The object of this report is to present certain pertinent data on the physical and chemical properties of South Arcot lignite and to present the results of several special tests to show how the raw lignite can be upgraded to superior fuels for certain special uses. The Bureau of Mines Branch of Coal Technology laboratories at Denver have advocated the drying and carbonization of all low-rank fuels for special uses and have introduced and developed new techniques for upgrading and refining noncoking coals. Application of these techniques to the South Arcot lignites was the object of the investigation, and this report presents significant data necessary for planning a fuel program based on utilization of dried and carbonized dusts. In general, the South Arcot lignite is similar in chemical properties to the high-moisture lignites found in the United States and has some physical properties similar to Australian brown coals. The samples submitted for test had lost moisture before delivery to the laboratory, and it has been necessary to estimate the analysis of the lignite in place in the mine. Various observations made in India by qualified technicians indicate that the bed moisture content of the entire seam is in the range of 54 to 56 percent. For estimating purposes in this report, the bed moisture content has been taken as 56 percent and the ash content of the fresh coal as 2.5 percent. INTRODUCTION Conceptual design of the first Exploratory Shaft (ES-I) for the Nuclear Waste Repository in Basalt (NWRB) began in July 1981; detailed design began in February 1982, and was largely completed by December (RKE/PB, 1983). The intent was to begin shaft construction by January 1983. The site had been prepared at that time, a construction manager selected and on board, the starter hole excavated and lined, and steel casings were under procurement. Government policy changed, however, and construction was halted before the drill rig started turning. Construction is now planned to begin in 1988. ES-I is a part of the site characterization program for the NWRB. The shaft will be used to develop production data and related information relative to drilling shafts at the site near Richland, WA, and to provide access to the repository horizon for site characterization and testing. The early program called for one shaft and some 330 m (1000 ft) of drifting. The program has since expanded to include a second shaft (ES-II) and more extensive drifting and testing. Currently, both shafts are planned to be 1.8 m (6 ft) in finished diameter, but studies are underway to determine if the second shaft should be larger. The drilling method was selected for shaft construction primarily because it offered a significantly shorter construction period than conventional shaft sinking using freezing and grouting. The finished drilled shaft will be lined with a continuous steel lining. Personnel are safer during construction with a drilled shaft than with a conventionally sunk shaft. The drilling method

INTRODUCTION Prior to excavation in soil and rock, it is useful to know the subsurface structure. This is important information both for safety and for equipment scheduling reasons. It is useful to know whether parts of the subsurface might be potentially troublesome or of different character than is generally thought present. By using geophysical probing, it is possible to infer the location and size of these unusual regions. The ground structure is commonly estimated from core samples taken from boreholes. These cores give a detailed knowledge of the structure in the borehole. However, knowledge of the structure exterior to the borehole can only be extrapolated from core data. By using seismic and electromagnetic cross-borehole geophysical probing, remote probing can be used to sense the region exterior to boreholes. A recent advance has significantly improved the state-of-the-art for defining the ground structure between boreholes. This new procedure utilizes large amounts of data and provides a detailed picture of the subsurface. The data processing algorithms used are similar to those in medical imaging of the human body using x-rays, a science called x-ray tomography. This imaging of the ground is called geotomography, which is a shortened acronym for geophysical tomography. Several examples of geotomography applied to imaging ground structure are presented. Our approach has been to probe the ground with electromagnetic and seismic waves. We map the region of interest with signals transmitted between multiple source and receiver pairs lowered in boreholes on opposite sides of the region (Figure 1). Multiple regression analysis was used to predict elemental concentrations of copper and nickel in soils from consideration of the concentration of these elements in vegetation in an ultrabasic complex in New Zealand. Regression equations were computed from sixteen independent variables involving concentrations of ten elements in plant ash, and various physical factors such as slope and altitude of the site, and height of the tree. One elemental and one physical variable were significant for nickel at the 90 per cent level of probability and five elemental and two physical variables were significant for copper at the same level. Use of the regression equations explained 32·5 per cent and 26·5 per cent of the variance in the respective relative accumulations (amount in plant divided by amount in soil) of copper and nickel.Predicted concentrations of copper and nickel in soils agreed more closely with the observed values in the soils than did the levels of these elements in plant ash.Although the results may specifically apply only to the test area, the principles should have universal application.

Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

Progress made by the quarrying and related industries of the United States during 1939 included increases in the number of men employed and the number of man-hours worked and reductions in the death and injury rates per million man-hours of exposure to risk. Forty-seven States reported quarries in operation; in each of 26 States the industry employed 1,000 or more men. Of these 26 States, 16 reported lower accident rates than in 1938. Among the operations of various types for which separate figures are published in this bulletin, the limestone, lime, and cement groups reported lower accident rates. During 1939, 79,449 men were employed in the quarrying industries. The period of operation of the plants averaged 236 clays per employee, with a total working time that equaled nearly 144 million man-hours. Accidents at the plants resulted in 48 deaths and 5,204 disabling injuries among the workers. Expressed as frequency rates, the accidents represented 0.33 fatality and 36.18 injuries for each million man-hours of work performed during the year. The major cause of fatal accidents inside the quarries was falls or slides of rock or overburden; nine deaths were reported from this cause. Four men were killed by explosives and four by falls of persons. Nonfatal injuries inside the quarries were clue chiefly to handling materials; about one-sixth of the total number at all operations in connection with quarries and related plants were in this class. Flying objects also caused numerous injuries, although only about one-half as many as did handling materials. Next in numerical importance were injuries from falls of persons. Then followed accidents caused by falls or slides of rock or overburden and accidents caused by machinery.

This paper describes the location and general features of iron occurrences in Colorado. Most of the deposits were examined; many are in forested and mountainous areas at altitudes of 5,000 to 13,700 feet. Iron is known to occur in 30 counties of western Colorado. Transporting the ore to market is a handicapping economic factor involving long truck and railroad hauls; the nearest purchaser of smelting ores is the Colorado Fuel and Iron Corp., at Pueblo, Colo. When the ore can be sold locally for special purposes and at higher prices than can be obtained at iron smelters, small-scale operations can supply that market.

"A new approach to measure process conditions in flotation cells is presented. Real scale flotation cells in a Zinc circuit are imaged using Outotec LevelSense sensors based on electrical resistance tomography. The latest results from long period plant tests show that the sensors together with FrothControl analysis give new information that correlates well with other process parameters. The sensors can compensate for electrical contact contamination using an automatic calibration technique and they are basically maintenance free. The results indicate that using the LevelSense sensors and FrothControl solution, the process control and optimization can be done automatically, stabilizing and improving the metallurgical performance of the flotation process.INTRODUCTIONThe froth flotation process is widely used in mineral industry for the separation of minerals from low-grade ore slurry. Different property parameters of froth and slurry could be measured to monitor and control the flotation process: air bubble size distribution, flow dynamics, thickness of the froth bed, amount of solids in the froth, etc. Some techniques already exist that can be utilized in studying these important parameters on-line. Examples of the techniques are the high-speed video imaging, simple conductivity probes, ultrasound techniques, floats and pressure transducers (Maldonado et al., 2008). These techniques, however, often suffer from some limitations. For example, the video imaging only gives information from the surface of the froth, simple conductivity probes suffer from contamination and the floats may get stuck and therefore do not give reliable signal for process control and optimization."

This publication covers the work of the Division of Coal Mine Inspection, Bureau of Mines, as performed under provisions of the Federal Coal Mine Safety Act. It presents background information and data since 1952 when the Act became effective and includes up-to-date statistics for the calendar year 1962. During that year, approximately 9,704 coal mines were active in the United States, and the Bureau made 12,810 regular inspections. BACKGROUND The Federal coal-mine inspection program was established to carry out the provisions in Public Law 49, 77th Congress, (H. R. 2082) approved May 7, 1941. This act has since been amended as Title I, Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also included Title 11, Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal Mine Safety Act.

The E1 Indio Mine is located in the Andes mountains about 180 kilometers East of La Serena, capital of the Fourth Region of Chile. It is reached by an international highway running up the Elqui Valley as far as Juntas from where the last 42 kilometers is on a road constructed by the Company. The plant is located at 3.900 meters above sea level among extremely rugged terrain with nearby mountains rising about 5.500 meters. Climatic conditions at these altitudes are severe with winter temperatures down to -20°C. Snow storms lasting several days and leaving up to two meters of snow have been experienced, while fierce winds are corm=.

Following is a brief history of Bureau of Mines Division of Coal-Mine Inspection activities that have favorably effected health and safety and reduced Injuries at coal mines: The Federal cline Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines for the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consulting with representatives of management and mine workers, and was incorporated in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, betweeen the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines considered imminently dangerous, but authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

Approximately half of all the fuel energy used in the United states is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

"Pulp and froth zone characterization in a flotation circuit to improve transport of valuable minerals remains a challenge. Even though some significant breakthroughs have been made in the development of collectors in terms of selectivity, the control of gangue drainage is still the main bottleneck to achieve the production of a clean concentrate.Over the last decade, COREM’s team has been working on technologies to improve the selectivity of flotation circuits by tuning their hydrodynamic conditions using online instruments such as the bubble viewer, Jg sensor and gas hold-up. As part of its research program, COREM also developed the half-life column that establishes the relationship between the collection zone (bubble-particle attachment) and the cleaning zone (foam) of a flotation machine. In recent years, COREM has continued the development of the prototypes to make them more robust and improve the accuracy of their measurements.Recently, these hydrodynamic instruments were installed in an industrial process at Raglan Mine in order to diagnose and control the impact of hydrodynamic parameters versus the recovery and the quality of the Ni concentrate produced. Sampling campaigns of hydrodynamic parameters demonstrated that froth height could be optimized in order to increase recovery and quality of the concentrate at the same time. The specific effect of the froth height impacts both the pulp and the froth zones. Along with the impact on the drainage of the concentrate, it was observed that froth height also contributes to enhance the collection of particles in the pulp leading to an increase in metallic units.IntroductionOnce the particles of the minerals of interest are attached to the air bubbles injected in the pulp, the flotation process is driven by air dispersion parameters and froth properties. The pulp is usually responsible for the collision between air bubbles and hydrophobic particles of interest while the froth zone aims to upgrade the selectivity of the particles floated through drainage of the unwanted hydrophilic particles. Over the last four decades, flotation hydrodynamics has been extensively studied. Superficial gas velocity (Jg), gas hold-up (eg), Sauter mean bubble diameter measurements (d32) and bubble surface area flux (Sb) are among the most assessed parameters in flotation plants worldwide either to quantify the gas dispersion parameters or to optimize them (Fournier et al., 2015). McGill University has developed several sensors able to measure these parameters at industrial scale (Tavera et al., 1996; Finch et al., 1999; Chen et al. 2001)."

Sheryl Sandberg, the COO of Facebook, published a book titled 'Lean In', where she invites women to sit at the table. In summary, to 'sit at the table' entails not only embracing opportunity, but to actively seek out opportunities in leadership positions. Sandberg points out that, unfortunately, apart from institutional obstacles, a woman's own perceived limitations have a negative impact on her leadership ambitions. To create an environment where diversity will flourish, where everyone has a seat at the table and everyone has a voice, safety must be established first. To establish safety within a diverse team, there is power in relationships and connections. This study will first and foremost review theories in literature as to why diversity and inclusion are so important and the value that diversity brings to our industry. The study also recommends a few focus areas for improving diversity and inclusion in the industry.

"Innovation in the minerals industry has been lagging behind comparable industries like oil and gas. An incremental innovation culture that tolerates long lead times between invention and adoption has been exacerbated by a research grant structure that inhibits radical idea generation. Entrepreneurs who can make the link between ore source, technology and finance will cause a shift in innovation culture and open up substantial opportunities in the minerals industry of the future. By extrapolating existing trends in technology within and outside mineral processing, a crystal ball vision of future innovation is shaped with the aim to lower energy and water demand, reduce CO2 emissions, decrease operating and capital costs, reduce environmental impact, and secure a social licence to operate. Advances in nanotechnology, advanced materials and biotechnology will impact mineral processing, but the initiative for technology transfer must come from mineral processors. Laminates of graphene oxide can offer efficient filtration and separation media, while microfluidic devices will be used for desalination, solvent extraction and analysis. Substantial progress is expected on benign lixiviants and separation agents, such as nanoscale supramolecular hosts that can serve as high-capacity, selective and recyclable ligands and sorbents, and solid aminobiphosphonate-based adsorbents. Radical ideas for the recovery of precious metals from non-assayable ores and the generation of energy above unity will be adopted in selected minerals projects. In-situ mining in which microbes generate lixiviants at mineral surfaces will simplify processing circuits. Specific ores will be subjected to microwave processing and electropulse liberation to enhance recovery. Ultrafine grinding using devices of low energy consumption will be done mainly dry, followed by dry separation. New flotation cells will remove efficiently either coarse particles or ultra-fine particles, with mineral surfaces being modified not just by new reagents but also by selective microbes. Innovation in mineral processing indeed has a bright future."

WHEN "Chief" Buehler in mid-September set out on his official 10,000 mile swing-around-the-circle visiting Local Sections he decided not to tell his audiences how to organize and operate a state geological survey. As the director for 28 years, of the Missouri Bureau of Geology and Mines (which, he concedes, is the best in existence) lie could have done this to good advantage; but he preferred to discuss affairs of the Institute. In 25 speeches made to member and student groups, he dwelt on sonic or all of the following phases of activities. He stressed the vital importance of the Local Sections in providing the opportunity for members to associate under pleasant auspices with others in their profession. The benefits of Institute membership he classified as tangible and intangible. Of the two lie felt that the latter were more important. A man's progress in his profession depends in large measure upon a broad acquaintance and friendship with others. The Institute is incomparably the best medium for meeting fellow engineers. The primary, function of the new enlarged Membership Committee is to obtain a comprehensive list of engineers eligible to be members, always hearing in mind that the standards of membership must not be lowered in any degree. These men are to be invited by individual letter to apply for membership. Whether they become members or not is of less importance; but it is vital that no qualified man should be outside the fold for the reason that membership had never been suggested to him. Dr. Buehler emphasized repeatedly his feeling that the younger man that had never had Institute membership brought specifically to his attention had been cheated:

"INTRODUCTION While investigating prevention of sabotage and maintenance of production of essential war minerals, engineers of the Bureau of Mines visited more than 1,400 metal and nonmetallic mines, quarries, and open pits in all parts of the United States.The need for, uniform safety practices is indicated by the fact that during 1938-1940, inclusive, the Western Safety Conference, under the sponsorship of the California Department of Industrial Relations, undertook the prepara¬tion of a set of standard safety regulations for the 15 participating political subdivisions. The membership of these political subdivisions is comprised of representation from Alaska, Arizona, British Columbia, California, Colorado, Hawaii, Idaho, Lower California, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming, For the guidance of its own engineers; the Bureau of Nines found it necessary to prepare a set of safety practices that could be used uniformly throughout the United States. These safety practices were compiled from State mining regulations, mining company safety rules, and the experience of Bureau of Mines engineers for more than 3 decades, and represent the best safety practices of the Nation's' mineral industry.The purpose of this publication is to make safety practices available for the non-coal branches of the mineral industry, with the hope that they may assist in reducing accident occurrence. The Bureau will welcome questions and suggestions regarding these practices in order that changes may be made as necessary.Where the adoption of any practice would not materially increase the safety of employees or would work undue hardship on the operator, the Bureau does not recommend such adoption."

It was investigated in which form sulphur is bonded in ladle slags. For this purpose, the mineralogical phases of the ladle slags were qualitatively and quantitatively evaluated by means of a microprobe. This slag characterization allowed reconstructing the bonding of sulphur into the phases of the ladle slag. Moreover, the reaction process with regard to the ionic theory as well as the structural formula for the mechanism of sulphur bonding were discussed. The bonding of sulphur into calcium aluminate slags is determined by the sulphide ion content in the slag as well as by the ratio of (CaO)/(Al2O3). Calcium sulphide separates only if the slag contains a large number of sulphide ions. When Ca12Al14O33is separated, the sulphide ion is successively integrated into the lattice. The crystal lattice of Ca12Al14O33is characterized by an open, three-dimensional anionic network composed of aluminium-oxygen tetrahedrons linking the edges. In this network, large interstitial spaces are formed, which may be filled with calcium ions on the one hand and statistically with a free oxygen or sulphide ion on the other hand.
