United states reserves of oil and gas have been steadily declining while consumption of petroleum products has continued to increase. The nut result has been an ever increasing shortfall between supply and demand. This imbalance has been made up by imports of both oil and gas causing a strain on the United States Balance of Payments. To complicate the situation further, exporting nations have recently formed a cartel and dramatically increased the selling price of petroleum products. To meet U.S. energy demand, increased attention has been drawn to the production of synthetic oil and gas from coal. To date, considerable research has been conducted and is continuing on various processes for liquefaction and gasification of coal. Some of these processes are now in the pilot plant stage and at least one demonstration plant has been proposed. The coal conversion complexes envisioned will be very large, requiring substantial capital investments and abundant reserves of coal. Coal production to feed these proposed complexes has been estimated on the order of 75,000 tons per day. With the viability of these projects becoming economically attractive, the Office of Coal Research initiated a contract with Fluor Utah to determine and define the problems of surface mining coal at very high mining rates, under varied physical, geographic, and climatic conditions. The flow of recent events in the Middle East has created a greater sense of urgency for this study.

Nothing in Turkey is simple. Its his¬tory is long and convoluted, its culture fascinating, its metallogeny diverse, and its geology very complex. This article will focus on the geology of western Anatolia and the precious metals poten¬tial of this third of Turkey. Any gold produced by mines in Tur¬key since the early 1900s has been a by-product of the mining for other met¬als, such as copper from the massive sulfide deposits of the Pontics. Archaeological records, however, prove that gold was mined from the Pactolus (present day Gediz) River and refined by Croesus at Sardis in about 550 BC. Other records and legends make it possible that gold was mined before 1200 BC for the Homeric City of Troy (Priams treasure?) about 25 km (15 miles) east of Canakkale at Mad¬endag and Kartaldag. A final legend of antiquity suggesting gold in what is now Turkey relates to King Midas. And, indeed, the city-state belonging to a king of that name has been recognized near the city of Eskise¬hir. More recently, precious metals have been mined at Madendag-Kartaldag in the late 1800s. Arapdag, near Izmir, remains the only "authenticated" epith¬ermal precious metal deposit in Turkey (Mosier et al., 1985). With this spotty record, why the sud¬den interest shown by at least five Euro¬pean-based, three or four US-based, and several other international mining firms and their Turkish subsidiaries? Like other aspects of Turkey, the complete answer is not simple but, reduced to its basics, has three parts. Turkey, relative to many developing nations, has a stable, democratic form of government (although it also has a for¬midable bureaucracy) whose currency exchange rate is premised on the US dollar. New laws promulgated since 1983 have opened the country and welcomed foreign investment. Some have even provided investment incentives. The Mining Law of August 1985 made sweeping reforms of the old land tenure system. This law made it possible for a foreign-based company to have a wholly-owned Turkish subsidiary en¬gaged in mining. Equally important is the belated recognition that western Anatolia, while geologically compli¬cated, is today basically a province Neogene extensional tectonics having many of the geologic attributes of the leading gold producing province of the US - the Basin and the Range. Geologic rationale for precious metals exploration Tectonic/lithologic framework: Alle¬gorically and simplistically, Anatolia during early Neogene (middle Miocene) can be likened to a tube of toothpaste with the cap off. It is squeezed in the vise formed by the Arabian plate mi¬grating north toward the southwest end of a stable Asian platform. The "tube" was compressed. It could not expand to the east because it was sealed by what is now southern Russia and Iran. The filling of the tube escaped to the west, in the direction in which the cap was miss¬ing (Fig. 1). So developed during the middle to late Miocene the western-most struc¬tural province of Anatolia. This was done by a process aptly termed tectonic "escape" by Sengor et al (1985). This province is dominated by exten¬sional tectonics much like the Basin and Range of the western US and has an estimated extension of between 30% and 50%. Technological changes in programmable logic controllers (PLC)'s and the need to improve the architecture of Mine Wide Monitoring Systems (MWMS) has resulted in the design of a PLC based system at the Virginia Division of Island Creek Coal Company. The system which is presently in the installation phase, is a joint effort of Island Creek Coal Company, Westinghouse Electric Supply Company and Mining Controls Incorporated. The system uses an ethernet based network for graphic display of system data operating under the Genesis software package. Telemetry for the system utilizes the Seimens/Westinghouse L1 network operating over two twisted pairs. Remote telemetry uses fiber optic links and modems operating over standard telephone lines. 500 and 2000 series PLC's provide distributed data processing for the system with hierarchial processing operating under the Genesis software on the ethernet network for individual mine site monitoring along with the remotely located division office monitoring. System control and data acquisition is provided for underground MWMS operations and on the surface for a vast methane gathering system that is used for degasification of the mines and collection of pure methane for sale to the Columbia Gas Company as natural gas. The inability of industrial MWMS companies to keep up with the vast changes in technology, along with economic considerations associated with expanding the existing MWMS created the need for the development of the PLC based system to replace the older industrial monitoring systems.

Empirical methods for describing the shape of the subsidence trough over coal mines in Europe are tested against field measurements of subsidence over longwall panels in the United States. The graphical methods developed by the National Coal Board in the United Kingdom do not correlate well with the U.S. measurements; however, the profile functions typically used on the Continent give quite acceptable fits to the data. In the case of two longwall panels mined at Old Ben No. 24 in Illinois, a trigonometric profile function appears the best choice; in the case of two longwall panels mined at York Canyon in New Mexico, an error integral function is somewhat superior. Analyses of subsidence development curves show that rate effects occur. A comparison of fitting parameters establish influence functions as an important methodology for future analysis. In conjunction with the evaluation of empirical methods, an analytic model based on material failure and bulking was developed. A key element of the model is the void-volume distribution function which establishes a mechanism for transfer of significant amounts of the mined volume to the surface. Preliminary calculations demonstrate the features of the model and illustrate close correlation to physical observations in the field. Moreover, centrifuge models simulating the subsidence process have been used successfully to demonstrate the dominant or key failure modes necessary to the analytic model. General features of the centrifuge simulations and model calculations correlate well.

The U.S. Bureau of Mines is conducting research with the goal of automating underground coal mine roof bolters for greater mine safety. In the project described here, the Bureau has focused on automating the drilling portion of the drilling and bolting cycle. A drill monitoring system designed and developed by Parvus Corp. of Salt Lake City. UT, was placed on a Bureau model roof- bolting drill. The drilling parameters of torque, thrust, rotation rate, penetration rate, and position are monitored through sensors connected to an asynchronous, control-oriented local area network (LAN) that communicates with data-accumulating and data-processing nodes. By placing microprocessors at the two data nodes and at the valve control nodes, and combining these nodes with a personal computer (PC), the monitoring and control system can achieve parallel processing capabilities. Such capabilities are referred to as locally intelligent distributed processing. Only data that have changed significantly are reported through the LAN to a supervisory control and data acquisition (SCADA) system mounted on an IBM- compatible 80286 PC. The SCADA system displays the values of the drilling parameters and calculates the specific energy of drilling, which is then used as an indicator of the type of rock being drilled. Besides monitoring the drilling process, an operator at the computer can control the rotation and thrust of the drill from a remote location through the SCADA program and can set drilling parameters on the basis of observed values of the specific energy of drilling.

The need for fuels and minerals in this country is estimated to double, triple, or even quadruple by the end of the present century. Even assuming more recycling of scrap metals and some priority allocation of energy, as has been done, for instance in war time, the projected increase in the nation's population and ever-increasing wants of that population will require vastly more minerals than are now being produced. Since mineral ores are being mined at lower grades, and since all minerals, including fuels, are having to be mined from deeper deposits, the amount of surface land to be disturbed will, inevitably, be increased. We cannot depend on foreign sources to supply all the extra requirements, since the non-U.S. population is increasing, in most cases, faster than our own. Furthermore, starting from a lower base, their mineral needs may accelerate more rapidly than ours. Restrictions on exports may be applied in foreign countries, if it appears that remaining reserves are not sufficient to fill the national needs. In vice; of the opposition which the mineral industry is receiving, as has been well described at these sessions and elsewhere, what can we, as mineral producers, anticipate as regards our ability to continue to operate, to sway nothing of expanding production? Although not minimizing the problems involved, it seems obvious that, except under emergency conditions, the country cannot tolerate a reduction in the available

An experimental program in the U.S. Bureau of Mines' Safety Research Coal Mine evaluated the effects of dead end crosscuts on the transport time of CO along a mine entry. The presence of carbon monoxide is a characteristic of a fire in its incipient stage, and is significant in the determination of a fire location in a mine from the analysis of arrival times of pre-set concentrations at CO monitors. In this investigation two entries, with a total of ten crosscuts, connected by a room were instrumented with CO sensors as part of a real-time monitoring and data acquisition system. Controlled release of 1% CO was monitored as the contaminant traveled the entries for several different configurations of CO sensors and exhaust fan settings. In addition to the normal longitudinal dispersion of CO due to turbulent mixing at the front of the CO wave, the induced rotation of air established within a crosscut by the entry flow diluted the CO concentration through entrainment. It was determined experimentally for the entry and crosscut configuration considered that the transport time for a specified CO concentration was 27% greater than the predicted time based upon entry volume only, but 13% less than the predicted time based upon entry and total crosscut volume. The proper interpretation of the measured transport time of a specified contaminant concentration between sensors is important for mine safety in the isolation of a fire and plans for miner evacuation.

Approximately forty years ago, the military services began a realistic investigation of the problems involved with the replacement of high pressure gaseous systems with liquid oxygen systems. The program was temporarily discontinued because of numerous State-of-the-Art problems. Ten years later, interest in the liquid oxygen breathing concept was revived. Initial testing of this concept was completed in 1946. The ensuing years have seen the general acceptance of many cryogenic breathing systems for airborne applications. The inherent features of weight savings (approximately 70%) and space savings (approximately 80%) make it very desirable for high performance military aircraft. A typical aircraft system consists of a storage container with appropriate integrated control valving (the liquid oxygen converter), a heat exchanger, breathing regulator, and oxygen mask. Normally the liquid converter is located in the aircraft wheel well for easy access by ground crew personnel and the breathing regulator is mounted in the cockpit where the pilot can connect his oxygen mask. An aircraft system such as this will provide the pilot with eight hours of breathing oxygen after a 24 hour standby period. Early in 1960, the National Aeronautics and Space Administration sought a means of providing a cooling system for their personnel involved in fueling the rockets used in the space program. Large-diameter autogenous and semiautogenous grinding mills represent the primary thrust of the expanding grinding technology. In spite of initial difficulties, large autogenous and semiautogenous mills have reached an acceptable level of technology that provides the mineral engineer with a reliable, low cost means of ore comminution. A successful milling installation begins during the design stage of the grinding mill and the plant in which it is to be installed. This is particularly true in autogenous and semiautogenous mills. Critical mill and plant design factors should be considered while the mill and installation are still only "paper." Various current liner designs will be discussed ranging from lifter bar/plate to integral types. Modes of operation such as "high-low" will be considered. Liner maintenance procedures ranging from laydown area in plant design, proper mill shutdown methods, to installation and bolt tightening complete the equation to yield optimum performance possible for any particular grinding application. The objective of this paper is to discuss trends in wear materials, designs, and operating practices, and to provide some guidelines for good practice as we move through the 1980s. We will put together concepts that relate to the designs, materials, and applications so that higher performance can be obtained by the operator for his specific application. The concepts are shown as being in series became they are dependent on each other to achieve the desired performance: designs times materials times application results in higher performance (Arnson, Parks, and Kjos, 1983).

This paper is concerned primarily with the kaolin deposits extending northwestward from Macon, Ga., which is in the western part of the Irwinton district (fig. 1). These deposits are in a belt of kaolin districts extending along the inner edge of the Coastal Plain from the Aiken district, S. C., southwestward to the vicinity of Macon, a distance of 150 miles (250 km). Large kaolin deposits associated with bauxite also occur in an extension of this belt southwestward from Macon as far as the Eufaula district, Ala., a distance of about 130 miles (208 km). The belt splits away from the inner edge of the Coastal Plain in a southwesterly direction from Macon; the Eufaula district is approximately 50 miles (80 km) south of the contact of Coastal Plain sedimentary rocks with much older crystalline rocks. Structure The strata of Cretaceous and Tertiary age containing the kaolin deposits all dip gently seaward irom the landward edge of the sedimentary rocks. The dip of the Cretaceous strata is about 25 feet per mile (4.9 m per km). The dip of Tertiary strata is about 15 feet per mile (2.1 m per km). In places, the Tertiary strata overlap the older sedimentary beds and rest directly on the crystalline rocks. Faults having a few feet of displacement have been observed in several mines, but no major faulting is known in the area.

LaModel is a displacement-discontinuity variation of the boundary element method, which is utilized to analyze the displacement and stress in flat-lying, tabular orebodies. In coal mining, the accuracy and reliability of LaModel are proven with the utilization of the Mark- Bieniawski coal pillar strength and the stress gradient formula with proposed methodologies. However, the application of LaModel is limited to coal mines due to the default coal pillar strength properties. Recently, the stress gradient functions have been established and used to derive concentric rings of zones to simulate stone mine pillar yielding in LaModel. Also, to gain a robust understanding of the brittle failure mechanism and its effect on pillar strength, an S-Shaped failure envelope, where rock mass' cohesive and frictional strength components mobilize as a function of confinement (e.g., minimum principal stress), has been implemented into FLAC3D software. Therefore, by employing brittle failure criteria, the pillar strength stages at various width-to-height ratios and different pillar dimensions are estimated for four benching stages. The estimated pillar strengths and stress gradients for benching conditions are then used to calibrate LaModel in-seam material properties and compare stresses computed by LaModel and FLAC3D. Consequently, this study aims to increase the safety measures in the stone mining industry by implementing the practical use of LaModel for underground stone mines' initial development to various stages of bench mining.

Significant lost time delays were experienced by Carbonifera de Nueva Rosita, S.A. de C.V. ("CNR") during mining development of the Pasta de Conchos Mine ("the Mine") near Nueva Rosita, Coahuila, Mexico. Furthermore, methane gas concentration in the return air course had exceeded 1.0 percent. Resource Enterprises, Inc. ("REI") was contracted by CNR to recommend an approach to reduce methane emissions at the Mine. In order to recommend a degasification approach, REI and CNR obtained geologic and reservoir characteristics of the Double coal seam, Olmos Formation. A vertical core hole was drilled to obtain core samples to determine gas content (average 8.4 cm3/gm) and to conduct a slug test to estimate permeability (34 md). This information was used to simulate gas productivity and drainage effectiveness. The simulation indicated that underground horizontal boreholes would remove significant quantities of gas in advance of mining in a reasonable period of time. Based on the results of the simulation study, an underground degasification drilling program was initiated at the Mine. In a six month period, five long in-mine degasification boreholes were drilled in advance of CNR's three to five years mining projections. Peak gas production from the five boreholes (approximately 2,750 cumulative meters) had exceeded 45,000 m3/D. Results to date have indicated a general reduction in methane concentration in the return air course below 0.8 percent.

It scarcely 1s possible to read a new issue of any of the principal mining trade journals without noting some mention of a major new overseas mining venture with which one or more domestic companies are involved. These projects seem to follow a fairly consistant pattern; most are large open pit mines, with relatively low grade ore bodies but huge reserves; the total price tag will be in nine significant figures and around half or more of the total cost will be for infrastructure. West1 noted that nearly $7 billion is being invested annually for new mining projects and the expansion of existing mining ventures, in the free world. He anticipates that by the year 1975 such investments would reach the $10-11 billion annual figure, and that in the five year period 1972-76 total capital requirements can be expected to aggregate around $45 billion. The proportion of this total investment which will be financed in some manner is difficult to estimate because of the variety of available financing arrangements. West estimated that around 75% of the total capital would come from internally generated funds, with the balance from external sources. Conceivably a substantially higher percentage could be attributable to external financing, especially it the trend of recent mineral development in Canada and Australia is any criterion, and of course, including local sales of equity as a part of the package.

"When boring a tunnel, homogeneous hard rock is the exception rather than the rule. While contractors can set goals such as meters per month and performance incentives, it is also prudent to plan for difficult ground. A properly designed tunnel boring machine (TBM) can tackle fault zones, water inflows, squeezing ground, or whatever the risk may be. The alternative is not a good one: modifying the machine in the tunnel after bad ground is encountered. Not only does this result in increased downtime, but it also needlessly exposes the crew to the tunnel conditions. In the worst case scenario, the entire operation grinds to a halt.However, an accurate GBR cannot always be obtained, particularly for mountainous, high cover tunnels in remote locations. And even with a thorough GBR, unforeseen geological events can occur. What can be done in these situations? Difficult Ground Solutions (DGS) is ground investigation system with a suite of options that can be added to a shielded hard rock machine or dual-mode, Crossover machine to better enable advance when conditions are unknown or difficult conditions are anticipated.DGS consists of a set of integrated features tailored to a specific project’s geology. The main components of the system allow for ground investigation ahead of the TBM, increased monitoring and methods to keep a machine shield from becoming stuck.In fault zones and squeezing groundIf fault zones or squeezing ground are known or suspected, or if there is even a possibility of encountering them, this can greatly affect the TBM operation. Shielded machines protect the crew from the surrounding rock, and they can bore and line a tunnel efficiently, but in fault zones and converging material their shields can be their downfall. Avoiding a stuck machine is paramount to project success. DGS employs several features to avoid the problem of a machine becoming stuck. The first of these is multi-speed cutterhead drives. These drives effectively give the machine multiple modes of operation—high speed, low torque for hard rock, and low speed, high torque for difficult ground. Designing a machine with high-torque, continuous boring capabilities allows that machine’s cutterhead to restart with break-out torque in difficult ground. The net effect is that the machine can keep boring in the event of a face collapse and can bore through fault zones and running ground where the potential for cutterhead jamming exists. Going one step further, multi-speed gearboxes give the machine the ideal earth pressure balance- (EPB-) type torque if larger sections of soft ground are anticipated.Secondly, TBMs can get through squeezing ground and faults using Continuous Shield Advance. This design utilizes a stepped shield configuration — where each successive shield is slightly smaller in diameter — to avoid becoming stuck in converging ground. External shield lubrication is an added insurance against becoming stuck, using a series of radial ports that can pump Bentonite into the annular space to act as a lubricant in squeezing material.As a last effort, if a machine has already become stuck the TBM can utilize augmented, or “super” thrust. Additional thrust jacks can be added to supply an extra boost in a short stroke, generating enough force to break loose a trapped shield."

This case study describes the work done at the University of Arizona on the development of a computer mine model for an irregularly shaped and spotty ore deposit. The purpose of the work was to develop techniques for modeling any highly irregular deposit, for which the regular 3D fixed block model is not well suited. The deposit contained complex geology consisting of sedimentary beds that had been faulted, thrusted, and intruded by igneous rocks (see Fig. 1). The physical dimensions of the modeled ore body were 1067 m (3500 ft) along the N-S direction and 914 m (3000 ft) along the E-W direction. Topographic relief in the modeled area was approximately 274 m (900 ft). The highest grade of ore was found near the surface with mineralization extending down to approximately 152 m (500 ft) below. Using a fixed bench height of 12 m (40 ft), the model required 25 levels with the highest elevation being at 1286 m (4220 ft). Fig. 2 shows a cross section of the developed computer model of the ore deposit. The particular modeling approach selected for this deposit was the 3D irregular block model.* This meant that only the dimension of bench height was fixed at 12 m (40 ft). Irregular size blocks in the form of polygons were adopted in the model to describe the ore zones and geologic contacts. The following sections of this chapter describe some of the techniques used in modeling.

Under drastically deteriorated situations, diesel equipment was introduced to some of local coal mines, aiming at higher productivity and better safety. To accommodate various diesel equipment in conventionally developed mines, mining system itself had to be modified; much larger trackless haulage ways were excavated. Possible health hazards of diesel not taken into account at the beginning become a serious concern and effective control measures are being searched for. The purpose of this paper is to study the diffusion characteristics of diesel exhaust in local coal mines. One of the parameters affecting dispersion of diesel contaminants is the coefficient of turbulent diffusion. Since CO2 is known to be closely correlated with other contaminants such as CO, NO, NQ, SO2 and RCD, it was chosen as a tracer gas in a series of dispersion experiments. A large diesel passage as well as a conventional track haulage way were the sites for the experiments. Rectangular dispersion pulses were generated for 30 ~60 seconds and CO2 concentrations were recorded at several locations 50~190 m downwind. The diffusion coefficients calculated graphically vary between 0.10~0.48 m2/s at both haulage ways. The results are analyzed to find any correlation with the air velocity and the distance from the disperser. Infrared spectroscopy has been one of the most useful experimental techniques for the analysis of surface reactions in flotation systems, including surface alteration and surfactant adsorption reactions. With the advent of Fourier transform infrared (FTIR) spectrometers, many low-energy throughput IR experimental techniques previously unused by flotation researchers have come into greater use. In particular, internal reflection spectroscopy (IRS) is the most often used technique for in-situ studies. To date, three IRS methods have been used for in-situ measurements. These techniques are evaluated for use in characterization of surface reactions in flotation systems. The method using mineral crystals as reactive internal reflection elements (IRE) is of particular interest because it allows surfactant adsorption densities to be calculated directly from in-situ spectral data in real time. Application of in-situ FTIR/IRS with reactive internal reflection elements will be demonstrated for collector adsorption reactions in each of the major flotation systems. The alumina (A1203)/sodium dodecylsulfate system is used as an example for insoluble oxide/silicate flotation, while the fluorite (CaF2)/oleate system serves as a paradigm for semisoluble salt flotation. For sulfide flotation, sphalerite (ZnS) is used as the reactive IRE with potassium amylxanthate and potassium ethylxanthate as collectors. In the case of soluble salt flotation, sylvite (KC1) is used as the IRE with n-octylamine as collector. Finally, the use of reactive IREs in the near-IR spectral region and in spectroelectrochemical research is discussed.

To meet the growing need for CO2 capture and storage technology, Michigan Technological University is researching CO2 capture and storage using alkali solutions1. Without implementing emission controls, world energy emissions will rise from 29.7 billion t in 2007 to 42.4 billion t in 2035. The first objective of the project was to determine the optimal amount of alkali in solution for CO2 absorption. This was accomplished using theoretical equilibrium calculations and experimental absorption data for alkali solutions of 1, 2, 3, 4 and 5 weight %. As the % alkali in solution increased, so, too, did the ionic strength of the solution. Theoretical calculations took into account the effect increasing ionic strength will have on the solubility of gaseous CO2. The calculations assumed negligible formation of H2CO3, constant temperature and constant pressure. In the experimental setup, a 16% CO2 /balance air gas mixture was bubbled through an Erlenmeyer flask filled with an alkali solution. The gas exiting the flask was fed to a gas analyzer to record the % CO2 in the exhaust gas stream. The % CO2 absorbed was taken as the % CO2 in the exhaust gas minus the % CO2 in the feed. Theoretical calculations found that as the % alkali in solution increases, the solubility of CO2 decreases. This was verified by experimental data, which found that a 2% alkali solution, by weight, was the ideal solution for CO2 absorption. Current research is focused on using the 2% alkali solution for permanent storage of CO2 via mineral carbonation to produce a value-added product.

Intensive hydrologic monitoring of the Powder river basin has been on-going since the early 1970's. Data were used in environ- mental assessments and for determination of hydrologic consequences associated with coal mining activities. For most coal mine operators, data collection has continued in this baseline mode with little or no statistical analysis of the data and with no statistical procedure established to detect changes in groundwater quality. For the past four years Powder River Coal Company has studied several statistical techniques to analyze groundwater quality. Three objectives were pursued: 1) to determine the baseline water quality for key aquifers; 2) to determine which wells could be deleted from the monitoring program without reducing monitoring effectiveness; and 3) to define a statistical test to determine water quality changes. Knowledge of the regional geo-hydrologic system was combined with an analysis of the water quality monitoring in order to identify homogeneous aquifer zones. All wells within an aquifer zone were treated as one population, and a t-test was used to determine the minimum number of samples needed to define the water quality for each aquifer zone. Results indicate that the data for each aquifer zone were nor- mally distributed and that groundwater quality could be defined using a fairly small number of samples. Because of the minimum sample size test, groundwater quality sampling was reduced by between 75 and 85 percent.

The most important event affecting the United States coal industry in 1993 was the strike by the United Mine Workers of America (UMWA). This was a series of selective strikes, beginning with a strike against four Peabody Holding affiliates on Feb. 2, following unsuccessful contract negotiations between the UMWA and the Bituminous Coal Operators' Association (BCOA). Although that strike ended on March 3, the failure to reach a new contract agreement led to walkouts at several Midwestern mines on May 10. During the summer, the strike expanded to include mines of 13 companies in seven states including Ohio, Pennsylvania, Illinois, Indiana, Kentucky, Virginia and West Virginia. About 17,000 miners were idled during the strike. As the prospects for a settlement diminished, the Secretary of Labor appointed a federal mediator. The mediation resulted in a five-year contract. In addition to increases in wages and pensions, it was agreed that 60% of new job openings would be filled by laid off and active UMWA miners. In return, companies won the right to establish more flexible work rules and scheduling of miners. While some health care benefits were expanded, the agreement established a new health care system that was designed to reduce costs. Preliminary Energy Information Administration (EIA) data indicate that US coal production fell by 5% in 1993, to 859 Mt (947 million st) (Table 1). The strike was one of the primary causes of the decline in production. Another significant cause was a 27% decline in coal exports. Also, a very small displacement of domestic coal production resulted from a rise in coal imports.
