UNEMPLOYMENT is the most ominous shadow ahead of the industrial nations today. Only two great industrial countries are free from unemployment, France and the Soviet Commonwealth. In France the social unit is the family, not the individual. This has saved France. In the Soviet Commonwealth, development is proceeding so rapidly from agricultural to industrial that there is still a dearth of muscle workers in the non-agricultural enterprises. In the other industrial countries unemployment results both from acute temporary recession in industrial activities and from the rapidly increasing substitution of the machine for the man. Temporary recessions can be mitigated, alleviated by makeshifts, often ill considered. Secular recessions due to a fundamental change in the way of accomplishing physical, chemical results cannot be cured by any makeshift. There must be a period of transition. There is therefore before us the three- fold problem, immediate, prosimate and ultimate.

"AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest. Development in the Upper Texas Gulf Coast during 1945 resulted in the discovery of 23 new fields; one Miocene, eight Frio, three Cockfield-Yegua and eleven along the Wilcox trend. The Wilcox trend appears to he the most active at this time. Producing depths of the new Wilcox discoveries range from 2050 to 10,050 ft. Drilling along the Frio trend has been, for the greater part, projected to the deeper downdip sands. Eighteen of the new discoveries are classified as oil or condensate and five are gas discoveries.

This method allows and encourages the contractor to provide a competitive and/or innovative micropile design within the framework of the overall design requirements. The responsibilities for the work are shared between the owner and the contractor. ? Open Specifications: These leave the scope and design of the installation up to the micropile contractor. This method is the most common for securing bids on temporary micropile work. The responsibility for design and performance is clearly placed on the contractor. Open specifications are not recommended for permanent applications. This method allows the contractor to select the most economical micropile system. ? Prescriptive Specification: The Owner describes specific procedures that must be followed, but which may not necessarily describe the objective of the work. HE Tonopah Extension property consisted originally of three claims, with an area of 38 acres. In 1902 a shaft, now known as No. 1, was started near the eastern end of the property, close to the Tonopah Mining Co.'s boundary line, in the. andesite cap rock' which covers the ore-bearing formations in the western end of the Tonopah district. A short distance below the 60-ft. level, the orebodies pinched out, although the veins continued. This shaft has not been used since 1916. Before 1910, the production was small, coming mostly from small shoots of high-grade shipping ore. In that : year, the, company started its 30-stamp mill and cyanide plant; the mill was later enlarged to 50 stamps, with a corresponding increase in the cyanide-plant capacity, which brought the capacity of the mill up to 350 .tons per day. The total production of the mine to Oct. 1, 1920, is 871,177 tons of ore, from which was recovered 15,267,216 oz. of silver and 156,241 oz. of gold.' This makes an average recovery per ton of 17.5 oz. silver and 0.179 oz. gold. The average price received for silver since' the beginning of operations is 65.87 c. per oz., and the average value recovered from the ore-'is $15.25. The area of the property has been gradually increased by purchases and consolidations of adjoining ground until it is now 647 acres. A new shaft, known as No. 2, was started in 1912, 1600 ft. west .of No. 1, and in the following year a crosscut on the 750-ft. level of this shaft resulted in the discovery of the. Murray Vein system, from which the greatest prosperity of the mine has come. This vein, with its related veins,

Australian coals tend to be young in geological age and high in ash by world standards; preparation of the coal before marketing is almost universal. On the basis of float and sink data from 39 locations in the Eastern Australian coalfields, the coals are placed in four categories representing increasing difliculty in their washability characteristics. These seem to be related neither to the geological age nor the geographical position of the deposit and Hunter Valley coals, for example, span all categories. The influence of crushing on the washability of Australian coals is briefly considered and from limited data it is concluded to be appreciably smaller than for British or North American coals. A strategy for the float and sink analysis of Australian coals is proposed and the influence of washability characteristics on current trends in the selection of separating processes for coking and steaming products is discussed.

TAXATION has become a major item in the operation of Canadian mines, and, as such, merits our most serious consideration. I feel it was a splendid idea for the Institute to set aside this time for a frank discussion of this important subject, and believe great benefit will result from a better understanding of the methods and underlying principles involved. Mining, as a great national industry, may quite properly be called upon to pay its fair share of the cost of running the country; and there is no tendency on our part to avoid this responsibility. There is, however, a very definite demand that the proportion be just, and fairly and sensibly applied. I believe that Mr. C. G. Williams, Secretary of the Canadian Metal Mining Association, and others, are giving details of the various Provincial and Dominion regulati6ns, so I shall not touch on that phase of the situation. However, there are some important factors to which I should like very briefly to call your attention. The first is the vital need for stability. As you all know, a considerable period must elapse between the preliminary stages of any mining venture and the time when it comes to production-or is finally abandoned as un-profitable. These early days are fraught with many unavoidable uncertainties. If, to these natural hazards, the apprehension of instability of governmental action be added, the risk becomes so great that capital seeks other and safer fields for investment, and many otherwise promising projects are thus discarded. There probably never has been a time in recent years when so much money was seeking investment as now. Under favourable conditions, the development of our great mineral resources would be a natural and attractive outlet for this money. The amount of taxation which the mining industry can properly absorb is of the utmost importance at this time, and it might be well to consider this question in its relation to the economic stability of our country, for it cannot be too greatly emphasized that direct taxation is only one item in the net return which our governments derive from the mining industry. Indeed, the many indirect benefits are so manifest that it would seem almost unnecessary to enumerate them! We almost invariably think of mine taxation as a direct company tax-overlooking the fact that sales tax, customs duties, acreage tax, income tax on mine dividends, foreign shareholders' dividend tax, and others, must all be taken into consideration. It would seem that the economic value of non-ferrous metal mining in Canada is not sufficiently understood and appreciated.

Next year marks the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). As the U.S. coal industry scrambles to cope with serious economic difficulties, it is appropriate to examine some other difficulties that have their origin in certain provisions of that ten year old law, and that bear directly on the economic viability of surface coal mining in the west. This paper focuses briefly on three technical issues in the reclamation of surface coal mines in arid regions, and suggests that innovation can resolve these issues. The coal industry operates within a narrow legal context, defined in 1977. In enacting SMCRA, Congress listed among the purposes of the Act ?... to...strike a balance between protection of the environment, agricultural productivity and the Nation's need for coal as an essential source of energy." I maintain that such a balance has never been struck, particularly with regard to the reclamation of mines in the west. One reason is that when SMCRA was enacted its supporters were aware of uncertainties about the potential for successful reclamation of western surface mines. Over the intervening years, as a recent Congressional study report (OTA, 1986) points out, "...the risks these uncertainties may pose to the long term success of western reclamation have been reduced significantly." Unfortunately, SMCRA's enforcement agency, the Office of Surface Mining (OSM) has not yet recognized this fact, and the western coal industry is paying the price.

A state of the art computer simulation package, named UTAH-MODSIM is being developed. This package can run on a mainframe (eg. UNIVAC) as well as on a microcomputer (eg. IBM/PC with at least 512 kBytes of core memory). Friendliness was the major concern in developing this software. The user simply generates a complete flowsheet by presenting the flowsheet on a graphics terminal. This flowsheet defines the circuit to be simulated. With the minimum required data, the user can obtain a complete mass and water balances within a few minutes. Moreover, this package will provide scale-up and capital cost information of specified equipment relevant to design. In order to illustrate the utility of this software, three design examples are given. They are: a) A typical multistage crushing plant. b) A reverse closed grinding circuit comparing one stage with two stage classification. c) A standard closed grinding circuit suitable to liberate a specified fraction of chalcopyrite from a copper ore.

In this paper, results of a novel synthesis method of carbon-coated LiNi113Mn113Co11302 cathode material for lithium-ion battery are reported. The carbon coating was produced from a precursor, glucose, by microwave-pyrolysis method. The structure, morphology and electrochemical performance of the bare and carbon-coated LiNi113Mn113Co11302 were characterized by X-ray diffraction, scanning electron microscopy and charge-discharge tests respectively. The L8(27) orthogonal experiments were carried out to optimize LiNi113Co113Mn1130z/C technological conditions. The conditions of the orthogonal experiments were that the glucose content were 1.5 % and 4 %, the holding time were 15min and 30min, the heating temperature were 400 °C and 500 °C and the solvent were H20 and CH3CH20H. The main experiment target include specific capacity at 0.1C and 0.2C, Capacity retention rate, medium voltage attenuation rate and The fifth discharge medium voltage. The data were analyzed by Minitab 14 statistics software. The results of analysis of variance indicated that the most influential factor was the glucose content despite of discharge rate. Secondly, the effect of the solvent was equivalent to the holding time.

By combining the skills of the physicist with those of a chemist, the identification of minerals has become an exact science and the presence of even minute traces of impurities and extraneous elements is readily revealed by spectrographic means, Granted that we can learn all there is to know about the composition of a substance and even about its physical propertied (which latter assumption is somewhat far-reaching) it still does not follow that we clearly understood its commercial designation or utility.

As indicated by the title it is proposed: I.-To review briefly some of the more recent developments of Physical Metallurgy; and 11.-To show how Physical Metallurgy functions as the link between mining and production metallurgy on the one hand, and consumption engineering on the other hand. Io these days of specialization, papers of the kind being considered mostly gravitate to the American Society for Metals, the American Society for Testing Materials, the Institute of Metals, and the Iron and Steel Institute. In proof that there is a place for the newest and most specialized of these societies, the American Society for Metals, it may be said that in the Montreal Chapter there are 200 active members, and in the Ontario Chapter more than 200. Yet the overshadowing glamour of the mining industry proper, and the publicity it receives, result in an almost continuous dearth of students in metallurgical engineering at our universities. There are more jobs than graduates.

The ubiquity of big data, internet of things (IoT), and smart devices is radically changing society; our personal lives are being tracked, digitally motivated through gamification, where information has become an addiction at all income levels, genders, and generations. These forces should not be held at bay in mining; rather, we should embrace and take advantage of this phenomenon to improve safety and productivity. It is time to rethink long-held conventions behind Fleet Management Systems, such as permanently mounted hardware, connecting through cables and Bblack boxes^, equipment centric rather than operator-centric, wireless requirements, minimal to no feedback to the operator, and high costs. We should also reconsider how we are collecting much of our safety, training, and preoperational forms on paper that then, must be entered into computer systems for compliance, and rarely if ever used in analytics, rather than entering the data directly into a digital device. Collecting safety and location data directly digitally also unlocks the information contained in safety forms and audits enabling new data mining and analytical approaches. Managing then gaining value from this new, greatly expanded mountain of largely unstructured data, requires the use of modern tools and approaches, such as gamification and big data, as well as skill sets, not traditionally available in mines. Furthermore, tablets can now provide a better user experience as well as new sensors when compared with traditional fleet management systems (Mining Magazine 2019, 2016, 2015), at a fraction of the cost, employing the extremely esthetic and engaging visuals derived from the video game industry. Real case studies of these applications of both technology and approach, such as gamification, show that these tracking technologies can bring high visibility and large amounts of data to even the smallest operations and the challenge of making use of the data can be facilitated through the application of gamification. As with our personal smart devices, these technologies are poised to deliver huge improvements in operator feedback, tracking, and performance management, at a much lower cost per unit.

Prudent design of coal pillars in any mining system requires an estimation of in-situ pillar strength, overburden lateral load transfer capability, and a failure criterion. Pillar strength is typically determined using one of several different empirical pillar strength formulas. For coal reserves in the U.S., a new pillar design method was proposed based on extensive U.S. field measurements in underground mines (7) which accounted for confinement effects. Field measurements in seven U.S. seams indicated highest strength for some Utah mines where the coal seam developed high confining stresses. Lower strength was measured in structurally controlled seams. This method is expanded here including the data from the weaker tertiary coal measure rocks and lower confinement for pillars with low width-to-height ratios. The determination of how much load a pillar is expected to take is partially dependent on the ability of overburden to transfer load laterally; this is useful for selection of panel width and barrier pillars size in select mining applications where long-term stability is required in conservative designs. In caving mining systems, caving of the strata is influenced by geologic, mining and stress conditions and the released energies influences how the pillars react at loads approaching pillar strengths. Overburden deformation and caving mechanisms are analyzed in this paper in multi-panel extractions to enhance the understanding of load transfer, seismicity and coal bump control in deep western U.S. operations.

The U.S. Bureau of Mines, Department of Labor, and United States National Committee of the CIE hosted the TC4.10 Mine Lighting Committee Meeting and Second International CIE Mine Lighting conference at the MSHA Academy in Beckley, WV from October 12-16, 1981. This was the first time the meeting and conference had been held in the United States. The TC4.10 Mine Lighting Committee, chaired by Dr. Adam Peretiatkowicz of Poland, was attended by 15 committee members and six guests representing eight countries. Discussion during the meeting covered mine lighting instrumentation, open cast (surface mine) lighting, and lighting sources. The committee also reviewed a draft of proposed lighting terminology and suggested changes to make the definitions more acceptable to representatives of the nations present. The mine-lighting conference featured 20 papers presented by 18 speakers representing six countries. The papers covered all phases of mine lighting, including research, hardware development and application, personnel acceptance, and requirements for system maintenance. The conference attracted 126 attendees and also included displays by eight lighting hardware manufacturers and four mining machine manufacturers. Papers from the conference are being published by the Government Printing office, with copies presented to the conference attendees. Copies will be available to others interested through the NTIS. During the course of the TC4.10 meetings and conference, committee members toured three mining equipment assembly plants, and six of the foreign representatives visited a longwall installation in an underground mine. Planning and administrative services for the meeting and conference were handled by Bituminous Coal Research, Inc., under USBM Contract H0318038.

FIGURES for the first 11 months of 1935 indicate that the total coal production of the United States for 1935 will be approximately 416,000,000 tons, or almost identical with the production figures for 1934. Bituminous production will show a gain of about six million tons, and anthracite production a loss of about the same tonnage, compared with the previous year. This does not take into account so-called "bootleg" anthracite coal amounting to approximately 5,000,000 tons. Twenty-nine years ago, in 1906, the production of coal was almost identical with this year's production. At that time, 626,000 men were employed in producing this tonnage, which took a toll of 2138 lives from accidents. In 1935, approximately 540,000 men were required to produce the same tonnage with an estimated loss of 1155 lives. This shows definite safety advancement in the industry, but even so accidents are still costing an average of 3c. a ton more than they should.

Fair market value, in the legal sense , is the price which a prudent and knowledgeable buyer and a prudent and knowledgeable seller, acting without constraint or compulsion , will agree upon to exchange an asset. In the ordinary commercial or engineering usage, the term may imply simply the market value or a reasonable and equitable price. The engineer evaluator who is called upon to express an opinion about the fair market value of an asset may be able to base his estimate on the sale price of similar assets or on the market values of stock. Frequently such indicators of value are not available and the evaluator must devise other means of appraisal. Mineral resource properties may be thought of as having value by virtue of the existing or potential ability to produce at a profit. Conventional procedures permit the computation of the present value of future revenues having due regard for the time value of money and the risks attendant upon the realization of the venture. Such computations have gained wide acceptance as a basis for the estimation of fair market value.

THE statisticians had defeated Germany months before she invaded Poland. With batteries of adding machines they had proved that she was suffering from serious deficiencies in critical food- stuffs and in practically all of the raw materials necessary for the conduct of modern warfare. Their calculations showed that with respect to fats, oils, wool, cotton, hides, petroleum, iron, copper and other metals, the Reich was bound to be at a great disadvantage vis-a-vis the French and British as long as the latter could keep open the lines of sea communication. The conclusion seemed obvious-"Germany can't win." The more cautious of the commentators introduced qualifications as to the length of the war and the tightness of the British and French blockade. They also made a third qualification as to the character of the struggle- whether it was to be a war of attrition or a war of movement. But since the invasion of Norway in April, there is no longer any doubt on this score. It is a war of movement-a war in which fuel, lubricants, and metals are being consumed on a scale never before seen.
