The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. Breakwater Resources Ltd is a Canadian base metals producer with Cu-Pb-Zn operations in Canada, Honduras, and Chile. Two of its operations contain economical gold levels which are recovered in both gravity and flotation concentrates. The gold payable terms in zinc concentrate are poor when compared to gold concentrates or copper concentrates and various flow sheets have been evaluated by Breakwater staff to maximise gold reporting in higher value products. The Myra Falls mine in British Columbia recovers coarse gold in the grinding circuit, part of which is upgraded and sold as a gravity-gold concentrate with the balance being directed to the copper concentrate. A sampling survey showed that there was potential gravity-recoverable gold in the copper regrind circuit. Installing a gravity concentrator in the copper regrind circuit increased the gold grade and recovery in the higher revenue copper concentrate and reduced the quantity reporting to the less well paid zinc concentrate. The El Toqui Mine in southern Chile has distinct high-and low-gold orebodies which are campaigned separately through the flotation plant. The high gold zone yields both a gravity concentrate and an unusual gold flotation concentrate. The gravity concentrate undergoes intensive cyanidation and electrowinning on-site to produce dore, while the fl otation concentrate is sold to gold producers. The zinc concentrate contains signifi cant gold values. The paper describes efforts over the past few years to improve gold returns at Breakwater's operations and highlights the different approaches dictated by the mineralogy of the gold occurrences at these two operations.

As the high-grade copper deposits in the world become depleted, there is an increasing focus on developing lower-grade ores which contain problematic impurities such as arsenic. Indeed, many high-arsenic ore bodies remain undeveloped because of their high arsenic levels. Separation of arsenic from copper at the beneficiation stage is difficult using the current processing techniques and invariably copper concentrates produced from these ores contain high arsenic levels, sometimes so high as to make them unacceptable to copper smelters. New, sustainable approaches are needed to allow development of high-arsenic copper ores while at the same time minimizing arsenic dispersion into the biosphere. The most promising route for separating arsenic from copper at the flotation stage centers on the use of pulp potential control. In recent years CSIRO has demonstrated at laboratory scale, for a number of high-arsenic copper ores, that crude flotation separation between arsenic-bearing minerals and copper-bearing minerals can be made. The differences in specific minerals responses to changes in pulp potential and pulp pH are exploited for this separation. Such separations nominally produce a low-arsenic high-copper concentrate and a low-copper high-arsenic concentrate. The former can be smelted without penalty, while the latter requires further treatment to capture and stabilize the arsenic and to recover the residual copper. Consideration has now been given to treatment options for the high-arsenic low-copper product. A pyrometallurgical option, involving a low temperature roast to selectively fume off the arsenic and leave a high-copper calcine, coupled with an arsenic stabilization step, has been demonstrated in the laboratory, and a preliminary techno-economic evaluation shows the process to be economically favorable. These results were recently published. CSIRO has now investigated an alternate hydrometallurgical option, involving atmospheric alkaline sulphide leaching of the high-arsenic product, where the arsenic is selectively dissolved leaving a copper-rich leach residue. The leaching testwork was carried at on the same high-arsenic low-copper material used in the roasting studies, enabling a techno-economic comparison of the alternate roasting and leaching treatment options to be made. The alkaline leaching work is briefly described and the results of the process option comparison presented and discussed. Advanced process modelling tools were developed for the Xstrata Nickel Sudbury Smelter flow sheet using a combination of FACTSAGE TM METSIMTM and ARENATM software. These tools were employed to assist with plant optimisation, emission control, process design, troubleshooting and case studies as applied to the smelter. The development of process modelling tools in pyro-metallurgy commonly involves an in-depth study of the therm o-chemical properties (heat capacity, liquidus temperature, etc.) of all high temperature phases, usually matte and slag. The preferred tool for this purpose is FACTSAGETM, a well-known then-no-chemical modelling software package. The results from the therm o-chemical model have been subsequently incorporated into the development of a process model for the entire smelting facility using the METSIMTM platform. Such process model also includes a number of special features adopted to effectively simulate the complex industrial phases; matte and slag systems. To ensure the robustness and reliability of the process model, several process parameters and assumptions were verified with laboratory and plant data. Consequently, the model includes the ability to examine the impact of a number of plant parameters on potential plant performance. Primary variables are the percent sulphur elimination during concentrate roasting, furnace matte grade and degree of matte metallization. Key output parameters include operating temperature, furnace coke requirement, sulphuric acid production, CO2 emissions and overall energy requirements. Selected outputs from the process model (for example blowing time, slag production rate and matte converting rate) can then be utilised in the development of a discrete event model (DEM) for the smelter using ARENATM software. Incorporation of reliable and validated mass balance parameters enhances the robustness and reliability of the DEM model. The integration of then-no-chemical, process and DEM modeling tools has a distinct advantage in planning plant trials and examining process design initiatives at Xstrata Nickel's Sudbury Smelter. The present paper discusses the development of these three models and the synergies existing among them. Typical results from all three models are also presented.

This investigation (in five parts) extends the theory of sample reliability from a sample consisting of a fixed number of items to a sample consisting of a fixed amount of items. Examples of a fixed amount of items per sample are samples consisting of a fixed weight or a fixed volume of unequal size particles. The extension of the theory is confirmed by experimental laboratory sampling using standard procedures. The probability distribution functions (the binomial, hypergeometric, multinomial, generalized hypergeometric, and those here called the compound binomial and compound multimomial functions) are developed from fundamentals. Their distributions are generalized to include some measured characteristic of the items. Infinite population moments are derived from moment-generating functions, and finite population moments are developed from corresponding infinite population moments using a newly defined mathematical operation. The first three experimental moments in laboratory sampling to given weights of particles are compared with the theoretical moments of their corresponding compound mult.inomial distributions. The agreement is striking. The study is divided into five parts. Part 1 deals with probability or random sampling to n items and with all sampling to n items per sample from some one probability distribution. This is the area of sampling covered by well-known theory. Accordingly, the procedures may be different but many of the results are well known.

The Richmond San Rafael Bridge (Figure 1) is a 4.3 mile long major toll bridge span across northern San Francisco Bay. Tutor-Saliba/Koch/Tidewater (TSKT) conducted a comprehensive seismic retrofit, which was at the time Caltrans? largest-ever construction contract at $484 million. The robust foundation retrofit design of 11 bridge piers included the installation of 26 new, large diameter (126 to 162 inch OD, wall thickness 1.5 to 2.25 inches) CIDH and CISS piles, with steel pipe piles installed to tip elevations of Elev. ?140 to -220 ft, in water depths up to 70 feet. The open-ended steel pipe piles had initial sections ranging from 71 to 172 feet long, with full lengths that extended to the bay bottom and then through 100 to 130 feet of marine sediments to top of bedrock. The marine soils of most interest consisted mainly of soft to firm Young Bay Mud (YBM), a silty, moderately-sensitive clay common to SF Bay. A key constructability issue was the prediction of pipe piles ?running? under self weight (198 to 625 kips in air) and pile driving hammer weight (IHC S-500 with total assembly weight of 322 kips). The term "pile running" is used to describe the penetration of the pile into the soil due to the self-weight of the pile only. This issue was critical because 1) there was limited head room under the bridge deck, and 2) if piles run too deep, the pile splicing on several piles would be problematic (the lowest desirable pile top elevation after running was +10 ft). While running measurements are sometimes made during marine/nearshore construction, there is little published data on predicted vs. actual running. This paper discusses the running prediction under self weight for 26 piles, and the methodology used in developing the predictions, which ranged from 15 to 94 ft of penetration below mudline. Pile running was recorded and compared with predicted values. The prediction methodology was quite good, and no significant constructability problems were encountered. The authors ?tweaked? the model to provide a slightly improved prediction method. The paper presents the model, predictions, observations, and discusses important lessons learned.

"IntroductionIN THE preceding paper we have learned about Canada's resources of metallurgical coal. There is an adequate amount in Nova Scotia, a very large reserve on the eastern flank of the Rocky mountains, and a strictly limited supply on the Pacific coast. Added to these is an unknown quantity of coking coal in the Peace River district, at present rather isolated but possibly capable of industrial development in the future.The chief use of metallurgical coal is to make iron and steel. For this, an adequate supply of iron ore is required. So we should now scan the Canadian supply of iron ore, the possibility of its increasing use at home, and the probable markets abroad.Trade in iron ore tends to be international, as is the case with many other raw materials. The present tendency with iron and steel, in contrast, is to keep its manufacture within national boundaries, and there is no evidence that this will change much in the years to come. We should keep these two points clearly in mind when considering the disposal of iron ore from Canadian mines. We should remember, also, that the modern blast furnace and steel plant has such a large output that a correspondingly large population, reasonably compact, is needed to consume its products.Large Ore Supply in East, Small in WestCanada has now four major iron ore fields, well situated to serve adequately the eastern half of the country. Wabana .and Labrador are well placed to serve overseas markets and plants on the eastern seaboard and eastern interior of the United States and Canada."

The coal reserve base is defined for coalbeds having sufficient thickness for underground mining within a depth range compatible with economic recovery. The reserve data are compiled by the Federal Bureau of Mines by updating and reevaluating previous estimates of the U.S. Geological Survey, State geological surveys, and others. Through the application of computer techniques, the tonnages are compiled by State, county, coalbed, and rank. Coal reserve base is allotted to sulfur categories by a statistical apportionment of data from available Bureau of Mines reports and records. The coal reserve base in those States east of the Mississippi River, minable by underground methods, is estimated to be 169 billion tons in coalbeds greater than 28 inches in thickness to a maximum depth of 1,000 feet. Excluding those coals in reliability categories other than measured and indicated, the underground reserve base includes 162 billion tons of bituminous coal and 7 billion tons of anthracite. Of the total, 27 billion tons contains 1.0 percent or less sulfur. Most of this low-sulfur coal is in the southern Appalachian area. Approximately 16 percent of the underground reserve base is without available analyses. Included in this report is a glossary of terms applicable to a classification system for coal resources and reserves. The purpose of this system is to provide a common yardstick for determining coal resources and reserves.

An investigation was conducted to develop columbium alloys with e1evated-temperature strengths higher than those exhibited by more common commercial columbium alloys, and attention was given to improving the oxidation resistance and ease of fabrication. Additions of carbon, aluminum, and chromium were made to some columbium-base alloys, and their effects on workability, recrystallization, oxidation resistance, and mechanical properties at elevated temperatures were explored. The additions were made to take advantage of (1) solid solution strengthening, and (2) precipitation hardening. Three alloys displayed good high-temperature properties with relatively good oxidation resistance at 1,000° C, and tensile strengths from 26,000 to 32,200 psi at 1,400° C. When the properties of these alloys were compared with those of commercial alloys, B-66 and FS-85 (1),4 the outcome was favor-able for the alloys studied in this investigation.

Adverse ground behavior events, such as convergence and falls of ground, are some of the most significant challenges and hazards in underground mines. Our goal is to work toward mine-wide, digital, and real-time three-dimensional geotechnical situational awareness and predictive capabilities in complex underground mining operations. This will benefit operators, engineers, and management by enabling them to develop a more proactive approach to ground control. To this end, and inspired by research in the field of remote sensing and autonomous robotics, this paper assesses the potential of mobile light detection and ranging (LiDAR) data acquisition for high-frequency, high-accuracy monitoring tasks in Global Navigation Satellite Systems (GNSS) deprived underground mines. Limitations of current monitoring practices are reviewed. Relevant academic and commercial developments in the fields of indoor mobile mapping systems (MMSs) and simultaneous localization and mapping (SLAM), robust autonomous robotic platforms, and automated remote sensing data processing are highlighted, and their current shortfalls are evaluated. To conclude, the ramifications of this work for the development of future autonomous underground mine monitoring solutions are discussed.

As the demand for electric power grows and generation facilities are constructed in more remote areas, the industry faces an increasing number of foundation construction challenges. The importance of quality geotechnical information prior to construction is accentuated by the linear nature of the projects and the potential for drastic changes from one end to the other, but is often difficult or unfeasible to obtain. Alignments are crossing remote, rugged and/or environmentally protected terrain, and completing a comprehensive geotechnical program is made challenging from an access or economic standpoint, or both. In these situations, the industry needs a flexible foundation alternative. This paper will present micropiles as that alternative and demonstrate how the implementation of micropile foundations mitigated these challenges on the Koolau-Wailupe 46 kV Circuits in Oahu, Hawaii, which involved rugged, steep slopes and helicopter construction methods. It will detail the selection of micropiles over other foundation options, micropile and steel pile cap design methodologies, foundation construction, and quality control. Special attention will be given to the unique geology in the area, and why precise identification of saprolite and basalt layers was integral to the successful performance of the foundations. The intention is to communicate the benefits of a flexible solution based on continuous collaboration between design and construction.

In November 1940, the Bureau of Mines started exploration of the Three Blacks manganese properties - Black Diablo. in Pershing County and Black Eagle and Black .Rook in Lander County. The purpose was to determine possible reserves of manganese in the deposits. It is reported that a small amount of manganese was mined from the Black Diablo during World. War 1. No mining except that necessary for assessment work had been done on the Black Eagle. Shipments were being made from the Black Rock deposit to a concentrator at Vain, Nev., while the Bureau's development work was progressing. The Black Diablo deposit consists of one patented claim owned by the Charleston. Hill National Manes Co. Mary L. Clough of Winnemicca, Nev., president. The deposit is about 20 miles by a gravel and dirt road southwest of Golconda, a town on U. S. Highway 40 and the Southern Pacific Railway, Pershing County, Nev. The deposit lies at an elevation of about 5,600 feet on the east flank of the north-south trending Sonoma Range. The property was leased by Messrs. Hollis Chatwin, T. E. Chatwin, and R. H. Richards of Salt Lake City and Mammoth, Utah. The lessees installed a crusher and erected an ore bin below the open cut on the deposit and mined and, shipped about 5,000 tons of about 30 to 52 percent manganese ore to the Columbia Steel Co., Provo, Utah.

"This case study presents the design and construction of an integrated foundation and ground improvement solution utilizing deep soil mixing (DSM) and micropiles. 270 Brannan is a midrise office building in San Francisco that straddles the historic shoreline that was reclaimed in the 19th century. Subsurface conditions include shallow bedrock inland of the historic shoreline, and steeply dipping bedrock overlain by 60 feet of compressible deposits and liquefiable fill on the bay side. Project challenges included mitigating the liquefaction and lateral spreading hazards, addressing settlement concerns in the fill and the bay deposits, developing a cost-effective foundation support solution, assuring satisfactory seismic performance, and addressing construction restrictions with existing adjacent structures.DSM combined with micropiles was identified as the most cost-effective solution for the ground conditions. The DSM panels act both as a liquefaction mitigation mechanism and a foundation support system. Resistance to seismic overturning is provided by uplift-resisting micropiles. The DSM-micropile solution allows the use of efficient conventional spread footing foundations, integrating isolated micropile groups to anchor the shear walls. Successful installation of the system relied on a program of field testing to validate the design and conformance with the design criteria.INTRODUCTIONThe regular grid of surface streets within San Francisco’s South of Market (SOMA) district provides little evidence of the geotechnical complexities that lie below. In the late 1800s, sand dunes, bedrock hills, cliffs, marshes, and mud flats were flattened and filled, concealing their locations and characteristics. The 1906 San Francisco earthquake and fire leveled many buildings in SOMA; new buildings were built after 1906 – often on top of rubble and debris from the structures that came before. Locally, the combination of natural geology and historical interventions can produce complex subsurface conditions that vary dramatically over short distances. This is particularly true at locations where tidal mudflats once met bedrock hills at the shore of San Francisco Bay.This case study describes an integrated foundation and ground improvement system implemented for a multistory “Class A” office building at a complex SOMA urban infill site. The system utilizes cement deep soil mixing (DSM) in combination with spread footings and micropiles to address a range of design and construction issues, including liquefaction and lateral spreading mitigation; consistency of earthquake ground motions; shallow foundation support; seismic uplift resistance; and avoidance of loading adjacent basement walls. The system was implemented by a technically-sophisticated owner through a process that included constructive collaborations between the project geotechnical engineer, structural engineer, general contractor, and specialty foundation and ground improvement contractor(s). The system is designed to cost-effectively provide a high level of seismic performance."

In this work, a comprehensive field study was carried out to measure the background air quality status and identify the air pollution sources from opencast mines around a heritage site in India. Air quality modeling was conducted to envisage dust concentration due to existing and closed mines in the region. The air quality modeling exercise predicted that particulate-matter levels of PM10 and PM2.5 might increase in the ranges of 3.2 to 23.1 and 2.1 to 8.9 μg/m3, respectively, due to mining activities when some of the closed mines will be operated in the region without controlled emission. The predicted total PM10 and PM2.5 at the selected receptor locations were in the ranges of 86.39 to 194.89 and 34.82 to 99.55 μg/m3, respectively. Adequate measures were suggested to control air pollution from mining activities, and an intelligent dry fog system was designed to suppress dust emission efficiently from mineral processing plants and opencast mines. The developed system has special features for facilitating eco-friendly mining.

Cappadocia is not only a region of Turkey with historical and touristic importance. During the cutting and processing of volcanic tuff, quarries in this region release large amounts of tuff into the environment that is viewed as waste. The release of this waste constitutes an economic loss and contributes to environmental pollution. However, through experimentation with deformation, weight per unit of volume, water absorption, uniaxial compression strength, modulus of elasticity, and point load strength index, volcanic tuff and marble dust composite materials can be produced for use in the building sector. In this study it was observed that, as the percentage of volcanic tuff dust in the mixture increased, the water absorption rate of the material increased, and uniaxial compression strength and point load strength decreased. The produced composite samples used in this study were kept for a predetermined number of times per day, and no deformation in the surface characteristics of the materials was observed. In a statistical parameter analysis, averages, variances, standard deviations, coefficients of variation, and skewness coefficients were calculated. Covariance changes between experimental parameters were also determined. In this study, two types of volcanic tuff dust, that is, yellow and red, were produced during the production of tuff-marble dust composite material. When the percentage of either type of volcanic tuff dust was increased, an increase in water absorption was observed. It was also observed that when the percentage of volcanic tuff dust was increased, uniaxial compressive strength and point load strength decreased. Furthermore, the physical and mechanical properties of the materials obtained by mixing different colored tuff powders and marble powders in different proportions were evaluated using statistical parameter analysis.

In September of 1988, the United States Environmental Protection Agency (US EPA) published final regulations that effect owners and operators of underground storage tanks (USTs). These regulation include stringent technical requirements for owners and operators of USTs containing petroleum and certain hazardous substances. The technical requirements effect both new (those installed after December 1988) and existing USTs and include notification; performance and operating standards; release detection, reporting, investigation; release response and corrective action; and closure requirements for out-of-service USTs. The USEPA also published final regulations regarding financial responsibility requirements for owners or operators of petroleum USTs in October of 1988. These regulations require owners or operators of petroleum USTs to demonstrate financial responsibility for the costs of corrective action and compensating third parties for bodily injury or property damage caused by releases from petroleum USTs. Like thousands of other industries, the mining industry must become thoroughly familiar with these new regulations in order to properly manage their UST systems, ensure compliance, and understand other ramifications imposed by these regulations.

The design of cover systems for reclamation schemes in tailings requires estimation or determination of tailings materials properties such as compressibility, shear strength and consolidation characteristics. It is very difficult and expensive to obtain truly undisturbed tailings samples for laboratory testing. In situ testing methods have been developed for economically obtaining large amounts of information. Two of these methods are described, the piezocone and the flat plate dilatometer. Both of these methods provide a rapid means of detailed material identification in a nearly continuous fashion for the entire depth investigated. The equipment is described and typical data from a uranium tailings impoundment is presented. The results are compared and the advantages and disadvantages of these methods are discussed.

Some of these accidents have boon due to retarded burning of the fuse, causing the charge to explode after the miners had returned to the face, but the majority have been caused by the minors drilling or picking into unexploded explosives, either in unexploded bolas or in broken rock. Although the industry has been cautioned by the Bureau of Mines, manufacturers of explosives, and other agencies regarding the care that is necessary in the handling of explosives, yet reports of these accidents are still being received and many of the accidents are fatal, They occur in spite of the best efforts of the mine officials and men, but many of those that have been reported could have been avoided if the following precautions had been observed:Misfires should not be approached even for the purpose of inspection until three hours have elapsed if fuse was used, and ten minutes if electric detonators or electric igniters were used. These are minimum recommendations. It would be preferable to allow a longer time, for fuses have been known to hang fire for twelve hours."
