"Since 2005, longwall coal mine operators in Pennsylvania (US) have been required to collect extensive hydrologic and biological data to document pre- and post-mining conditions of aquatic resources (streams and wetlands) overlying the subsidence control plan areas. Continued operation of the longwall mine is dependent upon empirical data demonstrating that the undermined aquatic resources have either been maintained or restored to an accepted range of pre-mining conditions. This study used quantitative hydrologic methods and comparative biological metrics to examine response of aquatic resources to longwall subsidence at the Bailey Mine located in Greene County, Pennsylvania. This study analyzed data from over 25 miles of streams and over 8 acres of wetlands that traverse the 4,779-acre study area. Hydrologic analysis of flow intermittency suggested that there are variable degrees of change to headwater streams immediately following mining; however, the majority of the effects are reversible through streamflow mitigation measures. Furthermore, the post-mining discharge from streams can be restored to within the range of pre-mining conditions the majority of the time. Biological assessments showed that greater than 95% of assessed stream length has maintained its ability to support benthic macroinvertebrate communities following mining and intervention (i.e., mitigation). Comparative metrics of the benthic macroinvertebrate communities showed that the biological community in 48 of the 50 sample sites is being maintained or restored across both high- and low-gradient streams. The effectiveness of intervention was further substantiated by the similarity in recovery times between streams having no intervention (median = 2.1 years, 95th percentile = 4.9 years) and streams with intervention, when recovery times were measured from the date of the intervention (median = 1.7 years, 95th percentile = 4.7 years). Changes to individual wetlands were observed between the pre- and post-mining assessments, but cumulatively a net gain of 7% in wetland acreage was realized. Hydrologic assessments were used to infer whether there was a potential that streams had been affected by mining; however, the ultimate test of stream recovery is based on biological metrics that establish the relative quality of the biological communities following mining. Overall, the hydrologic balance is being protected and the aquatic life use of streams is being maintained within the Bailey Mine’s subsidence control plan areas."

Votorantim Metais Zinco is a smelting facility which produces SHG zinc, zinc alloys, sulfuric acid, liquid SO2, copper sulfate, cadmium metal and silver concentrate. It is located at Juiz de Fora, Minas Gerais State, Brazil. This facility has been operating since 1980 and its current capacity is 95,000 tonnes of zinc per year, using mostly imported sulfide concentrates.The plant uses the conventional roast-leach electrowinning (RLE) process, in which iron is removed from the circuit as jarosite. The residues generated by the RLE process, which amount to about 200 t/day (dry weight), were until 10 years ago, deposited in tailing ponds having no impervious lining. More recently, jarosite and other wastes have been deposited in a properly built reservoir, but this is reaching its maximum capacity. In order to decommission these disposal operations and to reclaim the sites in an environmentally acceptable manner, Votorantim Metais concluded in 2004 a rehabilitation project for the old tailings pond and prepared detailed plans for managing the current and future disposal of jarosite-bearing residues. This paper describes the procedure for removing iron from the hydrometallurgical circuit and discusses the past and current status of the residue disposal sites, as well as the future challenges related to the environmentally acceptable handling of iron residues.

In recent development of piled raft design, the contribution of both raft and piles to tolerate the loads is taken into account, depending on the stiffness and contributions of involved elements i.e.; piles, raft and surrounding soil. The piles are usually required not to ensure the overall stability of the foundation but to act as settlement reducers. One alternative method of foundation design is therefore to introduce piles purely as a means of improving or enhancing the stiffness of the base soil by structurally disconnecting the piles from the raft. In this paper, two and three dimensional finite element analysis of disconnected pile-raft systems are performed on three case studies including a 12-storey residential building in Iran, a 39-storey twin tower in Indonesia, and the 256m height of Messeturm tower in Frankfurt, Germany. The analysis include different geometrical parameters, e.g., pile spacing and embedment length, arrangement and raft thickness for foundation system to obtain the optimized design functions and to clarify the role of each parameter and method of analysis. The parametric study results and comparison to a few field measurements indicate that by concentrating the piles in the central area of the raft foundation leads to the optimum design with the minimum total length of piles. This achievement can be considered as a criterion for project cost efficiency. On the other hand, disconnected piled-raft systems can significantly reduce the settlements and raft internal bending moments. Finally, the comparison indicates that simple and faster 2D analysis has almost the identical results to 3D analysis which is complicated and time consuming.

Coal production in the United States in 2008 reached a record level of 1.06 Gt (1,171.5 million st), according to preliminary data from the U.S. Energy Information Administration (EIA) (Table 1). This is an increase of 2.2 percent, or 22.5 Mt (24.8 million st) above the 2007 level and 7.9 Mt (8.7 million st) above the prior record level set in 2006. Although coal production was higher in 2008, U.S. total coal consumption decreased in all sectors for the year. Coal consumption in the electric power sector in 2008 was lower by 0.3 percent, while coking coal consumption decreased by 2.8 percent and the other industrial sector declined by 3.7 percent. The commercial and institutional sector, that had been called the ?residential and commercial? sector prior to 2008, declined by 0.6 percent in 2008. It is the smallest of all the coal-consuming sectors. (Note: All percent-age change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2008, while coal imports decreased during the year. Total coal stocks increased in 2008, as some consumers added to their stockpiles. The coal synfuel industry, which grew throughout most of this decade, disappeared from the scene due to the expiration of the available federal tax credits at the end of 2007. The decline in coal consumption during the year was the consequence of slowing domestic economic growth, particularly in the latter half of the year, combined with the weather conditions in 2008, resulting in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2008. Coal-based generation also decreased, resulting in a 3.2-Mt (3.5-mil-lion st) drop in coal consumed in the electric power sec-tor. In the past few years, much effort has been spent in elucidating the impact of diesel engines on the mine environment. This paper summarizes diesel fundamentals , exhaust emissions and typical tailpipe concentrations. Mine sampling results and an evaluation of exhaust treatment systems are discussed. A review of changes in pollutant concentrations between the tailpipe and the mine exit is made and suggestions are given to reduce operator exposure to diesel contaminants.

Research has been conducted for the Workplace Safety and Insurance Board of Ontario (WSIB) to characterize thin, spray-on lining materials (TSLs), as well as combinations of TSLs and conventional spray supports, and to assess their capacity for inhibiting damage created by mining-induced rockbursts. This study has been performed to assess the capabilities of such support systems for preventing rock and support material damage that often results due to rockbursting. A variety of TSLs and other spray support media were subjected to the effects of simulated rockbursting, through use of explosive detonation trials, to evaluate their damage mitigation capacity. Results have validated that TSLs and variant layer combinations may be as effective as or better than conventional support materials for mitigating rockburst or like damage in highly stressed mine environments. In civil engineering construction, and typically in underground tunneling operations where concrete linings are applied, liner deterioration is a continuing and pervasive problem that often requires expensive and time-consuming rehabilitation effort. The ability of TSLs to provide effective concrete structural reinforcement while providing sustainable resistance against underground or restricted environmental hazards, as with fires or dynamic failure events, may permit wider use of TSLs than is currently foreseen by the mining industry. Significant benefits for use of TSL materials in concrete liner rehabilitation and for concrete material protection have been assessed.

Introduction The Sleeper mine is a near-surface gold mine located in a remote area 56 km (35 air miles) northwest of Winnemucca, NV (Fig. 1). The deposit was discovered in 1984 by an Amax exploration geologist. Favorable drilling results led to feasibility studies and metallurgical testwork. Final evaluation of the mine potential proceeded very quickly. The project received Amax board approval in July 1985. Eight months later, the process plant was fully operational. The first gold ($1 million) was shipped one month later, in March 1986. Total plant capital was $27 million. Payback was achieved in six months. The Sleeper mine was expected to produce 1.6 t (53,000 oz) of gold and 1.3 t (41,000 oz) of silver annually. However, the ore body exceeded all expectations. Production for the first 10 months of operation amounted to 4 t (128,000 oz) of gold and 2.9 t (94,000 oz) of silver. Direct cash operating costs are in the $1.77/g ($55 per oz) range. Amax is actively conducting exploration nearby for additional reserves to extend the mine's life. (See update on page 242.) Geology The Sleeper gold deposit is located on the northwestern flank of the Slumbering Hills and in the Awakening Mining District. Rocks exposed in the vicinity of the deposit are interbedded siltstones, sandstones, and limestones of Triassic age. They are overlain by latite lava flows and tuffs of Tertiary age. Dikes and sills of latite and andesite intrude the sedimentary rocks. Quaternary deposits of mostly sand with minor gravel and clay cover a pediment containing the gold deposit. The sedimentary and volcanic rock units have been transsected and offset by extensive north- northeast trending faults and less abundant northwest trending faults. Both fault systems fractured and prepared the ground for subsequent invasions of mineral-bearing hot spring geothermal waters. The hot spring systems produced widespread hydrothermal alteration and gold mineralization at silicified centers near feeder fault structures. The deposit is hosted by siltstone and latite that have been hydrothermally brecciated. The main breccia is elongated north-northeasterly. The hydrothermal breccia zones appear to dip steeply to the west. Gold mineralization consists of native gold and electrum deposited in two or more high-grade quartz-breccia veins. In the mining industry, safety and training are particularly important because mining is a dangerous occupation. Throughout the years, federal and state safety regulations have been written and revised to keep up with the changing technologies. And mine operators have installed their own safety and training programs. They have come to realize that a safe and healthy workforce has positive effects on productivity and profitability —not to mention avoiding the high costs of injury-related absenteeism.

The U.S. Bureau of Mines is evaluating water spray additives for the purpose of improving respirable dust control during coal mining operations, with particular emphasis on the longwall shearer. Recent field tests of surfactant-polymer reagents at two production longwall operations have shown favorable respirable dust reductions compared with water sprays containing no additive. Gravimetric dust samples obtained by a technician downwind of the shearer while following or preceding the machine showed dust reductions in the range of about 40% to 60% for some of the reagent formulations compared with using water alone. Three polymers were tested: two polyethylene oxide compounds of different molecular weight and hydroxypropyl methylcellulose (HPMC). All were effective for dust reduction, and two were cost effective when used in combination with sodium di(2-ethylhexyl) sulfosuccinate surfactant. How-ever, the use of these reagents requires the longwall operator to be more aware of headgate dust control. Experimental evidence indicates that dust captured by reagent-treated sprays at the shearer can be reemitted in the headgate area if stagcloader-crusher sprays and other dust controls are inadequate.

The current version of the JORC Code was issued in 2004 and since that date the Australian Securities Exchange, in collaboration with JORC, has issued a number of companies? updates to provide guidance on various reporting issues. An interim review will be undertaken during 2010 to meld these updates with the current 2004 Code. This will be followed by a full review during 2010/11 covering all aspects of the Code and focusing particular attention on: ? clauses / guidelines relating to Exploration Results1, exploration targets and the reporting of historical estimates; ? issues relating to the Public Report2, including definition, the requirements for Competent Person sign-off, level of disclosure and mandatory requirements; ? guidance on techniques to quantify resource / reserve estimation uncertainty; ? the level of study required to convert Mineral Resources to Ore Reserves, and disclosure of prices and economic factors; ? expansion of the requirements for reporting of marketable material for bulk commodities; ? the use of language and tone that anticipates new and emerging technologies and techniques for the qualitative and quantitative measurements of data; and ? linkages to valuation and the valuation code (The VALMIN Code). Although the Canadian and Australian reporting regimes for public statements on Exploration Results, Mineral Resources and Mineral (Ore) Reserves are similar in intent and coverage, they differ in detail, sometimes substantially. Canadian requirements are generally more wide-ranging and prescriptive than Australian requirements, including in the need in many situations to publicly lodge a Technical Report, a requirement that does not exist in Australia. Australian-listed companies seeking to list in Canada, and Competent Persons seeking to act as Qualified Persons in Canada, need to ensure that they are fully conversant with Canadian regulations and how they differ from those in Australia.

To many people, the word cartel implies illegality. However, although it is illegal in the US, cartels are an effective and legal way to conduct business elsewhere in the world. But be-fore we continue, what is a cartel? The American Heritage Dictionary defines a cartel as "a combination of independent business organizations formed to regulate production, pricing, and marketing of goods by the members." However, that definition does not fit many of the "cartels" we are examining today. The International Tin Council is an organization of both consumer and producer nations--no individual companies are represented. The buffer stock is used by the ITC to provide protection for both producers and consumers, and has only been in effect since 1955. (Earlier tin producers groups date back to 1921 when the Federated Malaysia States and the Netherlands East Indies formed the first intergovernmental tin agreement, known as the Bandoeng Pool, which only lasted three years.) The International Bauxite Association only dates back to 1974 when seven nations--Australia, the Dominican Republic, Ghana, Guinea, Guyana, Haiti and Jamaica--agreed to three main objectives: 1) to promote the orderly and rational development of the bauxite industry; 2) to secure a fair and reasonable return on the raw material for the benefit of the nations' citizens; and 3) to safeguard the interests of member countries in relation to the international bauxite industry. 1 Again this organization is composed of nations, not separate firms. This generally follows the pattern that the oil producing countries (OPEC) chose since the nations' mineral product-ion is controlled and often owned by the state. However, the group I am going to discuss fits the more classic mode of a cartel. The informal lead-zinc producers' cartel can be dated as far back as to Roman times when Romans are said to have imposed a quota system on British lead production to safeguard their Spanish lead mines. Also, the lead-zinc producers group is composed only of individual companies, not do not include any lead-zinc consumers. Finally, the activities of the group are not open to public scrutiny, and details are only now available due to a leak in the Australian government. At this point, it is necessary to split the two metals since while many of the members of the cartels produce both lead and zinc they do have different histories and marketing arrangements.

Public Law (PL) 95-87 contains explicit demands for land use planning in its reclamation and designation sections. Both sections require recognition of local land use plans; however, they are not well integrated. Accommodation to these planning requirements affords an opportunity to create better links among local land use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take a more positive interest in local land use plans and in resource inventories. States should consider handing down to local government the responsibility for accepting mine permit applications and designation of unsuitability petitions.

Seventy-nine gold deposits and prospects have been discovered in theJiamusi region of northeast China, and constitute one of the most important gold metallogenic belts in China. All these endogenic gold occurrences can be subdivided into three main deposit types: 1. porphyry related; 2. metamorphic-intrusive hosted, and 3. sediment-hosted deposit.   The first two types of gold deposit are spatially and temporally related to Mesozoic Yanshanian granitoid intrusions with hydrothermal activity channelled along crustal-scale fissures. The ultimate cause of the Yanshanian magmatism is considered to be the subduction of Pacific oceanic lithosphere beneath the Eurasian continent. In contrast, the chemical sediment-hosted deposit is typified by the Dongfengshan gold deposit, and genetically related to Proterozoic sedimentation and Mesozoic igneous activities.

The paper point out the Angostura deposit is located in Colombia. The Angostura deposit, located within the Eastern Cordillera of Colombia is hosted by Triassic-Jurassic quartz monzonite and quartz diorite porphyries emplaced into Precambrian gneisses of the Bucaramanga Group. Silicification, pyritization, sericitization, alunite and pyrophyllite and other alteration and indicator minerals suggest a high sulfidation origin for the strong hydrothermal alteration. Major faults and shear zones occur in the area with NE, E-NE, E-W, WNW, NW and N-S directions. Analysis of geological results and structural modeling has also demonstrated that there is potential for additional high-grade ore shoots within the presently known mineralized structures. Delineating these structures should result in an increase of overall grade and contained ounces.

The methods employed for the addition of uranium to steels and cast iron in the Physical Metallurgy Division are outlined. It has been found that the segregation of? uranium is a major problem in aluminum and/or silicon killed steels and that the cooling rate is important in al-lowing the segregate to settle to one area, which can subsequently be discarded. The unsegregated areas were found to be extremely low in total oxygen, acid insoluble aluminum (AizOg) and, in some cases, slightly lower in nitrogen. Uranium recoveries, based on analyses of the unsegregated areas, were quite constant, at about 45 per cent, regardless of the type of uranium master alloy used for the addition. No segregation of carbon, manganese, silicon, sulphur, phosphorous, chromium or copper was observed in these steels. In commercial heats, the recoveries ranged from 7 to? 29 per cent for ladle additions to oxygen converted steel. When the steel was fully deoxidized prior to the uranium addition, recoveries ranged from 49 to 66 per cent, regardless of the steelmaking process.

At a time when water resource planning is proceeding on a continental scale, such as the proposed $100 billion North American Water and Power Alliance, which would redistribute water among three nations, including seven provinces of Canada, 35 of the United States, and three States of Mexico, the selection of a single river basin for study may seem to require an apologia. None is offered because of ( 1) the magnitude of the Indus , itself a part of the great Indo-Gangetic Plain drainage system, with Himalayan sources, upon which the thickly populated northern sub-continent of Indo-Pakistan depends for agriculture and hydroelectic power; (2) the extraordinary problems created by dismemberment of the world?s largest irrigation system through legal beheading of the Eastern Waters under the Indus Waters Treaty of 1960; and (3) the herculean effort to contain the twin encroachments of waterlogging and salinization in a basin which faces a shortage of fresh water. The British irrigation system of barrages and canals on the Indus was a venture admirable in conception. Unfortunately, it is now a legacy burdened with unwanted consequences, due to interference with the hydrological regimen, particularly the rise of water table occasioned by leakage.

Rare-earth pyrochlores, commonly exhibiting anomalously low lattice thermal conductivities, are considered as promising topcoat materials for thermal barrier coatings. However the structural origin underlying their low thermal conductivities remain unclear. In the present study, we investigated the phonon properties of a group of RE pyrochlores, Ln2Zr2O7 (Ln = La, Nd, Sm, Gd) employing density functional theory and quasi harmonic approximation. Through the relaxation time approximation (RTA) with Debye model, the thermal conductivities of those RE pyrochlores were predicted, showing good agreement with experimental measurements. The low thermal conductivities of RE pyrochlores were shown to largely come from the interference between the low-lying optical branches and acoustic branches. The structural origin underlying the low-lying optical branches was then clarified.

Rock dust is applied in underground coal mines to prevent the propagation of coal dust explosions. It is applied either dry or wet. Both methods have advantages and disadvantages, but the formation of caked rock dust particles is cited as a significant concern for wet applications. We conducted a study to evaluate the effect of modifying the rock dust particle surfaces to repel water and each other by the addition of oleic acid and sodium oleate. At a sodium oleate dosage of 1 kg/t, a contact angle of 112o was measured, indicating strong surface hydrophobicity and thus the ability to repel water. Fourier transform infrared spectroscopy (FTIR) studies indicated a chemisorption mechanism, which is necessary for long-term stability of the surface modification. The dispersibility of the modified rock dust samples was elevated by the application of both oleic acid and sodium oleate, thereby indicating a significant reduction or elimination of the detrimental effect of caking. Tests in an explosion chamber showed an 82.8 percent reduction in the dust explosion potential relative to untreated rock test applied by the wet technique.

The Millet copper deposit is on the north shore of Iliamna Lake in southwestern Alaska. Copper mineralization occurs in a zone of altered limestone .adjacent to and intruded by a diorite porphyry with some diabase facies. During 1949 and 1950, the Bureau of Mines investigated this prospect as a part of the U. S. Department of the Interior program in Alaska for the development of critical and strategic minerals. Field work was begun August 8, 1949; it was recessed November 28, 1949, because of inclement weather. The work was resumed Nay 28, 1950, and completed July 3, 1950. The program of investigation by the Bureau of Nines included topographic surveying, machine and hand trenching, diamond drilling, and sampling the zones of mineralization. This report outlines the general geology of the area, gives a description of the deposit, and contains the factual data resulting from work by the Bureau of Mines.
