"The pace at which mining will occur in Northern regions and Arctic lands will depend on the answers to a number of questions. Who are the local aboriginal participants? What land uses are they pursuing? What are their objectives? What is their understanding of the process of mining development? This paper will focus on the last question, communicating the process of mineral development to local aboriginal communities.IntroductionIn the environmental impact hearings for the BHP-DiaMet diamond mine, the smaller Dene Treaty 8 Nation argued for the settlement of its Land Claims as a pre-condition to development. However, the larger Dene Treaty 11 Nation were prepared to permit the mine to proceed on the basis that their people would receive benefits during the construction and operation of the mine.Wherever mining is the significant basis for tax revenues and economic development expectations may be encouraged beyond the realities of the situation. Izok Lake has been known for several decades as a significant mineral deposit but because of its size and the transportation costs involved, it is now a “frozen” ore body. The extent of its mineralization at current metal prices will not support the mining and processing costs without substantial government support for infrastructure and roads. At the opposite side of Canada, Voisey’s Bay clearly satisfies all technical criteria but, nonetheless, two Inuit groups, the Innu, and Métis, have all made LandClaims relating to the mine area.Contrasting the mineral deposits at Voisey’s Bay and Izok Lake emphasizes that the timing of production is dependent on factors such as the grade and amount of reserves, their market price, location and availability of government support. Nonetheless, it is this author’s thesis that given an economic orebody the next most important factor is good communications. It is his view that Arctic mineral development will occur quickly only where good communication has resulted in the trust and mutual respect necessary to implement the mammoth cultural changes required."

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain t did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

Rather quietly, a new generation of European norms dealing with earthworks has been developed over the past few years, in particular a part of EN 16907 pertaining to extractive waste. Whereas the majority of the parts deal with routine geotechnical aspects, one part deals specifically with tailings dams. The standard is currently in draft form but if this becomes a European Standard, members of the European Union are bound to comply with the regulations. As such, the standard has the capacity to influence mining in Europe and potentially in South Africa. In this paper we review the standard and compare it to the South African standard on mine residues and the recently published Global Industry Standard on Tailings Management (GISTM). We conclude found that although the European norm makes great strides towards increasing tailings dam safety, there is room for improvement. The current South African standard has served well since its inception, but can be improved by using concepts from the European and global tailings standards.

SRC rockmass classification have been applied to 25 tunnels in Spain and Italy, for which it was found that much heavier supports than those estimated by the RMR index were required. SRC and RMR indices and other relevant geomechanical data were obtained during the site investigation and construction stages. Data corresponding to in situ stress measurements, analysis of tectonic structures, and instability problems arising during construction were used to asses the state of stress. The relationship between tunnel section convergence and the SRC and RMR indices was also analysed. Support measurements based on SRC and RMR classification were compared with those actually used during construction. These analyses indicate that for most of the tunnels examined, supports estimated using the SRC were much closer to those actually installed than those predicted by the RMR index. Bei der Verwendung des SRC-Systems zur Klassifizierung des Gesteins als Baugrund für 25 Tunnel in Spanien und Italien wurde festgestellt, dass viel schwerere Abstützungen benötigt wurden, als wenn die Beurteilung anhand des RMR-Systems angefertigt würde. Die Klassifizierung anhand des SRC- und des RMR-Systems, sowohl als auch andere wichtige geomechanische Daten wurden während des Ablaufs der Erkundungen und der Bauausführung gewonnen. Die Resultate der Messungen der Spannungen vor Ort, die Analyse der tektonischen Struktur und die Stabilitätsprobleme während der Bauausführung wurden dazu verwendet, um den im Felsgrund vorherrschenden Spannungszustand zu definieren. Das Verhältnis der Messungen der Tunnelkonvergenz zu dem SRC- und RMR-Index wurde auch analysiert. Die durch das SRC- und RMR-System vorhergesagte Grösse der Abstützung wurde mit der Grösse der Abstützungen verglichen, die am Bau letztlich verwandt wurden. Diese Vergleiche zeigen, dass für die meisten der studierten Tunnel die Vorhersage der Abstützungen, die anhand des SRC-Systems angefertigt wurden, viel näher der wirklich verwendeten waren als die Vorhersage anhand des RMR-Systems. The ferroalloys industry has generated historically substantial solid waste. The accumulated waste causes serious problems to the environment. However, it is possible to transform the solid waste into an environment-friendly resource to serve the human being. Consequently, the construction of plants that are ?environment-friendly? and that accommodate ?recycling? has become a target of most ferroalloy producers in the world to ensure sustainable development. This paper introduces the practice of Shanxi Jiaocheng Yiwang Ferroalloys Works, the biggest manganese metal producer in China, in the development of an ?environment-friendly and recycling? process. The process includes power generation using coal gangue, waste from local coal mines; hollow bricks manufacture using slag and fly ash from the power station; cement production using slag from ferroalloy smelting; recovery of ferrous and non-ferrous elements in the dust from the furnace gas cleaning system; application of silica dust in construction and so on. The final objective of the plant is to realize zero discharge of solid waste. The profit of the ?environment-friendly and recycling? process compensates in part for the operational expense of the environment facilities.

Room-and-pillar mining is commonly employed for the extraction of rock salt in undergroundmines. Pillar stress is a major concern in these mines as it is directly related to stability and mineralrecovery. In this study a flat jack method was used to measure pillar stresses in three undergroundrock salt mines in Pakistan. The field work included determination of in-situ stress, in-situ elastic modulus, recording of field variables (pillar length and width, height and width of opening, opening width to height ratio, extraction ratio, and overburden height) and collection of salt block samples. The geomechanical properties of rock salt (uniaxial compressive strength, Young’s modulus, Brazilian tensile strength, and density) were also determined to estimate overburden stress, pillar strength, and factor of safety (both estimated and actual). It was found that the measured pillar stresses are proportional to the overburden stress values, with their magnitude ranging from 6.05 MPa to 11.97 Mpa, and the pillars were found to be stable. Regression analysis was performed to develop statistical models for in-situ stress and in-situ elastic modulus. Finally a quick guideline chart was developed to determine the suitable length of pillar for a given span and required level of safety.

Introduction Extensive undersea coal-mining has developed on both the east and west coasts of Canada, and at this time some four million tons, or 25 per cent of the total output of Canadian coal, representing a pit-mouth value of $14,000,000 per annum, is coming from coal seams lying under the sea. Of the coal now being mined in Nova Scotia, 55 per cent comes from under the sea, and this proportion is likely to increase. The Province of Nova Scotia is at this date receiving in royalties paid upon coal ?removed from undersea areas a sum exceeding $400,000 per annum. The subject is, therefore, one of special interest to the Mining Society of Nova Scotia and the Canadian Institute of Mining & Metallurgy, and while this paper will deal chiefly with undersea coal-mining in Nova Scotia, an attempt has been made to summarize the development of mining practice in the winning of undersea coal in other parts of the world, with the hope that such a recital may assist in the assessment of local problems. The connection between the mining of coal under the sea and an insular or maritime geography is obvious in regard to Great Britain, Japan, Vancouver Island, Australia, and Cape Breton Island, and also in regard to the curious conformation of Chile; the tendency towards growth of a mercantile marine and naval eminence is equally obvious where coal is mined at tidewater. But, there is the further and less favourable significance that the mining of coal under the sea is associated with poverty rather than with abundance of coal reserves.

Blasts should be designed so as to maximise the percentage of charges which shoot to a free face (Le, to a pronounced rock/air interface).Free faces should be rough, parallel and reasonably near to blastholes and, very importantly, concavely·biplanar relative to the charges (see Fig. 6b). The presence of biplanar free faces requires that each charge fragments and detaches its quota of the burden rock before the detonation of:1. later-firing adjacent charges in single-row blasts, and2. dependent charges in multi-row blasts.In multi-row blasts, biplanar faces are best achieved:1. by drilling blastholes on equilateral triangular grids,2. by selecting a VI, V2 or V3 initiation sequence, and3. by using down-the-hole delays.Biplanar faces start to be created only when the conventional value of effective blasthole spacing/effective burden distance (Se/Be) increases beyond about 2.4. Values of Se/Be less than about 2.4 result in planar free faces. Where biplanar faces are created, conventional values of Se/Be are invalid and appreciably greater than real values of Se/Be.

Early in 1912, from information received by the Bureau of Mines, it became evident that quantities of valuable radium-bearing ore from Colorado were being exported for manufacture in foreign countries and that at least part of the manufactured product was being returned to this country and sold at a price entirely incommensurate with that received by the miner and the prospector. Consequently, in line with its efforts to increase efficiency in the mining and treatment of mineral resources, the Bureau of Mines undertook an investigation of conditions. Results of this preliminary investigation were published, in the summer of 1913, as Bulletin 70,a which gave an outline of the radium deposits of the West, the conditions of mining, the wastes involved, and the status of the production of radium from its ores. At about this time newspapers and medical journals were publishing statements regarding the value of radium in cancer therapy. These reports, although many of them were exaggerated, brought out clearly the remarkable virtue of the gamma rays for the treatment of cancer and other malignant growths. In view of the fact that the largest known supplies of radium ore in the world are in the States of Colorado and Utah and on the public lands of the United States, it was deemed highly important for the Bureau of Mines to study the production of radium in detail. Such study, it was hoped, would enable the prospector and miner to obtain a fairer price for the ores and would furnish information necessary in case Congress appropriated funds to develop methods for extracting radium from ore on the public lands under Government supervision, to be supplied at cost to the hospitals of the Army, Navy, and Public Health Service.

"INTRODUCTION An investigation of the metallurgy of cobalt from domestic ores has been in progress since February 1940 and has resulted in the formation of a hydrometallurgleal process for the production of electrolytic cobalt metal. Previous reports of these investigations have been given by F. K. Shelton; 7/ and Ruth E. Churchwrd, F. K. Shelton, and G. Knickerbocker. 8/ Briefly, the process, as applied to ores containing cobalt oxide, consists of leaching with H2SO3 or, preferably, with H2SO3 and H2SO4, to dissolve the cobalt. The cobalt solution passes through one or more purification stages to remove iron and elements of the copper group, and cobalt carbonate is precipitated under carefully controlled pH conditions. The cobalt carbonate is dissolved in on acid electrolyte containing sulfuric acid, boric acid, and sodium fluoride. The electrolyte then proceeds to electrolytic cells where cobalt is plated as a metal and sulfuric acid is regenerated.The present paper contains the results of several investigations signed to give a more complete chemical and engineering understanding of different unit processes involved in the electrowinning of colbat. Some work has been done to broaden the process to include arseniferrous cobalt ores as well as the oxide ores upon which the investigation was initiated. Most of the data presented herein have been obtained since the release of the previous reports; any changes suggested heroin that conflict with recommendations in earlier reports are based on more complete data and usually are preferable."

Mine fires have occurred since the mining of coal was begun, and they are still occurring. The resulting economic waste may become considerable (219),3 especially if a fire is allowed to assume major proportions or to get beyond control temporarily. It is important, therefore, to act promptly whenever a fire is suspected and to have every action count. To do this effectively, it is necessary to know at the earliest possible moment and thereafter what is happening in a remote or inaccessible area. It is equally important to know before¬hand what may be expected as a result of any proposed combative measure. The logical method of combatting a fire demands the cooperation of both mining engineer and chemist. They should decide the course of action to be taken, drawing upon the mining engineer's intimate knowledge of the physical structure of the fire area, the cost and time required for proposed operations, and the probable efficiency with which they could be carried out, and upon the chemist's knowledge of the results to be expected therefrom.

This report describes the results of a study to determine which types of, and to what extent, mining wastes can contaminate groundwater through leaching of acid-forming or potentially toxic constituents. The primary focus of this study was on coal mining wastes, especially overburden spoils and preparation plant refuse. In addition, the potential for contamination by leachates from clean coal stockpiles was also examined. The study approach included investigation of (a) the amounts and geographic locations of mining wastes in the United States; (b) the chemical character of mining wastes, especially with regard to potentially acid-firming or toxic constituents; and (c) the extent to which acid and/or toxic components are leached from mining wastes by rainwater. To evaluate the leachability of coal wastes, a laboratory waste leaching method was developed during this study to specifically simulate the leaching process over a long-term. Waste samples collected during this study were also leached by the EPA extraction procedure and ASTM waste leaching method. Results of the three leach test methods were compared to evaluate their relative capabilities to predict the leachability of mining wastes.

"INTRODUCTION The Bureau of Mines, United States Department of the Interior, with the cooperation of the University of Alabama and coal producers of Alabama, is making a series of washability studies to obtain technically and commercially important data from the productive coal beds of the State. Based on the system followed in these studies, this report consists of screen-sizing and sink-and-float data on the America and Pratt beds at Gorgas, Ala.SAMPLING AT THE MINESAlthough operations were discontinued in 1929, the accessible openings of the old Gorgas mines of the Southeastern Fuel Co. made possible the taking of samples from the America bed at three openings and from the Pratt bed at two openings. A sample was taken from the America bed at the Klondyke opening; a second was taken about 1 rile south of the Klondyke at the Musgrove America opening, and a third sample was taken about 1-1/2 miles south of the Musgrove-America at the Cricket Lodge opening. A sample was taken from the Pratt bed at Musgrove-Pratt No. 1, which is about 3/4 mile east of Musgrove-America, and a second sample was taken at Musgrove-Pratt No. 2, which is about 3/4 mile west of Musgrove-America. The samples ranged in weight from 1/2 ton to 1 ton and were equivalent to approximately a 2-ton sample from each bed. Figure 1 shows sections of the beds at the places sampled.In addition to the samples for washability study, a seam sample for analysis was taken at each of the places sampled. So as to give a representative seam sample for each of the two beds, these samples were combined in the laboratory in proportion to the thickness of the bed at the places sampled."

"SynopsisThe relationship between niobium content and austenite grain growth has been investigated through hot rolling simulation on a Bähr dilatometer. The effect of delay time between passes during rough rolling in Nbmicroalloyed steels with nitrogen contents typical for electric arc furnace (EAF) melting was studied. The results indicate that the grain growth constants n, Q, and A increase with an increase in Nb content. The activation energy for austenite grain growth Q was found to be in the range of 239 to 572 kJ/mol, the exponential constant n ranged from 2.8 to 6.2, and the material and processing condition constant A from 4.24 × 1012 to 4.96 × 1028, for steels with niobium contents ranging from 0.002% Nb to 0.1% Nb. A general constitutive equation for the prediction of austenite grain growth in these Nb-microalloyed steels under rough rolling conditions has been developed. Good agreement between the experimental and the predicted values was achieved with this constitutive equation.IntroductionGrain refinement has been found to increase both the strength and toughness of steels (Gao and Baker, 1998; Sharma, Lakshmanan, and Kirkaldy, 1984; Seok et al., 2014; Maalekian et al., 2012). It is also known that the austenite grain size directly influences the microstructure, and thus the mechanical properties, of the steel (Maalekian et al., 2012; Yue et al., 2010). Effective grain growth control is reported to be achieved through addition of precipitate-forming elements, such as Nb that, slow down the grain boundary migration through pinning and solute drag mechanisms (Yu et al., 2010; Olasolo et al., 2011; Alogab et al., 2007). Much work has been carried out on austenite grain lsize control by the addition of precipitate-forming elements that have a strong affinity for interstitial elements, such as carbon and nitrogen, which form the dispersed pinning particles to inhibit the austenite grain growth (Alogab et al. 2007; Hodgson and Gibbs, 1992; Nanba et al., 2003; Flores and Martinez, 1997; Rollett, Srolovitz and Anderson, 1989). Austenite grain growth can be described using a conventional or a modelling approach. With conventional approaches (e.g. metallography), in-situ monitoring of austenite grain growth at high temperatures is impossible. Modelling the grain growth behaviour based on available data is the ideal option. To quantitatively describe austenite grain growth therefore requires development of a sound mathematical austenite grain growth equation that accounts for the effects of the varying microalloying elements in inhibiting austenite grain growth. Numerous attempts have been made to develop an empirical model based on the general equation developed by Sellars and Whiteman (1979). Many of these models do not account for the direct effects of the microalloying elements such as Nb in austenite grain growth control [Fu et al., 2011; Wang and Wang, 2008; Wang et al., 2006; Shanmugama et al., 2005; Banerjee et al., 2010; Pous-Romeroa et al., 2013). The current work has considered this limitation, taking into account the direct effect of niobium in grain growth control during thermal processing. This is done by incorporating the initial austenite grain size Do and the microalloying element niobium in the development of a constitutive equation for grain growth prediction in Nb-containing microalloyed steels."

The aggregates industry is the largest minerals industry in the United States producing over 2.6 billion metric tons of crushed stone, sand and gravel annually. Approximately 5% of that production is fine material, passing a 75-micron mesh sieve. Of that amount, about 77% is not sold and represents one of the major industry issues. The material accumulates in stockpiles and settling ponds having an operational and economic impact on the site’s bottom line. Many factors cause this material to be produced: from blasting and processing techniques all the way to end use specifications.

This paper presents measurement and analysis of the dynamic response of a five-storey building to very high frequency excitation (>100 Hz) from blasting vibrations originating from a contiguous excavation of rock. Velocity response measurements in the rock and on the structure were employed to calculate the time-correlated dynamic displacement response of the building to blasting. Time-correlated structure response measurements are needed to advance the understanding of the response of urban structures to high-frequency excitation. Current regulations and understanding are based upon measurements of the response of one- to two-storey residential structures by 10 to 40 Hz excitation. The extension of these observations to taller structures when excited by high-frequency excitation needs to be investigated further.Measurements show that the amplification patterns at the ground level and top of the structure match or are lower than that observed by the US Bureau of Mines (Siskind et al, 1980) for the shorter residential structures. They decrease with increasing peak particle velocity. From the measurements, the global transverse shear strains found by differentiating ground floor and top displacements were calculated to be 12 µstrains. Time-correlated bottom and top of structure displacements show that building response may be more reflective of wave propagation up the structure than whole-structure inter-storey drift.In addition, a 3D model was used to compare computed displacements and strains to measured results. Modelled responses varied considerably, both in magnitude and location of the maximum strain. No conclusion can be made regarding the best 3D model to employ to simulate building response. More data such as motions measured at many points in the structure are needed. Maximum inter-storey transverse shear strains calculated with the model were found through the acceleration excitation and were less than 12 µstrains for 37 mm/s rock motion excitation. The inter-storey transverse shear strains calculated with rock displacement input were less than that found with the acceleration excitation.CITATION:Dowding, C, Aimone-Martin, C and Abeel, P, 2015. The mineralogy of nickel slags from the flash smelter of Western Mining Corporation Ltd. at Kalgoorlie was studied. Residual magnesium silicates in the sulphide concentrates raise the melting point of the slag and result in the formation of magnesium-rich olivines. Addition of lime lowered the melting point, and, in slowly cooled slags, resulted in the formation of a pyroxene.Magnetite and sulphides were also present in all slags.The converter slags contained an olivine near fayalite in composition, together with wiistite, magnetite, and a little sulphide.Accretions from the hearth of the flash furnace were largely composed of magnetite with subsidiary olivine similar in composition to those of the flash furnace slags.Wall deposits, however, were largely composed of nickel ferrite and nickel-iron olivines.

Annually, the United States uses more than 4 billion tons of new mineral materials, or about 40,000 pounds per person-about half being mineral fuels and the other half being metals and nonmetallics. Stable and economic domestic mining, mineral, metal, and mineral reclamation industries are essential to the economy. The value of United States energy and processed materials of mineral origin exceeds $200 billion annually. Although a number of minerals are imported, especially some designated as "strategic and critical," most U.S. mineral supplies are derived from the domestic mines and processing facilities that you will be seeing, reading about, and visiting as you use this visitor guide. We hope you enjoy your experiences. This pamphlet, a guide to mining and mineral operations that may be observed or visited and some other points of interest relating to minerals, is in-tended to aid tourists and students who are interested in mining. Some may wish to study our Nation's romantic past; others may plan to enter the minerals industry as a career; still others may have a primary interest in conservation practices. The pamphlet is also intended to aid State and local officials, Chambers of Commerce, and mining firms in answering some of the many questions of tourists and students.

"Guests and Members of the Rocky Mountain Coal Mining Institute: "It gives me a great deal of pleasure to call the Fifty-Second regular meeting to order this morning. "I think that you will agree with me that we have an excellent program planned for the next three days, comprising various interesting and educational subjects by authors of prominence, which will be of keen interest to all of us in the coal industry. "The Program Committee, chairmanned by John Peperakis, has done an excellent job in securing this very splendid talent for our convention. "I would like to say a word as to the, condition of the coal industry in our part of the country as well as elsewhere. I believe we can look at it with more optimism than in the past several years, particularly in the state of Colorado, with which I am more familiar. "Annual coal production in Colorado gradually dropped from around 12 million tons during the years of World War I to as low as 8 million tons during the last war, and to less than 3 million tons in the year of 1954. We believe that it touched bottom that year, as in 1955 the state production went up again to nearly 3,400,000 tons, equivalent to an increase of 15%. As you know, the national increase in bituminous coal production for the year of 1955 was roughly 2000 over 1954. "The national increase for the first two months of 1956 over the same period of 1955 is approximately 2100. Colorado's production is running around 1000 over the comparable period of last year, and the 5 states represented by our Institute came up with a nice increase in 1955 over 1954 of 1000. This report is intended as a reference for personnel interested in the computer anlaysis of coal-mine-electrical-power systems under either normal operating conditions or fault situations. The procedures developed for this purpose are described and implementation considerations are discussed with respect to the mine-power system. Considerations for choosing a solution technique and a number of examples are included. Procedures described include the Newton-Raphson iterative technique for the analysis of normal operation as well as a non-iterative Z-bus technique for analysis of unbalanced or balanced faults. During program development, strict attention has been given to the inclusion of core and/or time saving techniques such that these algorithms may be implemented on small as well as large computers. Program languages include FORTRAN IV for batch processing applications and APL or BASIC for interactive applications.
