The flocculation of fine-particle suspensions by polymers is a nonequilibrium process whose performance is strongly influenced by physical as well as chemical variables. A standardized test procedure has been developed that provides quantitatively reproducible measurements of process performance in terms of the floc settling rate, supernatant turbidity and sediment compressibility. The procedure provides information on the development of flocs in response to polymer addition and on their degradation behavior during subsequent handling. Extensive experimental observations using a variety of solids and flocculant types have been used to develop criteria for reagent selection and process design. It is shown that the appropriate choice of reagent(s) is determined primarily by chemical factors (solid type, solution chemistry, etc.). However, actual performance depends more on physical variables, such as agitation intensity and the rate of flocculant addition. Some general guidelines for flocculant selection and process design in industrial applications are suggested.

Computer based techniques for solving the Ultimate Pit Limit Problem have appeared in mining literature since the early 1960's. The majority of papers pertaining to this subject can be partitioned into one of two categories: discussion of the pros and cons of a particular algorithm, or a case study presenting specific applications of an algorithm. Subsequently, there has a1 so been considerable debate concerning the best techniques between, essentially, two camps: those favoring the moving cones techniques, and those favoring the techniques which yield true optimal pit designs. The purpose of this paper is not to add to this debate, but rather to present a few new ideas (partially a new look at an old idea), which can be easily implemented to noticeably improve any ultimate pit limit approach independent of the particular algorithm used. These ideas fall under the heading of "bounding the optimum" (Barnes and Johnson, 1980).

Although much has been said about the high cost of exploration, both at home and overseas, little of a specific nature has been published on actual finding costs, if indeed such data has been developed. This contrasts sharply with our sister industry, petroleum, where finding costs for oil and gas are available for virtually any country In the world. The reason is largely attributable to the genetic complexity of the hard minerals, as opposed to petroleum, and the increasing difficulties we are facing in the search for new orebodies. We have available to us data on the annual exploration budgets of most of the major mining companies which show them to run into the tens of millions of dollars. My co-panelist, Dr. Walthier, Director - Corporation Exploration, St. Joe Minerals Corporation, New York, NY, summed up the feelings of many explorationists in a recent keynote address when he stated, "I would not recommend a mineral exploration program of a general nature in North America budgeted at less than three to four million dollars annually, spread over four to five years -- or smaller amounts for more years". We have the fact that many of the major companies now prefer to "buy into" a new mineral discovery, particularly overseas, because of the high-risk and high-cost of exploration. Is there, then, a place for the small investor, let us say with a budget of under $200,000 per year and, if so, where and how? This paper is directed toward the above question and is based on experience gained while managing a limited international exploration program, on a shoestring, over the past three years.

Infrastructures continue to age and drinking water supplies are becoming scarce in the San Fernando Valley of Los Angeles, California. Frontier-Kemper Constructors, Inc. (FKCI) was engaged by the Los Angeles Department of Water and Power (LADWP) to complete the River Supply Conduit Improvement Upper Reach—Unit 7 Project (RSC7). Two tunnel sections were bored using a 2.64 meter diameter Microtunnel Boring Machine (MTBM) and a 4.12 meter diameter Earth Pressure Balance Tunnel Boring Machine (EPBTBM) to excavate approximately 3,733 meters (3.7 km) of tunnels through highly abrasive late-Pleistocene-age Quaternary alluvial deposits (Old Alluvium) and Holocene age Young Alluvium deposits above the water table. This paper discusses the challenges encountered managing the TBM’s equipment degradation, use of soil conditioners, cutterhead wear, torque and advance rates while maintaining the necessary face-pressures and parameters to limit over excavation and ground settlement.

This paper discusses the subject of "Improving Contracting Methods" from the owners point of view, particularly the public. An overview is given of the work of the U.S. National Committee on Tunneling Technology and some apparent results of the implementation of these recommendations or lack thereof. Selected recommendations that are not being implemented are discussed as to the the desirability and the possible impact of their implementation. Impediments to acceptance of the recommendations are identified and solutions proposed. The difference in the flexibility, attitudes and approaches of owners, public, quasi-public and private, toward improving contracting methods are discussed. Particular emphasis is given to the fact that the onus to improve is on the owner because they usually develop the contractual language or at least have the final decision on its content and are or should be an equal party to the contract during its administration.

Besides the conservation and closing activities, an important issue to achieve is the environmental rehabilitation of the mining perimeters, also assuring the continuity and sustainable development of the mining activity in the Jiu Valley. Modifying and depleting the soils by mining works and dumps of mineral waste as a result of coal mining and tailing is one of the important aspects. The paper’s aim is to analyze which are minerals and resources policies of our government and to adopt measures for sustainable development in the coal mining in this region. The measures to reduce the instability risk for the mining works and waste dumps, which could affect the underground mining constructions or the related surface areas, were consider. It is most important to establish the priorities in order to obtain a high efficiency by combining the measures according to the environmental analysis and risk assessment.

Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. During the past decade, researchers at Virginia Polytechnic Institute and State University have worked to develop a novel flotation process for treating very fine particles. This process, which is now commonly known as [microbubble column flotation] (MCF), has been shown to be very effective in a number of applications related to fine coal processing. These applications include the retrofit of existing preparation plant circuits and the recovery of additional coal fines from refuse streams. In addition, work conducted under the sponsorship of the United States Department of Energy indicates that the MCF process is capable of producing superclean and ultraclean coals from many eastern U.S. coals. This paper describes some of the basic problems associated with fine particle flotation and the design and operational features of the MCF process used to minimize these problems. Also presented are the results of ongoing pilot- and field-testing programs.

As the U.S. coal industry moves into the next century, it is becoming more apparent that the effective application of new technology is the only way it can remain competitive in the energy marketplace. Examples of this emphasis are with us today in such diverse areas as face-ventilation and excavation-equipment applications. The focus of this new technology is directed toward improvements in health and safety, cost control, and productivity. Room-and-pillar mining accounts for approximately 80% of the nation's underground coal production; this percentage is not expected to decrease markedly in the near future. As such, this paper analyzes the impacts of the changing technological climate on future room-and-pillar operations by comparing a base-case section (current) to three scenarios incorporating new or emerging technology. A microcomputer-based comparative analysis will reflect the changes in section production and costs.

This paper presents the basics of EPA’s Hazard Ranking System (HRS), which is used to evaluate sites for possible inclusion on the Superfund National Priorities List (NPL). The paper describes the surface water, ground water, air, and soil exposure pathways and how they are applied to mining sites. Key factors contributing to the site score include the likelihood of a release, waste characteristics, and the targets for each pathway. Waste volumes, definitions of landfills versus surface impoundments, and background concentrations are of particular importance to mining and smelting sites. Because of the presence of metals, large waste volumes, and observable releases, mining and smelting sites often receive high enough scores to be proposed for the NPL based on a single path-way. Neverthess, owners and operators can take steps to reduce the risk of being scored, and to reduce the potential for high scores.

A prototype expert system for planning and designing underground coal mines has been developed in a doctoral study (Basu, 1991) at the University of Kentucky (U.K.). The objective of the study was to provide a design tool for configuring layout parameters, production systems, and for determining economic feasibility. Details of knowledge engineering and the prototype knowledge-based system for integrated and intelligent planning and design have been covered in the dissertation. The prototype demonstrates its robustness by allowing interaction among major design components, most notably among ventilation, ground control, and production planning. A plan for testing and evaluating the prototype, an important phase of software development, is presented here. Existing evaluation procedures for expert system prototypes are discussed and the evaluations for the underground coal mine design expert system prototype are included. The initial testing plan used senior-level mining engineering students to test the acceptance of the prototype. This test suggested the usefulness of such a system for training and instruction. This initial acceptance test was performed with the feasibility prototype. The other test objective, i.e., testing the model's accuracy, involved extensive participation of domain experts. For overall accuracy evaluation, an existing underground coal mine design was compared with the output from a design session using the expert system prototype. The testing procedure is not an isolated, independent development phase. Much of the accuracy evaluation is done at the time of knowledge base development. Therefore, the knowledgebase itself does not need a formal test phase. The major purpose of the field testing is to determine probable user acceptance. The acceptance test determines the completeness of the prototype and also will determine efficiency of user interfaces.

The RiverRenew Tunnel System project in Alexandria, VA forms part of a CSO scheme aimed at reducing overflows of combined stormwater and sewage into the Potomac River during storm events. A major piece of the project is a 12-foot internal diameter tunnel of approximately 12,000 feet length lined with a single-pass precast concrete segmental liner and excavated by an Earth-Pressure Balanced Shield TBM. The tunnel lies between 120 to 140 feet below grade in the clays of the Upper Potomac Formation with occasional dips of more granular, saturated soils of the Terrace Formation and the Alluvium. The TBM is launched from a figure-8 configuration Pumping/Screening Shaft located within AlexRenew’s operational Water Resource Recovery Facility. This paper discusses the challenges encountered during the launch of the TBM in short mode within a highly congested site and from narrow deep shafts.

Radomiro Tomic, the new CODELCO division, is a copper deposit located at 3000 m a.s.l. and 40 Km from Calama in northern Chile. It has total oxide reserves of 802,000,000 tonnes with an average grade of 0.59% total Cu (using a cut-off grade of 0.4% total Cu). The copper oxide ore is mainly atacamite and chrysocolla. Startup is expected to commence in December 1997 of 150,000 t/y of Cu cathodes. Future expansion to 250,000 t/a of Cu cathodes is currently being planned. The process consists of an open-pit mine, a two-stage crushing system, agglomeration with sulphuric acid and emplacement on a heap leach pad for a 45-day leaching cycle. Solvent extraction and electrowinning will produce LME "A grade cathode. A number of significant technology innovations have been incorporated into the project.

INTRODUCTION Shotcrete behavior observed in subway tunnel construction in the U. S. has been primarily in blocky or blocky and seamy rock in which rock loads develop from the self weight of individual rock blocks that tend to loosen from the wall and roof of the opening. Such conditions can be classed as loosening ground, in contrast to squeezing ground in which high pressures are generated on the tunnel lining with time as the ground creeps under the natural ground stresses. In the philosophy often associated with the New Austrian Tunneling method, emphasis is placed on the use of shotcrete and other support elements in squeezing, highly stressed ground, in which the support system is designed to allow controlled movements so that high lining stresses do not develop. The disposal of plant tailings in a safe and environmentally acceptable manner has taken on increased importance throughout the world, across all types of mineral beneficiation plants. In the U.S. plant life span, expansions and new plants in the current robust mineral markets are faced with environmental pressures to minimize the use of land for disposal by maximizing existing tailings pond capacity. The combination of many drivers from economic to environmental have brought paste thickeners into the coal industry (PasteThick 2007) Thickening tailings to a more concentrated slurry is a common step in the disposal flow sheet. Thickening to a non-settling ?paste?, also called ?thickened tails? or ?tailings stacking?, is a relatively recent development. This paper describes the paste thickener as an alternative for dewatering a fine coal refuse (tailings) stream for deposit as a paste. Initial operating results of the paste thickener are discussed.

This paper describes the development and testing of the RAMEX excavation system. Incorporating a synergy of low velocity, high energy impact and kerf cutting, this machine offers a competitive alternative to drilling and blasting in hard rock. It is a boom mining machine that incorporates the features of a lightweight roadheader and it can mine nearly any shape opening in hard rock. The RAMEX Tunneler has been developed to satisfy industry demands for a non-explosive, flexible, continuous and rapid underground rock excavation system. It will produce minimum ground vibration in the urban environment and allow the flexibility necessary for thin seam mining conditions. It will also reduce initial ground support costs and has a minimum impact on rock integrity. Developed by RAMEX Systems with cooperative research provided by the U.S. Bureau of Mines, this system, could produce the next step in the continuing evolution of mechanical mining systems.

The present work investigates whether dielectric spectroscopy can be used to detect contamination, which may appear in a natural porous material, due to the spreading of pollution. For this purpose, dielectric and conductivity measurements, in the frequency range of 10mHz to 1MHz, were carried out in sandstone samples, partially filled or saturated with solutions of leachates, at different concentrations. The experimental results suggest that although the role of water is dominant to the measured electrical conductivity, variations of two orders of magnitude are observed due to the different concentrations of leachates, in partially filled sandstone samples. Experimental data are well fitted with a Havriliak?Negami dielectric relaxation function, superimposed with a conductivity term. The parameters of the fitting function have been correlated to the concentration of leachate in the sandstone samples and considerable changes have been observed at low leachate?s concentration.

Procedure for approval by the U. S. Army Corps of Engineers of a new source of aggregate is in three phases. Phase 1 consists of an investigation of a quarry or proposed quarry by district geologist and laboratory geologist and/or petrographer. The quarry face or suitable outcrop is logged in detail or, if exposures are poor, cores may be taken to determine whether further investigations are warranted. Phase 2 consists of thorough laboratory testing. Cores and crushed material are subjected to a number of acceptance and quality tests for soundness, absorption, abrasion, reactivity, and other properties. Petrographic analysis is also made. Phase 3 is a physical and economic study of the site and involves determining quantity of stone avail- available, amount-and character of overburden, condition of haul roads and distance to rail shipping point, plant flow sheets and capacity, aggregate sizes produced, and approximate price of material at plant.

Several wall rock porphyry or pyrometascmatic copper deposits occur within the metamorphosed Paleozoic formations along the northern and eastern flanks of the Little Dragoon Mountains. Rocks ranging in age from Precambrian to Recent occur in the area. The Tertiary age Texas Canyon Quartz Monzonite intruded the sedimentary section in the eastern half of the range metamorphosing the Paleozoic carbonate units to tactites composed of garnet, diopside, and tremolite. Copper, zinc, and molybdenum minerals deposited in sites which are structurally controlled and stratigraphically favorable. Because the deposits are covered by alluvium, the information on structure, alteration, and mineralization is based upon a study of the diamond drilling programs. The mineralized district can be divided into four areas: 1) The Johnson Camp copper-zinc deposits; 2) The Dragoon copper deposit; 3) The I-10 copper-molybdenum deposit; 4) The Strong & Harris copper-zinc deposit. On the southwest end of the range beneath alluvial cover, the Cretaceous Bisbee Group was thrust over Precambrian and Paleozoic formations. The Tertiary Texas Canyon Quartz Monzonite intruded and metamorphosed them. In the upper plate, the Cretaceous sediments near the intrusive were metamorphosed to metaquartzite and andalusite and sillimanite schists. In the lower plate the Martin and Horquilla formations were marbleized. The lower Abrigo was metamorphosed to epidote rich calc-silicate tactites and biotite hornfels. A composite geologic cross section, based upon diamond drilling,, through the Dragoon copper deposit is shown in Fig. 1. The geologic events which formed this deposit are: 1. A faulted section of Precambrian Pioneer formation and diabase and Cambrian Bolsa and Abrigo formations was thrust over Pennsylvanian Horquilla formation.
