The impressive western San Juan Mountains of Colorado were carved by Pleistocene and Recent erosion from a thick blanket of Tertiary volcanic rocks that rests upon a basement of metamorphic, sedimentary, and igneous rocks ranging in age from Precambrian to Tertiary. These rocks record a long, complex, and fairly complete sequence of geologic events that have affected the region through much of geologic time. The geologic history of the region includes several periods of deformation, erosion, and igneous activity; closely associated with two of these periods were two periods of mineralization. The older of these was related to Late Cretaceous-early Tertiary (Laramide) intrusive activity, and its deposits occur in the older sedimentary units. The younger, of later Tertiary age and related to the widespread middle Tertiary extrusive and intrusive activity, is the chief concern of this paper. Tertiary volcanism built a great plateau surrounding the San Juan volcanic depression, a complex of subsided crustal blocks in the vent areas. The Silverton and Lake City cauldrons, nested within the larger depression, were domed by resurgent magma that created keystone grabens along the distended crests of the domed floors and many postcauldron radial and concentric fractures, dikes, and intrusive plutons within and marginal to the cauldron sites. The postvolcanic evolution of large quantities of gases, chiefly carbon dioxide and water, propylitically altered the rocks in and around the volcanic depression prior to the younger period of ore deposition. The ore deposits, localized mainly in the radial and concentric fractures about the cauldrons and in the associated graben faults, include fissure veins, chimneys, replacements, and disseminations in volcanic and underlying basement rocks. Fissure veins, constituting the major economic source, yielded precious- and basemetal ores. Most veins are compound with sphalerite, galena, and chalcopyrite; some veins contain silver-bearing arsenical sulfosalts and free gold. These minerals occur in predominantly quartz gangue. However, gangues composed of several manganese silicates and carbonates and relatively· barren of metals are abundant locally and probably originated by alteration of rocks at roots of faults and fissures during evolution of carbonatic solutions. The bulk of the ores are hypogene and probably had their source in deep parent magmas of the shallow eruptive rocks. Total production since the early 1870's has exceeded half a billion dollars in recovered metals, with a ratio of precious- to base-metal values of about 3 to 2. Since 1930, improvements in metallurgical treatment and mining techniques have increased the base-metal yield.

Development of Barrick Gold?s Pierina Gold Mine in north-central Peru requires construction of a waste dump for disposal of non-ore grade materials stripped from the open pit to expose the ore. The waste dump site is located near the open pit in a U-shaped valley that is underlain by thin colluvial and morainal soils with locally thick peats and glaciolacustrine deposits. Bedrock underlying the site consists of variably weathered volcanics. The site is subject to moderately high seasonal rainfall and significant seismicity. The geotechnical quality of the waste rock is highly variable, ranging from low quality, degradable, soil-like materials containing appreciable quantities of silt and clay, to high quality, hard, durable, blocky waste rock. A hybrid dump design concept was developed that requires in-pit segregation of high and low quality waste, and selective placement of materials in the dump to maximize stability and enhance internal and subsurface drainage. The design includes a rock drain beneath the dump along the axis of the valley and a series of connected finger drains. Extensive peripheral diversions and stormwater control measures to inhibit infiltration of precipitation are also included. This paper discusses the unique challenges presented by the site and waste materials, the design methodology and stability analyses, and planned monitoring systems.

The metallurgy of manganese has developed along the lines of iron metal¬ lurgy. Enough high-grade ore has Been available so that by reduction with carbon it could be turned into an iron-ma.nga.nese alloy and a slag containing some 9 to 15 percent manganese. More siliceous ores have been smelted in the blast furnace to form iron-silicon-manganese alloys called spiegel. When lower-grade ores came in for serious consideration, which lias only been since l°l4, two types of processes received the most consideration — hydrometallurgical processes to produce a concentrate which could be smelted like the higher-grade ore and processes involving concentration of the manga¬ nese from manganiferous iron ores by preferential reduction of the iron (184)1. Special chapters in this bulletin are devoted to the production of ferro¬ manganese from ore, the hydrometallurgy cf manganese, and the Bureau of Mines modification of the preferential reduction process. Other methods of producing manganese alloys from low-grade or refractory ores have been suggested and may find future application. Manganese has a very high affinity for sulphur and is particularly adaptable to concentration by matte smelting. According to Betts (26), manganese silicate may be smelted with pyrite to give manganese sulphide and iron silicate. This method would be applicable to concentration of either the silicate or carbonate ores. The sulphide, once obtained, could be roasted to oxide and reduced in the usual way. Another possibility for the production of manganese from silicate ores involves their reduction by silicon or manganese silicides. Swedish Patent 52290, February 25, 1925. covers the reduction of a slag rich in manganese by silicon-manganese alloy containing more than 10 percent silicon, Joseph H. Brennan (38.) describes the concentration of manganese iron ores by partial reduction with silicon. Beckett (7,4,19) describes the reduction of manganese dioxide with a manganese silicide for the production of standard ferromanganese. Beckett gives as a typical alloy, manganese 64.4, silicon 24.6, and as a typi¬ cal ore, 5S.5O manganese as MnO^. The product of the reaction between these two is 80.11 percent manganese and 1.22 percent silicon.

The possibility of cheap electric power for a number of mining areas in this country has suggested to many the idea of electric smelting of nonferrous ores in small units at or near the mines. The electric smelting of nonferrous ores was tested fairly thoroughly 20 years ago by United States Bureau of Mines and by others, and the fact that it did not achieve continuing workable success in any instance is sufficient proof that it offered no advantages at that time.

The National Safety Competition is sponsored and conducted annually by the Bureau of Mines, U. S. Department of the Interior, to stimulate greater interest in safety in the mineral-extractive industries and to encourage the development of more effective accident-prevention programs. Since its beginning in 1925, thirty-four safety contests have been conducted. This publication reports results of the 11 annual contests for the period 1948-1958, inclusive. Mineral operations awarded the "Sentinels of Safety" trophy for the best safety record in their competitive group as well as those ranking second, third, fourth, and fifth are listed along with a summary of their achievements in preventing disabling injuries. In addition, this publication contains statistical information reflecting the disabling work-injury experience of all other mines and quarries enrolled in the annual contests. The injury statistics of these operations are arranged in the six groups of the competition and through 1955 are the only data on injury-severity at noncoal mineral operations published by the Bureau of Hines. Recognition of the National Safety Competition in promoting safety has increased steadily during its 34 years. The number of plants participating in these annual competitions increased from 210 in 1925, its first year, to a record of 675 in 1958. The expanding scope of the National Safety Competition indicates that more mines and quarries in the United States are enrolling 90 all available means to promote safety on the job will be used. Safety contests like this are generally recognized, in the field of safety promotion, as an effective way to arouse and hold the interest of employees and officials in accident-prevention programs. They tend to forge individual precautionary acts into group action centered on a common objective, such as winning the ?Sentinels of Safety? trophy.

The Bureau of Mines investigated the availability of flake and high-crystalline natural graphite from 4 domestic and 25 foreign mines and deposits in 11 market economy countries (MEC's). Demonstrated resources were estimated to be 95 million metric tons (Mmt) containing 5.61 Mmt of recoverable flake and high-crystalline graphite products. Fifty-five percent (3.17 Mmt) of the total recovered product is estimated to comprise plus 100-mesh (150-µm) flake pro-ducts and "lump" and "chip" high-crystalline products, designated as "graphite A" in this study; 45 pct (2.44 Mmt) of the total is minus 100-mesh (150-µm) flake products and "dust" high-crystalline products, designated as "graphite B." Total production costs, including all costs needed over the life of each operation, were determined at a 0-and 15-pct discounted-cash-flow rate of return (DCFROR) for both graphite A and graphite B products. For a 15-pct DCFROR, 1.74 Mmt (54.9 pct) of the graphite A products is available at $600/mt or less and 2.13 Mmt (67.2 pct) is available for $800/mt or less. For the same DCFROR, 1.08 Mmt (44.3 pct) of the graphite B is available at $200/mt or less, and 1.71 Mmt (70 pct) is available at $325/mt or less. No domestic resources were determined to be economic at present prices. A sensitivity analysis of the relative economics of the Alabama graphite deposits under various operational parameters is presented in an appendix. All evaluations are in January 1984 dollars.

Public awareness of, and involvement in, recycling has increased significantly in recent years. Nevertheless, recycling is generally perceived as a new development, and is familiar only in the context of municipal solid waste management. The actual magnitude and scope of metals recycling in the United States have gone virtually unnoticed. Over time, both the quantitative and qualitative aspects of secondary metals recovery and reuse have changed substantially, while the attendant regulations have become increasingly stringent. This U.S. Bureau of Mines report examines trends and developments in major metal demand and recycling, and analyzes the possible impacts of regulations with regard to recycling activities.

Your Excellency, on behalf of the Council of the Australasian Institute of Mining and Metallurgy, and, indeed, on behalf of everyone present, I extend to you a welcome, and our thanks for your gracious acceptance of the invitation to be here to-day and, later on, to present Honorary Membership Certificates. I also welcome the several official representatives of our Allies, of Great Britain and our sister Dominions.To Messrs. E. C. Driffield and E. J. Rigby, two of the original Foundation Members, who are with us to-day, I extend greetings.The present occasion is opportune to express, on behalf of a representative body of professional men, deep appreciation of the sacrifice which His Majesty the King has made, and will continue to make, by appointing His Royal Highness the Duke of Gloucester as Governor General of Australia and, therefore, His Majesty's senior personal representative in this country.I suppose, that as the primary reason for our assembly to-day is to celebrate the Fiftieth Year of the Institute's existence, I should properly on this occasion, give an account of its history and development. However, as this subject was ably covered by Mr. L. V. Waterhouse, in his Presidential Address in 1938, I trust I may be excused for selecting some other subject. I shall, therefore, exercise my privilege as President and give you a short history of the Mining and Metallurgical Industry of this country with special reference to its effect on the development of the Commonwealth and on the national economy. I apologize in advance for any statistics which I inflict upon you; some of these will be three or four years out of date, because of censorship restrictions. I shall as far as possible refer firstly to the industry prior to and including 1893, the Institute's foundation year, and then to subsequent development.Australia, is pre-eminently a pastoral and agricultural country and it leads the world in the production of wool. Nevertheless, it has an international reputation as a producer of gold and various metals and of minetal products.The development of gold mining in the decade 1840-50 was an epoch-making event in Australia's history, because, to quote one writer's apt phrase, "it precipitated Australia into nationhood." It was certainly responsible for a rapid increase in population. Thus, during the period 1841-1861 the population of Australia increased fourfold, from 221,000 to 1,170,000.The effect of the discovery of gold in Western Australia was even more striking. Rio Tinto Coal Australia (RTCA) developed the Meandu Mine in Queensland, Australia in 1983 to supply thermal coal to the adjacent and newly constructed Tarong Power Station (TPS). In designing the mine, RTCA selected Meandu?s best economic reserves for a 27-year life based on station owner Tarong Energy Corp.?s (TECs) estimated life for TPS. That 27-year plan changed dramatically in the early 2000s when TEC approved life extensions to TPS?s four existing units plus construction of a fifth unit. After reviewing Meandu?s remaining reserves, RTCA decided the nearby Kunioon reserve offered the more economic option for maintaining deliveries beyond 2010. Those plans changed again in 2007 when TEC chose to purchase the Meandu Mine and nearby reserves. TEC then selected Thiess Pty Ltd. (Thiess) to continue operating Meandu until the new mine at Kunioon could be developed. After assuming operation of the mine in 2008, Thiess began a review of Meandu?s remaining reserves and found considerable coal available with economic potential. Working jointly with TEC, Thiess performed several analyses on Meandu and subsequently the Kunioon coal reserves. The results changed TEC?s decision from expediting Kunioon?s construction to instead continuing Meandu?s operation for up to 15 additional years.

Montana consists of an Archean crystalline basement overlain by Proterozoic through Cenozoic sedimentary rocks. Igneous rocks range in age from Archean to Pleistocene; the most voluminous magmatism and volcanism occurred during the Late Cretaceous and early Tertiary. The state can be divided into three tectonic provinces whose deformational styles are a function of different bedrock responses to Late Cretaceous-early Eocene compressional tectonism. Several long-lived structural zones have been periodically reactivated since the Precambrian, and were the sites of recurrent magmatism. Regional gold distributions are strongly influenced by the tectonic provinces and structural zones. Lode gold systems in Montana occur in diverse geologic settings resulting from a complex interaction between structure, magmatism, and sedimentary depositional processes. Reserves or resources are known for 19 significant lode gold systems, and additional unannounced discoveries have been made recently. Mineralization ranges in age from Archean to Tertiary. The influence of long-lived structures is apparent at both the regional and deposit scale, and in some cases multiple mineralizing events have been superimposed upon one another. Most Montana gold systems have a direct spatial and genetic association with Late Cretaceous through Oligocene igneous rocks. However, the importance of sedimentary rocks and associated depositional processes should not be underestimated.

This paper comprises a general outline of all of the developments, including the history, geology, mining, milling, power and transportation installations, at the gold mining operation of La Luz Mines Limited and the copper mining operation of its wholly-owned subsidiary, Rosita Mines Limited, both located in north-central Nicaragua. The low-grade, gold-bearing ore-bodies of La Luz Mines, contained in highly fractured and folded Lower Cretaceous sedimentary rocks, were from 1909 to 1928, mined and treated by primitive methods by the La Luz and Los Angeles Mining Company. The abandoned property was acquired by La Luz Mines Limited in 1936, and was equipped with modern machinery and put into production in 1939. Between 1939 and 1948, the daily rate of production was in-creased from 300 tons per day to 2,-000 ton per day. The ore reserves available for open-pit mining were depleted in 1954. Since then, the entire production has come from under-ground operations.

Mining and metallurgy have had a long history in China, and resources there have always been considered promising. Under the People's Republic of China (PRC), a remarkable industrial renaissance is underway that should further gain momentum in the years ahead. Rapid development of minerals have not only brought the PRC prominence in industrialization, but also in world affairs. Chinese mineral developments, especially petroleum, have been increasingly in the news. Oil and gas may have great potential, but a very large coal industry is already in existence. The steel industry ranks fifth or sixth in the world. The PRC is also prominent in fertilizer, cement, and salt production. The export metals are well known. Also, the country is buying heavily in nonferrous base metals. The need to know and the intense interest in the subject have prompted this study. The world significance of Chinese minerals is pointed out. The history of growth and PRC's mineral supply position are reviewed. Evaluations are made of policy considerations and regional and technical factors affecting mineral development. PRC's mineral trade and efforts to obtain equipment, supplies, and know-how are assessed. Specific reviews are made of major mineral sectors, including coal and power, oil and gas, iron and steel, nonferrous metals, industrial minerals, and fertilizers and chemicals. The overall outlook is summarized.

Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Periodic observations by engineers of the Mining Division of the Bureau of man-built structures beneath which mining operations are conducted offer indisputable evidence of subsidence in the form of creeks in masonry structures and fractures and depressions in tie surface of the earth. As the removal of subsurface rock and earth material by mining, especially by the room-and-pillar method, is equivalent to withdrawing some of the foundation of a building, subsidence of the formations above, the mining levels in certain air-as is easily understood as a gravitational adjustment of the overlying earth formations.

"LocationThe Ekati Diamond mine is located at Lac de Gras, Northwest Territories.Brief Description of OperationBHP Diamonds Inc. has developed Canada's first diamond mine in the Northwest Territories (NWT), Canada. BHP Diamonds Inc. is part of the BHP World Minerals Division ofBHP Minerals. The project is a joint venture between manager and operator BHP (51%) and the Blackwater Group (49%). The Blackwater Group comprises Dia Met Minerals Limited, Charles Fipke and Stewart Blusson.Production at the NWT diamonds project began in October with the mine officially opened October 14, 1998. The project is situated on an 853 000 acre claim block located in the Lac de Gras region of the NWT. It is about 300 km northeast of Yellowknife and 100 km south of the Arctic Circle. The seasonal winter ice road to the Echo Bay Lupin mine passes along the eastern margin of the project area. This allows road access each year from mid-January to mid-April. For the remainder of the year, the project is accessible only by air.HistoryIn 1980, Charles Fipke traced indicator minerals east from the Mackenzie River area. He discovered indicator minerals in the Lac de Gras area and staked mineral claims in 1989. A joint venture was formed between BHP and Dia Met in 1990, and in 1991, the first diamonds in the NWT were discovered at Point Lake by BHP and Dia Met. This initiated the largest staking rush in Canadian history. The joint venture launched an aggressive exploration program.Koala, Fox, and Leslie were identified in 1992 as potentially economic pipes.As soon as the project's potential was established, it was recognized that an enormous amount of work had to be completed in several areas before a mine could be developed, namely: technical evaluation of the resources; environmental and socio-economic evaluation to procure the necessary permits for the development; and engineering design to optimize mining and processing of the resource and to comply with specific environmental requirements."

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. "The paper gives an overview of the economics condition and strategic business challanges of the mining&metallurgy sector and their possible impact on the future development of the Bor basin of copper in Serbian part of Danube Region. Economics and strategic challanges in the mining& metallurgy complex are emphasized by world economic and financial crisis. An analysis of strategic challanges is undertaken by application of a comprehensive development framework approach. Paper indicates that an economics and evaluation of possible impacts of constraints and challenges for the development of Bor basin shows that it must be included in corporative decision, local and regional plans.INTRODUCTIONRisks are characteristic of every strategic development and business decision-making, so their successful management should be a part of the development strategy of the corporation, especially longterm. Due to the growing uncertainty in the general socio-economic environment, “risk management”, risk insurance, risk control, risk culture, risk optimization are frequently talked about. Among the key risks at a corporate level are the financial risks and risks of the regulative framework, especially in the field of environment and land use. In both cases, it is a question of external risks, which the companies need to relativize and successfully manage. Some companies pay more attention to production risks and search for better solutions in that domain which is not enough (Ernst&Young, 2008). Strategic business risks appear mostly on the macro-economic level, from where they should be” transferred” onto the level of sector economics and action level in corporations. Risk management include transferring the risk to other parts, avoiding the risk, preventing hazard, reducing the negative effect or probability of the risk, accepting some or all of the consequences of a particular risk.The research has included perspective and the general market trend and market positioning of the production and copper processing complex in the world; the impact of the requirements and strategic goals of the EU Directive and Kyoto Protocol on the institutional and other adjustments important for business in this sector; the impact assessment of the regulations important for business in the mining and metals sector, and case study of economics and challenges for the development of mining and metallurgy sector in the Bor basin of copper in Serbian part of Danube region. The analysis has included the identification and assessment of the global challenges on the future development of the copper complex in the miningsmelting basin Bor. Presented results in the paper are part of the research project “Sustainable spatial development of the Danube area in Serbia"" (No. 036036), financed by Ministry of Education and science of Republic Serbia."
