry. The business is now essentially one of machine against nature. The shovels, drills, conveyors, and locomotives help make the quarry of today a profitable venture. Now consider the quarry of the early 20th Century. Anyway you look at it, a tougher, more demanding life would be difficult to imagine-12 hours a day, all kinds of weather, breaking up tons of rock that had been drilled, blasted, or pounded from the bowels of an uncooperative earth. Before proceeding, it might be prudent to briefly describe the history of the Split Rock quarries. Before the purchase of the quarry lands by the fledgling Solvay Process Co. in 1889, the quarries already had a reputation literally chiseled in stone. Most of the municipal buildings in Syracuse were made of it, as well as over half of the Erie Canal, including the engineering marvel of the time, the Montezuma Aqueduct.
